BY PAUL GROESSEL SUN NEWSPAPERS Last October, seven federal grants for the state of Minnesota were momentarily delayed after Sen. David Hann, R-42, requested to review them further. That delay triggered a strong response from Gov. Mark Dayton, who said the delays could mean losing some of the seven grants, totaling $25 million, to other states. He then had a commissioner put the grants’ reviewed through an urgency approval process, which let a state department make the final approval for the grants. As chairman of the Health and Human Services Committee, Hann wanted to review the details of those grants before allowing the health and human services departments to accept them. Eden Prairie’s probationary teachers let go 48 full-time and 44 part-time staff listed, could be called back BY PAUL GROESSEL – SUN NEWSPAPERS Nearly 50 full-time teachers who are considered probationary (working less than three years in a school district) will not return to the Eden Prairie School District next year. During the Feb. 28 school board meeting, it was decided that 48 full-time probationary teachers and 44 part-time probationary teachers will not have their contracts renewed. Those teachers could be recalled, but they don’t have seniority rights that tenured teachers have. Generally, teachers in Minnesota are considered probationary if they have not taught for three years in the school district. Once they complete three con-

secutive years, under the state’s definition, they are considered on a continual contract, rather than working under one-year contracts. Probationary teachers must be evaluated at least three times throughout the year, according to state statute, and the first review must occur within the first 90 days of employment. If let go, a probationary teacher will “have no right of appeal therefrom,” state statute 122A.41 says. But, if they teach for 120 days a year for three consecutive years and continue to do their job, once a teacher comes back for a fourth year, they are considered tenured and “must not be discharged or demoted except for cause after a hearing,” the statute says. Letting probationary staff go is part of a procedure the district has followed for a long time, Interim Superintendent Jon McBroom said during the Feb. 28 school board meeting. That had to continue this year since the district will need to do some “belt tightening” because of flat funding from state and inflationary costs. It’s not that the district will not call

some teachers back, but there are some departments that has difficulty securing people. “This is something the district has done for a number of years and should happen again this year,” McBroom said. Human Resources Director Tom May said contracts are usually not renewed because of teacher allocations within schools and programs. Generally, allocations are prioritized by teachers’ years of experience. Last year was the first year (in at least a few years) that the district had to place tenured teachers on unrequested leave of absence, May said. Approximately 10 teachers were let go last year, but the majority of them were called back to work, he said. If the board has to put any tenured teachers on unrequested leave, it could take place during an April or May school board meeting, which is the usual timeline. When a tenured teacher is placed on unrequested leave of absence, they are eligible to be called back within five years, May said, while probationary teachers do not have a callback timeline.

Tenured teachers can be terminated or placed on unrequested leave of absence, according to state statute. There are different criteria for each.

Termination of a tenured teacher According to state statute 122A.40, “A continuing contract may be terminated, effective at the close of the school year, upon any of the following grounds: • “inefficiency in teaching or in the management of a school … “ • “neglect of duty, or persistent violation of school laws, rules, regulations, or directives” • “conduct unbecoming a teacher which materially impairs the teacher’s educational effectiveness; or” • “other good and sufficient grounds rendering the teacher unfit to perform the teacher’s duties.” A tenured teacher can be placed on leave of absence “because of discontinuance of position, lack of pupils, financial limitations, or merger of classes caused by consolidation of districts,” the state statute reads.

