As part of security plan, Hennepin County Board may close Edina courtrooms Sept. 1 BY MIKE HANKS – SUN NEWSPAPERS A proposal to close Hennepin County courtrooms in Edina has drawn strong opposition from city officials most affected by the plan. Hennepin County Board members recently discussed plans for weapons screening at the county’s suburban court facilities and closing the Southdale courts in Edina by Sept. 1. Closing the courts, which handle low level criminal matters such as traffic citations, would force residents, city officials and police to use courts in downtown Minneapolis, Minnetonka or Brooklyn Center. “It makes no rational sense,” according to Bloomington City Attorney Sandra Johnson.

Kelash faces challenger for DFL endorsement Bloomington School Board chair Melissa Halvorson Wiklund seeks endorsement, too BY ANDREW WIG – SUN NEWSPAPERS When legislative redistricting split Richfield last month, one portion of the city was left as part of a Democratic stronghold, Senate District 63 — all its incumbents are seeking reelection with no challengers for the Democratic Endorsement. The rest of the city’s political future, meanwhile, is well in flux. The new map placed Sen. Ken Kelash, who currently represents all of Richfield, out of the new District 50, which covers western and southern Richfield as well as the eastern twothirds of Bloomington. But undeterred, he has announced his plans to move into the new district and seek the new district’s Democratic endorsement. He is still exploring his housing
options, however. He doesn’t have to move until he knows the results of the District 50 DFL convention March 31. Hoping to render the house-hunting unnecessary is Melissa Holvorson Wiklund, who has announced her own intentions to seek the DemocratFarmer-Labor Party’s endorsement for Senate District 50. She made her plans known Feb. 24, before Kelash made his intentions to move official, but says it wouldn’t have made a difference. “It doesn’t affect my mindset,” said the Bloomington Board of Education chair, “because when I entered the race I was pretty confident that there would be others that would be interested in the positions.” Wiklund said she was inspired to run when she realized there is only so much she can do on the school board. “Exposure at the local government level on the School Board has shown me there are limits to things that I can change,” Wiklund said during an interview last week. But it is that position, she says, that has given her a valuable first-hand look
at the budget quandaries faced by school districts. “Our costs keep going up and we also are being asked to do more and more to support our students and increase achievement,” Wiklund noted. The state in recent years has held back — to be repaid later — increasing shares school funding. Meanwhile, schools have worked to match standards set by the much-derided federal No Child Left Behind legislation, for which the state has been given a temporary reprieve while it works on its establishing its own system of measuring schools’ performance. Still, the common refrain of school districts remains: flat funding, increasing costs. It is a complicated array of circumstances mechanisms that Wiklund believes she is in a favorable position to address, while admitting the challenge. Work on the school board “has given me a lot of insight into how complex it is,” she said, “and there aren’t easy answers.” Since announcing her candidacy, Wiklund has been visiting with District 50 residents to hear their thoughts. “I
think people are very concerned about the future and how we can make sure we have strong cities and strong schools,” she said. “I want to make sure kids get good educations and leave school equipped and that they have the ability to find jobs.” And that doesn’t necessarily mean four years of college. “What I think is a good approach is not everyone desires to go to a four year college,’ she said, adding, nor does the state need them to. Whether they come from traditional institutions or not, “people need skilled workers, and so one size doesn’t fit all.” Wiklund, who has an electrical engineering background, said her experience in education will translate to other areas of government, especially considering the expanse of the Bloomington School District. Kelash paused when asked to compare himself to the upstart candidate. “It don’t know her very well at all,” he said. However, “one difference is obviously experience. Charges filed, alleged vise thrower arrested, again 39-year-old suspect found in New Prague BY MIKE HANKS – SUN NEWSPAPERS A gallon of water, a sawed off dumbbell and a mechanical part of unknown origin are among the items a 39-year-old Bloomington man is alleged to have thrown at vehicles along a stretch of Normandale Boulevard in Bloomington. Gerret Parks, arrested in New Prague March 8, was charged in Hennepin County District Court with five felony counts, four for first-degree damage to property with a risk of bodily harm and one for first-degree assault. The assault charge is for the Feb. 27 incident that injured Jon Stacke, a National Guard sergeant from Savage. Stacke was driving southbound on Normandale Boulevard when a metal vise shattered the windshield of his vehicle, breaking his jaw and nine of his teeth. For Parks the March 8 arrest was his third in six days. He was initially arrested March 2 but was released on bail
prior to being charged. Hours after being freed on bail he was arrested in Wisconsin on suspicion of driving while impaired. He was charged March 6 by Hennepin County and information developed by Bloomington Police suggested Parks was in New Prague. The Scott County Sheriff ’s Office made the arrest in New Prague and transported him to Bloomington, where he was taken by Bloomington Police to Hennepin County Jail, Bloomington Deputy Chief Rick Hart explained.
14 incident reports Bloomington Police are continuing to build the case against Parks, who may be responsible for 14 incidents that have been reported to police. When Stacke was injured Feb. 27 it was the sixth incident known to police, who asked the public for information, as well as reports of similar incidents, two days later. The criminal complaint against Parks chronicles the 14 reported incidents. All but two were on Normandale Boulevard. Objects thrown at vehicles ranged
from glass bottles and a box of baking soda to a metal pipe and one-half of a 15pound hex dumbbell, according to the complaint. Many of the incidents happened in February, with the first incident occurring in late December. A sealed gallon of water proved to be an important piece of evidence in identifying Parks as the suspect, according to Hart. The driver of a northbound on Normandale Boulevard reported that a one-gallon water jug struck his vehicle approximately 5:15 a.m. Jan. 18. The victim said that a southbound vehicle was passing him at the time of impact, according to the complaint. The recovered Holiday Pantry water jug became an important piece of evidence, as an investigator surmised that the jug gas station prior to the incident. Through financial transaction records and surveillance video police learned that Parks had been at the Holiday Stationstore at 8331 Normandale Blvd. 30 minutes prior to the incident. He had purchased a gallon of water, eggs and gasoline with a credit card in his mother’s name. Police were able to identify
the customer in the surveillance video as Parks, according to the complaint. The information obtained from Holiday allowed police to obtain a search warrant of Parks’ residence, which led to his arrest, Hart explained, calling the break in the case “an example of excellent detective work.” Parks was present during the March 2 search warrant and said he had recently thrown away a 15-pound dumbbell, as well as a vise and pipes. Following his arrest he told police that he had thrown away a variety of items over a period of weeks and suggested that an ex-friend may have been stealing them from his trash and setting him up, according to the complaint. Also recovered during the search of Parks’ residence was a receipt from a Bloomington Cub Foods store, showing the purchase of wine coolers on Feb. 6. Store surveillance video showed Parks making the purchase. A matching wine cooler bottle was identified from a Feb. 6 incident report, according to the complaint. VISE: TO NEXT PAGE

