GOP selects delegates to move on to state convention in tedious, drawn out process BY ANDREW WIG SUN NEWSPAPERS Saturday’s Senate District 50 Republican Convention was not exactly conventional. In what was part pep fest, part organizational meeting and part election, about 175 delegates gathered in the auditorium of Bloomington’s Oak Grove Middle School for a meeting where they literally made up the rules as they went along. After early orders of business like “The Pledge of Allegiance,” a Christian prayer and a vote to officially form the new GOP senate district, it became clear this convention would deviate from mere formality. The first point of contention arose early on, when some delegates balked at not being included on the ballot that would give them a chance to represent their district at state- and congressional-level conventions. Temporary financing provision boosts big projects Lawmakers seek extension to provision that helped subsidize Pizza Lucé and Lyndale Gardens BY ANDREW WIG – SUN NEWSPAPERS Three high-profile projects in Richfield and Bloomington would not have proceeded the way they have, or at all, if it were not for a relatively obscure, temporary provision currently under discussion in the Minnesota Legislature. The funding provision allows cities more flexibility in dipping into pools of money generated by surpluses in tax increment financing. TIF, as it is commonly known, is a heavily utilized funding mechanism meant for financing redevelopment projects by using the increase in property taxes generated by the projects themselves. Cities across Minnesota commonly use TIF, but far less common is the way Bloomington, Richfield and 32 other Minnesota cities have used the funding

mechanism. According to city officials, three projects in the cities would not have happened at all without it, or would not have proceeded like they have. The city of Bloomington dedicated up to about $1 million in surplus TIF funds to help finance Genesee, a 234-unit mixed-use development set to open this summer at Penn Avenue and American Boulevard. Also set for a summer opening is Pizza Lucé in Richfield. The city put $250,000 in surplus TIF toward the project, in which the vacant Bridgeman’s restaurant at East 66th Street and Lake Shore Drive will be transformed into the newest addition to the local pizza chain. Around the corner from the future Pizza Lucé, Richfield has dedicated $650,000 in the surplus funds to the Lyndale Gardens project, where plans are to turn the Lyndale Garden Center building on Lyndale Avenue into a revamped commercial space. Adjacent land is to be the site of two apartment buildings with more than 100 combined units. “I don’t think they would have been able to do the project without it,” Richfield Community Development Director John Stark said of Lyndale Gardens. “They would have had to find some other grant or some other funding source.” The Pizza Lucé project would have gone forward without the surplus TIF, Stark said, but not to the same extent. Kelash faces challenger for DFL endorsement Bloomington School Board chair Melissa Halvorson Wiklund seeks endorsement, too BY ANDREW WIG – SUN NEWSPAPERS When legislative redistricting split Richfield last month, one portion of the city was left as part of a Democratic stronghold, Senate District 63 — all its incumbents are seeking reelection with no challengers for the Democratic Endorsement. The rest of the city’s political future, meanwhile, is well in flux. The new map placed Sen. Ken Kelash, who currently represents all of Richfield, out of the new District 50, which covers western and southern Richfield as well as the eastern two-thirds of Bloomington. But undeterred, he has announced his plans to move into the new district and seek the new district’s Democratic endorsement. He is still exploring his housing options, however. He doesn’t have to move until he knows the results of the District 50 DFL convention March 31. Hoping to render the house-hunting unnecessary is Melissa Holvorson Wiklund, who has announced her own intentions to seek the Democrat-Farmer-Labor Party’s endorsement for Senate District 50. She made her plans known Feb. 24, before Kelash made his intentions to move official, but says it wouldn’t have made a difference. “It doesn’t affect my mindset,” said the Bloomington Board of Education chair during an interview last week, “because when I entered the race I was pretty confident that there would be others that would be interested in the positions.” Wiklund said she was inspired to run when she realized there is only so much she can do on the school board. “Exposure at the local government level on the School Board has shown me there are limits to things that I can change,” she said. But it is that position, she says, that has given her a valuable first-hand look at the budget quandaries faced by school districts. “Our costs keep going up and we also are being asked to do more and more to support our students and increase achievement,” Wiklund noted. The state in recent years has held back — to be repaid later — increasing shares school funding. Meanwhile, schools have

