Judy Gruggen submitted a letter to the Sun-Current Oct. 10 announcing she was withdrawing from the school board race due to a recent thyroid cancer diagnosis. “Now is the time to focus on your health and leave school board to others,” she wrote. Although she was withdrawing from the campaign her name will remain on the Nov. 8 ballot, alongside four other candidates for three seats on the board. Within hours of her announcement she was contacted by supporters who told

Forum exams local connections to human trafficking BY MIKE HANKS • SUN NEWSPAPERS A Bloomington church group isn’t looking to reinvent the wheel, but it is looking to make a difference in addressing a topic that doesn’t is a shared concern of members of its congregation: human trafficking. Bloomington Covenant Church is hosting a forum Saturday, Oct. 29, to examine how Minnesota plays a role in human trafficking and resources that are available to help its victims. The Daybreak Human Trafficking Task Force has invited experts in law enforcement and social services to speak about the topic Saturday morning. Human trafficking is defined as the use of force, fraud or coercion to induce a person to produce goods or services, including prostitution. The forum will examine Minnesota’s involvement in sex trafficking, according to Cyd Johnson of Bloomington, the event coordinator and a task force member.

BY MIKE HANKS – SUN NEWSPAPERS A 41-year-old Bloomington man picked what seemed to be the right place to steal copper tubing, but he picked the wrong time to do it. The suspect was arrested in the early morning hours of Oct. 16 after a patrol officer observed him on the roof of Aramark, 9600 Aldrich Ave. S., according to Bloomington Police Commander Kevin Herman. It was no accident the officer was checking the building’s rooftop, as the business has been the target of copper theft from its rooftop heating and air conditioning systems in the past, Herman noted. The officer stopped near Aramark at 4:39 a.m. to survey the rooftop using binoculars, according to Herman. He noticed a man wearing a dark hooded sweatshirt KAREL SMITH 612-986-3704

atop the building. After it was verified by police that the company did not have anyone authorized to be working atop the roof, officers set up a perimeter around the property and obtained entry through the locked fence from a company representative, Herman explained. The man was arrested without incident atop the roof. He was in possession of a black backpack containing a crescent wrench, pry bars, wire cutters and a flashlight. New damage to a rooftop apparatus was noted, Herman said. The man told police he wasn’t connected to previous incidents atop the roof and had not removed copper tubing or wiring from any rooftop unit prior to his arrest. The suspect was charged with thirddegree burglary and possession of burglary tools, Herman added.

Matched set leads to arrest A 24-year-old Becker man and a 19-yearold Big Lake woman were arrested for forgery after passing a counterfeit $20 bill at Mall of America. The duo purchased meals from Panda Express Oct. 18 using a $20 bill. The clerk accepted payment for the meals, and after the duo sat down to eat the bill was identified by store employees as counterfeit, Herman explained. The board has made some difficult decisions in my 8 years, but I believe that the district is in a strong financial position and the students of Bloomington are more prepared to achieve educational and developmental success because of those decisions. In 2 terms on the board I have served as chair and vice chair. My experience in these leadership positions help me gain a awareness of what the running of a large school district entails.

I was asked the following question. How much time will it take per week to be a school board member. My answer was simple. What ever it takes ! How can you place a measure of time on something as important as our children. I am interested in all 10,300 students in our schools and I will give whatever it takes. Thank you for your interest and remember to vote on Nov 8th.

I am very grateful to be part of Bloomington. Bloomington is a great community with an excellent school district. I am passionate about learning, achievement and education. If elected, I will work very hard for our entire community in a responsible and ethical manner. I will be vigilant in advocating for the well being and stability of all children and I will work hard for all Bloomington residents.

Halloween memories last a lifetime I’m not sure what I thought was going to happen, but I knew my dad was in trouble. It has been more than three decades since I lived in small town, Indiana, and the memories of those early childhood years are a bit foggy at this point in my life. But when I recount some of the most vivid Halloween memories of my life, a trip through the small town haunted house ranks near the top. My childhood memory harkens back to a different era, when haunted houses played by slightly different rules. I still enjoy haunted attractions to this day, and every season I make a point to visit one of the local offerings. And each year I’m reminded of an important rule, “Don’t touch them and they won’t touch you.” That rule didn’t always

apply. I remember the startling surprise of having somebody briefly grab my ankle as I was walking through the dark in the Indiana haunted house one year. What I remember most vividly, however, is the werewolf who grabbed my dad. I remember nothing else about that haunted house all these years later, but I can still picture the werewolf cage we walked past. With strobe lights flashing, a werewolf started to bend the steel bars holding it at bay. The werewolf was breaking out of its cage and coming at us. It turned out my father was the target.

