Edina legislative district to cross Eden Prairie, Minnetonka Senate District 49 makes crossover, no contested districts BY PAUL GROESSEL SUN NEWSPAPERS
Taste of Eden Prairie brings out all the senses There was a lot to eat, drink, see, hear, bid on, talk about and wait in anticipation for during the 10th annual Taste of Eden Prairie. Another big crowd was attracted to the activity inside the Minnesota Vikings’ practice facility Saturday, Feb. 25. The Foundation for Eden Prairie Schools puts on the event. Money raised goes toward the foundation’s grant programs that put money directly into Eden Prairie Public Schools. Eden Prairie 2011 crime stats released BY PAUL GROESSEL – SUN NEWSPAPERS It was a busy year for the Eden Prairie Police Department. The 2011 crime stats have been compiled, and they show an increase in traffic citations, written warnings, DWIs, burglaries and 911 calls increased compared to 2010. Traffic citations increased 19 percent; written warnings increased 40 percent and calls for service increased 14 percent. Sgt. Dennis Paulson said those stats were down in 2010 because of a transition to new radio and dispatch software systems and lower staffing levels. “With all of that, I kind of hate to say it, but we had fewer officers out on the street,” he said. In 2011, staffing levels increased and the transition to the new systems were complete. DWI arrests increased from 270 in 2010 to 337 in 2011. That is largely due to
SELECT STATS • Residential burglaries – 86 • Non-residential burglaries – 49 • Theft – 491 • Theft from vehicle – 240 • Motor vehicle tampering – 353 • Property damage – 320 • Domestic assault – 96 • DWI – 337 • Calls for service – 59,544
increased D W I enforcem e n t u s i n g s t a t e g r a n t money. “The c i t y received a lot more s t a t e g r a n t m o n e y, ”
Paulson said. An increase in commercial burglaries jumped to 49 in 2011 from 25 in 2010. There were 15 burglaries that occurred in five incidents at strip malls, Paulson said. Stuart Pesheck, arrested for burglary in February, was also responsible for at least seven burglaries. Despite catching one major burglar,
there are always others out there, and Paulson reminds citizens to keep garages and cars locked and call police if anything looks suspicious. Although there were increases in several areas, domestic assaults decreased in 2011 to 96 incidents from 126 in 2010. The city’s Domestic Abuse Response Team’s prevention efforts played a large role in that decrease, but “some of that’s just – we really have no control over,”
Paulson said. DART identifies and works with potential domestic abuse victims before relationships can become violent. “We’re hoping that shows we’re making some kind of progress there,” Paulson said. There were also decreases in residential burglaries, theft, theft from vehicle, theft of vehicles and tampering with vehicles, among other categories.

Teacher effectiveness must be part of lay-off process How teachers with tenure should be evaluated and laid off in a school system are hot topics at the Minnesota Legislature. Republicans, who are in the majority in both houses, seem to favor a measure that would use test scores and teacher effectiveness along with seniority in terminating teachers. Now, seniority (years of experience) is used as a major consideration in laying off teachers, or as is commonly known: last hired, first fired. Education Minnesota, a union of 70,000 teachers, responds that 40 percent of the school district contracts now enable administrators to use criteria along with seniority to terminate teachers. While teachers about to be dismissed are entitled to due process, it is false to say that principals do not have the power to get rid of bad teachers; they are reluctant to use it. We have favored making it harder for teachers to get a license, which they must renew
DON HEINZMAN Editorial Writer
every five years. This idea, suggested by Minnesota Education Commissioner Dr. Brenda Cassellius apparently isn’t on the Republican legislators’ law-making agenda. By toughening licensure requirements, teachers would be more qualified to teach for another five years. Those who favor watering down the seniority process claim it will get rid of the “bad” teachers, which they say seniority protects. Once again there is no data that tells how many teachers are ineffective, only that there must be bad ones, because they can’t all be good. The law now requires the definition of an effective teacher by