worked to match standards set by the much-derided federal No Child Left Behind legislation, for which the state has been given a temporary reprieve while it works on establishing its own system of measuring schools’ performance. Still, the common refrain of school districts remains: flat funding, increasing costs. It is a complicated array of circumstances and mechanisms that Wiklund believes she is in a favorable position to address, while admitting the challenge. Work on the school board “has given me a lot of insight into how complex it is,” she said, “and there aren’t easy answers.” Since announcing her candidacy, Wiklund has been visiting with District 50 residents to hear their thoughts. “I think people are very concerned about the future and how we can make sure we have strong cities and strong schools,” she said. “I want to make sure kids get good educations and leave school equipped and that they have the ability to find jobs.” And that doesn’t necessarily mean four years of college. “What I think is a good approach is not everyone desires to go to a four year college,’ she said, adding, nor does the state need them to. Whether they come from traditional institutions or not, “people need skilled workers, and so one size doesn’t fit all.” Wiklund, who has an electrical engineering background, said her experience in education will translate to other areas of government, especially considering the expanse of the Bloomington School District. Kelash paused when asked to compare himself to the upstart candidate. “It don’t know her very well at all,” he said. However, “one difference is obviously experience. I’ve already been serving and know the issues.” Kelash, a retired carpenter, has spent four years in the Senate,- and six years in the 1990s as District 63 chair. He touts his experience on the Economic Development and Jobs Committee as well as Environment and Natural Resources Committee. Kelash, moving south — albeit a short distance — into District 50 in order to run, is taking a preemptive stance against any potential charges of “carpet bagging,” remindful that 55-60 percent of ENDORSEMENT: TO PAGE 12

School district discontinues 17 teaching positions Some positions expected to reappear, depending on class registration data and funding BY ANDREW WIG – SUN NEWSPAPERS The Richfield School District has discontinued 17 full-time-equivalent teaching positions for the 2012-2013 school year, a decision the school board unanimously approved last week. The move comes partly in response to the one-student increase in average class size and a $875,000 budget cut that was announced last month. Of the 17 full-time-equivalent — or FTE — positions discontinued, 10.7 will come from elementary schools. They include 4.5 classroom teacher positions, and about 1.4 literacy specialist positions, which can be partially cut in this manner due to the part-time status of some teachers. Nearly four FTE positions will be discontinued at the high school, although it

is unclear which specific areas will be cut as the district waits for class registration data. About 3.8 positions that depend on Title I funding were discontinued as the district waits to hear how much of the federal money it will receive for next school year. Cuts also came to early childhood education, which saw a reduction of 1 position, and the English as a second language program, which saw 1.5 positions discontinued. The staff cuts, however, are not necessarily permanent. “We do anticipate that some of these positions will be added back as more information becomes available about student registration for particular classes,” noted Craig Holje, the district’s director of personnel, as he presented the resolution to the board. He refrained from estimating how many positions may be brought back for 2012-2013. As part of preliminary planning, these March cuts are necessary due to contractual timelines, Holje explained. Positions can always be added but cuts

have a deadline. “We need to be as fiscally conservative as we can and responsible that way so that we are not overstaffing in any of the areas,” Holje told the board, which passed the cuts without discussion. Last year in the same kind of March school board meeting, the board cut 28 FTE positions. The district made 24 cuts the March prior. The 17 this year is about on par with the initial FTE cuts in an average year, Holje said in an interview following the district meeting. However, “these are still very significant cuts,” he added. The decision comes down to “how do we maintain as much of the program as possible and maintain the quality of the program with minimal impact.” Holje said it wasn’t easy. “All of those positions are important within the district,” he maintained. “It’s always a difficult thing to do, but the district is obviously committed to living within the financial means that we have.” Holje made his feelings known as he presented the cuts to the board: “March is one of my least favorite times of the year.”

Time is now to vote on the stadium bill Minnesotans say they treasure the Minnesota Vikings football team, but they don’t want to help pay for a new stadium to keep them. That’s the dilemma for the Minnesota Legislature that keeps stalling, hoping they can put this decision off until after the November elections. Meanwhile, the Vikings insist they want a new $975 million stadium and are willing to pay more than $427 million of the cost, as long as someone else pays the remaining $548 million. The central question, however, is not how to pay for it and where to put it. The bottom line is: How important is the Viking team to the quality of life of Minnesotans? If the consensus of the people is to keep the Vikings because they add so much value to the state’s quality of life, then all the people should help pay for a new stadium that will keep them here. This burden should not fall on Minneapolis residents alone through the array of taxes they pay now for facilities like Target Field, the Minneapolis Convention Center and Target Center. Nor should it fall on only those who would pay for electronic pull-tabs, as proposed in the latest stadium plan. The lat-

est plan calls for a $975 million stadium east of the Metrodome in Minneapolis. It would be financed by $427 million by the Vikings, $150 million by Minneapolis through sales and luxury taxes and $398 million by state-run electronic-pull-tabs. This plan still has to be approved by a reluctant Minnesota Legislature and Minneapolis City Council, who fear the backlash from those who question the Vikings deal when compared to the state’s need to close a budget deficit, to pay for $2.1 billion in withheld payments to school districts and to fund human services. Since this issue has dragged on for 10 years and a plan has been put together for the Legislature, this is the session to vote it up or down. Waiting won’t lead to a better solution. Minnesotans want to believe the Vikings will never leave for a city with a modern stadium. Don’t they recall how the state lost its NBA franchise the Minneapolis Lakers to Los Angeles and the Minnesota North Stars NHL hockey team to Dallas? Have they forgotten how the state fought and regained new hockey and basketball franchises by having to build Target Center and the Xcel Center? A major policy question: Should the

