hen I was little, my dad took me fishing on the Missisquoi River. My mom packed a picnic lunch and the three of us headed out early in the morning. Dad showed me how to BY SUE HAGAR put a worm on the hook. With one easy swing, he would cast the worm out into the Missisquoi and, moments later, the line would go taut and he would reel in a perch. To my six-year-old self, that perch was the most tremendous fish that ever was. I could barely contain my excitement as he flipped the fish into an old pail, then handed me the tub of worms we had picked by flashlight in the yard the night before. I so carefully baited the hook, and, like my dad, attempted that graceful swing.

Sue Hagar is the Outreach Director at Lake Champlain International and has been Weigh Captain at the St. Albans Bay station for 17 years. She is a volunteer instructor for the NY Becoming an Outdoors Woman program where she teaches fishing and survival skills, and hunts and fishes every chance she can get.

June 16, 2018 Any species of fish in the Winooski River Recreational Area is eligible as long as it’s legal and caught by a child 14 or under, accompanied by an adult. The child must play and land the fish; the adult may help bait hooks, cast and land the fish with a net. Each entry will be judged on weight and time of entry.

The Alaskan Fishing Vacation winner will be selected by a drawing. All anglers registered in the 2018 Father’s Day Derby presented by Yamaha receive one entry. • Each angler on the first place T.E.A.M. in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive three entries. • Each angler on the second place T.E.A.M in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive two entries. • Each angler on the third place T.E.A.M. in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive one entry.
• Anglers with a fish placing in the top-25 in any species category at the end of the derby will be eligible to receive a one-time bonus entry if they are a member of a T.E.A.M. or have signed up for the Cash Extras. For example: Bob’s two salmon end the derby in 22nd and 7th places. He also signed up for the Cash Extras. Bob will get 1 entry for being a registered participant in the derby, 1 entry for his 22nd-place fish, 2 entries for his 7th-place fish, and 1 bonus entry for having the Cash Extras. He now has 5 entries to win the Fishing Adventure package.

ith a lake the size of Lake Champlain, it’s easy to assume that the fish populations are stable and organically sustainable. Most of us don’t realize that if we didn’t have scientists monitoring the lake for its fish life, and conducting aggressive restocking programs the lake would be vastly different. The reality is that even in a body of water as big as Lake Champlain — about 120 miles long and over 400 feet deep in spots — there are species of fish (specifically, lake trout, salmon and walleye) that need to be carefully managed and stocked every year. Otherwise they would cease to exist. And water pollution and lack of management did just that two centuries ago. Back in the late 1700s and early 1800s the health of fish populations in the Lake Champlain Basin took a back seat to the lumber industry. The consequent water pollution and newly built dams on rivers and streams feeding the lake took a high toll. “The salmon were gone by about 1850 and the lake trout lasted until around 1900,” said Brian Chipman, who’s been working for the Vermont Fish & Wildlife Department as a fish biologist for the past 31 years. “It’s clear that dams, along with sawdust and other pollution, destroyed salmon spawning habitat in the rivers (feeding Lake Champlain). The reasons for lake trout’s demise are not as certain (they spawn in the lake, not in rivers), but the combination of overfishing, sea lamprey predation, and some sort of pollution in the lake are thought to have contributed. “We’ve been reintroducing lake trout and salmon since the 1970s,” he explained. “By now, we think we have some lake trout over 20 years old — they’re

getting big.” Chipman is one of two fish biologists for Vermont who works in tandem with the five fish culture stations in Vermont. The fish biologists and their teams research the fish populations and collect different kinds of species throughout the year to learn how many need to be stocked to maintain a healthy fishery. Chipman and his crew focus on managing the fishery in Lake Champlain. Each year, Chipman calculates that about 285,000 salmon, 82,000 lake trout, 68,000 brown trout, 58,000 steelhead rainbow trout — all between 6-9 inches in length — are released into Lake Champlain by Vermont and New York hatcheries. In addition, there are about 300,000 salmon fry (just days after hatching) that are stocked in the Ausable, Boquet and Saranac rivers in New 14 — A Publication of Vermont Sports
York, and 30,000 fall fingerlings (3-4 inches long) stocked in the Huntington River in Vermont. Add to that an average of 150,000 walleye fingerlings (1.5-2 inches) stocked each year into streams that feed into the lake. Vermont is responsible for roughly 60 percent of the annual fish-stocking quota and New York takes care of 40 percent, a percentage based on the number of miles of lakeshore. Of all the fish released into Lake Champlain and the surrounding rivers, “over half a million fish are raised in Grand Isle at the Ed Weed Fish Culture Station,” Chipman said. “The Ed Weed Fish Culture Station hatches the walleye eggs and rears a portion of them… Ed Weed also raises all of the trout and salmon yearlings stocked in Vermont waters of Lake Champlain, and the Eisenhower National Fish Hatchery in Pittsford raises the fingerling salmon stocked in the Huntington

