Dec. 2 ‘Sleepout’ to aid programs for homeless

By JOHN FLOWERS MIDDLEBURY/VERGENNES — The annual “Sleepout” near the Otter Creek Falls is one of John Graham Housing & Services’ biggest fundraising efforts each year.

This year’s edition will take place on Saturday, Dec. 2. It will begin with a candlelight vigil on the Middlebury green beginning at 4 p.m.

Participants can bring a bag of food, a box of diapers, toiletries, hygiene products, cleaning supplies, a new quilt or set of sheets for a family moving into a home.

The Sleepout will take place on the Marble Works side of the Otter Creek Falls, following a meal at St. Stephen’s Church. Participants will pitch tents or other makeshift shelter and spend one night experiencing what the homeless feel on a regular basis — cold, anxiety and uncertainty.

As of last Wednesday, Sleepout pledges stood at approximately $35,000. John Graham Executive Director Elizabeth Ready was hoping for more support as time ticks away toward the big event.

MONTPELIER — Whether it’s a favorite swimming hole, an iconic stream running through town, or a fishing spot along the shores of Lake Champlain, every Vermonter has a connection to the state’s many lakes, ponds, wetlands and streams. Each resident can also play a meaningful role cleaning up Vermont’s polluted waterways.

The Department of Environmental Conservation, or DEC, invites residents with connections to Vermont’s waterways to attend public meetings to weigh in on water quality improvement projects and hear updates on the overall restoration plans. One of those meetings will be in Orwell this Wednesday.

Between Nov. 28 and 30, DEC is hosting four public meetings to provide updates and gather feedback on two clean water implementation plans. The South Lake Champlain Tactical Basin Plan (TBP) and the Total Maximum Daily Load (TMDL) Phase II Draft Plan outline a series of action steps to improve state waterways. These plans also provide information about how landowners, organizations and communities can access clean water funding and technical assistance.

The goal of the South Lake Champlain Tactical Basin Plan is protect, maintain, restore and enhance surface waters through the implementation of high priority actions. The Tactical Basin Plan provides an overall assessment of the health of the South Lake Champlain Basin, which covers approximately 500 square miles through 24 towns from Rupert to Charlotte — including the Addison County towns of Orwell, Shoreham, Bridport, Addison, Panton and Ferrisburgh. The Tactical Basin Plan also defines ongoing and future strategies to address high priority stressors like channel erosion, invasive species and excess nutrients.

This assessment helps inform project design and implementation. The plan also sets priorities for meeting targets for phosphorus loading from the South Lake and all the waters in its drainage basin.

The main aim of the North Lake Champaign TMDL Phase II plan is to establish targets for phosphorus loading from the Northern Lake Champlain Direct Drainages. At the upcoming public meetings, DEC staff and partners will share important updates about phosphorus-load modeling and projected phosphorus reductions across sub-watersheds and sectors.

Guest editorial Understanding the ‘toll of our own actions’

By Sen. Patrick Leahy In “The Uncounted,” their article in The New York Times Magazine last week, Azmat Khan and Anand Gopal laid bare a tragic reality of American military operations against the Islamic State: the untold harm inflicted on civilians.

That the Islamic State is guilty of horrific atrocities is common knowledge.

But most Americans seem unaware of the human toll of our own actions, the consequences this has for our national security and our reputation, and that too often the civilian casualties we cause are the result of avoidable mistakes.

This must change.

Since the Sept. 11 terrorist attacks, the number of violent extremist groups has grown across multiple continents. From Syria to Somalia to Pakistan, the United States is combating many of these groups — usually with bombs and missiles. Large numbers of innocent people are invariably caught in the middle.

There are practical ways that we can improve how we protect civilians as we fight violent extremists. These changes will improve our military operations and make our country safer in the long run.

Contrary to what some believe, taking all reasonable and feasible precautions to protect civilians, and mitigating the resulting anger when we harm them, does not need to impede military operations. In fact, the United States military has recognized that doing so is critical to our success, and it has rules of engagement designed to avoid harming civilians. But while the accuracy of our weapons has steadily improved, too often they hit the wrong targets.

The Pentagon says that only 89 of approximately 14,000 airstrikes in the air war against the Islamic State have killed civilians. But The New York Times Magazine’s reporters — conducting extensive on-the-ground and satellite research — found that more than 2,700 airstrikes resulted in civilian deaths. As shocking as this disparity is, the number is almost certainly a low estimate because it does not reflect the heavy bombing of Mosul and other densely populated areas that have taken place this year.

The truth is, the military is not doing all it can to avoid killing and wounding civilians. It relies on information that is too often flawed or incorrectly interpreted. Pentagon officials, who point to their extensive procedures for distinguishing military targets from civilians, too often rely on skimpy, outdated and inconclusive intelligence gleaned from informants of dubious reliability and surveillance conducted from high altitudes, or from video analyzed half a world away by people without expertise about the country or its culture. Even the Pentagon’s logs of its actions are unreliable and incomplete.

These are solvable problems. It is incumbent on our military leaders to urgently address them.... We can also do a lot more to assist innocent victims of our airstrikes.

Soon after the invasion of Afghanistan, in response to repeated instances of American bombs killing scores of civilians, Congress created the Afghan Civilian Assistance Program, a $10 million annual appropriation implemented by the Agency for International Development.

Marla Ruzicka, a young activist from California who traveled to Afghanistan to call attention to civilian casualties, was the inspiration for that program. When the military shifted its focus to Iraq, Ms. Ruzicka followed the bombs. Based on information she collected, I worked with her as Congress created the Iraqi War Victims Fund. Ms. Ruzicka died in a car bombing in Iraq in 2005. The fund was renamed after her.

But after most American troops withdrew from Iraq, the Marla Ruzicka Iraqi War Victims Fund, a $7.5 million program replenished annually to provide assistance to innocent victims of American military operations, was redirected to address other needs in Iraq.

