The top five Eden Prairie superintendent candidates have been narrowed to three finalists, who will go through extensive interviewing and meet with the public before the Eden Prairie School Board makes its final selection, expected next Friday. Although Nancy AllenMastro, the assistant superintendent at Bloomington Public Schools and Nancy Rajanen, superintendent at Waconia Public Schools, made the top five, they are not among the three finalists. underway by the time they noticed it, Eden Prairie Fire Chief George Esbensen said. “While on route we could see it in the skyline,� he said. Firefighters were able to keep the fire from spreading to neighboring houses, but total property damage could reach $400,000 to $500,000, he said. The house received extensive damage, and there were two cars parked inside the garage and another parked near it in the driveway. The cause of the fire has not been released, but Esbensen said it was accidental.

The Eden Prairie School District’s community survey results are in. The comprehensive survey showed that residents and parents believe the district provides high quality education and has great teachers. The first survey polled two pools of people, the general population living in the school district boundaries and parents of school district students. Both were randomly sampled, and have 5 percent and 6 percent margins of error respectively, which are low enough to accurately represent the overall population, Morris said. Morris shared the survey results with the school board during a workshop Tuesday, March 13. Results from two other surveys, which questioned both parents who have left and come into the district, will be shared once those results are compiled. Morris told the school board it is important to understand that two pools of people were surveyed, 400 households located in the district and 250 parents. When respondents were asked what’s the first thing that comes to their mind when they think of Eden Prairie Public Schools, 44 percent of all residents and 44 percent of parents said high quality education. When asked what they like most about the district, 29 percent of residents and 39 percent of parents said “good teachers.” A variety of school programs and quality education were bunched as the second most popular answers, mentioned 11-16 percent of the time. Respondents think the overall public school quality is high, with 74 percent of parents considering it excellent and 23 percent considering it good. As for overall residents, 65 percent said excellent and 28 percent said good. “What we’re seeing develop, then, is the high quality of education, great teachers and finally the curriculum that’s being offered here,” Morris said. And, with 94 percent of parents reporting they’re proud of the school

district and would recommend it to others, “you set the high [score]” among all districts they have surveyed, Morris said. The most serious issue facing the school district? Nearly one quarter of residents and parents (22 and 23 percent) said the elementary school boundary changes were the most serious issue. Boardmember Holly Parker asked if those responses had a negative connotation or if people said boundary changes since it was high profile. Morris said mainly there was a mix of opinion and uncertainty about the boundary changes. Follow-up questions were asked about two separate issues, the elementary grade reconfiguration from K-4 to K-6 schools, and the redrawing of the schools’ boundary map. Many parents supported the grade changes, but opinion about the boundary changes were evenly divided three ways.

Grade reconfiguration Around half, 48 percent, of the general population did not have an opinion on the grade reconfiguration; 29 percent supported or strongly supported it and 23 opposed or strongly opposed it. There was a similar level of awareness. Approximately 44 percent of residents were either not too familiar with the grade reconfiguration or knew nothing about it, while 55 percent were very familiar or somewhat familiar. Parents were a little more informed and opinionated. Approximately 26 percent ranged from not too familiar to unsure, and 75 percent were very familiar or somewhat familiar. More parents supported the grade changes than opposed them, with 42 percent who supported it; 27 percent opposed it and 31 percent were unsure of what to think.

The mixed opinion regarding the boundary changes – split into thirds – “is a result that pollsters just hate to see,� Morris said. If the district is going to take any action, the split results say “to be very, very careful.� But, he said despite the mixed opinions about the elementary school changes, the school district’s base is still in tact, Morris said; survey results showed the pride, sense of high achievement and other positive signs are still evident. “Your foundation is still intact,� Morris said. If a similar situation happened at another school district, the foundation would have shaken, he said.

Speak up for county library funding Unless advocates make some noise, dollars will continue to be cut At a time when more people than ever are using their community libraries, the funding gradually is being reduced. A good library is essential in a community now more than ever when people cannot afford to buy books and more people are using its computers, downloading Ebooks and checking out audio materials. At this time, advocates of local libraries need to protest some of these reductions during a time when services are most needed. Counties are responsible for providing a library system. Libraries get some revenue from the state while most of it comes from taxpayers in each county through special and general property tax levies. Hennepin and Ramsey County and its suburban libraries, bolstered by supportive county commissioners, are weathering the reductions better than most. Despite a $2.5 million reduc-

tion this year for the Hennepin County library, neither hours nor staff were cut. The director decided to buy fewer materials. The annual total budget for 2012 is $69.9 million. Thanks to some money from the Target ballpark sales tax revenue, worked out by the county board of commissioners, Hennepin opened some libraries on Sunday and added hours to the Central Library. They are, however, expecting revenues to be tight for a while. Hennepin library users checked out 18.3 million items in the 41 libraries last year. In Ramsey County where there are separate tax levies for St. Paul and its suburban libraries, hours have not been reduced and a reduction of $100,000 has resulted in a loss of two staff and less for the collection. The collection revenues have been hit the hardest dropping from $1.3 million in 2003 to