River. “Eisenhower also contributes salmon yearlings for stocking in New York waters, along with the Adirondack Fish Hatchery near Saranac Lake, N.Y. Lake trout and brown trout come from other hatcheries in central New York,” Chipman said. The other hatcheries in Vermont (in Roxbury, Salisbury, Newark and Bennington) raise brook, brown, rainbow and steelhead trout, Atlantic salmon and walleye for other lakes and rivers throughout Vermont. Salisbury’s hatchery is home to the brood stock and the egg incubation system.
T
he Ed Weed station began raising fish in 1991 and is
the newest and largest of the five Green Mountain State hatcheries, contributing over half a million fish stocked into Lake Champlain and its feeder rivers each year. Kevin Kelsey has been working as a fish culture specialist since 1985. Before coming to the Grand Isle hatchery in 1997, Kelsey worked in New York for a hatchery that raised salmon. Over the past 33 years, he and his team have made adjustments to equipment and procedures to make their quotas manageable. Kelsey estimates the resale value of over half a million fish to be roughly a couple million dollars, but when you consider the amount of money the fisheries generate from a recreation and tourism standpoint the payoff is considerably higher. It is also imperative to have a team living onsite. Kelsey moved to the Grand Isle facility in 2000 and (See Hatcheries, Page 15)

took over its management four years later. “Not having someone here onsite is asking for trouble,” Kelsey said, acknowledging Ben Rooks, the facility engineer, and Tom Chairvolotti, the production supervisor, who also live on the hatchery’s premises. That’s because fluctuations like water temperature, food supply, and water clarity and quality could quickly go off-track resulting in the loss of tens of thousands of fish. Together with five technicians, the team of eight rear brown trout, lake trout, steelhead, salmon and walleye from egg to eight-inch fish. Each species requires specific conditions for optimum growth, which has resulted in an elaborate facility. For starters, the Grand Isle hatchery has 20 raceways. “There are 10 on the top level and 10 on bottom,” Kelsey explaind. “They are 100 feet long, 8 feet wide and 3 feet deep… The fish are all about 8 inches and there are approximately 18,000 fish per raceway.” Quick math, that’s 360,000 fish. The raceways are divided by baffles, which help to distribute the fish, as 250 gallons of water per minute moves through each raceway. The water used at the Ed Weed station comes directly from Lake Champlain. There are two pipelines: one for deep water and one for shallow water. When the water enters the station it is first filtered through rotary drums to remove any large particles,
then it’s passed through the UV tanks, which remove viruses and bacteria. Depending on the temperature required, the water is then heated by propane. In 2010, Kelsey and his team set up a prototype of a pump system that recirculates the water on two raceways, and they have had great success utilizing far less fresh lake water. “We can reduce the amount of new lake water we use on each raceway from 250 gallons per minute to 25 gallons per minute with the new system,” Kelsey explained. “It’s very efficient.” This efficiency helps the facility have less of an impact on Lake Champlain by drawing less new water every minute, it also saves on propane because the recirculated water has already been heated, and puts less use on the filtering infrastructure because the recirculated water has already been cleaned. But it’s cost prohibitive to redo all the pumps at once. For now, they are keeping track of the savings and efficiencies of the recirculating prototypes. Then when the older tanks and raceways eventually need replacing they will have data to support the funding of a recirculating system. “My people deserve kudos,” Kelsey said of the crew’s self-sufficiency. “We put in the drums, UV tanks and recirculating systems — our techs built them. That’s how we work at this facility.” Nowhere is their care and dedication more apparent than in the walleye room. First of all, it’s a biosecurity zone, which means you basically have

to scrub in and out so you don’t introduce contaminants. But even germ free, these fish are particularly difficult to grow. Consider the sheer size difference. Walleye eggs are about the size of the top of a pin. Kelsey said they start with 250,000 eggs in an 8-pound tank (as compared with 4,000 salmon eggs in an 8-pound tank.) Then consider the fact that Kelsey describes them as “really, really cannibalistic.” “You absolutely must have enough food on hand,” he said, remembering one evening he lost a good portion of his stock because they ran out of food. Kelsey feeds one group with dry food and another with Artemia Brine Shrimp. Some of the walleye
are put into ponds at 1/2 an inch and others are raised until 7-8 inches in the station. “It takes about 36 days to get them to 2 inches,” Kelsey said. “After seven years with walleye we’re at about 50 percent survival, which we’re really happy about… This program has had a huge effect on the fisheries.” That’s what it’s all about, after all. “The research out there is telling us what we need to stock,” Kelsey said. “If we didn’t have stocking, we wouldn’t have certain species of fish.” “Without fish I can’t imagine what our water would be like,” Chipman said. “They convert a lot of phosphorus and nutrients, are a great source of food and are a huge part of our economy.” 2018 LCI Fishing Derby — 15