state continue to fund entertainment venues for its residents with local and state taxes? Why not? There’s state and local tax dollars in the Xcel Center in St. Paul, Target Field in Minneapolis, the National Sports Center in Blaine, the Guthrie Theater in Minneapolis, the Mall of America in Bloomington and the TCF Bank Stadium on the University of Minnesota campus. The most recent case of public financing is Target Field in Minneapolis where there is a 0.15 percent sales tax paying two-thirds of the cost. People are raving about this stadium, even as they help pay for it when they buy something in Hennepin County. A consensus is developing that keeping the Vikings maintains the state’s quality of life and a stadium plan is on the table. Let’s vote. — An editorial from the ECM Publishers Editorial Board. LETTERS TO THE EDITOR It is not a sin to support domestic partner registry To the editor: I feel compelled to respond to the letter written in the March 1 Sun-Current entitled, “Those supporting domestic registry guilty of a sin.” I found the timing of this letter quite ironic, during the season of Lent, when God sent his only son to pay the ultimate price for our sins. As Christians we are all part of the larger Christian commu-

nity, where we are to share the burdens of all, reaching out to help lighten their load. It is not our place to pass judgment on others. I believe in the kind, loving father who wants us all to be saved, not the harsh punishing one. Remember, what would Jesus do? I think people can believe in God and support people in domestic partnerships. Remember we have all sinned and have fallen short of the glory of God! He will take care of the unrepentant sinners whoever they may be. I pray that when I stand before God I can say I did my best to better your kingdom, not con-

for the past twenty years and this was a good article for this year’s caucus. The DFL caucus for Mr. [Ken] Meter’s Precinct 6 was attended by 29 people, but in the same precinct, the GOP attendance was 70 people. However, Mr. Meter has a complaint about the coverage. This is the first time in twenty years that the Richfield Republican caucuses have even been covered. It has always been about the DFL caucuses, even when we have submitted a news release. Q. At the time of death, what is the cost for the cremation service? A. The cost of the basic cremation service which includes removal of the body from the place of death, cremation, filing of the necessary papers and cardboard container suitable for burial is presently $1395.00 for members. This is payable at the time services are rendered. The charge to non-members, whom we also service, is more.

At the time of death, our counselors are available to assist your survivors in arranging for memorial services, obtaining certified copies of the death certificate, cemetery services, grave makers and monuments, obituaries for the newspaper and paperwork for Social Security and Veterans’ benefits.

Q. How do I join the Cremation Society of Minnesota? A. Fill out the registration form and mail it to our office with a one time registration fee of $15.00 per person. This fee defrays the cost of setting up and maintaining your records. It is not refundable nor an offset to the final service costs. We will register you and send you wallet-sized membership cards and certificate of registration. Members may call or write us regarding any related questions.

National survey values views of students, parents, educators BY JOE NATHAN – GUEST COLUMNIST A new national Met Life/Harris Interactive Poll of students, parents, educators and community leaders contains both surprising and expected results. I think it’s a model because it values the views of each group. Individual schools can use the questions that are asked with educators, parents and students, and compare results with the nation. My single strongest recommendation to readers is to take a look at the 130-page study yourself. That’s because you may have different conclusions about what’s most important. Met Life also provides copies online of past surveys, going back to 1984. (For links to the studies, go online to mnsun.com/links/nathan15.) Met Life’s press release about the study highlights two key findings. · Today’s students report that their parents are more engaged than did students in 1988. Last year, 64 percent of students reported that they talk to their parents about school every day. That’s up from 40 percent who reported daily conversations in 1988. Over the same period, the number of students reporting that their parents visit their school at least once a month has almost tripled, from 16 to 46 percent. Both talking with youngsters about what’s happening, and visiting the school, are ways to encourage young people. These are positive changes. I would not have expected such large increases, but they show that many parents are hearing the message about the importance of being involved in their youngster’s education. · Teacher job satisfaction has dropped 18 points from 2008, to the lowest levels in more than 20 years. The number of “very satisfied” teachers has declined from 62 percent in 2008 to 44 percent last year. The number of

