EP School Board charters new finance committee To get its financial picture more in focus, the Eden Prairie School Board is creating a Board Finance Committee to collaborate with administrators to get a better grasp on the school district’s financial complexities. The school board had the first of two readings to enact the committee during its Dec. 13 meeting. The committee will meet approximately once a month and comprise of the superintendent, chief operating officer and three school board members. The committee will be limited to making recommendations and will not retain any financial authority maintained by the school board. The district is like a $100 million business, Boardmember Chuck Mueller said, and so often the school board gets reports on various aspects of the budget that are prepared by the administration and brought to the full board during a meeting.

summer. The school board finance committee will also work with another financial committee made up of citizens who administrators work with to review particular district finances. The Community Financial Advisory Committee currently meets twice a year, but it may go to quarterly meetings and the new board committee could collaborate with it further. This isn’t the only committee board members serve on. There’s also a Governance Committee, which oversees the district’s governance policy model, the Connections Committee, which focuses on ways to better communicate with stakeholders, and the Financial Advocacy Committee, which works on ideas and initiatives to work with lawmakers on education topics.

It will be a busy month. The board’s final approval of the committee is also expected in January, and the committee’s first meeting is expected to take place by the end of January, Mueller said. It will be important to get moving right away, though, Mueller said, since the school board wants to answer questions the community may have before beginning a 2012 referendum campaign. Even though the school board formally acknowledged in August that it would like to get an early start on a 2012 campaign, the committee could assess the need for referendum funds. The mid-year budget review, given during the same meeting as the committee’s formal introduction, showed the district’s financial picture is better than expected, with revenue expected to increase and expenditures decrease since the last budget update during the

“So in a two-hour meeting you have to go through some very complex – sometimes complex issues,” Mueller said. So, the finance committee will give some board members a chance to collaborate with administrators and flesh out complex topics before tackling them during a board meeting. “It’s kind of an intermediary step to improve collaboration,” Mueller said. The committee could look into the use of approximately $15 million in reserve funds (nearly $3 million of which is assigned for certain areas), a food service budget with almost $3 million in reserves, long-term budget planning, reasons behind varying costs-per pupil at different schools and how enrollment affects state aid. “This just adds another layer of transparency to the public … I’m actually – I’m excited about it,” Mueller said. Mueller said the idea for the committee came from several board members and Interim Supt. Jon McBroom was very open to the idea. The school board’s representation will comprise of the treasurer and two other board members, who will be

Three Eden Prairie police employees disciplined for improper database use One loses sergeant ranking, two others receive warning letter BY PAUL GROESSEL – SUN NEWSPAPERS Three Eden Prairie police officers received disciplinary action for looking up information on a former Eden Prairie officer for personal reasons. The discipline – one loss of a sergeant ranking and two warning letters – followed an internal investigation on 11 employees’ use of the Minnesota Department of Vehicle Services database system. The following information came from statements from the city; the police department had no further comment on the matter. In September, the DVS requested an investigation regarding the employees’ purpose of accessing the system. On Dec. 14, the city reported that a sergeant and two officers were disciplined for improperly using the system; five officers and three civilian employees were not disciplined. The DVS’ request for an investigation came after the former Eden Prairie officer expressed concern that her records had been accessed improperly. The DVS determined employees in 18 different Minnesota law enforcement agencies ran her name through the system. “The conclusion of the investigation was that in ten of eleven Eden Prairie cases, the woman’s information was accessed for purposes that were not work-

related,” according to a city statement. “In those cases, the misuse of the database did not include any criminal intent nor was he information shared. The subject of the data is a former Eden Prairie police officer and the employees’ access to her information was determined to be personal in nature.” Even though the seven employees’ access was not work related, they were not disciplined since they accessed the information prior to “documented training on the use of the DVS data.” Another employee accessed the information for work-related purposes and was not disciplined. Names of the three disciplined officers were not released, but one officer was a sergeant who had accessed the former officer’s records on nine different days. The officer was relieved of sergeant rank and received five days suspension without pay. The former sergeant accessed the DVS records to obtain the woman’s contact information and to view the woman’s driver’s license photographs. That officer’s access led to others accessing the information. The other two disciplined officers received warning letters; one officer had accessed her information two different days to obtain her contact information. The other officer accessed records on one day to view her driver’s license photographs. The three disciplined officers were also “coached” and retrained on using the DVS system. All members of the police department received training and retraining regarding proper use and access of the DVS system.

