David Hann, R42, regarding the blockage of $25 million in federal grants, it may have been hard to recognize that those funds will be spent after all is said and done. That $25 million represents the total award for seven grants, over the span of the individual grant periods. As chairman of the Health and Human Services Committee, Hann wanted to review the details of those grants before allowing the health and human services departments to spend them. That request would have pushed the consideration of those grants to the 2012 legislative session, when legislatures would have reviewed and voted on using the grants or not, Hann said.

The suicide note found inside the kayak with a bullet hole was from an Eden Prairie man who four months earlier pleaded guilty to of defrauding an insurance company out of $7 million. The man, oddly, is nowhere to be found. That’s why he is on a county missing persons list and on a federal arrest warrant. The at-large suicide note author is 34-year-old Travis Magdalena Scott. Survey: Some decrease in business for EP BY PAUL GROESSEL – SUN NEWSPAPERS While there were indications of some Great Recession doldrums for Eden Prairie businesses over the past three years, 2011 survey results show the city’s business temperature is relatively healthy. An Eden Prairie business survey shows the overall business climate in town was on par with previous years, going back to 2002, when the survey was first conducted by Accora Research of Brooklyn Park. The survey consisted of 350 telephone surveys with the owner, manager or president of a business in Eden Prairie. The surveys were conducted in June and July. The results have a 5 percent margin of error. The city of Eden Prairie and the Eden Prairie Chamber of Commerce funded the survey. Results were presented to the Eden Prairie City Council during a workshop Nov. 15, after the chamber of commerce had a chance to review them. “A great place to live and work,” access to highways, a low crime rate and high speed internet access were the top four reasons businesses operate in Eden Prairie, according to the survey responses. Access to public transportation and the presence of similar businesses were considered the least important reasons. “I think overall, we’re pleased with the results,” said the city’s Economic Development Director Dave Lindahl. There were no major surprises or shifts in responses compared to the 2008 survey, he said.

Any impact from the national economic turmoil of the past three years were noted when businesses were asked about their overall business health and future outlook. In the 2011 survey, 42 percent said their businesses increased over the past three years, a decrease of 8 percent compared to the 2008 survey. On the other end, 28 percent said their business decreased in 2011, compared to the 14 percent that noted a decrease in the 2008 survey. But, they think things are looking up. The business outlook for 2011 was as positive as it was in 2008, with 50 percent expecting an increase in business for the year and only 8 percent expecting a decrease. “I was pleasantly surprised that there’s still a fair amount of optimism considering the experience we’ve had in the past few years,” Lindahl said. “If you are in business, you have to be optimistic to survive, and I think that kind of revealed itself in our survey results.” The level of optimism in 2011 matches that of 2008. That optimism, of course, was met with economic difficulties that continue throughout the country. There was a shift in the type of businesses in the city. In 2008, sales and marketing-based businesses represented 16 percent of the town’s company make-up. In 2011, that increased to 25 percent. Construction companies decreased from 10 percent of the businesses in 2008 to 3 percent in 2011. At 33 percent, the service industry is the largest chunk of Eden Prairie’s

business landscape. The survey did show a continued growth in home-based businesses, with 29 percent of respondents saying they operate out of their residence. That’s a slow increase since 2002, when 22 percent of those surveyed ran at at-home business. “We’ve always heard there’s a large number of at-home businesses here in Eden Prairie,” Eden Prairie Chamber of Commerce President Pat MulQueeny said. “So, no [I’m] not surprised by the number. I was curious to see if there was a dramatic growth based on the economy, but there seems to be a modest growth in that area.” For those with at-home businesses looking for resources or connections, the chamber offers a lot of networking and connection points that could benefit them, MulQueeny said. The chamber is also looking to reach out with groups such as SCORE (formerly associating itself as an acronym for Service Core of Retired Executives), which offers business planning, marketing and other small business help, MulQueeny said.

