Childhood Family Center is hosting a preschool open house next week. Lutheran Social Service last month also recognized foster grandparents for their work tutoring and mentoring children in schools and Head Start programs throughout the metro area. Volunteers in the Senior Companion program serve at least 15 hours a week, receiving a modest tax-free stipend and mileage reimbursement. Lutheran Social Service of Minnesota serves basic needs, providing food, shelter and consultation to more than 100,000 Minnesotans annually.

They help their peers remain at home and independent by offering companionship, shopping assistance and transportation to medical appointments, and in December Lutheran Social Service of Minnesota honored the Senior Companions in Hennepin County. Bloomington residents recognized were Hassan-Wali Abdulle and Adam Fasah. volunteers have been recognized because now more than ever, their services are appreciated, said John Bringewatt, senior director for Lutheran Social Services. “These services were innovations forty years ago and are more vital and relevant than ever today as our population ages,” he said. “Through the energy, kindness and goodwill of these older volunteers, we are able to improve quality of life for many others in our community. ”

High School speech team will host two mini speech camps this month. The camps are 9-11:30 a.m. Saturday, Jan. 7, and Saturday, Jan. 21, at Jefferson High School, 4001 W. 102nd St. Check-in will be in the school’s media center at 8:30. The mini camp is open to all Bloomington fourth- through eighthgrade students, and includes speech activities and exercises, an introduction

BP stations raise money to fight cystic fibrosis In one day last fall, 33 local BP gas stations, including two in Bloomington, raised a total of $20,000 to fight cystic fibrosis, donating 10 cents for every gallon of gas sold Oct. 26. The donation was presented to Cystic Fibrosis of Minnesota at the organization’s annual gala Nov. 19. The donations came as part of the fight against an inherited chronic disease affecting the lungs and digestive system of children and adults. Many of those afflicted with cystic fibrosis can now expect to live into their 30s or beyond thanks to advances in research.

Slight property tax levy decrease approved Balanced budget approved for 2012 BY MIKE HANKS – SUN NEWSPAPERS It’s a small percentage, but Bloomington’s 2012 property taxes will decrease slightly while supporting a balanced budget. The Bloomington City Council approved its 2012 property tax levy during its Dec. 19 meeting. Even with a 0.25 percent decrease in the city’s levy the monthly cost of city services for a median value single-family homeowner will remain at $67.82 for the third consecutive year, according to Lori Economy-Scholler, the city’s chief financial officer. The city’s 2012 tax levy will net $44.4 million, of which $38.2 million is earmarked for the general fund budget, while $3.58 million will go to debt service. The city’s debt service levy decreased slightly since the prelimi-

nary budget and levy were approved in September, according to EconomyScholler. In October the city’s permanent improvement revolving debt was issued in an amount and at an interest rate less than modeled. In addition, the refinancing of two outstanding 2004 debt issues resulted in small savings, Economy-Scholler explained in her memo to the council. A portion of the savings was earmarked for the fire department pension fund, to which Economy-Scholler anticipated the city would be making a contribution in 2013. The city’s $56.9 million general fund budget also saw last-minute revenue adjustments with an additional $320,000 forecast for 2012, due largely to projected increases in hotel and motel admission tax, Economy-Scholler explained. The revenue increase will allow the city to fill positions being held vacant as service demands dictate, according to Economy-Scholler.

The monthly property tax cost for city services will remain at $67.82 for median value homes of $207,300 in 2012, but the monthly cost for the average value single-family home will decrease slightly, after increasing for 2011. The average value home in Bloomington is $235,500, and the monthly cost for services in 2012 will be $78.58, according to Economy-Scholler. That’s a decrease from $79.73 in 2011, but still higher than the $78.01 per month for the average value home in 2010. In comparing the city’s 2011 monthly property tax for a median value home without adjusting for property tax aids and fiscal disparities, Bloomington’s monthly rate of $67.82 is slightly below Plymouth and Richfield, and nearly $20 less per month than Edina. Eden Prairie’s rate is more than $22 higher. In comparing the 2011 monthly property tax for an average value home, Bloomington’s monthly rate of $79.73 is higher than Plymouth and below Eden Prairie and Edina by about $30.