teachers who feel that their job is not secure has increased from eight percent in 2006 to 34 percent in 2011. Seventy-six percent of teachers report that their school’s budget decreased during the last year. Sixty-six percent report there were layoffs of teachers or other staff in the last year. Thirty-six percent report there were reductions or eliminations of programs in art and music last year. Many parents and students also are worried. While 34 percent of teachers feel their job is not secure, “62 percent of parents and 54 percent of students worry about the parents losing or not being able to find a job.” Seventy-two percent of parents and 65 percent of students “worry about their family not having enough money for the things they need.” The report urges greater collaboration among different groups. It cites the value of buildings where schools and community groups share space, making more effective and efficient use of funds. I’ll be writing more about this idea in future columns. There is much more in the report, which is why I encourage you to read it. Many schools already survey faculty, families and students. I think the best use of the report would be for schools to conduct similar surveys, using at least some of the Met Life questions, and then share results. By itself, a survey does not improve anything. But it can help identify strengths and shortcomings. A survey also can help identify progress and priorities.

PUBLIC SAFETY Police Reports For March 1-7, the Richfield Police Department answered the following calls: March 1–A homeowner at 6727 Irving Ave. S. reported at 7:31 a.m. that her front window and siding had been shot with a BB gun. Damage was $1,200. March 2–A man was arrested for false imprisonment after his girlfriend called police reporting she was being held hostage in her apartment at 12:15 a.m. Several pieces of construction items, valued at $8,000, were taken at an unknown time from the construction site at the former Kmart location, 6501 Lyndale Ave. S. March 3–A victim shopping at Rainbow Foods had her wallet stolen and later found $1,000 in charges on her credit card, she reported at 11:20 a.m. A victim reported that someone on Feb. 13 stole $20 in cash, $85 in winning lottery tickets, $250 in gift cards, 200 postage stamps and miscellaneous VFW documents from a Nissan Frontier parked at 6715 Lyndale Ave. S. A vehicle nearly caused an accident while leaving the American Legion before an officer stopped it at 67th St. E. and Portland Ave. S. at 8:27 p.m. The driver breath-tested for .266 blood-alcohol content and was arrested for DWI. March 4–Police stopped a vehicle at 62nd St. E. and Bloomington Ave. S. at 1:48 a.m. The driver breath-tested for .18 blood-alcohol content and was arrested for third-degree DWI. A driver was arrested for DWI at 1:54 a.m. at 60th St. E. and Bloomington after almost colliding with a squad car. A vehicle at Richfield Intermediate School had a window broken at 2:29 p.m. A mother reported at 2:29 a.m. that her five-year-old daughter and two other five-year-old females had been molested by a 12-year-old female whom they knew. A driver was arrested for DWI at 3:08

Maplewood man charged with rape at Richfield group home A worker at a Richfield group home has been charged with felony first-degree criminal sexual conduct after his co-worker accused him of rape in December. Peter N. Osebe, 43, of Maplewood, was charged Feb. 29 in Hennepin County Court. According to the criminal complaint compiled by Richfield Police, Osebe’s coworker called police to a group home on the 7000 block of Lyndale Avenue South on Dec. 3. The alleged victim told police she was in an office clocking out from her shift at about 10:15 p.m. when Osebe entered the room and grabbed her arm. She reported that she told Osebe she was not interested in his advances. It was then, allegedly, that Osebe turned out the lights in the office and threw her to the floor, proceeding to rape victim, as she felt a knife pressed against her throat during the five-minute assault. Investigators located semen samples on the floor that matched the defendant’s DNA. If convicted, Osebe faces a maximum of 30 years in jail and a $40,000 fine. Osebe was in Hennepin County Jail on a $100,000 bond. a.m. after turning in front of a squad car without yielding at E. 71st St. and Nicollet Ave. S. March 5–A 2000 Honda Civic parked on the street outside a residence at 7401 4 th Ave. S. was stolen sometime between 5:45 a.m. that day and 10:30 p.m. the day prior. The victim said the only keys were in the house and the vehicle was locked. Inside the car were tools and rims valued at $500 each.

March 6–A victim left his Geo Prizm unlocked and running while he went inside the Short Stop gas station. The vehicle was gone when he exited the store. An officer later located the vehicle unoccupied and running at 72nd St. and 17th Ave. at 8:29 p.m., after a witness said he saw two vehicles pulling out of the gas station parking lot at a high rate of speed. Between Nov. 11, 2011 and Feb. 14, $9,572 worth of items were stolen from

a rented garage at 7612 Knox Ave. S. Items missing were primarily automotive parts. March 7–A motorist was arrested for fourth-degree DWI at 3:42 a.m. after police received a report of a property damage accident at 7730 4th Ave. S. A victim at 728 E. 78th St. reported he did not receive his property tax refund of $1,050. It was later determined the check was stolen and cashed.