A special redistricting panel, appointed by the Minnesota Supreme Court, created the new electoral maps that will take effect next year and serve as the 2012 election blueprint. The districts determine which geographic areas state senators, members of the state house and members of U.S. Congress will represent. The new maps are based on population changes reported in the 2010 Census. Barnes said DFL ties are strong in the district, if the state house votes in recent elections are compared to the third district congressional votes, there is DFL strength; only the congressional races have been weak, which can change. “You look at this Third District and it is absolutely winnable,” Barnes said. Sund has been hosting similar meet and greets throughout recent weeks. She said she has been running a positive campaign to get positive representation in Congress. One of her major policy ideas was announced at the end of February, a new step to a foreclosure prevention program. “HARP (the Home Affordable Refinance Program) helps people who are current on their mortgage payments refinance their loan before falling behind,” Sund said on her website. “HAFA (The Home Affordable Foreclosure Alternatives) program allows people to abandon their homes to foreclosure with the intent of minimizing the damage to their credit score. … “‘I propose modifying HAMP to include mediation as a required step prior to foreclosure. Also, I propose requiring any bank that offers or buys FHA insured mortgages to participate in mediation prior to foreclosing on a home.’” The two candidates will introduce themselves further and talk about issues during a debate 7-8:30 p.m. Wednesday, March 14, at Minnetonka City Hall. Eden Prairie schools will exemplify why transparency in relationships matters Inclusion builds trust. It’s a pretty simple idea, but when managing a program or organizing groups of people and ideas, inviting everyone to the process is not an easy feat. Like maintaining any relationship, it can take a lot of upkeep. That’s what we talk about when we talk about transparency. And, when it comes to local public policy, making people feel included and part of the process is a key part of building trust. The Eden Prairie School District has exemplified both ends of the spectrum when it comes to inclusion – getting as much information as it can, in a public manner, asking for input from everyone and trying to get those involved on the same page. To be clear, I’ll be talking about the cultural aspect of the school districts’ headquarters. Eden Prairie programs and education have always been top notch. If I had children (or when, to be opti-

mistic) I would be (or will be) proud to send them to Eden Prairie. It’s still early, but leadership changes at the district seem to be bringing a new culture of openness. If it continues, Eden Prairie could be its own study on transparent operations. Over the last few years, the district has gone through a lot of curriculum and program changes and introductions, not just the elementary school boundary changes that took place last year. The flow of information wasn’t always direct, timely or to the point. Getting answers weren’t always easy, and relationships with parents, board members, the newspaper and members of

the public with questions were not in a great state. This left relationships strained – since many parents of elementary school kids were forced to take their children to another school, they considered all of their schooling options and placed them in neighboring districts, charter or private schools. Some community members, teachers and school board members felt resisted when they tried to help, bring up problems or ask questions. Things, I am glad to say, are turning around. Administrators and board members are not only responding to questions, but they are proactively seeking and putting out information. There has been a noticeable shift in the last few months. With a re-organized school board with two new members, Interim Superintendent Jon McBroom’s guidance and straightforward style of Communications’ head Bob Noyed and hard-working (but

often publicly unrecognized) administrative cabinet members, Eden Prairie residents should feel like the district is in good hands. The crew has displayed forthright searches for information to get a handle on “what reality really is” as McBroom put it. And, it’s not an easy process. Sometimes, they basically are asking for criticism. Uneasy, yes, but it is an important step for solving problems and repairing relationships. There have been meetings where families who have left the district could give feedback on why they left. There have been three separate community phone surveys to get the pulse of the community. Hundreds have taken surveys online, giving feedback on what qualities they would like to see in a new superintendent. School board meetGROESSEL: TO PAGE 25

It’s time for us to embrace social media When it comes to social media there are two different Jared Huizengas. First, there’s Jared the individual who has embraced social media as his second-favorite form of communication (behind only text messaging). If he can’t send you a text message or write on your wall, he probably doesn’t want to talk to you badly enough to call. Second, there’s Jared the newspaper guy, who eschews new forms of communication – particularly those that limit his longwinded nature. If he is lim-

In recent months, there’s been great discussion around the newsroom as to how we can embrace social media as a new tool and utilize it so it helps us as well as our readers.

Some editors have started Facebook pages for their editions, while others have migrated to Twitter. I fall into the latter group. Although, truth be told, it isn’t all that new. Back in 2009, we experimented with producing daily newscasts. These newscasts lasted anywhere from 2 to 10 minutes and included news from our coverage areas and neighboring cities. Some editors naturally took to being on screen. Others – myself included – showed that no matter what our moms said,

