EP caucuses have strong turnout BY PAUL GROESSEL – SUN NEWSPAPERS The chairs for both Senate District 42 Republicans and Democrats were pleased with the turnout for their respective caucus Tuesday, Feb. 7 in Eden Prairie. The presidential straw poll is what attracts many caucus goers, but those who attend their precinct meeting can also volunteer to serve within the party, discuss their topics of interest and create motions that, if popular enough, could work their way to a political party’s state convention and become part of the party’s platform. As for the Republican presidential straw poll results, former Pennsylvania Senator Rick Santorum won the state straw poll and the District 42 straw poll. He earned 40 percent of the district’s votes. Former Massachusetts Gov. Mitt Romney was second, with 27 percent of the votes.
All of the Republican candidates made appearances in Minnesota prior to the non-binding caucuses Tuesday, and week-to-week front runners have fluctuated between former U.S. Speaker of the House, Newt Gingrich, Santorum and Romney, who often gets attention as the expected Republican nominee. At the national level, many Republicans are concerned about the country’s direction – hence the District 42 Republicans’ strong turnout, according to Papineau. From his personal perspective, Papineau said the Republican presidential candidates need to stop fighting amongst each other – hence the district’s straw poll results. “I think that what you see in the expression in the straw poll is an objection of the in-fighting that’s been going on,” Papineau said. Hopefully Tuesday’s caucus was a message, saying let the Republican Party get down to the issues and focus on what they have and not do this in-fighting and attacking each other, he said.
“I think the caucus process is an interesting process,” District 42 Republican co-chair Marc Papineau said. “It brings a lot of people out. … I think there’s more focus and more enthusiasm this year than I have seen [from other caucuses].” Nearly 1,000 people from the state district showed up for the district’s GOP caucus. With no presidential primary, Democratic caucus attendance was around 500, according to DFL chair Laurie Pryor. “It actually went really well,” Pryor said. “We had a good turnout. About 500 people from our senate district, and you know, so we didn’t have anything contested … so for us the caucus was about gearing up and getting organized for the 2012 campaigns.” But, she thought a couple factors could have kept attendance down. The media attention from the GOP primary candidates and seemingly more media attention for the Republican caucuses could have kept DFL attendance down, she said.

County lakes close to vehicles; fish houses getting iffy BY BLAZE FUGINA – SUN NEWSPAPERS The first day of spring may not fall officially until March 20, but officials are warning Hennepin County lake users ice is already dangerously thin in many areas. Hennepin County Sheriff Major Darrell Huggett announced all lake access points were closed at a new conference Feb. 9. That means cars, trucks and SUVs are taboo. “It is unsafe for vehicles to drive on the ice, the lakes, rivers and ponds of Hennepin County,” said Huggett said. “Recreational vehicles such as snowmobiles and ATVs will be allowed on county lakes.” Huggett has been overseeing the department’s Enforcement Services Bureau since early January. It includes the patrol and communications division. Owners of vehicles caught on the ice are subject to a misdemeanor citation. Huggett said the early restrictions are due to the unseasonably warm temps this winter which have created inconsistent ice conditions. A sheriff ’s department spokesman said that at least five cars have fallen through lake ice in the past week. Besides Lake
Minnetonka, vehicles have fallen into Medicine Lake in Plymouth, Bald Eagle Lake near White Bear Lake and Lake Riley in Eden Prairie, among others. “This is a very uncommon winter we are having,” said Huggett. “Talking with folks in the community, I want to reiterate that this is something that we haven’t seen ever.” Hennepin County Sheriff Rich Stanek explained the need for barring vehicles this way. “We’ve had freezing and thawing on area ice and area lakes. ” he said. “It’s not worth the loss of life, or serious injury, just to drive on a frozen lake.” The sheriff ’s office had “beefed up” its patrols on the lakes prior to Feb. 9. A number of signboards were posted in the area to announce the unsafe ice conditions. “This is something we don’t want to take a chance on,” said Stanek. “We’ve spoken with the Department of Natural Recourses, and they concur with our decision, and that’s the way it will be.” Huggett also touched on removing fish houses from area lakes. “That’s part of the reason why, at this point, we are not restricting ATVs and snowmobiles,” he said. “I tell everyone

that we are still very concerned, and that you have to use caution.” Huggett said the department recommends people begin removing shanties immediately. “The fact of the matter is that in several weeks the ice will start pulling away from the shoreline,” said Stanek. “It’s
going to happen naturally in several weeks. We’re pushing it up a little bit because we don’t want to see those cars, those SUVs and those pickup trucks go through and risk people’s lives.” Huggett said that the ice restriction includes upcoming festivals that are taking place on county lakes.