$850,000 in 2012, Revenue to buy materials for the libraries has gone down from $1.3 million in 2003 to 850,000 in 2012. Fortunately, Ramsey and other libraries purchase materials through the Metro Library Service Agency (MELSA) at a lower price. Last year, the Ramsey County system circulated 4,317,000 materials and had 1.8 million visitors. The Dakota County Library system expects to circulate 5 million materials this year. No hours have been reduced and most of the nine libraries are open Sunday. Last year the county system circulated 4.9 million materials through its nine-library system. This year’s total budget from all sources is $11,691,000. Over the last few years, mostly through attrition and not filling positions the number of fulltime equivalents has dropped from a high of 159 to 136. The counties’ revenues are suffering because tax capacity is going down due to all the foreclosures and shrinking commercial tax base. State legislators have cut local government aid and are requiring counties to do more with less and mandating more expenses with no extra money.

The state auditor reports that cities and counties in the state have cut public library operating budgets and capital outlay by 42 percent between 2005 and 2009. Meanwhile, more people than ever are using libraries. More students are going to the library, because school districts are short-changing their media centers, once called libraries. Homeschooled children are using the libraries more. Senior citizens are attending computer classes so they can use the library’s computers. Of course, the economy and particularly reductions in local government aid from the state to the counties partly are to blame for the underfunding and reduction in services. Advocates of community libraries need to speak up particularly to legislators about this slow erosion of library hours and services unless policy makers hear protests from users, funding for libraries will continue to be reduced.

Let’s keep property tax changes fair for all Minnesotans This November, Minnesotans will cast ballots to fill the seats of all 201 members of the State House and Senate. As usual in an election year, property taxes will be a hot topic. As mayors of seven Twin Cities suburban communities, we are well versed in the complexities of our property tax system. At the city level, the rubber literally meets the road. Our city councils have made tough decisions over the past several years to maintain critical services while doing our best to keep property taxes down. Last year, the legislature and Gov. Dayton enacted property tax changes that have caught some homestead and commercial property taxpayers by surprise. The biggest change was the transition from the Market Value Homestead Credit to an exclusion for homes valued under $413,800. Under the old program, the state directly paid a portion of homeowners’ property taxes. However, the state frequently failed to pay the full amount. In 9 of the past 11 years, the state did not fully reimburse cities for credit payments, creating unanticipated shortfalls in local budgets. The new Homestead Market Value Exclusion instead shields a portion of a home’s value from taxation. The state will no longer pay for this homeowner property tax relief. Instead, it is funded locally by residential and commercial property owners within that home’s jurisdiction. This exclusion is a typical method used by other states to provide property tax relief. The upside is that cities will have a much more reliable revenue stream to establish their budgets. The downside is that in this transition year, some homeowners will see a one-time jump in their

taxes. Cities with more lower-valued homes will see a larger impact. To help offset some of these increases, lawmakers increased funding for the “circuit breaker” property tax refund program that benefits low-income households. During this legislative session, some lawmakers are likely to call for additional changes. Our message to the legislature is simple: Keep any property tax changes fair for all Minnesotans. Dividing Minnesota into “Greater Minnesota” and “metro area” camps doesn’t benefit anyone. While some property tax increases in Greater Minnesota may show large onetime growth on a percentage basis, the starting point is frequently much lower than in the Twin Cities. In addition, a Minnesota Department of Revenue report last year showed that as a percentage of income, metro area property taxpayers pay more in property taxes than those in Greater Minnesota. Property taxes are one of government’s more visible and transparent funding sources. We believe that’s a good thing. We are hopeful the 2012 legislature will work with cities like ours to ensure that Minnesota’s property tax system continues to head in the direction of more fairness and transparency. LRT FROM PAGE 7 size and scope, the general consensus was that something needed to be done to relieve traffic stress and gain capacity. Critics asked for a smaller, less disruptive design. Supporters argued the larger plan would be better suited for traffic growth. One plan attribute wasn’t debated: the more money spent, the bigger the bridge. Similarly, more money will mean, arguably, a bigger, better stadium. This is not the case with the Southwest LRT. An incremental $100 million price tag on a portion of this project will not increase capacity, gain more riders, relieve congestion, increase safety or make any improvements. This portion of the project is the proposed rerouting of freight rail traffic from the Minneapolis Kenilworth corridor through the city of St. Louis Park. All Minnesota taxpayers, regardless of location, will bear the burden. When completed, the Southwest LRT will serve Eden Prairie, Hopkins, St. Louis Park and Minneapolis, making it a valuable link for thousands of users. Yet instead of simply adding the light rail tracks to the existing freight rail corridor between Minneapolis and St. Louis Park (a viable and less costly option determined by study), the Metropolitan Council and Hennepin County plan to pull up the existing freight tracks and replace them with a $76 million set of new bridges, new ramps and new tracks to divert freight trains through St. Louis Park. In addition to the $76 million price tag, an estimated $30 million to $50 million in tax funding will be needed for environmental and safety mitigation to cram this rail traffic onto a corridor that was never designed for such use. So why is this reroute even being suggested? Here’s where the Stillwater project