we have faces made for radio and voices made for print. During the dark days of newscasts, I started a Twitter account and used it to Tweet links to our daily newscasts. It didn’t help drive up my “ratings” much. Once the newscast experiment was discontinued, I put it away in the back of my mind. Along with that memory went the Twitter account. Friends, co-workers remember Andy Hamre Hamre was ECM-Sun Printing employee Andrew Hamre is being remembered this week as a man who loved fishing, his family and his friends. Hamre, 49, passed away Tuesday, Feb. 28, while at work at the ECM-Sun Printing facility in Hudson, Wis., from a massive heart attack. He leaves behind a wife, two sons, many friends and his co-workers – all who will miss him very much. During an afternoon break, Andy suffered a heart attack. Coworkers attempted CPR and called emergency crews, but he died a short time later. “As always, our teams pulled together but this time in an attempt to save Andy’s life,” plant employee Maria Beaupre said. “Despite all our efforts, Andy passed away.” His friends and family quickly mention “fishing” when asked what he liked doing the most in his free time. Andy was an avid fishermen, and had won several trophies for his catches. Annette said that Andy loved the New Richmond area for its great fishing, with Mary Park Lake being a favorite spot. “They’d catch bass, crappies, perch and sunnies there all the time,” Annette said. His main fishing buddy was son, Josh, age 14. “They’d compete against each other in their own bass tournaments,” Annette said. Last year, Josh won the contests. “He kicked his dad’s butt.” His co-workers at Sun Printing also knew how much he loved to fish. He and his son fished as often as they could, one

In fact, there’s virtually no chance that I can say “good morning” with those limitations. But what I can do by using it is get you headlines and let you know when there’s something going on, when there’s breaking news or I can just reach out for opinions from others. In turn, you can reach out to me without having to call or email. I try to keep the account as active as possible and my coworkers do as well. We respond to questions when we can and we pose questions when they need to be

He also loved sports, and supported his son who played in a local baseball league every season. “Andy was a dedicated, hard-working and reliable employee who would stay to the end when things went wrong. When things got tough, Andy got tougher. He will be missed by many, as will his singing throughout the plant each afternoon once the deadlines had been met,” Cody Griffin, print plant manager, said. Annette said Andy enjoyed his work and his co-workers at Sun Printing, where he’d been employed for five years. The work team was like family, she said. There would be occasional disagreements, “but at the end of the day, it was all good,” she said. Andy grew up in northwest Minneapolis, and attended Edison High School. He worked in shipping and receiving, and he and Annette also operated a home daycare business there. They moved to Wisconsin after deciding it was time to get out of the city, and took the family to New Richmond. Their eldest son, Jonathan, 21, is a college student in Beloit, Wis. Annette Hamre said she was grateful for the friendship and support she has received from Andy’s co-workers and friends. “I just want to thank everyone for their help and for their prayers,” she said. asked. Republicans present insurance exchange legislation Look to accomplish a number of things BY T.W. BUDIG – ECM CAPITOL REPORTER Republican leaders look to the private sector for answers in their health insurance exchange legislation presented March 5. “We have a bill. We have an approach. We have a plan,” said Senate Health and Human Services Committee Chairman David Hann, R-Eden Prairie, at a Capitol press conference. The federal Affordable Care Act — often “ObamaCare” by Republican detractors — mandates all states form health insurance exchanges, marketplaces where individuals and businesses can shop for insurance products. House Health and Human Services Reform Committee Chairman Steve Gottwalt, R-St. Cloud, views the Obama Administration as becoming increasingly flexible in allowing states to craft their health insurance exchanges. This is something the state is entirely capable of doing, Gottwalt argued, without the need for “the ObamaCare gun to our head.”

The Republican leaders, who view their legislation as first of its kind, look to accomplishing a number of things in their legislation. The bill establishes individual trust accounts, accounts into which employers, former employers, family members, charitable organizations or other benefactors, can contribute money to be use to pay for a person’s health care. These would include tax-preferred contributions from employers and nontax-preferred contributions from individuals. “You don’t see this happen,” said Gottwalt of such trusts currently forming. The Republican legislation also calls for the creation of a marketplace web site task force to design and put online a private sector health insurance exchange site by July 1, 2013, providing standardize comparative information on health insurance products. Federal law requires states to have such exchanges by 2014. The Republican leaders indicated that they had not yet approached Obama Administration officials with their health insurance exchange proposal. INSURANCE: TO PAGE 14

