Richfield schools to get solar power District signs takes advantage of tax credits and rebates in signing deal to place panels on schools BY ANDREW WIG – SUN NEWSPAPERS The roofs of Richfield’s three biggest schools will take on a new gleam this summer. After signing a tentative agreement in December, the Richfield School Board gave Minneapolis-based contractor Sustology the go-ahead last week to install solar panels atop Richfield High School, Middle School and STEM school. Richfield Public Schools will be the first district to contract with the firm, which expects to install the panels as soon as this spring, and summer at the latest. Those involved in the deal said they don’t know of another metro district with a full-scale solar setup. According to a report from Sustology, the panels — generating a maximum of 46,000 kilowatts per year at each site, less than 10 percent of each building’s power — would save the district $466,000 in energy costs over the course of 40 years. The district will pay $34,000 over ten years, the beneficiary of federal tax credits and rebates from Excel Energy that cover 90 percent of the cost, which is $309,000. Larson Engineering, in a report commissioned by the district commissioned, was slightly less optimistic about the solar savings, estimating a $111,000 power bill reduction over 25 years, about $50,000 below Sustology’s 25-year estimate. Although the board would be satisfied enough to SOLAR: TO PAGE 2

Developer again makes case for Pillsbury Commons A packed council chambers listens, responds to questions BY ANDREW WIG – SUN NEWSPAPERS Ron Clark Construction will not scale-down its proposed Pillsbury Commons apartment project, a
packed Richfield Council Chambers crowd learned last week. Instead, representatives of Edina-based Ron Clark Construction, addressing the crowd Tuesday, Jan. 24, again outlined the project and detailed design changes in an attempt to address neighbors’ insistent objections to the would-be 70-unit “workforce housing” complex.

Despite some alterations in its design, Ron Clark Construction cannot fundamentally alter the project considering its current funding. “We can’t move it to another location. We can’t do less than 70 units,” said Ron Clark representative Kendra Lindahl, who served as the firm’s chief presenPILLSBURY: TO PAGE 12

and tax credits, this solar panel deal would never have been possible in this region, Psihos said. “In Minnesota this would never fly if you did not have the rebates you have now.”
FROM PAGE 1 unanimously approve the plan during the Jan. 23 board meeting, board members still had questions for representatives of Sustology and the manufacturer of the panels, Minneapolis-based tenKsolar before Boardmember Todd Nollenberger, taking a macroscopic view of the project, wondered if the district ought to benefit from tax credits and rebates that could shift monetary burdens elsewhere. Sustology CEO Chris Psihos maintained the income and jobs generated due to tax credits and utility rebates — and the additional tax revenue they generate — make up for that shift. And, anyway, if the Richfield School District doesn’t take the opportunity, someone else will, he noted. “I would rather take those dollars that are set aside now … and put them back into the public sector where they’re going to do some good,” Psihos said. The panel manufacturer backed him up. “If you don’t want them, they’re going to go to some business owner who’s going to pocket the money and

ment aid. “There are tremendous subsidies built into every single source of power that you get,” he said. Without the benefit of the rebates
Boardmember John Ashmead brought up a more tangible concern. “What will a rock thrown by a student do to one of these?” he asked. “If you have a student that can damage a panel with a stone thrown from the ground, then you have a scholarship athlete on your hands,” Cannon said. The three-foot by four-foot panels, covering about 4,500 square feet per roof, are designed to handle the impact of a one-inch hailstone traveling at 50 miles per hour, which is terminal velocity, Cannon said. The solar representatives said the panels are balanced to sustain heavy winds, noting some that were installed at a Minneapolis school when a tornado ripped through last summer. The panels cracked when winds jostled the ballast they rested on, but the panels themselves held their own, Psihos said. He also assured the board that snow, which will melt as the panel surfaces SOLAR: TO PAGE 21