and the Vikings stadium differ from Southwest LRT’s freight plan: The reroute itself is being requested by no one, its users included. The railroad company doesn’t want its route moved because doing so will mean running trains up steep grades, around tight curves, across roads and practically on top of families and students, creating operating, fiscal and safety headaches. The city of St. Louis Park and its schools don’t want the reroute for myriad reasons, particularly safety ones. Local businesses don’t want the reroute because of disruptions, damage to their buildings and in some cases, seizure of their property. In fact, there is no reason to build this taxpayer-funded monstrosity except that 20 years ago, former House Speaker and Kenwood resident Dee Long remarked to many of her Kenwood neighbors and constituents that she would fight to move freight rail out of their neighborhood. Kenwood, a wealthy and influential Minneapolis area, at one time had 14 sets of freight rail tracks running through the corridor in question. Today there is only one set of freight rail tracks remaining, yet in Long’s absence current Hennepin County commissioners continue to placate a vocal Kenwood group by pushing this useless reroute. Rather than the reroute, the freight trains should remain in Kenwood, alongside the new light rail where the expense will be far less – $100 million less. However you feel about your tax dollars being spent on enormous public projects in the case of the Stillwater bridge or even the Vikings stadium, the taxpayers at least get something for their tax dollars. But what will we get for $100 million in new freight rail tracks? Nothing but a political favor. Schools look to improve transition for 5-6th graders Grouping, enrichment and acceleration recommended BY PAUL GROESSEL – SUN NEWSPAPERS To make some 5th and 6th grade curriculum run more smoothly than this year, the district could make some tweaks at the elementary schools. Interim Superintendent Jon McBroom and elementary school principals have worked together to create recommendations for elementary school curriculum adjustments. After experiencing the 2011-12 school year, they have come to the realization that there are some things that need adjusting next year, McBroom said during the March 13 school board meeting. “This direction would focus on achievement for all students, closing gaps and the digital/21st Century skills,” McBroom wrote in his recommendation. He said it’s important to note that administrators see 5th and 6th graders in a different level of education, more toward middle school age than primary school age. The main changes would include allowing grouping by ability within grade levels, enrichment and accelerated math classes at the 5th and 6th grade level. The recommendation is not that these changes are mandated – it would give principals and teachers flexibility to educate students as they think is appropriate, while staying within district expectations for a high quality education. There would be some adjustments in the Gifted and Talented program as well, including a recommendation that the key teacher no longer instruct the math section, which they believe has taken away

from some work for gifted and talented students. Swimming would no longer be offered for 6th grade students, either. Next year, all the elementary schools will be K-6, rather than this year’s K-5 setup with all the 6th grade students at Oak Point Elementary, where the pool is located. Since the 5th grade students will return to their elementary school for 6th grade next year, those students would have to be transported to Oak Point for swimming classes. When looking at how long it would take to get students to Oak Point and the time left to actually be in the pool, it would be hard to justify taking away academic time from the students, McBroom said. Additionally, they need to make sure the district’s homework policies are being followed across the district, McBroom said. These aren’t all of the things administrators and principals are reviewing, but they’re offered to the school board as an initial adjustment, McBroom said, to make sure all students are being challenged academically. “We think some of these adjustments will be beneficial to our students,” McBroom said. After the district listened to community members and staff members, and after seeing the community survey that shows residents gave teachers and principals high job-approval ratings, these are appropriate improvements that put trust in the district’s respected educators, according to McBroom. These are plans and changes administrators will continue to work on, and the school board does not have to formally vote for the changes but they may discuss them further during upcoming meetings.

A workshop explaining why children with emotional, behavioral, learning and cognitive disabilities are at a higher risk for involvement with the juvenile justice system is planned next week in Bloomington.

Taxes and regulation on Paulsen’s mind He also promotes bipartisan efforts BY SETH ROWE – SUN NEWSPAPERS A stack of the regulations passed by Congress each year would reach 13 feet high, U.S. Rep. Erik Paulsen said in comments to the TwinWest Chamber of Commerce March 16. The tax code itself “is about five times the size of the Holy Bible, without the Good News,” added Paulsen (RMinn.) while speaking at the DoubleTree Hotel in St. Louis Park. Continual tweaks of the code have resulted in an average of more than one change per day, he said. Paulsen, an Eden Prairie resident who represents the suburban Third Congressional District of Minnesota in Washington, D.C., called for tax code streamlining and a rollback on regulations in his TwinWest Legislative Breakfast speech. “Economic growth means tax reform,” Paulsen said. “The tax code is not designed today to handle the corporate economy. It’s impacting our rela-

tionship with global trade partners, with exports, and it definitely puts us at a disadvantage.” Although his Republican party often stresses such themes, Paulsen said bipartisan recognition of the need for tax reforms has emerged. He noted President Barack Obama made multiple references with such themes in his latest State of the Union Address. Regardless of who wins this year’s presidential race, Paulsen said he anticipates comprehensive tax reform will become a major theme during the next presidential term. He said talks among members of Congress have found areas of agreement during conversations not recorded for C-SPAN. “There’s a healthy environment for bridging gaps and moving forward in a consensus manner,” Paulsen asserted. He said he would be willing to close loopholes in the tax code in the interest of creating certainty and simplicity. “Fairer, simpler and, most importantly, more competitive is the way to go,” Paulsen said.

