BY PAUL GROESSEL • SUN NEWSPAPERS The Federal Transit Authority has given the Metropolitan Council a green light for an early but important step in the Southwest Corridor Light Rail Transit project’s progression. On Friday, Sept. 2, the FTA sent the Met Council a letter saying it could go ahead with preliminary engineering, an initial design phase that could take two years to finish and cost an estimated $93 million, said Mark Fuhrmann, New Starts program director for the Met Council. “We at Met Council are just very excited with this approval by FTA to enter preliminary engineering,” Fuhrmann said. “It really puts us foremost on the FTA New Starts radar.” The FTA’s New Starts program is the LRT: TO PAGE 22

Eden Prairie-based bank approved for $5 million capital boost BY PAUL GROESSEL • SUN NEWSPAPERS Eden Prairie-headquartered Star Bank has been selected to receive money from a federal fund that will allow it to lend more money to credit-worthy small businesses in Minnesota. Through the federal Small Business Lending Fund, the U.S. Treasury Department will lend $5 million to Star Bank. The bank will leverage that money locally, its leadership says, and reach out to small businesses and other companies that need loans. The SBLF is a $30 billion fund signed into law as part of the Small Business Jobs Act of 2010. So far, $1.8 billion has

been allocated to 130 community banks nationwide. “If we could play a small part in helping to see the economic upswing, we’re excited about being part of that process,” said Jeff Williamson, Star Bank vice president and managing officer of its Eden Prairie branch. With the extra capital, credit-worthy small businesses and companies looking for a loan don’t have to worry about a bank not having enough capital, Star Bank CEO, president and Edina resident Harry Wahlquist said. “In this particular case, capital is not an issue” if the business is credit-worthy, it could get a favorable response, he said.

But, it’s not free money. “It’s important to note that they’re not doling out free money. It’s money that has to be repaid,” Williamson said. Banks that receive a SBLF loan can repay it within ten years, but there’s incentive for banks to increase its lending and repay that Treasury money sooner rather than later. The more loans a bank provides to small businesses, the lower the interest it’s charged from the Treasury Department. If a bank increases its small business lending by 10 percent or more, the interest rate on the Treasury loan is only 1 percent; if lending increases less than 10 percent, the interest rate is 2-4

percent, according to the Treasury Department. After 4.5 years, the interest rate on the Treasury’s loan increases significantly – 9 percent from a 5 percent maximum during the initial 4.5-year period. Star Bank is one of few Minnesota banks that have been accepted for an SBLF loan. McLeod Bancshares Inc. of Shorewood and Redwood Financial Inc. in Redwood Falls both received around $6 million, the Treasury announced Aug. 31. The Treasury notified Star Bank it was approved on Aug. 15, according to bank representatives, and the bank has 30 days to close on the offer.

severe behavior problem. ... This is a broken home and the mother-child relationship is not good.” That boy is the author. He had been shuffled from one nesting arrangement to another for all of his short life. First, he had lived with his grandparents on their rustic farmstead in the heart of Minnesota’s north woods, then with his intellectually disabled mother and a mostly absent alcoholic father, and finally with

a boorish relative. In spite of a dysfunctional family life, he had been relatively happy. The real problems started when the author’s mother dropped him and his two younger siblings off at an orphanage. A week later, they ran away to find their mother, and he ended up at the hospital in a straight jacket.

Eight years later, while lying on the banks of a river on his adoptive parents’ farm south of Wendell, Minn., the author promised God he would share his story with the world. “My Brave Little Man” is the fulfillment of that promise. Info: terrya@bandipublishing.com or 952-975-9441.

Habits and photographs: Before you get too far into reading this column, I should warn you it’s just another spiel about one of my favorite hobbies. OK, disclaimer out of the way, let’s get into it. I’m a nut for instant film photography. Polaroid, Impossible Project, Fuji Instax, I don’t much care as long as I can shoot with a simple plastic camera and have the photo in my hands in less than a minute. I’ve got a box of exposures I’ve taken over the years, the vast majority of which are not spectacular, and I add to it on a regular basis, taking pictures of family, friends, landscapes and, too often, my cats. I don’t think it’s about the immediacy quite so much as it is about the aesthetic and the tactile pleasure of holding a picture in your hand. And, somewhat more importantly, it’s about con-

necting with family. As a kid, I spent time (lots of time) in my dad’s photography studio in Minneapolis, watching photographers, assistants, stylists and art directors work. I remember particularly watching my dad — who I generally refer to by his first name, Larry, a habit some may question as irregular. I particularly remember Larry shooting everything with Polaroid before shooting film on projects so he could get a read on what the pictures would look like later. For years, any time I saw an old camera on the cluttered

shelves of a thrift store, I’d drop a few bucks and pick it up to add to a growing collection on a shelf at the studio. A few years back, Larry turned the tables on me and mailed me a brand new Fujifilm Instax 200 and a few boxes of film. Without getting too far into it, I nerded out pretty darn hard on that sucker and blew through the film in a matter of weeks. He and I had a conversation last week about the history and longevity of film photography and what was lost — both in terms of product and process — when the industry went digital. The new digital cameras try to emulate what film was and what it could do, but it’s just not the same. Is shooting film a bit of an anachronism? To some, maybe. To me? Well, I guess, but that’s just another thing I love about it.

