BY MIKE HANKS – SUN NEWSPAPERS The final weekend of Bloomington’s 10th annual Winter Fete includes a nod to winters of yesteryear. Richardson Nature Center at Hyland Lake Park Reserve, 8737 E. Bush Lake Road, will host its annual Ice Harvest Festival 11 a.m. to 3 p.m. Saturday, Jan. 28. The festival will present life in Minnesota before electric refrigerators, when ice harvesters sawed massive blocks of ice from frozen lakes and ponds to keep food chilled during warm months. An antique ice plow and oldfashioned ice saws will be on display. The nature center will also host wagon rides pulled by Percheron horses. The cost for festival activities is $5 per person. Weekly The Pond Dakota Winter History Super FestivalSavings! is noon to 4 p.m. Sunday, Jan. 29, at Pond-Dakota Mission Park, 401 E. 104th St. Native American and pioneer games, 1800s-style magic shows and storytelling about the lives of early Bloomington settlersWeekly are among the activities planned Super Savings! during the festival. The cost is $3 per person. Because of the weather conditions, dogsled rides have been replaced with wagon rides. The weekend kicks off with a pair of hockey exhibitions. PUBLIC SAFETY Bloomington girl found after 8-hour absence A 10-year-old Bloomington girl was missing in Minneapolis for eight hours before turning up, unharmed, at a Minneapolis hospital. The girl, her mother and siblings had parked on the 100 block of West Lake Street approximately 10 a.m. Sunday, Jan. 22, according to Minneapolis Police Sgt. William Palmer. The girl ran toward the building where she was to attend a religious education class while her mother attended to a younger sibling, Palmer explained.
The girl did not enter the building, however, and when it was determined that she had not arrived at her classroom, police were called. A search of the building determined she was not inside, and surveillance video showed that she walked past the entrance of the building without entering, and she was alone as she walked past the entrance, Palmer said. A police K9 was brought in to search the area, but the girl was not located. She entered the emergency room of Children’s Hospital in south Minneapolis – approximately 1.5 miles away – about 6 p.m. that night. She was cold, but otherwise unharmed and reunited with her mother later that night, Palmer said. “We don’t suspect foul play,” he added.

What we do with letters to the editor CURRENT We’ve been hearing from readers who are unhappy with our policies regarding letters we run on the opinion page. We understand some of the complaints, but there are others that require some clarification. First and foremost, our editorial page is meant to be a forum for ideas. And we plan to keep it that way. We receive letters from a wide variety of viewpoints and backgrounds. Some of those viewpoints and backgrounds may be unpopular, but those letter writers are just as deserving of having their opinions printed as any other. We have a very simple process we go through when a
letter arrives. First, we examine it based on a few simple qualifications such as word length, whether it has a signature and phone number, the housekeeping side of things. The next step is a bit more intangible, but just as clear-cut: Does the letter address a local issue, an issue pertinent to the community and applicable to that community? We also determine the basis for the letter writers’ opinion. We don’t edit opinions, but we do edit facts. It’s up to the letter writers to supply the source for any fact provided. If someone makes a claim that either we know is not true, is unverifiable or is not provided with a
source, then we have to ask the letter writer to correct it. Also, we’ll edit or hold a letter if the writer resorts to name-calling instead of putting forth a persuasive argument. We can also correct it ourselves if possible, and at worst, we’ll just omit the claim or letter entirely. But, we hate to do that. We want letters to form ink as easily as possible. If there is something being said you don’t like, please write a letter and let us know your opinion, too. And as a reminder, on our opinion page we allow a writer to submit a letter once every four weeks. So, if there is a reoccurring topic addressed in letters to the editor, and you are
getting tired of reading about it once every month on the opinion page, we can apologize but we don’t want to limit voices, either. Please remember, just because we print a letter in our pages does not mean the SunCurrent espouses that viewpoint. This is a forum for discussion. We like to keep it that way, as all newspapers should, and we hope you like it that way, too. As always, we want the community to hear what you think. Remember the stuff that’s easy to forget It is the most pervasive, relevant “Top 5” list I have ever come across. It was a blog post, and now it’s a book: “The Top Five Regrets of the Dying.” A palliative care worker, Bronnie Ware, wrote both after spending a lot of time with people weeks before their death. “I learnt never to underestimate someone’s capacity for growth,” she wrote in her blog. “Some changes were phenomenal. Each experienced a variety of emotions, as expected, denial, fear, anger, remorse, more denial and eventually acceptance. Every single patient found their peace before they departed though, every one of them.” “When questioned about any regrets they had or any-