Eden Prairie Schools tax levy expected to remain relatively flat next year School district enrollment has declined by 300 students, which is approximately 146 more students than the district had anticipated for budgeting purposes. Magnuson said despite the enrollment decline, the district is back to a nearly balanced budget. Interim Supt. Jon McBroom said the district has approximately $15 million in reserves, nearly $3 million of which is assigned for certain contingencies. Those are reserves that nearly match last year’s reserve balance. But, the decreased enrollment inside a projected balanced budget was something Boardmember Holly Parker wanted explained, since that could be counterintuitive to many people, even with the $50 increase in per-pupil payments from the state. Magnuson said the district budgeted conservatively and the enrollment impacts from one school year don’t impact state aid all at once. State aid payments for one year factor in the current and previous school years, so impacts of

BY PAUL GROESSEL – SUN NEWSPAPERS Since the Eden Prairie School District’s tax levy amount for 2012 is down by $1 million compared to 2011, the school portion of next year’s Eden Prairie property tax bills may not change much. That is, if home values are the same as last year. If the median value home in Eden Prairie remains flat, $326,000, the school portion of the property tax bill would increase $14 for that home, according to a presentation from district Chief Operating Officer Patricia Magnuson. The school board approved the final levy during the Dec. 13 Eden Prairie School Board meeting. But, many home values have decreased, which means school tax increases could be even lower. District-wide property values have decreased an average of 3-4 percent, according to Magnuson’s presentation. The $1 million levy decrease is largely due to enrollment decline, according to Magnuson.

a one-year enrollment decline don’t hit the district all at once, according to district staff. That’s part of the “marginal cost pupil units” calculations that determine state aid to school districts. Yearly district budgets are usually approved in June, but the levy is established in December. Although, administrators did provide a mid-year budget update that showed budget projections are better than initially expected. Compared to the last budget update during the summer, revenue is expected to increase, and expenditures are expected to decrease. Changes include a projected $2 million increase in state aid compared to initial budget projections, according to meeting documents. Federal Title I funds, which many school districts lost last year, have also been restored, according to Magnuson. The district is also reducing a payment from the general fund into a post-retirement account by $500,000, since the district determined that account was stable after reviewing it in August.

Identity theft too frightening to not take protective measures What can I say? I, like most people, love this time of the year. Generally speaking, people are friendlier, and the spirit of giving exists unlike no other time. Depending on your sources of news, you might occasionally hear of such pleasant incidents as an individual making an anonymous donation of $1,000 or even $5,000. And with certain radio stations, the sounds of legendary singers performing a wide array of traditional songs are enough to put you in a good mood. It’s also a time of the year when most take part in tradition, whatever that tradition may be. For me, every year I like to buy myself a gift, even going so far as to package it one year and address it to myself. It was an attempt at humor then as it is now. Unlike years past, however – when I was more focused on “toys” than practicality – I finally decided to buy myself a gift that I feel is well worth the money. Many years ago, I was nearly a victim of identity theft. Luckily,

MICHAEL RICCI Burnsville/Lakeville Community Editor the criminal was stupid, and his attempts were intercepted – not after I was put through the “test” to rule me out as a suspect, however. Even though the perpetrator was not completely successful, it was enough to disrupt my life and certainly give me cause for concern with regard to the future. This incident occurred nearly 20 years ago, so imagine how much more sophisticated these criminals have become. Statistically speaking, the numbers to me are staggering, but the problem with the figures is consistency. According to Mike Prusinski, LifeLock senior vice president of corporate communications and a certified identity theft risk management specialist, the mechanisms used to report

such crimes are not reliable due to a great disparity from one to the next. Javelin Strategy & Research reported 9.1 million incidents last year, while the Federal Trade Commission said around 250,000. And the Department of Justice reported 8.6 million households, so Prusinski has a great point. In simpler terms, this means the law is far behind the sophisticated nature of how most of these crimes are committed. “We need a better reporting mechanism that is going to allow us to really look at this crime,” Prusinski said I’m in total agreement, but reporting such crimes typically occurs after the fact. I would much prefer to avoid the hassle in the first place. That is what LifeLock and other similar agencies are designed to do. Until police, which Prusinski teaches on occasion, catch up and are better equipped to create a deterrent for the criminals, we all are vulnerable – some more than others