Caucuses provide stage for workings of democracy It’s a chance to shape the political parties and the fortunes of candidates. Minnesotans will caucus on Tuesday, Feb. 7, gathering in neighborhoods across the state for an exercise in democracy. “It’s always a big deal,” said Minnesota DFL State Party Chairman Ken Martin of the caucuses. DFL Secretary of State Mark Ritchie views the caucuses as a chance for people to arrange the “building blocks” of parties by molding party platforms. Beyond this, Ritchie sees the caucuses as providing candidates willing to spend the time, make the phone calls and wear out the shoe leather, with a means of making their political mark without spending a lot of money. Caucuses can be wellsprings of new ideas, Martin said. He cites an idea out of a northern Minnesota caucus in the 1950s that Hubert Humphrey latched onto, an idea about helping that eventually took the shape of the Peace Corps.
ed. Martin expects around 30,000 people to attend the DFL caucuses this year. Jenkins said he was unfamiliar with the previous IP caucus turnouts, but, whatever the total, they’re hoping for more, he explained. The IP, which has seen some election success in Minnesota, is focusing on getting a half dozen candidates elected to the Legislature, Jenkins said. “I’d be lying if I’d say I’d be disappointed at two or three,” he said. Attempts to contact Republican Party of Minnesota Chairman Pat Shortridge were not successful. The Secretary of State’s Office will post the results of the caucus night presidential straw polls on its website. The results will be provided by the parties. Caucuses for Richfield precincts: Green Party–Washburn High School, 201 W. 49th St., Minneapolis Independence Party–Davanni’s Pizza, 6345 Penn Ave. S., Richfield Repubican Party–Richfield High School, 7001 Harriet Ave. Democratic-Far mer-Labor Party–Richfield Intermediate School, 7020 12th Ave. S. Caucusing begins at 7 p.m. In addition to the Republican, Democratic, and Independence parties, the Green and Constitution parties are also caucusing. The Grassroots and Libertarian parties are not. To be eligible to participate in a caucus, attendees must be eligible to vote in the next general election, live in the precinct, and in general agree with the principles of the political party. Delegates to party conventions are often elected at caucuses. One theory about caucuses is that supporters of opposition parties sometimes infiltrate competing caucuses to twist the results. While Martin and Jenkins don’t wholly discount the scenario, they downplay it. “It would be very difficult to accomplish,” Martin said. Democrats are eager to bring new blood into their caucuses, he explained. Democratic statewide candidates have struggled, Martin believes, in part because the same people attend the party’s caucuses. A turnout of 100,000 citizens on caucus night wouldn’t be too bad, Ritchie indicat-

This year, a presidential year, will add zest to the caucuses as Republicans and Democrats will feature presidential straw polls. In 2008, in a presidential race matching Sen. Hillary Clinton against Sen. Barack Obama, some 220,000 Democrats caucused in a record-setting display of fervor. “I remember standing in a line a mile long,” Martin quipped. Republican officials are hopeful of a big caucus turnout for their non- binding presidential straw poll. Some of the parties are getting innovative in their approach to the caucus. The Independence Party of Minnesota this year is hosting a live, online caucus. “I’d love to see a hundred people (participate),” said IP Chairman Mark Jenkins. Jenkins expects a few glitches, but also foresee the use of technology continuing into the future. Details about the live, online IP caucus can be found on the party’s website: independenceminnesota.org. The IP will have caucuses at more than 40 locations on Feb. 7 — Richfield, Edina, Bloomington, Eagan, Minnetonka, Plymouth, Coon Rapids, Stillwater, elsewhere. To find where to caucus, check the

Mayor lays out what’s up in Richfield Debbie Goettel gives ‘State of the City’ speech at chamber luncheon BY ANDREW WIG – SUN NEWSPAPERS Richfield residents are relatively safe and getting safer; a downtown is in the works; new businesses are on their
way; but people need to get more involved. Richfield Mayor Debbie Goettel was mostly positive and full of praise, while noting there is room in the city for improvement, during her approximately 40-minute-long State of the City speech before a Richfield Chamber of Commerce luncheon crowd at VFW Post 5555 Wednesday, Jan. 25. As a point of emphasis, the mayor
detailed current projects she says will help form an actual downtown surrounding the intersection of West 66th Street and Lyndale Avenue in Richfield. “We’re going to see a downtown here in a couple years. How about that?” Goettel announced to a crowd that clapped at the notion. Contributing to a new so-called downtown will be mixed-use projects including Lyndale Station, where a
45,000-square-foot L.A. Fitness is moving in, the Lyndale Gardens project, where the old retail building will stay, as new rental housing and retail space transforms the space, Goettel noted. And it’s no wonder the developers are moving in, she said. “Look at all the traffic that comes to the area. We’re known. We’re a stable entity. We have GOETTEL: TO NEXT PAGE