alk into Dattilio’s Guns & Tackle on Shelburne Road in South Burlington, and you’ll almost always find a number of regulars chewing the fat with father-son owners Vince and Jim Dattilio.
On the outside, the shop is nearly hidden behind a Sunoco gas station. On the inside, it’s a small space decorated with every color of lure, photos of big catches, and a healthy spread of guns and ammo. Vince has managed the gas station since 1966, and in 1981, Jim helped convert it from an auto-repair shop into a hunting and tackle store. The pair is known to spend hours with customers, whether they’re seeking hunting or fishing equipment, or looking to have a compound hunting bow repaired (Jim’s specialty). The shop has sold Lake Champlain International Father’s Day Fishing Derby registrations since the beginning, in 1982, and with the help of Dattilio’s gear, a number of their regulars have won derby prizes. WHEN DID YOU START FISHING? ‘Course, I starting fishing when I was probably four years old, with my grandparents, in Vermont. We would always go up to Isle La Motte in the spring and fish perch off the banks up there. Back then you could catch buckets full.
WHERE DO YOU USUALLY FISH NOW? In the water (he said smiling). We fish Lake Champlain. It happened that we actually won the 2010 25th Anniversary Plattsburgh Rotary Derby. It’s probably one of the biggest fish I’ve ever caught. (He pointed to a photo of himself with a massive lake trout). This thing here is probably 16 pounds. I was going through some cancer, so we look pretty mean. Other than that, a 44-inch striper is the biggest fish I’ve ever caught, but that’s down in the ocean.
We used to keep a lot of these fish. I have a lot of respect for them — they said that fish (the one in the photo) was 15 years old or more. So you figure, if we catch all of those and eat every one of them, I’m not going to live long enough to see another batch of those come around. We did put that fish back in the water. We let it go.
YOU’RE KNOWN TO SPEND A LOT OF TIME WITH CUSTOMERS. WHY IS THAT SO IMPORTANT TO YOU? If somebody comes in here, and they don’t know how to fish — we all had to learn somewhere — we’ll teach them. I’ve spent countless hours on the water. Some people wouldn’t have been as aggressive as I was, and would have given up. success. If they have success, they’re going to come back, and they’re going to buy some more stuff. If I sold some hunk of junk that wouldn’t catch a minnow, they wouldn’t come back. They’d give up. So I do try to spend the time. There’s enough fish out there for everybody. Also, when I was younger, I purchased a bow through the mail, and it needed a bowstring on it. I went to this guy’s archery shop and he sat in his chair with his back to me for over an hour. Finally, he says “can I help you?” He grabbed the bow and the string, he turned his back to me again, and he said, “Oh yeah, that’s a really nice bow you’ve got there.” Then he turns around and hands it back to me and said, “Take it back to where you bought it and let them put it on.” That’s when I started the archery part of the shop.
DO FOLKS HAVE SUCCESS FISHING WITH GEAR FROM DATTILIO’S? A lady came in one time and said, “I’m looking for something to catch a walleye,” and my father sold her a black and gold bomber, and she ended up winning the walleye division in the LCI Derby that year. Kenny Gaudet, I’ve sold him stuff and he’s won at the LCI Derby. I’ve sold a lot of stuff to people and they win different prizes.
WHAT IS IT YOU’RE SELLING THEM THAT MAKES THEM WINNERS? These lures (he said pointing to a rack with dozens of lures by the cash register) have taken a lot of places in the LCI Derby. They’re Vermont-made, right here. They’re Moosalamoo Top Gun Spoon Lures. Those things have placed in more derbies than most of the stuff I sell.
HOW DID THE BUSINESS START? Vince has had the gas station since 1966. There was a piston lift right in here, underneath. I used to do car repair. My grandfather had a Dawson B210 here, and he sold it for $500 in 1980 and 1981, and I asked him if I could buy lures with it. So I had a little spinner rack right by the door, and that’s how I started.
WHAT CHANGES HAVE YOU SEEN IN

THE BUSINESS SINCE YOU STARTED? The ’80s and ’90s were really great years. I mean, we were catching 60-100 fish in the morning, off the planer boards, and now, you don’t do that. We used to sell anywhere between 500 to 1,500 riggers a year. Now, we’re lucky if we sell five. Whether or not it’s a saturation, I don’t know. The zebra mussels have come in, the alewives have come in, and it’s changed the way we think about fishing. The water’s clearer — it’s harder to catch fish when it’s clear water. This shop is very unusual. It’s old fashioned. The floors are dirty. People don’t care — they don’t come here to eat their meals off the floors. It’s not fancy fluorescent lighting like an Orvis shop or an L.L.Bean. It’s an old-fashioned Vermont store, and we are a dying breed. The brick and mortar’s going to be gone soon, and it’s going to be replaced by the internet.
WHAT CAN YOU DO FOR CUSTOMERS THAT THE INTERNET CAN’T? I have the expertise, the knowledge, the when, the where, the how. I try to stay on top of what’s hot and what’s not. I try to buy stuff that’s going to catch fish, or quality
merchandise. I try to buy stuff that the others can’t provide — like, we have custom-made trolling blades. We set up bow and arrows here from scratch that you can’t buy off the internet. The service is part of it. That’s what I do.
WHAT ARE YOUR “REGULARS” LIKE? We see the same people over and over and over again. I’ll give you an example. There’s an old man who was here this morning — we pick on him all the time — he’s been coming here forever. We want to write a book on him. If you’ve ever watched “All in the Family” with Archie Bunker, this guy is like him. He has his own Webster dictionary. (He pulled up a list on his iPhone and read from it.) He says he had to put some “Neospoiment” on. He said, “I went to the bar the other night, and I was the most fasisticated guy there.” He says “gription” for “traction,” “beauturous,” “replemish,” “miscunicated” instead of “miscommunicated.” It just goes on and on. Everything he says, I put it on this list. He was a walleye fisherman, I met him through that. We started becoming friends, and
taking him fishing and whatnot.
DO YOU GO FISHING WITH A LOT OF YOUR REGULARS? Yes, I have over the years. Well we also have our own derby that we do — we’ve done it for 22 years. I don’t know if I’m going to do it this year. It’s a lot of work, and we’re having a hard time with help. (He pointed to a t-shirt hanging on the wall). But see on the back? Those are all the sponsors that made our derby possible. Every one of those people donated something to give back to the fisherman. We keep everything in the circle. So even though I might pay more, I buy my stuff from Wise Lumber, when I can. And Wise Lumber buys their guns from me. We all feed each other.
WHAT IS YOUR FAVORITE PART OF THE JOB? Selling things. That’s my favorite part. (He laughed, and a customer yelled, “The interaction with customers!”) Having people here. Your life would be dull if you didn’t have family and friends and customers. Here, there’s never a dull moment. This is like the coffee shop. We see it all here. 2018 LCI Fishing Derby — 17