Economy-Scholler also presented a total cost comparison for average value single-family homes in several cities. Her comparison added the monthly cost for water and sewer charges, as well as $35.22 for homes in cities without water softening by their city’s treatment plant, to the average monthly cost of city services. Bloomington came in the lowest at $117.46, nearly $14 lower than Richfield and $28 lower than Eden Prairie. At the top were Edina at $178 and Minnetonka at $174. A comparison of 2010-12 property tax levies showed Bloomington’s levy to be the only one with a decrease during that span. The city’s net levy decrease was 0.37 percent. The net levy for Golden Valley and Eden Prairie increased by less than 1 percent while Brooklyn Park had the largest increase at 13.73 percent, followed by Richfield at 11.07 percent. Here’s hoping for some Christmas joy, or confusion, either way

Heard enough feel-good Christmas stories? If so, stop reading. This one’ll bore you. If not, well, fasten your seatbelts... A number of weeks ago, I was chatting with my father-in-law on various and sundry topics when the conversation came around to a recent possible mail theft. According to Ron, he’d found some mail open on the side of the road. Some were business mail, some were personal notes. In all

Something I’m not going to tell you yet. Kind of ruins it to hear the punch line before the end of the joke, you know? Hang tight. Then I found an unsent Christmas card lying in the gutter outside the Sun Newspapers office. Clearly this letter had seen better days. Frankly it looked like it’d been run over by at least a few vehicles and was thoroughly dirt-stained. The edge of the envelope had been ripped as though someone

cases, the envelopes had been opened and the contents rifled through. The lack of a postmark indicated the letters had never been through the postal system. Being the upstanding citizen that he is, Ron contacted the senders of the letters and let them know what he’d found and to be aware that any checks or cash that may have been in them was gone. In the case of one birthday card, the woman who’d sent it informed him it had not contained any money, but thanked

Nice Minnesotans outnumber the rude To the editor: To the Lakeville writer who thinks Minnesotans are rude, first of all you make a general statement about all Minnesotans, which is irresponsible. Second of all, to receive Minnesota nice you have to be somewhat of a nice person yourself. By the sounds of your letter you may be an angry person. Before you go around making a general statement about people you need to take a personal inventory of yourself. Are you a rude person? I have lived in Minnesota all my life. Not to be anti-climatic, but she didn’t answer. I left a message and as of this writing, I haven’t heard back. But, given the opportunity to both spread post-holiday cheer and add a little playful confusion into somebody’s day, I copied the actions of my fatherin-law and tucked a dollar bill into the card, resealed it and sent it on its way. Hopefully that brightens one stranger’s day at least for a moment. Or confuses the heck out of them. Both work for me.

around the country with the chance to better understand the experience of their students who enter the service. arrested following the post-Christmas incidents, nine of whom were charged with disorderly conduct. The 10th arrest was for a trespassing violation and it was unclear if the arrest was connected to the fights inside the mall, according to Deputy Chief Rick Hart. The post-Christmas shopping day was interrupted at approximately 4:20 p.m. when a fight broke out in the food court. Bloomington police officers and mall security personnel responded, arresting a handful of people as a result of the incident, Stehlik explained. The crowd seemed to disperse, but several additional reports of fights or disturbances were received in the minutes following the initial incident, he added. The Bloomington Police Department has a precinct within the mall and officers on duty inside the mall during normal business hours, but additional Bloomington officers were called to the scene. Officers from the Richfield and Metro Transit police departments also assisted, Stehlik noted. A day later, little was known about

how or why the food court fight started. “Our investigators will be looking at it to see if they can determine what caused it,” Stehlik said. There were no significant injuries as a result of the fights, he added. The cause of the fight remained under investigation late last week, Hart said. Although there was speculation that the incidents were tied to social media, no evidence had been found to support that theory, he added. Investigators are examining mall surveillance video in an effort to identify others involved, according to Hart. “We are taking this matter very seriously,” he said. “We want people to know there are consequences for their actions if they come to Bloomington and participate in criminal activity.” The mall has lockdown procedures in place for events that require them, according to Dan Jasper, vice president of public relations. The lockdown procedure, which includes an announcement throughout the mall, was inadvertently initiated as a result of the fighting. “It was recalled in a matter of minutes,” Jasper said. Mindy Mateuszczyk, a Sun Newspapers editor who was at the mall with her family that afternoon, was heading toward the food court