The mayor lauded a police department that has seen a steady drop in crime for several years, consistent with a national trend, and a fire department whose four-minute average response time is the best in the metro. She expressed satisfaction in the city’s efforts to pay tribute to those serving the country with the Honoring All Veterans Memorial — to be completed this Veterans Day — and the city’s participation in the Beyond the Yellow Ribbon program, which assists families of military personnel serving overseas with everyday tasks. Her focus turned to the youth, as well, commending the city’s Kids at Home rental assistance program and the Summer Playground Project that entertained 268 kids a day last year, feeding them 2,680 meals. She also approved of a skate park planned for construction this summer. “We think that’s a good way to build a lot of energy around the youth,” Goettel said. Richfield’s schools, with the variety
Richfield Mayor Debbie Goettel spoke on a wide range of issues during her State of the City speech Wednesday, Jan. 25 at VFW Post 5555. The proclamation receiving the most enthusiastic response was Goettel’s observation that through the current redevelopment of the area surrounding West 66th Street and Lyndale Avenue South, Richfield will soon have a true downtown. (Photo by Andrew Wig – Sun Newspapers) offered through buildings like the Dual Language School and STEM School, are “kind of a little Mecca for education here,” she said. “And we’ve never touted that, have we?” But the state of the city is not completely positive, Goettel allowed, noting
that local government aid was down $995,000 and that the city is attempting to erase its dependence on the unreliable funding. Taxes increased by almost 4 percent in an attempt to do so. And Richfield’s citizenry could be more involved in their community, the
mayor said, urging residents to volunteer, serve on city commissions and attend events like Cattail Days, the city’s Fourth of July celebration, Penn Fest or the city’s vibrant Cinco de Mayo celebration. “We’re trying to engage a community that hasn’t necessarily been engaged,” she said. “They do have ideas. People have great ideas.” Richfield and the Blue Cross of Minnesota are seeking some of those thoughts with a new public health initiative called do.town. Richfield, Bloomington and Edina are teaming up for the program, which is exclusive to the three cities and has just begun to get off the ground. The chamber audience was invited to use their phone to text in ideas to make for a healthier city. They appeared on a monitor in the VFW banquet room as the mayor spoke, largely calling for initiatives to make biking easier. Looking to the future, the mayor expressed hope for another transit measure — a park-and-ride transit station on Penn Avenue. The aspiration is part of a continued effort to change the city, Goettel said. And again, Goettel said she and the city are seeking participation and input, reminding residents, “we are listening.”