EP’s call to service for service members Rotarians, Lions seek help with Beyond the Yellow Ribbon project BY PAUL GROESSEL – SUN NEWSPAPERS A ribbon means more when it’s pinned to service. Eden Prairie Rotarians and Lions are hoping residents and organizations will lend a hand to veterans, military service members and their families when they need it. Organizers are in the early stages of getting Beyond the Yellow Ribbon certification for the city. For years, Beyond the Yellow Ribbon has helped communities rally around service members for daily activities or when problems arise. Certified cities meet 16 different criteria to show the Beyond the Yellow Ribbon organization that there is a network of community leaders and connections that can provide help when something happens. For example, if a furnace breaks down while a spouse is serving overseas, someone can send a repair man out to fix it, possibly for a reduced price or for free. Aide can be as simple as mowing lawns, too. Beyond the Yellow Ribbon cities provide help in many areas – legal, medical, car repair, plumbing, “just about anything anyone would need help with,’ said Bob Danielson, president of the Eden Prairie Noon Rotary and one of the organizers behind the certification effort. He, Noon Rotarians, the A.M. Rotarians and Lions Club have been organizing to get leaders from different facets of the city informed about the voluntary program. Those facets are comprised of the city gov-
ernment, schools, police and fire, business, faith-based organizations, Veteran organizations and providers of social and medical services. “Basically [we are] hitting all these different designated areas of support,” Danielson said. In essence, having at least one representative or contact point from each of those areas makes it easier to solve a service member’s problem when it arises. Danielson said the initiative began last year, when Rotarians were looking for a new service project. Beyond the Yellow Ribbon fit their bill. There are approximately 20,000 Minnesota National Guard and Army Reserve officers in the state, according to a Yellow Ribbon organizer, and there are 46 certified cities in Minnesota, according to the organization’s website. Lt. Adam Kedrowski works for Beyond the Yellow Ribbon, helping cities through the certification process, which usually takes about a year, he said. His coverage area is Scott, Hennepin and Carver counties. He is currently working with 13 cities on their certification. In Eden Prairie, it’s early in the process. Organizers are making contacts and identifying community leaders. “That’s what we’re doing right now,” Kedrowski said, “and trying to identify groups that want to help with effort.” They’re looking to form a committee and a committee chair to lead the Beyond the Yellow Ribbon certification for Eden Prairie, and they’ve scheduled a community meeting for anyone interested in learning more, Danielson said. The meeting has been scheduled 6:30 p.m. Wednesday, Feb. 22, in the Heritage Room at Eden Prairie City Center, 8080 Mitchell Road.

Eden Prairie’s registry: A good example to follow Domestic Partner Registry affords some benefits to couples The Eden Prairie City Council is the latest to approve a Domestic Partner Registry that legally enables couples living together and not married to acquire certain benefits. Domestic partners can be any couple, including same-sex and heterosexual couples. After filling out a one-page form and in some cases paying a slight fee, these couples can be eligible for bereavement leave, family leave and insurance benefits at companies that recognize domestic partnerships. The couple must be unmarried and living together, live in the city and be committed to one another to the same extent as married persons are to each other, except for the traditional