thing they would do differently, common themes surfaced again and again.” Those themes: • “I wish I’d had the courage to live a life true to myself, not the life others expected of me.” • “I wish I didn’t work so hard.” • “I wish I’d had the courage to express my feelings.” • “I wish I had stayed in touch with my friends.” • “I wish that I had let myself be happier.” Hmm.
Some of them hit home, no? The blog expounds on each topic. But, the titles say a lot. It’s kind of hard not to imagine yourself older, lying in bed, looking up at a blank ceiling and filling it with memories from these categories. Well, older if you’re lucky enough to get that far. Even so, the good thing is, many of us still have time to make those memories. At least one of those has to be nagging at you. So, how great would it be if you could take it off the backburner? It doesn’t have to be long, arduous or a soul search. Whatever that is. A mere ten minutes a day could do it. Maybe it’s as simple as playing the harmonica, but you haven’t because you knew the idea wouldn’t be well
received from others. Well guess what? It’s your harmonica — go play the thing. Who cares how it sounds. And, what would happen if you cancelled that cable subscription? How much time would that free up? All I’ll say from personal experience is after reading the blog last fall, I thought a lot about it and made adjustments. It hasn’t been a glum process with an undertone of a long-term bucket list. No. It’s a relief. It’s fun. It’s empowering. It’s your own “Waking Ned Devine,” only not as dramatic, simpler and as regular as pouring a cup of coffee. Anyway, I’ll shut up now. The blog is on inspirationandchai.com. Give it a read. You’ll know what to do.

The displeasure of two men who were refused service at a Bloomington liquor store would up being arrested by Bloomington police. The Coon Rapids duo, 22 and 23 years old, attempted to purchase alcohol at Otto’s Liquor Store, 7850 Portland Ave. S., Jan. 16. The 23year-old man entered the store at approximately 9:30 p.m. and argued with a cashier after he was denied a purchase of alcohol because he appeared to be intoxicated, according to Bloomington Deputy Chief Rick Hart. The 23-year-old man spit at employees in the store before departing. His departure was followed by the entrance of the 22year-old passenger from the vehicle. He was also denied the sale of liquor because he appeared to be intoxicated, too. The 22-year-old
man punched a 30-year-old store employee before leaving, Hart said. Store employees called police, who located the men’s vehicle driving near the intersection of 87th Street and Nicollet Avenue South. The vehicle was stopped and the 22year-old man attempted to walk away from the scene before being detained by police. The 23-year-old man was arrested for driving while impaired and fifth-degree assault. The 22-year-old man was arrested for fifth-degree assault and obstructing the legal process. A third person in the vehicle was not arrested, Hart noted.

Two houses on the 11200 block of Wyoming Road were burglarized. The burglaries were reported at 6:33 p.m. Jan. 12 and 11:37 p.m. Jan. 13, Hart said. man was fleeing his residence on the 8800 block of Fremont Avenue South when police arrived. After refusing orders to stop, the canine was released, helping subdue the suspect, according to Hart. Police were called to the residence at 2:47 a.m. Jan. 15 after a woman called to report that her boyfriend had assaulted her. She had locked herself in a room when she called police, reporting that
the suspect had punched her in the face. Upon investigation the woman was found to be injured, Hart noted.