LETTERS TO THE EDITOR Tim Fox for Eden Prairie School Board To the editor: There are many qualities that make Tim Fox an excellent candidate for Eden Prairie School Board. He is thoughtful and analytical. He has a long history of advocating for children of all races and varied cultures. His constant participation in school district committees has given him time to build understanding of how the district works. But the quality that makes Tim Fox an exceptionally promising candidate is that he has served on the school board before. I personally served with Tim Fox on the EP School Board in 2003 and 2004. He was a man of few words at that time, but every time he spoke, he had impact. He has a great diplomatic way about him, and his analysis

Making connections from then to now

and approach to problem solving is high level and deeply passionate. This is exactly what we need and Tim can hit the ground running! With a change in leadership and frustration from staff and community, opening up this closed and highly controlled local education system will be critical. The board needs to be able to work together well and lead with a strong focus. Not only is it important to understand education finance, or policy; each board member must know the history of the inside politics and personalities that that have created the culture that runs our current school district. It just plain takes a while to figure out how to be effective. Will you please join me in voting for Tim Fox! Jill Scholtz Eden Prairie Scholtz is a member of Tim Fox’s school board election campaign.

Yes, I know instant film is expensive. Frankly, since Polaroid decided to stop producing consumer grade instant film in 2008, it’s been tougher to justify the price of just 8 or 10 exposures in a pack. When it comes down to it, I guess hauling around a bulky camera that’s more expensive to use and has limited scope when it comes to taking pictures for any purpose other than to put on my wall at home really boils down to a connection to the past and remembering where I came from. And, sometimes, you’ve just got to follow your passion. Questions, comments, thoughts or ideas? Put it on a postcard and send it to me: D. Callahan 33 Second St. N.E. P.O. Box 280 Osseo, MN 55369

Just a reminder… We’re hosting a candidate forum We’re looking forward to hosting an Eden Prairie School Board candidate forum in conjunction with FOX 9 News. The forum will be 6-9 p.m., Monday, Oct. 3, in the Cambria Room at the Eden Prairie Community Center, 16700 Valley View Road. With a healthy roster of candidates and plenty of issues rolling around the district to discuss, we’re sure it’s going to be a great evening. But, we need your help. It’s your school district and as such, we felt it was only right for the people of Eden Prairie to pose the questions they most want answered to the eight candidates for school board. We’re asking residents of the school district to let us know what concerns you have for the future school board members so we can ask them the night of the forum. If you’ve got a question for the candidates, please send it to Community Editor Paul Groessel at pgroessel @acnpapers.com or call 763-424-7353 and let him know what you’d like to hear from the candidates. Winter coats are a big deal for kids who don’t have them BY JONATHAN YOUNG SUN NEWSPAPERS Minnesota residents often take coats for granted. But for families who can’t afford them, they are a big deal. That’s why Pilgrim Cleaners, Sun Newspapers, KARE 11, KFAN and Subway are sponsoring the 26th annual Coats for Kids campaign in the Twin Cities. The program allows community members to donate gently used and new coats. Pilgrim cleans the used coats and gives all the coats to charities that distribute them to people in need. Paul Gifford is a spokesperson for Minnetonka-based Hope for the City, one of the organizations that receives coats for distribution. “You can’t believe the joy that these people are showing because they received a coat,” he said. “They’re just happy to have a coat … to keep warm for the winter.” Judy Sprague with Pilgrim Cleaners has been in charge of organizing the drive for 11

years. “It’s unbelievable that there are people in Minnesota who don’t have coats,” Sprague said. Each year Sprague sends letters inviting charities to participate, and they request the number of coats they expect to need. “Hopefully we can fill that demand,” Sprague said. This year Pilgrim aims to collect 10,000 coats. Sprague said the campaign came close to that number a few years ago, but donations have been a little lower in recent years. Demand is higher than ever. Mary Jo Copeland of Sharing and Caring Hands in Minneapolis said the poor have always been there, but she has noticed an increased need for services because of the bad economy the past few years. Copeland estimates her organization gave away approximately 1,500 coats last year. Gifford has also observed an increasing need. “With this current economy it’s just get-

ting tougher all the time,” he said. Though some might see the need as daunting, Copeland sees it as an opportunity. “We all have a lot,” she said. “We must share what we have with others.” Those who wish to donate coats can drop them off at any of the 25 Pilgrim Cleaners locations throughout the metro through Saturday, Oct. 8. Schools can also organize their own collections for the campaign. The school that collects the most coats will earn a Subway party. The charities receiving coats this year are Sabathani Community Center, Sharing and Caring Hands, Ronald McDonald House of the Twin Cities, Catholic Charities of St. Paul and Minneapolis, STEP, CEAP, Lutheran Social Services and Hope for the City. Those who wish to send a cash donation should sent it to the “Coats for Kids Fund” c/o Pilgrim Cleaners, 3217 85th Ave. N., Brooklyn Park, MN 55443.