mote free trade agreements, such as the pact with South Korea that recently went into effect. Obama signed several such agreements in 2011. “This is a huge win – a huge opportunity – and I think it signals that America is back,” Paulsen said. “It is about selling American – not just about buying American but selling American.” Bipartisan efforts led to the free trade agreements, he stressed. Likewise, he discussed his collaboration with U.S. Sen. Amy Klobuchar (D-Minnesota) regarding issues relating to the medical device industry. He called a medical device tax that would go into effect in 2013 “a little bit of a ticking time bomb.” Paulsen predicted, “It’s going to hit Minnesota hard. It will cut into (research and development), innovation and the lifeblood of what created the industry.” He read a letter from a woman who runs a small business relating to medical devices. She indicated the company, which Paulsen did not disclose, would have to make cuts and likely would not be able to introduce any new products in 2013 if the tax goes into effect. Like Paulsen, Klobuchar has long objected to

H.O.M.E/From previous Looking at the last census, Morin and others are anticipating a huge increase in the senior population in next decade. “There are expected to be more seniors than school aged children,” he said. “Plus, a lot more people are aging in place.” While no one is turned down because of an inability pay, H.O.M.E. does charge for some of its services. “What we charge barely covers the cost we pay to workers,” he said. “People are asked to pay a tenth of what a for-profit would charge.” Administration costs for the program are subsidized through funding from community development block grants, United Way, the Metropolitan Area Agency on Aging, and private donations. In 2011, H.O.M.E. served 1,064 households in surburban Hennepin County. Morin estimates that volunteers turned in around 6,000 hours of service. “We are just honored to be able to work with seniors in our community. They provide valuable resources to us,” he said. Morin personally visits each senior who signs up with H.O.M.E. to learn more about what they need to keep them independent. “I’m honored to work in this business. All day long, I hear personal stories. If we can do something to help, we’ve succeeded.” The H.O.M.E. program is a homemak-

er and maintenance program that is designed to assist the elderly. The goal is to assist those who are age 60 and older, or those with disabilities in order to allow them to remain in their homes. Services include: house cleaning, food preparation, grocery shopping, window washing, lawn care, and other maintenance and homemaker services. For more information on H.O.M.E. Housing a lurking issue for many seniors By Emily Hedges Edina resident Ron Anderson believes you could write a book about all that most seniors don’t know about their available housing options. So he’s decided to write it. “It can be very difficult to examine resources with no working knowledge of what the system provides. Most people can’t tell the difference between Medicare and Medicaid or what their options are,” he said. “That’s the challenge for seniors and their families, to understand their situation.” As a member of a family that has worked in senior housing for two generations, and with his current involvement in two independent living facilities, Woodbridge Cooperative of New Hope and Chardon Court, he is in a unique position to write the guide he personally needed not too long ago. While he and his family were considering placement of his mother, a Missouri resident, in an assisted living facility, she had a fall in her home that forced the issue. “Walking through as a participant, trying to direct traffic, prompted my

research,” said Anderson. “We found there were options that were not very good.” Like so many families, they were thrust into a situation where a quick decision was necessary. “There is tremendous psychological pressure looking out for the welfare of parents. All these decisions for placement are made in the middle of a crisis. Something happens to force a decision in the middle of a Medicare-funded hospital stay,” said Anderson. “Decisions are made using a social worker at the hospital as a traffic cop.” Anderson says there is a big movement in development towards assisted living facilities, which can run seniors up to $60,000 a year in this market. “Most studies show that aging Boomers and Greatest-Generation seniors have a net worth of $240,000 including real estate,” he said. “With 90-plus the fastest growing demographic in America, how can this work over the long haul?” Anderson points out that when there are no assets remaining people will move to the least-expensive option, and they need to understand what that means in