Keeping the crown “watertight” and shedding away from the sponge like masonry elements that the chimney is built of is the most important element to preventing deterioration. At AirBroom Minnesota we use the industry leading line of Saver products to build and repair chimneys. Use of these products allows us to pass on manufacturers material warranties of up to 15 years to our clients. 3) Waterproof your masonry chimney and crown. Most masonry is porous and will absorb large amounts of water. Brick acts like a sponge absorbing water and wicking it to the chimney interior. Products we use are specifically developed for use as waterproofing agents on masonry chimneys. These are vapor permeable – which means they allow the masonry to breath out but not in. This allows water that has penetrated the chimney to escape while preventing additional water from entering from the outside. Non vapor permeable sealers commonly available should never be used because they trap moisture inside actually accelerating deterioration. We use a special permeable sealer with a 10 year consumer warranty to protect your chimney. Doing this before deterioration occurs can save you hundreds or even thousands of dollars in future repairs. Water damage to chimneys is usually a slow subtle process. The problem is generally not obvious until it has become quite serious. Although these prevention measures may cost you a few dollars they can save you a lot more by preventing large future masonry repairs. Southdale YMCA no longer a ‘brick fortress’ Nonprofit unveils new light-filled fitness center BY KATIE MINTZ – SUN NEWSPAPERS It isn’t just the New Year that is driving new memberships at the Southdale YMCA in Edina. The nonprofit serving Edina, Richfield, Bloomington, Eden Prairie and south Minneapolis opened updated and expanded fitness facilities earlier this month. Executive Director Greg Hanks said the remodel many years in the making is helping attract new members to Southdale YMCA, 7355 York Ave. S., and further its mission dedicated to youth development and social responsibility, in addition to healthy living. Hanks said he expects to add about 2,000 to 3,000 new memberships this year, increasing support for other Southdale YMCA programs, including before- and after-school care, summer camp, youth sports and leadership programs that reach thousands of children each year. “We are first a community service agency,” Hanks said. “We can survive on membership, but we thrive on what goes on out in the community.” It’s not bad for a Plan B. Southdale YMCA has worked toward an expansion of the building, built in 1975, for several years, Hanks said. In 2010, it announced it had to abandon a planned partnership with nonprofit CommonBond Communities to create a new 73,000square-foot YMCA and neighboring 130unit housing component for people with multiple sclerosis and other disabilities, citing the current fundraising environment. The renovation of the existing building now nearing completion instead added 16,000 square feet, for a total of 85,000 square feet. “In the end we ended up with a facility that was half the cost and a lot more space,” said Southdale YMCA Board Chair Josh Sprague, who also sits on the Edina City Council. Construction on the $9 million project began in February 2011. Local branch members contributed about $2.5 million of the price tag. Another $6.5 million came from the YMCA of Metropolitan Minneapolis’ $55 million Commitment to Community capital campaign, Hanks said. On Jan. 1, the association merged with the YMCA of Greater St. Paul to become the YMCA of the Greater Twin Cities. Hanks said the original facility, built when there was no precedent for health centers, “was a brick fortress.” The small,