He was arrested approximately 16 hours later in western Wisconsin follow-
ing a short pursuit and resisting arrest after he pulled over. He was arrested on suspicion of driving while impaired and told an arresting officer he was thinking of driving off a bridge. Parks posted bond in Wisconsin and was also released, the complaint noted. After being arrested March 8 his bail was set at $800,000. Assistant Hennepin County Attorney Deborah Russell sought bail of $500,000, calling Parks “a danger to himself as well as the community.” Although charged in connection with five incidents, additional charges could be requested if additional evidence is gathered, Hart noted.

Forged check A 34-year-old Minneapolis man pressed his luck and lost when he tried to cash a check at the Bloomingon Walmart. The suspect, arrested March 1, was attempting to cash a check for $1,125. Three days earlier he had cashed a $1,361 check at Walmart. The check was from a business account and determined to be forged after the transaction was completed, Hart said.

A 45-year-old Bloomington man was arrested for assault after scuffling with police officers responding to his residence on a report of a domestic incident. Police were called to the 1500 block of 86 th Street West at 9:19 p.m. March 4, according to Bloomington Deputy Chief Rick Hart. The suspect was reported to have been threatening his wife and appeared to be intoxicated when officers responded to his residence, Hart explained. The man threatened to shoot the officers with their guns before running at an officer, Hart said. Three officers at the scene struggled to subdue the man, who threw punches at the officers as they attempted to handcuff him, Hart noted.

Time is now to vote on the stadium bill Minnesotans say they treasure the Minnesota Vikings football team, but they don’t want to help pay for a new stadium to keep them. That’s the dilemma for the Minnesota Legislature that keeps stalling, hoping they can put this decision off until after the November elections. Meanwhile, the Vikings insist they want a new $975 million stadium and are willing to pay more than $427 million of the cost, as long as someone else pays the remaining $548 million. The central question, however, is not how to pay for it and where to put it. The bottom line is: How important is the Viking team to the quality of life of Minnesotans? If the consensus of the people is to keep the Vikings because they add so much value to the state’s quality of life, then all the people should help pay for a new stadium that will keep them here. This burden should not fall on Minneapolis residents alone through the array of taxes they pay now for facilities like Target Field, the Minneapolis Convention Center and Target Center. Nor should it fall on only those who would pay for electronic pull-tabs, as proposed in the latest stadium plan. The lat-
est plan calls for a $975 million stadium east of the Metrodome in Minneapolis. It would be financed by $427 million by the Vikings, $150 million by Minneapolis through sales and luxury taxes and $398 million by state-run electronic-pull-tabs. This plan still has to be approved by a reluctant Minnesota Legislature and Minneapolis City Council, who fear the backlash from those who question the Vikings deal when compared to the state’s need to close a budget deficit, to pay for $2.1 billion in withheld payments to school districts and to fund human services. Since this issue has dragged on for 10 years and a plan has been put together for the Legislature, this is the session to vote it up or down. Waiting won’t lead to a better solution. Minnesotans want to believe the Vikings will never leave for a city with a modern stadium. Don’t they recall how the state lost its NBA franchise the Minneapolis Lakers to Los Angeles and the Minnesota North Stars NHL hockey team to Dallas? Have they forgotten how the state fought and regained new hockey and basketball franchises by having to build Target Center and the Xcel Center? A major policy question is: should the
state continue to fund entertainment venues for its residents with local and state taxes? Why not? There’s state and local tax dollars in the Xcel Center in St. Paul, Target Field in Minneapolis, the National Sports Center in Blaine, the Guthrie Theater in Minneapolis, the Mall of America in Bloomington and the TCF Bank Stadium on the University of Minnesota campus. The most recent case of public financing is Target Field in Minneapolis where there is a 0.15 percent sales tax paying two-thirds of the cost. People are raving about this stadium, even as they help pay for it when they buy something in Hennepin County. A consensus is developing that keeping the Vikings maintains the state’s quality of life and a stadium plan is on the table. Let’s vote. — An editorial from the ECM Publishers Editorial Board. National survey values views of students, parents, educators A new national Met Life/Harris Interactive Poll of students, parents, educators and community leaders contains both surprising and expected results. I think it’s a model because it values the views of each group. Individual schools can use the questions that are asked with educators, parents and students, and compare results with the nation. My single strongest recommendation to readers is to take a look at the 130-page study yourself. That’s because you may have different conclusions

