Leaders from Bloomington, Edina and Richfield are hoping to remove hurdles to healthy living in their communities. Mayors from the three cities joined Blue Cross and Blue Shield of Minnesota last week to launch an 18-month health initiative. The project, called do.town, focuses on preventing illness caused by unhealthy eating and physical inactivity. “Ultimately, this is about helping people lead healthier lives,” said Dr. Marc Manley, chief prevention officer for Blue Cross. According to Manley, unhealthy eating and physical inactivity combine for the second leading cause of death and disease in Minnesota. About two-thirds of adults in Minnesota – nearly 2 million people – are overweight or obese, according to the U.S. Centers for Disease Control. The cost of treating obesity and its related diseases, like Type 2 diabetes, could rise to $3.7 billion annually in

Jim Hovland, mayor of Edina, said his city could consider a new way to fund sidewalk construction during the 18-month period. Currently, residents are assessed for the cost of sidewalks in front of their homes, but there may be a way to spread expenses more widely to encourage more sidewalk construction, he said. “We want to help set the stage so that people can have the longest and best life they can,” Hovland said, noting that work done in the 18 months will be incremental. With the public-private collaboration, local leaders hope to engage schools, churches and workplaces. Blue Cross will provide its expertise to organizations looking to make changes, Manly said. “The success of this do.town will be determined by all the communities participating together,” said Richfield Mayor Debbie Goettel. “We’re going to need input and ideas from a variety of groups, from our schools, from our work places, neighborhoods, faith organizations, our civic groups and health provider.” For more information, visit do-town.org.

Suspect in several robberies arrested at Bloomington home BY MIKE HANKS – SUN NEWSPAPERS A 43-year-old Bloomington man, who fled from police last week, prompting a search of a heavily wooded area near the Mississippi River in St. Paul, has been charged in connection with a Bloomington restaurant robbery. The suspect was arrested Sept. 27 at his residence on the 9300 block of Portland Avenue South, a day after he abandoned his crashed vehicle and fled on foot in St. Paul. Information from the abandoned vehicle led investigators to the Bloomington residence, where St. Paul police executed a search warrant. Assisted by Bloomington police, the suspect was found hiding in the basement and arrested, according to John Keating, a public information officer for the St. Paul Police Department. The suspect has been linked to several robberies during a two-day span prior to his arrest, including an incident that resulted in the pursuit and failed search of the wooded area in St.

Prior to fleeing his vehicle on Sept. 26 the suspect allegedly robbed the Bloomington Subway restaurant at 9731 Lyndale Ave. S., according to the complaint filed in Hennepin County District Court. The suspect entered the store at about 7:50 a.m., took a bottled beverage from a cooler, approached the counter and told the employee to “open the drawer.” The woman ran out of the back of the restaurant, advising a coworker to do the same as she passed him by. The duo fled the restaurant and called police from a neighboring restaurant, the complaint said. The suspect was linked to the Subway robbery through surveillance video. He has been linked to robberies in Eagan, Mendota Heights, Minneapolis and West St. Paul through surveillance video, according to the complaint. If convicted the suspect faces up to 10 years in prison and a $20,000 fine for the felony robbery charge stemming from the Bloomington incident.

Recycling – if not now when? The time has finally come. For all other recycling buffs out there, we are now able to recycle what should have always been able to be recycled. The announcement of two Twin Cities waste companies now accepting items such as yogurt containers and bottle caps is long overdue. Before, the only recycling items accepted were numbered one and two, which were usually plastic drink bottles and milk containers. The little numbers on the bottom of plastics, known as the “resin code,” identify what type of plastic it is and whether it’s suitable for recycling. Now, with addition of more items to be recycled, hundreds of tons will be spared from landfills. Now that more plastic recyclables are being collected, there is even less of an excuse not to recycle. Allied Waste, which is one of the companies expanding the items that are acceptable for recycling and