The precinct caucus: Here’s your opportunity During these unsettled political times, public confidence in state and national lawmakers is down. The average person who really wants to get involved has one chance to change the country’s direction and its office holders, and that’s by attending his precinct caucus Feb. 7. Changing the direction and electing someone other than the office holder is not an easy process, but political party leaders maintain it can be done. Political parties sponsor these precinct caucuses so everyone has an opportunity to become a delegate to their political unit and to vote on resolutions that could become part of the party platform. A person can attend their precinct caucus if they live in the precinct, are eligible to vote and agree in principle with the political party sponsoring the caucus.
DON HEINZMAN Editorial Writer By going to the Secretary of State’s web site, and following directions, you can learn where your caucus is meeting. The address is sos.state.mn.us/index.aspx?pa ge=886. At the caucus of both parties, those attending will be electing delegates and alternates to the district and state conventions where candidates are endorsed. Changing the current cast of office holders who in turn to could change the direction of the party would take a wave of disgruntled citizens across the congressional districts and
LETTERS TO THE EDITOR Can we handle Pillsbury Commons? To the editor: I would like to pose a question to the citizens of Richfield, Richfield schools and the Transportation Committee regarding the proposed Pillsbury Commons Project. Are we able to support the number of residents proposed in our local schools and roads? As a person of faith, and a member of the Downtown Congregations to End Homelessness, I understand the value of providing low-income housing. However, if we as a community cannot properly support this project, it may need to be scaled
down. And, other suburbs need to join us in this action. Kay Nelson Richfield
Beyond Diversity training valuable To the editor: Thank you Andrew Wig and the Richfield Sun-Current for the article, “Let’s Talk About Race,” in the Jan. 12 issue. I am pleased that Supt. (Robert) Slotterback is encouraging teachers to attend the Beyond Diversity training. It is important to me, as a homeowner in Richfield, that our teachers attend trainings focused on race and closing the achievement gap. As an educator for LETTERS: TO PAGE 8
state. There is little evidence that such a wave of discontent is forming enough to take over election of delegates at the precinct caucuses. While party leaders say everyone is eligible to attend the caucus and influence the future, odds are stacked against it because the party machinery usually controls. In the Republican Party, precinct convenors are appointed by the executive committee of the party’s Basic Political Party Unit. The same committee determines the number of delegates at the caucus by using a formula dividing the selected number into the number who voted in the 2010 election. The DFL party likewise selects the convenors and determines the number of delegates. The Tea Party, which has
gained influence and elected legislators, did not go through a caucus system to gain its power. It started out as a grass roots organization and through social media quickly spread its gospel across the country. There are, however, stories of prominent office holders who got their start by attending their neighborhood precinct caucus. Attend the caucus, be eager to become a delegate, and work through the party system, but chances are you’ll have to work long and hard within the party to make a difference in how Minnesota and the United States are governed. School leaders describe their legislative priorities Some surprises, some themes return again for 2012 BY JOE NATHAN GUEST COLUMNIST Some surprising as well as some continuing themes came through when I asked school leaders around the state for a brief summary of their legislative priorities. Common themes were respecting local control, equalizing funding and for charter public schools, creating opportunities for low cost borrowing that dis-
tricts currently have. Edina Supt. Ric Dressen told me that his top priority is “Continuing to work toward a stable, equitable funding system that would match the needs of a 21st Century education system for our state. It’s time for overhaul. We have stretched our current model as far we can. Many of the elements are out of date. The funding system has to take to account equity, cost differentials, the world of technology and how on-line learning is working. There are things in the current formula that no longer are the drive they once were.” NATHAN: TO PAGE 9

