Arrest may spell end of ‘man in black’ robberies BY MIKE HANKS – SUN NEWSPAPERS Police in St. Peter, Minn., have arrested a man that may be the FBI’s “man in black.” The 49-year-old Minneapolis man, arrested Jan. 3 following a bank robbery in Brewster, Minn., is being looked at in connection to a series of bank robberies – including incidents in Bloomington, Eden Prairie, Hopkins and Edina – that may be connected because the perpetrator wore black clothing to conceal his identity. He was charged Jan. 5 with one count of aggravated robbery in the first degree, one count of terroristic threats and one count of theft between $1,000 and $5,000. Rolling Hills Bank of Brewster was robbed at approximately 11:50 a.m. Jan. 3. The male perpetrator was wearing a mask and black jacket and carrying a small black revolver, according to the complaint filed in Nobles County District Court. The man threw a plastic bag on the counter and demanded money, to which a teller complied, giving him approximately $1,800, including “bait bills” that the bank had photocopies of, the com-
plaint said. A witness described the man’s getaway vehicle as a silver SUV. Information about the vehicle was given to area law enforcement agencies, including the St. Peter Police Department. Brewster is about 100 miles southwest of St. Peter. A detective from the St. Peter Police Department knew that a silver SUV had been seen in the vicinity of a Dec. 22 bank robbery in St. Peter. Based on the distance between Brewster and St. Peter, the detective estimated a vehicle traveling north from Brewster toward the Twin Cities would pass through St. Peter at approximately 1:15 p.m., according to the complaint. The detective parked along Highway 169 at 1 p.m. to watch for a silver SUV. At approximately 1:11 he saw a silver SUV traveling northbound. After following the vehicle and calling for assistance from another officer the silver SUV was stopped. The officers asked the driver to exit his vehicle and noticed that his hands were trembling. The man consented to a search of his vehicle. Inside the center console of the vehicle police found a large amount of

loose currency and a handgun, according to the complaint. The man was arrested and taken to jail, where he was questioned about the Brewster robbery. During the questioning he willingly discussed details pertaining to the Brewster robbery, according to the complaint. A search of the vehicle turned up a mask, gloves and a cap gun, as well as $10 bills that matched the bait bills from Brewster, the complaint noted. If convicted of robbery the man faces up to 20 years in prison and a $35,000 fine. He faces up to five years in prison and a $10,000 fine if convicted of theft and up to one year and one day in jail or a $3,000 fine if convicted of terroristic threats. The man’s bail was set at $300,000 with conditions that he does not leave the state without the approval of the court. He was also ordered to surrender his passport, according to Nobles County Attorney Gordon Moore. Several bank robberies throughout Minnesota have been attributed to the man in black. On Dec. 7 Premier Bank of Bloomington was robbed by a white male wearing a black ski mask and a black leather jacket. A man wearing a dark ski
mask also attempted to rob a Richfield Bloomington Credit Union branch in Bloomington Nov. 9, but left the bank empty handed. A man wearing a black mask and black knit hat was linked to three April 26 incidents in Bloomington, Eden Prairie and Northfield. The first incident was in Eden Prairie, moments before the bank was scheduled to open at 8:30 a.m. A man standing in the rain had been knocking on the door of United Educator’s Credit Union. When an employee opened the door for the man he turned around and displayed a handgun. He went inside the bank and demanded cash from a teller. Upon leaving the bank with an undisclosed amount of cash a dye pack exploded, and currency was recovered in the bank’s parking lot. At approximately 9:15 a.m. a man entered the same Richfield Bloomington Credit Union branch that was robbed on Nov. 9. The man walked directly to a teller and displayed a handgun, demanding cash. Students returned to Minnesota just before Thanksgiving with a new perspective on their approach to public safety. “This was an important trip for the students in terms of their career development,” said Setter. “Most of these students will go on to lead and manage public safety organizations, so we think it is important to provide opportunities for them that will expand their cultural horizons.” The team of students and faculty had such a rewarding experience that they plan to offer the same opportunity to their counterparts in Mexico City. Saint Mary’s University is in the process of applying for a grant that would bring a group of public safety officers from Mexico City to the Twin Cities so they can learn unique lessons from public safety officers in Minnesota. Law enforcement education in Mexico In November, Eden Prairie resident Lora Setter took a group of her public safety administration students to Mexico City, where they gained valuable cultural experience to enhance their careers. Setter is the director of the public safety administration program at the Twin Cities Campus of Saint Mary’s University. The purpose of the trip was to get the students to venture out of their comfort zones and learn about law enforcement culture in another country. Students noted that initial stereotypes of violence and jeopardized safety in Mexico were erased soon after their arrival. “Mexico City crime rates actually compare favorably to many cities in the United States,” said Setter. “Through this global experience, my students learned that they shouldn’t always trust what they hear and there’s nothing