the hauler for the majority of the South Lake’s residents, will now accept numbers one through seven. However, it’s not just plastics when it comes to recycling. Recycling in general is something that we are really behind on. As someone who recycles everything I possibly can, this is a huge step. I’m astounded when I go to throw my trash away what is considered “garbage” by people. Though I live alone, I will throw out a single bag of trash once every two or three weeks. When I look at how often I take my recycling out, it would be insane to think of that ending up in a landfill and not being

reused. Recycling in general should be instilled in everybody -- honestly, it should be common sense, and really is a no-brainer. Is it that those who don’t recycle are lazy? If so, that’s pretty pathetic. It is a little more comprehensible if recycling is not offered, which is should be everywhere. Shorewood, through Allied Waste, offers incentives for recycling. The “RecycleBank” program credits people with points for the amount of recycling collected in the city. The points are then redeemed for rewards such as gift certificates, coupons and special offers. If you are reading this via print and decide to recycle the paper, this and every other newspaper in circulation around the country would contribute to saving a quarter of a million trees per year. The fact is no newspaper or any recyclable paper product should ever

end up in a trashcan. Hennepin County is also continuing efforts to help people sustain better practices when it comes to waste. Celebrating its 10th anniversary, the “Choose to Reuse” program encourages residents to buy used or rent products instead of buying them new. For anyone who argues that recycling costs don’t outweigh trash is plain wrong. First, it’s cheaper according to the U.S. Environmental Protection Agency’s Office of Solid Waste. Curbside pick up for recycling can run $50 to more than $150 per ton of material, while trash pick up can run from $70 to more than $200 per ton of material. And for arguments sake, even if it did cost more the benefit of protecting our planet and helping the human race become better stewards would outweigh any monetary cost. The real cost is to our planet. So do your part, please.

Hennepin County reduces 2012 tax levy BY PAUL WAHL — SUN NEWSPAPERS Same song, second verse. Hennepin County is tightening its belt but property taxes county residents pay could go up anyway. Cities were caught in the same situation as all public entities pushed to meet the late September deadline for certifying property tax levies. The bugaboo is a change to the Market Value Program the legislature enacted in special session earlier this year. The program provides property tax relief to lower-valued homes. “In previous years, it was funded by the state,” said county administrator Richard Johnson in a presentation to the county board of commissioners Sept 27. “Starting in 2012, the program will be funded by higher-valued homes and commercial, industrial and apartment properties.” The impact will vary across the county with homes valued at more than $183,000 expected to have the biggest property tax increase. The change has been irksome for most cities and the county, which have been keeping their tax levies flat or reducing them for 2012. In the case of the county, the 2012 budget is 3.13 percent – or $50 million – less than 2011. The county’s actual property tax levy will raise at least a million dollars less this year over last. In a formal presentation to the commissioners, Johnson outlined a plan that lops 127 positions and eliminates the Eden Prairie Service Center. The facility is housed in the former Hennepin County Library in Eden Prairie and offers services ranging from driver’s license service to passports.

Johnson said business has dropped at all seven service centers and told commissioners they are not mandated. Service centers in Brooklyn Center, Maple Grove, Minnetonka and Edina, as well as two in Minneapolis, are not being targeted. The Northwest Family Services Center, a collaboration between the county, Osseo Area Schools and the Community Emergency Assistance Program, is also on target for opening in 2012. Johnson said thousands of residents are expected to use the facility each month. Money for predesign of new libraries in Brooklyn Park and Excelsior are in the 2012 budget. An initial design concept was presented in Excelsior in March but was rejected by citizens who said it did not fit the ambiance of the city. Commissioners said they were pleased that Johnson had been able to hold the line and trim spending in a tough financial year. Commissioner Randy Johnson, who represents Bloomington, southern Eden Prairie and Richfield on the county board, said the job is made even more difficult for the county than say a municipality because of mandates. “We’re mandated to be in a number of lines of business where demand is going up,” Johnson said, mentioning financial assistance programs specifically. “Every year is the toughest budget year we’ve ever had.” Commissioner Gail Dorfman, who represents St. Louis Park and west Minneapolis, said the county was committed to continuing to respond to needs COUNTY: TO NEXT PAGE