which teachers must be measured. This is in addition to the demand that teachers must have a college degree, they have to survive three years of probation and be licensed regularly. All this emphasis on ineffective teachers overlooks the good record Minnesota education has compared to other states, with its higher college entrance exams and high graduation rates. Proponents of changing the seniority system claim that culling the bad teachers would narrow the educational achievement gap between minority and white students. It’s important to determine what the gap is and where it is. The achievement gap compares minority students to white students in urban poverty areas of Minneapolis, St. Paul and Duluth. Those who have studied the data say students who live in poverty do not do as well in school as kids living with families above the poverty line. The gap will only be signifi-
cantly narrowed when policies at the local, state and federal levels are able to lift urban families out of poverty enabling their kids to do better in schools. All that said, the public along with leading educators believe the time has come to change the law so that teacher effectiveness as well as seniority are considered when laying off teachers. The tenure law has served teachers and students well by recognizing that experienced teachers generally become better instructors and should be protected from arbitrarily being laid off. The time has come, however, when as in any profession, a teacher’s effectiveness along with the seniority should be considered in any lay-off decision. Tell me what I want to hear: Who am I to argue with a psychic? If you ever need an ego boost, go see a psychic. It was never something I really considered before, but there is a woman in Richfield who does these paintings that are supposed to sooth Alzheimer’s patients. In what she calls a metaphysical phenomenon, faces appear in her work, without her trying to put them there. There is supposed to be some sort of spiritual connection at work that I won’t get into yet; it’s a whole separate story I am working on. (Look for it soon.) Anyway, I went to a modest Richfield rambler to interview this woman in her chamber. Her name is Sheila Van Houten. As I sat at her semi-circular glass desk, surrounded by

statues and crystals, she told me about her painting work and other subjects, about the ghosts in her house, one of which swears she flipped open her MacBook one night and snapped a self portrait of with the computer’s web cam, a photo now emblazoned on the post cards she uses to diagram the palm readings. She got out the card. I put out my right hand, and whoa, is my future bright! First off, my lifeline, the
crease that arches across the middle of my palm, is plenty long, traveling all the way across my thumb. “You might even crack 100,” she told me. But there’s a reason for that. Turns out, I’m a healer. Something about my pinky says so, and it is something he world needs. And it doesn’t mean I necessarily have to become a brain surgeon or anything, Sheila told me; I can just heal by touch if I want. Mere proximity works, too. If people don’t want me to touch them (understandable) I can just hover near them. In fact, I don’t even have to be near them, said Sheila’s associate, Scott Anderson, who is also supposed to be psychic and would later give me a tarot card reading.
Scott said I could use vocal vibrations to heal because of the “nice, mellow voice type thing” I’ve got going on. Well, all right then. And I could have the chance to heal people all over the world, because in my 40s, Sheila said, I will travel extensively, possibly as a National Geographic type. There is another line branching off of my freakishly long lifeline that tells her that. All of this comes just from those two creases and my pinky; I’ve got four fingers and plenty of palm left for more fantastic news. “You’ve got the inventor’s knob,” Sheila gasped, “and it’s gigantic.” WIG: TO PAGE 11

LETTERS TO THE EDITOR Those supporting domestic partnership registry guilty of a sin To the editor: Mr. Heinzman, You may be all for this “domestic partner registry,” but think about this: God certainly is not. Do you really think that God is pleased with our country? We keep on legalizing sin. I, for one, do not want to face God on Judgement Day and say that I supported this after He says it is wrong and that it is a sin. And neither should you, unless of course you do not believe in God. Remember: you cannot be forgiven for a sin if you do not acknowledge that it is a sin! Through your and others support of this “registry” you are enabling them and hence become just as guilty of an unrepentant sin. Please consider this and I thank you for reading what I have to say. John Gottschalk Richfield
Our children deserve better return on land investment To the editor: I was among the many Minnesotans who were recently alarmed to learn 2.5 million acres of land set aside to generate revenue for our children has been largely underperforming over the years. This trust land was designated to generate revenue for children in our public schools way back when Minnesota entered statehood in 1858. The DNR currently is charged with managing these lands to secure the maximum long-term economic return for the benefit of our public schools.
