Brooklyn Park a thriving city Greetings! Welcome to Minnesota’s sixth-largest city! We are a community on the move — with thriving businesses, neighborhoods and passionate Mayor residents who Jeffrey Lunde make a difference. We are home to 75,000 people who come from across the globe, from new immigrants to senior citizens who were once part of the area’s rich potato-farming history. Brooklyn Center has a great sense of pride in safe community, lower crime, community partnerships and ongoing redevelopment to strengthen our local economy by providing jobs and new business opportunities. Welcome to Brooklyn Township Brooklyn Township What is now Brooklyn Center and Brooklyn Park was part of the Missouri Territory in the early 19th century under the protection of a treaty with the Dakota Indians. The early pioneers began settling the territory west of the Mississippi River in 1852, after the federal government opened it to homesteading. Early in 1852, the territorial legislature set in motion the law that organized Hennepin County. In the spring of 1852, first claims to land were staked in the area that would become Brooklyn Township. On July 2, 1852, Ezra Hanscom, a native of Maine, established his claim and completed his home in July 1853. In late 1853 and early 1854, settlers from Michigan staked claim to this area and named it Brooklyn Township, after their home territory of Brooklyn, Mich. The Hanscom home, near Shingle Creek where it now crosses Noble Avenue, was the site of the first town meeting where Brooklyn

Township elected officers. That happened May 11, 1858, the same year Minnesota became a state. Brooklyn Township originally encompassed Brooklyn Park and most of Brooklyn Center, as well as parts of surrounding cities.

One hundred years ago, in January 1911, the citizens of southeastern Brooklyn Township and eastern Crystal Lake Township took the first legal action for the creation of the village of Brooklyn Center. The vote to incorporate the village occurred Feb. 14 at resident Earle Brown’s garage. Citizens approved a city charter in 1966, establishing a council-manager form of government. Brooklyn Center is conveniently located northwest of Minneapolis, covering about 8.5 square miles with more than 500 acres of parks. Today it is home to about 30,000 diverse residents. In fact it is one of the state’s most diverse cities. The city is welcoming major

Brooklyn Park wasn’t incorporated as a village until 1954, but it grew rapidly. Today, Brooklyn Park is the sixth-largest city in Minnesota. It is also one of the state’s fastest growing cities. The 2010 census counted 75,781 residents, up from 67,388 in the 2000 census. Brooklyn Park is also one of Minnesota’s most diverse cities. The city occupies 27 square miles and is about 85 percent developed, with the next area of growth under development north of Highway 610. Brooklyn Park is proud to be “a thriving community inspiring pride, where opportunities exist for all.”

A gathering place for community Brooklyn Center Comm. Ctr. While the city of Brooklyn Center celebrates its centennial in 2011, it also celebrates the Brooklyn Center Community Center’s 50th anniversary. The center adjoins Brooklyn Center City Hall at the heart of the city. It is easily accessible from Highway 694 and Highway 100. The crowning jewel of the facility is its 50-meter swimming pool with a 150-foot waterslide. It is indoors and operates year-round. There are two diving boards and a zero-depthentry wading pool. The Brooklyn Center Community Center also offers a full fitness center with equipment ranging from weight machines to treadmills to exercise bikes. Constitution Hall is the largest of the center’s four meeting rooms. Boasting almost 4,000 square feet, it can seat up to 250 people. It has an industrial-grade kitchen attached. Meeting rooms are used for city functions and recreation programs. They are also rented for weddings, graduations, family reunions, business meetings and more. The community center is home to

many of the Community Activities, Recreation and Services Department’s classes. All fees for classes and membership are the same for nonresidents as they are for residents, making the Brooklyn Center Community Center a valuable resource not only to the city but also to surrounding communities. Brooklyn Park Comm. Ctr. The Brooklyn Park Community Activity Center, located on 85th Avenue, was one of the first community centers built in the western suburbs. With an average of more than 1,000 guests visiting the building daily, the community center attracts a broad cross-section of the city’s diverse population. Its two ice rinks recently underwent a renovation to harness geothermal energy to cool the rinks and heat part of the building. The project placed the center among the most energy-efficient ice facilities in North America. The center has a 630-foot walking track, a fitness center, racquetball courts and a skate park. It also serves as the home for boys

and girls teams from the North Metro Youth Hockey Association and North Metro Stars high school teams. The Three Rivers Figure Skating Club holds practice and hosts an annual ice show here. The center is also home to the Brooklyn Historical Society and Courage Center Rolling Twins wheelchair softball team. Meeting rooms are available to rent for public or private use. The most popular rooms are the Gardenview Room and Grand Room. The Gardenview Room has a seating capacity for 250 people and is equipped with a bar, stage area, parquet dance floor and state-of-theart sound and video systems. The Grand Room provides seating for up to 375 people and has large picture windows on the south side with a view of the gazebo area.