about what’s most important. Met Life also provides copies online of past surveys, going back to 1984. (For links to the studies, go online to mnsun.com/links/nathan15.) Met Life’s press release about the study highlights two key findings.
· Today’s students report that their parents are more engaged than did students in 1988. Last year, 64 percent of students reported that they talk to their parents about school every day. That’s up from 40 percent who reported daily conversations in 1988. Over the same period, the number of students reporting that their parents visit their school at least once a month has almost tripled, from 16 to 46 percent. Both talking with youngsters about what’s happening, and visiting the school, are ways to
encourage young people. These are positive changes. I would not have expected such large increases, but they show that many parents are hearing the message about the importance of being involved in their youngster’s education. · Teacher job satisfaction has dropped 18 points from 2008, to the lowest levels in more than 20 years. Seventy-six percent of teachers report that their school’s budget decreased during the last year. Sixtysix percent report there were layoffs of teachers or other staff in the last year. Thirty-six percent report there were reductions or eliminations of programs in art and music last year. Many parents and students also are worried. While 34 percent of teachers feel their job is not secure, “62 percent of parents and 54 percent of students worry about the parents losing or not being able to find a job.” Seventy-two percent of parents and 65 percent of students “worry about their family not having enough money for the things they need.” The report urges greater collaboration among different groups. It cites

Temporary financing provision boosts big building projects Lawmakers seek extension to provision that helped subsidize Genesee project BY ANDREW WIG – SUN NEWSPAPERS Three high-profile projects in Richfield and Bloomington would not have proceeded the way they have, or at all, if it were not for an obscure and temporary provision currently under discussion in the Minnesota Legislature. The funding provision allows cities more flexibility in dipping into pools of money generated by surpluses in tax increment financing. TIF, as it is commonly known, is a heavily utilized funding mechanism meant for financing redevelopment projects by using the increase in property taxes generated by the projects themselves. The surpluses, which cities can currently spend more freely than is tradition, accrue when the TIF dollars a project generates outpace the funding requirements of the project, or of the TIF district set up in conjunction with the financing. Those provisions, however, are set to expire at the end of the year, along with Minnesota’s Jobs Stimulus Program. Republican legislators have introduced a bill seeking an 18-month extension. Cities across Minnesota commonly use TIF, but far less common is the way Bloomington, Richfield and 32 other Minnesota cities have used the funding mechanism. According to city officials, three projects in the city would not have happened at all without it, or would not have proceeded like they have. The city of Bloomington dedicated up to about $1 million in surplus TIF funds to help finance Genesee, a 234-unit mixeduse development set to open this summer at Penn Avenue and American Boulevard. Also set for a summer opening is Pizza Lucé in Richfield. The city put $250,000 in surplus TIF toward the project, in which the vacant Bridgeman’s restaurant at Lyndale Avenue and Lake Shore Drive will be transformed into the newest addition to the local pizza chain. Around the corner from the future Pizza Lucé, Richfield has dedicated
$650,000 in the surplus funds to the Lyndale Gardens project, where plans are to turn the Lyndale Garden Center building on Lyndale Avenue into a revamped commercial space. Adjacent land is to be the site of two apartment buildings with more than 100 combined units. “I don’t think they would have been able to do the project without it,” Richfield Community Development Director John Stark said of the Lyndale Gardens funding. “They would have had to find some other grant or some other funding source.” The Pizza Lucé project would have gone forward without the surplus TIF, Stark said, but not to the same extent. Thanks to the subsidy, “they’re going to make much grander improvements than they otherwise would have,” including a complete wraparound deck, Stark said. In Bloomington, the TIF surplus money “really helped bring everybody to the table to get (Genesee) done,” said Lori Economy-Scholler. “I do think the (TIF surplus) was the tipping point to make sure this project moved forward.” Actually, the Bloomington city council and Housing and Redevelopment Authority made an official finding that the project would not have gone forward within the current timeframe, noted Regina Harris, HRA administrator for the city of Bloomington.
The point is, the jobs TIF is a tool Minnesota municipalities have used since the mid-1970s, but in response to the “Great Recession,” it was broadened. In order to spur job creation, state lawmakers in 2010 passed the Jobs Stimulus Program, which included the provisions allowing cities more play in how they use excess TIF dollars. “(The excess TIF provision) provided some needed flexibility in a time when it has been very difficult to do these projects,” said Patricia Nauman, executive director of Metro Cities, an organization that lobbies on behalf of Twin Cities municipalities. Before the provision, cities could use surplus TIF funds only to pay down debt obligations, or they could give it to the TIF: TO PAGE 11