Eden Prairie City Council sets low increase for 2012 preliminary tax levy BY PAUL GROESSEL • SUN NEWSPAPERS The Eden Prairie City Council approved its preliminary budget and tax levy for 2012 during its regular meeting Sept. 6. The final levy and budget will be approved in December, but the city has to set its preliminary tax levy for reporting to the state by mid-September. Preliminary tax levy increase is 0.9 percent from the 2011 levy (a total of $32,258,990). That would amount to a $6 yearly increase for the median-value Eden Prairie home, according to a city report.

That average value decreased in 2012, according to the report. The 2011 median-value home rating was $338,300. For 2012, it’s $326,800 – a 3.4 percent decrease. Now that it has set the preliminary tax levy, the city council can decide to lower that rate by December, but it cannot increase it. The approved 2012 preliminary budget is $38,345,174, a 3.9 percent increase from 2011. Some proposed changes incorporated in the increase, according to city budget and levy report: — City staff wage increase of 2.5

percent for 2012 — Health insurance costs — A fire department duty crew — Increased fuel costs — Overtime (primarily for police) — Pension plan expenses The proposed 2012 budget would leave a $1.3 million shortfall between overall revenue and expenditures that remains for the 2011 budget. City staff and city council have been discussing ways to fill that gap, and those discussions will continue since the Budget Advisory

Commission has analyzed different franchise fees, utility fees, user fees and other alternative revenue streams. The BAC’s report indicated franchise fees and street light utility fees could provide the best opportunity for stable sources of additional revenue. While discussing the report during a workshop Tuesday, city council members said they wanted any additional fee to be fair and minimal. No specific fees were discussed in detail or established, however.

Speaker implores audience to recognize first responders at 9/11 memorial BY PAUL GROESSEL • SUN NEWSPAPERS

Weekly Super Savings!

Mike Murphy of North Memorial Ambulance gives his speech on heroism during a Sept. 11 10th anniversary event at Grace Church in Eden Prairie. (Photo by Paul Groessel • Sun Newspapers)

With all that’s been talked about in the last 10 years about Sept. 11, 2001, Mike Murphy of North Memorial Ambulance at first did not know what he could contribute. But, at Grace Church, during a “Minnesota Remembers” event, recognizing the 10th anniversary of 9/11 – which included speakers Gov. Mark Dayton, U.S. Sen. Amy Klobuchar and Hennepin County Sheriff Rich Stanek – Murphy, who began his career as a medic at age 19 in the Navy, offered a definition of heroism. “After all that’s been said and written about 9/11, what could I contribute? What is this thing called heroism, anyway?” Murphy said to the crowd, about being asked to speak on behalf of police, firefighters and medics. If you go to a mall and ask people at random to describe hero, they would probably describe someone with a cape, red boots and a yellow emblem on his chest, he said. “It’s unlikely that many of them would picture someone kneeling at the side of an old woman, holding her hand and speaking softly,” he said.

Michael Mohler, left, and Mike Maleski, right, of Lexington (Minn.) Fire Department admire the “Flag of Heroes” and commemorative Sept. 11 fire helmet during the Grace Church event Sunday. (Photo by Paul Groessel • Sun Newspapers) But, if you were that old woman – or someone who smelled smoke, saw a person lurking outside a window or was having chest pains in the middle of the night, scared and alone – “that per-

son may as well have on a cape and red boots, because I’m pretty sure they’d look exactly like a hero to you.” MEMORIAL: TO PAGE 24

Eden Prairie business is finalist for BBB award Boy’s Electric LLC of Eden Prairie is a finalist in the Better Business Bureau of Minnesota and North Dakota’s Integrity Award. The BBB presents the Integrity Award each year to companies who exemplify ethical behavior and display integrity in all aspects of their operations – toward their employees, vendors, customers and within their community. The Integrity Award is open to all for-

profit businesses located within the Minnesota and North Dakota region. Each year, the BBB invites anyone to nominate a company they feel demonstrates exceptional ethics. Nominees are then offered the opportunity to submit an entry to the BBB, where a panel of independent volunteer business and community leaders review the entries and choose the winners. Companies compete in different categories based on number of employees. Boy’s Electric is a finalist in Category I businesses, which have 1-10 employees. The 12th annual Integrity Awards ceremony will take place 6-9 p.m., Monday, Oct. 24 at the Guthrie Theater in Minneapolis.

Right Way Painting Solutions After one of the most brutal winters we have encountered in the past 30 years, we have all found things that need repair or replacement on our homes. Many of us have needed to put off work being done to our homes do to economic hard times. Many of us also put off projects to save money in case things got worse. Our home values have gone down which makes it hard to even think about selling our homes. The reality is that we have to keep our property in good shape to maintain our values. Painting the exterior of our homes is by far the best value to preserving our wood surfaces and windows. We can also dramatically change the appearance of the inside of our homes by updating colors. Painting woodwork is a very affordable option compared to replacing old trim around our homes. In many older homes our windows are still good, but the old stain and varnish are not holding up any more. You can save thousands of dollars by painting these windows verses replacing windows. Updating your

basement family room can also be as easy as painting the paneling. I’m Paul Moore from Rightway Painting Solutions. I’ve been in the painting business for over 20 years. Being a former Shop Teacher, I have a good background in finishing and wood replacement. We do both residential and commercial painting. We do work for several Town Home Associations, Nursing Homes and Residential Properties. We give our customers great value by being able to not just paint. We replace or repair wood, repair and reglaze older windows and reside areas that need replacement. We also repair decks and re stain decks. On the inside we repair walls, remove wallpaper, enamel wood work and paint paneling. We offer a 2 year labor warrantee on our labor, provide references and we would be happy to give you a free estimate. For all of your painting needs give us a call at 612-8392239.