Edina swim club appeals pool policy decision BY KATIE MINTZ – SUN NEWSPAPERS The Edina Swim Club is appealing a recent decision of the Edina Park Board to forgo setting a swim team use policy for the Edina Aquatic Center. The Edina City Council agreed to hear the appeal at its meeting Tuesday, Nov. 15. The appeal will return to the council Tuesday evening, Dec. 20, at Edina City Hall. The park board failed to act Monday, Nov. 7, on a proposed policy that would have established the Edina Swim Club as the city’s official youth association for the sport and granted it priority access to the Edina Aquatic Center. A request for comment from the Edina Swim Club regarding the appeal was not returned at press time Park staff proposed the policy following the group’s request for two additional hours of pool time in summer 2012. That time slot is currently held by the Aquajets, an Eden Prairie-based youth swimming

association. The park board instead directed staff to decide how to allocate hours this summer until a new policy is developed and implemented for summer 2013. Absent a policy, Park and Recreation Director John Keprios said each club would keep its existing practice time. Last summer, the Edina Swim Club practiced 6-9:30 a.m. and the Aquajets 9:30-11:30 a.m. before the pool opened to the general public. According to park staff, the Edina Swim Club is comprised of about 75 percent Edina residents while the Aquajets is about 25 percent Edina residents. The proposed policy would have set the residency requirement at 75 percent to be considered the city’s official association for youth swimming. Some park board members rejected the policy for its inconsistency with another city policy. Other Edina youth athletic associations are held to a 90 percent residency requirement for priority use of city gyms, fields and hockey rinks.

Program seeks roofs for homeless youth BY ANDREW WIG – SUN NEWSPAPERS Homelessness is not confined to the big city, but that is where most of the help is. A new program aims to bridge that gap by putting roofs over the heads of older, suburban homeless youth. It is called the Suburban Host Home Program, which has been holding meetings in recent months throughout the metro area, looking for families to take in those who are straddling childhood and adulthood, but have no reliable place to stay at night. “There are no homeless shelters in the suburbs,” noted Nan Corliss, a volunteer for Bloomington-based Oasis for Youth, a resource center for homeless young people. Oasis is one of four organizations instituting the Suburban Host Home Program. More informational sessions are scheduled for Nov. 29 at the St. Louis Park Library, followed by another such meeting Dec. 6 at Hope Presbyterian Church in Richfield at 6 p.m. Dave and Kimpa Moss of Eden Prairie attended one of these sessions, and soon may be part of the first match of the Suburban Host Home Program, which was started in May. Their prospective match is an 18-year-old who has been through foster care in multiple locations in the Twin Cities. “We have all these resources that could help youth that are not sure where they’re going to live, or what they’re going to eat,” said Kimpa Moss, who has raised four children with her husband. Three of them are out of the house, but remaining is a Russian boy they adopted

The Mosses fit the profile of the kind of family that takes interest in serving as a host home. “I think it’s generally people who care about kids,” said Andrea Knoll, volunteer coordinator at Oasis for Youth. Many potential host families have already filled the role informally. Perhaps “their son or daughter brought home a friend who needed a place to stay.” Knoll said. Some of them are just empty-nesters who suddenly find themselves with no one

to care for, she added. Whatever their motivation, those who serve as host families will be fulfilling a dire need during a critical point in a young person’s life, advocates say. So often when a youth exits foster care, “they come out

without skills, and no money to learn those skills,” Corliss said. “And in an economic climate like we are in today, those are the kind of youth where it is impossible to find employment.” This is the path that leads to life in the streets, Oasis volunteers said. “If you can catch the youth, keep them in school, help them from ending up on the street where any number of things can happen … you have a chance to put them in a different direction than a lifetime of homelessness,” Knoll said. Host families and youth undergo screening processes to ensure a positive match. Both write biographies that are included in a catalogue they can leaf through. The youth, who must be 18 to enter the program, make the final decision on the pairings. Host families are not compensated for the arrangement, and are asked to commit to providing food and shelter for 18 months. Kimpa Moss knows her family is not the only one with the resources necessary to become a host family. “I challenge other families to do this,” she said. “I know they have kids that have gone off to college. I know they have big bedrooms that are empty. Help these kids out.”