of its residents “even in these really tough times.” Administrator Richard Johnson said the county is also hoping to reap rewards from long-term investments in programs that encourage children to stay in school, discourage teen pregnancy, reduce homeless numbers and reduce demand for future landfills. In total, the county is budgeted to spend nearly $1.6 billion in 2012, the bulk of that in operating budget. The county’s capital budget will be reduced to $118 million, $61 million less than 2011. Johnson said that despite a sharp increase in basic-needs programs such as food support, the county is spending less on those programs. “We are reducing staffing even as caseloads and other responsibilities increase,” Johnson said. In July, the county had more than 129,000 residents receiving food support compared to 81,000 enrollees in July 2008. The final budget and property tax levy are expected to be adopted Dec. 13.

Women with Low Thyroid Many people live their lives suffering from low thyroid symptoms. This is especially true for females. Thyroid hormones control all your metabolism, and when thyroid hormones are low they cause all the cells in your body and mind to slow down. Our membership plan allows families to make all arrangements in advance, thereby relieving survivors of the need to make urgent decisions while in the state of grief. Preplanning provides families with complete peace of mind, both emotionally and financially.

Q. What happens to the ashes after cremation? A. Your cremated remains (ashes) will be handled according to your written instructions. They may be picked up by your survivors, or will be delivered or mailed for a fee.

Q. At the time of death, what is the cost for the cremation service? A. The cost of the basic cremation service which includes removal of the body from the place of death, cremation, filing of the necessary papers and cardboard container suitable for burial is presently $1395.00 for members. This is payable at the time services are rendered. The charge to non-members, whom we also service, is more.

At the time of death, our counselors are available to assist your survivors in arranging for memorial services, obtaining certified copies of the death certificate, cemetery services, grave makers and monuments, obituaries for the newspaper and paperwork for Social Security and Veterans’ benefits.

Q. How do I join the Cremation Society of Minnesota? A. Fill out the registration form and mail it to our office with a one time registration fee of $15.00 per person. This fee defrays the cost of setting up and maintaining your records. It is not refundable nor an offset to the final service costs. We will register you and send you wallet-sized membership cards and certificate of registration. Members may call or write us regarding any related questions.

in the park, Stehlik explained. The boys were questioned again three days later. When questioned about the recent school vandalism incidents one boy told police that he and one other boy were responsible for the damage at Southwood Early Childhood Family Education Center and Westwood Elementary School, according to Stehlik. Vandalism at Southwood Early Childhood Family Education Center, 4901 112th St. W., was reported the previous weekend. Two windows of the building, which is next to Southwood Park, were found broken on the morning of Sept. 11. It was unclear if entry into the building had been made. Vandalism was reported at Westwood Elementary School, 3701 W. 108th St., in late August. A passerby called police on the morning of Aug. 27 to report a broken window at the school, which is about one mile from Southwood Park. Inside the school a computer and ceramic coffee mug appeared to have been smashed against the floor. A sink inside the school had been plugged with the water turned on, causing it to overflow. The Southwood Park case has been submitted to the Juvenile Prosecution Division of the Hennepin County Attorney’s Office for consideration of negligent fire charges against the boys. The school vandalism incidents remain under investigation, Stehlik noted.

Bloomington boys. The Bloomington police and fire departments were dispatched to the park, 4800 Terracewood Drive, at approximately 8 p.m. Sept. 16. Witnesses reported seeing juveniles start a garbage can on fire and leave the area by bicycle, according to Bloomington Police Commander Mark Stehlik. The container had been placed on top of park equipment, damaging it, he noted. Just before 1 a.m. Sept. 17 police were dispatched to the 4600 block of Oxborough Lane, a short distance from the park. Officers found what appeared to be a cardboard box on fire, and there was a smell of gasoline at the scene, according to Stehlik. The minor fire did not require a response by Bloomington firefighters, although a fire marshal did respond to the scene, according to Bloomington Fire Chief Ulie Seal. A police officer checked the neighborhood surrounding the box fire and found a tent in a nearby yard. Inside were four juvenile boys who were questioned by the officer. The boys said they had started two fires in the street as well as the earlier fire