But Hann expressed hope that Democratic Gov. Mark Dayton would support this piece of the Republican health care agenda. But Democratic health care leaders also have health insurance exchange proposals. Two Democrats serving on the House health and human services committee, representatives Erin Murphy of St. Paul and Jeff Hayden of Minneapolis, proposed a so-called “no-wrong door” exchange that would be governed by a board of 19-members including members representing the interests of consumers served by the exchange. Murphy and Hayden appeared at a Capitol press conference along with supporters from Take Action Minnesota, a statewide organization focusing on “community power.” The Democrats argued for a full debate of the health insurance exchange issue. Hayden criticized Hann, who spoke of an informational hearing on Democratic insurance exchange proposal, for not taking a more expansive approach. Further, Hayden took exception to

Gottwalt’s remarks about an “ObamaCare gun to our head.” “Let’s tone this down,” Hayden said of such perceived inflammatory rhetoric. There’s too much real gun violence, he argued. The way forward is the way to compromise, said Hayden. Appearing at the Democrats’ press conference was Abby Schanfield, a student at the University of Minnesota born with a congenital, chronic disease called toxoplasmosis, a condition that required a shunt be implanted in her brain when she was 10-months-old to drain away fluid. She has had five more surgeries since then. Schanfield recently lost vision in her left eye as a result of the condition. She applauded the passage of the Affordable Care Act, citing a provisions which allows her to stay on her parent’s insurance plan until age 26 as vital to her. And the Affordable Care Act lends certainty to her that an insurer cannot deny her coverage because of her preexisting condition. She looks to the insurance exchange to find affordable coverage in the future. “In doing so, I will be able to maintain my condition so it doesn’t spiral out of control,” she said.

EP Polar Bear Plunge set for March 10 “Let me win, but if I cannot win, let me be brave in the attempt.” Inspired by the words of the Special Olympics athlete oath, hundreds of daring souls in Eden Prairie are registered and ready to take the Polar Bear Plunge, presented by Minnesota law enforcement for the benefit of Special Olympics Minnesota, by jumping into the icy waters of Round Lake. also be at the Plunge site from 9-11:30 a.m. In 2011, 361 people took the Plunge in Eden Prairie, and raised more than $79,000, in support of Special Olympics Minnesota. This annual event supports more than 7,100 Special Olympics Minnesota athletes as they train, compete and work together year-round to grow as athletes and members of their communities. The Plunge day experience is a memorable one, to be sure. Plungers are encouraged to wear original, outrageous and amusing costumes. PostPlunge, participants run directly from the freezing lake to heated changing tents, where they thaw out and lend support to fellow plungers. The first Polar Bear Plunge took place in 1998 at Como Lake in St. Paul. Now in its 15th year, the Plunge has expanded to 16 locations across Minnesota. Although each Plunger is only required to raise $75 to participate, the average Plunger raised $192 in 2011. Minnesota law enforcement presents the Polar Bear Plunge as part of the year-round Law Enforcement Torch Run events benefiting Special Olympics Minnesota. Each year, they lend their time, energy and enthusiasm to host a variety of fundraising events that in 2011 raised almost $2.4 million for inspiring Special Olympics Minnesota athletes. Special Olympics Minnesota offers children and adults with intellectual disabilities year-round sports training and competition. District’s childcare pilot program to continue another year Continuing program will make evaluation better, admin says BY PAUL GROESSEL – SUN NEWSPAPERS The Eden Prairie School Board decided to extend the district-run childcare pilot program for another year, in order to get a full picture on how the program is going. The school board made the approval during the Feb. 28 board meeting. Before the vote, Interim Superintendent Jon McBroom provided answers to questions about the program’s funding and demographics, posed during the preceding meeting. He said the childcare program would end up adding around $50,000 in revenue and the overall demographic make-up of children enrolled matches the demographics of the district overall.