Disappointingly, the state has not been living up to its fiduciary responsibility to maintain the integrity of this trust fund for our children. One legislator indicated that, while income from forestry on the lands during the last two years dropped, administrative fees had risen by 326 percent. How is this acceptable? We can and must do better. This not a partisan issue; it is about doing the right thing in the future. Better management practices can provide additional funding for our children in today’s tight economy without raising taxes. Fortunately, a bipartisan group of legislators from both legislative bodies has unveiled a plan to fix this problem. The proposal would create a panel of citizens and legislators that would oversee the school trust lands in the state. This removes the lands from the jurisdiction of the DNR, which was responsible for this poor performance. The goal is to help us generate more annual income for state school districts from timber and mineral sales and leases. The key is to responsibly tap into the resources these acres provide to generate additional revenue while upholding the integrity of our environment. Minnesota is not alone in facing issues with trust lands; a lack of transparency, conflicts of interest and general underwhelming performance has bogged other states, too. We are studying Utah, which has increased revenue generated by a similar trust fund from $18 million to $1.3 billion the last 16 years. We owe it to our children and the taxpayers to do a better job of productively managing our resources. Kirk Stensrud Eden Prairie Rep. Kirk Stensrud, R-42A, represents parts of Eden Prairie and Minnetonka in the state legislature.

EDUCATION NOTES EP Poms earn second in national routines Eden Prairie’s Pom Squad has taken top honors at the Universal Dance Association National Competition at Disney World, Orlando, Fla. The team placed second in Large Varsity Pom and second in Large Varsity Jazz. The Eden Prairie Pom Squad has traditionally placed in the top five teams and earned prior champion titles in 1996,
Wig FROM PAGE 6 You see, we have mainstream thinkers, she told me as I fought a wide grin and resisted nodding, “and we have you. So you do not think like most people. You probably already know that.” I don’t argue with her and besides, it takes all kinds, right? Scott then puts his weight into this ego massage as he refers to our earlier interview. “I don’t think that there was a thing that we brought up or threw at you that you didn’t on some level get, or relate to, or at least tie-in …” he keenly observed, adding praise for my refusal to balk at the ghost stories. Sheila didn’t say anything about my palm saying I am open-minded, but I’ll take that one, too, thank you very much. That ridiculous inventor’s knob is on the lower left side of my right hand, straight down from my healing pinky. Across the base of my hand is a strong verbal knob, pointing to my ability to convince and persuade others, which is why I was such a good janitorial supply salesman back in the day. I wasn’t, actually, but I’ll roll with it, especially the thing about me investing a lot of passion in what I do and digging beneath the surface. Sheila also dropped the “magnetic personality” bomb. Again, rolling. Up from that verbal hotspot, at the base of my ring finger, is a “full-fledged Mount of Apollo.” Of course, this is a good thing. Mount of Apollo is the arts and entertainment sector of the palm, and since mine is full-fledged, I pretty much rock at things like computer graphics, cartoons and other design work (Sheila said). Hoping the answer to the question would lend legitimacy to the righteously emboldening analysis, I asked, “Surely, some palms must give negative read-

ings?” They told me they try to tip-toe and soften the blow in these cases and mentioned one time when they told a client a transatlantic flight would not go well, and it didn’t — there were like seven things that went bad during the flight, which landed safely. Since I didn’t want to ruin a good thing, I did not ask about my middle and index fingers and thumb, and the countless other wrinkles on my palm that did not elicit comment. In fact, the reading was not 100 percent positive, anyway. I have a dent in my heart line, signifying past heartbreak, but which one? I’m supposed to bounce back, though, thanks to a solid marriage line: soul mate, lifelong partnership, four kids. Sheila told me it would begin in my early 30s. I’m 29. (Window closing, ladies:) I don’t know anything about palm reading beyond this visit and I don’t know if Sheila and Scott are really psychics, because I’m not a psychic. They didn’t offer any observations where I was like, “How did you know that?” Scott did, however, make a hypothetical off-hand remark during our tarot card reading about an August wedding for my brother, who is actually getting married in May, so that was pretty good. I don’t know if the comment was some sort of psychic insight; he didn’t try to play it that way. I do know that Sheila and Scott seem like nice people, that Sheila charges $150 an hour for her services — which can be broken down to the quarter-hour — and that they both made me feel really good. I think seeing a psychic is like anything: We believe what we want to believe. And when the message is this good, why not buy it? Sheila asked if I would include her number: 612-866-1269. Her website is sheilaknows.com. Scott is at 612-865-2437 and holymanonline.com.