depending on spending habits. With Christmas just around the corner, and of course the spending that comes with the time of year, it would be in everyone’s best interest to use cash. If this is too inconvenient, then all ought to use credit cards instead of debit cards, since debit cards provide direct access to your bank account. With credit cards, should any act of thievery occur, the burden is the credit card company’s, not yours. Better yet, should you know in advance one or more stores, and can’t think of an idea, buy gift cards. Again, no direct access to your bank account. From phishing schemes — online methods of luring unsuspecting victims to click on images or other links that allow criminals to view your entire keystroke record — to high-tech tools that allow thieves to retrieve your debit card data even after it has been used at an ATM or gas pump,

check. My most fervent wish is that the people of our state govern those elected and hold them accountable. The political representatives whom we chose to elect are expected to adhere to the standards we the people have required of them. This delinquent behavior that we have seen over and over again from politicians is unacceptable, and there is no reason for allowing it to continue. Yes, citizens can sit down in discussion with elected officials in efforts to save money and com-

mon sense. Not long ago, there was a proposal by the city of Eden Prairie to purchase costly undeveloped land to build a new city hall; the estimated cost was to be $28 million. It occurred to me that spending that amount of taxpayer-funded resources was unnecessary and alternative solutions were available. Perhaps city officials were unaware of all their options. I requested a meeting with the city manager, in which

LETTERS TO THE EDITOR Keep politicans accountable, working for us To the editor: I grew up on a farm in North Dakota during the 1930s and early 1940s as one of fifteen children. Work ethic and selfreliance were expected, and often times rewarded. My siblings and I were early to rise, early to bed and our chores were important. The first chore that was given to me when I

was 7 years old: slopping of the pigs. The hogs would often be greedy with each other over food, and it was necessary to keep them in check by letting them have it across the snout with a two-by-four – not hard, of course. Sure, they squealed and whined, but they also learned their lesson. Later in life, I look back on this experience and am reminded of greedy politicians. We cannot continue to allow our elected representation to ignore us, and we must be persistent in keeping them in

This is particularly invasive and more likely to greatly harm one’s financial standing as well as reputation. “Somebody could be using your SS and you don’t even know it,” Prusinski said. And he is exactly right. When this nearly happened to me, I had no clue. The next thing I knew, I was sitting at the Minneapolis Police Department watching a security tape of my perpetrator attempting to get a valid Minnesota identification card using my name and Social Security number, plus any other personal information he was able to acquire. According to Prusinski, people who use any public WiFi system are particularly susceptible to their Social Security number being stolen out of thin air, literally, as these criminals nearly can cherry pick victims on an unencrypted WiFi network. But this is all child’s play when it comes to the lengths to which criminals will go in the age of social networking.

“These criminals have gotten so good at social engineering, and that is them recreating your profile,” Prusinski said. Through a series of false emails, of course after hacking into your Facebook for example, these criminals have been successful in stealing one’s social networking identity and soon begin fleecing their friends and acquaintances, using the networking connection to their advantage. Right now, all of us in the United States are 10 times more likely to be victims of identity theft than having our cars stolen. According to the Secret Service, identity theft is the fastest growing crime in America. “We have seen parents take advantage of children and children taking advantage of elder parent,” Prusinski said. “There really is nothing that can stop all forms of identity theft.” I could go on and on with more statistics of this ever-growing crime, but suffice it to say – it’s one that appears to be just in its infancy and the future appears bleak in terms of combating the problem, which is why this year I bought myself some peace of mind with LifeLock, as well as a box of fine cigars to enjoy while I sit next to the fire and watch “A Christmas Story” for well over the 100th time. ing and going to school in Minnesota, I have learned one thing, and that’s Minnesotans are not nice. I have come to the realization that the only people who do think Minnesotans are nice are Minnesotans themselves. I have been to many different states and countries and in all honesty, I have never met people as rude as the people from Minnesota. After reading Daniel Callahan’s column on the differences of Minnesota and Arizona (“Ten months later, it’s time to reassess,” Dec. 15), it made me think how there is such a thing as “Minnesota Nice,” but it is definitely in a different category than genuinely kind people in other states. Grants FROM PAGE 1 Eden Prairie String Academy Director Michelle Persian said she’ll be able to purchase three instruments with the grant money, which will allow the academy to educate three children in families that could not afford one. The nonprofit provides string instrument education through orchestral experience, lessons and ensembles. Persian was a public school teacher then decided to start the academy so she could help children beyond the classroom. The academy is celebrating its 15th anniversary this year, she said. She began helping second graders only, but now it’s grown to help through high school ages. Soon, some academy alumni are getting together to celebrate the anniversary, Persian said. Former participants include a youth educator in Iowa and a couple former students attending college for music education and musical performance. “My little gal that started on the viola when she was in third grade played the viola because I played ‘Star Wars’ (theme song). She wanted to play the viola because I played ‘Star Wars,’” Persain said, and now she is getting her master’s degree in performance and chamber music. At the beginning of the school year, Persian said parents call saying they want their child to play an instrument, but they don’t have the funds to do it. The academy has financial aid for tuition, but it doesn’t provide instruments. “So this grant money is going to help us buy three small instruments, so hopefully next fall I will be able to start three little ones that will not necessarily be able to play if we didn’t have this,” Persian said. Friendship Ventures – $1,000 grant Mary Beth Schleif, grants coordina-