Not only did the werewolf grab my father, but it tackled him down to the floor. Horrified that dad was being attacked, perhaps never to survive, I ran up behind the werewolf and hit it on the back. I don’t remember what I did next, or how quickly my father escaped the deadly clutch of the werewolf, but we both made it out of the haunted house alive. As I would eventually learn, the werewolf was our neighbor across the street. When he saw my dad, he targeted him, whispering that it was him as tackled dad to the floor. I get a good laugh out of that to this day. As much as I love Halloween, I have never been very clever when it comes to costume party ideas. Richard Hagen of Bloomington shared a

Halloween costume memory I got a chuckle out of: One Halloween, in adult life, I attended a costume party as a window. The last-minute invitation meant using only imagination and materials at hand. I tied clothesline to each end of a window shade, hung around my neck, drawn from neck to knees. Real curtains (with pleats) cloaked my shoulders and fell to my shoe tops, and topped off by a valance made with a flimsy curtain rod threaded through sheer material (in color to match the drapes, of course) and bending it into a crown. I thought this quite innovative, congratulated myself as the top prize was about to be awarded. And who won? Cleopatra. Her wiggles and shimmies were no match for my inanimate get-up. But others consoled me for my panes.

He listens carefully to all sides of issues and takes great care to be fair in dealing with all people. We have an opportunity this year to elect a truly well-rounded individual who loves our city and will be a true asset in leading us.

To the editor: As a 30-year Bloomington resident, I have never been more impressed by a local leader as I have been by Mayor Gene Winstead. I often refer to him as “the mayor who shows up.” I don’t know how he does it. To the editor: Several years ago, I met Judy Gruggen. Immediately I was impressed with her. She is an experienced mother and business professional. When you meet her, you realize there is something about her that is different. Judy is one of those people that doesn’t talk a lot, but when she says something, people stop to listen. She is also the type of person that does what she says she is going to do. I was happy to learn that Judy was running for school board. She is the type of person that you want representing our schools. She is thoughtful, well spoken and does her homework. Recently, I was disappointed to learn that Judy withdrew from the Bloomington School Board race because of health reasons. However, after speaking with her, I found out that while she is not actively campaigning, she is still interested in the position. Again, I am impressed. This is yet another example of the type of person that always does the right thing. Her name will still appear on the ballot

Access to the room was restricted to an entryway that was marked for authorized personnel only, Herman noted. Two housekeeping personnel found the woman inside the room. A podium had been knocked over, a tool chest had been rummaged through and a cloth panel near the podium had been torn, Herman said. The housekeeping personnel escorted the woman – who appeared to

A 19-year-old Richfield man faces a possible fraud charge after discounting several items without authorization while working at Herberger’s in Bloomington. The man was working at the store, 7831 Southtown Center, on Oct. 4 when loss prevention personnel observed him selling 14 items to a female customer at a discount. The man discounted 11 of the 14 items and did not ring up the other three, according to Herman. After being questioned by loss preven-

tion personnel the man said he was helping out a classmate whose family was struggling financially. Upon further questioning he said the girl was his girlfriend’s sister. He called his girlfriend and she returned nine of the 14 items, Herman explained. The initial transaction resulted in a $580 loss to the store. The man was arrested Oct. 14. The case remains under investigation, Herman noted.

No go A 55-year-old St. Louis Park woman would not take no for an answer, and was arrested for trespassing. The woman was arrested Oct. 13 at the Social Security Administration office,

When she was told the records would only be released to a doctor or attorney, she said she wouldn’t leave without them. As employees attempted to escort her from the building at 3:30 p.m. the woman refused to cooperate, Herman explained. After refusing to cooperate with police the woman was arrested. Upon completion of her booking at the Bloomington Police Department jail the woman refused to leave and had to be wheeled out of the building in a restraint chair, Herman noted.

Police auctions: lost, found and put online BY PAUL GROESSEL – SUN NEWSPAPERS Want some stolen property from Eden Prairie? Just go online. When Eden Prairie, Richfield, Bloomington and Edina police department can’t find the owner of items in their possession, they’re considered abandoned property after a while (usually 90 days) and then given to an online auctioneer. The online proprietor is propertyroom.com, where more than a million prospective buyers bid on thousands of items up for auction at any given time. All four departments use the online service, according to officers at each department. If an item is sold, the money comes back to the city and propertyroom.com gets a percentage from the sale. A police department could have those prized and not-so-prized possessions for a variety of reasons – someone calls the police and says a bike has been aban-

doned curbside for three weeks; they obtain stolen items sold to a pawnshop (identified using serial numbers crossed-checked in pawnshop databases), or evidence from an ongoing court case is no longer needed. In all of those examples, the owner cannot be identified. Guns, drugs and other contraband are usually destroyed. Lt. Bill Wyffels of Eden Prairie said the department incinerates computer hard drives, too, in case there is any personal information on them. But, if the abandoned property happens to be money, it’s put into the city’s general fund. It’s usually not a large booty. Recently, $1.32 in change was on Eden Prairie Police Department’s list of abandoned items. It was several lines down from a couple Rolex watches. Wyffels said the $1.32 came from someone’s wallet, obtained after executing a search warrant. The police didn’t know what pocket the wallet came from.