different parts of the country. “There are two levels of nursing home care, private-pay and the Medicaid group. You find the standards of care are dramatically different,” he said. He points out that because Minnesota has a mandated quality of care that attempts to close the care gap between the two groups, things are better here. “We can’t rely on federal funding in the future to take care of these people,” said Anderson, who also believes pensions aren’t necessarily the answer either. “All pensions are under fire. Companies are filing bankruptcy to get out of pensions.” He advises seniors to take stock and use their assets wisely, and focus on quality of life above all else. “Independent living at an affordable cost, this is the challenge all seniors will face in the near future,” he said. “Who is talking about it? Local governments aren’t funded and can’t help.” This is why Anderson developed Woodbridge Cooperative of New Hope and purchased Chardon Court independent living facility, two affordable alternatives to expensive assisted living centers. Watershed district offers project grants The Lower Minnesota River Watershed District, based in Chaska, has created a new program that will award up to $20,000 in matching funds this year to individuals, neighborhoods, or organizations that carry out environmental improvement projects. Health care debate hits home for Medica’s Coleman Work on exchanges takes a breather as Supreme Court arguments loom BY PAUL WAHL – SUN NEWSPAPERS When the U.S. Supreme Court hears arguments on the validity of portions of the Affordable Care Act March 26-27, Danette Coleman will be paying more attention than most. Coleman is vice president of public policy and government relations for Medica, based in Minnetonka. She has spent most of her professional career in the health care industry, the past year as a member of the Minnesota Health Insurance Exchange Advisory Task Force. If the federal legislation approved in 2010 – sometimes called Obamacare — runs afoul of the justices, it could mean long hours of work for nothing. The Court is expected to rule on various aspects of the health care reform legislation in June. Most Americans eventually will have a legal obligation to carry health insurance or face a fine. Coleman believes if the courts determine that requiring Americans to purchase health insurance is unconstitutional, it will likely be a “dealbreaker” for this chapter of health care reform. “If you get rid of the mandate to purchase health insurance, you lose the mandate for guaranteed issue – no pre-existing conditions,” Coleman said.

“Those hang together. One without the other is like adding home insurance when you’re standing outside your house that’s burning down.” An exchange is a marketplace – essentially a website – where Minnesota consumers and employers can find, compare, choose and purchase health care coverage that best fits their person, family and business needs, according to the Minnesota Department of Commerce. It would be the only place where a consumer can receive a federal subsidy to cover the cost of health care insurance, Coleman explained. Under federal law, if Minnesota does not create its own exchange, a one-sizefits-all model would be imposed upon the state. “We have been of the position that we have always done things better when we do them as Minnesotans,” said Coleman, who is one of 15 members of the task force. “The federal government does not understand our communities.” The work of the task force has been politically charged and controversial. Its efforts were funded initially with a $4.2 million federal grant. The money had no more hit the state’s bank account before Republicans objected, alleging Gov. Mark Dayton was spending money not authorized by the state legislature. Sen. David Hann (R-Eden Prairie) has been the point man for Republican opposition to the task force. Hann is chair of the Senate Health and Human Services Committee. In February, Hann said spending

money to hire nine staffers in the State Department of Commerce to do nothing is a clear misuse of public tax dollars. Republicans were offered two slots on the task force but declined to participate. Another $26 million federal grant to continue design of an exchange was announced in late February. A Minnesota-specific exchange would have to be approved by the Republican controlled House and Senate and signed by Dayton. Bills calling for creation of an exchange were introduced last legislative session and again this year. They have not been considered in either body. Minnesota has until Jan. 1, 2013, to develop its exchange and prove to the federal government is will function. Exchanges will become the law of the land in January 2014 unless court challenges are successful. Last week, the Minnesota Senate conducted a hearing on a bill that would place limits on a health insurance exchange. The bill’s sponsor, Sen. Chris Gerlach (RApple Valley), said the idea is to prevent the Obama administration from establishing exchanges without legislative consent. Another bill, sponsored by Hann, would allow consumers to save for healthcare expenses in specialized accounts. For the second time in recent weeks, GOP legislators have found themselves in opposition to business organizations that generally support conservatives. TwinWest Chamber of Commerce, which represents businesses in a wide swath across the West Metro, has spoken

in favor of the exchanges. “Requirements like individual insurance mandates, government-mandated coverage inclusions and insurance exchanges are largely yet to be sorted out, bringing a level of uncertainty to businesses as they make decisions about employee benefits,” said Bruce Nustad, president of TwinWest. “These uncertainties, coupled with potential penalties and taxes, stifle private sector job growth.” Nustad said the chamber supports “exchanges that are structured around market-based, consumer-driven principles reflecting both quality of care and price.” Coleman has been affiliated with TwinWest in a variety of capacities for a number of years. The chamber and Republican legislators have also differed recently on funding the SouthWest Light Rail plan. Other supporters also argue that the idea for exchanges originated with the Heritage Foundation, a conservative think-tank, and only when they became part of Obama’s plan did Republican opposition surface. For Coleman, a Brooklyn Park native and graduate of Park Center High School, the partisanship issues are “unfortunate.” “In an election year, it makes it difficult for Republicans to look like they support moving forward with anything related to health care reform favored by President Obama,” she said. A number of organizations are pushing for the 5½ hours of Supreme Court hearings to be televised.