But for the last two years cities could use the money to fund private commercial projects like those in Richfield and Bloomington. In the metro, cities including Minnetonka, Saint Louis Park, New Brighton, Plymouth and St. Paul have all used TIF surpluses in similar fashion. As Bloomington’s Genesee was built, 250 construction jobs were created, according to Harris. In Richfield, the

Lyndale Gardens project will generate at least 25 full-time construction jobs as a direct result of the surplus TIF funding, according to Karen Barton, assistant community development director for Richfield. Pizza Lucé will retain 15 full-timeequivalent jobs at the restaurant, Barton said, but the developer did not provide the city a number for construction jobs created. The deal with the restaurant does not mark the end of Richfield’s TIF surplus. About $50,000 is left for the first business to submit a plan for a construction or rehabilitation project — granted it meets planning and zoning requirements — that can be underway by June 30. No one has
yet submitted a qualifying application, Stark said, although the March 5 deadline posted on the city web site has passed. The weak jobs environment the Jobs Stimulus Program was meant to counter has shown signs of improvement. The state’s unemployment rate dropped from 6.8 percent in January 2011 to 5.6 percent in January 2012. That beat out the national rate of 8.3 percent, which fell from 9 percent the year prior. However, the state jobs growth rate increased by 1.1 percent, below the federal rate of 1.5 percent. Those pushing for the extension acknowledge the improved jobs environ-
ment, but offer the bill as “an acknowledgement that we want to do what ever we can to help our employment situation, and that is why we want to extend it for 18 months,” said Rep. Roger Crawford, RMora, who introduced the extension bill. Cities back the measure. “Generally the municipalities have been supportive of the extension just to allow the flexibility to make sure that there aren’t any impediments for projects to move forward and generate jobs,” said Janet Jeremiah, director of community development for the city of Eden Prairie. She said Eden Prairie, which tries to limit its TIF usage, hasn’t taken advantage of the surplus TIF provision, but “I haven’t heard anybody against (the bill).”

Latest method for fighting AIS includes organizing BY CHRIS DILLMANN – SUN NEWSPAPERS For concerned citizens or those that just want to get more involved, grant opportunities are available to form new lake associations. Made possible through a partnership between Minnesota Waters and Minnehaha Creek Watershed District, the “Watershed Association Initiative” is beginning its sixth year of grants. With more than 120 lakes in Hennepin County, Program Coordinator with Minnesota Waters, Alex Gehrig, says the more the merrier. “We’d love to see a citizen-based organization on every one of those lakes,” Gehrig said. The program provides mini-grants of $500 to organize. “Sometimes there are just those costs associated with forming a group,” Gehrig said. “You want to put on a community event, and will need to apply for a nonprof-
it status with the state, you’ll need a little bit of cash to get moving.” Once established, the Member Match Fund matches member dues and donations up to $1,000 to help fund the projects. The formation of lake associations is to help fight the spread of Aquatic Invasive Species and to help protect water quality. And all it takes is three to five people to want to make a difference. “Usually a group of people that has things in common with the lake that you like about it and you would want to do for it,” Gehrig said.
How to form an association A Steering Committee is then formed where Gehrig says he becomes involved. They then develop a talking point on what’s common within the group, taking the ideas to the community and holding community meetings. After that, they would then file for nonprofit status, where they then could begin the action planning.
As more AIS make their way toward metro waters, communications director with MCWD Telly Mamayek says it’s more imperative than ever to get citizen involvement. “The formation of lake associations are ways for citizens to become involved to advocate for their lake and be active in water quality issues,” Mamayek said. “Anytime we can work with an engaged citizen group it is a more effective way of doing what we can to improve the water resource and water quality.” As AIS continue to become more a part of life, Mamyek says they are seeing a lot more citizen interest in lakes and their issues. This was seen when a group of three lake associations, including the Christmas Lake Association, began a grassroots effort to stop the spread of zebra mussels into their clean lakes. Advocating check-
points and an access gate, they wanted to do what it takes to stop zebra mussels from entering the lakes. Mamayek agrees in the sense that the state can’t do it alone and it will take a team effort to protect the bodies of water. “Active citizens are a tremendous aspect in this effort for AIS,” Mamayek said. On the ground, grassroots work is the backbone of the work to protect the bodies of water. Gehrig says people want to do something but they are not sure exactly where to go. “We want to make sure citizens have those resources so that they can take that positive action,” Gehrig said. Q. What happens to the ashes after cremation? A. Your cremated remains (ashes) will be handled according to your written instructions. They may be picked up by your survivors, or will be delivered or mailed for a fee.
Q. At the time of death, what is the cost for the cremation service? A. The cost of the basic cremation service which includes removal of the body from the place of death, cremation, filing of the necessary papers and cardboard container suitable for burial is presently $1395.00 for members. This is payable at the time services are rendered. The charge to non-members, whom we also service, is more.
At the time of death, our counselors are available to assist your survivors in arranging for memorial services, obtaining certified copies of the death certificate, cemetery services, grave makers and monuments, obituaries for the newspaper and paperwork for Social Security and Veterans’ benefits.
Q. How do I join the Cremation Society of Minnesota? A. Fill out the registration form and mail it to our office with a one time registration fee of $15.00 per person. This fee defrays the cost of setting up and maintaining your records. It is not refundable nor an offset to the final service costs. We will register you and send you wallet-sized membership cards and certificate of registration. Members may call or write us regarding any related questions.