Eden Prairie Manifesto will stay the same City Council decides ‘wordsmithing’ unnecessary BY PAUL GROESSEL – SUN NEWSPAPERS Eden Prairie’s Human Rights and Diversity Commission recommended that the wording of the city’s manifesto include the words “absence of religion,” in an attempt to be more inclusive for non-religious residents. The Eden Prairie City Council decided to not add the words; all council members said the standing language encapsulated those with religious and non-religious beliefs. With the addition, the opening paragraph of the page-long manifesto would have read, “We are dedicated to upholding the rights of every individual in our community to freedom, dignity, and security regardless of religious affiliation, absence of religion, race, ethnic heritage, gender, age, sexual orientation, physical or mental ability, or economic status.” The Human Rights and Diversity Commission had met with the city council for a workshop in August to

provide an update about what it was working on, including the word change. At the time, the council told the commission to work further on a specific proposal for a language change. They also considered “lack of religion,” but later settled on “absence of religion.” When it was presented to the city council Jan. 3, council members said the new language didn’t seem to add clarity or refined meaning; “regardless of religious affiliation” seemed to suffice. “I think that covers everyone,” said Councilmember Kathy Nelson. “And, I don’t know of a single person who doesn’t have a philosophy of life or they don’t belong to an organized religion.” Councilmember Brad Aho agreed. “To change it doesn’t really benefit anything.” Councilmember Ron Case said subcategorizing the manifesto too much

Mayor Nancy Tyra-Lukens pointed out the language change would not change the way the city operates or interacts with employees or residents. Although she agreed with the other council members, Sherry Butcher Wickstrom recognized, as did other council members, that the commission had put a lot of work into considering the changes. She was comfortable with the language change and didn’t feel it was harmful, but she agreed with the other council members. Tyra-Lukens noted that it seemed none of the council members disagreed with the intent of the modification, “it was really just a matter of wordsmithing.”

Reminder, Eden Prairie’s county service center closes Jan. 20 BY PAUL GROESSEL – SUN NEWSPAPERS To help balance the county’s 2012 budget, the Hennepin County Commission voted in December to close the Eden Prairie Service Center. It will close Jan. 20. The center handles fewer transactions, has fewer customers and generates less revenue than the other six county service centers, said Kathy Schons, service centers division manager. The closure is expected to save the county at least $300,000 a year, according to the county. Business at Hennepin County’s service centers has dropped 9 percent since 2008, Schons said, due to reduced passport applications and other transactions. The Hennepin County Government Center Service Center in downtown Minneapolis handles approximately 200,000 transactions per year, and the other centers each handle from 95,000 to 145,000 transactions a year, according to the county. The Eden Prairie service center
processed approximately 85,000 transactions in 2011. Over recent years, revenue from state and federal fees has not kept pace with costs, Schons said in a release. In 2010, the centers brought in $6.6 million in revenue, but an additional $2.3 million in property tax revenue was needed to sustain them. The service center currently employs around 10 people, Schons said, and the county government is hoping it can shut the Eden Prairie location without laying off full-time employees. However, to make that happen, temporary staff will no longer be scheduled and full-time staff will take their places at the other Hennepin County service centers. Southdale in Edina, 7009 York Ave. S., and Ridgedale in Minnetonka, 12601 Ridgedale Drive, are the closest service centers to Eden Prairie. The county centers offer more than 40 services, including driver’s license services, driver’s permit renewals, and motor vehicle tabs. Info: hennepin.us/servicecenters.
COMMUNITY NOTES Hennepin Technical College revs new engine Hennepin Technical College has received a new 3.5 Liter V-6 EcoBoost motor donated by Ford Motor Company that will be used for training and certifying students in the college’s Ford Automotive Student Service Educational Training program. “The EcoBoost motor is a direct injection twin-turbocharged gas engine, so this is very new technology with great fuel economy and performance,” said college instructor Drew Goddard. “Ford is committed to training future service technicians and we appreciate their continued support of the program at HTC.” The donation to the college, including a new heavy-duty engine stand, is more than $8,000. Ford ASSET is a 24-month, six semester associate degree training program that provides students with the skills to succeed in the rapidly advancing automotive industry. By combining classroom training and automotive internship experiences at a sponsoring dealership, students benefit from specialized training on