area after the initial incident. “We saw people running and heard shouting,” she said. Mateuszczyk turned back toward the Nickelodeon Universe amusement park where she had left her 10-yearold son and his friend. She sent them a text message to meet her inside the park. When the lockdown announcement was made people started exiting the amusement park, she said. Her son said that he was told to leave the ride he had been in line for because of the lockdown. Mateuszczyk and her family did not leave the park, however, because the lockdown had been called off by the time her family had gathered together, she explained. Although people fled areas near the fighting, the mall did not close down, but some stores and kiosk businesses did close as a result of the lockdown announcement, Jasper noted. In response to the incident, the mall has increased its security and police presence and is evaluating what can be done to prevent a similar incident and how response to violence inside the mall can be improved, according to Jasper. “We’re in that process right now,” he said. “We will continue to look at the situation and make adjustments as necessary.”

Four recent Bloomington liquor store burglaries share a common trait, their method of entry. Broken windows have been reported at four liquor stores during an eightday span, according to Bloomington Deputy Chief Rick Hart. The first incident occurred approximately 3 a.m. Dec. 20 at Otto’s Liquors, 7850 Portland Ave. S. About 48 hours later a similar incident occurred across the street at Village Square Liquors, 7841 Portland Ave. S. Although storefront windows had been broken, nothing was reported missing, Hart said. But a burglary at Minnesota Wines & Spirits, 9131 Old Cedar Ave. S., at approximately 1:45 a.m. Dec. 23 resulted in the theft of a cash box, Hart said. The fourth incident occurred approximately 2:15 a.m. Dec. 27 at Cheers Wine & Spirits, 9340 Ensign Ave. S., and resulted in the theft of alcohol. In addition to the broken storefront window, bottles of alcohol were damaged inside the store. The damage and loss at the store was approximately $3,200, Hart said.

Three men were attempting to pry their way into Southtown Shopping Center early Christmas Eve, according to a witness. A security guard for the shopping center heard noise at approximately 2 a.m. Dec. 24 and went to investigate from inside the building. He saw three men with a pry bar attempting to enter the building through a door on the south side of the building, according to Hart. The men fled the area in a tan SUV, according to the security guard. A vehicle matching the description was observed on I-494, traveling at a high rate of speed. Officers lost track of the vehicle prior to it colliding with a parked car in St. Paul, where police found the SUV abandoned. The incident remains under investigation, Hart said.

Restaurant theft Cash was reported missing Dec. 25 from a Bloomington restaurant. Golden Wok, 617 W. 98th St., reported cash missing from a register in the entry of the restaurant, Hart said. There was no sign of forced entry or damage to any entrance point of the restaurant. The theft occurred after 10:30 p.m. Dec. 24 and prior to 11 a.m. Dec. 25, he noted.

Cobbler finds ‘open arms’ in Richfield Ralph’s Shoe Service was one of Southdale Center’s first tenants, but now it has to move BY ANDREW WIG – SUN NEWSPAPERS When management at Southdale Center told the owner of Ralph’s Shoe Service he would have to move shop last month, Bill Roase didn’t know where he and his business would go. But his shop’s future would not be in doubt for long. The Bloomington resident plans to be up and cobbling by early March at his new location: a storefront in a tiny strip mall near West 66th Street and Penn Avenue South in Richfield. The surrounding area is known as

Penn Central, and there the cobbler — he calls himself that — found an environment in stark contrast to his previous confines. The area, predominately populated by small, owner-operated shops, is “kind of like going back to my grandfather’s roots when he was on 50th and Xerxes,” Roase said. It was there that Roase’s grandfather, Ralph, started the shoe repair shop before it became one of the original tenants in the country’s first fully enclosed indoor shopping center in 1956. But Roase heard the news in midDecember: His lease would be terminated at the end of the year to make room for a new food court. Hearing this, he said, “was the worst thing in my life that ever happened to me.” It was about a week before Christmas and “I couldn’t believe what I was hearing.”