Top conference center The beautifully restored and historic Earle Brown Heritage Center is a premier conference and event facility owned by the city of Brooklyn Center. It was originally part of the farm owned by Earle Brown, a key figure in the city’s history. The farm was an early settlement, landmark, the location of some government functions and the site of the old Cap Martin School. Used for pilot training during World War I, the Earle Brown Farm was the first airfield in Minnesota and later the training ground for Minnesota Highway Patrol, founded by Earle Brown. The first legal action to create the village of Brooklyn Center from parts of Crystal Lake and Brooklyn townships occurred on the farm on Jan. 16, 1911. Part of the farm was renovated in 1989, and it opened in 1990 as the Earle Brown Heritage Center. It is now a conference center with more than 36,000 square feet of flexible meeting space. The Earle Brown Heritage Center can accommodate

groups from 20 to 1,000. It offers complete onsite catering services, state-of-the-art audio-visual capabilities, free wireless Internet access, convenient freeway access and acres of free parking. With 18 rooms for meetings and events, the center has a room to meet the needs of almost any group. It is also an ideal location for outdoor events. The landscaped grounds include a courtyard that boasts abundant gardens and bubbling fountains. It’s a popular setting for wedding ceremonies, and the center hosts more than 100 wedding receptions a year. Embassy Suites is located next to the heritage center, offering convenient accommodations for events.

With a business association, a convention bureau and two chambers of commerce, business owners can find the resources they need to succeed in Brooklyn Center and Brooklyn Park. The Brooklyn Center Business Association is a voluntary organization of businesses, community representatives and residents who promote civic, commercial and economic development. It unites businesses with local government, civic organizations and interested individuals; advocates for business-related issues most beneficial to the community; and supports retention, expansion and attraction of companies and workforce. Minneapolis Northwest is a convention and visitors bureau representing Brooklyn Center, Brooklyn Park and Maple Grove. It acts as a promoter to bring outside visitors into the area to create economic impact. It promotes area events, attractions, shopping venues, parks and other activities through its marketing efforts. The North Hennepin Area Chamber of Commerce has a membership of more than 450 businesses, associations and individuals. The chamber provides networking opportunities for members. It helps members buy essential products and services, attend affordable professional development seminars and join a dialogue between civic leaders and chamber members. It also provides ribbon-cutting ceremonies, referrals, free listings, a newsletter, business card exchanges, special events and more. It serves Brooklyn Center, Brooklyn Park, Maple Grove and Osseo. Fire departments on the ready Residents in Brooklyn Center and Brooklyn Park count on their fire departments to protect them from fires and other emergencies. Since its founding in 1949, the Brooklyn Center Fire Department has been a volunteer department. Chief Lee Gatlin is the only fulltime firefighter employed by the department. He leads a team of about 40 volunteers. “Our main goal is to provide fire and EMS services to the citizens of Brooklyn Center,” Gatlin said. “And we try to do that at the lowest possible cost.” The volunteer firefighters rotate shifts on “duty crews” that staff the two stations and respond to routine medical calls and small problems. They’re paid for the hours they spend on duty crews. When there’s a fire call that goes out to the whole department, the firefighters who respond don’t get paid for their time. That’s the volunteer portion. “That saves a lot of money for the taxpayer,” Gatlin said. Brooklyn Center firefighters respond to fires, medical emergencies and chemical spills. They aim to arrive at the scene of any call within six minutes. The department’s mission is to protect community lives and property. The mission

located across its 27-square-mile jurisdiction. Station Locations

is accomplished through education, fire prevention, fire suppression and emergency medical services. The Brooklyn Park Fire Department is staffed by more than 80 firefighters who respond to a high volume of calls each year. In 2010, the department responded to more than 6,000 calls. According to Chief Kenneth Prillaman, the department is “one of the least expensive fire departments anywhere on a per-call basis.” Brooklyn Park’s fire department hires firefighters part-time, but with the high volume of calls, they gain a lot of experience. Every member is certified at the level of emergency medical technician (EMT) or higher. The department has specialized rescue teams including a water rescue team. Brooklyn Park Fire operates out of four fire stations strategically