marital status and solemnities. Back in 2008, former Gov. Tim Pawlenty vetoed legislation that would have allowed partners of state, federal and city employees to a have the same benefits reserved for married couples. His veto, however, didn’t prohibit individual cities from approving an ordinance for their own domestic partner registry. Minneapolis, St. Paul, Edina, Golden Valley, St. Louis Park, Eagan and Richfield have approved these registries. Rochester, Red Wing and Duluth also have them. The Eden Prairie City Council wrestled with the registry before approving it on second reading, 4-1. One council member, Brad
Aho, said it wasn’t needed, that only nine people in neighboring Edina registered for the benefits and only 2 percent of the cities in the state have adopted it. More to the point, he argued that the ordinance undermines marriage because it infers that any marriage is as equal as the partnership. Councilmember Kathy Nelson said the proposal has nothing to do with the proposed marriage amendment that will be on the ballot in November. “The ordinance,” she said, “does not make a statement in favor of or against any state law, and it is not political.” Another council member, Sherry Butcher Wickstrom, reminded that the city has a Manifesto which encourages diversity. It’s a way of acting and not just talking about diversity, she said. Mayor Nancy Tyra-Lukens was surprised more people didn’t object to the registry. The pattern in cities where it has been
passed is that most people find the registry reasonable. The mayor struck the right chord when she said: “The ordinance may not affect many people, but we deal with things that affect a small number of people all the time, as well as decisions that face all Eden Prairie residents.” That’s the genius of local government; it is local enough to be concerned about all of its neighbors. This action by the Eden Prairie City Council is to be commended, because it enables citizens to get benefits under the law regardless of their marital status as long as they live together in their community. Effective ways to close the achievement gap BY JOE NATHAN – GUEST COLUMNIST “This was monumental,” according to Gary Cunningham, vice president at the Northwest Area Foundation in St. Paul. About 200 educators met last week to learn from some Minnesota’s public schools that have been most effective in closing the achievement gap. They were from district and charter public schools, and they focused on helping students. The African American Leadership Forum (AALF), General Mills Foundation and the University of Minnesota cosponsored the meeting. Cunningham believes “All children will benefit if this continues.” I agree.
Eric Mahmund, co-founder and executive Director of Harvest Prep in Minneapolis, was one of the keynote speakers. Harvest Prep frequently has appeared on lists of Minnesota’s “Beat the Odds” schools. That’s because despite the fact that more than 90 percent of its students are from low-income families, and more than 95 percent are African American, 82 percent of the schools students tested “proficient” in math, and 76 percent tested proficient in reading. Both are above the state average. Mahmoud listed five key gaps in Minnesota. He’s found that “schools can overcome all of them.” • Preparation Gap (too many
youngsters from low income families come to kindergarten with low birth weight, not having heard enough words or encouragement. • Time Gap: Given the preparation gap, many youngsters from low-income families need a longer day and a longer year. • Belief gap. Mahmoud called this “the most important gap.” It’s the belief of some people that students from lowincome families cannot succeed in school. • Teaching Gap – failing to use research based approaches. • Leadership Gap – More leaders needed who know how to overcome other gaps. Mahmoud recalled the 1979 words of the late Harvard Professor, Ron Edmonds:
“How many effective schools would you have to see to be persuaded of the educability of poor children? If your answer is more than one, then I submit that you have reasons of your own for preferring to believe that pupil performance derives from family background instead of school response to family background. … We can, whenever and wherever we choose, successfully teach all children whose schooling is of interest to us. We already know more than we need to do that. Whether or not we do it must finally depend on how we feel about the fact that we haven’t so far.” Bill Wilson is former NATHAN: TO PAGE 8

Board member and a member of the African American Leadership Forum, explained that “this was a pilot. We wanted to see if people would come. Today was a trial. This was long overdue, and I hope it’s the start of something.” Jeffrey Hassan, an attorney and one of the AALF leaders, told me he “felt wonderful” about the fact that about 200 people decided to attend the Saturday sessions. He sees this as “a good start” of conversations in Minnesota, not about whether district or charters are better, but about what can be learned from the state’s most effective schools. To the editor: We face another round of difficult decisions this legislative session as we work to help our state meet today’s challenges and prepare for demands of the future. The choices we face span pretty much every corner of state operations: How should future surplus funds be applied? Where is the greatest need for tax reform? Should voters be required to provide photo ID? How should Minnesota handle health care? Should the state participate in funding for construction of a new Vikings stadium? What is the best way to pay delayed K-12 education funding? I invite local citizens to provide input on these topics and others through an online survey I am conducting. People currently seem to really be engaged in the process … and for good reason.
I recently wrote how our aging workforce means our states demographic landscape is going to change; fewer workers will be supporting a greater percentage of non-working citizens. How we respond now will go a long way toward telling our future and it is up to us to enact prudent measures to help us not only weather this change, but to thrive. Supervalu to cut 800 jobs, 200 in Twin Cities Cuts take place at corporate level, not to store staff BY PAUL GROESSEL – SUN NEWSPAPERS Supervalu announced Tuesday, Feb. 7, that it will layoff 800 corporate employees nationwide, including about 200 in the Twin Cities area, according to spokesperson Mike Siemienas. There are Supervalu offices in Eden Prairie, Hopkins, Chanhassen and Stillwater. “These reductions are necessary to help further strengthen and accelerate Supervalu’s business turnaround in a very competitive marketplace,” Craig Herkert, Supervalu’s chief executive offi-
cer and president said in a news release. “While the announcement of a workforce reduction is difficult news to share, due to its direct impact on our associates, these changes will allow us to better connect with customers and put more authority in the hands of people who interact more closely with our customers.” The store level associates will not be affected, Siemienas said; they will be strictly corporate and regional layoffs, and most are expected to take place by Feb. 25, the end of the company’s fiscal year. The reason for reduction is to reduce permanent costs for the business, he said, and they’re necessary to achieve plan for competitive pricing for customers. This is part of a strategy the company has been working on for a year, intended to flatten the organization and remove
redundant positions, he said. Approximately 150 of the positions will be information technology jobs held throughout the country, following a contract to outsource its IT services with Tata Consulting Services, Siemienas said. Those jobs will be outsourced domestically and internationally, Siemienas said. Those losing IT jobs at Supervalu will have an opportunity to apply for the positions under Tata, he said. Early last year, the company began con-
solidating its Chanhassen corporate office and one of its Eden Prairie offices into two other Eden Prairie offices; that move followed the elimination of 350 positions in the third quarter of 2010, many of which were from vacated positions that would be left unfilled. Supervalu is one of the largest U.S. grocers with annual sales of approximately $37 billion, according to the company. The company has approximately 135,000 employees.