So, it made the list. The expensive watches were among other jewelry stolen and sold to a pawnshop, where the police tracked it down in 2006. “Pawnshops are very good about tracking … who comes in and pawns stuff,” Wyffels said. Pawnshops have to keep record of who sells what in a pawnshop, and police can crosscheck serial numbers on the pawnshop list with a list of “hot” or reported stolen items. Since the police department usually confiscates the stolen item to try and track down its owner and find out who stole it, the pawnshop is usually looses whatever it paid for that stolen item. “That’s why sometimes we see $5,000 Rolex watches pawned in for $50,”Wyffels said. Pawnshop owners know that comes with the territory, though, Wyffels said. Propertyroom.com formed in 1999 and went live in 2001, said founder Thomas Lane. They take items from

2,500 police departments in 47 states, including the New York Police Department, the largest in the country. The company has eight warehouses throughout the country, and drivers make regular pickups at the departments. The site has 1.25 million registered shoppers, Lane said. They pick up and sell all kinds of items, Lane said — electronics, power tools, air conditioners. “It runs the gamut,” Lane said. Officers in Eden Prairie, Edina, Bloomington and Richfield all said one item in particular is abandoned more often than others. “We get a lot of bikes, a lot of abandoned bikes in this city,” said Michelle Bentley, a property and evidence clerk with Edina. Lane said small police departments can provide a lot of material, but the southwest cities seem to get abandoned property picked up two to four times a year.

Although the city has been well managed, it cannot continue to those trends, he said.

As part of improved access to government Anderson wants to increase the opportunity for taxpayers to provide feedback on city projects. The opportunities provided now are a courtesy more than a process,” he said. “The city needs to do a better job of defining the criteria by which the needs of the community are satisfied to the highest possible degree,” Anderson said. “There are the needs and the things that we want,” he noted. “You can’t do it piecemeal,” he said. It takes an analysis of all components of the budget in order to determine what the city can afford, he explained. “It’s time to address whether or not our plan, our ability to tax people, is in balance with the capacity of the citizens to afford to stay in Bloomington.” The budget analysis should include an examination of the costs the city is paying for shared services, such as public health and inspections to determine if the city is fairly compensated for providing services to its neighboring communities. “I see us continuing to do what we did in the past because that’s the way we do it,” he said.

The challenges of redevelopment facing Bloomington will continue to grow in the coming four years, according to Winstead. Homes and business districts that are now more than 50 years old are starting to show their age, and maintenance and rehabilitation will be an increasing issue in the years to come. “We’ve got more of it aging quicker than we’ve had in the past,” he noted. As the city’s leader, Winstead supports programs that will help homeowners maintain and update their

aging homes. The city already provides programs through its Housing and Redevelopment Authority, and he sees opportunities for the city to provide additional resources to homeowners. As for commercial districts, many of them have become obsolete as shopping and buying trends have changed. Replacing older commercial properties, such as car dealership lots, with mixed-use developments that provide housing with limited retail is a solution to redeveloping outdated commercial properties, according to Winstead. Although the city is open to such redevelopment, it still has to attract developers, and the best way to do that is to maintain a solid, safe, clean community, Winstead said. The city has provided that in the past, and has continued to do so during challenging economic times, he added. As development rebounds, “I think you’re seeing us come out of the blocks quicker than others.” Winstead supports the programs and services the city provides, and the levels at which the services are provided. “I think we’ve reached a balance,” he said. From essential services, such as public safety, to lower-tiered services, such as park maintenance, the city determines the appropriate level for the service, he explained. He supports programs and services that would be categorized as non-essential because they add to the quality of life in Bloomington. He considers the costs associated with those services to be a bargain as they make the city a more desirable place to live, which in turn increases property values, he added. As mayor Winstead is constantly working with the business community to create jobs in Bloomington. From meeting with business leaders looking to expand or move to Bloomington to attending ribbon cutting ceremonies, businesses want to know that the city’s leadership is supportive of their efforts, he explained.

But there are productivity improvements that can be made, he noted. He wants the council to “look at various programs and scale those to the desire of the community in both level of service and quality of service, and hence cost of service,” he said. Drawing upon his real estate development experience, Baloga wants to spearhead a proactive approach to redevelopment of a portion of the city’s housing stock. About 1,000 units in Bloomington have slab-ongrade foundations, which have a life span of about 50 years, meaning they’re approaching the end of their usefulness, he said. The city needs a designated district that brings city resources together to address redevelopment of slab-on-grade homes, he explained. The city is not be at a critical juncture yet, but a plan addressing redevelopment issues for slab-on-grade homes will help the city take a logical approach to maintaining strong, viable neighborhoods, he explained. Baloga is a proponent of city involvement in the Bloomington School District. Beyond meeting with district representatives to discuss issues that affect both units of government, Baloga proposes individual council member involvement in the schools, from participation in school events to in-classroom education about city government, explaining the city’s form of government and how students can become involved in government through volunteer opportunities. Baloga favors improvements to existing parks rather than the acquisition of additional park land, a different philosophy than the city’s current direction, he said. He also supports efforts to spur job growth in

Bloomington through city government and proposes expanding the reach of notifications sent to residents in conjunction with proposals and projects, even though the city already exceeds the statutory requirements for notifying property owners, he noted.

He may consider himself to be an outsider, but he has participated in the policy and decision making process in the past, petitioning for traffic calming measures in his neighborhood and participating in an advisory board aimed at diverting traffic from Nine Mile Creek Parkway, he explained. His candidacy is driven by a desire to continue funding essential city services yet lower taxes by reducing expenditures on non-essential services. “Maybe we can’t afford to do all of those things any more,” he said. He suggests that measured goals and reviews of programs and services should be initiated every two years. He would also like to see better accounting for and reporting of the cost of non-essential services, information that needs to be made available to Bloomington residents. Some city programs may be better served by private charitable groups, he suggested. Burnison isn’t proposing cuts to specific programs or services, but he wants to understand how and why the city conducts its business in looking at ways to lower taxes, including the employee benefit program offered to city employees, he said. Saying that government employee benefit programs have bankrupted cities across the United States, he wants to review the benefits to ensure they are consistent with the private market, he explained, adding that city employees do not contribute toward their health insurance premiums, a policy that is not sustainable. His commitment to lower city spending on benefits includes declining the city’s health care benefits that would be offered to him as a council member, he noted.