‘Boneheaded’ destruction or business decision? Closed Edina bridal shop destroys unsold dresses to much dismay I love a good bargain, part by necessity and part for the thrill. The majority of my closet is filled with decent items scored on the cheap at consignment shops and thrift stores. For me, there’s nothing like flipping through racks of secondhand clothes to discover a $5 Jean Paul Gaultier sweater someone else bought for at least 100 times the price. Thanks for that one, Arc’s Value Village in Richfield. Usually, delight at my own luck fades to shock – People actually spend this much on a piece of clothing? – then to dismay – And then they get rid of it? – and finally, back around to gratitude. Well, at least they didn’t just throw it in the trash. So you’d think I’d be especially taken aback by the big story last week that an Edina bridal shop destroyed gowns worth thousands of dollars. All 19 Priscilla of Boston locations across the country, including the 50th and France outpost, closed their doors in the last days of 2011. In Edina, leftover dresses were spray-painted Dec. 30 with big red Xs in public view before being tossed in a Dumpster. I came across the story as it lit

up my Twitter feed back at work from the New Year holiday. Other people were certainly outraged. Links to local media reports were accompanied with messages calling the move “heartless,” “disgusting,” “so, so wasteful,” a “boneheaded corporate decision” and “a bad PR move.” Some said “shame on you,” “this makes me sick,” and “sad they didn’t think of others in need.” I’ll admit, while I’m not in the market for a wedding dress, if I came across a good one for the right price, I might buy it just for the deal. But better yet, as many said, the dresses could have gone to a number of nonprofits that help provide special moments for women in need. Priscilla of Boston parent company David’s Bridal, in statements to media, said the store does donate quality gowns to a variety of charitable causes, but
not dresses that are damaged or in poor condition. Later it said contractual agreements with some designer labels prevent them from donating unsold dresses. By the end of the week, after the news made it all the way to “The Today Show,” David’s Bridal released a public apology stating it understood the anger and frustration expressed about the incident. It said it would do better next time. “David’s Bridal has already begun bringing together all of the remaining Priscilla of Boston gowns to evaluate them and ensure that they are donated to our charitable partners wherever possible,” the apology read, in part. But should they have to apologize? I am not condoning the defiling of dresses said to be worth thousands, however, I think there are plenty other areas of waste that go without the same level of fury. Hotel rooms empty at nightfall aren’t opened to people who could use the shelter. Movies, plays and concerts don’t give away seats still open on the day of the show. Restaurants and bak-
eries throw out uneaten goods. I sometimes let food in my own fridge go bad even though there are starving children in Africa. I, and probably you, would not do what David’s Bridal did. Really, who thought it was a good idea to blatantly squander something as sentimental as a wedding dress outside in daylight on a Friday in a busy shopping area? But it was their – and the designer labels they work with – business decision to destroy unsold dresses to prevent resale. Apparently, its not uncommon for high-end brands to ruin their goods rather they are offered at a large discount in a dingy bargain basement, cheapening the idea of luxury that many of their customers have bought into. And I guess I can understand that. Wearing a black ski mask, a man entered the Hopkins branch of U.S. Bank shortly before 6 p.m. and approached a teller. With gun in hand, the man demanded cash. The teller complied and the man fled the bank.