SouthWest Transit has scheduling App First in the region, now available in the Apple Store, “SouthWest Transit Schedule Information” provides up to date route information, as well as real-time arrival information for SouthWest Transit riders. Last fall a University of Minnesota student approached SouthWest Transit with a proposal for a phone app. Being a SouthWest Transit customer, he knew there was a lot of interest in bringing this real-time information to riders. Now SWT riders can access the most current schedule information at any time. When time changes are made on swtransit.org, the app will immediately notify the rider that new schedules are available and ready for download. All the rider has to do
is simply click refresh. The app also makes it easy for riders to save and check the scheduled times of their most commonly ridden routes through the app’s “favorites” feature. More importantly, real–time bus arrival information is available using the capabilities of the NexTrip system. Riders will know just when their bus is going to reach a stop and can be ready to board. A SWT app for Android phones is currently in development. Its expected release date is June 2012. SouthWest Transit (swtransit.org) provides transit services to the residents of Chaska, Chanhassen and Eden Prairie as well as riders from other surrounding cities. SouthWest Transit has four main Park & Ride lots: SouthWest Station at 13500 Technology Drive in Eden Prairie; Chanhassen Transit Station just south of the Chanhassen Dinner Theatre in Chanhassen; SouthWest Village at the intersection of Highway 212 and County Road 101 in Chanhassen; and East Creek Station at the intersection of Highway 212 and Highway 41 in Chaska. Other information, including additional Park & Ride facilities, route maps and schedules, is available at www.swtransit.org or by calling SouthWest Transit at 952-949-2287.

Eden Prairie Sun-Current – Thursday, March 1, 2012 – www.minnlocal.com
Reports FROM PAGE 1 system has also declined. The information wasn’t necessarily shocking to School Board members, who have been part of the community for some time, but it helped add to the pool of information that the board and administrators have been gathering before making long-term, strategic plans and possible short-term curriculum adjustments next year. Enrollment changes are caused by two major factors – birth rates and open enrollment changes, according to the report. In the 2002-03 school year, 89 percent of school age children living in Eden Prairie attended the school district. In the 2011-12 school year, that is down to 81 percent – which is considered typical for a Twin Cities suburban school district, according to Reinhardt’s report. As for open enrollment, 8 out of the last 10 years have had negative open enrollment – when the number of families living within the district boundaries who choose an alternative school system is greater than the number of families living outside the district who choose to come in. Last year, approximately 174 students left the district, 100 of which because of the elementary school boundary changes, according to Reinhardt’s report. The Eden Prairie population is aging, settling in and housing has nearly maxed out – smaller incoming kindergarten class sizes coupled with large outgoing high school senior classes have contributed to the majority of the district’s pattern of declining enrollment. With that context, and based on the decreased capture rate (81 percent of the city’s residents), Interim Supt. Jon McBroom gave the school board some conservative estimates for the upcoming years’ Kindergarten enrollment.
He provided several estimates, but he encouraged conservatism. “I’d rather be a little more conservative and hard line for this coming year,” McBroom said during a workshop Feb. 14. That conservative estimate, out of three total estimates, assumes a decline of 97 students in K-6th grade, part of a district-wide decline of 158 students. That was his proposal for long-term planning. The real test, to him, is how many students are in the seats at the beginning of the next school year. He also encouraged strategic planning for the next three to five years. That could take place with the aid of a new superintendent and the information the district is in the midst of gathering. When it comes to short-term or longterm strategic planning, the districts’ emphasis seems to be on altering curriculum where necessary – not necessarily changing facility use. School Board chair Ranee Jacobus said the last thing they want to do is put the district through any major changes anytime soon. They haven’t even talked about changing boundaries again – the focus is on curriculum, she said. If any short-term curriculum adjustments are made (based on feedback from community members and staff) for next school year, the school board wants to make them clear to families by April 1, she said. There are a lot of things to make clear, she said: • People want to know what current financial picture is, and address if a referendum will be needed and included on the November general election ballots. “That’s a very important question,” she said. • Answers and results from three community surveys should be presented in the coming weeks. • Input from meetings with parents who have left the district will provide information on what’s lacking in the district. • They also need to look at what is