As a council member Burnison also wants to analyze the commercial and residential tax bases to determine if they’re comparable to neighboring cities. Given the number of vacant properties in the city, the city needs to find a way to fill them. For commercial properties that could be achieved through tax-rate reductions or easing the restrictions for redevelopment and expansion, he said, citing the example of a business owner that is struggling to pay for the parking and sewer requirements of his company’s retail expansion.

District 4 Incumbent Vern Wilcox is unopposed in seeking re-election to the Bloomington City Council District 4 seat. The term is 2 years. The salary is $12,396 per year.

The 18-year council member represents Bloomington’s east side, a diverse district ripe for new development. Through the years Wilcox has recruited residents in his district to participate in city government, and during the next two years he plans to “actively recruit people from the east side to get involved with their community,” he said. “For eventually, I hope, city council.” In representing a diverse district, where schools showcase students who speak a variety of languages, Wilcox said his next two years will include working to get residents more involved in the school district as well as the city. Although he represents a portion of the city, the decisions made by both the council and the Bloomington Board of Education affect the entire city, and both the city and school district need better participation and representation from his district, he explained. He regularly suggests ways for residents who come to him with concerns to get involved in policy and decision making, and he will continue to do that, he noted.

Although there is already a sharing of assets, such as athletic facilities, Wilcox wants to increase the sharing of other facilities, opening up Bloomington Civic Plaza and school buildings for additional use, he explained. Wilcox also expects to be heavily involved in planning issues tied to his district, including the early phases of South Loop, the development district bordered by Mall of America and the airport, where 65 percent of projected development in Bloomington is expected. He has no plans to remain on the council during the projected 20-year development of the district, but he plans to be actively involved in the early phases. Wilcox first became involved in city government through his business dealings with the city. As a construction manager, he was frustrated by dealing with the planning commission, and sought a seat on the commission because of it. His tenure on the commission led to the council. “I’m the voice of common sense and compromise,” he has been told. He credits his success to his “ability to work with people to find good solutions to problems.” The keys to that success, patience and compromise, he said.

At-large race Tim Busse and Mike Lehmann are seeking election to the Bloomington City Council at-large seat. The term is four years. The salary is $12,396 per year.

He is the communications director for University Services, the operational side of the University of Minnesota. University Services handles several day-to-day facets of the university, such as transportation, public safety and housing. The campus is comparable to a city of 80,000 residents, he explained. “We do many of the things that are analogous to the things that happen here in city hall.” His seven months as a council member have provided valuable insight into city issues he was only familiar with peripherally. He wants to take that insight and represent all residents of Bloomington during the next four years. “This is how I want to serve my community,” he said. Residents have expressed satisfaction with the quality of life in Bloomington, according to Busse. He intends to ensure that the services and programs they appreciate are maintained, he said. Maintaining the quality of Bloomington doesn’t mean there’s no room for improvement, Busse said. Residents have raised concern about the volume of traffic generated by garbage collection in the city, and he’s interested in hearing other concerns and topics that affect residents and neighborhoods, he said. Concerns raised about the aging of the city’s residents and infrastructure are also of interest to Busse. “As people get older, we need to offer more alternatives and options for them to stay in the city,” he said. The city’s efforts to guide redevelopment at the intersection of Penn Avenue and American Boulevard is an example of how the city can respond to the changing needs in the city, according to Busse. The new housing options of the development, which will include condominiums, “gives people a way to stay in a housing unit that is more suitable to the point that they are at in their lives,” he said. It will also be important for the city to adjust its parks and recreation programs and services to adjust to the aging population, he noted. Busse wants residents to remain satisfied with the city services they receive in exchange for their property taxes, noting that the council’s proposed tax levy for 2012 is slightly less than the 2011 levy.

His interest and passion for the political process has not gone unnoticed by his peers. “I’ve been Mike Lehmann encouraged by some of them to run for office,” he said. His concern about city property tax levies in recent years, however, is what brought his attention to the workings of city government. As neighboring communities were holding their levies, he asked questions about the city’s expenditures and budgeting. “I wasn’t real happy with some of the answers I got,” he said. As a council member Lehmann wants to find ways to keep property taxes from increasing until growth in Bloomington allows for the city’s budget to increase, he said. He is a proponent of zero-based budgeting of the city every four years or for selected departments every year to justify the proposed expenditures in the annual budget. He is also a proponent of bringing in residents for opinions on projects and proposals before the matter comes before the council for a decision. Too often it seems a decision has been reached when a public hearing on an issue comes before the council, according to Lehman. There have been times when what appears to be the foregone conclusion has been delayed or reversed, he acknowledged, but often the process that gets to that point isn’t the best use of time, he explained. Lehmann considers it a failure of the council if they determine something should be implemented but they don’t have a majority of residents convinced of it. He proposes the council should initiate “a longer educational process rather than just implement a decision.” Residents should help shape how redevelopment in the city occurs, according to Lehmann. Residents know what kinds of businesses they want in their nearby commercial districts, and as older portions of the city are redeveloped the council should find ways to spur the development neighborhoods are looking for, he said. He would also like the city to be known for something besides Mall of America, such as a downtown district or a central hub within districts of the city, he explained. Noting the success of the Hiawatha light rail transit line, Bloomington needs to be open to alternate modes of transportation, especially with the changing demographics of the city. Decisions should ensure the city receives the greatest return on such expenditures, although that return is not always measured in dollars, according to Lehmann.