Fiscal disparities on the menu at State Capitol BY T.W. BUDIG – ECM PUBLISHERS The release of a report on fiscal disparities has pushed the controversial 40-yearold tax base equalization program into the spotlight. Ushered into law by former Anoka County state Rep. Charles Weaver in 1972, the program attempts to equalize tax bases in the seven-county metro area by having the haves share their tax base wealth with the have-nots. “I don’t think you ever could do this again,” said Anoka County Commissioner Dan Erhart of passing such legislation. Under the program, 40 percent of the growth in the commercial/industrial tax base is siphoned off and placed into a regional pool. These dollars are then doled out to recipient localities, those areas with lower tax base growth. The idea behind the program is that it could promote orderly development, provide incentives to work for the betterment of the region as a whole, offer needed funding for communities at their early stages of development, according to the report. Arguably there are winners and losers. In terms of tax rates, the study esti-

For Washington County the current law total tax rate of about 90 percent would increase to about 101 percent without fiscal disparities — an 11 percent difference. Conversely, Hennepin County, without
fiscal disparities, would see its current law total tax rate decrease by about 1.5 percent. Erhart, a staunch defender of fiscal disparities, argues it offers positive benefits. The program allows metro communities, for one thing, to vie for business development on a more level playing field, Erhart said. Without the fiscal disparities, some communities, intent on building their tax base, would offer so many tax breaks and other incentives to business to locate that in the long run they would damage more than help themselves, he explained. Rep. Jim Abeler, R-Anoka, acknowledges the program has critics. “It’s an ongoing threat to Anoka County and our area,” he said of removing fiscal disparities. Both House and Senate tax committees will be taking up the fiscal disparity issue in upcoming days. Whatever the merits of the program, the fiscal disparity debate is not a partisan one, explained House Tax Committee Chairman Greg Davids, R-Preston. “This is one where Republican and Democrat — you can toss that out of the CAPITOL: TO PAGE 25

The accountant plans to keep the illicit cash (so he assumes), and what ensue are poor intentions, mistaken identities and layered lies that get increasingly outrageous – and presumably hilarious. The Players didn’t make any changes to
Cooney’s play. It was written in the 1990s, and Cooney starred in it when it first hit Broadway. Since it takes place in the 90s, cell phones aren’t prevalent in the play. A lot of what happens in the play wouldn’t happen if they had cell phones, Houtz said. After all, a cell phone is not always beneficial. “It makes it easier for our lives but it makes it much more duller in theater,” Houtz said. All the layers and lies made the production challenging, Houtz said, but it has come together well, and the performers have done an excellent job. “It’s been a delight to do,” Houtz said.