The Park District’s annual operational budget, which is tied directly to property values, has decreased over the last three years and the ability of the organization to raise taxes is frozen, Gears said. When the Minnesota Legislature created Plymouth-based Three Rivers

in 1957, it provided the organization with taxing and bonding authority. Although given taxing authority, state law establishes a formula on how much the Park District can levy in property taxes. When property values decrease, the limit on how much the Park District can levy in property taxes also decreases. Despite the difficulty of working in a tighter budget climate while demand for park services skyrockets, when the board offered him another five-year

years in the U.S. Navy Reserve. He has graduated Washington University in St. Louis with a MBA. Barnes and Sund made clear that the DFL party needs to rally together and have strong internal support before either candidate will go against Paulsen. In their opening remarks, Barnes and Sund both said they just want the DFL to win the Third District, regardless of which candidate ultimately runs against Paulsen. Although a Republican-favored district, Paulsen’s voting record “does not represent this district,” Barnes said. They individually asked for support, but Sund said she would support Barnes, and Barnes said he would support Sund in the election. Barnes said he would write out the maximum endorsement check for Sund if he didn’t get the endorsement. “It’s that important, folks,” he said. The debate moderator, Star Tribune columnist Lori Sturdevant, asked candi-

dates about several issues, including health care, the United States’ involvement in Afghanistan, energy use, education funding, farm subsidies, No Child Left Behind and immigration. The economy was one of the early and highlighted topics for the night. When asked about how the federal government should or should not function, Barnes said repairing the economy means putting people back to work should be the focus. In the short term that could mean additional jobs doing infrastructure repairs and maintenance. In Minnesota alone, there are 1,000 bridges with below-standard quality that could be repaired, he said, and no one wants another tragedy like the 35W bridge collapse. Long-term, the federal government needs to increase funding for education and research. Those investments need to happen immediately and over the long term, he said. Sund also addressed the economy when talking about the federal government’s operations. Paulsen has had the nerve to talk about what President Barack Obama has not done to improve the economy, but he voted against a bill that would have created one million jobs, she said. Other than passing the American Jobs Act, Sund said investing in infrastructure and education would get the economy moving again. It’s important to start looking at what the country’s future economy will look like, particularly its energy use, she said. Either the country needs to invest in “green” energy fully and lead the world – or not. A decision must be made, she said. Sturdevant asked the candidates to react to the claim that all Democrats want to do is raise taxes. Sund said when taxes were higher than they are now, the middle class was in good condition. Schools and roads were not crumbling. It’s not fair that top earners, such as Warren Buffett and Republican presidential candidate Mitt Romney, pay lower tax rates than middle class Americans. Barnes said the federal deficit is out of control and needs addressing – potentially with taxes, specifically by rolling back some tax credits on top income earners and putting that additional revenue toward reducing the deficit. If the deficit is not addressed, it will saddle future generations with this generation’s mistakes. “Yes, the deficit is one of the biggest problems that we face,” he said. Sund said the biggest problem to address is jobs. More jobs would mean increased federal tax revenue and a better fiscal situation, as long as citizens are paying their fair share of the tax burden.

Finding ways to “manage competing priorities” that the current fiscal climate created tends to take up much of Gears’ time, he said. Exploring other ways to generate more revenue, such as increased user fees and building alliances with other agencies, are ways Three Rivers can maintain quality lev-

els of service and keep the parks clean and safe, Gears said. “I think perhaps one of the things I am most proud of is developing relationships with other agencies that didn’t exist before, and because of those relationships, we are able to do so much more.” One of the relationships Gears has forged is the a partnership agreement between Three Rivers and Scott County, much different than the “tenuous relationship” that existed prior to Gears’ arrival. Gears also helped facilitate an agreement with the Department of Natural Resources regarding the Coon Rapids Dam. Because of the agreement, the department is going to spend $16 million to refurbish the dam, which Three Rivers owns, to help stop the advance of Asian Carp.

Wyatt noticed Gears’ resourceful efforts to maintain high quality parks and trails within fiscal constraints. “His collaborative efforts in finding cost-saving partnerships and minimizing duplication of functions have helped the district serve over eight million visitors while keeping operational costs flat,” she said. Over the next five years, many projects are on the horizon. The expansion of the Rush Creek Trail from Maple Grove to Crow-Hassan Park Reserve is in the preliminary stages as well as hopes to improve facilities at the Hyland Ski and Snowboard Area in Bloomington, Wyatt said. According to the Three Rivers’ Vision Plan, the 2012 estimated total expenditures for capital improvements is $23.8 million. The annual operational budget is $35

million, with $27 million coming from taxes and $8 million from fees, Gears said. Three Rivers Park District owns more than 27,000 acres of land in Hennepin, Anoka, Carver, Dakota, Ramsey, Scott and Wright counties. Three Rivers is the only regional parks agency in Minnesota with an elected board with its own taxing and bonding authority.

