Elementary boundaries approved by school board

Looking back at the people, events and decisions of 2010 is a lot like looking at vacation photos. The photos capture many memories from a week spent at the cabin, but they don’t tell the whole story. Highlights of 2010 can provide snapshots of a larger story, but they rarely tell the whole story. Here are seven snapshots from 2010:

The calendar is an instrument commonly used to measure the success, failure, changes and benchmarks of the world around us. It’s an imperfect tool. A heavily discussed topic across Bloomington during the past several months illustrates the challenge of encapsulating the year that was. The Elementary Neighborhood School Renewal Project aims to adjust student distribution in the Bloomington School District’s elementary buildings. The debate has played out at a series of public meetings. Yet the end result didn’t coincide with the end of 2010. The board was scheduled to determine its elementary school boundaries during a special meeting Jan. 3. And even if the board had made its decision before the close of 2010, the decision isn’t the final word in the saga of redrawing elementary school boundaries, it’s merely the end of a significant chapter.

Chicken debate In November the Bloomington City Council voted 5-2 to permit chicken coops in the backyards of singleand two-family residential properties, so long as the coops meet a 50-foot lot line setback. The 50-foot setback was a compromise from a proposed ordinance amendment, which would have required a 30-foot setback from lot lines and a 50foot setback from neighboring homes.

After months of planning and debate the Bloomington Board of Education completed the task of redrawing the elementary school boundaries. Last month the board was down to two boundary options recommended by the Elementary Neighborhood School Renewal Project task force, one that tied a small attendance area to Hillcrest Community School and one that left the school without boundaries. With its previous adoption of transfer policies that do not recognize an attendance area for Hillcrest, the board unanimously approved new boundaries without an attendance area for Hillcrest during its Jan. 3 meeting. The vote completed months of work intended to balance the distribution of students within the district’s 10 elementary buildings and mitigate the socio-economic divide found within them. In addition to adjusting the attendance boundaries for the district’s elementary schools, the modified transfer policies are intended to help balance student distribution within the district. The fate of chickens in Bloomington rested with Councilmember Steve Peterson, who was absent during the council’s first round of deliberations Sept. 27. During that meeting, the council twice voted 3-3 on amendments regarding chicken coop setbacks. Peterson favored the position of Councilmember Amy Grady, who was open to a 50-foot lot line setback, a setback that will permit approximately 21 percent of homeowners to have a chicken coop.

Bloomington had permitted residents to raise chickens in their yard, so long as coops are at least 100 feet away from other lots in a residential district. That setback, however, allowed less than 1/2 percent of lots in the city to legally accommodate a chicken coop. Although the end result was a compromise that allows more homeowners to raise chickens in their yard, it meant several homeowners who were raising chickens illegally weren’t going to be able to keep their coop. 2010: TO PAGE 3

Far East meets Midwest Bloomington has had a long relationship with its sister city in Japan, and 2010 furthered the bond between the two. The Bloomington Sister City Organization coordinated many activities during an 11-day visit by a delegation from Izumi City, Japan. The trips are considered to be cultural exchanges, meaning the emphasis on many activities is sharing cultural experiences. Those experiences were both educational – such as a tour of the Bloomington police and fire departments – and recreational. The schedule makers found time for swimming, shopping at Mall of America and a night at Target Field in Minneapolis. Bloomington Mayor Gene Winstead led a delegation to Japan in October.

Heritage Days The weather couldn’t have been better. Kite enthusiasts, Star Trek fans and chocolate lovers all have events to call their own in Bloomington. But the one thing the city didn’t have was a city festival – a wide-ranging event meant to bring

Bloomington residents together once a year for the sake of getting together and celebrating the past, present and future of the city. That changed in September with the inaugural Heritage Days celebration along Lyndale Avenue South. The one-day event drew hundreds of people throughout the day for a wide array of activities. Listing everything Heritage Days had to offer is no small task. It might be easier to list what Heritage days didn’t offer. There were things to do, things to see and things to eat. The first-year effort was ambitious, and only the beginning as far at its organizers are concerned.