Jet packs and thought pods and more Gift giving is easy, when money is no object I think for the first time I will try online Christmas shopping this year. It seems easier, and the options seem wider. I have made no purchases yet, but my hunt has begun, and I have found some doozies. Here, I will share some discoveries from a recent online windowshopping session — all things I plan on purchasing as gifts, assuming I find a couple million dollars in my the pocket of my winter jacket when I dust it off for the season. Picking the right gift can be hard, unless it’s a jet pack. And I found an ingenious one, called the Jet-Lev Flyer ($130,000) that shoots the operator 20 feet into the air, powered by water that it sucks up via hose, regurgitating it as a punishing, propelling blast. Whoever is lucky enough to find this one under the tree will have to wait for spring, however — or go on vacation — before they can use it, as the device only works on bodies of water. But it is not your only jet

pack option. A manufacturer called Martin Aircraft makes one that goes for only $86,000, and is said to achieve 30 minutes of flight time. The company calls it the safest jet pack in the world. It’s the Volvo of jet packs. It seems what we’re dealing with here, when picking between these two packs is, do we want to rocket around, funin-the-sun, beer-commercial style with the Jet-Lev water model? Or, do we want something a little more practical, like the Martin Aircraft pack? I think there’s room for both. For quieter times I found something called the Inspirational Archipod. The $40,000, 13-feet-tall, 9-feet-indiameter, igloo-shaped cocoon is designed to imbue the occupant with maximum creativity. Because you’re in a dome, you see? And ideas really bounce around in there. The Inspirational Archipod is shin-

gled by the very creative and handsome Western Red Cedar, which covers the double insulated walls. A gull-winged door opens up to the dome-y interior, which features walls with no visible joints that might trap inspiration, creativity or enlightenment. Portholes, and a clear top that hinges open, allow whiffs of brilliance to float in. I foresee a bright future where Inspirational Archipods dot bucolic corporate campuses across America, ushering in some sort of Age of Aquarius and the 20-hour work week. For now, I bet some people in California have them, at least. If you like motorcycles or science fiction, I might get you the Tron-cycle ($55,000). Based on the movie “Tron: Legacy,” the Tron-cycle — actually called the Light Cycle on the website that sells it — is street legal and accented with strips of electro-luminescent lighting that is turned to a blur by a fuel injected Suzuki 996cc, 4stroke engine. Taking the hunt back to domestic territory, I have also considered my friends and family who prefer that their home décor be made of

firearms. For them I will purchase the elegant AK-47 table lamp. The lamp’s 24-inch porcelain neck is, of course, a pretend AK-47 resting upright on its butt. It costs $445, which I imagine is the price you might pay on the black market for the real thing. I am not in favor of guns — I have never even fired one — so I don’t want to belabor the point, but I must mention, the company that makes the AK-47 lamp, Loaded Objects Ceramics, also makes one modeled after a Tri9mm handgun. The classy ensemble is completed with a set of chess pawns shaped like grenades. The above is just a quick sampling. Dig, and you’ll find some gems yourself. Check out the perfectly named thisiswhyimbroke.com, or uncrate.com or hammacher.com for more outrageous gift ideas. But remember your neighbors, too. Maybe some these zany, highend items can only be obtained online, but your local retailers also could use your business. Maybe buy the jet pack online, but your shops can help you with the more pedestrian items. That is what responsible consumerism is all about.

Something stinks Latest invasive insect species moves into Hennepin County In the ‘80s, elm bark beetles spread Dutch elm disease across the Midwest. Then came the emerald ash borer, threatening ash trees. Now arriving on the scene is the brown marmorated stink bug, which promises to eat just about everything else. The first known sighting of the insect in Hennepin County, also known as the stink bug because of its distinctive odor, occurred last week in Plymouth. A business owner discovered the bug and called a pest service to confirm his suspicions. No infestation was found, however. The University of Minnesota and Minnesota Department of Agriculture also confirmed the insect’s identification. Stink bugs can spread to new areas by flying, but according to ag department plant protection director Geir Friisoe, it tends to spread faster when people give it accidental assistance. “It’s not unusual for this pest to move to a new area inside a box or other shipping container,” Friisoe said. “This bug could cause problems for some plant varieties here in Minnesota.” Native to Asia, brown marmorated stink bugs have been detected in 33 states since first being spotted in Pennsylvania in 2001. It has previously been found in Ramsey, Anoka,