working well - what has the district done well and can continue implementing in a high-quality manner in 2012. • School Board members will also spend March interviewing and meeting superintendent candidates, and a finalist chosen shortly after. “Those are the types of things people will know by April,” Jacobus said. And, with information coming in from all angles, the district is using much of it for long-term planning as well. “We’re going to try to do what we can do for next fall. You know, keeping in mind the whole picture,” Jacobus said. “And, we don’t want to make a lot of changes prior to our superintendent, because we don’t want to in any way tie his or her hands in terms of what ideas they may have.” To help create short-term and longterm plans, the district has been collecting a lot of information: • Hiring Reinhardt to complete a capture rate and enrollment report • Three community phone surveys (meant for the general public, families who have left the district and families who open enrolled into it) • Meetings where families who left can provide feedback and reasons why they left • Two new board commissions have been formed – a financial commission and results commission • Community members and district staff have been included in the superintendent search process, attending meetings and hundreds filled out surveys With all this information coming in, McBroom is trying to make sure the district doesn’t react or over-react to everyone’s feedback and the data. He’s trying to make sure the district leaders can use it to paint a full-frame picture of the district that will help the school board and future superintendent make difficult decisions. “We need – and I think we’ve been demonstrating this – we need to make sure we have good data and good infor-
mation,” he said. “ … We’re trying to find out what reality really is.” A lot of people made guesses about why people have left the district or other district happenings, but reasons haven’t really borne out, he said. “The district needs to take a deep breath, step back and take a look at a strategic plan that is going to serve them three to five years out,” he said. In mid-February, parents who left the district attended input sessions, where they had an opportunity to talk about reasons they chose another school system. The reasons were varied, according to board members. For Karla Bratrud and Dave Espe, who began their first tenure as board members in January, they had heard a lot of the messages while campaigning, but it was still informative. But, some parents pointed out that since they were forced to move out of their elementary school last year, they figured they might as well look into all the schooling options in the area. Before the input sessions, she had never heard someone put it that way, she said. “It just brought home that we need to remember that our parents do have options,” she said. That’s the case across the state, Reinhardt pointed out in her enrollment report. In 2007, 37,000 Minnesota students open enrolled to a district outside their residence. That jumped to 58,000 in 2011. “It’s happening everywhere. The numbers are going up. … I would attribute that to the fact that education is becoming ever more a consumer choice,” Reinhardt said. Although it was tough to hear what things did not go well in the district, it was necessary, Espe said. And, people appreciated the opportunity and the district’s openness. “We need to keep doing this. We need to keep involving the community more and more and more and keep asking them questions,” Espe said.

Eden Prairie to save nearly $1 million from refinancing bonds Case recuses from UHG decisions, ApplianceSmart coming to town
city’s Aaa bond rating was also re-affirmed after the refinancing, a rating that only 4 percent of cities in the United States have.
BY PAUL GROESSEL – SUN NEWSPAPERS
City Councilmember Ron Case, who is retiring as a teacher with the Eden Prairie School District after this year, said he would recuse himself from certain decisions since he has submitted an application with United Health Group, which is planning to build a massive campus in Eden Prairie. The city council could be facing a business item during a meeting next month, and further city council discussions and considerations will surely take place during construction that’s planned for the next few years. Case said he has reached retirement eligibility, and since January he has been actively looking for training and consulting work to begin once the school year is over. He submitted an application to UHG two weeks prior to the Feb. 21 City Council meeting, where he made the statement about his application. “I plan to recuse myself from all future
The city saved nearly $1 million after refinancing outstanding bonds with a lower interest rate. “Eden Prairie was in the market today, and you did very well, said Tammy Undal of Northland Securities during the Feb. 21 Eden Prairie City Council meeting. She said they did predict the city would save around $500,000 by refinancing two bonds, but they ended up saving around $950,000. The first bond was from the 2005 referendum-approved, $5.2 million bonds for park improvements. The interest rate was reduced from 2.79 percent to 2.3 percent, according to Undal, saving the city $650,000 over the remainder of the debt repayment. The second bond was a 3.42 million bond for the construction of Fire Station 4, getting its interest rate down to 2.1 percent. City Manager Rick Getschow said the

discussion or action that this council might take regarding UHG, Case said. “And also leave the council chamber during all deliberations on any topic related to United Health Group in the coming months, regardless of how this particular effort on my behalf to seek employment with UHG happens to conclude. UnitedHealth Group’s plans for 1.5 million-square-foot developments in Eden Prairie were approved in last summer and fall. The campus would be located off Shady Oak Road and Highway 62. It is expected to feature four buildings, each between 8 and 15 stories high, and three parking ramps with around 6,500 parking stalls. According to planners, the site could be developed enough to have space for 2,500 people by 2013, another 2,500 people by 2015 and the site could be fully developed by 2016. The final construction phase will be close to the Southwest Light Rail stop, on the east side of site. That construction will include the fourth tower and another parking structure adjoining that.