Richfield School Board debates budget cuts Along with decision on targeted fund balance comes decision on how much to cut BY ANDREW WIG – SUN NEWSPAPERS It was not a question of whether. It was a question of how much — how much should Richfield Schools cut to make ends meet next school year? “We know we’re going to have reductions. I think it’s a question of magnitude,” Boardmember John Easterwood said, in light of unreliable state funding and tries rebounding from a painful ref-
Nathan FROM PAGE 6 Dressen supports recommendations of a state-wide task force he served on that produced a report, Funding Education for the Future. Les Fujitake, Bloomington superintendent also worked on this report. He shares Dressen’s priority that this legislature should be seriously consider this report’s major recommendations. http://education.state.mn.us/MDE/W elcome/AdvBCT/EducFinanWork/ Richfield Superintendent Robert J. Slotterback told me, “I would like the legislature to act like local control is a worthy goal. A lot of things that school boards used to do have been taken out of their hands. Local school boards don’t have a lot of authority. I trust the board – the public has just recently elected them.” Superintendent Slotterback cited the $600,000 for integration funding that the district receives as an issue of local control. “That money is very strictly monitored. I would like to see more power for the board to determine how that money is used. “ Lisa Hendricks, Director of the Partnership Academy Charter in Richfield, explained, “My top priority this session is for the legislature to help create access to affordable short term borrowing options for charter schools to manage the 40% holdback. Charter schools deserve to have the same access traditional public schools
erendum defeat that has left the it grasping for dollars. Knowing this, the school board voted last week to establish a fund balance of either 2.5 or 3 percent that would require reductions worth either $871,000 or $1.1 million, respectively. The lower the fund balance, the more money left over for expenses, the greatest percentage of which is teacher salary. The district’s Fiscal Planning Advisory Committee recommended a targeted financial cushion of 4 percent that would have required $1.6 million in cuts, but board members David Lamberger, Deb Etienne and Sandy Belkengren nixed the proposal in favor of fewer reductions. “It bothers me to cut people and
have when it comes to borrowing money for the holdback. Our school will have to spend nearly $30,000 in fees to cover the holdback. In addition to the amount of time and energy that has been put in to finding a lending institution that could have been much better spent on improving the academic program at our school.” Several other charter public school directors interviewed agreed with Hendricks about this. Integration funding also is very important to ISD 196 (Rosemount/Apple Valley/Eagan) Superintendent Jane Berenz. She wrote, “The top priority for District 196 in the 2012 session is to retain future funding for integration and equity efforts that the district began several years ago under the requirement of the state Integration Rule. The work being done in District 196 that is supported by integration funding has made measurable improvements in school diversity, climate and the achievement of students in these schools.” Personally, my strongest hope is that the legislature will reduce dependence on local property taxes. Nations around the world with the highest average achievement don’t make funding dependent on which community a youngster lives in. Joe Nathan, formerly an award winning public school teacher and administrator, directs the Center for School Change at Macalester. Reactions welcome, jnathan@macalester.edu
increase class sizes to put money back into our fund balance,” Lamberger said. “I don’t see any reason in having to put it back at this point in time. Lamberger then moved set the fund balance at 2.5 or 3 percent, which passed 5-1 as Boardmember Todd Nollenberger opposed the motion. The district set its fund balance at 2.5 percent the past two years. District policy calls for a targeted balance of
between 4 and 8 percent, although there is leeway in the guideline, Supt. Robert Slotterback said. The board must still select between a fund balance 2.5 or 3 percent, representing a difference of $240,000 in cuts. Slotterback said he would compile a list of what specific reductions that figure would represent and present it to the board most likely at the Feb. 21 regular meeting.

PUBLIC SAFETY Police Reports For Jan. 19-25, the Richfield Police Department answered the following calls: Jan. 19 – Somebody entered the under-construction CVS Pharmacy some time between 4:30 p.m. and 7 a.m. Jan. 17-18 and caused $2,700, squeezing 10 tubes of caulking on the walls and breaking two ceiling lights. Jan. 20 – A victim reported that his inoperable 1985-model vehicle had been missing from John’s Auto Shop, 6958 Cedar Ave. S., since Jan. 19. A sub-contractor stole $1,000 in copper pipes and a $200 dehumidifier from a vacant residence, a reporting party told police. About $10,000 in jewelry was stolen
from 6833 Vincent Ave. S. during a move from the address, the resident told police. Jan. 21 – Police arrested a driver for third-degree DWI after the motorist tested for .16 blood-alcohol content. Police stopped the vehicle, which had Wisconsin license plates, at East 64th Street and Portland Avenue South. The driver had on his record one DWI in the previous ten years. Jan. 22 – Police stopped a driver for traffic violations at 11th Avenue South and East 69th Street and arrested the motorist for DWI at 2:16 a.m. A liaison officer at Richfield High School reported the theft of a teacher’s cell phone worth $360 at 11:35 a.m. Jan. 23 – A driver fled an officer on foot after being stopped for speeding at
7600 Cedar Avenue South at 2:21 p.m. The suspect was later apprehended. Jan. 24 – After conducting a “knock and talk,” at 7710 Penn Avenue South, officers were given consent to search the apartment and later obtained a search warrant, finding 13.3 grams of heroin packaged for sale, 13.3 grams of cocaine and two handguns. Two suspects were arrested and brought to Hennepin County Jail. One vehicle was impounded for forfeiture.
A victim reported a routing checking number was used fraudulently at Walmart for $870. Jan. 25 – In a “strong-arm” robbery, a $100 Kindle was taken at Augsburg Park Library. A suspect of an unknown description followed a patron out of the library and demanded money before noticing the e-reader. The suspect then assaulted and struggled with the victim, fleeing on foot with the Kindle, according to police.
Bloody scene site of possible sexual assault Both the victim and the suspect in a possible sexual assault case seem to have been too dazed to provide a reliable account of what happened at a bloody scene in Richfield, according to Lt. Mike Flaherty of the Richfield Police Department According to an incident report a female victim was possibly sexually assaulted at knifepoint Jan. 20 at a residence on the 1000 block of East 66th Street. Police responded at 5:55 p.m. “It sounds like the victim and the suspect may or may not have been
under the influence of narcotics,” Flaherty said. “The two people were in such a dazed mental state that they were not able to give a comprehensive account of what happened.” Police believe a third individual may have been involved in the incident and that a large amount of blood at the scene may have come from a fight that was not part of the suspected sexual assault, Flaherty said. A male was arrested at the scene for outstanding, unrelated Washington County warrants.