It also held a pool, gym, four racquetball courts, locker rooms, nursery, clubrooms and community activity rooms. “Working out was very different then,” said Hanks. It was more about recreation – families coming to swim together or friends meeting for a game of racquetball – than health, he said. As attention to physical fitness increased, changes were made at Southdale YMCA. Four more racquetball courts were added in 1977, then four of the eight courts were converted in 1996 to a weight room, classroom and strengthtraining area, allowing more space for cardio equipment in the fitness center. In the latest, most significant project, a 10,000-square-foot addition to the front of the building allows for a bright, windowfilled fitness center and fitness studio, and a 6,000-square-foot addition at the back of the building added a warm water pool with zero-depth entry, vortex current and space for group exercise classes. Two of the remaining racquetball courts were converted into a kids playground and gymnasium, also now open. Construction is still underway in the
basement where the former fitness center is being converted to two fitness studios and community rooms, and a former weight room is becoming a yoga and Pilates studio. A stationary bike studio is
also being added on the main level. Construction is expected wrap this spring. A grand opening event is slated for April. Hanks said before the project, the Southdale YMCA had only one fitness studio, yet offered the most group classes of any other YMCA in the Minneapolis association at about 130. With one additional studio now open, the number is up to 150 and will likely continue to grow when construction is complet, Hanks said. The new front façade of copper-toned panels and large windows is “a great billboard for the Y,” Sprague said. Members new and old are excited. “It’s completely reenergized our base and our mission,” Sprague said. He’s hopeful that will translate into support for the Y Partners annual campaign that raises about $300,000 to fund scholarships for gym memberships, youth athletics, child care and summer programs for low-income families in the community. Southdale YMCA staff provides before and after school care for about 800 children in Eden Prairie schools, youth sports for 4,000 children, and summer day camp for about 4,000 children at Camp Kici Yapi in Prior Lake. Southdale YMCA also runs a Model UN program and oversees the skate park next to its facility developed in partnership with the cities of Edina, Richfield and Bloomington. “Nobody is turned away for financial need,” Sprague said. “That’s what makes the Y more than just a gym.”

Credit, debit card fraud is always out there Local police remind residents to be wise BY PAUL GROESSEL – SUN NEWSPAPERS It’s timely because it seems to be happening all the time. Identity theft, credit card fraud and scams. In Eden Prairie last year, there were 197 reports of identity theft, forgery or counterfeit fraud. There were six theft by check incidents and 31 credit card fraud cases. In 2010, there were 434 reported thefts, according to Eden Prairie Investigative Aide Pauline Sager. When asked about these issues, Eden Prairie and Bloomington police staff said they are staying busy, particularly with credit card fraud. “There’s a constant stream of it,” Sager said. There are many potential problems online. “It’s a lot of solicited phishing attempts via email, junk mail, that type of thing,” said Det. Mark Gustad, one of two Eden Prairie detectives who focus on computer forensics. There are many ways to skim a card.
Hackers can access unsecured Internet networks, whether it’s a coffee shop or in a neighborhood. People can use little skimming devices to get information from credit and debit cards. These little strips can go unnoticed, attached to the strip on an ATM or other card reader. The transaction will go through as you intended, but the planted skimmer can pull the card’s information when swiped. The credit or debit card information can be sold and actually reproduced on any card that has a magnetic strip, Sager said. In March 2010, a skimming machine was found at an Eden Prairie bank. It was discovered after the tape gave way and fell off the ATM machine’s card reader, Sager said. There are handheld skimmers, too. A waiter, attendant or anyone else who takes customers’ credit or debit card could quickly swipe them and store the information. Skimmers typically can hold information from 20 to 50 cards, Sager said. “We do get the occasional case with those (skimmers),” said Bloomington Police Department Sgt. Mark Elliott. “It’s by far not the most, but those are of course an issue.”
There’s also the old-fashioned credit card theft, which is the most common type of financial fraud in Bloomington, according to Elliott. A card is stolen from a purse, wallet, gym or car, and the thief immediately uses it, before it’s reported as stolen. Fortunately, these fraudulent charges are usually not left for the victim to pay off. Most credit card agreements include fraud protection. Some banks may require that the card theft is reported within a couple days. “Almost all the time they’re going to be able to reverse the charge,” Elliott said. The more difficult reversal is when sending money overseas or in a wire transfer. Scammers can pose as a business with a deal or even a victim’s relative in trouble, either an attempt to have someone wire money or send a check. Often times, people see through the email or phony phone call, but not always. There have been at least two cases in the last two years involving an Eden Prairie resident wiring money to fraudsters posing as a relative in trouble overseas or needing bail money. Like the continual message about locking cars and closing garage doors, police
are constantly reminding people to take preventative measure, because credit card and identity theft – what seem unlikely – do occur. “Having people be wise consumers is probably – being skeptical – is the best advice we could give people,” Gustad said. “And, I know that’s very broad and general, but its’ really the same thing over and over and over. “It’s surprising that people keep falling into the same trap, but in a sense it’s not surprising that people keep falling into the same trap.” The usual, from the investigators: If it’s too good to be true, it probably is. Password protect your Internet connection; check your bank and credit card statements on a daily basis. Don’t provide business with personal information if you don’t trust them, and if applying for what seems a legitimate job opportunity, don’t provide the “employer” the necessary personal information until after you’ve been hired, not early in the application process. They lounge on easy chairs, grab snacks and drinks from the kitchen, watch television and relax. For the moment, they don’t appear too concerned with why they’ve arrived in San Diego. It was said they try and make them as comfortable as they can knowing what will follow for the next three months. They’re almost carefree. For now.