ment agreement and other project approvals that will include ApplianceSmart moving into retail space on Martin Drive, off Mitchell Road. The lot will be 3.84 acres and will consist of office and mostly retail space. ApplianceSmart will occupy the existing building, using nearly 18,000 square feet of the 36,000 square-foot building. Construction of a 17,000 square foot building is also in the plans. The owner, KADA Associates LLC, expects to rent that space out. The lots, 14675 and 14711 Martin Drive, are zoned industrial. The city council’s approval included an amendment that will allow more than 15 percent retail space, which is the usual allowable percentage for its industrial zone type, I-2. Approximately 20 percent of the existing building would be office space, 32 percent would be warehouse space and 48 percent retail, according to a document from City Planner Michael Franzen. ApplianceSmart founder and president Jack Cameron said the company has been in business for 28 years and it has used the Appliance Smart name for 14 years. ApplianceSmart sells various appliances brand new and through special buys, such as older models, factory overruns and close-outs, according to its website. “Our format is a large format, Cameron said. “We handle a lot of out-ofcart merchandise. It would be the company’s 21st store and 9th in Minnesota. “We’re pleased to be able to come to Eden Prairie. It’s a market we don’t penetrate much, he said. The store would employ 10-12 people once it’s open, he said.

Eden Prairie Sun-Current – Thursday, March 1, 2012 – www.minnlocal.com
Redistricting FROM PAGE 1 In some state legislative districts, the changes will force incumbents to run against each other in the 2012 election. That is not the case in any of Eden Prairie or Edina’s districts. But, portions of Edina’s state legislative districts will include Eden Prairie. House District 41B, currently held by Republican Rep. Pat Mazorol, will become District 49B and include the Bryant Lake portion of Eden Prairie, bordered by Interstate 494 to the west and the Interstate 494 and Highway 212 interchange to the south. It will also include a portion of Minnetonka. (See graphic.) Senate District 41, held by Republican Sen. Geoff Michel, will become District 49 and also include a portion of Eden Prairie and Minnetonka. District 49 also expanded a little further south to the Minnesota River, just south of West 108th Street.
In the Community, With the Community, For the Community
“So they added Minnetonka and Eden Prairie. It’s a pretty commercial area. … They’re pretty complementary suburbs. I think it’s a good demographic fit,” Michel said. However, Edina’s representation in Congress will be split next year. The entire city is currently within the 3rd Congressional District, held by Rep. Erik Paulsen of Eden Prairie. That won’t be the case next year. “The Congressional map actually divides Edina,” Michel said, “[between] the 3rd and the 5th [districts]. It puts it in with the [Minneapolis] urban district. I’m disappointed it was carved up like that. Twenty years ago it was like that. It’s been in and out of the 5th. “I’m pleased on the state map that the community is together. That’s good for Edina.” The 3rd District (which covers Eden Prairie) will also expand, to include outlying western suburb cities such as Shakopee, Chaska, Victoria and into Waconia. As far as the state legislative map, not much has changed for Eden Prairie.