Given the large number of Iraqi civilians who have been killed or wounded as a result of the United States’ bombing, the Marla Fund, now implemented by the State Department, should be reactivated.... In 2014, I wrote legislation (See Civilian casualties, Page 5)

The Renovation Committee needs to hear that waiting until Town Meeting Day, March 6, 2018, is essential.

In the Nov. 20 Addison Independent editorial, Angelo Lynn made that case exceptionally well. By waiting until Town Meeting Day, there is a great shot at getting 60 percent of the eligible voters of the Five Town school district to cast their vote. This is the first step in getting

to “A Resounding 60-60 Yes Vote” on the bond. The second step will be to craft a compelling and prudent bond that gets 60 percent of the folks who vote on Town Meeting Day to vote yes!

The meeting on Monday, Nov. 27, will be held at the large cafeteria at Mount Abe from 6 p.m.-9 p.m.

Community comments (i.e. engagement) will be accepted at the beginning and at the end of the meeting.

Going for the first half-hour or so and making the case that we the people want the vote to be held on Town Meeting Day would be a great help.

Short and sweet. Stay the course for

the full three hours if you like but the opening statement will be the place to have the greatest impact on the process. (NEAT-TV will be there as will the Addy Indy.)

Send a message to the administration to resist the temptation to run that show. Ask them to support and encourage this effort of the citizens and commoners of the five towns — including Addison Northeast Supervisory Union staff — to participate in a lively, fun, focused, positive, non-binding community engagement event imagined, designed and delivered by the community itself. In short, ask them to attend as participants, to listen

more, and, perhaps to speak a little less. Making Mount Abe available at no-charge would certainly help too.

3. Add your input on what would make the Mount Abe bond something you’d vote for enthusiastically.

(Yes Jeremy, it is possible to vote yes). Go for it. Now is the time. Be creative. This is a great opportunity to participate at an important juncture and to help our community do something amazingly creative and fiscally prudent. Be sure your input is recorded in the minutes.

In summary, go to some or all of the Nov. 27 meeting and make your thoughts known. A few words will make a huge difference in what will

likely be the greatest Five-Town community legacy project that any of us will have the opportunity to shape and to vote in favor of without breaking the bank. This is community engagement. It is the very foundation of a healthy democracy. Spread the word. Make your wishes known.

While the Pentagon recently reaffirmed that such payments “are an important tool for DOD,” the military says it has not made a single monetary payment to innocent victims of American military operations in Syria, and none in Iraq since 2011.

This is inexcusable and it is counterproductive. The Pentagon has explicit authority to provide amends to civilians harmed by our mistakes, as it did before 2011, in accordance with the new guidance that I negotiat-

ed with the Pentagon three years ago.

In order to identify eligible victims, the Pentagon needs to improve the accuracy of its own airstrike data and overhaul the often perfunctory way it investigates reports of civilian casualties.... No one disputes that civilian casualties are inevitable in war. At the same time, it seems that the United States military will be fighting violent extremists for the foreseeable future.

This means the lives of more civilians will be put at risk. The way we conduct our operations and how we react when mistakes are made will be critical to our success.

This is not only a moral imperative, it is in America’s interest. If we harm civilians when it could reasonably have been avoided, and if we fail to fairly and promptly help the innocent victims, the local population will turn against us — and make the fight against violent extremists even more difficult.

As hard as the Pentagon already tries to avoid civilian casualties, it is clear that it can and must do better.

Renovation Committee clarifies As chair of the Mt. Abraham Renovation Committee, I’d like to thank Mr. Lynn for devoting so much of his last few editorials to the renovation discussion. The committee appreciates the effort to bring attention to this important work. Unfortunately, some of the information, especially dates, contained in those editorials have been incorrect.

First, members of the 5-towns have always been welcome to attend meetings and lend their opinions.

Notices about upcoming renovation meetings have appeared on the district website, all 5-town Front Porch Forums, Facebook and in the Addison Independent along with word-ofmouth. I’m not sure what more the committee could have done to make people aware of meeting dates and that their input was valued.

Abraham Board meeting is scheduled for Dec. 19 at 7 p.m. at Mt. Abraham. You’ll also find the Renovation Committee date(s) listed on that calendar.

Our largest battle has been engaging the public — that’s true. Our second-largest battle has been misinformation, and we’d hope that the Addison Independent would help distribute the facts and not contribute to misinformation with inaccurate dates and information in editorial pieces.

Also, no re-vote date has even been discussed, let alone decided. Please allow the committee to do its work without making assumptions in advance.

The Renovation Committee is meeting on Monday, Nov. 27, at 6 p.m. in the large cafeteria at Mt. Abraham. All are welcome and encouraged to attend. The committee hopes to see, and hear, you there.

Emma Rizzo, 89, Middlebury MIDDLEBURY — Emma Jean (Trulli) Rizzo, 89, originally from Boston, passed away peacefully at Helen Porter Nursing Home Memory Care, on Sunday, Nov. 19, 2017, with her family by her side.

Emma was born on August 20, 1928, to Alfonse and Rosa (Rico) Trulli and grew up in Boston’s North End, with loads of neighbors, friends, and relatives in a noisy city, which she loved. After her marriage to Henry Rizzo in 1954, Emma worked as a valued technical typist at MIT in Cambridge, Mass.

Later, for over twenty years, she was Coordinator of Membership and Meetings at the American Meteorological Society (AMS) in Boston. Emma had a special passion for giving engaging tours of the historic Harrison Gray Otis House in which AMS is headquartered, to visitors from around the world. Later in life, Emma moved to Vermont to be closer to her family, and came to love the beauty of the countryside.

Emma was a kind and pleasant person, a dedicated mother and grandmother who loved to cook, dance, swim, travel, read, laugh and have a good time. She had three qualities that endeared her to nearly everyone she met. She knew how to listen, was interested in you, and didn’t pass judgment. We will miss her dearly.

Emma was predeceased by her husband Henry, her sisters Connie Peri and Catherine Nadolny and her brother Al Trulli.