Albert Joseph Jobes Sr. Albert J. “Bert” Jobes Sr., age 77, of New Prague (formerly of Bloomington), passed away peacefully on September 25, 2011, after a courageous battle with cancer. He was preceded in death by parents, Lloyd A. Jobes Sr. and Martha J. (Stewart) Jobes; and brother, Lloyd A. Jobes Jr. Bert is survived by wife, Sonja; children, Albert J. (Julie) Jobes Jr. of Zumbrota, Robin T. Jobes of New Prague, and Denise G. Lange of New Prague; grandchildren, Rob, Andrew, Annalise, Jamie Beldon, Jenna (Corey) Schutz; great-grandchildren, Cody, Cooper, and one on the way; sisters, Anita Jobes and Paulette (John) Reid; nieces, nephews, and many other relatives and friends. Bert was born September 19, 1934, in Garrison, PA. His family then moved to Reed City, Michigan, where he attended Reed City High School. He joined the Army in 1953 and served in the Vietnam War. Bert was united in marriage to Sonja van Doornik on December 22, 1958. They celebrated 52 years of marriage in 2010. During his enlistment, Bert received a Purple Heart and four Bronze Star Medals. He served as Platoon Sergeant with the 2nd Platoon, Co B, 4th Battalion 64th armor and was stationed in Aschaffenburg, Germany. While stationed in Germany, Bert enjoyed dirt track racing on weekends in Babenhausen, Germany, taking home many trophies and memories along the way. Bert retired from the Army after 24 years of service, retiring in 1977. Following this, he worked for the City of Bloomington for the next 18 years as an auto mechanic. He bowled with his fellow “Grease Monkeys” coworkers and, after retirement, continued bowling with his team up until last year. In his retirement, Bert was an avid fisherman and deer hunter. He also enjoyed playing golf every weekend with friends at the lake. A funeral service was held September 28, 2011, at Bruzek Funeral Home in New Prague, with Father Kevin Clinton officiating. Pallbearers included Rob Jobes Jr., Bert Jobes Jr., Drew Jobes, Dave Harmon, Billy Bartusek, Mark Crusan, Darold Guentzel, Robin Jobes Sr., and Terry Paulson. Interment at Ft. At AirBroom Minnesota In Excelsior Can Help How does your chimney look? Are the bricks crumbling? Does it have White or Black exterior staining? Are you afraid to use your fireplace because you’re not sure how safe it is? When was the last time you used it? Did you know that water causes more damage to masonry chimneys than fire? Your chimney, unlike other parts of your house, is constantly exposed to the elements. They are generally constructed of brick, mortar, tile, steel, and iron. All of these materials suffer deterioration as a result of prolonged contact with water. Freeze and thaw cycles so familiar here in the Twin Cities cause stress on the chimney. Water that has penetrated expands and contracts. Left unchecked it will cause interior and exterior damage to your home and masonry chimney. Some of the damage that can be caused includes: 1) spalled and broken exterior brickwork, 2) deteriorated masonry and metal firebox assemblies, 3) rusted dampers, 4) decayed mortar, cracked or missing flue liners, and in the worst case scenario damage to adjoining walls, ceilings, and woodwork. There are three main ways to prevent water damage. 1) Install a chimney cap. This is the most inexpensive measure to prevent water penetration to the flue and inside chimney elements. We sell and install locally manufactured caps for as little as $99. 2) Repair or replace a damaged chimney crown. The crown sits atop your chimney and covers and seals it from the flue liners to the chimney edge. Many chimneys are built with an inadequate crown constructed from common mortar mix. Mortar is not designed for and will not withstand years of prolonged moisture exposure without cracking and chipping which allows water to penetrate the chimney. A proper crown is constructed of a Portland