Burglaries FROM PAGE 1 involved in the cases. Pesheck was charged Wednesday, Feb. 8 with one count of second-degree burglary after his arrest in Eden Prairie Monday, but authorities expect to file more charges after sorting through evidence found in his Richfield home that could link him to burglaries in several southwest Twin Cities homes. According to a criminal complaint and police officers involved in the arrest, Pesheck was under surveillance Monday after allegedly burglarizing an Eden Prairie home on Antlers Ridge. He allegedly left his car parked in the driveway, broke into the home, grabbed items from the house and put them into the garage; from there he pulled in his car, loaded it up with stolen goods and then left, the criminal complaint said. After he left, officers found the back door had been pried open and telephone wires to the home cut. Officers then pulled Pesheck over and arrested him. Pesheck was out on bail after his arrest last June, according Det. Dave Carlson of Edina. He was released on bail in early October, and police from multiple agencies have been tracking

Carlson and Sgt. Dennis Paulson of Eden Prairie said they are still compiling evidence from other burglaries connected to Pesheck. Evidence links him to eight other cases in Eden Prairie, Paulson said. Metro wide, he is suspected to have burglarized at least 20 homes in the last few months, Carlson said. In that time, he has been linked to incidents in Deephaven, Eden Prairie, Edina, Minneapolis, South Lake Minnetonka and Washington County, according to
Eden Prairie police. Last year he ran into authorities in Anoka and Ramsey counties, and he’s had a prior arrest in Edina, Carlson said. In June and September 2011, Pesheck was charged in Hennepin County District Court with two separate felony counts of second-degree burglary. The June charge relates to an attempted burglary in Minneapolis around the same time as the Edina burglaries. According to the criminal complaint, in April, Minneapolis officers published photos from a video caught by a surveillance system at a home where the phone line was cut. Several callers identified the man pictured as Pesheck. One caller said Pesheck was storing stolen goods in St. Louis Park. Edina Police Department officers observed Pesheck at the storage facility. A subsequent search resulted in the recovery of stolen property. Another charge dates back to a 2009 burglary in Maple Grove. According to the criminal complaint, in June 2011, the Minnesota Bureau of Criminal Apprehension notified Maple Grove police that shoeprints found in inside a burglarized home matched the shoes Pesheck was wearing when arrested near the site. In the recent burglaries, police believe he has stolen “thousands, thousands, thousands of dollars” in goods, Paulson said. Much of that was gold and jewelry, and police are still compiling details and totals. Although he afforded bail for his October release, Paulson said the $250,000 bail set after his recent arrest should keep him in custody. “I don’t think he’s going to be going anywhere for a while,” Paulson said.

EDUCATION NOTES ISM students enjoy a ‘Music Marathon’
for 12 straight hours was all worth it to see everyone perform throughout the day with sheer enthusiasm and joy.�
Students, staff and families at The International School of Minnesota collaborated recently to make a day full of music. The “Music Marathon� led by the Performing Arts team at ISM featured non-stop music from 7:30 a.m. until 7:30 p.m. Everyone participated in some way to keep the music going and to never let it stop. Groups and individuals sang, plunked keyboards, banged drums and tooted horns throughout the day, and the music celebration culminated with an evening show. Colleen Everitt, Head of Performing Arts, said, “It was amazing to see how much musical talent we have at ISM, in both students and staff ! The extra effort we put in to make music happen
ISM in EP celebrates Chinese New Year The students and staff at The International School of Minnesota have been celebrated the Chinese New Year all last week. Each year, time is set aside for the Chinese celebration with traditional Chinese activities, clothes, food and a one-day Chinese field trip. Students have been learning how to make dragon masks, paper lanterns, write calligraphy and the movements of Tai Chi. Many of these activities are taught by family members of students who attend ISM. The entire school was entertained by an authentic Lion
Dance troupe that wound its way through the halls and later provided a workshop for students who were interested in learning the significance of each of the lion’s movements. A new activity this year enjoyed by the Chinese language students was a field trip to the Minnesota Zoo where everything was Chinese, all day. They joined other students of Chinese in experiencing the zoo in the Chinese language. All the signs were in Chinese, and more fluent students of the language were chosen to explain the exhibits in Chinese. The week ended with students making traditional Chinese dumplings and sharing them with the rest of the student body. Four levels of Chinese are offered in grades 9-12 including AP Chinese and SAT Chinese. Extended Day classes are also offered.