She leaves her daughter Lydia and son-in-law Andre Vorsteveld and six grandchildren, Lucas,

Stanley Berger, 81, Middlebury MIDDLEBURY — Stanley Livingston Berger, age 81, of Middlebury, died peacefully on Wednesday, Nov. 22, 2017, at Helen Porter Rehabilitation and Nursing in Middlebury after a short battle with leukemia.

Stan was born July 4, 1936, in Scranton, Pa., to Stanley and Eliza Jane Nuttall Berger. He was raised in Moorestown, N.J., graduating from Moorestown High School.

He received a Bachelor of Science degree from Trenton State College in 1959. He taught Mathematics and Computer Science in the Morris Hills Regional School District in New Jersey from 1959 through 1996. After living in Morris County, N.J. from 1960 until 1999, Stan and his wife Miriam, retired to Middlebury in 1999.

Stan is survived by his wife of 57 years, Miriam Bermas Berger, son Scott and his wife Rita of Virginia, son Eric and his wife Tracey of Massachusetts, daughter Dawn Fairbanks and her husband John of

Maryland, son Kurt and his wife Michelle of Pennsylvania, three granddaughters, Chloe, Mollie, and Audrey and one grandson, Nathan.

Stan is also survived by his brother Richard.

Stan was a past president of the Addison Country Retired Teachers’ Association as well as past treasurer of the Friends of Panther Hockey. He was an avid fan of all sports.

There will be no viewing or service, as Stanley has left his remains to the Anatomical Gift Program at the Robert Larner, MD, College of Medicine of the University of Vermont.

Living with Dying An Addison County Partnership

Editor’s note: This column is provided by the End of Life Care Partnership that has been operating here in Addison County for eight years. Its mission is

“to create a framework for our organizations to collaborate on our common goal of providing education about dying, death and options for care.”

There are many ways to grieve, just as there are many ways to experience the holidays after the death of a loved one. For our family it is grappling with the loss of our cherished father/grandfather, who passed away in March. Life has been a roller coaster of emotions since, but here we are. It is November and the holidays are looming. Plans need to be made.

Avoiding the holidays is out of the question. I hesitate to use the word celebrate and little has been spoken among our family regarding what to do. The question I have asked myself is what would my parents, now both gone, do? The answer is simple. Celebrate family.

Our mother and father instilled love of family and taught us resilience in the face of loss above all else. Both outlived their families and countless friends yet they maintained a positive and productive outlook on life. A very good friend wrote us, “your father gets an A-Plus for a life well lived.” Those words have resonated with us countless times these past months.

This year as we gather at the table we will reflect with love and gratitude on the lives of those we so deeply miss. We will light a candle in their honor and pray for our hearts to heal.

“Permission to Mourn” is the title of one of the books (among over 800) available to the public through the Hospice Volunteer Services (HVS) Library. It could have also been the title to my own journey after my husband’s death. Particularly around the holidays this “allowance” to honor my authentic grieving process was the gift that had the most meaning to me. The classic end-of-life literature suggests “stages” of grieving, often misunderstood as a linear process we are expected to graduate from — quickly.

The reality is: Grief happens, no matter the date on the calendar, with unpredictable emotions roller-coasting through us. Grieving is dark and messy at times, and often hard for others to relate to. The holidays promote merry feelings and cheerful gatherings — for one wandering through the deepest valleys of grieving that can feel overwhelming. Particularly early grieving craves solitude, a quiet licking of one’s wounds, with a need to shelter from the blow; where later grieving might yearn for companionship of fellow mourners who understand without explanation..

Whatever our needs might be — right now — there is a reason for them, and honoring them allows us to move forward through grief toward healing our aching hearts. In embracing our personal journey many forgotten treasures — as well as new gifts — can be discovered, if we truly give ourselves ‘permission to mourn’.

Acoustic trio Daddy Long Legs to stretch out in Ripton The Ripton Community Coffee House, a nonprofit community concert series, welcomes acoustic band Daddy Long Legs on Saturday, Dec. 2, at 7:30 p.m., in the Ripton Community House in Ripton.

Addison County super group Daddy Long Legs features three of Vermont’s finest acoustic players.

First and foremost is violinist David Gusakov.

Gusakov was a member of B u r l i n g t o n ’s progressive bluegrass

by Greg Pahl pioneers Pine Island in the late 1970s, presently plays with the gypsy-jazz outfit Swing Noire and has logged time in just about every great local acoustic band in between. He’s joined by banjo whiz Rick Ceballos and multiinstrumentalist Matt Witten, both of whom are equally regarded in Vermont traditional, old-time and bluegrass circles.

The band recently released their first recording. The album includes both traditional tunes and originals, drawing from Appalachian and

quintet repertoire and more.

Since 1997, the Grammynominated wind quintet has carved out a distinct presence in the classical music world. With two member composers and a deep commitment to commissioning new work, the group is enriching the traditional wind quintet repertoire while meaningfully bridging American, European, African and Latin American traditions. By performing works by diverse composers from Mendelssohn to Astor Piazzolla to Wayne Shorter and Stravinsky, Imani Winds seeks to engage new music and new voices into the modern classical idiom.

The group’s touring schedule has taken them across the globe to high acclaim.

GEORGE WINSTON TO PLAY AT THT George Winston, The Grammyaward-winning concert pianist and recording artist, will play Middlebury’s Town Hall Theater on Friday, Dec. 1, at 7:30 p.m.

Inspired by the changing seasons and various topographies, George Winston’s music is instantly recognizable. His latest album is “Spring Carousel — A Cancer Research Benefit.” This concert will feature Winston’s Winter Show, which will include melodic fall and winter type songs from his recordings, some of Vince Guaraldi’s Peanuts pieces, pieces inspired by New Orleans piano and stride piano traditions, and more.

Spotlight on Vergennes Bridge replacement discussed

BY ANDY KIRKALDY VERGENNES — While the main focus of a Nov. 15 meeting in Middlebury of the Addison County Regional Planning Commission’s Transportation Advisory Committee (TAC) was the Agency of Transportation’s promise to study a truck bypass around downtown Vergennes (see story in this edition), VTrans and local officials also discussed replacing or rebuilding the Vergennes bridge over Otter Creek, possibly within a decade.