Washington and Winona counties. The ag department says the bugs are a half-inch long, mottled brown and shaped like a shield. The species is distinguished from other brown bugs by an alternative black-and-white color pattern on the margins of its abdomen and dark antennae with light-colored bands. The bugs feed on fruit, leaves, stems and seeds of a variety of plants, including fruit trees, vegetables and soybeans. The bug is also a nuisance to homeowners when they enter homes in the fall to escape the cold. The stink bug releases a foul-smelling odor when disturbed. Sucking them into a vacuum cleaner can also release the odor. Ag officials say the best protection for homeowner is to seal cracks and crevasses through which stink bugs might enter a home, similar to prevention for box elder bugs and Asian lady beetles. If you want to go the chemical route, several sources recommend the insecticide Onslaught. In low numbers, stink bugs can be disposed of in soapy water. Infestations require professional help. The stink bug has the potential to be most damaging to Minnesota’s 100 or so apple growers, many of whom have already begun using bug traps. Anyone who believes a brown marmorated stink bug has been found should capture it and contact the department of agriculture through the Arrest the Pest Hotline 641-201-6684. The purpose of the Legacy Advisory Committee is to promote and coordinate implementation of the 25-Year Parks and Trails Legacy Plan. The committee will have 15-17 members, including to the practical extent possible, geographical and demographic representation. The committee will be a mixture of parks and trails professionals and citi-

Plymouth’s SRF a partner in west metro progress BY PAUL WAHL – SUN NEWSPAPERS Growth and expansion have shaped the landscape in the West Metro for the past 50 years. Through all of the changes from sleepy farm communities to thriving suburbs, one public projects consulting firm in Plymouth has quietly helped construct highway interchanges and bridges and create dynamic urban spaces. The doors swung open in 1961 on what was then called Strgar, Roscoe and Fausch with a handful of employees. Today the company has 220 workers and a number of branch offices. In many ways the company’s growth and success has mirrored life in the western suburbs. The earliest projects SRF tackled arose out of growing communities and an immediate need for infrastructure, according to Barry Warner, one of two senior vice presidents with the firm and a landscape architect. “In those days the city engineer and council got together and agreed on what needed to be done and it was just done,” said Warner, who has been with

the company 16 years. That aspect of public projects has changed over the years as many suburbs near build-out. “A lot of Plymouth residents in part i c u l a r moved out here from G o l d e n V a l l e y w h e n growth and development were getting to be too much for them,” added Randy Geerdes, president and CEO of the firm. Today, Orono, Long Lake and Mound are growing because as the quest for small quiet neighborhoods continues. SRF has followed those folks, having signed on to develop the Dakota Rail Regional Trail. The 13.5-mile trail offers views of Lake Minnetonka and follows the route of the former Dakota Rail Corridor through St. Bonifacius, Minnetrista, Mound, Spring Park, Minnetonka Beach, Orono and

Wayzata. The result of the shift in vision of west metro residents has been a populous much more willing and able to take ownership of their destiny when it comes to developm e n t , Warner says. “We’ve had to b e c o m e much more inclusive and more transparent in our work,” Warner said, which can be a challenge. “It was a whole lot easier back then,” said Tim Phenow, another of the company’s senor vice presidents, “but the process makes for a better project.” Geerdes and Phenow have both been with the company more than 30 years. Technology has also changed the consulting business over the past five decades. Warner remembers developing projects with pencils and bum wad or butter paper – better known as tracing paper – using t-squares and pencils. The single computer the company used was a Wang that took up much of an entire room, for which Geerdes and Phenow remember having to write their own simple programs. Today literally every aspect of SRF’s work is computer based, beginning with electronic bidding processes.

