EP closer to approving franchise fees to fund road maintenance $5 monthly fees could hit utility bills by August, better than costly tax assessments, according to the city BY PAUL GROESSEL SUN NEWSPAPERS The Eden Prairie City Council will likely approve by mid April the use of franchise fees to fund street repairs, and the fees could appear on utility bills by August. For residents, $5 a month would help cover $2 million in annual road maintenance costs; the franchise fees would serve as alternative to assessing homeowners when the roadwork occurs around their property, an expense that can easily reach thousands of dollars. The Eden Prairie Baseball Association and the city of Eden Prairie are applying for $180,500 in youth county sports grants, available thanks to construction of the Twins’ Target Field two years ago. Legislation that approved the stadium’s construction also called to award up to $2 million per grant cycle for countywide youth sports programs. There are 17 years remaining in the 20-year grant allocation period, said Eden Prairie Parks and Recreation Director Jay Lotthammer. The grant dollars are available through the Hennepin Youth Sports Program, which matches half of an applicant’s proposed project. Eden Prairie is submitting three applications. They are for improvements at Miller Park, Franlo Park and Cummins Grill ball field at Staring Lake

Park. The city is applying for $140,000, half the cost to light all the soccer-football fields at Miller Park. Lotthammer said pressure to light the full-sized fields for traveling teams has been growing since the fields were first constructed in 1992. They are used from May to October, and lights would make scheduling games easier. The other $140,000 would come from the Capital Improvement Programs, a budget that already includes the lights’ installation. The youth sports grant could lighten that financial burden. As the grant program requires, Eden Prairie Baseball Association is going through the city to hand in two grant applications. One is to install covered player benches and batting cages at Franlo Park. The grant would cover half off the estimated $38,000 project. The baseball association would pay for the other half. The second project calls for covered benches at the Cummins Grill baseball field. The baseball association and county would split the $43,000 cost as well.

Zebra mussels are not far away City takes stock in invasive species susceptibility BY PAUL GROESSEL – SUN NEWSPAPERS For now, Eden Prairie’s waters are clear of the invasive zebra mussel, but the city could take a little extra stock in its lake-monitoring process. The city may keep a closer eye on its waters and step up prevention efforts since zebra mussels were discovered in Lake Minnetonka two years ago. “I think that whole [Lake] Minnetonka scenario is the one people are fairly concerned about,” said Eden Prairie Parks and Recreation Director Jay Lotthammer during a March 6 city council meeting. “ … They’re able to be attached to things very easily and that’s one of the methods in how they spread.” Zebra mussels are invertebrates native to Russia that attach to hard surfaces such as boats, water pipes, docks, rocks and plants. They can cause problems for boaters, anglers, lakeside homeowners, beachgoers and a lakes’ food chain. They were first discovered in the Great Lakes in 1988, but two years ago was the first time they were documented in Hennepin County waters. Lotthammer said the environmental division of the city will have a regular water assessment take place this spring. For little added cost, they can analyze the lakes’ vulnerability to hosting zebra mussels. Depending on nutrient level and temperature of lake, zebra mussels may not survive if lake conditions are not right, Lotthammer said. The city also staff the boat launch at Riley Lake, mostly as supervision and traffic control for boats coming in and out of the lake. Lotthammer said the city could step up staff ’s training, so they can identify or inspect for zebra