Saturday’s Senate District 50 Republican Convention was not exactly conventional. In what was part pep fest, part organizational meeting and part election, 123 delegates gathered in the auditorium of Bloomington’s Oak Grove Middle School for a meeting where they literally made up the rules as they went along. After early orders of business like “The Pledge of Allegiance,” a Christian prayer and a vote to officially form the new GOP senate district, it became clear this convention would deviate from mere formality. The first point of contention arose early on, when some delegates balked at not being included on the ballot that would give them a chance to represent their district at state- and- congressional-level con-

ventions. Those wishing to be on the ballot were to call or email the convention organizer; some said they did but were still left off the ballot. A motion to allow delegates to be nominated from the floor, reconciling the issue, passed. The proceedings were beginning to veer from a traditional path as Convention Chair Bill Peterson, a political veteran, showed his first signs of frustration. After debate on the delegate nomination, the political-rally portion of the proceedings could begin, as a number of political hopefuls materialized to rally the crowd. Candidates stumping included Chris Fields, who plans to challenge Rep. Keith Ellison for his Congressional District 5 seat, plus Kurt Bills, R-Rosemount, who is angling for Amy Klobuchar’s US Senate seat. Other lawmakers rallying the crowd were US Rep. Erik Paulsen and Sen. Ted Daley, R-Eagan. Craig Marston of Richfield, who hopes to defeat Rep. Linda Slocum, D-Richfield, for the District 50A house seat, also addressed the assemblage, promising an aggressive campaign. “I want to hit the ground running April 1st. Right after she’s endorsed I’m gonna slam her,” he proclaimed. “I want to take this whole district, all three seats.” In a formality, the District 50 delegates endorsed Marston Saturday, but were left with no candidates to pick from for the other two district seats. Peterson, who oversaw the proceedings, initially planned to run for the open District 50 Senate seat, before backing out. “It was just a lot of things that have come up,” he said after the convention. “I just decided after talking to a number of people that this isn’t time.” Also unclear is who will run against Rep. Lenczewski, D-Bloomington, for the House District 50B seat. Marston said he had no names of potential candidates for either seat. “I think people are waiting to see what comes out on the DFL side,” he said, referring to the Democrats’ March 31 district convention, where either incumbent Kelash or challenger Melissa Halvorson Wiklund will win the party’s endorsement.

“There are people that are here for the first time that are not getting a very favorable opinion of the process,” a delegate announced, noting he had no way of knowing who he was voting for. “This is just an exercise in checking names,” another observed. A strong contingent agreed, motioning to allow those hoping to be delegates at the state convention a chance to address the assemblage before a vote. After an initial call for a two-minute allowance, the room reached a compromise to allow each candidate 15 seconds to speak. It meant voters would know — or have a fair idea — of the presidential candidate each delegate would endorse on the state level. Supporters of presidential candidate Ron Paul appeared to be the key delegates pushing for the rule change. While presidential candidate Rick Santorum won the straw poll in Minnesota, delegates won’t officially endorse the Republican candidate for president until the national convention in August. The upcoming Minnesota GOP Convention will determine which delegates represent the state on the national level. Paul supporters believe this means their man still has a chance if they can promote enough Paul-backing delegates, even though he finished a distant second at the Minnesota GOP caucus. “This guy has the most delegates here,” delegate Preston Patrick said, holding a

Several Paul supporters made the same claim, believing base-level efforts like this one could still propel Paul to the nomination. “The Ron Paul people do have that. They do have a very strong grass roots movement,” Marston said following the convention, confirming that Paul supporters were “very well represented,” along with those favoring Rick Santorum. The delegates compromised their way through an event that hiccupped in fits and starts all day, as it became something more than a formality. Although delegates were stuck inside on a beautiful day outside, Marston said he understood the deviations in the delegate selection process. “You gotta know who you’re voting for,” he said. He also attributed the proceedings’ halting pace to Senate District 50’s status as a brand new political unit, cobbled together from parts of District 40 and 63. Saturday’s convention ran about eight-and-a-half hours, an hour-and-a half past its scheduled 4 p.m. conclusion. Peterson, who appeared growingly exasperated as delegates made motionafter-motion, partly attributed the proceedings’ halting pace to the large portion conventioneers who were new to the process. “Generally, there is a way you do things,” Peterson said. But political activists, jockeying for grass-roots position, had their own ideas. The maneuvering will continue May 19 at the state GOP convention.

Kelash, moving south — albeit a short distance — into District 50 in order to run, is taking a preemptive stance against any potential charges of “carpet bagging,” remindful that 55-60 percent of his current constituents live in the district anyway.
New map, same mindset Last month’s legislative redistricting moved Wiklund from the northern portion of Senate District 40, to what will now be the southern portion of District 50. Last election cycle the district leaned Republican overall, with Sen. Dan Hall, R-Burnsville, and Rep. Pam Myhra, RBurnsville, taking office, while Rep. Ann Lenczewski, D-Bloomington, has represented the northern half of the district in the Legislature for seven terms.