But his customers had his back. Soon, they were recommending alternative locations. Richfield’s Penn Central area was one of them. There were other locations available within the shopping center, but Ralph’s was already repaying a loan from a previous move within the mall. So Roase, bitter about being “forced out,” decided to take his shop out into the wider, unenclosed world. His exploration had taken him to a vacant art studio near 66th and Penn, when he met Marv Wenzel, owner of music shop across the street from the studio, Homestead Pickin’ Parlor, which specializes in all things folk. The computer repair shop next to his own shop was moving, Wenzel told the cobbler. “I went over and looked and thought, this is the perfect size,” Roase recounted. He would soon sit down with the

building’s owner Vern Veit. The conversation was a departure from those with his previous landlord. “It was one of the best talks I’ve ever had,” Roase said. “He’s just a down to earth man, you know. Not like these big corporate people. It’s totally different.” It was the day before Christmas Eve, Roase’s birthday, a week after he was told he had to move, and he had a handshake deal to move his operation a mile down 66th Street. “We’re happy to see them come into the neighborhood,” said Veit, who also owns Southtown Plumbing across the street from Roase’s new location, plus the multi-tenant commercial building housing the plumbing business. Wenzel said his store, for instance, is one of a kind in Minnesota, drawing folk musicians and fans from afar. Many of the shops here match Ralph’s old-fashioned flavor. In the same building as the shoe repair shop’s future home is a baseball card shop. Further down is an ice cream parlor. The other direction, a couple blocks north on Penn Avenue, is a typewriter shop. Chain stores here are few. The closest thing to a big box store would be the under-construction CVS Pharmacy or the Lund’s grocery store that marks the northern end of Penn Central, near Highway 62. “Ralph’s is going to fit right in here,” said John Cecere, who grew up in Edina and whose mother and sisters patronized Ralph’s at Southdale. Cecere, the

owner of Accessory Computer Service Center, will vacate his space Dec. 31 and make way for Ralph’s. He said he is moving due to a change in his business model — he will focus on appointments rather than walk-in business. So gone will be the inherently hightech business of computer repair, and in comes the decidedly ancient business of shoe repair. Roase said cobblers like he are becoming a rare breed. “A lot of people, they don’t even know where to find one,” he noted. “A lot of them have closed down. People get old and pass on and the rest of the family doesn’t continue to do it.” But Roase, who will enjoy a greater degree of operational freedom in his new spot, has a chance to continue plying the trade he said learned from his

father and grandfather when he was 9 or 10. Now, his challenge is to re-attract his clientele, who now will be speeding by on wheels instead of strolling by on foot. He believes they will come, though. “Shoe repair shops are a high-demand thing if people know where they are at,” he said. And Ralph’s Shoe Service is unlikely to be overshadowed by a new bog-box retailer any time soon, because the commercial of Penn Central should functionally keep those types out, local proprietors say. “You don’t have a parcel of land that’s large enough to do something that’s substantial on, so you have to piece together many different parcels,” said David Gepner, a leader of the group called Penn Central of Richfield,

which was formed four-and-a-half years ago to focus on the revitalization of the area and to hold the city accountable to design guidelines established for the corridor in 2008. The assemblage of smaller commercial parcels in the neighborhood will help Penn Central boosters keep the area they way they like it, populated with shops like Roase’s and Wenzel’s that represent “the colorful character that has been assembled along Penn Avenue,” Gepner said. It is a place where “everybody just kind of watches out for everyone else,” said Veit, Roase’s new landlord. And, by all reports, the Penn Central neighborhood will gladly watch Ralph’s Shoe Service move in. Veit summarized his feelings: “All I can say is, ‘Welcome.’”