That project would make the bridge more pedestrian friendly by adding a sidewalk to the span’s north side, which overlooks the falls and provides access to the Grist Mill and Pump House islands.

Vergennes City Manager Mel Hawley said the city’s priority would be to have a bridge that functions like the relatively new span in downtown Middlebury.

“Having a sidewalk on both sides, like the Cross Street Bridge, that will be No. 1,” Hawley said.

The sidewalk would make it safer and easier for pedestrians to reach the city-owned Pump House Island, which Hawley called “a mini-park.”

He noted the Grist Mill Island now holds a mix of apartments and an

office, and its owner plans to install more apartments for a total of nine.

Hawley said a sidewalk on the north side would also provide a safer link between downtown and homes and businesses on the north side of West Main Street, and between downtown and Falls Park, on the west side of Otter Creek.

At the Nov. 15 TAC meeting VTrans director of policy, planning and research Joe Segale gave a PowerPoint presentation that, in Hawley’s words, said the project is “five to 10 years out.”

Segale, in a Friday interview, confirmed the bridge is on VTrans’ radar, but said there is no formal

timetable.

“Right now there’s no project on our list. It’s on our long list of town bridge projects,” Segale said. “I think it’s 48th on our list.”

He also confirmed he used the estimate that Hawley cited, based on a reading of the bridge’s “structural deficiency rating.” Segale said the bridge is showing wear and will be monitored, but that the timetable is not set in stone.

“That was just an approximation that I did based on where it is right now on our list. It’s not structurally deficient at the moment. It doesn’t need any immediate replacement or major reconstruction work,” he said. “I just ballparked, well, we’re probably not going to do anything major there for five to 10 years.”

Segale agreed a second sidewalk would be a likely addition during a major project, although VTrans has not begun making any specific design for a rebuild or replacement.

“When it comes time to do something with that bridge I imagine we’ll work with the community to provide something that meets their needs, and given its location and if it needs new sidewalks and things like that, it would only be logical that we would include it,” Segale said.

Members are discussing what the ANWSD press release called “authentic community engagement.”

An article published by the Nellie Mae Foundation describes that as “more inclusive conversations between schools and their community, stronger and more trusting relationships between educators and families, more energized and welcoming school cultures, greater support in the community for equity-driven educational innovation, and — most importantly improved educational results and outcomes for all students.”

The Addison Northwest School District officially replaced the Addison Northwest Supervisory Union on July 1, 2017, as a result of a positive unification vote in March 2016 by the five towns of Ferrisburgh, Vergennes, Waltham, Addison and Panton.

Mt. Abe’s Ober leads all-star soccer picks Sports BRIEFS Middlebury men win again, hoop record now 3-0

JOHNSON — The Middlebury College men’s basketball team led by as many as 21 points in the second half on this past Tuesday before settling for an 84-77 victory over host Johnson State.

The Panthers improved to 3-0 heading into a Sunday afternoon game at Endicott played after the early holiday deadline for this edition of the Independent. The Badgers dropped to 1-2.

At Johnson last week the Badgers led by 16-14 with 12:41 left in the opening half, but Middlebury went on a 15-0 run on the way to a 44-27 halftime lead.

Out of the break, Middlebury moved its lead to 21 (53-32) with 16:21 remaining on a three-pointer from Jack Daly. The Badgers slowly chipped away at the Panther advantage, cutting it to eight (66-58) on a basket by Marqwon Wynn.

The Panthers responded with six straight points, pushing the lead to 14 on a layup by Daly. A Wynn layup and a three from Alexander Vetere later cut the lead to nine. But a jumper from Adisa Majors and a Daly layup pushed the Panther lead to at 76-63 with 4:11 left.

Daly paced the Panthers with 24 points, a career-high 16 rebounds, eight assists and three steals. Matt Folger contributed 21 points, 12 rebounds and four assists, while 10 Panthers broke into the scoring column.

Wynn led all players with 29 points, while Shakeel Irvin added 16 points and eight blocked shots for Johnson State. The Panthers outrebounded the Badgers, 62-31.

Independent names premium performers

By ANDY KIRKALDY ADDISON COUNTY — The local high school girls’ soccer teams saw mixed results, with two reaching playoff semifinals; sadness, with three key players lost to seasonending injuries; and fine individual performances, the best of which are recognized here in the 2017 Addison Independent Girls’ Soccer All-Star team.

The best team and individual performance belonged to Mount Abraham. Senior center midfielder Casey Ober played an important role in helping Coach Dustin Corrigan’s Eagles win 12 times and reach the Division II semifinal, and Ober is the 2017 Addison Independent Player of the Year. Three other talented Eagles join Ober on the Independent squad.

Coach Wendy Leeds’ Middlebury squad enjoyed the next-best record, posting seven wins despite losing senior all-state player Andi Boe to injury early on. Boe did enough in five games to earn her fourth spot on an Independent team in as many years, and two other Tiger seniors join her.

Co-coaches Dwight Irish and Peter Maneen’s young Vergennes group suffered similar blows, seeing sophomore all-state athlete Emily Rooney go down with a seasonending injury halfway through the campaign and losing two-time leading scorer Ciara McClay, a junior, in the preseason. The Commodores hung together and picked up two playoff victories to finish with six wins and reach a D-III semifinal. Rooney and an invaluable defender are honored here.

Students of the Week from area High Schools Middlebury Union High School

Middlebury Union High School is pleased to introduce East Middlebury resident Helen Anderson as the student of the week. She is the daughter of John and Theresa Anderson and older sister to Ada, Abel and Iver. As a senior at MUHS, Helen has been involved in a myriad of activities and is a student whose name regularly appears on the high school’s Honor Roll.