It is because of your response that one message rang loud and clear throughout the state house, in the media and in our communities — the time to take action for clean water is NOW! This new year brings some changes in the LCI office. Many of you know Sue Nadeau Hagar as our 17-year Weigh Captain in St. Albans. In the fall of 2017, she accepted our offer to come on board as Outreach Director. Sue’s background is in both environmental technology as well as environmental management and planning. Not only has she worked for the Vermont Fish and Wildlife Department, she has also been part of the environmental remediation team working on the western shores of Lake Champlain in coal tar and black ash cleanup, and has developed protocol and presented microplastic research with the State University of New York at Plattsburgh. Her continued dedication to the fisheries and fishing opportunities in the Champlain Basin, and continued connection with the anglers she has met over the years makes her a great asset to the LCI team. Our programs department has seen some exciting changes this year as well. The Healthy Waters, Healthy Children education program has gained a hands-on stormwater model for students to experiment with, teaching them actions they can take to protect water quality. Our BLUE stormwater certification program has teamed up with Lake Champlain Sea Grant and the City of Burlington to offer residents BLUE BTV — a grant

program to assist homeowners install green stormwater infrastructure. Our volunteer program supported over 1,000 hours of investment in Lake Champlain by dedicated community members during 2017, and we are on track to exceed that this year. Success begets success. As long as we continue to have cyanobacteria outbreaks, closed beaches, sewage infrastructure failures, habitat-destroying dams, damaging invasive species and kids who are not given the chance to experience the joy that comes with playing in clean water, the job is not done. INTEGRITY STATEMENT
WITNESSES
1. Each LCI Father’s Day Fishing Derby presented by Yamaha participant and all registered affirming witnesses, must submit to a polygraph (lie-detector) examination upon request of Father’s Day Derby Officials, or he/she shall be disqualified. Based on the results of this examination, the Lake Champlain International, Inc. Board of Directors reserves the right to disqualify the contestant. In the event that LCI Father’s Day Fishing Derby presented by Yamaha Officials disqualify a contestant, any and all fish which were offered by that contestant during the LCI Father’s Day Fishing Derby presented by Yamaha shall also be disallowed. Further, any contestant who has ever been disqualified by LCI Father’s Day Fishing Derby presented by Yamaha Officials shall be permanently barred from participation in any and all future fishing derbies promoted by Lake Champlain International, Inc. 2. The LCI Father’s Day Fishing Derby presented by Yamaha will hereafter be referred to as the “Father’s Day Derby.”
REGISTRATION
3. Prior to the Father’s Day Derby, each contestant must purchase a valid individual, junior or family registration, either directly from Lake Champlain International, Inc. or through one of the LCI Derby 2018 Official Retail Registration Outlets. 4. All participants must hold a valid fishing license for the waters they are fishing as required by state law. 5. All persons aboard the same vessel/boat must be registered in the Father’s Day Derby. No one is allowed to be on the boat if they are not registered, regardless whether or not they are fishing. 6. A family registration may be purchased for the Father’s Day Derby and includes the following: registrant, spouse and their legally dependent children seventeen (17) years of age or younger at opening of the Father’s Day Derby. Only one registration form will be issued per family which covers all family registrants. Each registered family member is eligible for Father’s Day Derby prizes; however, any random drawings to determine prize winners will be executed according to the rule of one chance per registration form, not per person registered (lottery prizes excluded). 7. Father’s Day Derby registrations must be purchased no later than 11:59 p.m. on Friday, June 15, 2018, at specified 2018 Official Retail Registration Outlets. VISA and MasterCard applications will be accepted by telephone, facsimile, or internet through May 31, 2018 8. Father’s Day Derby registration forms are not transferable. They must be presented on each occasion a fish is offered, and they may not be
12. In order to affirm the integrity of the catch of each fish offered in the Father’s Day Derby, there MUST BE A REGISTERED AFFIRMING WITNESS TO EACH CATCH. 13. Shore and pier anglers MUST HAVE A REGISTERED AFFIRMING WITNESS TO EACH CATCH.
REGISTERING THE FISH
14. CONTESTANTS and AFFIRMING WITNESSES must complete a weigh-in form furnished by the Lake Champlain International, Inc. Board of Directors at the weigh station. Only official weigh-in forms transmitted to LCI Derby Headquarters at 531 Main Street, Colchester, VT 05446, from official 2018 Father’s Day Derby weigh stations will be accepted. 15. The contestant is responsible for the accuracy of the information about his or her entered fish as it is transcribed on the official weigh-in form. Once the contestant has affixed his or her signature to the weigh-in form, he or she relinquishes all rights to challenge the accuracy of the data. 16. Weigh-in data as transcribed, and signed to, on the official weigh-in form at the weigh station will not be considered final until all entered information has been transmitted to LCI Derby Headquarters at 531 Main Street, Colchester, VT 05446 and reviewed, subjected to biological feasibility scrutiny, and accepted by Father’s Day Derby Officials. The signature of a Father’s Day Derby weigh attendant on an official weigh-in form does not in and of itself constitute the final determination concerning any entry. 17. Each Father’s Day Derby participant and all registered affirming witnesses, must submit to a polygraph (lie-detector) examination upon request of Father’s Day Derby Officials, or he/she shall be disqualified. BOUNDARIES/HOURS
18. The boundaries of the Father’s Day Derby shall include: a. Lake Champlain Proper as defined in the New York Freshwater Fishing Official Regulations Guide and Vermont Hunting, Fishing and Trapping Laws and Guide. b. Southern Boundary: Lock Number 12 at
Whitehall, NY c. Northern Boundary: Canadian border. 19. Any waters fished must have reasonable and convenient access by public right-of-way. Anglers may not fish in waters that are only accessible by private permission or limited right-of-way, or that cannot otherwise be reasonably accessed by all participants. 20. Father’s Day Derby hours: Opening: 12:01 a.m., Saturday, June 16, 2018 Closing: 4:00 p.m., Monday, June 18, 2018 21. Father’s Day Derby Weigh Station hours: a. Weigh station hours are 9:00 a.m. to 6:00 p.m. Saturday & Sunday, 9:00 a.m. to 4:00 p.m. on Monday, at any of the regular weigh stations (listed on locator map). Three weigh stations will operate with extended hours of 9 a.m. to 8 p.m. Saturday and 8 a.m. to 8 p.m. on Sunday and three weigh stations will operate 24-hours a day beginning at 9:00 a.m. Saturday June 16, 2018. All weigh stations close at 4 p.m. on Monday, June 18, 2018. 22. All fish entered in the Father’s Day Derby must be caught upon hook and line and retrieved by rod and reel within the boundaries of the Father’s Day Derby. 23. Fish must be caught between 12:01 a.m. Saturday, June 16, 2018 and prior to 4:00 p.m. Monday, June 18, 2018. All fish must be presented to a Father’s Day Derby weigh station no later than 4:00 p.m. Monday, June 18, 2018. 24. Any angler found importing fish from another body of water, misrepresenting a fish’s weight, attempting to alter a fish’s weight or manipulate the fish in any manner to achieve a change in weight will be subject to legal proceedings.
ANGLING REGULATION
25. Father’s Day Derby contestants shall only enter fish caught within the derby boundary and hours 26. The same angler must cast and hook, or, in the case of a trolled release, fight, and bring the fish to net unaided by any other person. No other person may touch any part of the tackle during the playing of the fish, or give aid other than taking the leader for landing purposes. 27. Only two (2) lines are permitted per angler at any time during the derby. This applies for both the Vermont and New York side of the lake. This rule applies regardless of state regulation. 28. Father’s Day Derby contestants may enter one or more fish. 29. All contestants must follow local and federal angling laws.
CONDITION OF FISH
30. All fish must be whole, fresh and never been frozen. No gaffed, snagged or foul-hooked fish will be accepted for entry. All fish entered will be marked for identification purposes, and may at the sole discretion of the Father’s Day Derby Officials become the property of the Lake Champlain International, Inc. Board of Directors. Any angler found misrepresenting a fish’s weight or attempting to alter a fish’s weight will be subject to legal proceedings. 31. In the interest of conservation of fish species, anglers are encouraged to release all fish caught in the Father’s Day Derby. The intent is to release all fish entered alive, and anglers are encouraged to properly handle live fish. For the purposes of the Father’s Day Derby, a Father’s Day Derby-eligible fish shall be determined to be alive if it is the sole discretion and judgment of the Weigh Station Captain that the fish shows any reasonable signs of life. Any entered fish which is considered to be alive under this criterion shall be validated for a 5% LCI Derby Prize Point bonus. The Weigh Station Captain’s determination shall be made at the time of weigh-in, and shall be considered final.