Reform 2.0 meeting Nov. 3 in Edina Local legislators and House leadership will host a meeting next month to take input as they develop a package of bills designed to help Minnesota operate more efficiently.

If elected, Gruggen would have to formally turn down the seat to fulfill her intentions to withdraw, leaving the board to appoint her replacement. When asked by a supporter if she’d be willing to fulfill the term – which begins in January – if elected, she said that as long as her health permitted, “I would happily sit on the school board.” Gruggen anticipates that her treatment and recovery will permit her to

serve on the board should she be elected. “Come January my health issues are supposed to be cleared up,” she said. Despite that, “I’m not actively campaigning,” she noted. Suspension of her campaign has meant Gruggen, a longtime Parent Teacher Student Association member, has not participated in recent candidate forums, and her candidate profile was not included in the Oct. 20 edition of the Sun-Current. Although she hasn’t initiated a lawn sign collection as planned when she announced her withdrawal, her website still featured her announcement of withdrawal as of Oct. 19. Gruggen’s name will appear alongside incumbent Maureen Bartolotta, Dick Bergstrom, Nelly Korman and Ricardo Oliva.

Fourth District Court Judge Lloyd Zimmerman has sentenced Yeng Vue of Minneapolis to nine and a half years in prison in connection with a fatal drunken driving crash in Brooklyn Center. The March 5 crash killed Jessica Vallis, 21, of Minneapolis and George Kaffey, 22, of Bloomington. Vue, 21, pleaded guilty Sept. 20 to two counts of criminal vehicular homicide. He received 57 months for each count for a total of 114 months. According to Dakota County Attorney James Backstrom, the Dakota County Attorney’s office handled the case because the mother of one victim works for the Hennepin County Attorney’s office. Backstrom said Vue received the maximum sentence under Minnesota sentencing guidelines. “We’re pleased with the judge’s decision,” he said. “This was an extremely egregious case. Mr. Vue was driving at almost three times the legal limit.” Minnesota’s legal limit for blood alcohol content is .08. A preliminary breath test at the scene of the crash placed Vue’s blood alcohol content at .18. More conclusive results later placed the number at .22.

Backstrom’s office had planned to recommend a lesser sentence but decided against it. “As we further looked at this case and the lack of remorse from the defendant, we felt that we should ask for the longest sentence we could,” Backstrom said. Vue’s driver’s license was revoked in 2010. He also had an outstanding warrant for his arrest from Hennepin County for failure to appear in court to face a DWI charge from July 14, 2010. According to the criminal complaint, a Toyota Camry driving east on 57th Avenue ran a red light and T-boned a Geo Prizm. Both occupants of the Prizm died instantly. A witness pulled Vue from behind the steering wheel of the Camry, which was spewing smoke and flames, and held him until police arrived. Meanwhile the passenger of the Camry walked away from the scene. After waiving his Miranda rights, Vue said in a March 7 statement to a state trooper that he had been drinking beer and hard liquor at a friend’s home in Minneapolis. He said he was driving to his cousin’s house in Brooklyn Center when the accident happened, but the details were difficult to remember.

Walsh & Associates, Church Fundraising Specialists, 1601 Highway 13 E., launched a new concept Oct. 12, which will allow franchise opportunities to individuals with the right skills and a passion for their faith. “It is a brand new concept,” said owner Michael Walsh. “There really is nothing like it, and we’re really excited about it.” According to Walsh, his business specializes in working with churches and helping them to obtain the financial means to achieve a variety of goals, considered as a major need. The company has spent about 20 years perfecting this system, which is repeatable, according to Walsh. “I’ve always had an idea that I would like to franchise the business and offer other people the opportunity to do this work without having to start a business from scratch,” Walsh said, adding he wants to see new franchisees “hit the ground running,” for themselves and

the churches they will be serving. “Basically we’re looking for people with business skills, marketing skills, fundraising skills if they have them, people of faith that are active and involved in their own church community and want to combine their passion for their faith with a business,” Walsh said. Walsh summarized the approach that his business will take with churches. Consultants will go in and work with a church over a six-month period of time to help them raise funds for whatever their major need is. “We do everything from putting together all the printed and promotional materials for the effort, helping to recruit and train volunteers,” he said. “Then the volunteers reach out to members of the church and ask them to make pledges, typically over three years.” According to Walsh, there is not other business like this. He added that there are companies that perform the same functions but none that have ever thought to franchise. “We’re looking to sell 12 franchises in different geographical regions throughout the United States, and the person that owns that area, or is the franchisee

of that area, would basically help any church that is looking to raise significant funds,” he said. Walsh described the need for “significant funds” as anything that is above and beyond the regular operating needs of the church. “If a church wants to build a new edition or relocate and build an all new campus, or build an education wing, building is a big part of what we do,” Walsh said. “But we also do a number of campaigns for debt retirement on

things that have been built before.” Typically, the company’s fundraising campaigns raise anywhere from $750,000 up to $10,000,000 or more, according to Walsh. Walsh started his company in 1991, at least when he decided to exclusively work in the faith arena, and his company has grown steadily since, he said. “We do about 30 campaigns for churches across the country every year,” he said. “We’ve grown from one person to six, and six consultants.”