Edina Public Information Officer Molly Anderson confirmed Benjamin is a suspect in the Dec. 6 armed robbery outside Southdale Center in Edina. According to Edina police, at approximately 8:30 p.m. Dec. 6 a woman was robbed at gunpoint as she entered her vehicle in the parking lot. The suspect was described as a black male, approximately 40 years old, 5 feet 10 inches tall and 200 pounds. He was wearing a dark jacket, fedora-style hat and sunglasses, and was believed to be driving a dark four-door sedan, possibly a Honda or Acura. The Southdale incident occurred about 24 hours after a man robbed a Bloomington woman outside her home. The woman was driving home from the Bloomington Lunds Dec. 5 and noticed a vehicle was following her, according to Bloomington police. As the woman approached her residence in southwestern Bloomington, she stopped at her mailbox. The dark four-door sedan that had been follow-

As the woman exited her vehicle to retrieve her mail a man exited the vehicle and approached her aggressively, grabbing her and pushing her in the chest, according to police.

Her description of the man was similar to the description in the Edina incident. Another Bloomington woman was robbed about 5:48 a.m. Dec. 8 outside of a Bloomington coffee shop.

The woman pulled into the Caribou Coffee shop at the intersection of France Avenue and Old Shakopee Road and noticed a vehicle pull in behind her and park away from the building. The woman parked near the coffee shop entrance and went inside. Upon returning to her vehicle a man ran up to her, grabbed her arm, pointed a handgun at her and said, “Give me your purse if you don’t want to die,” police said. Hart also identified Benjamin as a possible suspect in the Dec. 23 incident in Mounds View and the Dec. 22 incident in Savage, for which he faces a felony charge. According to the criminal complaint filed in Scott County District Court, Savage officers were dispatched 5:45 p.m. Dec. 22 to a silent panic alarm at Mediacom on Huntington Avenue in Savage. When officers arrived, an employee said a black male, about 5foot-8 to 5-foot-10, wearing black clothing, black gloves and a black stocking cap entered the store and ran behind the counter. She said the man pushed her to the ground and pointed a small black handgun at her. He took money from the till, her purse and cell phone and fled in a brown or tan Honda passenger car. 1) Install a chimney cap. This is the most inexpensive measure to prevent water penetration to the flue and inside chimney elements. We sell and install locally manufactured caps for as little as $99. 2) Repair or replace a damaged chimney crown. The crown sits atop your chimney and covers and seals it from the flue liners to the chimney edge. Many chimneys are built with an inadequate crown constructed from common mortar mix. Mortar is not designed for and will not withstand years of prolonged moisture exposure without cracking and chipping which allows water to penetrate the chimney. A proper crown is constructed of a Portland

cement mixture and formed to provide an overhang drip edge. This assures the water will shed helping to prevent erosion in the mortar and brick of the chimneys surfaces. Keeping the crown “watertight” and shedding away from the sponge like masonry elements that the chimney is built of is the most important element to preventing deterioration. This allows water that has penetrated the chimney to escape while preventing additional water from entering from the outside. Non vapor permeable sealers commonly available should never be used because they trap moisture inside actually accelerating deterioration. We use a special permeable sealer with a 10 year consumer warranty to protect your chimney. Doing this before deterioration occurs can save you hundreds or even thousands of dollars in future repairs. Water damage to chimneys is usually a slow subtle process. The problem is generally not obvious until it has become quite serious. Although these prevention measures may cost you a few dollars they can save you a lot more by preventing large future masonry repairs. Bloomington athletes, teams thrive in 2011 Bloomington athletes thrived on state, regional and national levels again during 2011. Here is my list of Bloomington teams and individuals that made the past sports year memorable.

Kennedy surprise team Bloomington Kennedy’s baseball squad had a rough start last spring, struggling to a 1-8 record. But the Eagles bounced back and went 13-6 in their last 19 games. Kennedy eventually won the state consolation title led by seniors Kevin Houts and Zach Horn, who shared the team’s MVP award. Houts batted .350 and Horn hit a sizzling .444 while handling the catching duties.

Jaguar lacrosse success Bloomington Jefferson’s girls lacrosse team was another headline maker during the past year after finishing third in the state tournament. Jefferson concluded its season with a 15-3 record. The Jaguars lost 16-2 to eventual state champion Blake in the

semifinals but regrouped to defeat Stillwater 12-11 in the third-place game. Jefferson sophomore goalie Oralee Hespenheide was named to the all-tournament team. Laura Berglund, Brenna Murray and Elizabeth Wittenborg provided hat tricks for the Jaguars in the thirdplace victory.