Technology has reduced the time required to process plans for a project considerably. Warner pointed out that the $288 million Crosstown and I-35W project – the largest bridge project in Minnesota history – was designed in 18 months. Computers also assist the companies efforts at collaboration. Projects are parked in cloud storage — data is storage which are generally hosted by third parties – allowing construction companies and others access to the information instantly. Warner said SRF has worked with companies across the country and around the world whose people they have never met. Technology has also impacted the public relations aspect of the company’s work. Today, if someone in a community opposes a project, they may launch a website to rally support to their cause or launch a blog or Facebook page. SRF has waded into the digital river as well, including regularly tweeting information about road projects to keep those who are interested updated. “Sometimes you will even see people blogging from public meetings on projects,” Warner said. Another change in the industry has been the greater emphasis on cost along for public works projects, sometimes a difficult concept for a company that has built its reputation on service and quality. Minnesota Special Hockey expanding opportunities Organization adding teams across state for players with developmental disabilities BY KATIE MINTZ – SUN NEWSPAPERS Some of Minnesota’s most dedicated hockey players returned to the ice last month, and in growing numbers. Minnesota Special Hockey, a nonprofit, volunteer-run league for Minnesotans with developmental disabilities, recently kicked off its fifth season. Since its start in 2006, the program has grown from a six-week trial with 27 players to a five-month season with nine teams across the state. “The more people hear about it the more they want to do it,” Minnesota Special Hockey President Jane Cashin of Edina said. “We probably are the fastest growing special hockey association in the nation.” Minnesota Special Hockey began when Susie Miller, now general manager of Braemar Arena in Edina, was a recreation supervisor for the city with a focus on adaptive programs. After learning about a high-functioning autistic girl on her daughter’s youth hockey team, she told the girl’s family she’d help them find an organization that would allow her to continue playing in the long-term. “There was floor hockey, poly hockey. Minnesota has many programs for individuals with disabilities,” she said. “Just about any sport you want to play you can.” Except for ice hockey, she discovered. In spring 2006, 27 participants came from across the state to play. Miller said she saw a definite need. That fall, with help from numerous other volunteers, Minnesota Special Hockey was launched with two teams – the Edina Stingers and Blaine Polars.

She said he had been attending his sister’s hockey games as her team’s stick boy for years before that, but never had the opportunity to be on a team himself. It’s been a great experience, she said. Participants of every age and ability are accepted to play. The Edina team has players ranging from age 4 to into their 40s. Coaches form lines based on ability so that during games, teams are evenly matched. Each team meets for an hour every Sunday November through March and plays six games a season. “It’s really a chance for kids who can’t play in normal leagues to get out on the ice,” said Greg Williamson of Eden Prairie, who has coached the Edina Stingers for three years. Williamson said “it’s a less about age, size and ability,” and more about giving everyone access to the ice. His son Brett Williamson, 22, joined the team to keep active after finishing his high school career in adaptive floor hockey. He said he enjoys seeing people he knows from work and school. “I have a lot of friends here,” said

Many siblings and high school hockey players volunteer to help as assistant coaches. “There’s a lot of camaraderie,” said Edina resident George Holden, chair of the Minnesota Special Hockey Board, whose daughter Allie, 23, is on the Edina Stingers. “She enjoys seeing the other players every week.” Holden said it costs the nonprofit organization about $5,000 to start a team, and donations are sought to make the program available to more. Minnesota Special Hockey has been fortunate to receive support from youth hockey associations in the various cities where it operates, he said. Many have donated or offered discounted ice time. Each Minnesota Special Hockey player receives a jersey and team stockings from the organization. Scholarships and equipment help are available for those in need. “Our vision is to make ice hockey available to every special needs kid in the state of Minnesota,” Holden said. School on the west and connects to the Medicine Lake Regional Trail, which links French and Elm Creek regional parks. A number of the I-494 interchanges in Plymouth were also designed by SRF. Three Rivers Park District has also been a regular client over the years. Most recently SRF helped design Silverwood Park in St. Anthony for the district. Children at Risk? In his Nov. 8 letter to Hann, Dayton claimed not using the funds immediately would have put 5,000 children with cancer at risk if one $800,000 grant in particular was not used. Sen. Michelle Benson, R-49, requested clarification about that grant during a commission hearing Tuesday, Nov. 15. By Friday, Acomb clarified that in a letter to Benson. “This is not a grant to provide direct oncology care to those diagnosed with cancer,” wrote Acomb. “The grant is intended to reduce the current reporting lag of six months to less than four weeks for pediatric cancers.” He went on to say if the trend of 250 children diagnosed with cancer every year were to continue, it would take 20 years to impact “5,000 children who will be afflicted with these deadly diseases.” “It was an outright lie, and the public should know about it,” Hann said about Dayton’s description of the grant’s impact