mussels. If nothing else, they could possibly hand out materials with information on zebra mussels, Lotthammer said. There are several boat launches in Eden Prairie, including Lake Riley, Mitchell Lake, Lake Smetana, Red Rock Lake and Bryant Lake. It’s against the law to transport water infected with invasive species, and the DNR can examine boat hulls, swimming platforms and docks for aquatic plants. Zebra mussels were discovered summer 2010 in east Lake Minnetonka. At the end of 2011, a Minnehaha Creek Watershed District study reported that zebra mussels began moving westward. Concentrations were also higher in the eastern section of the lake. Once established in a lake, they become permanent residents, so preventing them from spreading is the best option. That’s not easy or cheap. Lake Minnetonka in particular is one of the most popular boating and recreation lakes in the state. The Minnesota Department of Natural resources commissioned a study last year to estimate costs for increasing preventative options across the state. Cost estimates outlined in the report, released in February, range from $6 million per year for privatized inspections conducted in 55 areas already infected with zebra mussels to a “not feasible” option with a $610 million per year price tag. That option would involve required inspections at 3,600 lakeside sites across the state. The DNR does offer grants to local governments for prevention and awareness efforts. But, last year in the Minnesota Legislature a House bill that would have increased funding to fight the spread of zebra mussels didn’t make it to the floor for a vote. It would have provided a funding increase of $4 million a year and authorized the DNR to provide more watercraft

Drugs FROM PAGE 1 It showed that drugs are talked about more with parents and seem more dangerous and taboo at a young age but those impressions dampen as students go through high school, particularly with alcohol use. “By the time they hit 12th grade, they don’t see it as an overly risky behavior as they might have [previously],” Houck said. As expected, as students get older they use illegal substances more. Little more than half of 12th graders who took the survey reported they had an alcohol within the previous year, while approximately 85 percent of 9th graders said they had alcohol within the previous year. But, reported binge drinking has reduced slightly since 2004, according to survey results. Around 7 percent of 9th graders and 21 percent of 12th graders reported they had used marijuana within 30 days prior to taking the survey. After going through the survey results, panelists talked about how parents can influence their children, talk – and more importantly listen – to their

children so they hopefully make their own wise decisions. “Parents have a lot of influence and kids listen to us,” said panelist Anita Gibson. Addiction is more of a health issue

than it is a moral issue, said panelist Maureen Farrell. Issues can occur if addiction takes place while the brain is developing. A mature brain can take 5-15 years to create an addiction. In an adolescent, devel-

Panelists said when students start asking about it, and specifically, Thompson said starting in 5th grade is not too young. And, parents messages to students need to continue as students age, Thompson said. Parents should not assume that the messages were drove home since they started early. “It’s gotta be over, and over and over again,” Thompson said. Even when par-

ents get sick of saying it, they have to keep saying it. That doesn’t mean being forceful or closed minded. Panelists said it’s important to let students talk and let them know they’re heard. making addictive patterns easier to form, she said. An audience member asked how parents could talk about the dangers of substance use with their child without sounding hypocritical. Randy Thompson, a Central Middle School counselor and former police officer said even though it sounds cliché, students truly are growing up in a different, more complex time than their parents’ high school years. “Times are different now than back when we were young,” Thompson said. Marijuana wasn’t as potent; there weren’t as many distractions and high school students face a lot more pressure now than their parents did during their formative years. “There are so many things that are different about today,” Thompson said. Gibson said to be careful with boundaries as well. Too much information about parents’ past can’t be helpful when trying to promote good decisions. Children are too young to hear about some things that parents did growing up. When should parents start talking to their children about substance use?

Time is now to vote on the stadium bill Minnesotans say they treasure the Minnesota Vikings football team, but they don’t want to help pay for a new stadium to keep them. That’s the dilemma for the Minnesota Legislature that keeps stalling, hoping they can put this decision off until after the November elections. Meanwhile, the Vikings insist they want a new $975 million stadium and are willing to pay more than $427 million of the cost, as long as someone else pays the remaining $548 million. The central question, however, is not how to pay for it and where to put it. The bottom line is: How important is the Viking team to the quality of life of Minnesotans? If the consensus of the people is to keep the Vikings because they add so much value to the state’s quality of life, then all the people should help pay for a new stadium that will keep them here. This burden should not fall on Minneapolis residents alone through the array of taxes they pay now for facilities like Target Field, the Minneapolis Convention Center and Target Center. Nor should it fall on only those who would pay for electronic pull-tabs, as proposed in the latest stadium plan. The latest