32. The seven eligible species categories in the Father’s Day Derby are: a. Cold Water Division: Lake Trout Species Category Atlantic Salmon Species Category, to include: Landlocked Atlantic Salmon, Steelhead and Brown Trout b. Cool Water Division: Walleye Species Category Northern Pike Species Category Smallmouth Bass Species Category c. Warm Water Division: Largemouth Bass Species Category Extraordinary Species Category, to include: Bowfin, Catfish and Sheepshead (Freshwater Drum) 33. All Fish and Wildlife laws of the applicable state, where fishing shall be followed during the Father’s Day Derby. Fish which do not conform to all Fish and Wildlife laws of the applicable state shall be disqualified. PRIZEWINNER DETERMINATION
35. It is the responsibility of the prize-winner to collect his/her prize(s). Prizes, or parts thereof, not claimed by July 14, 2018 will become the property of the Lake Champlain International, Inc. Board of Directors. 36. All tax liability is the burden of the recipient of the prize. Additionally, in accordance with state and federal authorities, Lake Champlain International, Inc. may be required to collect taxes before prizes can be presented. 37. The LCI Derby Prize Point value of each fish entered in the Father’s Day Derby shall be determined by multiplying the weight of the fish by the Species Points for that species. In addition, all Father’s Day Derby-eligible fish from the seven major species categories which are entered alive and relinquished to Weigh Station Captains shall receive a 5% LCI Derby Prize Point bonus (see Rule #32). Live fish shall be given priority at weigh-in. 38. Prize Point values for each of the eligible species are as follows. a. If the fish is determined to be alive at the time of weigh-in, add an additional 5%, or 22, bonus points. Thus, the entry earns the angler 440 + 22 = 462 LCI Derby Prize Points. 39. 1st Place Species Prizes shall be awarded, for each of the seven (7) eligible species categories (see Rule #33), to any Father’s Day Derby registrant who enters one fish from that category which amasses the highest number of LCI Derby Prize Points for a single fish. Subsequent Species Prize places shall be likewise determined, in order, according to total LCI Derby Prize Points. 40. The Junior Division Prizes shall be awarded to the Father’s Day Derby registrant who is fourteen (14) years of age or under on June 16, 2018 and who enters one fish from any of the eligible species in the Father’s Day Derby (see Rule #33), between the opening and closing hours of the Father’s Day Derby, that amasses the highest number of LCI Derby Prize Points. Subsequent Junior Grand Prize places shall be likewise determined, in order, according to total LCI Derby Prize Points. Only a junior angler’s highest scoring fish per Junior Division will be considered eligible for an award. Awards will be made for Cold, Cool and Warm Divisions. a. In addition to the eligible derby species, junior anglers may also enter yellow perch that are a minimum of 12 inches in length. There will be a special award category for junior yellow perch. 41. Early Bird Special. a. Anyone who registers for the 37th Father’s Day Derby presented by Yamaha on or before March 31, 2018, will be entered to win a Smugglers Notch Resort vacation package valued at up to
$1800 dollars. b. To qualify, anglers must submit a COMPLETE registration for the 37th Father’s Day Derby presented by Yamaha. c. Winners will be drawn during the awards ceremony on Friday, June 22, 2018. Winner need not be present to win. 42. Ladies of the Lake prizes a. The female angler who is both registered in the Father’s Day Derby, and catches the fish that scores the most points in the Cold, Cool, or Warm Water Division, shall receive a prize package valued at over $500. 43. Alaskan Fishing Adventure prize package a. Package is awarded to one person and is for two travelers. b. Entries will be issued by registration number. i. All Individual registrants receive one entry ii. All Junior registrants receive one entry ii. Family registrations • Family registrations receive one entry, regardless of how many family members are on the registration • All fish weighed in from anglers registered under a family registration, and that qualify for bonus points, will be attributed to the family registration number. • In the event that the winning registration number drawn belongs to a family registration, the first named individual on the registration will be considered the winner and be delegated to receive the prize. c. The LCI Board of Directors reserves the right to change the advertised itinerary and details of the trip if it is deemed necessary. In the event that changes are made, the total value of the trip will remain the same. d. In the event that the winner is unable to go on the trip, it can be transferred to another traveler. e. Package will include guides, lodging, and a cash stipend for food, travel, and other incurred expenses. f. Approximate value of the guides and lodging is $3,500 per person, for a total value of approximately $7,000. g. Total cash stipend awarded will be $3,500 and may be split between the two travelers for a total of $1750 per person. h. Winners will coordinate directly with the appointed Tour Agent to plan the trip. They are responsible for booking their own travel. The awarded cash stipend can be used to pay for travel and food. i. Winner is responsible for license fees, gratuities, travel, food, and any expenses beyond lodging, guides. j. The intention of the cash stipend it be used to pay for travel, food expenses, licensing, and gratuities, but is not restricted to this purpose. k. To win this prize package, a registered angler must have their name drawn at random during the Awards Ceremony for the 2018 Father’s Day Derby. l. Registered anglers are given bonus entries for the drawing based on the following criteria: i. Angler receives two entries for each of their fish placing in 1st – 10th in any adult species category at the end of the derby ii. Angler receives one entry for each of their fish placing 11th – 25th place in any species category at the end of the derby. iii. Each angler on the first place T.E.A.M. in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive three entries. iv. Each angler on the second place T.E.A.M in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive two entries. v. Each angler on the third place T.E.A.M. in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive one entry. vi. Anglers with a fish placing in the top-25 in any species category at the end of the derby will be eligible to receive a one-time bonus entry if