The Minnesota State Fair’s agricultural and creative competitions drew close to 36,000 entries this year, with competitors vying for a share of ribbons, trophies and more than $1 million in prize money. Competitions included events for livestock, school projects, dog trials, baked and canned goods, fruit, vegetables, crafts, bee and honey products, fine arts, farm crops, flowers, butter, cheese and more. Total attendance at the Minnesota State Fair this year was 1,769,872, making it the third-best-attended Great Minnesota Get-Together in history and just 20,000 short of the best ever. A daily attendance record was set on Sunday, Sept. 4, with 229,943 people attending that day. Additionally, this year’s Labor Day weekend was the best-attended on record with 600,332 people visiting the fair in just three days.

Is that goose poop? Nope, those are aeration “cores” on your lawn. Those cores are the result of a smart decision to aerate. Aeration is one of the most important natural and chemical free practices available to strengthen and beautify your lawn. Small cores are mechanically pulled from your lawn and left on top. This action helps control thatch, improves the soil structure, creates growth pockets for new roots, and opens the way for water, oxygen and fertilizer to reach the root zone of your lawn. Healthy lawns start with fall aeration!

Meeting FROM PAGE 1 Tuesday. A joint statement was released Tuesday, but the school board did not comment during the meeting; the separation agreement says, “No other public statement shall be made by Krull regarding her separation from the District unless specifically approved by the board chair. No other public statement will be made by the board except as may be required for the adoption of the agreement, or as is required by law in response to requests for public data.” As part of the motion, the board will seek an interim superintendent until it can find someone to fill the position on a permanent basis. The school board discussed that process further before its regular meeting Tuesday. After a board subcommittee looks into possible search firms, the board expects to complete the hunt for a firm by the end of November, in time to get the formal search process underway by January, when the new school board will be sworn in, based on the November school board election. Krull had announced in July that she would not seek another contract after

her current contract was set to terminate June 30, 2012. Her announcement followed a June performance review, which resulted in a public summary that indicated she had not met some performance marks set during the November review that preceded it. After her July announcement that she would leave next summer, Krull said she decided to leave because =the timing was right, and her decision was not based on her expectations for the impending contract negotiation with the school board. Krull has been with the district for 28 years, acting as superintendent for the last nine. Even though little was said during the meeting, at the end of the evening, the school board and Krull simply wished each other well after school board Chair Carol Bomben thanked Krull for her years of service.

Sept. 2 meeting Other than having Torgerson prepare the separation proposal, the board took other actions during a meeting Sept. 2. It decided it would continue having three board members take an active role in hiring the director of communicaMEETING: TO NEXT PAGE

FROM PREVIOUS PAGE tions and community relations position, vacated in July. Three board members will sit in on the semi-final and final interviews for that administrative seat, and then make a recommendation to the school board. The school board will then make the final new-hire approval, according to the meeting minutes. Finally, the board also decided to not appeal a decision made by an unemployment law judge. An unemployment matter — details of which are private since it’s regarding personnel data — first came to the board in July, when the board had an emergency, closed meeting to quickly decide if it should continue an appeals process. Earlier this year, a former or current district employee appealed his or her denial of benefits to the Minnesota Department of Employment and Economic Development. An unemployment law judge made a ruling, and the school board had initially decided to seek that judge’s reconsideration. With the Sept. 2 board motion, the board has decided not to seek an appeal after all.

New MyPlate campaign promotes healthy eating BY ROXI REJALI • CONTRIBUTING WRITER Icons are everywhere: recycling symbols, smiley faces, the Apple logo. Add another icon to the list: MyPlate. It’s a new symbol to remind Americans to make healthy eating choices. MyPlate shows a dinner setting of a cup and plate divided into sections representing the major food groups of fruits, vegetables, grains, protein and dairy products. The campaign was launched in June by First Lady Michelle Obama and pairs with her ongoing Let’s Move program to increase Americans’ physical activity. Both plans are designed to combat rising rates of overweight and obesity among adults and children. The U.S. Department of Agriculture

(USDA) developed MyPlate as an easy-tounderstand way to think about building a healthy plate at mealtimes. The colorful ChooseMyPlate.gov website has recipes, sample menus and inter-

active daily food plans that calculate food requirements based on age, gender, height, weight and activity levels. You’ll also find information sheets with useful tips on topics like ways to cut back on salt and sodium, reduce kids’ sugary snacks and creative ways to add fruits and vegetables to any diet. The new plate symbol replaces the familiar pyramid icon representing the food groups, introduced in 1992. USDA research says that Americans are confused by dietary guidelines that often seem to contradict each other. The new campaign is based on findings from the USDA’s 2010 Dietary Guidelines for Americans, which emphasized reducing calories and increasing physical activity to maintain a healthy weight. While the MyPlate image may be new,

the basic rules of good health don’t appear to have changed much. The following healthy-eating guidelines are borrowed from MyPlate.gov material: • Enjoy your food, but eat less. • Avoid oversized portions. • Make half your plate fruits and vegetables. • Make at least half your grains whole grains. • Switch to fat-free or low-fat (one-percent) milk. • Compare sodium in foods like soup, bread, and frozen meals and choose the foods with lower numbers. • Drink water instead of sugary drinks. For more information, go to ChooseMyPlate.gov or LetsMove.gov.