Boardmember Karla Bratrud said she wasn’t opposed to the pilot program, but when the school board has to consider continuing the program permanently or expanding it, the scrutiny will increase. McBroom said that’s exactly why the administration’s recommendation was to continue the pilot for another year. Community Education did a great job evaluating the program after four to five months of operation, but having more time to gather information will yield more complete picture, he said. The school board approved the pilot program’s continuation unanimously, and it followed a comprehensive update from Community Education Director Terri Johnson during the Feb. 14 meeting. During that meeting, she shared survey results that showed almost all families in the Kids EdVenture program were happy with it. The district is testing the program, Kids EdVenture, as an opportunity for the Community Education department

to expand its offerings, ease the transition from the childcare setting to the school setting and create a strong connection between school staff and childcare staff. The pilot program operates in Oak Point Elementary and Eagle Heights Spanish Immersion with an average daily attendance of 252 morning and afternoon enrollees. Edina-based Southdale YMCA runs childcare in the school district’s other

elementary schools, which has approximately 600 students enrolled. It has been running the school district’s school-age childcare program for 30 years, Southdale YMCA Executive Director Greg Hanks said in early February. The YMCA childcare program offers an array of activities, Hanks said, with arts, humanities, science, literacy, character development and physical activity.

Matt Hovila distinctly remembers his last basketball game at Bloomington Jefferson High School. Unlike most seniors, his last game didn’t end with a playoff loss or an improbable state tournament victory, it ended with a conference victory against Rosemount. And it was the first conference game of the season. There was little indication in the final minutes of the game that Hovila’s playing days were over. He had aspirations of playing collegiate basketball, but those went by the wayside following the victory. Hovila suffered a concussion during that Rosemount victory last season. Instead of spending this winter on a basketball court at an outstate school, Hovila is studying applied economics at the University of Minnesota. And he’s reaching out to those who are traveling the same path he has since fourth grade, students affected by concussions. Hovila is the co-founder of Connections4Concussions, a support group for students who are coping with the effects of a concussion or mild traumatic brain injury. At 19, Hovila is an elder statesman for the newly formed support group, which held its first meeting last week at Penn Lake Library in Bloomington. “It’s good to be with people who know the same struggles, and don’t judge you for it,” he said. Hovila wants students from across the Twin Cities and beyond to know that they’re not the only one suffering from the lingering effects of a concussion, a feeling he knows well in the years since his first concussion, suffered while playing football as a fourth-grader. What Hovila and his family didn’t know all those years ago was that his first concussion would be just one of many. He suffered two concussions within a one-month period during that fourth-grade football season. The first wasn’t significant, according to Hovila, but the second one turned out to be life changing, even though it wasn’t as hard of a hit. “The effects of it were more serious because of the first hit,” he said. The second concussion had lasting effects. He had bouts with fatigue and memory loss, struggled in school, became shorttempered and was prone to outbursts, all uncharacteristic for him prior to fourth grade, he explained. Hovila’s life returned to normal in fifth grade, but concussions became a part of his life as a basketball player, starting with a concussion in sixth grade. Headaches following that concussion occasionally forced Hovila to go home early from school. After each concussion Hovila would be

diagnosed by a doctor and cleared to resume activity before returning to basketball. “We did everything we were supposed to at the time,” he said. But by his sophomore year in high school the family decided that the recurring cycle should end. Hovila and his parent agreed that the next concussion would be his last as a basketball player. Hovila was 90 seconds from extending his basketball career beyond the opening game of the conference schedule. An elbow to the head during a scrum for a rebound off of a missed free throw was the final blow, although Hovila didn’t know it at the time. He remembers the sharp pain he felt shoot up the right side of his skull, calling it “one of the worst pains I had felt.” But it didn’t cause an immediate headache or dizziness. “I finished the game.” It wasn’t until more than 90 minutes after the game that Hovila started to experience concussion symptoms. “I couldn’t even get off the couch by myself,” he said.