COMMUNITY NOTES ‘Water, War, Conflict’ on Jan. 28 Thomas Haines, Eden Prairie resident and senior attorney at the Carver County Attorney’s Office, will speak at a January conference on “Water, War and Conflict” about his work with indigenous communities in Guatemala. Haines advocates for justice for the 200,000 who have been killed, kidnapped and raped during the 1960-1996 genocide and is on the board of G Project, whose mission is to raise awareness of poverty, injustice, environmental degradation and repression in Guatemala. He will speak about injustices currently being committed by U.S. and Canadian mining companies and opportunities to take action to stop the
violence. Haines joins keynote speaker Dr. Charlie Clements, Executive Director at the Carr Center for Human Rights, Harvard University, a globally-recognized human rights activist and public health physician. Clements began his career as an Air Force pilot in Vietnam and later, out of conscience, refused to fly in the invasion of Cambodia. He went on to work as a physician in El Salvador’s civil war. In the 1980s he led efforts to end U.S. intervention in Central America. Clements will provide a global perspective on the relationship between increasing scarcity of water, efforts to privatize access to this vital resource, and conflict over water rights both in the U.S. and abroad. World Without Genocide, headquartered at William Mitchell College of
Law, promotes education and action to protect innocent people, prevent genocide, prosecute perpetrators and remember those whose lives and cultures have been destroyed by genocide.

Eden Prairie manufacturer gets a boost from the state BY PAUL GROESSEL – SUN NEWSPAPERS A manufacturing business in Eden Prairie is expected to get a little boost. The city will help facilitate a $500,000 forgivable loan from the state that will help an Eden Prairie business create 100 additional jobs and renovate its building. Once the agreement is finalized, Emerson Process Management, which designs and produces industrial components, will use the grant in conjunction with a $40 million renovation project for its Eden Prairie location. Emerson Process is one of eight business units under Rosemount-Emerson, which has 129,000 employees worldwide. There are 600 employees at the Eden Prairie site, 12005 Technology Drive, according to the city. “Emerson plans to invest ($40) million in their existing Eden Prairie facility, and this would include interior improvements as well as exterior improvements,� said Eden Prairie’s Community Development Director Janet Jeremiah. The $500,000 forgivable loan from the Minnesota Department of Employment and Economic Development is awarded with the condition that it will help create sustainable jobs.
Jeremiah said the grant is expected to help create 100 new jobs at Emerson. “We usually allow them time to create jobs,� said DEED Director of Business Finance Bob Issacson. If the company can create and maintain jobs, the loan is forgiven, he said. “Maintaining is very important,� Issacson said. DEED’s Minnesota Investment Fund is not designed to create short-term gains, but permanent full-time jobs. Businesses usually have two years to prove they have used the money to create the jobs. The money isn’t dolled out up front. The businesses are reimbursed for eligible expenses, Issacson said. Rather than have DEED provide the reimbursement directly to the company, the city applies for the loan on behalf of the company. If the grant is awarded, then the city administers the state money. Why is the city in the middle? Because that is how the Legislature approved distribution through the Minnesota Investment Fund, Issacson said. If a business doesn’t meet the criteria to forgive the loan, 20 percent of the repaid loan goes to the city, he said. “The intention is to create more economic development at the local level,� he said.
The Eden Prairie City Council formally approved the grant agreement with the state on Jan. 3. Next, the city has to form an agreement with Rosemount-Emerson. The Minnesota Investment Fund has suffered due to state general fund shortfalls, but is starting to look better. Issacson said the MIF used to receive $4 million to $5 million every year, which would be turned over for loans. It dropped in 2005, and funding has started recovering since 2008, when the state allocated only $1 million. “We weren’t able to participate in a lot of transactions and business appropriations,� Issacson said. Incentives like the loan aren’t always necessary for businesses to form in Minnesota, Issacson said. Business owners like the state’s educated workforce, transportation and quality of life. But, when those qualities are comparable to other states, other incentives – such as the loan program – can become a deciding factor. So, it’s good the MIF has been getting more funding lately, he said. In 2011, the MIF awarded $2 million to five projects. In 2010, it allocated $1.3 million to eight projects, according to Issacson. “Things seem to be turning around,� he said.