tor for Friendship Ventures, said the nonprofit will use the grant money to buy several health and communication oriented materials for the camp that provides people with disabilities a chance to experience the outdoors and activities they otherwise would not. The money will be used to purchase five communication notebooks and 50 communication bracelets that contain images to help campers who can’t speak communicate what they need or what activities they would like to participate in. Friendship Ventures will also purchase 10 water coolers to help keep everyone hydrated during the summer. Prepaid cellphones, which can come in handy when workers take campers on trips, are also on the list. New American Academy - $4,000 grant The academy, located in the Golden Triangle business district in Eden Prairie, has helped more than 200 Somali students improve their grades through programming outside the classroom. It also helps the students and immigrant families get citizenship and settle into the Eden Prairie and other Minnesota communities. The state retains a large percentage of the country’s Somali immigrant population. Founder Asad Aliweyd, who recently left his high school teaching position to focus on the academy, said the muchneeded grant money will be used to purchase computers, printers and education software. The PROP Shop - $5,000 grant The grant money will be used to replace tarnished carpet, said PROP Shop Director Cindy Eddy, which has seen a lot of traffic lately. “PROP Shop has grown ridiculously. It’s out of control. Seriously out of control,” Eddy said. In the past year it has helped 1,475 families, which is about 5,000 people, she said. Last month it had 238 families come

All families can come back once a month, she said, but people come back an average of three times looking for furniture, clothes and other items the PROP Shop provides to help people get back on their feet. Around 1,000 people have volunteered at the organization, and it has 350 active volunteers, including 90 students, she said. The oldest volunteer is 92, and children usually start volunteering around age 14.

The carpeting will be replaced with a new commercial tile floor at the building’s entry. PROP Shop is located 15195 Martin Drive, Eden Prairie. The Eden Prairie Foundation has offered more than $1 million in grants to Eden Prairie organizations since it was founded 30 years ago. It offers grants twice a year, financed through donations and organized by a volunteer board of directors. The Eden Prairie Foundation Ball, the group’s largest annual fundraiser, will be held in April 2012.

EP School Board finalizes search firm selection Executive search firm includes former Minnesota school chiefs BY PAUL GROESSEL – SUN NEWSPAPERS The Eden Prairie School Board has formally hired Illinois-based School Exec Connect to help with the district’s search for a new superintendent. The school board approved a contract with the firm, not to exceed $21,700, during a meeting Dec. 13. District Communications and Community Relations Director Bob Noyed said the first meeting with the search firm took place Dec. 15, where it started collaborating on strategy for the search. Three former Minnesota school officials, according to the school district, will guide school Exec Connect’s assistance in the search. Minnesota associates working with the search firm include retired Edina superintendent Kenneth Dragseth and retired Brooklyn Center schools superintendent Antoinette Johns, both partners with the firm. The firm has helped other area school districts find a superintendent, according to its website, including Wayzata Public Schools (Chace Anderson), Rochester Public Schools (Michael Munoz), Robbinsdale Area Schools (Aldo Sicoli) Richfield Public Schools (Robert Slotterback) and Anoka-

Hennepin School District (Denny Carlson). A subcommittee of the Eden Prairie school board chose School Exec Connect out of five responses to a call for proposals. There were two firms with strong qualities, but School Exec Connect had the particulars pertinent to Eden Prairie, Boardmember Holly Parker said during a November meeting. Those particular qualities the board emphasized: an ability to engage with the community and staff; an ability to conduct a national search for candidates; understanding the role of governance policy in the process and willingness to make their search method flexible, Parker said. School Exec Connect is comprised of former superintendents, and it conducted a superintendent search for the Rochester Public Schools system, which has a diverse community and issues, Parker said. Jon McBroom, who retired June 30 from Shakopee schools after 11 years as its chief, stepped in as interim superintendent Nov. 1 after Melissa Krull’s departure in September. McBroom’s contract runs through June 30, 2012. The main thrust of the superintendent search is expected to begin next year, once the newly elected school board members take their seats. Joining the board for the first time will be Karla Bratrud and Dave Espe, along with reelected members John Estall and Parker.