Simple is the new rich Boomers should spend more time sitting on the porch BY EMILY HEDGES – CONTRIBUTING WRITER When Ron Timm of Minnetonka gives seminars on how to live simply, he frequently refers to the concept of “empty porches.” He challenges his students to drive down Summit Avenue in St. Paul, or around Lake Minnetonka when it’s beautiful outside and see if anyone is
using their porch. “They’re never sitting out there because they are always working,” he said. “Boomers, especially, are finding that they’re working during the years they expected to be sitting on the porch.” Twenty-two years ago, Timm was one of those executives working long hours with an expensive home on the lake that he never had time to enjoy. That is, until the day he thought he was having a heart attack. Come to find out, he was okay, but the experience left its mark. “When I thought I had a heart attack I started thinking about what is important,” he said.

When the 63-year-old Bloomington resident got her results back from the Kolbe Index full of verbs to finish that sentence, she realized that she would never relate to people around her quite the same way again. “I’m a lead, follow or get out of the way person,” said Stepney. “I’m a decision-maker who likes to put two and two together. I’m the one in the group who moves projects along, the one who knows how to get the deliverables done.” Helping clients like Stepney know themselves better is at the heart of why St. Louis Park-based Affiance Financial began offering the Kolbe Index last September. According to Financial Advisor Steve Lear, Kolbe isn’t about cognition, intelligence, personality, or values. “There are other types of tests for that. The Kolbe Index is about how people take action; if they were free to be themselves, how would they do something.” The 36-question assessment reveals the way people operate in four areas: Fact Finding (the way you gather information), Follow Thru (how you arrange and design your environment); Quick Start (the way you deal with risk); and Implementer (the way you handle space and tangibles). Unlike an IQ test, there are no wrong answers. This is a test to understand yourself better,” said Stepney. What she learned has helped Stepney in the way she relates to clients as a technologist in the computer industry. She now understands how individuals want her to communicate with them. “I can tell now who needs high facts, low facts, and it’s made me more successful,” she said. “When you can interpret through observation how to understand and communicate with clients better, they think you’re a genius.” As Stepney looks at her own future, she sees how the Kolbe Index is key for Boomers trying to decide how to spend the rest of their careers and beyond.
“Boomers want to keep working. Maybe you retire from a job you didn’t like. Now through Kolbe, you can go find a job that fulfills you in your later years,” said Stepney. “It helped me discover what I want to do. I’m realizing I want to set up some charitable activities that make me more well-rounded and happy.” Lear counsels Boomers daily who are contemplating a longer working life for all sorts of reasons. “For Boomers, we can help if they need to work, or want to work for their health and sense of purpose. The biggest gift Kolbe gives is to tell you where you fit in. It can also help a Boomer figure out ‘what’s your next career?’” While Stepney isn’t looking to retire anytime soon, and believes many Boomers feel the same way, she realizes that many don’t have the choice whether or not to look for another career. “For Boomers, whether they call it right-siz-
ing or downsizing, many are being squeezed out. Or companies are using various methods to move to a younger workforce. Some of us Baby Boomers have to face facts, there’s going to be changes,” said Stepney. “That’s the benefit of Kolbe. It tells you what makes you tick, what is your mojo. So if you do make a transition, what are the aspects that are going to make you the happiest.” Finding what makes his clients happy is the challenge for Lear, and achieving what he believes is true success. “We define it as “freedom to be yourself,” and that is the essence of Kolbe. We need to switch our societal definition here. It’s not how many cars you have, or how big your house is, or the clothes you wear. It’s this: do you have the freedom to be yourself ? “When you’re on your death bed, no one is going to say, ‘I wish I’d spent another four or five hours every week at the office.’” From that moment on, he wanted to do something different with his life. He started by going back to graduate school, and ended up writing his doctoral dissertation on Exit Strategies from Corporate America Using Voluntary Simplicity Principals. Timm not only read a couple hundred contemporary books on the subject, but also relied on the writing of philosophers hundreds of years old. “Philosophers call it voluntary simplicity,” he said. “It’s about living below your means. It gives you time to enjoy the things that are meaningful.” Timm left his job and opened his own graphic arts business. After 15 years, he decided to close the doors

But it permitted her to change her career and get into a different business that she was passionate about.” Another student, a 25year-old woman, already knew she didn’t want to be an undertaker for the rest of her life. She took Timm’s course to figure out how to transition into another line of work. Timm points out to his students all of the options that become possible in life if you reduce the amount you need to live on. “Maybe you work four days a week instead of five, change fields or it gives you more time to go back to school or maybe even retire.” While all ages regularly attend Timm’s seminars, it’s Boomers that come most often.