‘Get outside now!’ The USO volunteers, many of them retired military or parents of active duty personnel, are familiar with the “controlled chaos” that will soon ensue. “We know to move over here,” behind the counter, said volunteer Gary Couture, when the drill instructor arrives. And he arrives soon. Loudly. “Anyone here for Marine recruit training, get outside now!”
Around 100 recruits fall over themselves to get out the door and get into formation – four lines stretching along a wall while they stare straight ahead – and receive their first orders. This can be complicated by language barriers as well. To join the U.S. military, you don’t have to be a citizen, just possess a green card. Anyone wearing Marine Corps gear is told to turn it inside out. A roll call is taken. Harshly. They’re told to move their wallets and any personal belongings to their front pockets. They’re stripped of any extra clothing to only a single shirt. Those with bags are pulled aside and made quite aware they brought too much. Each movement is accentuated by the

same “do you understand?” from the drill instructor and a chorus of “yes, sir,” from the recruits. Every move they make is scrutinized and monitored, as it will be for their entire training. Those movements are jerky and uncoordinated, a far cry from the precision the recruits will learn over the next three months. Then they’re hustled onto buses powered by natural gas, and sent off to stand where many have stood before.

Marines FROM PREVIOUS PAGE recruits when they arrive at the Marine Corps Recruit Depot in San Diego, but as few as four can handle the work. It’s not an easy job, and it requires substantial personal sacrifice on the part of the instructor. Long hours, apart from family, are needed to properly train a Marine recruit. Breaking them down, “it’s the only way,” Gunnery Sgt. Ronna Weyland of the 9th Marine Corps Recruiting District said. And the first two weeks, Phase One of the training, consists of the breakdown. And they’re just getting started. The instructors get the recruits off the bus, on to the famed Yellow Footprints and begin with a quick lesson on standing at attention before they’re given a primer in the United States Code of Military Justice, where they learn what is expected of them as members of the U.S. military. Next is contraband. The recruits are allowed to keep very little with them. In fact, they’re told not to bring anything to recruit training. Cell phones are taken away and shipped to the address on record. Medication is taken away. Any weapons, tobacco, books (other than religious texts) are confiscated. Extra clothing is placed in one bag, any cash in another. They’ll keep the money, but their clothing will soon be put in storage for the next 13 weeks.
Getting into uniform The continual barking in recruits’ faces is
intentional, said senior drill instructor Staff Sgt. Justin Hansen. It promotes a sense of chaos, carefully controlled by the drill instructors, so the recruits are disoriented. The instructors quickly become hoarse, but they’re used to the abuse on their throats. “You break your voice down and rebuild it,” said Hansen. The recruits, already beginning to show signs of the strain placed on them from the constant motion and yelling, are allowed to scream one scripted call home to let someone know they’ve arrived safely. Then they’re cut off. “For three months ... they’re out of touch with the outside world,” Weyland said. For the next two weeks at least, they won’t even be allowed to write a letter. Haircuts follow. Their heads are shaved into the buzzcut they’ll wear until they’re through training. Then onto administration where they are processed into the system. They’re issued identical camouflage uniforms and gear. The purpose of the uniformity is twofold: To remind recruits their world has changed and to form a sense of team over the individual. Soon those wearing glasses will even have them replaced with standardized, durable plastic frames and lenses. Commonly known as “BCGs” — or “birth control glasses” — the young men aren’t going to win any beauty contests. But, they’ve started to look like Marine Corps recruits. Housing FROM PAGE 1 abandoned city garages in Richfield learned that Ron Clark Construction was planning to build a 70-unit apartment complex in the building’s place. While the project still has political hurdles to jump and ground is far from broken, opponents say the complex will degrade the area surrounding Pillsbury Avenue South and West 77th Street, damaging property values and establishing a four-story blight by attracting those from a lower income strata and concentrating them in one corner of the neighborhood, which is dominated by single-family homes. The developer is quick to point out that this is not the stigmatized Section 8 housing, but the project meets the standard for affordable housing set by the Metropolitan Council, which states that an apartment unit is “affordable� if priced at 30 percent