they are a member of a T.E.A.M. or have signed up for the Cash Extras. For example, Bob’s two salmon end the derby in 22nd and 7th places. He also signed up for the cash extras. Bob will get 1 entry for being a registered participant in the derby, 1 entry for his 22nd-place fish, 2 entries for his 7th-place fish, and 1 bonus entry for having the Cash Extras. He now has 5 entries to win the Fishing Adventure package. 44. LCI Anglers of the Year a. Only those participants officially entered in the Father’s Day Derby are eligible to compete. b. Anglers will compete individually, and are eligible to compete in any division – Cold Water, Cool Water or Warm Water (see rule #33 for species breakdown). One winner will be announced in each division. c. Anglers must enter three fish – one fish each day of the derby – that amass the highest number of LCI Derby Prize Points in either the Cold Water, Cool Water or the Warm Water Division (see rule #26 for more on point calculation). Only the angler’s single highest scoring fish per division per day for each of the three days of competition will be included in their final point total. d. Each fish entered MUST be weighed on the same day it was caught to qualify for Angler of the Year. For example, a fish caught at 11:45 p.m. Saturday, but weighed in at 12:45am Sunday, will still count towards species and T.E.A.M. prizes, but not toward Angler of the Year. e. Throughout the Father’s Day Derby, our computerized results program will keep track of the single highest scoring fish per division per angler for each of the three days, automatically replacing lowerpoint fish when a higher-point fish is registered. Lowerpoint fish will still be considered for any other prize for which an angler is eligible. f. This is a non-exclusive prize, which means it can be won in addition to whatever other prize(s) the angler might also earn. g. Tiebreakers will be determined first by the greatest number of fish entered and second by the single highest-scoring fish entered. If still a tie, the prize shall be split. h. Failure by any claimant(s) to comply with the terms and conditions of the Father’s Day Derby Official Rules and Regulations will render the claim void and no prize will be paid. i. As a condition for claim consideration an investigation will be conducted if, in Lake Champlain International, Inc.’s sole opinion, such action is warranted. Such an investigation will include, but will not be limited to, requiring the winner and/or witness to submit to and pass in a conclusive manner polygraph examinations. 45. $1,000 Council Crazy Carp Challenge. a. $1,000 will be awarded to the angler registered in the Father’s Day Derby, who registers the largest Carp by weight at a Father’s Day Derby weigh station, between the hours of 9:00 a.m. June 16 and 4:00 p.m. June 18, 2018. All other Father’s Day Derby rules apply.