Since then, he has helped support his family with his photographs, and teaching photography at the college, community education and through one-on-one instruction as a photo coach. He also wanted to spend his life helping others find peace of mind and a better quality of life through reducing expenses. His course, “Living Better on Less” is now offered in communities all over the metro area. “It’s inspirational to teach the course,” said Timm. “I hear lots of interesting stories from people who were about to retire and now can’t afford to, or who lost their jobs, or just decided they had to cut back.” Timm recalls a corporate attorney friend who decided to leave her job for greater peace of mind. “When she sold her house and bought a less

His seminar offers practical advice on how to reduce your monthly out-go, and each student receives his 20-page handout with tips on how to live below your means, from saving money on housing, food, entertainment and travel to ways

So whether the simple living strategies are voluntary or born of necessity, Timm believes they are the key to having a life that is, “outwardly simple and inwardly rich.” He no longer works in an office, and he no longer lives in a lake house. PUBLIC SAFETY Former EP woman sentenced for defrauding investors, bank On Wednesday, Feb. 8, in a St. Paul federal court, a toy company owner was sentenced for defrauding a bank and 42 investors out of approximately $9 million, according to the FBI. From an FBI release:

Sandra Lee Calkins, 67, formerly of Eden Prairie, was sentenced to five-and-ahalf years in prison on one count of bank fraud. Calkins, the owner of Princess Soft Toys Inc., was charged on April 29, 2011, and pleaded guilty on May 26, 2011. Calkins admitted that between January 2008 and March 5, 2010, she falsified company financial statements to get a $3.25 million line of credit at Central Bank. She was responsible for the company’s
finances and admittedly falsified revenue and asset information. Because of the false information, the credit line was renewed, and Calkins made withdrew nearly $3.6 million. Central Bank lost approximately $1.6 million. Calkins also admitted that 2008-2010, she defrauded $7 million out of individuals, using false information to get their investments for Princess Soft Toys. The total losses to individual investors exceeded $7 million.

Indications are lawmakers are more likely to simply examine the fiscal disparity program this year than take wrenches to it. “I don’t foresee any tweaks or changes right now,” said Dayton Revenue Commissioner Myron Frans. The fiscal disparity program needs to be examined in the broader light of overall tax reform, he explained. One Dayton Administration goal regarding property taxes is to make them more understandable to taxpayers, Frans explained. “I think it’s (property taxes) a mystery for a lot of people,” he said.

Frans said he believed the fiscal disparity program has merit. “Well, I do,” he said. For one thing, Frans believes the program does serve to lessen potentially zerogain competition for business development. Senate Tax Committee Chairwoman Julianne Ortman, R-Chanhassen, said the fiscal disparity program will probably be more fully addressed next year. “I don’t know if we’re going to do anything this year,” she said. Still, some lawmakers are keenly interested in the program, she noted. And legislation is possible, Ortman indicated. Ortman criticizes the fiscal disparity program on several levels. For one thing, it makes an already complicated property tax system even less understandable, she explained. “Complexity is layered on top of complexity,” she said. Beyond heaping complexity, the program serves to “distort” the property tax
picture, Ortman argued. And she questions why growing cities, such as Chanhassen, are required to share their tax base with older, more established cities. Yet Ortman indicated that simply jettisoning the program is unlikely. “I don’t think that’s an option,” she said. Local communities are counting on fiscal disparity dollars, she explained. Ortman cited a number of potential program tweaks, including looking at the 40 percent commercial/industrial threshold percentage. The fiscal disparity issue is not only financially intricate, but politically intricate as well, she noted. Some of her cities are contributor cities to the program, she said. Others are recipients of fiscal disparity dollars, she explained. Sen. Ray Vandeveer, R-Forest Lake, suggested the program could continue into the future. “I think it would be a very difficult road to remove it,” he said.