Family mealtime helps kids thrive Sitting down to supper with your children on a regular basis is a simple strategy for building a strong family. Family mealtime helps children develop into productive students and adults, according to a senior clinical psychologist at American Family Children’s Hospital. “It’s well documented that children in families that eat dinner together develop social skills, strengthen family bonds, do better in school, and engage in less risky behaviors such as drug and alcohol abuse,” says Dr. Stephanie Farrell. “Scheduling regular family dinners is one tactic to assure we take the time to slow down from the hustle and bustle of our lives and be present with our children.” “Family mealtimes provide children

with stability and a safe environment in a world that is far too often fraught with confusion and pain.” But with kids trying to stay faithful to a schedule involving ballet lessons, soccer practice, and study time for tomorrow’s big test, how can regular family dinners be possible? “Start out realistically, even if it means just scheduling one shared meal,” says Farrell. “Keep it simple. The focus is on being together, not a gourmet meal.” Farrell encourages parents to have children help prepare the meal to give them a sense of responsibility, pride and accomplishment, while at the same time, enhancing their self-esteem. “Any help in the kitchen should be praised, so everyone’s efforts are

acknowledged and will likely be repeated in the future,” she says. “Additionally, when children are involved in the planning and preparation of healthy and nutritious food choices, they are more likely to eat the food, a bonus given the alarming rise in childhood obesity.” Farrell says when the meal is served, conversation among family members should be the focus and technology should be banned. “No television, no answering the phone, and no texting,” she says. “This will allow you to actively listen to your children and connect with them. Also, resist the temptation to jump up from the table when you are done eating to begin doing the dishes. No outside boundaries should serve as a distraction.”

Farrell adds that family mealtimes should be enjoyable, fun and relaxing and unpleasant topics or criticisms should be avoided. “It is imperative to take time to laugh,” she says. “Share a joke or an amusing story from the day. This might help children lower their guard that they may have had to keep up throughout the day.” Overall, Farrell says parents who plan family mealtimes are showing just how much their children mean to them. “I cannot think of a more vital message to give our children,” she says. “‘You are the most important part of my life, and I love you unconditionally. We are all busy, but I will always take time to be here for you.’”

‘Taste of The Lakes’ takes bite out of hunger for 13th year Lake Minnetonka and western suburbs continue to see need for help BY CHRIS DILLMANN • SUN NEWSPAPERS Back and tastier than ever, the 13th Taste of The Lakes at BayView Event Center in Excelsior is sure to pique any pallet and help a good cause. Taste of the Lakes, 6:30-10:30 p.m., Thursday Sept. 22, at BayView Event Center, 687 Excelsior Blvd., in Excelsior will feature foods from local restaurants, live music, a live and silent auction and wine and spirit tasting. which is more than anticipated. Making tough times tougher, Maes says that U.S. government food donations have started to slip off. A lot of those are staples such as meats and rice, so trying to bring in those and fresh fruits and vegetables continues to be a challenge. “I think we’re doing our best to hold our own and finding new partners to meet the goal,” Maes said. ICA isn’t the only organization trying to keep up with increased demand for services. WeCAN, located in Mound, also sees the event as a huge help. “It definitely makes people aware we are out there,” said Executive Director Leah Weycker. “Just the awareness we TASTE: TO PAGE 20

exist, and most of us rely heavily on donations to operate, so a fundraiser like this is always really helpful.” Weycker says that after more than a 50 percent increase in services a few years ago, the demand somewhat leveled off. The latest trend is toward more demand, so benefits such as Taste of The Lakes help offset the need. “Just these last couple of months we’ve seen a lot of people as they run out of unemployment,” Weycker said. “So anytime we can raise money and awareness, those are the two things we have to keep going with and are never ending.” Back again are the live and silent auctions. The live auction will be hosted by WCCO-TV anchor Frank Vascellaro.

A live and silent auction will feature items from local merchants. It will be hosted by WCCO-TV anchor Frank Vescellaro. (Photo by Chris Dillmann • Sun Newspapers)

“We have a lot of new silent auction items that are geared towards men such as grills and golf packages,” said Maes. With more than 100 auction items, there is something for everyone. Last year’s event raised more than $15,000 for the organizations involved. “They can do so much more with money than just food donations,” said BayView owner Bob Ziton. “They’re able to buy from other food providers, and able to serve their constituents a lot more readily.” This year will also feature wine and spirit tasting by Southern Wine and Spirits. Last year was the first year for wine tasting, but now patrons will have the chance to sample spirits and liqueurs as well.