Beyond basketball “I’m still dealing with a lot of the symptoms,” Hovila said. Years of experience have helped Hovila learn how to manage and cope with the effects of his concussions, but he grew up without a peer group to share his experiences with. Classmates suffered concussions, too, but none of them experienced the recurring effects of them as Hovila did. Hovila has had an outlet for support, however, the Brain Injury Association of Minnesota. Through their programs to help families affected by brain injuries Hovila met Kayla Meyer of New Prague, who had suffered a concussion in December 2009. While attending a Minnesota Wild game last October as guests of the Brain Injury Association, Hovila and Meyer discussed starting a peer support group. The idea was suggested in jest, but the duo realized they could fulfill a need by organizing the group, and proceeded to do so. Connections4Concussions is intended to provide youth and young adults who have suffered concussions and mild traumatic brain injuries with opportunities to learn from each other, and find encouragement and support. The inaugural meeting attracted 10 students, with the Hovila and Meyer families discussing their experiences and the need for the support group. The group will meet at 6 p.m. on the fourth Tuesday of each month at Penn Lake Library, 8800 Penn Ave. S. The March 27 meeting will include two speakers from the Brain Injury Association. ‘Open to Business’ program starts in Hopkins Residents, business owners and those contemplating starting a business are eligible BY MATTHEW HANKEY – SUN NEWSPAPERS Starting this March, business-minded people in Hopkins will have access to resources that can help grow or start a business thanks to the “Open to Business” program. The development program is sponsored by the Metropolitan Consortium of Community Developers, the City of Hopkins, Hopkins Business and Civic Association and Hennepin County. The city and the Hopkins Business and Civic Association will each contribute $2,500 to fund the program, with Hennepin County providing a matching $5,000 grant to cover the $10,000 annual program fee. The yearlong program offers one-onone business consulting and provides financial assistance to small businesses that typically would not have access to

bank capital, said Hopkins Community Development Coordinator Tara Beard. “We’re very excited about it and we think we’ll get high participation for the Hopkins entrepreneurial community,” said Beard. Hopkins business owners, city residents who own a business elsewhere – including their home – and those interested in starting a business are eligible to participate in the program. “For existing business, we provide a whole array of services – strategic planning, marketing, cash flow analysis and help them determine what their capital needs are for expansion,” said MCCD Enterprise Facilitator Rob Smolund. Beard said this new program fits a need for the Hopkins business community. “We get tons of calls from businesses that exist or want to exist in Hopkins looking for help,” she said. “This provides a reputable program.” An MCCD adviser, either Smolund or Lee Hall, will be available to meet with those interested in the program 1-3 p.m. Monday, March 26, at The Depot Coffee House, 9451 Excelsior Blvd., Hopkins.

Those interested in the program can call MCCD or the city to set up an appointment for or walk-in for a 30minute consultation for the March 26 meeting date. As of press time, Beard said seven people were on the waiting list. If the advisers cannot accommodate all who attend within the first two hours, they will stay longer. Beard said it has not been decided if all future walk-in meetings will be hosted at The Depot, but meetings will be hosted once a month for the next year at a city locale. Smolund described the once-a-month city meetings act as a “teaser.” Interested people can call and schedule appointments for consultations at the MCCD office, 3137 Chicago Ave., Minneapolis. “The two hours a month are just a way to make it very convenient for people to come in,” Smolund said. “Call anytime and we can schedule an appointment. We couldn’t do it all in just those two hours.” Smolund said he hopes people choose MCCD representatives to be their personal business mentor. He tai-

lors his knowledge and expertise to individual needs. “I tend to not come in with a prescription menu of services,” he said. “My goal with anyone is to become their trusted adviser … to help them make decisions in an objective way.” “I think sometimes entrepreneurs are too close to their business and they can’t think from the 30 thousand feet level. They’re on the ground and they can’t see it clearly.” MCCD began the program a little more than a year ago in Brooklyn Park and has since expanded to Minnetonka, St. Louis Park, Brooklyn Center, Eden Prairie, Edina and Robbinsdale, said Smolund. Joining Hopkins in the program this month are Golden Valley and New Hope. Smolund said the MCCD has been providing this type of service since 1989 to business-minded people in Minneapolis and St. Paul, just not under the “Open to Business” brand. Hennepin County stepped in and partnered with MCCD to make the program available recently to suburban cities, Beard said.