Reasons to celebrate in summer Named after a key figure in Brooklyn Center history, Earle Brown Days is an annual tradition that brings the community together. Prior to Earle Brown Days, Brooklyn Center's civic celebration was called Early Bird Days. It was held the first week in June. It consisted of softball tournaments, a tennis tournament, kids’ fishing contest and a swim meet. Activities also included the “world’s-largestice-cream-sundae contest,” the “almost-anything-goes contest,” a carnival and a treasure hunt. In 1982 about 25 people representing community groups and local businesses held a meeting to discuss changing the dates and name of Brooklyn Center's festival. They decided on the name Earle Brown Days and changed the dates so the festival would be the fourth week-

end in June. The number of festival days was cut from ten days to four. Today, activities include a craft and business expo, a children’s fishing contest, family fun and games, a parade, fireworks, a senior golf tournament, a band concert, a magic show, face painting and more. The 2011 Earle Brown Days were bigger and better than ever as the city celebrated its centennial year. In 2012, the city will celebrate the festival’s 30th year.

Tater Daze Brooklyn Park Tater Daze is a unique festival where residents pay homage to the humble potato. Early settlers discovered that potatoes flourished in the area’s flat, sandy soil. The first festival saw a variety of exciting events including a queen

pageant, Tater Mash Dance, kite flying, a parade, games, a farmers market, rides and a pancake breakfast. The prizes given away that weekend included gasoline, free groceries, cash and 420-pound bags of potatoes donated by local growers. The Brooklyn Park Jaycees, the Brooklyn Park Community Organization and Come Home to the Park have all sponsored Tater Daze in the past. The event is now sponsored by the city of Brooklyn Park. Today, the June festival attracts crowds from Brooklyn Park and surrounding communities and includes a parade, mashed-potato wrestling, a craft fair, carnival rides, concerts, a soccer tournament and more.

Brooklyn Center is one of a few Minnesota cities that limit retail alcohol sales to municipal liquor stores. The city operates two off-sale liquor stores, featuring varieties of regional, domestic and imported beer, wine and liquor. Brooklyn Center has operated municipal liquor stores since the 1940s when voters approved the authorization. Revenues typically go toward public improvement projects such as park shelters. Tom Agnes is the city’s liquor operations manager. “On average we raise a million dollars every three years for our community,” he said. “We put money into things that would otherwise be taken from taxpayer money.” In addition to supporting city improvements, Agnes says municipal liquor stores take a “tighter form of control” on alcohol sales. “We feel like alcohol is one of

those things that needs a high level of control,” he said. Agnes says the stores do their best to keep alcohol out of the hands of minors and out of the hands of the intoxicated. But Agnes and his staff aren’t opposed to having fun. In fact, the stores’ tasting clubs are all about fun. A recent change in state law allows the stores to expand their wine tasting clubs to tasting clubs for wine, beer and other liquor. The clubs meet five or six times a year and give participants opportunities to learn about and try different types and styles of wine, beer

and liquor from around the world. “We’re trying to look for things that are harder to find other places,” Agnes said. “We’re trying to find some fun things to do.” At one meeting there was a silent auction for a bottle of locally crafted beer not available on the general market. Agnes plans to have other unique offerings at future meetings. The BC Liquor stores are open 11 a.m. to 10 p.m. Monday through Thursday and 9 a.m. to 10 p.m. Friday and Saturday. Assisting those who need help The Community Emergency Assistance Program (CEAP) is a community-based, nonprofit agency dedicated to providing information, referral, advocacy and assistance to low-income families and individuals, senior citizens and adults with disabilities. It serves residents of Brooklyn Center, Brooklyn Park, east Champlin, Mounds View, New Brighton, part of Minneapolis' Camden neighborhood and all of Anoka County. One of CEAP's primary functions is to operate a food shelf. It also has a clothing closet and provides emergency financial assistance to families in need. In 1971, the organization distributed approximately 20,000 pounds of food. Now it distributes approximately 650,000 pounds of food each year. In 2007, CEAP served more than 22,000 clients, approximately half of which were children. Virtually all of CEAP's clients are low-wage families, senior citizens, people with disabilities, people of color, working poor, immigrants or refugees. CEAP’s mission began as one of social love. Its current mission is to serve individuals and families in financial distress and to maximize their ability to live independently