A center midfielder on the Tiger soccer team, Helen also plays left wing on the hockey team and she runs the 400 and 800 relay in track. She says she loves all three of her sports and when asked which is her favorite she responds “whichever season I am in at the time.”

By the time she graduates, Helen will have completed six Advanced Placement courses, including the four she is enrolled in this year — Biology, English Literature, Statistics and World History. She is also taking a class at Middlebury College called “Victoria’s Secrets” and is reading the works Helen Anderson of Jane Austen, Charles Dickens and Sir Arthur Conan MUHS Doyle. She rounds out her schedule with “Introduction to Art.” Helen has enjoyed participating in the New England Young Writers’ Program at Bread Loaf and the MUHS Debate Club. She didn’t know much about debate until teacher Ben Krahn encouraged her to join. She says her involvement has given her great insights to listening to various sides of an issue and promoted her public speaking skills.

Last summer Helen and four other MUHS students created a paint crew. Together the team painted a house and they felt quite accomplished when the job was done.

As Helen looks ahead to college, she is considering a range of possibilities all across the country. She hopes to study international relations or politics, but is equally interested in humanities and creative writing. A bright future awaits Helen, and all of us at MUHS and wish her well.

Vergennes Union High School

Vergennes Union High School is pleased to recognize Judith Portugal Dunne as its Student of the Week. Judy lives in Shelburne, with her mom, Susan Dunne. Her dad, Fernando Portugal-Lazzarini, lives in Burlington. Judy has a sister, Jaime, who is a ninth-grade student at VUHS. Judy has been on the Honor Roll since her sophomore year in high school. Judy went to Hannaford Career Center for her junior year of high school and studied culinary arts.

She graduated from that program last year. When Judy was in ninth grade she tried out lacrosse and also joined yearbook. During her sophomore year she decided to try rowing and is still a great member of the VUHS team.

Outside of school Judy loves to go for walks and hang out with her friends. Judy’s first job was working at the T-Bird Motor Inn, and her most recent job was at the Middlebury Inn. Judy has learned a few things in her high school career.

“I learned from my high school experience it is hard Judith Portugal Dunne connecting with people,” she says. “It is hard to connect with VUHS people in your class. A friend of mine once told me ‘It doesn’t matter if you win or lose at the end of the day.’ It does matter if you had fun at the end of day and that it was worth it. That’s what matters.”

Tori Cleiland, an educator at VUHS, says this about Judy: “Judy is kind and compassionate.

She cares greatly for others. She is determined to push herself to succeed, especially when it’s hard, whether in a boat rowing for VUHS, in a kitchen at Culinary, in a classroom, or for a friend. Judy has great integrity, kindness and challenges herself, the very ideals championed at VUHS.” Following graduation from VUHS, Judy plans on visiting Peru to see her dad’s family. She is planning on getting a job and traveling around the world. The faculty, staff and students of VUHS wish Judy the very best in the future.

“Jackie” places us in her world during the days immediately following her husband’s assassination. Known for her extraordinary dignity and poise, here we see a psychological portrait of the First Lady as she struggles to establish her husband’s legacy and the world of “Camelot” that she created and loved so well.

Efforts to create Bristol business park proceed

By GAEN MURPHREE BRISTOL — As work concludes on the extension of the town waterline to Lovers Lane and repair and replacement of the water system along West Street, progress continues toward the new Bristol business park — with some unexpected wrinkles still to be worked out.

Stoney Hill Properties developer Kevin Harper reported that two area businesses have come to him and expressed an interest in building on what is still the town’s 8.6 acres behind the fire station. He said the two area businesses are ones that have already outgrown their current real estate. He also said the two businesses are also considering other locations. Harper declined to give further details, saying that negotiations are still ongoing.

As area voters might recall, the proposed business park and the waterline repair and expansion are linked. They are also part of a series of agreements between the town and Harper (and other entities) that have taken place since 2015. To briefly recap: • In 1999, Bristol bought 30 acres of land on Stoney Hill for $1 from the state. The town was unable to develop its new property, however, because it was landlocked behind property along West Street owned by the Nelson family.

• In early 2015, after various plans for a new fire station had stalled out, BristolWorks developer Kevin Harper purchased land along West Street belonging to the Nelson family. Harper and the town reached an agreement that he would oversee construction of the fire station and

then sell the land and new fire station to the town. The deal also suddenly made it possible for the town to gain access to its 30 acres, which lay directly behind the site of the new firehouse. In July 2015, Bristol voters approved a $3.19 million bond to build the new fire station.

The construction of the station, and its sale to the town, was completed in the summer of 2016.

• Around the same time as it negotiated the fire station, the town began investigating building a business park on its Stoney Hill property, with Harper as developer. On July 28, 2015, the town and Harper signed a purchase and sale agreement for Harper to purchase 10 acres on the flat section of the town’s property. The deal gave the town three years to make the property developable. To do so, the town agreed to provide town water to the acreage and to remove the land from the Woodland Apartment’s well-head protection area. This latter would be accomplished by extending town water to Lovers Lane, including Woodland Apartments.

• The town’s purchase and sale agreement for the business park land stipulates that the town has three years to meet these requirements. If it meets its deadline July 28, 2018, the land costs $35,000 per acre. If it doesn’t, the land costs $25,000 per acre. The contract also makes provision for the deadline to be extended, within certain conditions.

“So the town’s got to get that done in order for me to be able to buy this,” Harper explained last week.

• In May 2016, Bristol residents OK’d a $1.1 million bond to replace a section of 100-year-old-plus waterline along West Street, make other repairs, and extend town water to Lovers Lane.

Fast forward to now and the waterline extension and repairs are within hours of being finished as this article goes to press, according to Bristol Town Administrator Valerie Capels. But removal of the well head protection area hit a snag last February with the death of Woodland Apartments owner Dennis Bowen. Bowen had said he would pay the cost of connecting his property to town water.

The property is now in probate, Selectman Peter Coffey said. Coffey is the selectman most familiar with the status of the Woodland Apartments connection negotiations, by virtue of having acted as interim town administrator after Therese Kirby’s departure.