Restaurants • Bayside Grille • BayView Event Center • Big Bowl • Bistro 11 • General Store • Houilihans • Jake O’Connors • Maynard’s • Old Chicago • Paradise Charter Cruises • Wildfire

Some featured spirits are Pinnacle Vodka, where those looking to satisfy a sweet tooth can try “Whipped” and “Chocolate Whipped” flavored vodka and “Cake” flavored vodka. St. Germaine Elderflower liquor will also be available for tasting. Dubbed by some as “to die for,” St. Germaine Liquor and the other spirits are a nice addition says Ziton. “Not only will you be able to taste something, but you will be able to order what you tasted,” Ziton said. Last year for instance Ziton said, what people tasted wasn’t stocked and couldn’t be ordered. Helping those in need in a fun way, all while tasting what local restaurants have to offer is what Taste of The Lakes is all about Maes says. “This is a really fun way to highlight different restaurants, what they can offer and to get people excited about them while bringing the community together,” Maes said. “It’s a win-win all the way around.”

LRT FROM PAGE 1 primary financer for local transit projects throughout the country. Fuhrmann said he has been part of eight New Starts projects in his 26-year career, and the preliminary engineering approval is the first big step. The light rail project, which would run through Eden Prairie, Minnetonka, Hopkins and St. Louis Park and link with the Central Corridor line in Minneapolis, is one of only 11 or 12 projects nationwide that have reached the preliminary engineering phase, Fuhrmann said. “So, it’s a pretty exclusive club, and projects don’t become members of that club without very strict and comprehensive scrutiny from FTA. … So, we should be very proud,” Fuhrmann said. During preliminary engineering, the Met Council and other planning groups will complete about 30 percent of the design phase and have several facets. It will finalize station placement and design plans. It will include refined cost estimates, project benefits and impacts, finalize management plans and secure final funding sources. Down the line, if the preliminary engineering is completed to the FTA’s satisfaction, it could approve the final design phase for the estimated $1.25 billion railway. Construction could begin by 2014, and Fuhrmann said completion estimates have been late 2017 to early 2018. Fuhrmann said he thinks the project will be completed in early 2018. There’s much work to do until then. Some of the things that the FTA asked Met Council to address in preliminary engineering include solidifying the scope of the LRT’s operation and maintenance facility, determine safety feature requirements for street-level railroad crossings and analyze the impact of relocating a freight line that currently operates on part of the planned LRT route. The Twin Cities & Western freight line will need relocating, an estimated $76 million dollar project that The Minnesota Department of Transportation, Hennepin County Regional Rail Authority and city of St. Louis Park have been working on. Hennepin County, St. Louis Park and the MnDOT are at odds regarding the need for further environmental study for the freight realignment. St. Louis Park and city residents have taken the issue to the Minnesota Court of Appeals, following a MnDOT finding that an Environmental Impact Statement is not necessary for the freight line re-route. Up to this point, the FTA and Met Council have been aware of the freight

line’s impact on the LRT project, but the relocation hasn’t been part of Met Council’s responsibility. “To date, our involvement has been not involvement. … We here at Met Council have not been directly involved,” Fuhrmann said. “Because the freight relocation is necessary for the (Met Council) to be able to implement the Southwest LRT project as planned,” the FTA’s approval letter said, “the cost and scope of the freight line relocation must be included in the Southwest LRT project scope and budget, regardless of the funding sources that may be identified to pay for the work.” How exactly the Met Council will include the freight line relocation in its LRT planning and its anticipated $1.25 billion expense will be worked out during regular meetings with the FTA, Fuhrmann and FTA spokesman have said. Funding for the light rail project is expected to come from four sources. The FTA will pay 50 percent and the rest will be from Minnesota partners – The Counties Transit Improvement Board’s five-county sales tax (30 percent), the Hennepin County Regional Railroad Authority (10 percent) and the state of Minnesota (10 percent). The local groups will pay for the estimated $93 million preliminary engineering phase, but a federal grant could help recoup costs in the future. The next steps in the project will include several moves, Fuhrmann said. The Met Council and other local partners will meet with the FTA on a monthly basis. It will also begin searching for engineering consultants to work on the preliminary engineering work, sending out request for proposals locally and nationally. A project management team will also be hired and a central office along the future Southwest line will be set up so the engineering teams, Met Council staff and other planners can all work together, Fuhrmann said. If completed, the Southwest LRT would become part of a growing regional rail landscape, with the Hiawatha Corridor LRT from Minneapolis to The Mall of America, the Northstar Corridor stretching from Big Lake to Minneapolis and the Central Corridor LRT, currently under construction. The Central Corridor, connecting Minneapolis and St. Paul, would link with the Southwest LRT. Fuhrmann is confident that the FTA’s engineering requirements will be met, and the preliminary engineering work won’t be the Southwest LRT’s last stop. “We’ve done this before, and the partners understand how we have to do the engineering homework before we are in a position to secure the final federal commitment,” Fuhrmann said.

said. “If the phone rings because someone’s home is on fire, they will go. “It doesn’t matter if it’s 30 below outside, and the wind is howling and the snow is blowing and the roads are treacherous, and everybody else has been warned to stay home. If the phone rings because someone is sick or injured, they will go. …” “They’ll go because someone’s calling for help. They’ll go because sometimes lives hang in the balance. They’ll

go because heroes always go. That’s what makes them heroes.” These responders and military service members stand on a wall, he said, protecting community members. Since those heroes pay the price for others’ “peaceful slumber,” recognize them for it, he said. “When your defenders come down from that wall, if they have served honorably, embrace them, and welcome them home,” he said.