Eagan Police Department hosts K-9 training World-renowned Winnipeg Police Service K-9 Unit helps lead training exercise BY MATTHEW HANKEY – SUN NEWSPAPERS On-duty police officers often have a solitary job, spending much of their time in squad cars. But training exercises allow officers to exchange expertise and work together. The week of Oct. 17-20, police officers and law enforcement personnel from the metro area and beyond convened at the Flint Hills Resources Training Facility in Rosemount for a specialized K-9 training session. One law enforcement unit – the Winnipeg Police Service K-9 Unit – traveled nearly 500 miles to Rosemount for the weeklong training session. world renowned in part because it nearly exclusively trains its dogs in “tracking,” the focus of the training session. Tracking is the term for how K-9s follow a suspect’s scent, which will in theory lead the dog and its handler to the suspect. “They have a lot of experience with it and a proven method and I guess that’s why they’re at where they are at,” said Eagan Police Officer Andy Helgerson of Winnipeg’s reputation. Twenty-three police officers from Burnsville, Apple Valley, Bloomington, Plymouth, Minnetonka, Brooklyn Park and West St. Paul among others, as well as 20 K-9s, participated in the training. Helgerson praised Winnipeg’s strategies and said the training proved educational for all the departments involved. The Eagan Police Department practices tracking, but also focuses on other K-9 training aspects, such as criminal apprehension and bomb and narcotics detection. The Winnipeg unit places tracking above all other K-9 training exercises. “When someone runs from committing a crime, we need to follow the scent and find that person,” Helgerson said. “We’re learning a lot of new techniques – sort of a different spin on things. It’s been excel-

lent.” Helgerson said the most important thing he learned is how to work a dog’s leash. It’s an art form, he said. Officers need to recognize when the dog gives a negative behavior. “It’s up to me to work that dog back to where I know he was actively working a track and to work it,” he said. The Winnipeg unit taught that studying the dog’s behavior is vital when tracking. “The best way I can describe this to people, is the dog is taking us from one point to the other,” Helgerson said. “How we get there isn’t as simple as running behind the dog. Scent pools and the odors are going to be moving around.” “You need to learn how to read your dog’s body language and get him motivated to work that track and get his nose on the ground. That’s what it really comes down to.” The law enforcement officers utilized the 750-acre outdoor training area at the Flint Hills Resources Training Facility, though some training had to be done offsite because of scent contamination, said Harry Wickhorst, Flint Hills construction manager. “What they do is they lay a trail for the

dogs and the dogs have to find it out,” Wickhorst said. “And they could only do that so many times in one area.” Helgerson said Eagan police use the facility three to four times a year. “The nice thing about that is they’re very accommodating there,” he said. “Anything we want, within reason, they’re going to do for us. They have a lot of room inside. Not everything we do is outdoors.” The site features a mock duplex and apartment units used for indoor tracking, Wickhorst said. “The walls are made so they have sliding doors, which makes it a continuous room or smaller, individual rooms,” Wickhorst said. “They like it because it can versatile and we can change it up. We have a variety of things for them to do, not just for the dogs, but for the people as well.” This year marked the first time the Winnipeg unit helped lead the training at the Flint Hills facility, though they have trained with the Brooklyn Park Police Department in years past, Helgerson said. The Winnipeg unit essentially volunteered their time at the training session, Helgerson said. “They’re not making a dime,” he said. “They recognize the value in training other K-9 units some of the skills they’ve learned over the years. They know that it’s for the greater good of the community. They know the better we are, the better we all are.” Each police team paid a registration fee for the training. Elko Speedway and the U.S.P.C.A. Region 18 made donations as well. Leonard Neumann Neumann, Leonard F., Age 80 of Bloomington, died October 16, 2011. Leonard was born on March 31, 1931, in Grey Eagle MN to Frederick and Hertha Neumann. He attended Oak Haven grade school. In 1946 Leonard attended school at the Morris Agricultural School and graduated in 1949. He farmed with his father until he was drafted into the U.S. Army, where he served until his discharge as a Corporal in 1955. Leonard attended Northrop Aeronautical School in Inglewood, CA from 1956-1958. While in California, he met his beloved wife, Irene Semingson, from Makoti ND. They were married on December 28, 1958, and have made their home in Bloomington for 53 years. Leonard became employed by Northwest Airlines on January 14, 1959, and enjoyed his work at NWA for 42 years until his retirement on June 30, 2001. Preceded in death by his parents and special uncle, Edwin Abeling. Survived by wife, Irene; sisters, Ruth Rahn and Arlene Laurence; sister-in-law, Eleanor Semingson; nephews and nieces, John (Jo) Semingson, Marion (Steve) Brady, Brian (Beth) Rahn, Julee (Pete) Olson, Gregg (Karen) Laurence, Luanne (Jim) Olson, Lynn (Mike) Branch; and great-nephews and nieces, Jessica, Jake, Austin, Abby, George, Ella, Nathan, Caleb, Rebecca, Rachel, Connor, Laura, and Sarah. Bloomington Jefferson, coached by Mark Stephan, is coming off a 9-17 season. The Jaguars’ season opener is 7:15 p.m. Saturday, Nov. 19, against New Prague at Bloomington Ice Garden. Kennedy plays its opening game a week earlier, taking on Tartan at 3 p.m. Saturday, Nov. 12, at BIG. The Eagles, coached by Dennis Wineberg, were 2-25 last season. State soccer tourney Four teams from the South Suburban Conference qualified for the state high school soccer tournament that begins this week. Bloomington Jefferson’s boys, who have been part of the state tourney the last three years, fell just short this time. The Jaguars (12-3-4) lost to Eden Prairie 2-1 in the Section 2AA final Oct. 18. Representing the SSC at state are the Eastview boys team and the Lakeville North, Eastview and Burnsville girls teams. The Eastview boys and Lakeville North girls, both of whom are ranked No. 1 in Class AA, are the No. 1 seeds in the state tournament. Eastview plays Rochester Mayo in a Class AA boys quarterfinal game at 5:30 p.m. Thursday, Oct. 27, at Park of Cottage Grove. Girls quarterfinal games included Lakeville North against Anoka on Oct. 26 at Hopkins High School. A girls state quarterfinal doubleheader at Park of Cottage Grove on Friday, Oct. 28, features Burnsville against Woodbury at 5:30 p.m. and Eastview against Centennial at 7:30.