46. 2018 Cash Extras include the Super Bonus prizes, Tournament Record Double Downs (WIZN Big Bad Bass; WOKO Big Station Salmon; Lakeshore Ace Laker; Windjammer Walleye; Ray’s Seafood Market and Restaurant Sheepshead; VT Field Sports Northern Pike; Shelburne Camping Bowfin; 3rd Alarm Charters Catfish); the $10,000 Coca-Cola Classic Lake Record Reward; and the Campaign for Vermont Tagged Fish Bonus. 47. General requisite qualifications for Cash Extra Prize awards: a. Fish must be eligible for the Father’s Day Derby and registered ALIVE.
b. In order to be eligible for a 2018 Cash Extras prize, the fish or fishes must be caught in compliance with all state and federal rules and regulations as well as the Lake Champlain International, Inc. Rules and Regulations (no electric reels are allowed) and all other rules contained herein. c. The angler must have purchased the 2018 Cash Extras option at time of registration. d. At the request of LCI Officials, any winner must submit to and pass, in a conclusive manner, a polygraph examination as a condition precedent to claim consideration. e. The polygraph examiner shall be chosen by Lake Champlain International, Inc. The polygraph examiner shall make the final determination regarding passing or failing the examination. f. Fish must be caught by an official entrant in the Father’s Day Derby during official Father’s Day Derby hours. g. If there is a claim, any requisite paper work must be completed in its entirety and presented the same day as the catch to LCI Derby Headquarters located at 531 Main Street, Colchester, VT 05446. Lake Champlain International, Inc. will provide any requisite paper work. h. Eligible contestants: Only those participants officially entered in the Father’s Day Derby who comply with any and all Father’s Day Derby rules and regulations shall be eligible to compete for a prize. i. Failure by any claimant(s) to comply with any and all Rules and Regulations of the Father’s Day will render the claim void and no prize will be paid. j. As a condition for claim consideration an investigation will be conducted if, in Lake Champlain International, Inc.’s sole opinion, such action is warranted. Such an investigation will include, but will not be limited to, requiring the winner and/or witness to submit to and pass in a conclusive manner polygraph examinations. k. The LCI Cool Water Super Bonus Grand Prize shall be awarded to the Father’s Day Derby registrant who (a.) has purchased the 2018 Cash Extras option in addition to his or her basic Father’s Day Derby registration, and who (b.) enters a SINGLE fish, from any of the three eligible Cool Water species in the LCI Father’s Day Fishing Derby presented by Yamaha (see Rule #33), that amasses the highest number of LCI Derby Prize Points. c. The LCI Warm Water Super Bonus Grand Prize shall be awarded to the Father’s Day Derby registrant who (a.) has purchased the 2018 Cash Extras option in addition to his or her basic Father’s Day Derby registration, and who (b) enters a SINGLE fish, from any of the four eligible Warm Water species in the LCI Father’s Day Fishing Derby presented by Yamaha (see Rule #33), that amasses the highest number of LCI Derby Prize Points. d. Only one (1) $10,000 prize will be awarded. 51. LCI Tagged Fish Bonus a. To qualify for this prize, the angler must be a registrant of the 2018 Father’s Day Derby and have selected and paid for the Cash Extras options. b. Any angler who catches an LCI tagged fish during derby hours shall receive $1,000 cash. c. T.E.A.M. PRIZES
52. The T.E.A.M. (Two Entries, Any Member) Prize shall be awarded to that Father’s Day Derby T.E.A.M. which (1) has purchased a T.E.A.M. registration in addition to Father’s Day Derby registrations for each of the individual members of the T.E.A.M., and (2) collectively enters two fish, both from within either the Cold Water Division, Cool Water Division or the Warm Water Division, that when added together amass the highest number of LCI Derby Prize Points. The two fish may be caught by a single member, or by different members of the T.E.A.M., but must each be caught according to the Angling Regulation (Rule #26).
53. All 2018 Father’s Day Derby T.E.A.M.s shall be governed by the following rules: a. The T.E.A.M. (Two Entries, Any Member) will be composed of at least one (1) and not more than four (4) members. b. Prior to the tournament, each T.E.A.M. member must also purchase a valid individual, junior or family registration. c. Each T.E.A.M. member must be listed on the T.E.A.M. registration form d. T.E.A.M. registrations must be purchased no later than 11:59 p.m. on Friday, June 15, 2018, at specified retail outlets. Mailed T.E.A.M. applications must be postmarked no later than May 14, 2018. VISA and MasterCard T.E.A.M. applications will be accepted by telephone, facsimile and online through May 31, 2018. All T.E.A.M. members must be listed on the registration form at the time of purchase. e. A contestant may be a member of one and only one T.E.A.M. f. Each T.E.A.M. shall choose a Captain in whose name the T.E.A.M. will be registered. Also, if a T.E.A.M. name is not indicated, one may be assigned. g. T.E.A.M. members may divide themselves into not more than two (2) groups while fishing. This means a limit of 2 boats per T.E.A.M., or shore anglers fishing in no more than two groups. In all cases, the witness requirement continues to apply (see Rule #’s 13 &14). h. LCI Derby Prize Point Determination Example for T.E.A.Ms: 7.0-pound Atlantic salmon (not alive): 7.0 x 71 = 497 LCI Derby Prize Points. 10.0-pound lake trout (alive): 10.0 x 36 = 360 LCI Derby Prize Points, plus 5% bonus for being alive gives a total of 378 LCI Derby Prize Points (see example, Rule #33). Total for above example is 497 + 378 = 875 Father’s Day Derby Prize Points.
MISCELLANEOUS