COMMUNITY NOTES Eden Prairie Pom Squad takes top ranks The Eden Prairie Pom Squad competed with dance teams from all over the U.S.A. and Mexico in the DX AmeriCup Dance Championships held at the Minneapolis Convention Center Feb. 2426. The Pom Squad placed first in the Varsity Jazz category and first in the Senior Pom category. The Pom Squad also competed with their field Hip Hop performance and placed second. Over 30 entrants participated in the Senior Pom category and 27 teams participated in the Varsity Jazz category. The Pom Squad performed their Jazz routine in the Grand Champion event. The top performance routine from all categories is asked to perform their dance. The Eden Prairie Pom Squad’s Jazz routine earned the highest score in the High School age division, earning them the title of National Grand Champion with a score of 101.88. Coach Anna Itmann was honored with a special judge’s choreography award for the team’s Pom routine, acknowledging the incredibly seamless transitions and excellent technique.

Hann said he and others are working on a letter to find that out. “We are asking for them to demonstrate that funds that they acquired under the urgency provisions are in fact complying with the provisions under the law,” Hann said last week. Have those funds been spent appropriately? For the health department grants, “The short answer is, yes,” said Assistant Department of Health Commissioner Craig Acomb. Although each grant is in a different stage and not all the money has been spent, the funding and projects have begun to ensure long-term plans and conditions will be met. Rematch setting up for new District 49B seat Following the release of new boundaries for state house districts, a former state representative has announced he will challenge the man who unseated him two years ago. Former House District 41B Rep. Paul Rosenthal of Edina will seek election to

term plans to use the grant funds, which could have signaled to the federal granters that the money would not be spent as intended and therefore withdraw them, Acomb said. Department of Human Services spokesperson Patrice Vick said the department will prepare a response once the letter that asks for details is sent to the department. Although all the grants likely went through, Hann said he would introduce a bill that would change how grant dollars are approved and spent. When a state department makes a grant request, it would have to let the legislature know what grant request it’s seeking, Hann said. Then, the legislature would have to look at them and approve it or not. Hann introduced such a bill, which has been referred to a finance committee. Essentially, the bill stipulates that any money spent by executive branch needs to be approved by the legislature, and it would call for a process that fulfills what the state constitution already requires, Hann said. “No money can be spent without the specific provision of the legislature,”

State swimming supremacy Eden Prairie wins Class AA title with dominating performance BY GREG KLEVEN – SUN NEWSPAPERS Eden Prairie headed into the State AA Boys Swimming and Diving Meet last weekend confident it would have a great chance to win the title. The Eagles sent a large delegation to state after dominating the Section 6AA finals the previous week. Eden Prairie was dominant again at state winning the championship by 108.5 points. The Eagles claimed their fourth state boys swimming title by scoring 314.5 points. Maple Grove and

Minnetonka shared second-place honors with 206 points. Rounding out the top five state finishers were fourth-place Rosemount (178) and fifth-place Edina (159). Eden Prairie had five event winners while overpowering state foes. “It was exciting to win the championship and place first in so many events,” said Eden Prairie head coach Kelly Boston. “Friday night’s prelims were critical to our success and we did very well in that competition. “We also had three strong relay teams that helped us score a lot of points. “We had great support from our fans at the meet,” added Boston. Eden Prairie won its first state boys swim title since 2005. Two Eagle relay teams won gold

medals. Eden Prairie’s 200-yard freestyle relay of Aaron Greenberg, Maverick Hovey, Mike Solfelt and Bryce Boston combined for a Minnesota all-time state meet record time of 1 minute, 23.90 seconds. Eden Prairie also won a gold medal in the 400 freestyle relay (3:06.01). That relay consisted of Greenberg, Boston, Solfelt and Hovey. Eden Prairie added points in the 200 medley relay with a fifth-place time of 1:38.18. Members of that relay were Sam Hansen, Griffin Back, Jenia Foster and Brandt Swanson. State wrestling golden moment Eden Prairie’s Sam Brancale pulls off reversal in final seconds to win 126-pound title BY GREG KLEVEN – SUN NEWSPAPERS A gold-medal bid seemed to be out of Eden Prairie senior wrestler Sam Brancale’s reach as he took a quick glance at the clock showing only 10 seconds remaining in his state Class 3A 126-pound championship match March 3 at Xcel Energy Center. Brancale was behind 1-0 to Mitch Bengtson of St. Cloud Apollo in the final seconds. A gold medal was at stake along with an opportunity for Brancale to end Bengtson’s state-