Football playoffs offer opportunity for redemption Kennedy and Jefferson look to prove their worth BY DAVE PEDERSEN – SUN NEWSPAPERS High school football teams in Bloomington are looking forward to the section tournament because it offers the opportunity to show their better side. There is not much positive to say about a 61-0 loss, other than to be thankful for a chance to atone for it. That was Jefferson’s situation this week. After being routed by Eastview in the regular-season finale Oct. 19, the Jaguars (1-7) had a chance to get back on the field in a Class 5A, Section 3 playoff game Oct. 25 at Prior Lake (the game took place after this edition went to

press). Jefferson looms as threat in volleyball playoffs Bodway, Scherber back to lead Jaguars in Section 3 BY DAVE PEDERSEN – SUN NEWSPAPERS Bloomington Jefferson probably is the best No. 4 seed in any section volleyball tournament in Minnesota. The Jaguars, who were ranked first in the state in early September and were seventh last week, feature a wealth of talent with seven players who have started for at least three seasons. Of that group, two have started for four years, one has started for five and another is a six-year starter. The trouble was, some of the triedand-true leaders have been kept off the floor because of injuries. Senior Haley Bodway, one of the top hitters in the state the past six years, missed much of this season with an ankle injury followed by a hamstring strain. The team also played the past two weeks without senior Britney Scherber, a four-year starter who was leading the team in digs prior to injuring an ankle. Three of the team’s six defeats

came in the past two weeks. After falling to rival Kennedy for the first time in six seasons, Jefferson lost to Eden Prairie before ending the regular season with a loss to Apple Valley on Oct. 18. But Jefferson’s section opponents might have to be on guard now that Jaguars coach Michelle Grice has said her team will be at full strength for the playoffs. “Though we have had moments throughout the season where we haven’t played our best volleyball, we are emotionally and physically strong entering sections,” said Grice. Jefferson opens play in the Class 3A, Section 3 tournament against either Eastview or Park of Cottage Grove at 7 p.m. Friday, Oct. 28, at home. If the Jaguars win, they would advance to the semifinals at 7 p.m. Wednesday, Nov. 2, possibly against No. 1 seed Lakeville South. The section championship match is 7 p.m. Saturday, Nov. 5, at Simley High School. Eagan is the No. 2 seed and Lakeville North No. 3. The top four teams in the section all were in the top 10 of the state Class 3A rankings last week. “The gym culture has changed,”

Grice said. “I felt an energy we had been struggling to bring the last couple of weeks. This team lives for section playoffs and the opportunities they present. Though we talked about celebrating the season as it happened, at the end of the day, this team brings a whole new level of investment and intensity when playoffs start. We find self-worth in overcoming adversity.” Grice said the players know they are capable of winning the talentloaded section. The team has victories against Eden Prairie, Blaine, Wayzata, Eagan and Centennial. “We need to utilize all of our instincts and game IQ to earn wins in our section,” said the coach. “The teams we face are great. It will take nothing less than our best to get to state.” Jefferson expects to be a stronger team with Bodway and Scherber back in the lineup. “Haley will make an enormous impact,” adds Grice. “When healthy, she has led our team in passing, kills and blocks. She is the glue in many ways and the team feels confident when she is on the court in large part because of her vocal presence. Her passion for winning and effort is con-

Diving will take place at 5 p.m. at Oak Grove Middle School. Swimming action begins at 6 p.m. at Olson Middle School. All fans wearing Jefferson school colors will be admitted free to the meet. Senior Brianna Fester-Faue is a serving specialist. “The keys in the playoffs will be strategy, strategy, strategy,” said Grice. “We need to know our opponents inside and out. This is when the game gets fun for me as a coach. We also must focus on our strengths at this time and push hard at what is already working for us to make those skills even better.”