Smiles Change Lives is now serving low-income kids in the Minneapolis area thanks to the dedication of local orthodontists. Due to the generosity of the Minnesota Dental Foundation and a new Smiles Change Lives orthodontic provider, one young lady will receive a full scholarship to this program – just in time for the holidays. Dr. Doug Vayda from Eden Prairie Orthodontic Associates has recently joined SCL to help local children smile with confidence. In fact, Vayda would like to donate care to 20 Smiles Change Livesapproved youth annually. “I’m so pleased to be a part of this program and help the kids and families who need, but cannot afford orthodontic treatment,” says Vayda. “Giving back is a big part of our practice’s commitment to service and Smiles Change Lives makes it easy for us to find the children who have the greatest need,” he adds. SCL requires that each approved patient’s family pay a $500 program fee in return for full orthodontic treatment. However, during this one-time opportunity, Brianna Joy-Vidmer has been awarded a full scholarship to the Smiles Change Lives program with support from the Minnesota Dental Foundation. Staring Lake Observatory honored The Staring Lake Observatory in Eden Prairie has won an engineering award. The observatory won an “Excellence in Structural Engineering” award from the National Council of Structural Engineers Associations. There were three awards presented in eight categories. The awards were presented during an October NCSEA conference in Oklahoma City, Okla. From an NCSEA announcement: “Staring Lake Observatory, located in Eden Prairie, Minnesota, is a truly unique public building. Unassuming by design, this 16 foot by 16 foot ‘cabin in the woods’ structure is an atypical public observatory and blends beautifully into its wooded lakeshore setting. Most telescope observatories have a track-supported sliding roof or dome-with-sliding-window through which a telescope is aimed at the sky. Staring Lake Observatory has two rustic, wood-sided walls that swing open and a green, metal rotating roof that allows an unobstructed view of the sky, showcasing one of the largest reflecting telescopes in Minnesota.” Carolyn and Doug Kohrs of Edina and Sue and Steve Mohn of Eden Prairie donated $125,000 and $10,000, respectively to construct the observatory, so it could house the nine-foot-tall, 1,000-pound telescope donated by the Minnesota Astronomical Society after it had been in storage for years.

Snowmobiling in Three Rivers parks For the 2011-2012 winter season, Three Rivers Park District is continuing its partnership with area snowmobile clubs to provide linking trails in eight Three Rivers parks. Under partnership agreements, snowmobile club members groom the trails. Although the trails are maintained by the snowmobile clubs, park district staff reserve the right to close sections of trail due to lack of snow cover. It is critical snowmobilers stay on designated trails while on park district property. Park hours are from 5 a.m. to 10 p.m., and any snowmobiling outside of these hours is prohibited. All snowmobilers are expected to follow state statutes and Park District Ordinance. Snomobilers must register their snowmobiles and obtain a Snowmobile State Trail sticker in order to ride on any trail within the park district. ebration of the birth of Christ will be poignant for The Rev. Leith Anderson. He will climb to the pulpit at Wooddale Church to give his final Christmas sermon as senior pastor. He will retire after 35 years of service Dec. 31. Anderson will continue to serve as president of the National Association of Evangelicals, a post he has held twice – most recently having taken the position after the resignation of former president Ted Haggard in 2006.