New map, same mindset Last month’s legislative redistricting moved Wiklund from the northern portion of Senate District 40, to what will now be the southern portion of District 50. Last election cycle the district leaned Republican overall, with Sen. Dan Hall, R-Burnsville, and Rep. Pam Myhra, RBurnsville, taking office, while Rep. Ann Lenczewski, D-Bloomington, has represented the northern half of the district in the Legislature for seven terms. Wiklund believes her position to the south should not hinder her ability to reach out to the northern delegates and constituents, noting she grew up further north in eastern Bloomington, and that she has in-laws in Richfield. “I need to get out there and work

hard,” she said. “It doesn’t matter what (the district) looks like, and I would be spending a great deal of time with Richfield residents as well as Bloomington residents.” Kelash also has to win over a new group of constituents and delegates. “He’ll be introducing himself to a new set of people, but I think he’ll have good support for folks in the old (District) 63 that have gotten to know him well,” said Brian O’Shea, chair of the old District 63, who is helping the Democrats organize in the new District 50. While south the southern portion of District 50 is more moderate than the north, “there’s no significant difference between northern and southern DFLers,” O’Shea said. Looking at the last presidential election as a measure, District 50 as it is formed now would have favored President Barrack Obama by 20 points, O’Shea found. “I don’t foresee the DFL having trouble holding that seat,” he said.

COMMUNITY NOTES Students honored at science fair Blessed Trinity students attended the Twin Cities Regional Science Fair at the University of Minnesota Field House Feb. 24, with several receiving special honors. Brian Turner received the Inventor’s Award. Alex Hoover earned an award from the American Council of Engineering Companies of Minnesota, while Alyse Walker and Grace Gallucci earned awards in the engineering council’s special recognition category. Also, three students — William Gomes, Abby Cavanaugh and Claire Hollingsworth — will advance to the state science fair, scheduled for March 18-20 at the Doubletree Hotel. Abby also wrote a research paper that advanced to state competition. Grace’s paper was selected as an alternate.

A motion to allow delegates to be nominated from the floor, reconciling the issue, passed. The proceedings were beginning to veer from a traditional path as Convention Chair Bill Peterson, a political veteran, showed his first signs of frustration. After debate on the delegate nomination, the political-rally portion of the proceedings could begin, as a number of political hopefuls materialized to rally the crowd. Candidates stumping included Chris Fields, who plans to challenge Rep. Keith Ellison for his Congressional District 5 seat, plus Kurt Bills, R-Rosemount, who is angling for Amy Klobuchar’s US Senate seat. Other lawmakers rallying the crowd were US Rep. Erik Paulsen and Sen. Ted Daley, R-Eagan. Craig Marston of Richfield, who hopes to defeat Rep. Linda Slocum, D-Richfield, for the District 50A house seat, also addressed the assemblage, promising an aggressive campaign. “I want to hit the ground running April 1st. Right after she’s endorsed I’m gonna slam her,” he proclaimed. “I want to take this whole district, all three seats.” In a formality, the District 50 delegates endorsed Marston Saturday, but were left with no candidates to pick from for the other two district seats. Peterson, who oversaw the proceedings, initially planned to run for the open District 50 Senate seat, before backing out. “It was just a lot of things that have come up,” he said after the convention. “I just decided after talking to a number of people that this isn’t time.” Also unclear is who will run against Rep. Ann Lenczewski, D-Bloomington, for the House District 50B seat. Marston said he had no names of potential candidates for either seat. “I think people are waiting to see what comes out on the DFL side,” he said, referring to the Democrats’ March 31 district convention, where either incumbent Kelash or challenger Melissa Halvorson Wiklund will win the party’s endorsement.

Again, the call was made for a rule change. “There are people that are here for the first time that are not getting a very favorable opinion of the process,” a delegate announced, noting he had no way of knowing who he was voting for. “This is just an exercise in checking names,” another observed. A strong contingent agreed, motioning to allow those hoping to be delegates at the state convention a chance to address the assemblage before a vote. After an initial call for a two-minute allowance, the room reached a compromise to allow each candidate 15 seconds to speak. It meant voters would know — or have a fair idea — of the presidential candidate each delegate would endorse on the state level. Supporters of presidential candidate Ron Paul appeared to be the key delegates pushing for the rule change. While presidential candidate Rick Santorum won the straw poll in Minnesota, delegates won’t officially endorse the Republican candidate for president until the national convention in August. The upcoming Minnesota GOP Convention will determine which delegates represent the state on the national level. Paul supporters believe this means their man still has a chance if they can promote enough Paul-backing delegates, even though he finished a distant second at the Minnesota GOP caucus. “This guy has the most delegates