Prominent citizens and past hall of fame inductees gathered recently at the Knights of Columbus Hall to honor six new members. Don Switzer, a Jefferson High School coach, was inducted posthumously. The other inductees, Marcia Bach, Steve Earl, Jack Evens, Scott Seeker and Milt Sunde were on hand for the ceremonies. Switzer won eight section championships as boys soccer coach at Jefferson High. Bach, a 38-year Bloomington resident, supervised the Bloomington Park & Rec volleyball program from 1970-1985. She was the park & rec staff liaison to BAA and developed a tennis program for the city that included tournaments, ladders and lessons. “It is my passion to promote and develop quality tennis programs that create healthy lifestyles in the community,” said Bach. In addition to managing the local tennis program, Bach was the United States Tennis Association’s Northern Section executive director for 16 years. Earl has had an impact on almost every youth sports program in Bloomington. He volunteered his time for girls hockey, girls fastpitch softball, baseball and football. A Bloomington business owner since 1982, Earl spends his spare time running and biking.

Coach Jack Evens was a legend in the Jefferson High School boys basketball program. Evens coached the Jaguars to four state championships and still follows the basketball team, which is now coached by his son Jeff. During his long and successful career at Jefferson, Evens coached NBA players Steve Lingenfelter and Kevin Lynch. Never too busy for the youth of Bloomington, Evens volunteered to give clinics for players in the BAA. Seeker, a 1968 Kennedy High School graduate, has been involved in a variety of youth sports over the years. He has been a Bloomington resident for 59 years and volunteerism became his passion. Seeker supported his own daughters through their BAA and traveling soccer, hockey and softball. In addition to coaching, Seeker served as a BAA softball and baseball umpire for 15 years. Sunde is best known as a former Minnesota Vikings offensive lineman. The 1960 Bloomington High graduate boosted the Bears to football prominence with the help of star halfback Jerry Pelletier. he became a high school coach. In addition to the hall of fame awards, the hall of fame committee honored Kevin Groebner as BAA Volunteer of the Year and Jeff Barnes as the winner of the Parks & Recreation Award of Excellence. Banquet chairpersons for 2011 were Dan Wallerus and Greg Boatman.

He’s a contender Bloomington Jefferson senior Jan Ketterson was expected to be in the running for the boys individual championship at the Section 3AA cross country meet Oct. 26 at the University of Minnesota Golf Course (the meet took place after this edition went to press). Ketterson finished second in the South Suburban Conference meet Oct. 14 and was 39th in last year’s state Class AA meet.

Kennedy coach Dick Weinberger wants to see what will happen when his team plays its best. Progress was made in a 30-14 victory over Apple Valley last week. “We don’t feel we played up to our potential this year,” said Weinberger about his 3-5 Eagles. “We have one more opportunity to prove that if we play to our potential we have a nice opportunity to advance.” The first step was to try for another victory over Apple Valley when the teams opened the playoffs Oct. 25. The winner advances to play either No. 2 seed Prior Lake or No. 7 Jefferson on Saturday night. “I am not a fan of the idea of playing the same team twice in a row, but it could work out to our advantage,” said Weinberger. “It is a short week, but we are so familiar with Apple Valley that it simplified our preparation. We just had to make a few adjustments. Plus, we gained some confidence.” Weinberger says Kennedy played pretty well last week, but missed on three good scoring opportunities. “We did a better job throwing the foot-

ball than in past games,” the coach said. “This has been a point of emphasis. When we are better able to execute in the throwing game it gives us more balance between running and passing.” Kennedy players also need to do a better job of tackling to avoid giving up big plays, Weinberger said. Apple Valley’s touchdowns last week came on a 66-yard run and 57-yard pass. Kennedy sophomore quarterback Travon Hearns connected on scoring passes of 28 and 17 yards to senior Nicholas Warren. Junior Arich Juberian scored on a 6-yard run and junior Kris Ashland added a 3-yard touchdown run. A safety rounded out the Eagle scoring. Lexis Jones rushed 27 times for 136 yards and Hearns completed 12 of 22 passes for 150 yards.

The Jefferson program raised $3,020 at halftime for the Wounded Warrior Project (WWP). “We honored several veterans from the Navy and Marines at halftime, then took a collection for the WWP,” Leverenz said. “Life is more than a game and we are very thankful for the men and women who protect our freedom to play football by serving our country.”

Not only is it a way for us to socialize, reward ourselves and comfort ourselves, it also is the one area of fitness where people have the most trouble. Wouldn’t it be great to know that the choices you make are actually helping your fitness program? More importantly, wouldn’t it be even better to banish the word “diet” from your vocabulary? Chances are, if you are embarking on a “diet”, it will have a beginning and an end. The end is usually followed by slowly going back to old habits and ends you right back where you started. Kelly is on the Kennedy swimming and diving team this fall. She holds an undefeated dual meet diving record. At the Section 2AA True Team Diving Championships, she broke the school record twice in the 11 Dive event. She made it to state in diving last season, and we hope she returns this year.