plan calls for a $975 million stadium east of the Metrodome in Minneapolis. It would be financed by $427 million by the Vikings, $150 million by Minneapolis through sales and luxury taxes and $398 million by state-run electronic-pull-tabs. This plan still has to be approved by a reluctant Minnesota Legislature and Minneapolis City Council, who fear the backlash from those who question the Vikings deal when compared to the state’s need to close a budget deficit, to pay for $2.1 billion in withheld payments to school districts and to fund human services. Since this issue has dragged on for 10 years and a plan has been put together for the Legislature, this is the session to vote it up or down. Waiting won’t lead to a better solution. Minnesotans want to believe the Vikings will never leave for a city with a modern stadium. Don’t they recall how the state lost its NBA franchise the Minneapolis Lakers to Los Angeles and the Minnesota North Stars NHL hockey team to Dallas? Have they forgotten how the state fought and regained new hockey and basketball franchises by having to build Target Center and the Xcel Center? A major policy question is: should the

state continue to fund entertainment venues for its residents with local and state taxes? Why not? There’s state and local tax dollars in the Xcel Center in St. Paul, Target Field in Minneapolis, the National Sports Center in Blaine, the Guthrie Theater in Minneapolis, the Mall of America in Bloomington and the TCF Bank Stadium on the University of Minnesota campus. The most recent case of public financing is Target Field in Minneapolis where there is a 0.15 percent sales tax paying two-thirds of the cost. People are raving about this stadium, even as they help pay for it when they buy something in Hennepin County. A consensus is developing that keeping the Vikings maintains the state’s quality of life and a stadium plan is on the table. Let’s vote. — An editorial from the ECM Publishers Editorial Board. A message from the Eden Prairie School Board As elected members of the Eden Prairie School Board, we are accountable to you, the community members of Eden Prairie. Our posted board meetings and workshops are all open to the public, and agendas and minutes can be found on the newly designed district website at edenpr.org. In addition, we want to communicate directly to you from time to time with updates about our work and our goals. What follows is an overview of our activities during these first busy months of 2012. In January, we each took the oath of office. We elected new officers, formed new governance,

finance and connections committees, voted to decrease our pay to $400 per month and made the decision to recite the Pledge of Allegiance at the beginning of every board meeting. We made a site visit to Oak Point, met with Decision Resources to give direction regarding the community surveys they conducted for us, heard from School Exec Connect on the results of the superintendent survey and focus groups and collaborated with the interim superintendent, Jon McBroom, to set priorities for the remaining months of the school year. These priorities include rebuilding relationships with the

community and staff, ensuring that progress toward academic goals is being made, gathering information on enrollment and facilities usage and reviewing our district finances. In February, we heard an update on Kids EdVenture, the district’s before- and after-school program that is currently being piloted at upper and lower campus Spanish Immersion and Oak Point, and we voted to extend that pilot program for an additional year. We changed our governance policies to use the word “Superintendent” instead of “CEO” to achieve better clarity, and we reached out to every fam-

ily with kids who left the district last year and invited them to attend sessions to share their feedback with us. A professional demographer presented us with a capture rate study, which included historical and projected enrollment information for Eden Prairie Schools. Superintendent McBroom gave us information on current and past enrollment at every site, various enrollment projections for the future and building capacities. The cost of the basic cremation service which includes removal of the body from the place of death, cremation, filing of the necessary papers and cardboard container suitable for burial is presently $1395.00 for members. This is payable at the time services are rendered. The charge to non-members, whom we also service, is more.

At the time of death, our counselors are available to assist your survivors in arranging for memorial services, obtaining certified copies of the death certificate, cemetery services, grave makers and monuments, obituaries for the newspaper and paperwork for Social Security and Veterans’ benefits.

Q. How do I join the Cremation Society of Minnesota? A. Fill out the registration form and mail it to our office with a one time registration fee of $15.00 per person. This fee defrays the cost of setting up and maintaining your records. It is not refundable nor an offset to the final service costs. We will register you and send you wallet-sized membership cards and certificate of registration. Members may call or write us regarding any related questions.