John Thomas Huber Huber, John Thomas age 85 of Excelsior. Born and raised in Buffalo, MN., to Frank & Katherine Huber. John worked in the soda fountain of his parents hotel, the Huber Hotel, in Buffalo, MN, during his youth. He served in the Navy on a mine sweeper during the 1940’s. He then entered the University of Minnesota, School of Mortuary Science and graduated in 1948. With his wife Patricia (NEE-Malerich) they started their own funeral home in Excelsior in 1950. John retired from funeral service in 1990. He maintained his Funeral Directors license from the state of Minnesota until the day he died, just in case he was needed around the funeral home. He was always willing to help out in any way during his senior years. John was active in the Excelsior area Chamber of Commerce and was proud of the fact that he helped develop the 2 public parking lots behind the mainstreet businesses during the 1950’s. Was a former member of the Minnetonka School Board and was a cofounder of the Minnetonka Skipper Booster Club. He was awarded the Excelsior Chamber’s First-Ever, Person of the Year in 1983. He was also active in the Excelsior Rotary Club, having served all the offices and as its President in 1962/1963, and was instrumental in helping to start the Mound Westonka Rotary Club in 1962. To this day, Rotarians in the Mound Westonka Club refer

to John as the “Godfather” of the club. John served on the Minneapolis Aquatennial Committee for several years. John was awarded the WCCO Good Neighbor Award in 1983. John served as Secretary/ Treasurer of the Minnesota Funeral Directors Association for more than 10 years and served as their President in 1980. John was preceded in death by his granddaughter, Catherine Huber in 1995, his first wife, Patricia M. in 1996, his daughter, Marguerite Huber in 2002, and his second wife, Patricia (Puhl) Huber in 2010. Survived by children, MaryPat Huber, John Huber Jr., Paul Huber & Jane Huber Hellen; grandchildren, Jackie & Jordan Hellen, Micaela, Lexy & Olivia Huber & Macy Huber. Mass of Christian Burial, Monday, March 19, 2012 at 11 AM at St. John the Baptist Catholic Church, 680 Mill Street, Excelsior, (952-474-8868). Visitation will be on Sunday, March 18 from 4-7 PM at Huber Funeral Home, Excelsior Chapel, 520 Second Street, Excelsior. A Prayer Service will take place at 5 PM. Visitation will also be for one hour prior to the Mass on Monday at the church. Interment at Resurrection Cemetery, Shorewood. After the interment, a luncheon reception will take place at the Bayview Event Center, 687 Excelsior Blvd., Excelsior (952-474-1113). Ethan Wragge The Eden Prairie High School graduate is a starting junior forward on the Creighton University basketball team that qualified for the NCAA tournament. Wragge made 60 three-point shots this season and shot 40.8 percent from that range.

State title up for grabs Minnesota high school sports March Madness ends this weekend as the state Class 4A boys basketball tournament convenes at Target Center. Defending champion Hopkins is the top seed. The Royals were scheduled to play Woodbury in the quarterfinals March 21. Winner of that game advances to the semifinals against either No. 4 seed Osseo or Duluth East at 6 p.m. Thursday, March 22. In the lower bracket, Eden Prairie met No. 3 seeded Eastview and No. 2 Lakeville North played Moorhead in quarterfinal games. Winners of those lower-bracket games meet in the semifinals at 8 p.m. Thursday. State Class 4A championship game is 8 p.m. Saturday, March 24.

All-star basketball Many of the state’s top senior players will appear in the 30th annual Minnesota High School All-Star Basketball Series a week after the state tournament. Forty of the state’s outstanding senior players will compete in the event. Doubleheaders will be Friday, March 30, at Halenbeck Hall on the campus of St. Cloud State University and Saturday, March 31, at Leonard Center on the campus of Macalester College in St. Paul. Friday’s Blue-Gold game starts at 7 p.m. followed by the Maroon-Green game at 8:45. Saturday’s schedule will include games at 2:15 and 4 p.m. Minnetonka’s Latrell Love and Sanjay Lumpkin of Benilde-St. Margaret’s will play for the Gold AllStars. Isaiah Gray of BSM will be a member of the Green squad. Siyani Chambers of Hopkins will participate for the Maroon team. Eagles net third straight trip to state tournament EP edges Chanhassen 53-52 in Section 2 basketball title game BY GREG KLEVEN - SUN NEWSPAPERS It wasn’t easy, but Eden Prairie claimed its third consecutive trip to the state Class 4A boys basketball tournament. The top-seeded Eagles held off second-seeded Chanhassen for a hardearned 53-52 victory in the Section 2 title game March 16 before a capacity crowd at the Chaska High School gymnasium. Eden Prairie is no stranger to the state boys basketball tournament. The Eagles are making their eighth state appearance. The Eagles placed fourth in 2010 and

finished second last season, losing 64-52 to Hopkins in the title game. Eden Prairie had a 22-7 record entering its state quarterfinal game March 21 against third-seeded Eastview. Winner of that game advances to the semifinals at 8 p.m. Thursday, March 22, at Target Center against No. 2-seeded Lakeville North or Moorhead. The Class 4A championship game is 8 p.m. Saturday, March 24, at Target Center. No. 1-seeded Hopkins is the threetime defending state champion and played Woodbury in the quarterfinals. Jackie Johnson The 6-foot-2 senior forward was the second-leading scorer for the Eden Prairie girls basketball team, averaging 17.8 points. Johnson led the Eagles in rebounds, averaging 10 per game. She will attend the University of Minnesota on a basketball scholarship next fall.