cement mixture and formed to provide an overhang drip edge. This assures the water will shed helping to prevent erosion in the mortar and brick of the chimneys surfaces. Keeping the crown “watertight” and shedding away from the sponge like masonry elements that the chimney is built of is the most important element to preventing deterioration. At AirBroom Minnesota we use the industry leading line of Saver products to build and repair chimneys. Use of these products allows us to pass on manufacturers material warranties of up to 15 years to our clients. 3) Waterproof your masonry chimney and crown. Most masonry is porous and will absorb large amounts of water. Brick acts like a sponge absorbing water and wicking it to the chimney interior. Products we use are specifically developed for use as waterproofing agents on masonry chimneys. These are vapor permeable – which means they allow the masonry to breath out but not in. This allows water that has penetrated the chimney to escape while preventing additional water from entering from the outside. Non vapor permeable sealers commonly available should never be used because they trap moisture inside actually accelerating deterioration. We use a special permeable sealer with a 10 year consumer warranty to protect your chimney. Doing this before deterioration occurs can save you hundreds or even thousands of dollars in future repairs. Water damage to chimneys is usually a slow subtle process. The maturity schedule for the Bonds may be adjusted to provide for a combination of serial bonds and term bonds. Bloomington’s football rivalry between Jefferson and Kennedy renews at 7 p.m. Friday, Oct. 7, at Bloomington Stadium. Jefferson and Kennedy enter the game with identical 1-4 records. Both coaches said they hope their teams play with more focus than they did last week, when the Eagles and Jaguars both lost. Kennedy lost 30-13 to Prior Lake in its homecoming game Sept. 30. Jefferson went on the road and was defeated 55-7 by Eagan. “We took a step backward last week and played as individuals and not as a team,” said Kennedy coach Dick Weinberger. “We were more focused on our homecoming activities than we were on the game. “This week’s game with Jefferson is about caring about each other as a team, not individuals. We need to go back and do the little things better.” This week it’s Jefferson’s turn to prepare for a game on homecoming week. “It is always a dogfight when we face Kennedy,” said Jefferson coach Jon Leverenz. “It will be our homecoming and the team is looking forward to this game. “But we must improve defensively. We didn’t tackle well and blew pass coverage against a good offensive Eagan team.” Eagan senior quarterback Drew Bauer proved to be nearly unstoppable for the Jefferson defense last week. Bauer ran 12 times for 168 yards and four touchdowns. He also passed for 101 yards and two touchdowns. Jefferson’s highlight came on an 80yard scoring drive in the first quarter. Kennedy’s boys soccer squad went into this week looking to clinch a third consecutive winning season. The Eagles improved to 8-6 overall with a 4-2 South Suburban Conference win over Rosemount Sept. 27. A victory in either of Kennedy’s final two regular-season games would assure the Eagles of finishing with a winning record. Noe Gomez, Jose Andriano Castillo, Brayan Lopez-Mendez and Jason Segura Dominguez scored one goal each in the Rosemount game. Jose Andriano picked up two assists. Dominguez and Alejandro MontecinoTorres had one assist apiece. “We are hoping to gain home field for the first round of the Section 2AA playoffs,” said head coach Dan Bushendorf. “This team is very creative offensively and doesn’t sit back. We try to push our offense and go all out.” Kennedy demonstrated its offensive pressure during a 6-3 victory over Park Center Sept. 24. Sydney Otieno had a hat trick for the Eagles. And Jefferson’s boys team used that home event to put on one of its best performances of the season. The Jaguars placed second out of 14 teams with 86 points. Mound-Westonka was champion with 74 points. Coon Rapids finished third with 95 points. Jefferson senior Jan Ketterson contributed greatly to the Jaguars’ success by placing first in the 5K race with a time of 15 minutes, 44 seconds. Ketterson finished well ahead of second-place Kevin Docherty of CretinDerham Hall (16:10). Jefferson sophomore Matt Rosen placed eighth overall (17:08). Junior Jacob Weber was 14th (17:33) and senior Ted McGee finished 24th (17:54). Junior Jack Graves was 39th (18:20) and