Mall of America hotel Plans for a 501-room hotel on the south side of Mall of America will take shape in 2011. The 12-story luxury hotel Radisson Blu will include a restaurant, banquet space and meeting rooms. The hotel will sit between mall anchor stores Macy’s and Bloomingdale’s. A skyway will connect the hotel directly to the mall. The building is proposed at 157 feet tall, with 12 floors of hotel space over three levels of parking. Because the building will be taller than 70 feet, an airportzoning permit is required for the project.

Penn & American A highly traveled intersection in Bloomington that was once home to two car dealerships has sat vacant longer than anyone anticipated, but it will soon begin taking shape as home to people who live, work and shop in Bloomington. The Penn & American district at the intersection of Penn Avenue and American Boulevard is not much more than a pair of empty lots at the moment, but groundbreaking for the first of two long-anticipated phases of redevelopment at the busy intersection is slated for spring 2011. In November the Bloomington City Council approved the final development plan for what is now phase 1 of the project, the southern parcel and former site of a Mitsubishi dealership. Phase 1 will comprise three multi-unit rental housing developments, with a small retail component at street level, establishing the streetscape of a new street that already bisects the vacant lots from east to west. The phase 1 projects were initially intended to be phase 2. 2010: TO PAGE 4

Top honors Olson Middle School teacher Kelly Killorn is a literacy leader, and her efforts garnered her the Nila Blanton Smith Award from the International Reading Association in April. The award included a $1,000 cash prize. Like most teachers, Killorn will tell you she receives an award every day when one of her students overcomes a reading challenge, but she was excited about the recognition, as well. Killorn taught for several years in Missouri before coming to Bloomington in 2002. She developed a framework for organizing reading strategies. Students are taught to work through each level of the framework for every reading assignment they are given. “It’s important that every child leave the classroom with an understanding how to read anything in front of them,” Killorn said.

Visitor center reopens After more than 10 months out of commission, the visitor center at Minnesota Valley National Wildlife Refuge reopened in April. Much of the $2.6 million dollar overhaul of the building, which debuted in 1989, is not obvious to visitors. The project updated heating and cooling systems inside the building, replacing outdated systems. The updates aren’t meant to attract attention, but the exhibits inside the visitor center are. The exhibits provide information about the different environments found at the wildlife refuge, and they’ve been redesigned in conjunction with the building’s overhaul. The refuge was established in 1976, providing habitat for migratory waterfowl, fish and other wildlife species. The visitor center is one mile east of Mall of America at 3815 American Blvd. E.

Bloomington community reflects upon past year OK

Memories fade, but some things are hard to forget. The Sun-Current asked Bloomington Mayor Gene Winstead, a Bloomington high school student and a Bloomington senior citizen to reflect upon memorable events of the past year. Winstead chronicled events and happenings in the city during 2010. High school student Ellie Jaskowiak and senior citizen Beverly Schmidt shared memories of personal experiences during the past year.