Share your views with our readers The Sun-Current welcomes comments from its readers. Readers are encouraged to write letters to the editor and guest columns on topics of local interest. Letters to the editor should not exceed 250 words. Short letters are the most likely to be read. All letters to the editor and guest columns must bear the author’s signature and complete address. Telephone numbers (home and office) where the writer can be reached during business and evening hours must be included for verification purposes. If there are multiple signatures on the letter we request that each person include their telephone numbers. It is helpful when there are multiple signatures that each signer call in to our office to verify the letter. We will not publish any letter where a signature has not been verified. All submissions must be received no later than 5 p.m. Thursday for possible publication the following Thursday. The newspaper reserves the right to edit all submissions and to reject any letters or columns that contain libelous or offensive material. We will limit the frequency of letters published from an individual writer. Please write to: Sun-Current, 33 Second St. N.E., Box 280, Osseo, MN 55369. Senate District 42, which covers portions of Minnetonka and Eden Prairie, will become Senate District 48. Only a few precincts have been exchanged with neighboring districts. “I think for our district – no real dramatic changes,” Sen. David Hann, R-42, said. There were about 2.5 precincts given up on the east side and the district earned 3.5 on the northwest side of the district, Hann said. “It looks like it’s maybe gotten a little more favorable for Republicans, which I think is good,” he said. Overall, the statewide maps, having eight open districts with no incumbents “is a pretty large number,” he said. That means eight other districts will have incumbents running against each other on Election Day. Two of those districts will be Republican vs. Democrat; two will be Democrat vs. Democrat, and four will be Republican vs. Republican incumbents. “You kind of wonder about that,” Hann said. He did not think the panel purposefully had more Republicans
than Democrats facing each other; he just thought it appeared odd. Rep. Jenifer Loon, R-42A, was glad to see her Eden Prairie district did not change much, and the overall map seemed to favor Republicans. “I think we perhaps have a good chance of being in the majority again,” she said. As for state house districts, which are subsets of the larger senate districts, there are 15 districts with open seats, leaving 15 other districts with incumbents running against each other. Republican incumbents will face each other in six districts, which equals the Democratic match ups. The remaining three districts will have a Democrat incumbent vs. a Republican incumbent. “It looks like the courts tried to keep those incidents fairly even,” Loon said. “They didn’t seem to pick on one side or the other. … Sometimes those are situations you just can’t avoid.” Community editors Mike Hanks and Seth Rowe contributed to this report.
Temptations abound at Taste of Chocolate event Bloomington’s annual showcase is March 11 BY MIKE HANKS – SUN NEWSPAPERS As if the temptation of truffles and desserts weren’t enough, a chocolatier has found a way to combine cake and candy into one mouthwatering treat. The distinct creation, and several other chocolate delicacies, will be the centerpiece of the 17th annual Taste of Chocolate in Bloomington. The annual chocolate showcase is a chocolate feast providing a variety of entertainment while raising money for the Bloomington Fine Arts Council. Of the 11 chocolatiers participating this year, five are new to the annual Bloomington competition, according to Susan Anderson, co-manager of the event.
IF YOU GO What: 17th annual Taste of Chocolate When: noon to 4 p.m. Sunday, March 11 Where: Bloomington Center for the Arts, 1800 W. Old Shakopee Road Tickets: $25 in advance, $30 at the door One of the five is Cakedy, a company producing “Minnesota’s candy bar.” The dessert combines the moistness of cake with the chocolate coating of a candy bar. Taste of Chocolate is an opportunity for many to sample fine chocolate and desserts from around the Twin Cities, but it is also a competition for those whose business it is to tempt the sweet tooth. Taste of Chocolate awards confectioners for the best chocolate dessert and the best chocolate confection. The entries are judged for
their taste, texture, use of chocolate and creativity in presentation. This year’s judges include Carmela Tursi Hobbins, a teacher and author of two cookbooks, Lynn Evinger, owner of Alix in Candyland in Edina, and Darcia Nunez, a teacher at Le Cordon Bleu College of Culinary Arts in Minneapolis and winner of the best chocolate dessert for the past three years. Taste of Chocolate includes a silent auction and a raffle. The top raffle prizes are a Toro snow blower, $1000 cash and a $500 shopping spree at Mall of America. Entertainment during the afternoon will include performances by Angelica Cantanti Youth Choirs, Bloomington Chorale, Continental Ballet Company and NOTE-able Singers. Advance tickets and information about Taste of Chocolate is available online at tasteofchocolate.org.