54. Lake Champlain International, Inc. Board members and staff and their immediate families, sponsors, and officials and volunteers involved in the daily operation of the Father’s Day Derby, are not eligible to participate. 55. All contestants agree to give the Lake Champlain International, Inc. Board of Directors full rights for promotional or commercial purposes to any photograph of themselves taken by the Lake Champlain International, Inc. Board of Directors or its duly authorized agents. 56. Each contestant agrees to hold the Lake Champlain International, Inc. Board of Directors, Father’s Day Derby sponsors, their agents, employees and volunteers harmless from any liability of any nature for any injuries and/or damage suffered by the contestant in conjunction with the Father’s Day Derby. 57. All entries are subject to review by Father’s Day Derby Officials. Lake Champlain International, Inc. reserves the right to change any entry that it believes to be in error (see Rule #16). The decision of the Father’s Day Derby Officials is final. In the event of a tie, unless otherwise specified, the first fish weighed in will be declared the winner. All prize winners will be posted at LCI Derby Headquarters, 531 Main Street, Colchester, Vermont, at noon on Tuesday, June 19, 2018. Participants who wish to contest posted Father’s Day Derby standings must do so by presenting a valid weigh-in form and registration form to Father’s Day Derby Officials prior to 2:00 p.m., June 19, 2018. Prizes will be announced, and lower-tier prizes will be presented, at the LCI Awards Ceremony on June 22, 2018. Results will be considered final at 5 p.m. on June 19, 2018, and all remaining prizes will be awarded subsequent to that final determination. 58. Participants must present challenges to the final standings, in writing, between noon and 2:00 p.m. June 19, 2018 at LCI Derby Headquarters, 531 Main Street, Colchester, VT 05446. 59. Lake Champlain International, Inc. reserves the right to change these rules at any time without notice.
60. Dispute Resolution; Arbitration. In the event of any dispute between the parties with respect to any matter covered by these rules, the parties shall first use their best efforts to resolve such dispute among themselves. If the parties are unable to resolve the dispute within thirty (30) calendar days after the commencement of efforts to resolve the dispute, the dispute will be submitted to arbitration in accordance with the following provisions. The arbitrator in such arbitration may rule on any and all claims or controversies for which a federal or state court would be authorized to grant relief, whether or not arising out of, relating to, or associated with the activities of Lake Champlain International, Inc. All claims shall be determined under the law of the State of Vermont, without regard to conflict of law principles. 61. Either Lake Champlain International, Inc. or the Father’s Day Derby participant may submit any matter referred to above to arbitration by notifying the other party, in writing, of such dispute. Within ten (10) days after receipt of such notice, Lake Champlain International, Inc. and the Father’s Day Derby participant shall designate in writing one arbitrator to resolve the dispute; provided, however, that if such parties cannot agree on an arbitrator within such ten (10) day period, the American Arbitration Association shall select the arbitrator. The arbitrator so designated shall not be an employee, consultant, officer, director, or member of any party or an affiliate of or relation to any party. 62. Within fifteen (15) days after the designation of the arbitrator, the arbitrator, Lake Champlain International, Inc. and the Father’s Day Derby participant shall meet, at which time shall be required to set forth in writing all disputed issues and a proposed ruling on each such issue. 63. The arbitrator shall set a date for a hearing, which shall be no later than thirty (30) days after the submission of written proposals pursuant to subsection (b) immediately above, to discuss each of the issues identified by Lake Champlain International, Inc. and the Father’s Day Derby participant. Each such party shall have the right to be represented by counsel. The arbitration shall be governed by the rules of the American Arbitration Association; provided, however, that the arbitrator shall have sole discretion with regard to the admissibility of evidence. 64. The arbitrator shall use his or her best efforts to rule on each disputed issue within thirty (30) days after the completion of the hearings described in subsection (c) immediately above. Any ruling of the arbitrator shall be accompanied by a written opinion of the arbitrator detailing the arbitrator’s reasoning for such ruling. The determination of the arbitrator as to the resolution of any dispute shall be binding and conclusive upon all parties. All rulings of the arbitrator shall be in writing and shall be delivered to the parties. 65. The Arbitrator shall award costs and expenses, including but not limited to reasonable attorney’s fees and arbitration fees and costs. 66. Any arbitration pursuant to this section shall be conducted in Chittenden County, Vermont. Any arbitration award may be entered in and enforced by any court having jurisdiction thereover, and the parties hereby consent and commit themselves to the jurisdiction of the courts of the State of Vermont and any United States District Court in Vermont for purposes of the enforcement of any arbitration award.

THESE RULES CONTAIN AN AGREEMENT TO ARBITRATE. THE PARTIES UNDERSTAND THAT NEITHER WILL BE ABLE TO BRING A LAWSUIT CONCERNING ANY DISPUTE THAT MAY ARISE WHICH IS COVERED BY THE ARBITRATION AGREEMENT, UNLESS IT INVOLVES A QUESTION OF CONSTITUTIONAL OR CIVIL RIGHTS. INSTEAD, WE AGREE TO SUBMIT ANY SUCH DISPUTE TO AN IMPARTIAL ARBITRATOR.