of the income for a household making less than 60 percent of the median Twin Cities income. Do the math, and families in the Twin Cities making less than $49,600 a year qualify for affordable housing, according to the U.S. Department of Housing and Urban Development. But Richfield already has enough affordable housing, and surrounding communities aren’t doing their part in welcoming the metro’s less well-off citizens, opponents to Pillsbury Commons say. Most glaringly, they point to Edina. “Edina, they’ve had a long history in combatting affordable housing,� asserted Joe Hoover of Richfield, a former community activist who specialized in tenantlandlord relations in the early 1990s. Hoover is not a neighbor to the proposed project but has been among its more vocal opponents. “Build it in Edina first,� he shouted at a community meeting organized by Ron Clark Construction in December. According to the Met Council, 11 afford-
able housing units were built in Edina from 1996 through 2009, amounting to about 6 percent of the goal established by city and the Met Council. The number was established in accordance with the Living Communities Act, which allows municipalities to enter into an agreement with the Met Council, saying they will strive to create new affordable housing. The 94 metro communities enrolled in LCA receive grant dollars in return for their efforts, funding infrastructure, development planning, and the cleaning of polluted lands for redevelopment. Richfield, with a goal of 757 new affordable houses from 1996 through 2009, saw 305 of the units built, or about 40 percent of its target. Bloomington had 527 affordable units built during the period, 47 percent of its goal of 1,130, while 800 affordable units came to Eden Prairie, amounting to about 44 percent of its targeted 1,815. Factors used to establish the goals include communities’ level of development, the number of low-wage jobs nearby
and available transit, according to Guy Peterson, Met Council community development director. Edina’s affordable housing goal was relatively low due it being a fully developed community, while Richfield and Bloomington’s goals were largely influenced by their proximity to the Mall of America and the low-wage jobs there, Peterson said. Despite falling fall far short of goals, community planners say affordable housing is a priority. “We try to incorporate affordable housing in just about every project that comes through,� said Cary Teague, director of community development for Edina. The city’s goal, Teague said, is to have 20 percent of its new housing units be considered affordable. The city would have made significant progress toward the LCA goal in 2009 if plans wouldn’t have fallen through to tear down a YMCA and build a new facility plus a 100-unit, 100-percent-