Anderson will also have a continuing relationship with Wooddale, as pastor emeritus or a similar role. “It’s the right time,” Anderson said of his decision to step down. “The church is healthy, happy and strong … we’re in a good place. Building off strength is a good thing.” Anderson says he will miss the people who are part of the church, but will be happy to have a lighter schedule. He has seen many changes in the church, which began as The Wayside Chapel in 1943. Later in 1949, the congregation became Wooddale Baptist Church of Richfield. During Anderson’s tenure, the church moved into a 63,000square-foot, 2,000-seat facility on Eden Prairie’s northern Anderson edge. A second campus was opened in 2008 in Edina, along with nine church plants across the Twin Cities. Wooddale also took on mega-church status with attendance running into the thousands for five Sunday services in Eden Prairie and two in Edina. Anderson said it was never the congregation’s goal or his for the church to become one of the largest in the country. “Wooddale has always been about ministering to people in this region,” he said. Anderson has pastored through a number of changes in the local church, Christianity nationally and internationally. His first challenge at Wooddale was overcoming the congregation’s skepticism over hiring a pastor many thought was “too young.” Looking back he says he spent the first three years in his position more as an interim pastor. Anderson replaced Peter Unruh who had served for 19 years. The church dealt with changes in worship styles as younger members of the congregation shared their desire for music and ministry approaches that were less liturgical. Today Wooddale offers both traditional and contemporary worship services, along with a more edgy worship style during its Saturday night service. The growth in the scope and impact of Evangelicals has also helped shape Wooddale and other churches, Anderson said. “Faith is a part of our national conversation today whereas it wasn’t as much 35 years ago,” Anderson said. The church is also changing because of the shift in growth an influence of the church away from North America in favor

of South American, Africa and Asia. In the United States, church attendance and numerical growth of Christians is flat compared to those areas, Anderson said. Among the challenges for churches today is dealing with immigration issues and the rise in the number and power of the Muslim community. Anderson and the NAE have been at the forefront encouraging a more empathetic approach to immigration that says the current system is broken and emphasizes that an immigrant, just like any other person, is made in the image of God and thus deserves to be treated with respect. Anderson has also been lauded by many for his role as mentor, including to many of the Wooddale pastoral staff. Jill Fox, the church’s young adults pastor, said she came on staff at age 26 with a strong desire to be an effective leader. “I had no idea that the best education I would get would come from sitting under Leith’s leadership,” she said. “Leith has taught me more about church leadership than I could have possibly dreamed.” She called Anderson a “strong leader” who believes in investing in young leaders. “Leith has opened doors for me to speak and lead that would not have otherwise been possible,” Fox said. “I will miss my mentor and friend, but I am grateful for all he has taught me.” Tom Bell, Wooddale’s pastoral care pastor, has been an associate of Anderson’s for 16 years. “Through his leadership, I’ve learned to look at ‘church’ through the eyes of someone not yet connected,” Bell said. “Leith has given vision and leadership in ways few pastors do.” The church will begin implementing its pastoral succession plan shortly, including a search process that could take up to two years. Grace Church, Eden Prairie’s other mega-church, spent two years searching for its most recent senior pastor. Church consultants say that is not an uncommon time frame. The church may appoint an interim pastor to serve during the search process, Anderson said, adding he is committed to the success of his successor. “I would hope for someone who is faithful in teaching the Bible and loving people, as well as respecting the history of Wooddale while carving a way into the future,” Anderson said.

911 dispatch facility green-lighted BY PAUL WAHL – SUN NEWSPAPERS A proposal to build a new Hennepin County Sheriff ’s Office 911 Emergency Communications Facility in Plymouth has received another 10-4. Hennepin County Commissioners voted Dec. 11 to approve the schematic design for the facility. Initial approval for the work was granted by the county board last November. The 59,200 square-foot facility will be constructed on county owned land near Hennepin County Adult Corrections Facility, 1145 Shenandoah Lane, Plymouth. Groundbreaking is planned in 2012 with completion scheduled for 2014. “When you call 911, our dispatching system must send emergency service without delay,” said Hennepin County Sheriff Rich Stanek. “This is a critical service and we must have the needed infrastructure in order to provide this service in a way that is always reliable and uninterrupted.” The current facility in Golden Valley, which has been in service 64 years, can no longer handle the infrastructure and technology requirements, the sheriff ’s office maintains.