record 179-match win streak. The Eden Prairie wrestler managed to execute a reversal with four seconds left and earned a hard-fought 2-1 victory over four-time state champion Bengtson. “I knew I had to do something quickly when I looked at the clock and saw there were only 10 seconds remaining,” said Brancale. “Bengtson had his arm around my waist and I managed to roll him over during a scramble. “Winning that gold medal was the best way to end my high school wrestling career.” Brancale finished his senior season with a 35-1 record. He also won a state title as a sophomore in the 103-pound weight class and placed third at 119 pounds at state last season. Brancale avenged a 1-0 loss to

Bengtson in the state quarterfinals last season. “I knew Bengtson had a lot of pressure on him trying to keep his staterecord winning streak going,” said Brancale. “I get nervous before every match but had a lot of extra adrenalin for my match with Bengtson.” Eden Prairie co-head coach Tom Gruhlke was excited as Brancale was after the championship match. He carried his star wrestler off the mat on his shoulders after Brancale’s 2-1 triumph. “Sam uses his speed and quickness well on the mat,” said coach Gruhlke. “He gave up an escape and fell behind 1-0 against Bengtson, a very good wrestler. “But Sam managed to scramble and get a reversal in the final seconds.” Brancale opened the tournament

Eden Prairie’s inside/outside scoring punch of senior forward Jackie Johnson and senior guard Shayne Mullaney proved to be the knockout blow as the Eagles defeated Bloomington Kennedy in the Class 4A, Section 2 girls basketball semifinals. Johnson dominated inside action by scoring 25 points and Mullaney contributed 23 points while hitting perimeter shots as second-seed Eden Prairie advanced to the section finals with a 6551 victory over third-seed Kennedy March 3 at Hopkins Lindbergh Center. Eden Prairie opened the playoffs with a 62-41 triumph over seventh-seed Bloomington Jefferson in the quarterfinals Feb. 29 at home. The Eagles meet No. 1 seed Edina in the Section 2 championship game at 7 p.m. Friday, March 9, at Hopkins Lindbergh Center. Eden Prairie split with Edina during the regular season, winning 63-56 before losing 36-34. “Edina has three very good players in [Katybeth] Biewen, [M.C.] McGrory and [Lindsey] Johnson,” said Eden Prairie head coach Chris Carr. “We need to play a great basketball game to beat Edina.” Eden Prairie played one of its best games of the season while defeating Kennedy by 14 points in the semifinals. EP led 30-23 at halftime and kept increasing its lead in the second half with the aid of Johnson and Mullaney. “Johnson had a strong second half and was a force around the basket,” said coach Carr. “And Mullaney’s presence at point guard allowed other players to settle down.” Cassy Saxton and Samantha Trammel scored seven and six points respectively for the Eagles. Eden Prairie dominated Jefferson in the quarterfinals winning by 21 points. The Eagles had a balanced attack that featured Mullaney (16), Johnson (13), Trammel (10), Martha Kuderer (9) and Saxton (7). Scherber topped the Jaguar scoring chart with 24 points.

Gribben, 34-9 overall, won 6-2 over Taylor Charles of St. Francis before losing 13-2 to T.J. Ohara of Tartan. In wrestlebacks, Gribben beat Romal Daniel 8-6 but lost 8-0 to Joe Carpenter of Moorhead. Senior Melvin De-Souza was Eden Prairie’s fourth state entrant. He lost 10-4 to Richard Carlson of Mounds View before losing 8-6 in overtime to Jace Engelmann of Brainerd in wrestlebacks. De-Souza compiled a 31-11 record during his senior season. “It was a good weekend for our wrestling program,” said coach Gruhlke. “Our four state performances were great for Eden Prairie wrestling. “The future for our program looks good with all but two seniors returning next season.” One of those seniors will always have fond memories of his final 10 seconds of high school wrestling competition.