The governor’s office press secretary, Katharine Tinucci, did not comment when asked how 5,000 children would be impacted; she did say the impact of not spending the grant money would have been as severe as Dayton outlined in his letter. When asked if any of the five department of health grants would have directly impacted individuals, Acomb said programs at the department of health are about populations of health, which can benefit individuals indirectly, but it doesn’t provide direct care to individuals. “Certainly I think that this grant program will certainly benefit children with cancer and provide them with help that we would all be interested in making sure happens,” Acomb said. “Finally, and unfortunately,” Acomb wrote in his letter to Benson, “what was lost in the discussion during the hearing was the incredibly high toll placed on families and children diagnosed with cancer. The ultimate goal of enhancing our system is to figure out why we have been stuck at the same childhood cancer rate for the past 30 years.” The other two grants in question are going to the state department of human services. Vick, the department’s press secretary, said if the state didn’t move forward with the grant approval, it could

have jeopardized the grant award.

Since the grants went through under an emergency approval, that money has to be spent before the legislative session, Hann said, and once the legislative session starts, he’s going to make sure the money was spent as it should have been. He also said he’d like to see legislation introduced that would change how grants are approved at the state level. When a state department makes a grant request, it would have to let the legislature know what grant request it’s seeking. Then, the legislature would have to look at them and approve it or not. “These grants — they’re across the board,” Hann said. There is federal money going into many state departments, not just health and human services. Some grants are good, Hann said, but not all are, so how does the legislature know the difference without having time to review them? By issuing grant money, the in-debt federal government is spending money it doesn’t have, and it’s wasteful for states to accept the money if the grant is not needed, Hann said.

The crown sits atop your chimney and covers and seals it from the flue liners to the chimney edge. Many chimneys are built with an inadequate crown constructed from common mortar mix. Mortar is not designed for and will not withstand years of prolonged moisture exposure without cracking and chipping which allows water to penetrate the chimney. A proper crown is constructed of a Portland

cement mixture and formed to provide an overhang drip edge. This assures the water will shed helping to prevent erosion in the mortar and brick of the chimneys surfaces. Keeping the crown “watertight” and shedding away from the sponge like masonry elements that the chimney is built of is the most important element to preventing deterioration. At AirBroom Minnesota we use the industry leading line of Saver products to build and repair chimneys. Use of these products allows us to pass on manufacturers material warranties of up to 15 years to our clients. 3) Waterproof your masonry chimney and crown. Most masonry is porous and will absorb large amounts of water. Brick acts like a sponge absorbing water and wicking it to the chimney interior. Products we use are specifically developed for use as waterproofing agents on masonry chimneys. These are vapor permeable – which means they allow the masonry to breath out but not in. This allows water that has penetrated the chimney to escape while preventing additional water from entering from the outside. Non vapor permeable sealers commonly available should never be used because they trap moisture inside actually accelerating deterioration. We use a special permeable sealer with a 10 year consumer warranty to protect your chimney. Doing this before deterioration occurs can save you hundreds or even thousands of dollars in future repairs. Water damage to chimneys is usually a slow subtle process. The problem is generally not obvious until it has become quite serious. Although these prevention measures may cost you a few dollars they can save you a lot more by preventing large future masonry repairs. In May, Scott pleaded guilty in federal court to defrauding an insurance company out of at least $7 million after submitting false claims, according to the U.S.

Attorney’s Office. Scott pleaded guilty to one count of wire fraud and one count of money laundering. Scott’s sentencing was not scheduled after his guilty plea, and he was facing up to 30 years in prison for the charges, according to the U.S. Attorney’s Office. “It almost appears as though he’s attempted to stage his death,” Lindgren said. They can’t assume anything, though. They have to investigate the situation like they would any missing person, but they must also consider the possibility that he staged his death in an attempt to avoid prosecution or sentencing, Lindgren said.

That’s why he’s on a missing persons list and there’s a warrant out for his arrest, Lindgren said. No family, friends or associates have attempted to contact the sheriff ’s office about the investigation or Scott’s whereabouts, Lindgren said. “It is very odd,” Lindgren said. Lindgren would not say if there was blood or other evidence in the kayak. It was transported to the Bureau of Criminal Apprehension, where it will be examined for further evidence, he said. Lindgren urged anyone with information to contact the sheriff ’s office at 320983-8218. The U.S. Attorney’s Office issued the following details after Scott’s May 31 guilty plea: In his plea, Scott admitted he submitted false insurance claims June 2008 to December 2008. He used insurance money to buy three aircraft, a boat and three vehicles. The Internal Revenue Service Criminal Investigation Division seized those items and more than $5 million in various bank accounts.