After reviewing other cities’ policies, the Eden Prairie Human Rights and Diversity Commission presented a recommendation in favor of the registry during a city council workshop in August. The legal benefits of a domestic partnership are sparse, and the city’s final approval comes at the beginning of an election year that will include a statewide referendum on the definition of marriage as between a man and a woman. There’s also a pending lawsuit ruling regarding same-sex marriage that is awaiting action in the state appeals court. Timing of those legislative and legal actions, the comparison between marriage and domestic partnership and the registry’s practical benefits versus symbolism were discussed before the city council members cast their vote Jan. 3. Councilmember Brad Aho was not in favor of the domestic partner ordinance. “I feel really at this time that it’s really not responsible or prudent for the city of Eden Prairie or our council to become engaged in this social issue that’s really going to be addressed by voters at a state level,” Aho said. “ … This issue is really not a new issue and I really don’t think it should be brought to the council and be addressed at a city level as a way of bypassing or circumventing the processes and procedures that are done at the state level and the county level.” The city council’s job is to focus on the budget, infrastructure and the safety of residents, guests and business people, he said. “It’s really not our job to create registries,” Aho said. The county registers marriages, deaths and other information. Cities don’t really get involved in that; for the city to do that sets a different precedent, he said. Having a registry could also be difficult to enforce, ensuring that two people are responsible and committed to each other, he said. Applicants may even be in a polygamous relationship, and the city won’t be able to verify that. City Manager Rick Getschow acknowledged that even though the application requires the couple to be unmarried and have no other domestic partners, there is no process to verify the marital status of the applicants. Councilmember Ron Case and Mayor Nancy Tyra-Lukens later noted that mar-
riage certificates can also go unverified when used to receive employee benefits. The onus is not on those who grant a marriage license or domestic partnership status; it’s on those who grant benefits. Case agreed that the registry would go beyond the purview of what cities have done, but on a “grand” level, it is prudent and responsible to allow citizens to pursue happiness. “I do support this,” Case said. “I don’t think it offers a lot. I think it offers something.” Councilmember Kathy Nelson said it seems the registry works in an awful lot of cities. “It really doesn’t have anything to do with marriage,” she said. Councilmember Sherry Butcher Wickstrom said she thinks the registry does provide something for individuals who want and wish to use it. She said it is an action of inclusively for all residents, and it strengthens the city’s manifesto.

She supported it because it is an insignificant cost to the city and for what it can provide to residents is meaningful, she said. Tyra-Lukens agreed. “When I look at this, I don’t see it as a defense of marriage issue,” Tyra-Lukens said. “I think of it more as supporting the mission of the Eden Prairie manifesto.” She could think of situations where heterosexual couples who live and care about each other, but do not want to get married, could benefit from the registry. She also mentioned two heterosexual, single mothers who live together and help care for each other’s children. If something were to happen to either mother, it might be re-assuring to know the domestic partnership could help them receive information at the hospital. Aho noted that getting municipal support for domestic partnerships can be used as a way to apply pressure on higher levels of government to pass same types of legislation, alluding to the approval of same-sex marriage. That happened with the statewide smoking ban, which started at cities and counties before the state legislature took action, Tyra-Lukens said. Aho said the registry seems like more of a political issue and political tool than something the city should be involved in. “And, that’s one of the reasons I have a real problem with it.”