here,” delegate Preston Patrick said, holding a brochure for Paul, the only presidential candidate with a promotional table set up at the event. Several Paul supporters made the same claim, believing base-level efforts like this one could still propel Paul to the nomination. “The Ron Paul people do have that. They do have a very strong grass roots movement,” Marston said following the convention, confirming that Paul supporters were “very well represented,” along with those favoring Rick Santorum. The delegates compromised their way through an event that hiccupped in fits and starts all day, as it became something more than a formality. Although it kept delegates inside on a beautiful day outside, Marston said he understood the deviations in the delegate selection process. “You gotta know who you’re voting for,” he said. He also attributed the proceedings’ halting pace to Senate District 50’s status as a brand new political unit, cobbled together from parts of District 40 and 63. Saturday’s convention ran about eightand-a-half hours, an hour-and-a half past its scheduled 4 p.m. conclusion. Peterson, who appeared growingly exasperated as delegates made motionafter-motion, partly attributed the proceedings’ halting pace to the large portion conventioneers who were new to the process. “Generally, there is a way you do things,” Peterson said following the event. But political activists, jockeying for grass-roots position, had their own ideas. The maneuvering will continue May 19 at the state GOP convention.

Shoes FROM PAGE 1 haven’t seemed to miss a beat, following Roase a mile east to the Penn Central neighborhood, near 66th Street. “Sometimes I’ll come around and give them a hug,” said Roase, admitting sometimes tears come to his eyes, even. He can feel comfortable getting emotional, because “almost everybody that comes through those doors, I recognize them, because they’re my customers.” Dan and Kory Everson have patronized Ralph’s at the Southdale location, but last Thursday evening, they were there as neighbors, stopping in as if greeting the new family on the block. They saw Ralph’s was open and decided to swing through, Dan said, simply because “we were just glad this was his new home.” Roase isn’t shy explaining how his new spot beats the mall. He said it is about 300 square feet bigger and half the rent, for one. Plus, he’ll finally have a chance to take vacation, the first one since 2006; at Southdale, he had to stay open 7 days a week.

“Now I can close the doors,” Roase said, “and say, ‘Hey, I’m gonna take a vacation.’” Roase, who wears a worn Harley Davidson cap, might go to Sturgis. The evidence that his December ouster may be a blessing in disguise goes on. Roase appreciates having windows that see outside. “I can see if it’s raining or snowing,” he said. He can also see the cars go by, he added, noting the high-traffic location. He prefers the sound of the vehicles to the echo-y din of the mall. Also, when the machines in the back room are off, he can hear Marv Wenzel, the owner of the blue grass shop next door, picking at his banjo.

So did south Minneapolis resident Linda White, who appreciates that stores like Ralph’s still exist. “It’s hard to find a shoe store that actually repairs shoes,” she said. There do seem to be fewer of them, White observed, noting the one she

used to patronize in near her workplace in St. Paul recently shit down. She did not hesitate to bring in four or five sets of women’s shoes for repair, telling Roase there are more to come. “I’ve been holding out for this guy,” White said, “just reading the news and waiting for him to open.” The reception has taken Roase aback. “I’ve had so much support from Richfield, it’s been unbelievable,” he said. “That’s what really blows me

away.” The support started when he found his new location in late December. It continued as Minneapolis-based Ruth Piano Movers moved the furniture and machines from his old shop free of charge. So for Roase and his shoe repair shop, it is back to normal. Despite all the emotion, he is now able to get back to work, putting it simply: “I’m back doing what I was doing.�

In Bloomington, the TIF surplus money “really helped bring everybody to the table to get (Genesee) done,” said Lori Economy-Scholler. “I do think the (TIF surplus) was the tipping point to make sure this project moved forward.” Actually, the Bloomington City Council and Housing and Redevelopment Authority made an official finding that the project would not have gone forward within the current timeframe, noted Regina Harris, HRA administrator for the city of Bloomington.

The point is, the jobs TIF is a tool Minnesota municipalities have used since the mid-1970s, but in response to the “Great Recession,” it was broadened. In order to spur job creation, state lawmakers in 2010 passed the Jobs Stimulus Program, which

included the provisions allowing cities more play in how they use excess TIF dollars. “(The excess TIF provision) provided some needed flexibility in a time when it has been very difficult to do these projects,” said Patricia Nauman, executive director of Metro Cities, an organization that lobbies on behalf of Twin Cities municipalities. Before the provision, cities could use surplus TIF funds only to pay down debt obligations, or they could give it to the county auditor, which would disperse the money across multiple municipalities. The latter case is rare, Stark said. But for the last two years cities could use the money to fund private commercial projects like those in Richfield and Bloomington. In the metro, cities including Minnetonka, Saint Louis Park, New Brighton, Plymouth and St. Paul have all used TIF surpluses in similar fashion. As Bloomington’s Genesee was built, 250 construction jobs were created, according to Harris. In Richfield, the Lyndale Gardens project will generate at least 25 full-time construction jobs as a direct result of the surplus TIF funding, according to Karen Barton, assistant

community development director for Richfield. Pizza Lucé will retain 15 full-timeequivalent jobs at the restaurant, Barton said, but the developer did not provide the city a number for construction jobs created. The deal with the restaurant does not mark the end of Richfield’s TIF surplus. About $50,000 is left for the first business to submit a plan for a construction or rehabilitation project — granted it meets planning and zoning requirements — that can be underway by June 30. No one has yet submitted a qualifying application, Stark said.