The Eagles qualified 13 swimmers for state competition. “We are thrilled to have so many swimmers advance to state,” said Eden Prairie head coach Kelly Boston. “We did very well considering we had seven swimmers who were still tapering heading into that section meet. “The state title looks good for us on paper, but Minnetonka and Rosemount will also be battling for the championship.” Eden Prairie has a chance to pile up valuable points in relay events at state. Swim FROM PREVIOUS PAGE Each gold medal relay team earns 40 points for its school. Individual titles are worth 20 points per team. Eden Prairie won the 200-yard medley relay at the Section 6AA meet with a time of 1 minute, 36.16 seconds. Members of that relay were Bryce Boston, Griffin Back, Maverick Hovey and Brandt Swanson. The Eagles were also victorious in the 200 freestyle relay (1:26.85). That relay consisted of Aaron Greenberg, Swanson, Jonathan Lieberman and Mike Solfelt. Eden Prairie completed its winning relay trifecta with a first-place time of 3:07.51 in the 400 freestyle event. That relay broke school and pool record times. Lieberman was an individual record setter for the Eagles. He broke the section and pool record in the 200 freestyle with a time of 1:41.55. Two other Eagle swimmers advanced to state in the 200 free. Hovey finished second (1:42.47) and Solfelt placed fifth (1:45.66). Four EP swimmers qualified for state in the 200 individual medley. Jenia Foster finished fourth (1:59.29) and Dima Foster was fifth (1:59.51). Back placed sixth (1:59.72) and Sam Hansen was ninth (1:59.65). Greenberg broke a pool record while winning the 50 freestyle (20.97). Boston was third with a qualifying time of 21.60. Greenberg also broke a pool record with a first-place time of 46.17 in the 100 freestyle. Solfelt also qualified for state in that event with a fifth-place time of 48.35. Eden Prairie swimmers also excelled in the 100 butterfly sending four to state in that event. Boston was section butterfly champion with pool record time of 50.44. Hovey finished second (50.56) and Jenia Foster was third (52.35). Swanson placed sixth (53.47). Lieberman led a formidable group of Eden Prairie swimmers in the 500 freestyle. Eagles are upset in Section 6AA hockey quarterfinals BY GREG KLEVEN – SUN NEWSPAPERS A year ago Eden Prairie was in the midst of a playoff run that resulted in a state Class AA boys hockey championship. A team needs a little luck and good health to survive the section and state tournaments before hoisting the championship trophy. This year, luck and injuries worked against Eden Prairie in its playoff bid. Seventh-seeded Armstrong upset second-seeded Eden Prairie 2-1 in the Section 6AA quarterfinals Feb. 23 at Eden Prairie Community Center. Eden Prairie was without three forwards. Sophomore center Steven Spinner, junior winger Mason Bergh and senior forward Daniel Thayer missed the game because of injuries. Spinner and Bergh were two of Eden Prairie’s leading scor-
ers during the regular season. Eagle sophomore goalie Derrick LaCombe had the flu and also missed the playoff game. But Eagle head coach Lee Smith was quick to discount those personnel losses as reasons for Eden Prairie’s loss. “We have no excuses,” Smith said. “Armstrong did what they had to do while winning the game. “We had several good early scoring chances, but those missed opportunities can sometimes haunt you later in the game. “I was proud of our team’s efforts. Jake Gerdes played well in goal.” Gerdes, a junior, faced 17 shots and stopped 15. Eden Prairie’s offense had 50 shots on goal but was thwarted by the strong goaltending of Armstrong’s Michael Greenberg.
Armstrong capitalized on a power play midway in the first period to take a 1-0 led. The Falcons increased their advantage to 2-0 on a goal by Ches Masserano at 5:02 of the third period. Eden Prairie senior winger Austin MacLeod scored four minutes later. Sophomore defenseman Hunter Warner and senior forward Andrew MacLeod assisted. But Eden Prairie couldn’t tie the game in the final minutes and fell out of the playoff picture. Eden Prairie finished 17-8-1 overall and 4-4 in the Lake Conference. Smith said he is excited about his team’s prospects next season. “We have a tremendous team coming back,” said the Eagle coach. “This year’s squad was a top-10-rated team throughout the season. And we will have many players returning next season.”

During the past few years, low interest rates, war and uncertain stock market performance combined to push prices of gold and silver to their highest levels in 25 years. We have studied the investment and retail markets for decades, and in the past during times of economic uncertainty (which is deepening now), there have been dramatic price declines in many areas of the jewlery, gold and retail markets.Which is why this may be the best time in decades for you to sell for some of the highest prices ever.