The Eagles’ boys hockey squad improved to 9-2-1 with a 6-4 victory over Holy Angels Jan. 7. Mason Bergh sparked the Eden Prairie offense with two goals. Andrew Knudsen, Andrew MacLeod, Danny Halloran and Steve Spinner scored once each. Hunter Warner was credited with two assists. Other assists went to Nick Bentz, Luc Snuggerud, Brad Boldenow, Knudsen, Halloran and Luke Sudman. Jake Gerdes and Derrick LaCombe shared goaltending duties and combined to make 21 saves. Eden Prairie blanked Elk River 2-0 Jan. 5 as Mike DeCesare scored both goals in the first period. John Sullivan and Jack Keeley assisted on both of those goals. Eden Prairie’s LaCombe tended goal to preserve the shutout. Eden Prairie will host Duluth East at 3 p.m. Saturday, Jan. 14, at Eden Prairie Community Center. That game will be a rematch of last year’s state Class AA final that the Eagles won 3-2 in triple overtime.
Eden Prairie will remain home to play Hill-Murray at 7:30 p.m. Tuesday, Jan. 17.
Girls beat Hopkins 5-1 Eden Prairie’s girls hockey team defeated Hopkins 5-1 in Lake Conference action Jan. 7. The Eagles’ record is 8-7-2 overall and 2-1 in the Lake Conference. “Our goal has been to get synchronized to our systems during the first half of the season,” said Eden Prairie head coach Jamie Grossman. “We are right where we want to be. “We increased our intensity and focus. We have also improved our consistency.” Josie Olson, a sophomore forward, had a hat trick in the win over Hopkins. Karissa Olsen and Charly Dahlquist also scored for the Eagles. Amy Paulson and Alison Peluso had two assists each. Tess Roehl, Jordan Phillippi and Dahlquist provided one assist apiece. Eagle goalie McKenzie Johnson finished with 26 saves. Edina defeated Eden Prairie 4-2 Jan. 3. Josie Olson and Michelle Jamar scored Eagle goals with assists from Paulson, Roehl and Lauren Boyle. Johnson stopped 24 shots. Eden Prairie beat Blake 4-2 Jan. 5. Dahlquist scored twice, with Phillippi and Anna Johnson getting one goal each. Lexi Orcutt made 13 saves tending goal. But Eden Prairie’s “new look” lineup has been pro-
ductive and is keeping the program’s winning tradition intact. The Eagles are 7-2 after defeating Chanhassen 71-58 Jan. 6. Sophomore guard Andre Wallace scored 24 points for Eden Prairie. Sander Mohn, the only returning starter from last year’s state tourney squad, contributed 15 points.
Grant Shaeffer and Jack Cottrell had eight points each. Jordan Peterson scored six points. Eden Prairie overpowered Shakopee for a 59-35 victory Jan. 3. Eagles strike gold in boys swimming invitational No. 1-ranked Eden Prairie boys dominate division in elite meet BY GREG KLEVEN – SUN NEWSPAPERS No. 1-ranked Eden Prairie finished first in the top division at the Maroon and Gold Invitational boys swimming and diving meet Jan. 7 at the University of Minnesota Aquatic Center. The Eagles won the Gold Division title with 614 points. Dowling Catholic of Iowa placed second in the 12-team meet with 515 points. Minnetonka finished third (482), ahead of fourth-place Maple Grove (433)
and fifth-place Rosemount (393.5). Eden Prairie dominated the meet with many first- and second-place finishes. The Eagles’ winning 200-yard medley relay set a meet record with a time of 1 minute, 35.50 seconds. Members of that record-setting relay were junior Bryce Boston, junior Aaron Greenberg, senior Maverick Hovey and junior Mike Solfelt. Hovey placed first in the 200 freestyle (1:43.55). Eagle junior Jon Lieberman finished second (1:45.11). Greenberg won the 200 individual medley (1:57.41). In the 50 freestyle, Boston finished third (22.05) and Solfelt placed fourth (22.08). Eden Prairie’s Solfelt finished third in the 100 freestyle (48.02). The Eagles’ Lieberman was first in the 500 freestyle (4:41.87). Eden Prairie placed runner-up in the 200 freestyle relay (1:28.07). Relay members were Greenberg, Foster, Lieberman and Boston. Greenberg was third in the 100 backstroke (53.37), with Sam Hansen placing sixth (55.18). Eden Prairie finished second in the 400 freestyle relay (3:15.97). Lieberman, Solfelt, Spencer Sathre and Hovey swam the event.
Eden Prairie High School graduate Bryce McNaul was a starting senior linebacker for the Northwestern University football team. The Wildcats lost 33-22 to Texas A&M Dec. 31 in the Meineke Car Care Bowl of Texas in Houston’s Reliant Stadium. McNaul had 30 solo tackles and 38 assists during the regular season for the Wildcats. Northwestern finished with a 6-7 record.

PJ RAUENHORST PJ is a sophomore at Kennedy and has been very involved in our theater and robotics programs. PJ is currently working with the Kennedy One-Act Play and is the stage hand extraordinaire and lighting manager for the show. He is very helpful and willing to take on and tackle anything.