The provision’s future The weak jobs environment the Jobs Stimulus Program was meant to counter has shown signs of improvement. The state’s unemployment rate dropped from 6.8 percent in January 2011 to 5.6 percent in January 2012. That beat out the national rate of 8.3 percent, which fell from 9 percent the year prior.

However, the state jobs growth rate increased by 1.1 percent, below the federal rate of 1.5 percent. The Spartans won the Class 3A, Section 5 title March 8 with a 72-61 victory over Holy Family Catholic and earned a berth in this week’s state tourney. Top-seeded Richfield (25-4) was to play Red Wing (19-10) in the state quarterfinals March 14 at Williams Arena. Winner of that game meets fourthseeded Hill-Murray (22-7) or Hutchinson (25-3) in the semifinals at noon Thursday, March 15, at Target Center. Championship game is 6 p.m. Saturday, March 17, at Target Center. The other four state Class 3A tourney entrants are No. 2 seed Fergus Falls (28-1), No. 3 DeLaSalle (25-3), Chisago Lakes (24-5) and Monticello (17-12). State tournament fans will get the chance to watch one of the state’s most talented and versatile basketball players when Richfield junior point guard Jessica January takes the court.

Spartan girls earn school’s first trip to state Richfield is section champion and No. 1 seed in Class 3A tourney BY GREG KLEVEN - SUN NEWSPAPERS Richfield’s girls basketball program began to thrive when Lee Ann Wise took over as head coach six seasons ago. The Spartans have achieved 20 wins or more in five of those seasons. But a state girls basketball tournament appearance has eluded the program until now. Richfield (25-4) earned its first state tourney berth in school history after defeating Holy Family Catholic 72-61 in the Class 3A, Section 5 finals March 8 at Minnetonka High School. The Spartans advanced to the finals with a 49-33 victory over Orono in the quarterfinals and a 72-61 win over Waconia in the semifinals.

Richfield received the No. 1 seed in the state Class 3A tournament and was scheduled to play Red Wing (19-10) in the quarterfinals March 14 at Williams Arena. A quarterfinal win would advance Richfield into the semifinals at noon Thursday, March 15, at Target Center. Championship game is 6 p.m. Saturday, March 17. Final-round games are at Target Center. Richfield has an eight-game winning streak heading into state competition. “We are looking forward to competing at state,” said Wise. “Right now, we are playing very well together. “Winning the section title was incredible. We had a great crowd for our section championship game. I couldn’t be prouder of what this team has accomplished so far this season.” Junior point guard Jessica January was at her All-State best in the Spartans’ 11-point win over Holy Family. She fin-

ished with 36 points. “Jessica has done a good job bringing the ball up court. Teams are doubleteaming her, but she is still scoring a lot of points,” Wise said Sierra Ford-Washington scored 12 points for the winners against Holy Family. Hannah Wise also scored in double figures with 10 points. Holy Family, a fourth seed, was no pushover in the section title game. The Fire upset second-seeded Benilde-St. Margaret’s 55-53 in the semifinals and gave the Spartans a tough time in the finals. Holy Family led for most of the first half and had a 33-32 halftime advantage. The Fire’s biggest lead was 25-19 with 7:40 left in the first half. But Richfield bounced back in the second half to pull ahead for good. Holy Family’s leading scorers were Michaela Rasmussen (20 points) and Emily Bauer (18).

Richfield earns split in basketball playoffs Spartans defeat Chaska before falling to No. 1 Benidle-St. Margaret’s BY GREG KLEVEN - SUN NEWSPAPERS Richfield earned an impressive quarterfinal victory before its boys basketball season ended in the Class 3A, Section 6 semifinals against the No. 1-ranked team in the state. The fifth-seeded Spartans defeated fourth-seeded Chaska 76-70 in firstround action March 6 on the Hawks’ home court. But Richfield was no match in the semifinals as the Spartans lost 98-73 to top-seeded Benilde-St. Margaret’s March 10. Richfield finished 16-12 while Benilde-St. Margaret’s advanced to the section finals against second-seeded Minneapolis Washburn at 7:15 p.m. Thursday, March 15, at Chanhassen High School. BSM’s record is 27-1. Deshawn Jones scored 23 points to pace the Richfield offense in the sixpoint win over Chaska. Jared Noonan and Shawn Bear scored 11 and 10 points. Lorenzo Evans had eight points. Dan Beyel, Eric Jimson and Wibi MacDonald scored six points apiece. Richfield trailed 38-35 at halftime but outscored Chaska 41-32 in the second half. “The guys executed our game plan well,” said Richfield coach Omar McMillan. “We played excellent defense and tried to make Chaska run with us. “We kept our composure and competed hard.”