Earlier in the fall, Susan Bowen had contacted the town administrator Therese Kirby to say that the heirs did not have the money to connect the apartments to town water.

Kirby brought Bowen’s concern to the selectboard at its Sept. 11 meeting. And at that meeting, the selectboard voted yes to Bowens’ request that the town loan the new owners the money to connect to town water. The selectboard determined that the money would be taken from the town’s Revolving Loan Fund.

Meeting minutes show that at the time the selectboard believed that the connection would cost around $29,000. Coffey last week said that as the Bowen’s engineering firm

have studied the matter further, it’s believed that the cost will be “considerably higher.” Harper said he had heard an estimated cost of at least $75,000.

A call to East Engineering to verify a number had not been returned as this article went to press.

Coffey said that the selectboard is waiting for probate to conclude so the town can finalize an agreement.

It’s also waiting to hear what the new estimated cost of connecting the Woodland Apartments will be.

Coffey then reiterated how important to the town it is to be able to sell the property, and said he hopes the work can be done once the ground thaws next spring.

In the meantime, Harper said he and the town have begun one part of Act 250 work on the business park property: the archeological review.

The archeologists have found stone fragments, he said, and are digging more pits and continuing to investigate the area. Harper said Stoney

Hill is covering the costs of this part of the Act 250 permitting process.

In the meantime, Harper is working to develop his other patch adjacent to the business park site and fire station — the close to five acres Stoney Hill owns just east of the fire station and north of the proposed business park. He said he and business partner David Blittersdorf are looking to build six to eight small residences on the site. They are working with an architect and considering a variety of approaches.

Indeed, he said he just looked at a Burlington development featuring Vermod Homes prefabricated houses.

The idea he said is to build smaller residences, anywhere from 500 to 1,300 square feet. All would be net zero.

“There is a real demand for smart housing options inside the core village area,” Harper said.

Painter (Continued from Page 1) now on view in the exhibit “Synaptic Reverb” at the Tibor de Nagy Gallery in New York City, present a world that seems at once almost photographically tangible and yet completely unreal. Many are huge in scale — one measures close to six feet by seven feet.

Others are smaller.

Each depicts a figure or pair of figures made of glass floating eerily in space, each one so real looking you think you could reach out and touch it. A closer look reveals that the figures themselves are also distorted — some areas are pulled into hyperfocus, while others within the same field of vision are almost impossibly out of focus.

For Butler, the paintings in “Synaptic Reverb” examine “what it means to be human at a time when we’re on the precipice of technology taking us to places that are threatening and yet exciting at the same time ... I think technology is creating tremendous anxiety across the planet. It’s driving politics. It’s driving how people think about what their children’s future will be.

It’s driving what you think your job might or might not be or if it will be in 10 years. It’s all of us.”

Butler gives the example of one painting in particular called “Penitent.” The painting is six foot three by four foot two. It depicts a giant blue glass figure with a massive, oversized head that’s staring downcast, as if weighted down by his own obsessive thoughts.

“He’s kind of a brainiac you know. He’s got this huge cranial structure with all this stuff going on. Someone pointed out he has a very vivid third eye,” said Butler.

“We all know people who have a hyper-internal compass of selfmodulation and kind of hyperactive sense of emotion related to morality.”

Behind this “brainiac” and his fellow cast of characters are a series of glass-blown objects that Butler created using the facilities at John Chiles’ Orwell glass studio, Hub Consolidated.

For Butler, these glass figures are like the apple in a traditional still life. And creating them first as actual objects, then painting them is central to his current artistic process.

Butler began working in glass in the early 2000s. At first, he said, he knew nothing about working with glass. Initially he partnered with glass artist Deborah Czeresko to make the objects. Over time he learned to make his own.

He made the glass pieces at the center of “Synaptic Reverb” in 2013, and then took several years to execute the series of paintings.

Butler said he thinks of the figurines depicted here as characters gathered around a campfire. He also created the glass campfire, which stands in his studio amongst other glass pieces, a small flickering circle. The figurines — to

use a common word for uncommon objects — are only about six to eight inches tall. You could easily hold one in your hand.

This small scale is one of the limitations of glass, Butler said.

Painting allows him to take a glass object and work in a scale unimaginable with the original medium.

To explain something of his current artistic process, Butler points to a painting in the current series that’s still uncompleted. The painting is flanked on either side by two almost-mirror images. One is a small photograph of the original object, just an ordinary snapshot.

The other is a layered, enlarged and much reworked version of that object, pinned up and drawn on, still being manipulated. Butler uses photography at different depths of fields to create a new image, layered on the old, that he then continues to layer with drawings and other enhancements. He photographs the image at successive stages again and again to record the new, altered object.

The results are images that seem eerily real yet defy a single pair of eyes’ point of view.

BARBIE IN A BAG Across his multi-decade career, Butler, 61, has painted in oils, using a near-photographic precision. But what in many of his paintings makes the viewer look and then look again, is his use of scale. He began teaching at Middlebury College in 1981, after studying painting at the Rhode Island School of Design and then at Indiana University.

His office in Middlebury’s Johnson Memorial Building is a testament to those early interests.

A painting from 1993 exemplifies that earlier phase in Butler’s career — and links it to his current investigations with glass. The painting “Girl in a Bag” depicts a cast-off Barbie doll in a clear plastic bag. The realism is such that you feel you could reach out to a garage sale table and pick it up. But the painting stretches 22 inches tall by a full six-feet-six inches wide.

Suddenly, the viewer is forced to see the object anew. The bagged Barbie floats against a white background, with gradations of shading. She becomes a rumination on childhoods past, lost innocence, femininity, the commodification of the female form.

The shift from painting these kinds of found Americana to painting objects he created himself began, oddly enough, when friends gave Butler a mummified cat. Not an Egyptian replica, but a real cat that had come to an unfortunate end.

The cat — its form distorted through the process of mummification — is depicted in the 1997 painting “Afterlife,” which measures 48 by 108 inches.