The Edina City Council approved the project, but it was scrapped when the YMCA experienced a fundraising shortage, which was blamed on the recessed economy. Teague offered the scrapped housing project as evidence the city is trying. “It’s a goal, it’s a priority to provide affordable housing,” he said. The effort hasn’t translated into results, but neighboring community planners aren’t pointing fingers. “I think Edina rocks,” said Molly Koivumaki, manager of housing and community services in Eden Prairie, which itself requires that developers agree to dedicate 20 percent of their projects to affordable housing if seeking financing through the city. “I think in Edina they’ve done some pretty interesting things to promote home ownership.” Richfield will worry about its own housing needs and trust the Met Council to ensure that other communities are doing their part, said John Stark, director of community planning for Richfield. “We haven’t spent a lot of time looking at the other communities,” he said.
Meeting requirements, but not goals As the numbers show, affordable housing doesn’t build itself. While aging housing stock is often considered affordable
even at the market rate, developers require assistance to provide new affordable housing per the need established by the Met Council. “There needs to be a public subsidy to the housing developer so they can essentially write down the cost of those units,” said Larry Lee, Bloomington’s community development director. “The problem overall has been that its hard to find funding to give that write down to the developer. There’s very little federal money to do that. There’s very little regional money from the Met Council to do it.” The good thing for communities competing for LCA funds is they don’t have to meet their quota to get paid. Communities are not evaluated “based on a single number,” Peterson said. “It’s more about what things are communities trying to do.” The Met Council evaluates cities based on factors including land use regulation and the level to which cities seek “dollars to help provide subsidies,” Peterson said. For instance, Edina and its scrapped 100-unit complex: “They got credit for that.” Credit came in the form $350,000 in LCA grants in 2010, money meant for the study of the Grandview Small Area Plan, which aims to redevelop land where the city’s abandoned public works building stands. LCA money also will aid in the rehabilitation of 90 units at Yorkdale Townhomes, which will be reserved for households at 50 percent or less of the area’s median income, according to the LCA’s 2011 Report to the Legislature. Richfield received $352,000 in 2010, for the redevelopment of 90 units at Woodlake Plaza apartments, 20 percent of which will

be affordable, according to the report. Bloomington and Eden Prairie received no specific LCA grants in 2010, but since the beginning of LCA in 1996, they have received $6.4 million and $1.1 million, respectively. Since 1996 Richfield has received a total of $2.2 million through LCA, and Edina $670,000, according to the Met Council. So the money has arrived despite a lack of results, and some have questioned LCA’s efficacy. “It has no teeth,” Hoover said.
Exclusionary zoning?
Council recommendation. Also, density limits for multi-family housing were lower than recommended in 70 percent of those cities. “It’s hard to identify particular areas practicing exclusionary policies,” admitted Tim Thompson, president of the Housing Preservation Project, which promotes housing for low-income individuals and families in the Twin Cities. “I think the clearest indication is how they have done on their goals,” which have become too modest, Thompson said, noting they have been stripped down.
“They talk the talk, but they don’t walk the walk,” the activist said of Edina, accusing the city of exclusionary zoning, a practice of establishing building requirements, such as large lot sizes and low density limits, that drive up housing costs. “They’ve already, in a sense, shut the housing door,” he said, citing the book written in 1997 by Myron Orfield, who is now the executive director of the University of Minnesota’s Institute of Race and Poverty. “Metropolitics: A Regional Agenda for Community and Stability,” cites a study by the U of M’s Center for Urban and Regional Affairs that looked at “exclusionary zoning patterns in the 10 suburban areas with the highest job growth.” Edina and Eden Prairie were among the communities included in the study, which found that all 10 cities examined had lot size requirements larger than Met Council recommendations. Smaller lot sizes, Orfield writes, save on building and maintenance costs. However, he notes, the state’s planning department found that 85 percent of developing suburbs require lots larger than the Met
Edina’s new LCA goal is to create between 138 and 212 affordable housing units from 2011 through 2020. Richfield aims for between 497 and 765, while Bloomington looks to add between 625 and 961 affordable units. Eden Prairie’s goal is the most ambitious; it is supposed to create between 1,198 and 1,843 affordable housing units. “I think it’s a very lofty goal,” Koivumaki said. “It’s a little jaw-dropping, but it’s a goal.” Communities’ success regarding the goals will undoubtedly vary, and determining who is doing their part in addressing the common need for affordable housing may not be a simple calculation. But the bottom line is that all communities must do a better job providing housing for those with limited resources, Thompson concluded. “You frequently hear, ‘We have more than our fair share.’ … Virtually everybody says that,” he observed. “If we are serious about addressing the need, no one has done enough.”