EDUCATION NOTES CMS earns honors at World Savvy Challenge On Saturday, March 3, nearly 300 middle and high school students from across the Twin Cities gathered at Macalester College to participate in the World Savvy Challenge Twin Cities Regional Competition. After months of exploring the theme of “Sustainable Communities”, students identified a problem for further research and then developed solutions to that problem at the local, national and global level. On Saturday, Gov. Mark Dayton, Sen. Amy Klobuchar, Congresswoman Betty McCollum and more than 130 volunteers were there to hear how students want to address issues such as poverty, homelessness, climate change and energy. These leaders spoke to students about the importance of education and the vital skills that are gained through their participation in the World Savvy Challenge program, such as critical and creative thinking, solution seeking, and taking informed action on important issues. During the day, students presented their research and solutions to judges from the community. Presentations were in the form of a creative performance or a visual exhibit, which were on display throughout the day in the Kagin Ballroom at Macalester. Students also participated in a collaborative problem-solving activity that challenged their teamwork, critical thinking and communication skills. These events were followed by an awards ceremony, where prizes were given to the highest performing teams in both presentation categories in the Junior and Senior division. Winning top honors in the Performance category were Twin Cities Academy (St. Paul), Central Middle School (Eden Prairie), Breck Middle School (Golden Valley), AFSA High School (Vadnais Heights), Crosswinds Arts and Science School (Woodbury)

The program continues to grow in Minnesota and has more than tripled in size over the past three years. EP educator is teacher of the year semifinalist Paul Bennett, a teacher at Intermediate School District 287’s Prairie Center Academy in Eden Prairie, is one of 34 semifinalists for the Minnesota Teacher of the Year award. A selection panel of 22 community leaders meeting in St. Paul had the difficult task of choosing the semifinalists from an initial field of 111 candidates from across the state. The panel will meet again in late March to select about 10 finalists from among the group of semifinalists. The current Minnesota Teacher of the Year, Katy Smith of Winona, will announce her successor at a banquet at The Northland Inn in Brooklyn Park on May 6. Education Minnesota, the 70,000member statewide educators’ union, organizes and underwrites the Teacher of the Year program. Candidates include pre-kindergarten through 12thgrade teachers from public or private schools. The Minnesota Teacher of the Year Program also receives support from the following organizations: The SMARTer Kids Foundation, The Northland Inn, the Harvard Club of Minnesota Foundation, United Educators Credit Union, McDonald’s Restaurants of Minnesota, Teacher Federal Credit Union, Pearson Education and Education Minnesota ESI.

COMMUNITY NOTES ISM to host ‘Evening of Art’ March 22 The International School of Minnesota will be hosting its annual “Evening of Art” 6 p.m. Thursday, March 22. This year’s theme, “America’s National Parks”, will be presented in beautiful pieces of art by ISM students K-10th grade. The evening will be offered in open house format. This past summer, John Bramble, Head of Visual Art at ISM, visited several national parks including Yosemite, Sequoia, Theodore Roosevelt and Yellowstone enjoying the splendor of nature and photographing beautiful vistas and flora and fauna that ISM students could use as inspiration for their own creations. Bramble incorporated historical information about the establishment of the parks into the art curriculum. He introduced the students to people like John Muir, early naturalist and founder of the Sierra Club, Thomas Moran who often painted the Rocky Mountains, and Ansel Adams, a 20th century photographer best known for his black and white photos of the American West.