BSM showed why it is the state Class 3A title favorite during its semifinal victory over Richfield on the Red Knights’ home court. Bear scored 20 points to lead Richfield. Marcellis Beard had 11 points. Other top Spartan scorers were Jones (nine points), Jimson (eight) and Beyel (six). “Benilde is a strong team and tough to beat, especially at home,” said McMillan. “Benilde has four starters who can all put the ball in the basket.” Richfield placed fifth in the Classic Suburban Conference during the regular season with a 9-7 record. Tartan (14-2) was conference champion. “Our season wasn’t quite what we expected,” said McMillan. “But I am proud of the guys and how hard they worked. “We had a great group of seniors but never clicked as a unit.”

Stars fall in playoffs Holy Angels was a sixth seed in the Class 3A, Section 6 boys basketball playoffs. The Stars lost 67-52 in the quarterfinals to third-seeded Blake March 6. Danny Sullivan scored 15 points for Holy Angels. Sam Keis had nine points and Charlie Koontz added seven. Blake held a 22-21 halftime lead before outscoring the Stars 45-31 in the second half. Holy Angels ended its season 17-9 overall. The Stars tied Chaska for third place in the Missota Conference at 8-6. Chanhassen won the conference crown with a 13-1 record.

Richfield’s sixth-grade traveling A team was seeded 11th entering the playoffs March 3-4. But the squad won a division title in its 16-team tournament.

Holy Angels hockey legend Trebil coaches final game Stars lose 6-5 to Prior Lake in Section 2AA quarterfinals BY GREG KLEVEN – SUN NEWSPAPERS Greg Trebil’s illustrious hockey coaching career ended in the Section 2AA quarterfinals Feb. 23 at Dakotah Arena in Prior Lake. Trebil coached his final high school hockey game as sixth-seeded Holy Angels lost 6-5 to third-seeded Prior Lake. Holy Angels ended its season 10-13-2 overall. The Stars placed second in the Missota Conference with a 10-2-2 record. Chanhassen (121-1) was league champion. Trebil was Holy Angels’ head coach for 16 years. His Stars teams made five state Class AA tournament appearances and won championships in 2002 and 2005. Trebil guided the 2003 Holy Angels team to a third-place state finish. Before coming to Holy Angels, Trebil coached Squirt, Pee Wee and Bantam teams in Greg Trebil the Bloomington Jefferson area for 20 years. Next season, assistant Billy Hengen will take over Holy Angels head coaching duties. Trebil will serve as the school’s boys and girls hockey coordinator. He will be involved heavily in scheduling and fundraising for the two programs. Trebil hoped his team could advance farther in the section playoffs but left the ice last week with fond memories of his Holy Angels coaching career. “I felt good and didn’t want to feel sad after the loss to Prior Lake,” said the longtime Bloomington resident. “I have

been blessed to be able to coach so many talented hockey players and teams at Holy Angels over the years. “I also feel good about this season. We started slowly while trying to replace some players who left our program after last season to play junior hockey. But it was a good learning process for our young players. We lose only four seniors off this year’s squad and should have a strong team next season.” Holy Angels battled Prior Lake on even terms during most of the Section 2AA quarterfinal game. The first period ended in a 1-1 tie. Prior Lake led 5-4 heading into the final period. The Lakers padded their advantage to 6-4 early in the third period before the Stars’ Mario Bianchi scored the last of his three goals on a power play with 2:20 remaining. “We had a couple of scoring chances in the final minutes, but it wasn’t meant to be,” said Trebil. “The kids played hard. Prior Lake is a well-coached team and won a cleanly played game.” Trebil knows Prior Lake head coach Joe Pankratz well. He coached the former Bloomington Jefferson High School standout in youth hockey. Bianchi led the Stars’ offense against Prior Lake with his hat trick. Andrew Willner and Tony Haeg also scored for Holy Angels. Frankie Mork had four assists. Bianchi was credited with two assists. Holy Angels goalie Brett Pierce made 29 saves. Holy Angels graduates four seniors off this season’s team – goalies Pierce and Danny DeGrace and defensemen Trevor Meador and Aamir Freese.

She has verbally committed to go to Georgetown on Basketball scholarship after her high school career. She works very hard at basketball and at school. She is a pleasure to coach and has been a productive member of the Kennedy girls basketball team.