Until then, Martin plans to improve her all-around game and try to lead the Eagles to a couple of state tournament appearances. Martin is a major reason Kennedy (14-2 overall) is fourth in the state Class 4A rankings. The Eagles lead the South Suburban Conference with an 8-0 record. Martin is averaging 17 points, four blocks and seven rebounds per game. She leads the team in all three categories, according to Kennedy head coach Percy Wade. “Jade can jump out of the gym and is very good at anticipating when to block shots,” said the Eagle coach. “Jade is quick at both ends of the court and has a nice mid-range jump shot.” Martin is excited about her pending college career at Georgetown but wants to make the most of her next season-and-ahalf with the Eagles. “We have a good chance to win the section title this season but will have to get by Eden Prairie and Jefferson,” said Martin. “Jefferson always seems to give us trouble. “We have a super-close team on and off the court and don’t rely on any one player. Our starting lineup is strong and we have a good team chemistry.” Martin believes a loss to Richfield in the finals of the Spartans’ holiday tournament was a wake-up call for her team. “We had a bad game and didn’t play hard enough against Richfield,” said Martin. “We paid for that loss in practices after that tournament.” Martin works hard throughout the year

pressing defense and run-and-gun offense. “I am looking forward to joining a good basketball program at Georgetown.” Until then, Martin will try to keep contributing to Kennedy victories. Kennedy had a more difficult time in defeating Lakeville South 63-57 Jan. 20. Leading Eagle scorers were Micaela Meredith (18 points), Bachman (12), Martin (10) and Tonoia Wade (nine).

Jaguar swimmers place third in Section 2AA meet Jefferson’s boys swimming squad finished third in the Section 2AA True Team meet Jan. 14 with 977 points. Cretin-Derham Hall placed first (1,232) and Minneapolis Southwest/Henry was second (1,076). Jefferson’s Charlie Hynes placed fourth in the 200-yard freestyle in 1 minute, 54.14 seconds. He was also fourth in the 500 freestyle (5:11.81). Jefferson’s Ben Lundeberg took first in the 50 freestyle (23.28). He added a second-place time of 52.74 in the 100 freestyle. Anthony Kieran placed fourth in the 100 butterfly (58.83). Jefferson’s fourth-place 400 freestyle relay team consisted of Derek Burling, Hynes, Scott Bachmeyer and Lundeberg. Jefferson defeated Burnsville 90-80 in a South Suburban Conference dual meet Jan. 10. Hynes and Bachmeyer placed second and third in the 200 freestyle. Lundeberg won the 50 freestyle in 23.41. Kieran won the 100 butterfly (1:00.10). Teammate Derek Burling was second in that event. Lundeberg also won the 100 freestyle (51.94). Hynes placed first in the 500 freestyle (5:12.85). Bachmeyer, Hynes, Calvin Skinner and Lundeberg won the 200 freestyle relay in 1:38.30. Pat Koob and Noah Becker were second and third in the 100 backstroke.

Fischer tied for first on vault (9.1).She was ninth on balance beam (8.475) and 12th in all-around (33.975). Dargis finished fourth in all-around (35.3) and bars (9.125). She was sixth in vault, 11th on beam (8.35), and 14th on floor exercise.

Augsburg College junior Chad Gilmer of Bloomington has been named to the National Soccer Coaches Association of America Scholar All-America team. He is a second-team selection.
Kennedy High School baseball players and coaches will conduct winter workouts for youth players on Sunday nights. Workouts are free and will be held at the Kennedy Activity Center from 6:30 to 8 p.m.
Gilbert, a Jefferson High School graduate, is a biology major with a 3.59 grade-point average. He was also selected to the NSCAA’s College Division Scholar All-North/Central Region squad. Gilmer has started 52 of 53 games during his soccer career at Augsburg and has 12 goals and six assists for 30 points.
Sweeney earns award Augsburg junior midfielder Josh Sweeney of Bloomington was named as an honorable mention selection to the National Soccer Coaches Association of America Scholar All-Region soccer squad. Sweeney, a Jefferson High graduate, is a finance major with a 3.57 grade-point average. Sweeney had a hat trick in Augsburg’s 7-1 win over Bethel last season. In two seasons, Sweeney has eight goals and three assists for 19 points.