Matt Gribben The Eden Prairie junior wrestler received All-Lake Conference honors. Gribben won two of four matches at 152 pounds in the state Class 3A tournament and was 34-9 this season.

Mike Solfelt The Eden Prairie swimmer finished sixth in the 100-yard freestyle and eighth in the 200 freestyle at the state Class AA meet March 3 at the University of Minnesota Aquatic Center. Solfelt helped the Eagles win the team championship.

Many players have contributed to our success.” The Eden Prairie coach knows his team will face a strong challenge from

Eastview in the state quarterfinals. “We will be the underdog against Eastview,” said Flom. “Eastview has an experienced and physical team.” Eastview is led by 6-foot-9 forward and Drake University recruit Joey King, a candidate for this year’s Mr. Basketball award. Eden Prairie had key defensive stops on six of Chanhassen’s last seven possessions in the section finals. Eagle senior center Jordan Peterson made a hook shot with 47 seconds remaining to put his team ahead 53-52.

Eden Prairie had a defensive stop on Chanhassen’s next possession. Then the Eagles missed the front end of a oneand-one free throw opportunity, allowing Chanhassen one more scoring chance with 12 seconds remaining. However, the Eagle defense rose to the occasion, forcing a Chanhassen miss in the final seconds. “It was a great atmosphere for a high school basketball game,” said Flom. “We overcame a few injuries late in the season and were able to win the section title.

Registration is open through March 25 or until all teams have been filled. The season begins Saturday, April 28, and lasts eight weeks. EPSA is open to boys and girls currently in kindergarten through 12th grade. Fees are

$60 per child for online registrations through March 25. Most games are played at Flying Cloud fields. EPSA is seeking volunteers to serve as coaches, team managers and program administrators.

“Our defense played well against Chanhassen. Offensively, we had balanced scoring with four players in double figures. Abrian Carpenter came off the bench to score 10 points and contribute 10 rebounds.” Other Eagle double-figure scorers were Grant Shaeffer (12 points), Sander Mohn (10) and Peterson (10). Andre Wallace contributed seven points. Eden Prairie reached the section title game after defeating Burnsville 71-30 in the quarterfinals and Bloomington Kennedy 74-57 in the semifinals.

South Suburban squad finishes 10-5-1 BY GREG KLEVEN - SUN NEWSPAPERS Richfield High senior Karen Kreidler capped her adapted floor hockey career in style scoring eight goals in three state tournament games March 16-17 at Bloomington Jefferson High School. Kreidler helped her South Suburban Flyers team place fourth at state in the Physically Impaired (PI) Division. The Flyers are composed of high school players from Richfield, Edina, Bloomington and Eden Prairie. South Suburban defeated BrainerdPillager 9-4 in Friday’s quarterfinals. The Flyers lost to eventual state champion, the Robins, 8-1 in Saturday’s semifinals. The Robins represent Hopkins, the Robbinsdale schools and Mound Westonka. South Suburban concluded tournament play with an 8-5 loss to AnokaHennepin in the third-place game later that day. South Suburban finished with a 10-5-1 record. The Flyers were second in the South Division with an 8-1-1 record during the regular season. “We finished the season strong at state,” said Flyers coach Dan Slinden. “We worked hard as a team. “Kreidler scored eight goals in the tournament and is our team’s career

scoring leader with 228 goals. She was named to the all-state tournament team along with Kennedy junior Dequan Williams.” Williams supplied three goals and four assists in the tournament. He is the team’s career assists leader in that category with 80. The Flyers scored six times in the third period to pull out a 9-4 victory over Brainerd-Pillager in the quarterfinals. Kreidler supplied four goals and one assist. Williams and ninth-grader Alexei Dickinson had two goals and three assists each. Senior Nicholas Nieson and ninthgrader Jacob Yancy collected one assist apiece. Kreidler scored the Flyers’ lone goal during an 8-1 loss to the Robins in the semifinals. The Robins went on to defeat Dakota United 7-2 in the title game. South Suburban goalie Christopher Reichel made 24 saves. The Flyers settled for fourth-place honors. South Suburban lost 8-5 to Anoka-Hennepin in final-round action. Kreidler led the Flyers’ offense with three goals and two assists. Williams and freshman winger Andrew Mortinson scored one goal each. Goalie Reichel stopped 13 shots. “Sophomore Daniel Schmitz did a good job at defense for us this season and Reichel played well in goal,” said coach Slinden. “I was very happy with the way our season went.”