The World Language Department will also be presenting artwork created by the Preschool and Pre-kindergarten students. Evening of Art is open to the public and is free of charge. Latest method for fighting AIS includes organizing Grants available to form new lake associations BY CHRIS DILLMANN – SUN NEWSPAPERS For concerned citizens or those that just want to get more involved, grant opportunities are available to form new lake associations. Made possible through a partnership between Minnesota Waters and Minnehaha Creek Watershed District, the “Watershed Association Initiative” is beginning its sixth year of grants. With more than 120 lakes in Hennepin County, Program Coordinator with Minnesota Waters, Alex Gehrig, says the more the merrier. “We’d love to see a citizen-based organization on every one of those lakes,” Gehrig said. The program provides mini-grants of $500 to organize. “Sometimes there are just those costs associated with forming a group,” Gehrig said. “You want to put

on a community event, and will need to apply for a nonprofit status with the state, you’ll need a little bit of cash to get moving.” Once established, the Member Match Fund matches member dues and donations up to $1,000 to help fund the projects. The formation of lake associations is to help fight the spread of Aquatic Invasive Species and to help protect water quality. And all it takes is three to five people to want to make a difference. “Usually a group of people that has things in common with the lake that you like about it and you would want to do for it,” Gehrig said.

How to form an association A Steering Committee is then formed where Gehrig says he becomes involved. They then develop a talking point on what’s common within the group, taking the ideas to the community and holding community meetings.

After that, they would then file for nonprofit status, where they then could begin the action planning. As more AIS make their way toward metro waters, communications director with MCWD Telly Mamayek says it’s more imperative than ever to get citizen involvement. “The formation of lake associations are ways for citizens to become involved to advocate for their lake and be active in water quality issues,” Mamayek said. “Anytime we can work with an engaged citizen group it is a more effective way of doing what we can to improve the water resource and water quality.” As AIS continue to become more a part of life, Mamyek says they are seeing a lot more citizen interest in lakes and their issues. This was seen when a group of three lake associations, including the Christmas Lake Association, began a grassroots effort to stop the spread of

zebra mussels into their clean lakes. Advocating checkpoints and an access gate, they wanted to do what it takes to stop zebra mussels from entering the lakes. Mamayek agrees in the sense that the state can’t do it alone and it will take a team effort to protect the bodies of water. “Active citizens are a tremendous aspect in this effort for AIS,” Mamayek said. On the ground, grassroots work is the backbone of the work to protect the bodies of water. Gehrig says people want to do something but they are not sure exactly where to go. “We want to make sure citizens have those resources so that they can take that positive action,” Gehrig said. Cedar Valley to host spring Alpha Course Cedar Valley Church will host its spring session of the Alpha Course beginning Wednesday, April 4. Alpha is a

The fees would be split between gas and electric bills, $2.50 on each for residential properties. Revenue from residential and business fees would cover the $2 million that will be needed annually (not including inflation) to keep the city’s aging roads in good condition. Roadways have a 20-year lifespan without maintenance work. Seal coating, mill and overlay and other techniques can double that expectancy. “We do expect to see 40 years from all of our streets,” Ellis said during a January workshop. The city roads’ average age is 20 years and maintenance requirements are going from seal coating to the more expensive and in-depth mill and over-

lay, Ellis said at the last meeting. The current condition of the roads can be maintained, however, by doing long-term maintenance work. “We have a very aggressive maintenances schedule,” Ellis said. The city wants to keep residents and businesses informed and spread the word before they hit utility bills, which could happen in August. “This is kind of the beginning of an engagement process,” City Manager Rick Getschow told the city council. The city has planned neighborhood meetings, a town hall meeting and some public hearings. The next open house will be 6 p.m. Thursday, March 15 in Heritage Rooms 1 and 3, in the lower level of Eden Prairie’s City Center. Staff and the city council have been looking at road maintenance costs and plans for a year. Like many cities, Eden Prairie did not have a funding source for long-term road maintenance. Former, long-time Public Works Director Gene Dietz told the city council last May that annual road and trail

work eats up $2 million in the capital improvement fund, used for roadwork, trails and other maintenance costs exceeding $25,000. In recent years, little money had gone into the fund and it was facing a deficit by 2015, which is why the city council had the citizen-led Budget Advisor Commission look into funding options for street repairs, including the franchise fee proposal. “I really think that Eden Prairie is at that point where every dollar you spend now is going to save you $4 ten years from now, and if you wait too long the choices are very expensive,” Ellis said. The BAC was charged with deriving the best options for roadway maintenance funding, which isn’t part of city property taxes. “One thing [the BAC] did not look at ... was special assessments,” Ellis said in January, since it could have cost $4,000 to $10,000 per property owner, once the maintenance and repair work came in front of the taxpayer’s home. “It would create a lot of consternations from the public if we decided to