Wiklund believes her position to the south should not hinder her ability to reach out to the northern delegates and constituents, noting she grew up further north in eastern Bloomington, and that she has in-laws in Richfield. “I need to get out there and work hard,” she said. “It doesn’t matter what (the district) looks like, and I would be spending a great deal of time with Richfield residents as well as Bloomington residents.” Kelash also has to win over a new group of constituents and delegates. “He’ll be introducing himself to a new set of people, but I think he’ll have good support for folks in the old (District) 63 that have gotten to know him well,” said Brian O’Shea, chair of the old District 63, who is helping the Democrats organize in the new District 50. While south the southern portion of District 50 is more moderate than the north, “there’s no significant difference between northern and southern DFLers,” O’Shea said. Looking at the last presidential election as a measure, District 50 as it is formed now would have favored President Barrack Obama by 20 points, O’Shea found. “I don’t foresee the DFL having trouble holding that seat,” he said.

A healthy outlook for the city of Bloomington March 7 State of the City address highlights progress, initiatives BY MIKE HANKS – SUN NEWSPAPERS Taking a lead from the city’s healthy lifestyle campaign, Bloomington’s annual State of the City address assessed the health and welfare of the city. Mayor Gene Winstead and City Manager Mark Bernhardson discussed Bloomington’s efforts at promoting healthy lifestyles for its residents and visitors, as well as the fiscal health of the city’s operations, during a March 7 luncheon at Bloomington Civic Plaza. Winstead began by reviewing several initiatives intended to promote healthy living “in all places where we live, work and play.” Winstead reviewed the do.town initiative launched last fall by Bloomington, Edina and Richfield in conjucntion with Blue Cross and Blue Shield of Minnesota. The initiative focuses on preventing illness caused by unhealthy eating and physical inactivity.
The city provides several services to meet the do.town initiative, according to Winstead. The city’s alternative transportation plan, which provides improved connections throughout the city for walking and bicycling, the seasonal farmers market at Civic Plaza, community garden plots, improved nutritional efforts in Bloomington schools, healthy food options at city concession stands and the city’s participation in the Statewide Health Improvement Program are among the city’s efforts to foster healthier residents within the community, according to Winstead. Bloomington is a healthy, sustainable community focusing upon high-density, mixed-use developments in areas of the city poised for redevelopment, according to Winstead. Winstead pointed to projects such as the Penn-American District that will combine housing, retail and office uses within the development. Mixed-use developments support a healthy community as they reduce the need for cars and encourage walking and bicycling, he said. Calling the district, at the intersection of Penn Avenue and American Boulevard,
“a great example of higher density mixed-use development,” Winstead noted the first rental units of the housing portion of the project will be available in June. Mixed-use development has been a goal for the city’s primary development districts, according to Winstead. “We’re getting to the implementation of those districts and those plans,” he said. The city’s South Loop District in the northeast corner of the city, where the majority of development potential exists, is also beginning to take shape, Winstead noted, citing construction of the 500-room Radisson Blu hotel that will be connected to Mall of America and the planned extension and reconfiguration of Lindau Lane, beginning this year. Businesses have taken steps to make Bloomington a sustainable community, according to Winstead. The Mall of America’s conversion of its parking ramp lighting to LED fixtures “will trim the parking ramps’ energy costs by twothirds,” he said. “The energy saved would power about 550 homes.” IKEA, across from Mall of America, is installing solar panels on its roof, and will
be the state’s largest generator of energy from the sun, he noted. Examining the city’s employment, “Things are looking up in this area,” Winstead said. In 2011 the country’s unemployment rate dropped from 9.8 to 8.3 percent. In Minnesota unemployment dropped from 7.5 to 5.7 percent. In Bloomington the rated dropped from 6.4 to 5.2 percent, better than the unemployment rate for the metropolitan area, according to Winstead. The city’s unemployment rate peaked at 8.6 percent in June 2009, he noted. “We also need to be aware there are still many in need and struggling,” Winstead added, noting the Bloomingtonbased Volunteers Enlisted to Assist People food shelf continues to see a high demand for its services. Bernhardson discussed the health of Bloomington’s governmental operations, noting that for the third year the city has held the monthly cost of city services for the median valued home at $67.82. Courts FROM PAGE 1 Discussions about security measures at the Southdale courts in Edina are “an excuse to close one of the division courthouses,� she said. The county board’s discussion caught city officials off guard. The board considered a proposal for temporary security measures at its suburban courts Feb. 28. Part of that proposal, which was up for a vote that afternoon, was to close the Southdale courts this fall. That was news to Johnson, who first heard of the plan by reading about it in the newspaper the following day. The plan calls for implementing interim safety measures at the suburban courts until a long-term solution is determined through a county study. The cost to implement permanent safety measures at Southdale would be higher because of the two-story design of its building, fueling the move toward closing the courts.