Margarit aids Stars Bloomington resident Laura Margarit was named Holy Angels’ Athena Award winner for 2011. Margarit stood out in basketball, lettering four seasons and finishing with 1,280 career points. She was a three-time all-conference player. Margarit also lettered three years in tennis. Margarit is out for the University of St. Thomas women’s basketball team this winter.

Taylor stars for Badgers Bloomington native Jordan Taylor is starting at point guard for the University of Wisconsin basketball team. Taylor, a Benilde-St. Margaret’s graduate, was named second-team men’s basketball All-America last March after enjoying a productive junior season for the Badgers. He was the fourth Badger player named first- or second-team All-America since 1948. Taylor averaged 18.1 points, 4.1 rebounds and 4.7 assists per game for the Badgers last season. Taylor was Minnesota Mr. Basketball in 2008 after leading Benilde-St. Margaret’s to the state Class 3A title.

Two Bloomington Jefferson volleyball players, Haley Bodway and Emily Schadow, led the Northern Lights 17-1 club team to a third-place finish in the Open Division at the AAU Nationals last summer in Orlando, Fla. Both players were also key members of Jefferson’s winning volleyball program last fall as seniors. The Jaguar standouts

Kennedy’s 2011 Athena Award winner accumulated 13 varsity letters in basketball, soccer and lacrosse. Reiners accepted a soccer scholarship at the University of Minnesota after graduating last June from Kennedy. Reiners received six all-conference awards during her prep career. In lacrosse, she led the state in scoring.

Another multi-sport standout was Jefferson’s Brenna Murray, her school’s 2011 Athena Award winner. Murray was medalist at the state girls Alpine ski meet last February and led the Jaguars to a second-place team finish. Murray collected 11 varsity letters – six in Alpine skiing, three in soccer and two in lacrosse. Murray earned eight all-conference and seven all-section and All-State awards in those sports. She is attending the University of Wisconsin.

City prep sports squads celebrate holidays with high tourney finishes Kennedy girls, Jefferson boys teams earn runner-up honors BY GREG KLEVEN – SUN NEWSPAPERS Bloomington Kennedy and Jefferson high school winter sports teams kept busy last week competing in various holiday tournaments. Here are some of the holiday tournament results concerning Eagle and Jefferson squads. (Due to early holiday deadlines, results of some tournament games will appear in next week’s Bloomington Sun-Current).

Kennedy highlights • Kennedy finished second in the Richfield Holiday girls basketball tourney Dec. 27-28. The Eagles opened the tournament with a 75-42 victory over Prairie Seeds. Kennedy led 42-19 at halftime. Four Kennedy players scored in double figures – Kenisha Bell (15), Jade Martin (13), Tonoia Wade (11) and Jasimine Scott (11). Kennedy settled for runner-up honors after losing 69-55 to Richfield in the title game. Martin topped the Eagle scoring attack with 19 points and Bell contributed 14 points. Isieoma Odor netted eight points and Micaela Meredith finished with seven points. • Kennedy’s girls hockey squad lost two opening games in the Schwan Cup tournament at the National Sports Center in Blaine. The Eagles suffered an 8-0 loss to Sun Prairie (Wis.) in quarterfinals Dec. 28. Kennedy goalie Kathryn McGaffey made eight saves. Jefferson opened with a 62-54 triumph over Maple Grove Dec. 27. Jefferson (3-4) was led in scoring by Ryan Gilmer (16), Matt Rosen (14), T.J. LaDuke (11) and Brian Fritzlar (11). Mounds View defeated the Jaguars 5753 in the championship game Dec. 28. Top Jefferson scorers were LaDuke (16), Rosen (10), and Fritzlar (9). LaDuke and Gilmer were named to the all-tournament team. Gilmer was selected as tournament MVP. • Jefferson won two of three games to garner third-place honors in the Rochester Rotary U.S. Bank Classic holiday girls basketball tournament. The Jaguars defeated Rochester Lourdes 57-43 in the quarterfinals Dec. 27. Providence Academy defeated the Jaguars 60-17 in the semifinals Dec. 28. Jefferson beat White Bear Lake 47-25 in the third-place game.