the City Council adopted a 2011 property tax levy that was a decrease of 0.12 percent from 2010, keeping the cost of city services for the owner of a median-valued home of $212,800 at $67.82 per month, the same as 2010. The city’s budget is aligned with efforts to provide housing alternatives and revitalize commercial areas. In what may be a harbinger that better economic times lie ahead, a number of new businesses, hotels, restaurants, residential housing and academic institutions were reviewed or constructed in 2010, including senior housing projects at Applewood Pointe Southtown (8100 Russell), Nine Mile Creek (Penn and Old Shakopee), Founder’s Ridge (Bethany Campus – Auto Club Road); memory care at Wealshire (10601 Lyndale); Radisson Blu Hotel (Mall of America); CVS Pharmacy (90th and Lyndale); Richfield Bloomington Credit Union (9550 Lyndale); Cowboy Jack’s restaurant (2801 Southtown Drive); Kopp Center and the Academic Partnership Center at Normandale Community College; and three large industrial building expansions among several other projects. Major district improvements are moving forward, including the South Loop District commercial and employment center just south of the Minneapolis-St. Paul International Airport, and the Penn-American District along Penn Avenue and American Boulevard that will offer a mix of retail, office and residential spaces, and the rebuilding of the I-494 and I-35W interchange and creation of a bus rapid transit station. Mayor Gene Winstead Winstead is beginning his 12th year as mayor. Now that we have entered 2011, it is a great time to reflect upon all that has happened in Bloomington over the last year. With the entire Bloomington City Council, city staff and city employees we strive to do the best job possible for the people and businesses that call Bloomington home – especially during difficult economic times. Although we continue to feel the effects of the economy, with foreclosures in Bloomington remaining constant at 1 percent and the unemployment rate close to 7 percent, as a community we remain strong and steadfast in our vision for a better future. In 2010 the city moved closer to its long-term vision to make Bloomington a more sustainable, safe and competitive community by providing quality services at reasonable, competitive costs and by supporting the property investments of residents and businesses. To maintain an affordable price for city services

2011 resolution – channel switch and attitude control In the book “Being Peace” by Thich Nhat Hanh, there is an interesting idea that might provide guidance as we mush towards ADA the New Year 2011. I am trying to ALDEN stay grounded. I am Guest hoping for common Columnist sense decisionmaking. I have noted colleagues talking about resolutions that include yoga, healthy food consumption and more exercise. Hanh talks about the Buddha inside and the control we each have from within. He suggests we should think about ourselves as a television set with many options. There are people who are stuck on Channel 3 – the sorrowful channel. They are always downbeat, complaining, sad and annoyed. They arrive with a “Hey ain’t it awful” attitude. Indeed there are real reasons to have Channel 3 at the ready. Stuff happens that does not fit

into our work or life plan that is a Channel 3 event. Just today I mentioned to my daughter that some are dealt such challenging cards. The Vietnamese philosopher, however, believes sometimes in our toomuch Channel 3 focus, we miss the other channels that are available and present. It is really like forgetting all of the colors available to us and only using blue. There is a Channel 5 that may be about focusing on the here and now. Just stopping and breathing and being present is switching to Channel 5. The other day, I quickly moved to Channel 5 when I was washing my hands and delighted in the warm water. Holding my 22-month-old granddaughter and smelling her hair and enjoying her laughter is pure Channel 5. I find Channel 5 a mini vacation moment during the workday. I just switch stations and go to a “Happy Place.” I find Channel 5 during a traffic jam and think of the tulips in Holland.

I am then quite able to switch to Channel 8, which is about program directing and problem solving. Teaching classes requires a different channel. When I run, I flip to a relaxed no brainer channel and listen to my breathing and my feet crunching on the snow. Parenting requires a myriad of channels. We spent four days with three young children during the last big snowstorm. At no time was Channel 5 an option. We needed to be multi faceted, focused and at the ready. Recognizing that within is our own channel control is quite empowering. At times I have longed for a channel changer or clicker to use on others, which allows one to switch channels from afar. Wouldn’t that be something if we could encourage others to celebrate the oranges, bright reds and greens of their lives? The truth is we each need to pay attention to our own attitude and inner channel clicker.

Gail Goodwin said, “as soon as you feel yourself getting stuck like fat congealing on a plate, give yourself a kick.” I am trying to avoid getting stuck at all costs. Hanh says first you need to cherish, protect and make life possible and then work your way back to all other issues. The best way to make life possible is to practice channel switching and pay attention to wonders that surround us and worthy of cherish. This is not about ignoring sorrow. But it is about not wallowing in it. Many in sorrowful states have found the Buddha within to help them not only survive but celebrate. I am trying this New Year to use all of my channels. I am even considering a cable hook up. 2011 is the year to keep calm and carry on. Ada Alden chairs the Child and Family Studies department at St. Cloud State University. A licensed parent educator, she lives in Plymouth. Comments from readers are welcome at aalden1216@aol.com.