Scott obtained more than $11 million by filing false insurance claims through his business, Security Management Technologies. On June 1, 2008, a year after he obtained insurance from Zurich North America, he reported lightning struck his business, causing enough damage to claim $9.5 million in damaged property and equipment, the policy limit. Under his policy, he could choose between receiving the cash value of the property or replacing damaged items. He initially chose the replacement option, but later told Zurich that he had received new equipment. Based on that false claim, the company sent three checks to Scott, totaling approximately $9.5 million. For a “business interruption” Zurich also paid Scott more than $1.9 million. That amount was based on a 2007 tax return that Scott falsified and gave to Zurich. On Nov. 16 of last year, law enforcement executed search and seizure warrants at his home, airport hangar, bank accounts and other property.

COMMUNITY NOTES Noon concert series at Wooddale churches The Noël at Noon Advent Concert Series at Wooddale Church began Nov. 30 and will continue through Dec. 15. The second week of concerts, on Dec. 7 and 8, features singer, songwriter and recording artist Sara Renner. Renner is the Director of Contemporary Worship at St. Andrew’s Lutheran Church in Mahtomedi, Minn. The third week of concerts, on Dec. 14 and 15, features Wooddale organist Woody Johnson and pianist Melody Johnson. Woody Johnson has studied organ with internationally known Daniel Chorzempa and Gerald Bales and has played organ or conducted choirs in many local churches. Like so many other players in the Eden Prairie-Wayzata state Class 5A championship game, he gave his all, and Larson’s all was the key to a 13-3 Eden Prairie victory. The 5-foot-10, 195-pound senior halfback carried the ball 33 times for 124 yards and the game’s only touchdown. He scored with 2:45 remaining in the fourth quarter to give Eden Prairie breathing room for the first time in the arduous defensive struggle. “I was prepared to carry the ball 40 times tonight if that’s what it took,” said Larson. “Our offensive linemen are the true heroes of this game. They opened the holes, and we got it done. “Of course, our defense was great,

too. We held a great team to only three points.” Aside from the final score, the statistics were just about dead even. Eden Prairie made 12 first downs to 11 for the Trojans. EP gained 240 yards to 231 for Wayzata. The most noticeable difference in the game was that Wayzata turned over the ball four times. Those turnovers cost the Trojans field position, and in two instances, points. “The two teams know each other well at this point,” said Wayzata head coach Brad Anderson. “It’s tough to come up with any new wrinkles. You take even a 3-0 lead in a game like this, and it’s huge.”

Eden Prairie drove 26 yards on 6 plays for the game’s only touchdown following a fumble recovery by defensive lineman Melvin De-Souza.

Eagle defense excels

Razzle-dazzle play A razzle-dazzle play set up the game’s lone touchdown with 2:51 left in the fourth quarter. On fourth and 14, Eden Prairie tried and was successful on a 25-yard fleaflicker pass from quarterback Grant Shaeffer to Jake Woodring. Following a procedure penalty, which pushed the ball back to the 10-yard line, Larson scored on a fake reverse. “We had run the reverse last week against Totino-Grace,” said Larson. “I faked to Rashawn [Fountain], and the Wayzata players bit on it.” Larson took the ball around left end and into the end zone untouched. Then Ibach kicked the extra point. Wayzata had one last chance, but EP defensive back Logan Duitsman ended it with an interception in the end zone. Then Shaeffer made a first down on an 18-yard run and the clock ticked down to 0:00. Players from both sides expressed