and with dignity. Brooklyn Center resident Madeleine Roche founded CEAP in April 1970 in response to a growing need for services in the Brooklyn Center and Brooklyn Park area. She and other women in the community joined with local churches to bridge the gap in assistance for those in need. In 1971, CEAP was incorporated as a nonprofit and elected its first board of directors. CEAP had its first office in the rectory of St. Alphonsus Catholic Church. With the help of the Brooklyn Center Jaycees and the Bicentennial Commission, CEAP moved into the old Brooklyn Center City Hall until it burned down on New Year’s Eve in 1977. Then CEAP operated temporarily out of two houses until it moved in 1980 to a building on Brooklyn Boulevard on land donated by a community member. The organization moved into its current location in Brooklyn Park in February 1997. On July 13, 2011, CEAP broke ground on a Northwest Regional Family Services Center along with partners Hennepin County and the Osseo School District. In September 2012 CEAP plans to move its Brooklyn Park headquarters to the services center. In 1987, CEAP opened an office in

Coon Rapids and expanded its services to include all of Anoka County and part of Ramsey County. In 1991, that office moved into its current location in the Anoka County Human Services Building in Blaine.

Hundreds attended the elaborate evening of celebration, ceremony and entertainment. Gov. Mark Dayton joined state and national legislators in addressing the crowd. The governor declared Feb. 5, 2011, to be City of Brooklyn Center Centennial Day in Minnesota. The city’s centennial has also been recognized by the President and the U.S. Congress. In honor of its 100th birthday, the city also set a goal of collecting 100,000 pounds of food for the Community Emergency Assistance Program (CEAP), which runs a local food shelf.

Higher education a priority Brooklyn Park is home to two community colleges--Hennepin Technical College and North Hennepin Community College. Students can move directly from community college programs into a career, or they can save thousands of dollars by completing the first two years of college at a community college and then transferring credits to a four-year university. Hennepin Technical College is a recognized leader in employment and career education. The college provides an educational experience that prepares students to secure their first job as well as to advance in their career. Anoka-Hennepin seeks excellence Anoka-Hennepin School District 11 serves parts of Brooklyn Center and Brooklyn Park as well as all or parts of Andover, Anoka, Blaine, Champlin, Coon Rapids, Dayton, Fridley, Ham Lake, Nowthen, Oak Grove and Ramsey. The district enrolls approximately 39,000 students, grades pre-K through 12, in two early childhood centers, 24 elementary schools, six middle schools (grades 6-8) and five high schools, plus alternative middle and high school sites including several specialty schools and programs open to all students in the district. Free transportation is provided for students living one mile or more from school. Quality schools in Brooklyn Center Brooklyn Center Community Schools is a small, innovative district, serving a diverse student body. The district works with students and families holistically through a system of wellness support, parent engagement and enrichment. ISD 286 is the only district located completely in the city of Brooklyn Center. At 2.8 square miles, Brooklyn Center Schools is one of the smallest districts geographically, but it serves a diverse student population in which students speak more than 40 different languages at home. Thirty-seven percent of its students are open-enrolled from nearby cities. The elementary and secondary schools are both magnet schools authorized as International Baccalaureate World Schools. Osseo Schools: learning for lifetime ISD 279-Osseo Area Schools is an award-winning school system that seeks to inspire and prepare all students with confidence, courage and competence through a lifetime of learning. ISD 279 is the fifth-largest school district in the state, serving all or parts of Brooklyn Center, Brooklyn Park, Corcoran, Dayton, Hassan, Maple Grove, Osseo and Plymouth. Parks and a lot more Three Rivers Park District maintains parks and trails in Brooklyn Park and Brooklyn Center. Coon Rapids Dam Regional Park is one of the most unique parks. The Mississippi River defines the boundary of this 160-acre park, and there are many opportunities to see the famous river up close. The dam spans the river between Brooklyn Park and Coon Rapids. From the 12-foot-wide observation walkway on top of the dam. The walkway is also a major bike path over the river. A handicapped-accessible fishing and observation deck is below the dam. A visitor center features interactive media to teach guests about the river, and there are play areas for children. Visitors can follow more than two miles of trails along the bank of the river. The North Mississippi Regional Park, hidden behind the Route 94 freeway wall, stretches between Brooklyn Center and Minneapolis. There are spectacular views of the Mississippi River and the surrounding woods and prairie. An interpretive center features an exhibit about the river, and free resources to borrow, such as backpacks full of explorer information. Walking and bike trails traverse the park and connect with Webber Parkway and commuter routes into downtown Minneapolis. There are fishing piers, a boat launch and a