Johnson doesn’t think safety concerns justify closing the building, and at minimum wants the closing of the Southdale courts to be a separate consideration from safety decisions for the court system. “It’s logical to separate the courthouse closure from the security issues,� she said, questioning if the court system can absorb the thousands of Southdale cases into the schedules at the other courts. Hennepin County 6th District Commissioner Jan Callison, who represents Edina, pushed to delay the Feb. 28 decision to close Southdale, saying she wanted public scrutiny of the plan. “Important decisions require some time,� she said. Her call for public scrutiny was heeded, as city officials attended a March 8 committee meeting to review the plan and argue against closing the courts. The Southdale courts provide an informal, convenient way for residents of Bloomington to resolve misdemeanor matters, with Bloomington responsible for about half of the caseload at
Southdale each year, according to Johnson. “Most of our cases are Bloomington residents making mistakes in Bloomington,� she said. “This is not the hardcore stuff.� Felony cases are heard in downtown Minneapolis, where weapons screening is already in place. Moving Southdale cases downtown, or to another suburban court, will have a significant impact on Bloomington officials and police officers, as they will spend more time commuting to court hearings, and incur parking costs downtown. Sending police officers to Minneapolis for a traffic case will reduce patrolling in the city, she explained. Taking police officers off the street is a concern shared by Richfield Deputy Chief Todd Sandell. Moving Southdale cases elsewhere will “take boots off the street for longer periods of time,� he said. Losing the Southdale courts will also complicate the process of getting search warrants signed, according to Sandell. Richfield detectives write hundreds of search warrants a year, and those war-
rants need to be signed by a judge in order to be executed. When the Southdale courts are open, the signing of a warrant is typically a quick process, Sandell said. “It’s a longer process for them to get in front of a judge downtown,� he said. The costs of closing the Southdale courts would add up quickly for Bloomington. Johnson estimates that the city would spend about $100,000 more transporting and processing detainees to Minneapolis rather than Edina, as well as thousands of dollars in parking fees and mileage expenses for city prosecutors. The cost to implement metal detection wanding at Southdale is estimated at $117,000 per year. Wanding, however, is not the preferred method for security screening, and is being proposed only as an interim security measure in the event the Southdale courts are closed. The security plan for Minnetonka and Brooklyn Center calls for pass-through metal detection devices. The board was to consider the proposal at its March 13 meeting, after this edition of the Sun-Current went to press.

Richfield is No. 1 seed For the first time in school history, Richfield will be represented in the state girls basketball tournament. The Spartans won the Class 3A, Section 5 title March 8 with a 72-61 victory over Holy Family Catholic and earned a berth in this week’s state tourney. Top-seeded Richfield (25-4) was to play Red Wing (19-10) in the state quarterfinals March 14 at Williams Arena. Winner of that game meets fourth-seeded Hill-Murray (22-7) or Hutchinson (25-3) in the semifinals at noon Thursday, March 15, at Target Center. Championship game is 6 p.m. Saturday, March 17, at Target Center. State tournament fans will get the chance to watch one of the state’s most talented and versatile basketball players when Richfield junior point guard Jessica January takes the court. She averaged 22 points during the regular season.
State Class 4A favorite Defending state champion Hopkins (28-1) is the favorite and No. 1 seed in the state Class 4A girls basketball tourney. Edina (25-4) is the second seed. The other seeded teams are No. 3 White Bear Lake (23-6) and No. 4 Eastview (24-5). State Class 4A quarterfinal games were played March 14. Semifinal games are 6 and 8 p.m. Thursday, March 15, at Target Center. Championship game is 8 p.m. Saturday, March 17, at Target Center. Edina might have the best chance of dethroning Hopkins as state champion after defeating Eden Prairie 50-46 in the Section 2 title game.

Scherber rewrites Jaguar girls basketball record book Jefferson senior finishes as school’s career scoring leader with 1,563 points BY GREG KLEVEN - SUN NEWSPAPERS Jefferson senior point guard Britney Scherber was at her best during in the final high school games of her illustrious four-year varsity basketball career. Scherber scored 30 or more points in three of her last four games and became the leading career scorer in Jefferson girls basketball history with 1,563
points. The 5-foot-9 Scherber accomplished that feat despite overcoming a rash of injuries and illnesses during her prep career. As a junior, Scherber missed eight games because of an appendicitis attack and sprained ankle. The Jaguar standout missed one game during her senior season with tendonitis in her knee. Scherber also sprained an ankle during the holiday vacation break but didn’t miss a game. But she shrugged off that adversity SCHERBER: TO PAGE 29