In a defensive game like Friday’s, there are many key stops. De-Souza was EP’s No. 1 defensive stopper. In addition to making eight tackles, he forced two fumbles and recovered the fumble in the fourth quarter. Junior linebacker Grant Gordon added seven tackles and one interception for the Eagles. Senior defensive back Ryan Gunderson made four. Eden Prairie head coach Mike Grant won the seventh state title of his career in Prep Bowl XXX. “This is special,” he said. “We played with a lot of heart and effort. Our last practice [Thursday] was very emotional. “We knew our backs had to hit the line of scrimmage faster than they did in the first Wayzata game [a 9-0 loss], and they did that.” Larson said it was Grant who called the fake reverse play for the fourthquarter touchdown. “It was a great call by coach Grant,” he said. “We run plays for a lot of different reasons,” said Grant. “Wayzata had seen us run the reverse against TotinoGrace last week, so I thought it [the fake reverse] might work.” Eden Prairie and Wayzata were great rivals in their two games this season. It’s not too difficult to add up the points from the two games. Eden Prairie scored 13 points and Wayzata 12. And that’s how close it was. Both teams finished the season 12-1 overall – Wayzata with the Lake title and Eden Prairie with the state title. And it’s never too early to start thinking about next year, if you are a player from either of these top programs. “Monday, we start preparing for Game 1,” said Grant.

SHORTS U of M signs Brancale Sam Brancale of Eden Prairie High School has signed a National Letter of Intent to wrestle for the University of Minnesota. Brancale recently won the 132-pound title at the InterMat J.J. Classic. The Eagle wrestler is 109-8 over the last three seasons and won the state Class 3A championship at 103 pounds in 2010.

South Suburban teams shine in state adapted soccer tournament BY GREG KLEVEN – SUN NEWSPAPERS South Suburban Flyers completed a successful season by winning the state adaptive soccer tournament physically impaired (PI) division consolation title Nov. 18-19 at Stillwater High School. The Flyers, composed of players from Richfield, Bloomington, Edina and Eden Prairie, defeated Mounds View/Irondale/Roseville 8-3 in the consolation finals. South Suburban finished with a 9-1-1 record. Senior Karen Kreidler of Richfield scored three goals as well as Dequan Williams in the state consolation finals. Andrew Mortinson contributed two goals. Goalkeeper Nick Nieson made 13 saves. South Suburban opened the tournament with a 2-1 quarterfinal loss to Anoka-Hennepin. Kreidler scored the Flyers’ lone goal. Kreidler scored 23 points during the regular season. South Suburban averaged 8.1 goals per game heading into state competition. CI Division highlights The South Suburban Jets team competed in the Cognitively Impaired (CI) Division and reached the state consolation finals before losing. The Jets lost 12-4 to St. Cloud Area in the state quarterfinals. Rory Gaston scored four goals for South Suburban. South Suburban goalkeeper Sam Cashin made 26 saves. South Suburban Jets rebounded from that loss with 7-5 victory over Chaska/Chanhassen/Prior Lake/Shakopee in the consolation semifinals. Gaston came through with four goals. Zachary Minn netted two goals and Mark Moren provided one goal. Goalkeeper Cashin was credited with 27 saves. Dakota United defeated the Jets 12-4 in the consolation finals. EP’s defense was at its best, containing a Wayzata offense that averaged 33.1 points in its previous 12 games. However, special kudos should go to Eagle defensive end Melvin De-Souza who finished with eight tackles, two forced fumbles and one recovered fumble. Interceptions by Grant Gordon, Matt Knoff and Logan Duitsman helped clinch the Eagle triumph. Linebacking heroics from Gordon, Drake Michaelson, Jack Cottrell and Heng Ly also contributed to the win. There are many reasons Eden Prairie has been the dominant largeschool football program during the past 15 years.

Granted, the Eagles are blessed with top-notch athletic facilities and plenty of depth because of its large enrollment (3,007). But I have seen other big schools fail to build winning football programs. Mike Grant deserves credit for putting together a quality program from the youth teams to the varsity squad. He directs clinics for youth football coaches to ensure fundamentals and systems are put in place. Grant keeps up with the progress of his youth players as they go through the system. He also puts on summer camps for players and football moms’ clinics before the season begins. Eagle coaches make sure the game is

fun for players at all levels. And Grant makes a point of getting as many as 90 to 100 players involved in various roles during each game. Grant’s assistants teach and bond well with the players. They instill discipline and insist their players respect opponents and officials. Eden Prairie’s football dynasty is not over. A quick look at the Eagles’ varsity roster for the Prep Bowl title game reveals that talented underclassmen such as quarterback Grant Shaeffer, running back Jacob Woodring, defensive back Duitsman, linebackers Cottrell and Gordon, defensive tackle Tyson Reinke and tight end Zach Hovey will be among next year’s returnees.