play area featuring a wading pool, a playground, picnic tables, grills and shelters. The Shingle Creek Regional Trail is a paved trail that travels through Brooklyn Park and Brooklyn Center. It connects to other trails, including the Rush Creek Regional Trail, a six-mile trail that runs from Coon Rapids Dam park to Elm Creek Park in Maple Grove. The trail is part of the North Hennepin Regional Trail Corridor, which forms a loop extending from Elm Creek Park in Maple Grove to Theodore Wirth Park in Minneapolis. The Three Rivers Park District is in the process of expanding regional trails in the area, and there are many miles of city-owned trails in Brooklyn Center and Brooklyn Park.

Edinburgh USA, operated by Brooklyn Park Recreation and Parks, is one of the top public golf courses in the nation. Golf Digest named Edinburgh one of “America’s Top 75 Affordable Courses,” and Golf Magazine called it one of the “Top 100 Courses You Can Play in the U.S.” The facility has hosted professional events including seven LPGA Tour events. The Edinburgh course is of Scottish design with nearly 70 bunkers and 12 acres of water, featuring an island fairway, a peninsula green and one of the world’s largest putting surfaces. Edinburgh is famous for the largest green in the United States (43,000 square feet). Edinburgh offers a golf academy with PGA award-winning instructors to help students improve their games. The magnificent clubhouse at Edinburgh overlooks the golf course. This classical Scottish manor is open to the public, golfers and nongolfers. Visitors can enjoy a casual dinner at Girvan Grille, host an elegant wedding reception, plan a special event, have a corporate meeting or organize a golf outing for business or pleasure. Brooklyn Park’s other municipal golf course is the Brookland Executive Nine Course. Built on 20 acres in the heart of the city, this par-3 course is fun and friendly with an inviting atmosphere. It lends itself well to beginners yet remains a challenge for all playing levels. With a pro shop, putting green and lessons for all levels of play, Brookland Executive Nine Course offers quality recreation. The course length is 1,795 yards from white tees (men) and 1,600 from red tees (women). Brooklyn Center’s Centerbrook Golf Course sits on 28 acres in the southeastern part of the city. With its challenging ninehole, par-3 layout, the course appeals to all skill levels. It offers time for open golf, but the golf leagues are popular. The men’s league has around 100 participants. There are also leagues for women, seniors, couples and youth. League play offers participants a chance to socialize, practice golfing and win prizes in a fun, easygoing atmosphere. League play often involves rule variations to give less experienced players a chance to win prizes. Hospitals that serve the area Residents of Brooklyn Park and Brooklyn Center for years have taken pride and comfort in knowing that right next door, in Robbinsdale, there is an independent, healthy and strong hospital for all their medical needs. North Memorial-with more than 700 health care providers in its system-- continues to grow, meet and prepare for the health care needs of its patients. In 1939, Dr. Samuel Samuelson built Victory Hospital on property he already owned in Robbinsdale. In a time when the only hospitals were located downtown Minneapolis and St. Paul (to be closer to physician's offices), building a facility in the suburbs was a bold step. Dr. Samuelson could envision the health care needs of a growing community, and the first suburban hospital in Minnesota was admitting patients. In 1954, Victory became North Memorial Hospital when it was reorganized as a private, non-profit hospital.