Objections persist
ter. That’s because the $9 million in tax credits the Minnesota Housing Finance Agency awarded the firm in November require that Pillsbury Commons set a tenant income limit at $49,620 for a family of four. “The tax credits were an important part of making this project viable, and frankly an important part of making any workforce or other type of affordable housing project viable in the world today,” Lindahl said. Tax credits, which the firm would sell through a broker, would pay for 70 percent of the $12.5 million project. “This investment reduces the amount of the mortgage loan this developer will have to take out,” allowing the developer to lower rent, Lindahl added. Neighbors to the proposed complex, which would replace the vacant city garages on East 77th Street, have argued that condensing lower income tenants into one high-density building will be detrimental to the neighborhood and the tenants themselves. In fighting the project, for which Ron Clark has not presented an official development proposal, opponents also have picked apart the development’s design, criticizing the building’s size, its amenities and the traffic patterns the complex would generate. The developer scrapped initial plans calling for vehicle access off Pillsbury Avenue South. Instead, vehicles would reach the building from East 76th Street. The revised concept also makes room for additional surface parking, for which
Residents packed the Richfield City Council chambers to listen to representatives of Ron Clark Construction detail their proposal to build a 70-unit “workforce housing” complex on the site of the vacant city garages. (Photo by Andrew Wig – Sun Newspapers) the developer would purchase additional land to the north of the Pillsbury Commons parcel. The added spaces would come in addition to one underground spot for each unit. Lindahl also addressed further parking concerns by announcing that units on Pillsbury will no longer have individual doorways opening onto Pillsbury
Avenue, a feature neighbors said would encourage people to park on the street. In another new provision, plans call for an increased buffer between the complex and a neighboring home to the north. The complex would now give the home 55.5 feet of space that would be filled by landscaping. Currently, six feet of space separates the home and the
COLONIAL
Following the outline of revised technical specifications, the Ron Clark Construction representative took pains to address what may be opponents’ central concern — that Pillsbury Commons and its affordable housing would attract an unsavory element to the neighborhood. Since making the case for the project, Ron Clark Construction has tried to assure Pillsbury opponents that those qualifying for the housing would be upstanding, working members of the community — police officers, firefighters, teachers — and that Richfield needs a place to put them all. “The workforce is our target market because that’s the need in the community based on our market study,” which found there are two jobs in Richfield paying under $41,000 for every affordable housing unit available, Lindahl said. Developments like Pillsbury Commons are key to the city’s vitality, she claimed. “Workforce housing is important because businesses now follow workers,” Lindahl said. Opponents to the project have deemed Richfield’s allotment of aging affordable housing as already sufficient. Richfield has commissioned a study to inventory its apartment stock. Councilmember Fred Wroge expressed desire that current Richfield residents have a sufficient opportunity to move into Pillsbury Commons, if built. “Who gets to pick the winners and losers?” Wroge asked. “Who gets in and PILLSBURY: TO PAGE 15

Pillsbury FROM PAGE 12 who doesn’t?” The MHFA does not allow for local preference in selecting tenants, Lindahl said. Also, Ron Clark Construction would still need to draft various documents that outline how tenants will be selected in accordance to the MHFA agreement, said Barb Halverson of Steven Scott Management, which would oversee the property. account in determining the income level of the applicant, who will be evaluated on a first come, first serve basis and be subject to criminal, background and credit checks, Halverson noted. After an hour and 15 minutes, time ran out on the work session, which preceded a regular city council meeting. But there is much left to discuss, according to the council. “I think we’ve just scratched the surface,” Councilmember Pat Elliott said. The city of Richfield must still rezone the parcel in question for high-density residential development, and grant land use approval to Ron Clark Construction before the project can proceed.

