ADDISON COUNTY

INDEPENDENT Middlebury, Vermont

Festival kicks off 37th year on Sunday BY LIZZY WEISS MIDDLEBURY — The town of Middlebury is gearing up for the 37th annual Festival on-the-Green, a week-long music festival featuring daily performances at Middlebury’s recreational park. This year’s festival kicks off on Sunday, July 5, at 7 p.m. with a performance from Caroline Rose, who combines rockabilly, vintage country and blues to create her distinct sound. The 24-year-old songwriter

will be performing selections from her national debut album, “I Will Not Be Afraid,” alongside several musicians from the Burlington area. During the week, Middlebury will host 19 other artists from all over the country. “We have an amazing line-up of performances,” said Pat Boera, one of the festival’s founding members. “We’ve got great programs for the kids during the weekdays and a terrific array of music of many differ-

ent genres during the evenings.” The festival, which runs from July 5 through 11, will also feature performances for children every weekday from noon to 1 p.m. Young festival-goers are invited to bring their lunch to these afternoon “brown bag specials” for familyfriendly shows Monday through Friday. The evening concerts, which all begin at 7 p.m., feature a wide (See Festival, Page 14A)

By JOSEPH BROWN ADDISON COUNTY — Massive parades. Awesome fireworks displays. Mouthwatering food. And, of course, the Great Bristol Outhouse Race. That’s what residents of Addison County and Brandon are preparing for the Fourth of July, which, this year, commemorates 239 years of American independence.

Bristol, Brandon, Vergennes and Salisbury are going to be showing their true colors — red, white and blue, that is — on and around the Fourth of July weekend by throwing a smorgasbord of fun and exciting activities, including the towns’ fireworks displays. $3.19 million bond proposal on the ballot By EVAN JOHNSON BRISTOL — After nine months of evaluating sites, discussing plans and holding informational meetings, the town of Bristol has reached the time for a decision on a new firehouse. Architects have designed an 11,000-square-foot facility to be built by local businessman Kevin Harper on a site off West Street. Upon completion, the town hopes to purchase the building and a 9.03acre parcel of land through a $3.19 million bond. On Tuesday, Bristol voters will decide if that price is right to replace the current firehouse at 32 North St., a facility that town and Bristol Fire Department officials say is simply no longer adequate. Bill Elwell, co-chair of Bristol’s

Fire Facility Building Committee, has emphasized the new building will solve the problems presented by the existing firehouse. In November, a study detailed that facility’s shortcomings. The report noted that the wooden structure was built to house hand-drawn hose carts from the 19th century, not 40,000-pound trucks used by the department today. Following the report, the department stopped using the building to hold staff meetings and house its equipment. Since then, Bristol’s 35 volunteer firefighters have based training and deployment at several locations around the town, holding meetings at the American Legion clubhouse. In the past fiscal year, the town of Bristol spent $3,400 to house equipment (See Bristol firehouse, Page 12A)

BY ANDY KIRKALDY MALONE, N.Y. — The 16-member Vermont State Police SWAT team, including two troopers now based in the New Haven barracks and one who operated out of that site until recently, joined the 1,300-strong law enforcement task force that ultimately brought two Clinton (N.Y.) Correctional Facility escapees to justice. New Haven Station Commander Lt. Michael Manley also commands that statewide Tactical Services Unit, and received his orders on June 21 to head to Malone, N.Y., to help out New York State Police with what proved to be a three-week search for convicted murderers Richard Matt and David Sweat. That search, of course, made national headlines and ended with a U.S. Border Patrol agent on June 26 shooting and killing Matt, 49, near Malone, and a New York trooper on June 28 shooting and arresting Sweat, 35, further north in Constable, N.Y., about one and a half miles south of the Canadian border. Manley said his phone rang on the 21st with the team’s marching orders. “Lt. Colonel (Matthew) Birming(See VSP, Page 15A)

By JOHN FLOWERS BRISTOL — The town of Bristol has won a $25,000 federal grant that will allow the community to finally determine the development potential of a roughly 20-acre parcel of townowned land on the western edge of the village. The land in question is referred to as the “Stoney Hill property,” which the state of Vermont conveyed to Bristol for $1 more than two decades ago. The property has remained unused for lack of an access point and in the absence of planning funds to determine the extent to which it could be used to host light industry and businesses. Bristol officials were ecstatic to report on Monday that the access and financial obstacles have now finally been removed.

Local entrepreneur Kevin Harper has purchased the so-called Nelson property that fronts West Street (Route 17). Harper has expressed a willingness to work with the town to provide an access to the Stoney Hill property through that Nelson land. And state officials have confirmed Bristol’s receipt of a Community Development Block Grant (CDBG) that will be used to create a development and marketing plan for a potential mixed-use light industry/business park on what is a flat, 9-acre portion of the property. “We are very excited,” Bristol Planning Commission member John Elder said of the CDBG grant award. “This has been one of the biggest items on Bristol’s wish list for more than a quarter of a century.” (See Stony Hill, Page 12A)

FERRISBURGH FARMER WAYNE Stearns, with his daughter Ashtin, 7, on his Crazy Acres Farm, regularly fired a propane cannon last summer to scare birds away from his sweet corn crop. Stearns said he hoped to dedicate crop sales to his daughter’s college fund. Neighbors complained about the repeated loud noise, which they likened to shotgun blasts, to Stearns and the town. Yet to decide is what will happen this summer. Independent photo/Trent Campbell