The House will have two hearings on Feb. 15 on fiscal disparities. The Property and Local Tax Division will meet at 8:15 a.m. with the Tax Committee meeting at 10:15 a.m. The Senate Tax Committee hearing is scheduled at 8:30 a.m. on Feb. 16. The report cites a number of fiscal disparities variables open for discussion. For example, it’s been argued the 40 percent threshold is arbitrary and not proven to be the point after which commercial/industrial property pays for itself, the report notes. Questions of exclusions from the program for regional benefits, such as the Mall of America, have been raised. It’s been argued, the report notes, that the 1971 commercial/industrial base value starting point in the program discriminates against localities that have experienced most of their growth since that time. And the Eagles demonstrated that asset in the Section 2AA quarterfinals. Third-seeded Eden Prairie shut out sixth-seeded Prior Lake 3-0 in quarterfinal action Feb. 10 at Eden Prairie Community Center. Eden Prairie improved to 11-11-4. The win sent the Eagles to the section semifinals against second-seeded Chaska/Chanhassen Feb. 14. Winner of that game advances to the Section 2AA finals at 7 p.m. Friday, Feb. 17, at Bloomington Ice Garden. Top-seeded Edina or fourth-seeded Bloomington Jefferson played in the other section semifinal game. “Our defense starts with McKenzie Johnson in goal,” said Eden Prairie head coach Jamie Grossman. “She has been our varsity goalie since eighth grade. “McKenzie never takes a day off while working hard to improve. Her desire is strong and she puts in a lot of effort. “As a team, we are playing better all-around than we did earlier in the season,” the Eagle coach added. Eden Prairie met Chaska/Chanhassen during the regular season and lost 4-2 after building a 2-0 lead. “We can’t overlook Chaska/Chanhassen in the semifinals,” said Grossman. “We expect a tough game.” Edina is favored to reach the section finals from the upper bracket. Large Eagle delegation heads to state Nordic ski meet Eden Prairie teams place second in Section 2 BY GREG KLEVEN – SUN NEWSPAPERS Eden Prairie’s Nordic ski squads made strong bids for Section 2 team titles but came up short Feb. 9 at Theodore Wirth Park. Eden Prairie’s girls team tied Wayzata for first place. Both teams had 386 points, but the Trojans were awarded the championship and a trip to state by a tiebreaker. Times of the top four scorers from each team were combined and Wayzata won by a minute. In boys competition, Eden Prairie settled for second place with 380 points, nine behind Section 2 champion Minnetonka. However, Eden Prairie will send a large delegation of skiers to the state Nordic meet Thursday, Feb. 16, at Giants Ridge in Biwabik. Six members of Eden Prairie’s girls squad earned state berths along with seven skiers from the Eagles’ boys team. State boys and girls 5K freestyle races begin at 10 and 11 a.m. The 5K classic races start at 1:30 and 2:30 p.m. “We are hoping for several top-10 finishes at state,” said Eden Prairie head Nordic ski coach Doug Boonstra. “Our girls squad did a great job, almost beating No. 1-ranked Wayzata in the section meet. We surprised many people with our finish. “And our boys team demonstrated how deep it is by sending all seven varsity skiers to state.” Eryn Stewart topped the list of Eden Prairie’s state girls qualifiers with a second-place overall time of 31 minutes, 45 seconds in the Section 2 meet. Jenna Arvidson was fourth overall (32:20) and Hailey Hildahl placed fifth (32:20). Eden Prairie’s other state girls qualifiers were Beth Schaepe (seventh, 33:27), Brianna Paulsen (13th, 34:47) and Hanna Hoch (14th, 35:02). Eden Prairie also excelled in section boys competition with seven state qualifiers. Joe Vergeront was third overall with a pursuit time of 28:12. Henry Zurn finished fourth (28:14) and Andrew Hansen was eighth (28:22). Mitch Stenoien placed ninth (28:28)

Eagles send trio to state Alpine ski meet The brother-sister duo of junior Jack Post and senior Laura Post turned in medalist performances in the Section 6 Alpine skiing meet Feb. 7 at Buck Hill. Jack Post won the boys championship with a two-run time of 46.45 seconds. Eagle senior Andrew Teaver also earned a trip to the state Alpine meet held Feb. 15 at Giants Ridge in Biwabik. He placed 19th in 50.04 seconds. Section 6 boys team champion Chanhassen and runner-up Edina qualified for state. The top 10 individuals not on the qualifying teams also advanced. Alex Phang and Evan Hynek also scored for the Eagles in the section boys meet. Eden Prairie placed fourth of 17 teams with 328 points. Jack Post competed at state last season but fell on his first run and finished low in the standings. “We skied very well in the section meet,” said Eden Prairie head coach Nate Springer. “This was one of the closest section meets for both boys and girls teams in recent years. “Our boys team was fourth only five points behind third-place Burnsville. And our girls team was seventh but finished only 23 points behind Jefferson.”