Butler said he’s loved the freedom that teaching has given him to explore art and art making and that working with students has

been “kind of a marvel.”

He’s just been awarded a residency for next May at the Corning Museum of Glass. And it’s clear he’s excited at how having access to those resources will enable him to continue to expand his art.

“It’s like arts studio,” he said, “meets the jet propulsion lab.”

But senior really means an animal that has had experiences, an animal that has substance.

“We are not going to tweak our way to a level-funded budget, not this year,” Collins said. “These proposals are based on taxes going up 10 to 12 cents. We cannot keep on doing what we are doing and reduce spending by $1.6 million. In the past, each school had to deal with declining enrollments on its own, often either raising taxes significantly or creating ever-changing class configurations.

“As a merged district, we can look at new ideas, across schools, to provide the optimal learning environment for students.”

And there is the fact that falling enrollment and half-empty classrooms do not make the best use of the district’s buildings.

“Honestly, it doesn’t,” Collins said. “And it doesn’t make sense on a student-achievement level, either.

There are two public forums scheduled to discuss the proposals.

The first is one is Thursday, Nov. 30, at 6:30 p.m. at Otter Valley Union High School in the large cafeteria.

The second forum is Tuesday, Dec. 5, also at 6:30 p.m. in the OV large cafeteria.

“Change is scary, but so is the idea of cutting here and there over and over until the fabric and quality of education is compromised,” Collins said. “I think we need to start having conversations about our educational opportunities and best class size. This proposal is intended to maintain every school within our communities.”

Police look for burglars who stole cookie company’s safe FERRISBURGH — Vermont State Police are investigating a Nov. 24 burglary at the Vermont Cookie Love business off Route 7 in North Ferrisburgh, during which the culprit(s) made off with a store safe containing an unspecified amount of money.

VSP Trooper Adria Pickin said the burglary was reported at around 8:30 a.m. on Friday. Preliminary investigation revealed the culprit(s) forced their way into building and removed a safe that had been bolted to the

floor. The burglar(s) then left the business through a back door.

Police said they have collected evidence from the scene and are looking for anyone who might have information that could help in the ongoing investigation. Anyone who can help solve this crime is asked to call VSP at the New Haven barracks at 802-388-4919.

Addison County Restorative Justice Services is looking for concerned, committed community members to make a difference in the lives of individuals convicted of serious offenses. Volunteers will help support an offender who has been released from prison to successfully re-enter the community through positive connections and encouragement. Additionally, by holding the offender, or core member, accountable to established expectations for community behavior, volunteers help interrupt the cycle of criminal offending. The commitment to do this work comes from our understanding that it is through relationships of compassion that those who have been damaging to others (often as a result of being damaged themselves) can change by acceptance and social reconciliation. Trained COSA volunteers work in teams of 3-5 and meet weekly with the core number to support the offender in returning to the community and managing everyday living.

Rolon Smith’s daughter, Rolinda Goodrich-Rocque assumed responsibility for the mobile home. Based upon Rolinda Goodrich-Rocque’s representations and payments towards the lot rent, ACCT allowed her to keep the mobile home on the lot until it could be sold. ACCT brought an eviction action against Rolinda Goodrich-Rocque in February, 2016 for nonpayment of lot rent. Judgment was entered against her on October 28, 2016. See attached Judgment in the matter of ACCT v. Goodrich-Rocque, Vermont Superior Court, Addison Civil Division, Docket No. 31-3-16 Ancv. Goodrich-Rocque was evicted from the Park on December 1, 2016. Goodrich-Rocque attempted to reopen the eviction case in May, 2017. She never filed the required filing fee and the Court returned the pleadings to her on July 28, 2017. Goodrich-Rocque has failed to remove the mobile home from the Park or find an approved subletter to live in the mobile home. Neither she nor any other family member ever opened a probate estate for Rolon Smith. ACCT does not hold a security deposit on the Lot. 4. Goodrich-Rocque’s last known mailing address is P.O. 6. The Park’s counsel and Mary Blacklock Jackman, agent for ACCT have been in contact with Goodrich-Rocque and have tried to work with her to resolve this matter.

Communication ceased in June, 2017.

7. The following security interests, mortgages, liens and encumbrances appear of record with respect to the mobile home: a. Smith is in arrears on obligations to pay property taxes to the Town of Starksboro, Vermont in the aggregate amount of $1,869.98, plus additional interest and penalties. The delinquent property taxes are now a lien on the property. b. Addison County Community Trust, Inc. v. Goodrich-Rocque, Judgment Order dated October 28, 2016.

8. Uriah Wallace, a duly licensed auctioneer, is a person disinterested in the mobile home and the mobile home park who is able to sell the mobile home at a public auction.

9. Mobile home storage fees continue to accrue at the rate of $319.00 each month. Rent, storage fees and late charges due the Park as of November, 2017 total $9,196.42. Court costs and attorney’s fees incurred by the Park exceed $2,000.00.

10.The Park sent written notice by certified mail to the Town of Starksboro and the Delinquent Tax Collector on March 8, 2017 of its intent to commence this abandonment action.

The Addison County Regional Planning Commission (ACRPC) and Bridport Planning Commission will hold a joint public hearing on December 12th 2017 at 7:00 p.m. at the Bridport Town Office to review the Bridport Town Plan, which was recently adopted by the Selectboard. The Town of Bridport has requested that ACRPC grant regional approval of their Town Plan pursuant to 24 V.S.A. § 4350(b). The purpose of the review is to determine whether the Bridport Town Plan: (1) is consistent with the goals established in 24 V.S.A. § 4302; (2) is compatible with its regional plan; (3) is compatible with approved plans of other municipalities in the region; and (4) contains all the elements included in 24 V.S.A. §4382.