Public weighs in The Pillsbury Commons discussion was not over with the work session, however. Richfield residents used the public forum period that kicked off the regular city council meeting to voice both opposition and support of the project. Anne Summers, who lives seven houses away from the proposed project site, said she was looking out for the would-be tenants, citing an MHFA report that found developments housing those earning a wide range of incomes to be of more social benefit than complexes housing residents of homogenous income levels.

The new access arrangement to the Pillsbury Commons design failed to satisfy Carol Holznagel, who said she was concerned about accidents due to the presence of a bike path on the road. Another project opponent said Ron Clark’s proposal actually has united the neighborhood. “I only knew the people that were on my street because of myself walking my dog,” said Hollyann Hanson, who lives two blocks from the proposed project, “and now I know a whole lot more people and we’re a little bit more united about what we like and what we don’t like.” PILLSBURY: TO PAGE 18

Making Marines: The Training The third installment in a series examining Marine Corps recruit training
been stripped away. “It’s an adjustment that you have to make,” 19-year-old Christopher Williams of St. Paul said. Recruit Marcellous Dixon of Plymouth joined the Marines because he said he needed the discipline. (Photo by Chris Dillmann – Sun Newspapers) BY DANIEL CALLAHAN AND CHRIS DILLMANN SUN NEWSPAPERS They’re a few days out from the intake process, but the recruits at Marine Corps Recruit Depot San Diego are only just beginning the process of becoming Marines. First they must work through 63 days of education, both physical and mental. Some expect what’s ahead, while others do not. Though, all will become very familiar with what it takes to become a Marine.
So it begins Their heads are shaved, the
uniforms are on. The recruits have been through the first few days of uncertainty at the depot, learning the basics of marching in step. They’ve met the drill instructors who will be with them for the duration of their training and have been allotted berths in a squad bay, a sort of dormitory lined with foot lockers and bunks feet away from each other, the recruits’ home during their time in San Diego. There’s a common wash area in between the bays, and everything in possession of the recruit is government issued. The slightest pieces of who they were have
Physically demanding In Phase One, the recruits are given their first taste of combat fitness training, physical fitness training, swimming and Marine Corps Martial Arts, a combination of muai thai, akido, boxing and other hand-to-hand combat, which stresses the strength of the individual and teaches the recruits to be capable of fighting even without a weapon. Instead, the weapon is themselves. Phase One’s main emphasis is getting the new recruit in shape. In everything, they are beginning to qualify, meaning
they have attained the basic level of proficiency required to be United States Marines. Events are timed and must be completed appropriately before a recruit can move on. Though passing on the first or second attempt is stressed, the Corps will continue to attempt to train a recruit until they quit, but if a recruit is unable to qualify in a certain area in a prescribed timeframe, they may be recycled into a platoon in an earlier training day. This is all to ensure they are fully conditioned in battle situations. “The Marine Corps is not an equal opportunity employer.” Col. Robert Gates, the chief of staff for the recruit depot, said.
Learning to shoot During Phase Two, the recruits leave the depot and head north to Camp Pendleton,
which runs roughly 50 miles along the California coast. There they will continue to learn to function as a team and begin the process of becoming riflemen as well. It is not a quick or easy process. The recruits are barely allowed to touch real rifles for weeks into the training and must learn the detailed parts and assembly of the weapon long before they are allowed to shoot them. First they train with an electronic system to improve their accuracy, spend hours with the unloaded rifle in their hands aiming at targets and must qualify with the weapon from a variety of distances to earn the right to carry the gun. Simulating shooting at barrels with small dots throughout it, the recruit is taught the art MARINES: TO NEXT PAGE CMYK