Library usage, lifelong learning, new resources highlight 2010 BY LOIS LANGER THOMPSON • GUEST COLUMNIST With over 17 million checkouts, 20 million website visits and more than 5.5 million library building visits, 2010 was an extraordinary year for library service in Hennepin County. Hennepin County residents are ready and eager to read, learn, graduate, work and engage. In 2010, the library supported this by: • Actively supporting school readiness with more than 2,900 storytimes. Library storytime is based on the most current early literacy research and encourages development of basic pre-reading skills. If you haven’t had a chance to attend a storytime with your child or grandchild, we look forward to seeing you in 2011. • Remaining committed to ensure that every student in the County graduates from high school. Hundreds of students are assisted by librarians every day at our 41 libraries. At our nine Homework Hub locations, volunteers

supervised by trained tutors help hundreds of children and teens with their homework. In fact, graduating teens have told us that they were able to graduate because of the help they received through this program. Our website shows locations and hours for Homework Hub as well as volunteer applications. • Offering programs and classes for customers of all ages. Career and small business resources, including free consultations with professional career and small business counselors, are in high demand. This year more than 650 free computer classes trained hundreds of individuals in new technologies. There are many reasons to celebrate the year 2010. New libraries opened in Plymouth and Maple Grove to serve those rapidly growing communities. In response to public demand, downloadable eBooks are now available at Hennepin County Library.

The National Association of Counties (NACo) awarded Hennepin County Library for collaborating with Xcel Energy to make PowerCheck Energy Meters available for check out. Minneapolis Central Library opened Mondays, thanks to Ballpark sales tax revenue. Every day, the library connects with thousands of library “friends” via social networking sites, including Twitter and Facebook. There are more than 6,000 visits each week to Hennepin County Library’s own social networking site, www.Bookspace.org, where you can find recommendations for books or add your suggestions for other readers. Thank you for making 2010 an extraordinary year. The staff of Hennepin County Library looks forward to welcoming you to the Library in 2011 as we nourish minds, transform lives and build community together. Lois Langer Thompson is the director of the Hennepin County Library System.

Community FROM PAGE 5 In 2010 major transportation improvement plans for the Hwy. 169 and I-494 interchange were approved with construction beginning in the spring. New bike lanes were created along 86th Street as part of the city’s Alternative Transportation Plan. Other community improvements included the Toro Grandstand at Red Haddox Field that featured a new grandstand, 500 seats and a press box and dugout. Bloomington residents continued to be engaged in their community. This year’s National Night Out saw a record 372 neighborhood parties. The Farmers Market exceeded 42,000 visitors; SummerFete attendance topped 40,000; River Rendezvous drew almost 10,000 children and adults; and Heritage Days attendance was 7,000-10,000 people. This past year in Bloomington was a successful one, but it was a difficult economic year for many. My hope is that 2011 improves for everyone. As we look ahead, we will continue to focus our efforts to ensure that Bloomington remains a sustainable, safe, attractive and viable community.

Ellie Jaskowiak Jaskowiak is a senior at Benilde-St. Margaret’s School in St. Louis Park. She is co-captain of the golf team, a National Honor Society member and hopes to attend Yale in the fall. Being only 17, I can without a doubt say that 2010 has been the most important year of my life thus far. It has been full of ups and downs, along with both happy and sad memories. I traveled with my parents on a grand adventure around the Caribbean islands for two weeks, learning about the laidback lifestyle of the Caribbean people and dipping my toes in the turquoise waters of the ocean. In April, I was honored to be the personal attendant in the gorgeous spring wedding of a friend who I have always looked up to. Almost immediately after school ended, I was whisked on a plane across the Atlantic, embarking on a pilgrimage to Greece, Italy and Turkey. There I followed in the footsteps of St. Paul, paid my respects at the house of the Virgin Mary in Ephesus and experienced the pure chaos of living out of one suitcase for three weeks (and having to catch a plane every other day.) This was, without a doubt, the most meaningful trip I have ever taken, and I grew so much as a person during this time. COMMUNITY: TO PAGE 8