Rachel Bootsma Bootsma, of Eden Prairie, has been named to the 2011-12 USA swimming national team in the 100-meter backstroke. Bootsma will compete in the PanAm Games later this fall.

BY GREG KLEVEN • SUN NEWSPAPERS Eden Prairie, ranked No. 1 in the state by Associated Press, lived up to its lofty rating with a convincing 35-0 football victory over visiting Bloomington Kennedy Sept. 9. EP (2-0) built a 14-0 first-quarter lead before an announced crowd of 3,288 at Aerie Stadium and expanded that advantage to 28-0 by halftime against Kennedy (0-2). Eden Prairie finished the scoring with a touchdown in the third quarter. Eden Prairie senior running back Andrew Larson had another impressive performance, rushing for 113 yards and two touchdowns while carrying the ball 14 times. Senior running back Roy McGhee added 75 yards on two carries and contributed one touchdown. Eden Prairie wide receiver Rashawn Fountain caught three passes for 23 yards and one touchdown. Junior quarterback Gage Shaeffer completed five of six passes for 52 yards. Senior reserve quarterback John Hamre connected on all three of his pass attempts for 14 yards. EP senior defensive back Ryan Gunderson returned an interception for a touchdown. Sam Rosol, a senior, kicked three extra points. Eden Prairie had a 276-117 advantage in total offense. Kennedy’s leading rusher was senior running back Lexis Jones with 69 yards on 20 carries. “We were very businesslike in this game,” said Eden Prairie head coach Mike Grant. “We controlled the clock and didn’t make any turnovers. “Gunderson’s interception for a touchdown set the tone for us. Our defense played well for the second straight week. “Senior inside linebacker Drake Michaelson was our leading tackler. And defensive end Anthony KingForeman and lineman Tyson Reinke

MARK YOUR CALENDAR Eden Prairie High School’s soccer teams will host Minnetonka in a Lake Conference doubleheader Thursday, Sept. 15, at Aerie Stadium. The Eagle boys play the Skippers at 5 p.m., followed by the girls game at 7.

Kim Jach The Eden Prairie golfer recorded a hole in one on the 110-yard, second hole at Stonebrooke, using a 9-iron.

Rashawn Fountain The senior wide receiver caught three passes to spark Eden Prairie to a 24-7 non-conference football win over Champlin Park Sept. 1 at Aerie Stadium.

Maddie Buxton Buxton won 6-3, 6-2 at first singles as Eden Prairie defeated Shakopee 5-2 in a non-conference girls tennis match Aug. 29.

Grant Shaeffer The junior made his starting debut as Eden Prairie’s quarterback and completed five of six passes for 98 yards during the Eagles’ 24-7 triumph over Champlin Park in the season opener Sept. 1 at home.

Ryan Orton The former Eden Prairie all-conference offensive lineman started at guard for the University of Minnesota during its 19-17 football loss to USC Sept. 3 in Los Angeles. Orton is a 6-foot-4, 290-pound senior and has earned three varsity letters at the U of M. Maple Grove lost to Champlin Park 24-7 last week. Eden Prairie beat Champlin Park 247 in the season opener Sept. 1. “Maple Grove has several quality players and competes in a good

Northwest Suburban Conference,” said Grant. “Maple Grove has a new coaching staff and its team will continue to get better.” Grant said he likes the way his inexperienced offense is making progress heading into Week 3 of the season. “Shaffer threw the ball well against Kennedy and our line blocked better than it did during our first game,” said Grant.

Cassy Deng Eden Prairie’s third singles player won 6-2, 6-0 as the Eagles beat Shakopee 5-2 in girls tennis non-conference action. Editor’s note: Send nominations for Stars of the Week honors to sports editor Greg Kleven at gkleven@acnpapers.com. Youth, high school, college and adult recreational sports athletes will be considered.

Eagle boys claim cross country invitational title EPHS girls squad places second in meet hosted by Hopkins BY GREG KLEVEN • SUN NEWSPAPERS It was a strong showing for Eden Prairie’s boys and girls cross country squads at the Bauman/Rovn Invitational. The Eagles won the boys team championship with 67 points in the meet hosted by Hopkins at Gale Woods Farm in Minnetrista. Eastview placed second (90) and Minnetonka was third (107) in the 14team meet. Eden Prairie’s girls squad was runner-up with 81 points while Lakeville South won the team title with 55. Edina placed third (114). “Overall, I was pleased with the way both of our teams competed in the meet,” said Eden Prairie coach Jeff Lindlief. “We put in two aggressive days of training prior to that meet and knew the kids wouldn’t be 100 percent fresh. “However, their effort and tactics were sound. The boys team showed grit and determination. The girls team had decent performances but still needs to maximize its potential. Getting beat soundly by Lakeville North was a good wake-up call for us.” Junior Henry Zurn was Eden Prairie’s top boys race finisher with a fourth-place time of 16 minutes, 30.1 seconds on the 5K course. Senior Andrew Hansen finished 10th overall (16:39.2) and sophomore Cal Lawton was 15th (16:52.8). Other EP runners and their overall finishes and times were sophomore Jack Odzer (19th, 17:01.7), senior Joe