The 14,400 square-foot center is one of the largest consolidated public safety answering points in the Upper Midwest. Personnel dispatch for 19 fire departments and 23 police agencies in 36 communities – roughly 22 percent of the state’s population. The dispatch center receives 670,000 calls and anticipates an average annual call growth of almost 5 percent – an expected maximum of 750,000 calls going in to 2012. Almost no opposition to the construction proposal was heard when it came before the Plymouth City Council in January. City officials were assured that the facility would generate few additional “lights and sirens” calls. In May the board approved a contract with Wold Architects & Engineers for preparing a schematic design for the facility in an amount not to exceed $302,600. The entire project is budgeted at $33.75 million. In addition to the dispatch center, the building is expected to house the Sheriff’s Radio Systems Operations and Technical Services. The unit maintains communications equipment in fire, police, emergency medical and public works vehicles for agencies across the county. It will also house the Critical

Infrastructure Radio and Data Network Center, one of six sites in the state, which hosts the statewide Allied Radio Matrix for Emergency Response system. It was developed to improve communication amongst emergency services during natural and manmade disasters. In July, the county was granted $4.7 million from the state to be used toward funding the Plymouth facility. It was part of a bonding bill approved by the legislature and signed by the governor. The county had originally requested $30 million. The county has also been seeking federal funding to help pay for a portion of the dispatch center’s cost. A proposal to appropriate $500,000, offered by U.S. Sen. Amy Klobuchar (DMinn.) was eventually defeated. According to records, the county continues to seek $975,000, primarily for technology and equipment. Before the Plymouth location with its communications towers already in place was approved, the county had considered spending $50 million to build at another location. Hennepin County Administrator Richard Johnson has gone on record saying

the project costs would range between $30 million and $40 million. Part of the expense is building a “hardened” structure that can withstand blizzards, tornadoes and even terror attacks, something the Golden Valley facility does not offer. Several emergency services departments have in previous years requested the county take over dispatch responsibilities, including Golden Valley. Sheriff ’s Department spokeswoman Lisa Kiava said that no requests for service were pending. Golden Valley eventually secured dispatch services through Edina Police Department. Golden Valley had been paying $337,0000 annually to contract with St. Louis Park Police Department previously. Plymouth is the largest of the cities served by the county facility, which was answering a phone or radio call every 11 seconds in February, 2010. Among municipalities that are served by the communication center are Deephaven, Eden Prairie, Excelsior, Golden Valley, Hopkins, Minneapolis, Minnetonka, Richfield, Shorewood, St. Anthony, St. Louis Park, Tonka Bay and Woodland.

Minnesota Dance Theatre Artistic Director Lise Houlton will direct the performance, with more than 70 dancers, choreographed by her mother

and Minnesota Dance Theatre founder Loyce Houlton. Minnesota Dance Theatre is a nonprofit professional dance company and school that brings together ballet and contemporary techniques. This year, the Tchaikovsky score will be pre-recorded due to ongoing work on The Cowles Center’s unfinished orchestra pit. Tickets are $36 and can be purchased in person at The Cowles Center box office 11 a.m. to 5 p.m. Tuesday through Friday and two hours prior to

International School packs 150,000 meals On Friday, Dec. 16, the entire student body of The International School of Minnesota traveled to Impact Lives in St. Louis Park to package 150,000 meals for people in the Dominican Republic.

It was the third year that the students have participated in “ISM Against Hunger� and raised money to package these meals, and it will be the third time that students will accompany the food to deliver it directly to the recipients. ISM will ship the meals to the Dominican Republic, and students will travel there next summer to distribute the food, help build houses, educate and establish relationships with the individuals they serve.

Eden Prairie skaters gain valuable experience in Edina Hockey Classic BY GREG KLEVEN – SUN NEWSPAPERS Eden Prairie head boys hockey coach Lee Smith enjoys challenging his players. And he did just that when he entered the Eagles in the 2011 Edina Holiday Classic. The defending state Class AA champion Eagles played state tournament-caliber teams in the three-day event Dec. 1517 at Braemar Arena. Eden Prairie came away from the elite prep hockey tourney with a 1-1-1 record. Eden Prairie, now 4-1-1 overall, tied Elk River 3-3 during first-round action. “We had a great comeback after being down 2-0 heading into the third period,” Smith said. “I feel good about this team. “We are a young team, but the guys have a lot of hockey experience.” Down 2-0, the Eagles got goals from Luc Snuggerud and Danny Halloran in the third period. Assists went to Nick Bentz, Andrew Knudsen and Chad Dahlquist. Elk River went ahead 3-2 at 14:55 of the period before Eden Prairie’s Knudsen sent the game into overtime with a goal at 15:30. Neither team was able to score in the overtime session. Eden Prairie goalie Jake Gerdes stopped 26 shots. Eden Prairie had 34 shots. Eden Prairie defeated Grand Rapids 31 in the second round.