Now that I am a senior I’m beginning to become more independent and have finally learned my way around the CommonApp website, the website most colleges use for their applications. Despite some heartbreak and drama, I have been blessed beyond

Children were gleefully running around, old friends and family members were greeting one another, and there was music, music, music from classical to rock to…me. Ye gads, with so many young musicians present, I wondered, “Can I hook them with my song from the ‘30s?” The joyful, carefree, familial atmosphere was infectious and gave me confidence. This aging process has been very kind to me, and I am truly enjoying this senior ride. Also, being in the midst of that diverse, caring community was the height of happiness. Community, that’s what it’s all about. Of course, it helps to have the opportunity to do what I love. Singing in the shower is fun, but it can’t beat singing for a crowd! Crash takes life of Bloomington woman An 85-year-old Bloomington woman died from injuries sustained during a Dec. 13 collision in Bloomington. Betty J. Smith died Dec. 21, eight days after she was injured in a three-vehicle collision at the intersection of Nicollet Avenue South and 95th Street. Smith was a passenger in a car driven by her husband, Robert. The Smiths were traveling southbound on Nicollet Avenue and attempting to make a left turn onto 95th Street at 1:45 p.m. when their vehicle was struck twice, first by a SUV traveling northbound and then by a car that also hit the SUV, according to Sgt.

Trash bin burns, snow helped put fire out

Charles Gollop, traffic investigation supervisor of the Bloomington Police Department. A vehicle waiting to turn left in one northbound lane of Nicollet Avenue may have obscured Robert Smith’s view of oncoming traffic in the other northbound lane, Gollop noted. The collision occurred two days after a storm dumped more than a foot of snow across Bloomington. Because roads were still snow packed, it appeared the third vehicle couldn’t stop quickly enough to avoid striking the other vehicles, Gollop said.

A garbage container caught on fire last week in Bloomington, but there was plenty of snow to help put it out. The Bloomington Fire Department was called to a home on the 1200 block of Devonshire Curve Dec. 26. Upon arrival firefighters found the fire mostly contained, as residents were throwing snow onto the burning trash bin, according to Fire Chief Ulie Seal.

Although the container had bur ned significantly, it did no damage to the residence, Seal noted. Seal was uncertain of the cause of the fire, but said it was likely accidental, possibly from hot ashes. Occasionally garbage containers ignite from ashes or a cigarette butt, but it’s an infrequent occurrence, he said. “People are usually pretty careful.”

Shoplifting sprees end with arrests

Arrests were made in two separate prostitution incidents last week. A 36-year-old Brooklyn Center man and a 34-year-old Golden Valley woman were arrested for prostitution at Sheraton Bloomington Hotel, 7800 Normandale Blvd. Police investigated a tip that the duo was using a hotel room to conduct prostitution and advertising the service online. Following verification of the online ad and surveillance of the hotel room an undercover officer arranged a meeting with the woman, who was arrested following the meeting Dec. 27. The man, who left the room prior to the office’s arrival, was arrested in the hotel lobby for solicitation of prostitution. POLICE: TO PAGE 12