Turner’s last-second shot sparks Kennedy playoff win Eagles edge Lakeville South 71-68 in section quarterfinals BY GREG KLEVEN – SUN NEWSPAPERS Bloomington Kennedy achieved one of its biggest and most exciting basketball victories of the season in the Class 4A, Section 2 playoffs. The fifth-seeded Eagles defeated fourth-seeded Lakeville South 71-68 March 7 in the Section 2 quarterfinals. Jumah’ri Turner connected on a threepoint shot at the buzzer for Kennedy’s winning points. The victory advanced Kennedy to the section semifinals against top-seeded Eden Prairie. However, Kennedy
was eliminated from the playoffs after a 74-57 loss March 10 at Chaska High School. “We played a great game to defeat Lakeville South,” said Kennedy coach Nick Pocius. “We competed well as a team and were able to win it on a lastsecond shot by Turner. “Turner knows how to shoot but has improved his all-around play and picked it up defensively.” Turner led the Eagles in scoring with 23 points. Rico Gunn contributed 16 points and Jacob Kohner had 12 points. C.J. Lewis finished with eight points. Kennedy wasn’t able to match Eden Prairie’s long-range shooting in the section semifinals. Eden Prairie made seven of eight three-point shots. Eden Prairie built a 34-26 halftime
lead. “We were within five points of Eden Prairie in the second half but couldn’t get any closer,” said Pocius. “The game turned into a battle of free throws in the final minutes as Eden Prairie pulled away. “We definitely fought hard, but Eden Prairie is a very good shooting team.” Kennedy finished 11-17. The Eagles tied Lakeville South for sixth in the South Suburban Conference with a 7-11 record. Eastview and Lakeville North shared the conference title with 17-1 league records. Pocius said he is excited about his team’s prospects for next season. “We lose two starting seniors, Rico Gunn and Jacob Kohner, and they will be missed next season,” said the Eagle
coach. “Both players were two-year starters. “But we have a lot of sophomores who played significant varsity minutes this season and should contribute next season.”
Jefferson falls Bloomington Jefferson’s basketball season concluded with a 63-34 loss to Chanhassen in the Class 4A, Section 2 quarterfinals March 7. Seventh-seeded Jefferson trailed 2514 at halftime. Ryan Gilmer was Jefferson’s only player in double figures with 13 points. Kyle Lynch scored seven points and Matt Rosen added six. Jefferson finished 5-21. The Jaguars placed ninth in the South Suburban Conference with a 2-16 record.

Lundeberg paces Jaguars in state Class AA swim meet Bloomington Jefferson was represented by two relays and one individual in the state Class AA boys swimming meet March 2-3 at the University of Minnesota Aquatic Center. Jaguar senior Ben Lundeberg competed in the 50-yard freestyle, placing 21st in the preliminaries in 22.45 seconds. Lundeberg also was a part of two Jefferson relay teams that competed at state. Lundeberg, senior Calvin Skinner, senior Scott Bachmeyer and sophomore Charlie Hynes combined for a time of 1 minute, 31.66 seconds in the 200 freestyle relay prelims. Jefferson’s 400 freestyle relay team of Hynes, senior Derek Burling, Bachmeyer and Lundeberg finished 22nd in the prelims in 3:22.54. Eden Prairie won the Class AA team title with 314.5 points. Scherber, headed to Bradley University, rewrote the Jefferson record book in many categories besides career scoring. Scherber holds the following individual records: career three-point shots (171), total assists (293) and most three-point shots made in a single season (64), “Britney Scherber is without question the best scorer ever to wear a Jaguar girls basketball uniform,” said Jefferson head coach Andy Meinhardt. “Her 45-point performance against Lakeville South [Feb. 17] was one of the best individual performances I’ve seen as a coach. “Britney’s 45 points was a 24-year-

old single-game scoring record. She was 12 of 22 from the field and 14 of 16 from the free throw line. “She also had five assists, rebounds and three steals in our 80-59 win. Britney is a special player,” added the Jaguar coach. Scherber made seven three-point shots in her record-setting 45-point scoring performance against Lakeville South. “Making shots has always seemed to come naturally for me,” said Scherber. “But I worked hard to stretch out my shooting range over the seasons.” Scherber earned a starting varsity spot as a freshman and remained a fixture in the lineup for the past three seasons. Scherber is a three-time all-conference selection. She was the team’s most valuable player last season and earned all-state honorable mention recognition as well. Jefferson finished the 2011-12 season with a 10-16 record. The Jaguars lost 6241 to Eden Prairie in the Class 4A, Section 2 quarterfinals Feb. 29. Scherber has been part of an
improving Jefferson girls basketball program over the past four seasons. “Our program has improved quite a bit in the past couple of seasons,” said Scherber. “It was frustrating to be held back by a few injuries along the way, but my senior season went well.” Scherber is hoping to make a positive impact on the Bradley University basketball program next season. “I’m excited for college competition,” said Scherber. “I liked the atmosphere around the Bradley University campus on my recruiting visit. “I enjoyed meeting the Bradley coaches and players. I will work hard on improving all phases of my game this summer.” Scherber has received basketball coaching tips from her parents Brenda and Mike during her youth career. Both parents were Bloomington Kennedy basketball players. “My parents really helped me learn how to play the game,” said Scherber. Her parents must have stressed shooting technique along the way judging by their daughter’s numerous school-record totals.

SHORTS Jaguar girls golf drills Jefferson High School’s girls golf team captains practices are March 8, 13 and 15 from 3:15 to 4:15 p.m. at Golf Zone in Chaska. These practices are open to all Jefferson girls in grades 7-12 who are interested in trying out for the varsity golf team.
Swim club clinic, tryout Barracuda Aquatics Club (BAC), based in Bloomington, will hold a clinic and tryout March 21-23 at Oak Grove Middle School. Sessions are 6:30-7:30 p.m. each day. The tryout cost of $25 will be applied to spring/summer season registration in April. The three-day clinic teaches competitive swimming techniques and determines level placement for the upcoming season. Spring/summer season starts April 3 and runs to the end of July.