do special assessments,” Ellis said. The BAC is recommending flat franchise fees to the city council because they’re fair, easy to understand and Excel and CenterPoint Energy are already billing houses and businesses, so there would be little administrative work for the city. “Franchise fees is simply charging a fee for the benefit of access to the city’s right of way,” Ellis said. The city allows the energy companies right-of-way to install utilities under city roadways, rather than having energy companies go to each property owner to receive right of way from individual properties. BAC also considered street light maintenance fees, garbage hauling fees, cell phone tower fees, fees charged to water and sewer and tax levy increases. The BAC thought flat fees would be the most equitable since house or lot size does not determine how often roadways are used, especially since older constructions tend to be smaller than newer homes, Ellis said.

Eden Prairie rally falls short in girls basketball finals Eagles lose 50-46 to Edina in Class 4A, Section 2 title game BY GREG KLEVEN – SUN NEWSPAPERS Edina and Eden Prairie are Lake Conference girls basketball rivals and very familiar with each other. The Hornets and Eagles met twice during the regular season and split a pair of games. However, Edina won the season series with EP and earned a berth in this week’s state Class 4A tournament with a hard-fought 50-46 victory over Eden Prairie in the Section 2 finals March 9 at Hopkins Lindbergh Center. Top-seeded Edina (25-4) avenged a loss to second-seeded Eden Prairie (22-6) in last year’s section championship game. The Hornets are the second seed in the state 4A tournament and were scheduled to play Duluth East (22-5) in the quarterfinals March 14 at Target Center. Edina coach Matt Nilsen knows Eden Prairie’s personnel so well that he realized Hornet leads of 23-17 at halftime and 34-23 six minutes into the second half were not safe. “We were up by 10 points in the second half and I was expecting a run from Eden Prairie,” said Nilsen. “Eden Prairie started shooting well and we found ourselves down by one point in the final minutes. “But we didn’t stop fighting and held our composure. We came right down the court and regained the lead after Eden Prairie went ahead.” Edina led 48-44 with 10 seconds remaining in regulation after senior forward Lindsey Johnson’s field goal.

However, Eden Prairie’s Shayne Mullaney scored to cut the deficit to 48-46 with 2.9 seconds left. Edina senior guard Katybeth Biewen made two free throws to clinch the victory. Junior guard M.C. McGrory and Johnson led Edina with 17 points each. McGrory scored 14 points in the second half. Edina’s defense did a good job shutting down Eden Prairie’s All-State standouts, forward Jackie Johnson and guard Shayne Mullaney. Both seniors are headed to the University of Minnesota next season to play for the Gophers. Mullaney averaged 17.6 points during regular-season play and Johnson scored about 15 points per game. However, the Hornets defense limited Mullaney to nine points and Johnson to eight points in the section final. Eden Prairie’s other point producers were Cassy Saxton (nine points), Annie Thul (seven), Martha Kuderer (seven), Carley Tibbetts (four) and Samantha Trammel (three). “We tried to focus defensively on stopping Mullaney and Johnson and did a good job of that,” said Nilsen. Edina’s Lindsey Johnson wasn’t surprised by her team’s section championship performance. “Eden Prairie is a fantastic team, but our players stepped up and played a great game,” said the Hornets’ Johnson. “Our team never gets down and stays poised.” Eden Prairie reached the section finals by defeating Bloomington Kennedy 65-51 in the section semifinals March 3. The Eagles opened the playoffs with a 62-41 victory over Bloomington Jefferson in the quarterfinals.

SHORTS EP youth soccer sign-up The Eden Prairie Soccer Association (EPSA) has opened online registration for the 2012 spring season at www.edenprairiesoccer.org.