SHORTS EP wins Challenge Cup Eden Prairie High School won the 2010-11 Challenge Cup in Class 3A, according to the Minnesota State High School League (MSHSL). The Challenge Cup is a statewide, year-long competition among MSHSL member schools. Schools earn points for

their success in post-season athletic and fine arts tournaments. The school earning the most points at the end of the year in each class receives the traveling Challenge Cup. Eden Prairie has won the award five times in eight years. The Eagles won the SHORTS: TO NEXT PAGE

He threw two scoreless innings and struck out two in those two relief appearances against the Indians. Wagner was promoted from Class AAA Sacramento, Calif., where he appeared in 22 games. He pitched 29 innings and struck out 34. His ERA was 3.10. The former Eagle start-

If the shoe fits, Otto will toss it Women’s horseshoe pitcher excels in state and world competition BY GREG KLEVEN • SUN NEWSPAPERS Sara Otto started tossing horseshoes during a weekend retreat at a Brainerdarea resort five years ago. Soon the Minnetonka resident decided to join the Bloomington Horseshoe Club in 2006 and hasn’t stopped throwing ringers since. Otto has steadily moved up the class ladder in state and national competition. Otto finished fifth in the Women’s Class C Division at the 2011 World Tournament in Monroe, La., in July. “I started slowly in the tournament and began to turn things around the second day when I had a 4-1 record,” said Otto. “I didn’t get a trophy this year but did average 48.17 percent ringers in the tournament.” Otto moved up one class this year after winning the World Women’s Class D title in 2010 with a 14-1 record and 53 ringer percentage in the tournament held in Cedar Rapids, Iowa. Otto got her first taste of world competition by placing sixth in the Women’s Class J Division in 2007. That tournament was conducted in Ardmore, Okla. “I actually began pitching horseshoes in junior high through our summer recreation program in Wadena, where I grew up,” said Otto. “I played in league as well as state tournaments. “Then 15 years later, I picked up the sport again while our group stumbled upon the horseshoe courts at a Brainerd resort. My girlfriends and I decided to join a league and thought the Bloomington Horseshoe Club would be centrally located. So, we became members.” Otto learned quickly that tossing ringers consistently required hard work and plenty of practice. She established a six-percent ringer average in 2006 and that average doubled the next year in 2007. In 2008, Otto improved her league ringer percentage to 31.65 and competed in five local tournaments winning four and placing third in the other. She won the state title in her class that year. Ringers started coming more frequently for Otto in 2009 as she won the World Class G title in Springfield, Ill., with a 15-0 record while throwing 52.33 percent ringers. Otto’s involvement in the sport

(Photo by John Sherman • Sun Newspapers) increased as she became a member of the Minnesota Gopher State Horseshoe Pitchers Association and the National Horseshoe Pitchers Association. Otto also joined a 2008 winter league in Greenfield and took on editing duties for the Gopher State Horseshoe Pitching Association. In addition, Otto now serves as a regional director for the National Horseshoe Pitchers Association. “All my accomplishments are fantastic, but it is the competition, fun and getting to know other pitchers that have kept me pitching in this lifelong sport,” said Otto. Otto is proud of her association with the Bloomington Horseshoe Club,

formed 30 years ago and home of many state and world champions including Dale Lipovsky and his father Lenny. Bloomington’s club is one of approximately 30 leagues across Minnesota. Interested pitchers can visit minnesotahorseshoes.com for information on local leagues. “I’m always amazed by how many people have played horseshoes at family picnics or in the backyard,” said Otto. “They are always surprised to hear that it is an organized sport on a state, national and international level.” Outside of horseshoes, Otto is Vice President of Development at the Lupus Foundation of Minnesota, located in Bloomington.

Eden Prairie’s undefeated streak in girls tennis ended last week. The Eagles (7-1) lost 4-3 to Wayzata Sept. 6. Eden Prairie got a point from Maddie Buxton at first singles. She won 7-5, 6-1. Eleanor Martin produced another point by winning 6-0, 6-1 at fourth singles. Eden Prairie’s final point came from the third doubles team of Ali Horner and Sam Lee. “This was our first Lake Conference match and it was great to see the girls compete so well against a tough Wayzata team,” said Eden Prairie coach Karen Berg. Eden Prairie was involved in another close match Sept. 7 but came away with a 4-3 victory over Breck. “We struggled against Breck’s strong singles lineup,” said Berg. “But we managed to pull out the victory by winning all three doubles matches and one singles match.” Cassy Deng earned a 6-2, 6-1 win at third singles. Sophie Farmer and Megan Phillips combined for a 6-3, 7-5 victory at first doubles. Susie Pederson and Layla Safina won 6-0, 6-1 at second doubles. Horner and Lee provided a 6-3, 6-1 win at third doubles.

Wayzata placed second in Class 3A with 707 points and Apple Valley was third with 484 points. Rounding out the top five places were Edina (444) and Minnetonka (391).