Marines FROM PREVIOUS PAGE of steadying the hand and breathing techniques when firing a weapon. The B.R.A.S.S method, Breathe Relax Aim Squeeze Shot.
‘Do what’s right, you understand?’ From the very beginning of their training, the recruits have learned to recognize and respect the symbols of the drill instructor: the campaign cover, or hat, and belt. For the vast majority of their training, they are ever present, clearly delineating to the recruits who are in charge, outlining the hierarchy of the training program. Then the hats come off. One of the few moments of relative calm for recruits comes during guided discussions with drill instructors. In these quieter moments, the senior drill instructor removes his cover and sits with the recruits to speak with them about upstanding behavior. The voice softens from a shout to a growl during an event which may take place as many as a few times a week, the recruits are instructed on topics which may seem outside the purview of boot camp. They learn to avoid legal entanglements, how to behave themselves as Marines outside of the regimentation of recruit training, all topics interlaced
with the Corps values of honor, courage and commitment. Drill Instructor Gunnery Sgt. Adam Blake said he one time went back to review all the topics and with more than 50 covered he said they weren’t done. During the discussions the recruits are able to discuss openly emotions or feelings they are otherwise unable to convey. This also helps them build respect with their DI.
Heading back north In the last few weeks of training, the recruits head back to Camp Pendleton to continue their marksmanship training and begin preparations for the Crucible, a harrowing 50 hours of hiking in full gear on minimal food and even less sleep. This is everything they have worked for. The weeks of training, the drill instructors in their faces constantly, it all adds up to the Crucible. The event culminates with an unofficial and often tearful graduation. The moment they’ve been waiting, working and fighting for: the title. As the event nears, the recruits know it’s what they have been working for. One recruit mentioned during Team Week, which the DIs back off and is known as a week that is less intense than the rest, that everything they work for comes at the end. And that if you can stay mentally strong, each day gets easier. Camillo DeSantis, who for 30 years worked as a community activist in the inner city of Minneapolis, asked the project’s opposition to think about the families that benefit from affordable housing. “The number that resonates with me is 70,” he told the crowd. “It means families with children, maybe even single mothers. … There may even be people of color.” DeSantis, who along with the Richfield Community Council hosted a similar informational meeting Thursday, said he did not appreciate the spirit motivating the project’s opposition.

‘Safe harbor’ agreement The deal to bring solar power to Richfield Schools happened during a compressed timeline. Sustology came to the district in late-November and a deal was presented to the school board in mid-December. The rebates and tax credits that made the deal possible expired at the end of the year, but the district took advantage of a “safe harbor agreement in December that allowed it to
sign a contract before with the benefits still in play, with the option to opt out after taking an extra month for due diligence. Sustology last year also approached districts in Edina, Robbinsdale and Wayzata, plus private schools Blake and Lake Country Schools last, all of which said the timeframe was too condensed to make a deal, Psihos, said. “We really caught a unique window of opportunity, he added, “and did a good job to capture it.

BY GREG KLEVEN – SUN NEWSPAPERS It is a family affair for the Richfield High School girls basketball program. Members of the Wise family playing major roles in the Spartans’ climb to the No. 1 ranking in Class 3A. Hannah Wise is a starting senior guard for Richfield and averages about 11 points per game in her fourth varsity season. She will sign a National Letter of Intent this week to play at Jamestown College in North Dakota. Hannah’s mother Lee Ann is the Spartans’ head coach and her father Tim has provided extensive scouting reports for the Richfield girls basketball program. The Wise family lives in Eagan, but Hannah transferred to Richfield High before her ninth-grade year when her mother was hired as head basketball coach. “I love attending Richfield High and get along well with students here,” said Hannah. “I’ve enjoyed playing on the basketball team and being coached by my mom. “I know when she is mad or when she is just joking around. Mom uses me as an example for other players because she knows I can handle coaching suggestions. “My dad coached me in youth basketball in Eagan and taught me a lot about the game. He has always been there for me,” she added.