5. The mobile home has been abandoned. The home is empty. The last known resident of the mobile home was Wendell Mason’s mother Barbara Mason. Barbara Mason is deceased. Wendell Mason has made no efforts or attempts to remove the home from the Park. Mary Balcklock Jackman, agent for the Park has attempted to communicate with Mason with no response. She has attended Probate hearings for his mother’s estate. The Probate Court told Mason to dispose of the mobile home and he failed to do so. Mason told Ms. Jackman that he could not afford the mobile home and was walking away from it.

6. The following security interests, mortgages, liens and encumbrances appear of record with respect to the mobile home: a. Mason is in arrears on obligations to pay property taxes to the Town of Middlebury, Vermont in the aggregate amount of $562.64, plus additional penalties and interest.

7. Lot rent in the amount of $4,865.24 is currently owed to ACCT. Court costs and attorney’s fees incurred by the Park exceed $600.00.

8. The Park sent written notice by certified mail to the Town of Middlebury and the Town’s Delinquent Tax Collector on September 7, 2017 of its intent to commence this abandonment action. See attached.

9. The mobile home is uninhabitable. Mary Blacklock Jackman, Duly Authorized Agent for the Park, will testify under oath as to the poor and unlivable condition of this mobile home at the abandonment hearing.

WHEREFORE, the Park Owner respectfully requests that the Honorable Court enter an order as follows: 1. Declare that the mobile home has been abandoned; 2. Transfer the mobile home which is unfit for human habitation to the Park owner ACCT without a public auction so that it may be removed and disposed of accordingly.

3. Order pursuant to 10 V.S.A. § 6249(j) that the mobile home and any security deposit paid be conveyed to the Park Owner in “as is” condition, and free from all liens and other encumbrances of record.

Health kit love

MEMBERS OF THE North Ferrisburgh United Methodist church gathered at the end of October to put together 142 health kits to be used by the United Methodist Committee on Relief (UMCOR). The kits are given out by local churches when there are natural disasters like floods, hurricanes or fires. Often local churches are used as shelters when people’s homes are destroyed and UMCOR makes these basic health kits available to people who have lost everything. A health kit includes a wash cloth, hand towel, tooth brush, tooth paste, nail clippers or file, comb, and bar of soap all in a one gallon plastic bag.

Nuthatches: The Upside Down Birds

By Joe Rankin Like many people who watch birds, I have my favorites. The nuthatches, for instance.

Quirky little birds.

Shaped like stubby cigars, with their short tails and thick necks. And that disconcerting habit of spending time upside down. I wish I could do that.

Of course, I wish I could walk up walls and hang from the ceiling like a gecko, too.

But why do nuthatches walk down the trunks of trees, anyway?

“There’s no definitive answer to that,” said Cameron Ghalambor, a professor of biology at Colorado State University who has studied red-breasted nuthatches. The theory is the birds benefit from their different viewpoint. “You can imagine a creeper or a woodpecker facing the bark of a tree and looking up in the crevices of the bark for food items,” he said. “But there is this unexploited niche that you could access if you were working your way down the tree.”

Nuthatches store seeds in the bark of trees. Caching seeds so they can be seen going down the tree may keep them safe from other birds going up the tree, he said. “That’s a very important part of their winter diet. Starting in the fall they cache as many seeds as they can. Bird feeders have made their lives a little easier.”

Actually, Ghalambor explained, walking isn’t quite the correct word for what nuthatches do. “They look like they’re walking, but they sort of hang off the bark by the number one toe, also called the hallux, the backward-pointing toe . . . as they make their way down. It happens so quickly. It’s a very natural movement for them, but among birds it’s a very unique way of walking down the side of a tree.” Tripping? Maybe that’s the word.

The nuthatch clan is established across the northern hemisphere’s temperate zones. In North America, the red-breasted nuthatch, which prefers coniferous woods, is the most widespread. The white-breasted likes hardwoods. The pygmy nuthatch inhabits the pine forests of the western US and the brown-headed nuthatch resides in the pine forests of the Southeast. Interestingly, red-breasted nuthatches are genetically identical across the continent; no races or subspecies are recognized. The reason may be because northern living birds decamp en masse when the cone crop fails in their boreal forest habitat.

Some remain in the south, thus keeping the genetic pot stirred.

The real hotbed of nuthatch diversity is in South Asia — Thailand, Burma and southern India. There are upwards of two dozen species there, some as colorful as hummingbirds, and some with pocket-sized home ranges, making them very vulnerable.

Compare that to Western Europe, where there is one species, similar to our white-breasted nuthatch. In North Africa a single species, the Algerian nuthatch, inhabits the rugged Atlas Mountains.

It pecks its own, which must be a laborious process since it doesn’t have the kind of structural engineering that allows woodpeckers to chisel away without banging their brains out. Then there are the rock nuthatches, which live in southern Europe and Eurasia and build houses

As part of Ghalambor’s research for his doctorate, he observed the birds’ reaction to predators by putting out stuffed squirrels near the nest cavities and playing recordings of squirrel calls. Nuthatches respond to threats not by attacking or trying to distract, but by making themselves scarce, and not drawing attention to the nest location.

They often press decorative items into the facade.

Our North American nuthatches do something similar, but more utilitarian. Red-breasted nuthatches collect the sap of pines, firs and spruces and paint the edges of the entrance hole.

White-breasted nuthatches sometimes collect caterpillars — the kind with the rash-inducing hairs — and smear them onto the bark. Ghalambor has watched them do it. Scientists theorize that both sap and crushed caterpillars may serve as repellants.

And why don’t nuthatches get caught in their own sticky trap?

“They fly headfirst into the hole.

Straight in. How they do that, in such a small entrance, and without crashing into the back wall of the cavity?

Well, it’s a remarkable feat of agility and flying ability,” Ghalambor said admiringly.

Lest you think that the nuthatch is overdoing it, consider that many don’t make it to adulthood. A lot of things want to eat them and their young: squirrels, chipmunks, hawks.

Ghalambor thinks it’s possible that, from underneath the bird’s outspread wings and coloration patterns make a vaguely threatening “face.” But no one really knows.

Ghalambor still finds his nuthatch research subjects fascinating. “There is something about their personalities. People find them very endearing.