A pair of holiday shoplifting sprees in Bloomington ended with arrests by Bloomington Police. A 43-year-old Bloomington woman faces a potential assault charge in addition to charges related to shoplifting following a Dec. 17 incident in a Mall of America parking ramp. The woman was suspected of stealing items from Sears at Mall of America. When confronted by a loss prevention officer inside the store she replied, “touch me and I’ll sue,” according to Bloomington Police Commander Mark Stehlik. The woman left the store and was followed to her vehicle by loss prevention personnel, who surrounded her vehicle in an attempt to keep her from leaving before police arrived, Stehlik explained. The woman was undeterred however, and backed into one of the loss prevention officers, striking him in the knee. She also swerved toward another officer as she pulled away, Stehlik noted. Although the woman fled before police arrived, vehicle identification information led police to her Bloomington apartment several days later. The woman has previously been convicted for selling stolen goods online, and is known to Bloomington investigators, Stehlik said. She was observed getting into a vehicle Dec. 23 in the parking lot of her apartment building, and following a traffic stop she was found to be in possession of a variety of new merchandise and a tool used to thwart price tag security measures, Stehlik said. Two Minneapolis men were also arrested in connection with shoplifting incidents at Mall of America. The men – 47 an 48 years old – were arrested Dec. 24 after reports that the duo was suspected of shoplifting at Victoria’s Secret. As a police officer was briefing other officers about the suspects, they were spotted entering a Bath and Body Works store inside the mall. When questioned by police about what they were buying at the mall after they exited the store, one of the suspects replied, “What makes you think we are buying anything,” Stehlik said. Upon further investigation the men were found to be in possession of a variety of merchandise that was identified as stolen, including perfumes and other fragrances, earrings and a DVR system with a hole cut in the top of the box where a security device had been attached, Stehlik explained.

One suspect was found to be in possession of $468 in stolen merchandise as well as a hammer and scissors thought to be for use in removing security devices, the other suspect had $539 in stolen merchandise.

Over the years, we’ve donated thousands of dollars and countless volunteer hours to the Richfield, Bloomington and Edina school systems. From scholarships, school supplies and scoreboards to educating students about financial planning, RBCU invests in our community’s youth.

But our commitment to education doesn’t stop at school. RBCU’s donations help support various organizations in our community, such as the Wood Lake Nature Center, the Richfield Historical Society and Bloomington Heritage Days.

RBCU is different than a typical bank. We put our members first by helping them invest in their own futures. As a not-for-profit business, RBCU’s profits go back to our members in the form of lower rates on loans and higher dividends on saving accounts.

RBCU also sees the value in sustained growth and development in our communities. Our new building, located on 95th & Lyndale Avenue in Bloomington, anchors the growing Oxboro neighborhood. Our newest branch—and future phases—is one of the key components in the revitalization efforts transforming east Bloomington, and we are proud to be a part of this change.

So if you’re not happy with your current bank, stop by any of our locations to see why you’d be proud to bank at RBCU.

Schools FROM PAGE 1 Parents still have the option to send their children to an elementary school outside their attendance boundary, but the revised policy limits movement across the city. In supporting the new attendance boundaries, Boardmember Chuck Walter challenged the district to answer a larger question — why families opt to send their students to a building other than their neighborhood school. Ultimately he supported the boundary changes and transfer policy because “you just cannot lift a building up and move east.”

“A boundary change is one of the most difficult aspects of being a board member,” Boardmember Mark Hibbs said. “I have lost a lot of sleep over this process.” While considering public interest and what is best for the district, Hibbs noted that he needed to rely upon the recommendations of the district’s educational leaders in making his decision. “For the good of the district we need to keep moving forward.” Disappointed that the district is not able to provide additional educational choice through an International Baccalaureate magnet school and concerned about the concentration of poverty in some schools, Hibbs said the district needs to continue working toward providing high quality education for all students.

17

Following the meeting, Chairman Jim Sorum said he was pleasantly surprised with the final verdict on the boundary proposal. “I was surprised that it came out 7-0,” he said, adding that he expected some pushback from board members in response to concerns raised by parents about the impact of the transfer policy changes and boundary adjustments. Acknowledging the board could always do more to involve the community in the decision, Sorum was satisfied with the outreach during the process. From including parents on the project’s task force to hosting several community discussions and comments sessions, Sorum believes the board provided ample opportunity for community involvement in the decision.

Boardmember Melissa Halvorson Wiklund called the boundary changes a first step toward balancing enrollments and providing an equitable education for all students. “I hope that work will continue,” she said, calling the board’s decision the beginning of a new phase. Boardmember Maureen Bartolotta said that she had considered voting no to both maps forwarded to the board in December, but maintaining the status quo would negatively impact too many students. Previous boards have allowed the elementary school imbalance to occur and continue, according to Bartolotta. That made the boundary decision “ultimately a necessary decision for us.”
