Celebrating 35 Years of Family, Friends & Fishing

By Eric LaMontagne Anniversaries are, by nature, a time for reflection. This being the 35th anniversary of the LCI Father’s Day Derby presented by Yamaha, I can’t help put look back at my last five Father’s Day Derbies with LCI and the responsibility I now hold of being at the helm of this incredible event.

I have to make a confession – when I started here in November of 2010, I had never heard of the LCI Father’s Day Derby. Even as a life-long Vermonter and fisherman, I was not aware of this amazing celebration that happened just a short drive north of my home waters. Five derbies later, I realize I have been unfalteringly supported by some of the most capable, dedicated, passionate, and patient people with whom I have ever worked.

You, our loyal anglers, continue to amaze me with the stories and history you share on a regular basis.

You’ve recounted tales that are happy and sad, shared details and quick anecdotes, and proudly showed off pictures of your best catches. Each account sheds even more light on the true power of this event. (Although a note to the gentleman from a couple years back: inviting yourself to join my date and I at our dinner table may not be the most appropriate time to show off that bass you caught during the derby 10 years ago…)

A few of the more memorable snapshots from the past half-decade: A couple getting married during the

Derby; a gentleman bringing a quilt made from LCI Derby t-shirts to a trade show; the look on the face of the friend of our boat winner when he realized the real reason he was at the Awards Ceremony was to tow home a brand new boat; the 9-year-old who spent an hour reeling in a carp as long as he was tall; the guy who filleted out what would have been a first-place fish because he didn’t know brown trout were part of the Derby; the woman who won a species category in the same boat that she’d won as a Derby prize as a junior angler more than a decade ago; the siblings who created a legacy fund in the name of their late brother; and valued family time at the Derby beyond all else. I could go on for pages.

As the 35th running of the Father’s Day Derby approaches, I encourage you to continue sharing your stories. Post to our Facebook page, give us a call, or write us a letter. Knowing there are 5,000 happy people out there making memories, enjoying each other, and spending time on our beautiful lake is as strong a motivational force as they come.

Your stories make the Derby, and I am genuinely excited to see what this year will bring.

The child must play and land the fish, although the adult may help with baiting hooks, casting, and landing the fish with a net. Each entry will be judged on weight and time of entry.

Q: How did the LCI Father’s Day Derby start in 1982?

A: The Father’s Day Derby, LCI’s marquee fundraiser, started as a joint venture between the Lake Champlain Regional Chamber and concerned local conservationists. It was an instant success with about 1200 entrants fishing that year. The Lake Champlain International Derby still subscribes to the same set of values on which it was formed — to

bring people together to raise awareness of the issues facing Lake Champlain.

The original founders were particularly horrified by the dismal state of the native lake trout and salmon populations. They had been really decimated by a loss of habitat, which made them extremely vulnerable to predation by the invasive parasite — sea lamprey. The first Derbies just focused on a few key species but as the event grew it encompassed more and more species, leaving us with the multi-

species event we have today. It serves as a major biological tool for federal and state agencies assessing the health of fisheries.

Q: Where do people come from to fish the Derby?

A: We’ve had as many as 5,800 entrants, as far as I can recall, come fish the Derby from nearly every state in the nation. We average roughly 5,000 with weather and fuel prices always being a big factor. This year I was contacted by a professional angler in Egypt who wanted to come, and we’ve had soldiers take their leave from serving in Afghanistan to come fish the Derby.

Q: The Derby’s about more than fishing, right? What are some of the best stories you can remember?

A: There are so many! One of my favorites was the wedding last year that took place between two anglers during the Derby.

There was also the woman who won a boat as a Junior Angler and then years later won Lady of the Lake fishing from that same boat she’d won as a kid. The Derby sticks with people: I’ve seen people make quilts out of our t-shirts. Once an older woman repeatedly requested a copy of her husband’s registration for days after the tournament. He had just passed and she wanted to bury him with his registration.

Normally we don’t issue duplicates without a signed letter from the angler — we obviously made an exception given the circumstances.

James Ehlers has served as the executive director for Lake Champlain International for more than 17 years and has more than 20 years of experience with water quality issues and conservation. When he’s not advocating for Lake Champlain, you’ll find him out brook fishing, calling moose or hunting deer or home with his wife and four children.

Q: What’s the story behind the biggest fish ever landed in the Father’s Day Derby?

animal feeding areas and pesticides, and manure applied to croplands, or through wastewater treatment effluent.

A: Our most recent record fish was caught last year. Craig Provost’s 10.26-pound record-setting walleye proved that you never really know what’s going to happen when you’re out on the water. Craig was targeting bass in shallow water on the northern part of the lake when something BIG hit his line. He wasn’t sure if it was a pike or just the hardest-fighting walleye he had every hooked. Craig landed the fish, and, not being a walleye angler, decided it looked big enough that it might be worth bringing into the station. Little did he know what was in his livewell.

The fish ended up setting a 35-year tournament record and Craig went home with more than $13,000 in cash for his accidental catch! Near 25-pound northerns and 30-pound catfish are just a few of the others.

Q: How much has Lake Champlain changed in 35 years?

According to a report published in the U.S. Fish & Wildlife Service last fall, 85 percent of male smallmouth bass and 27 percent of male largemouth bass tested in waters in or near 19 National Wildlife Refuges in the Northeast were intersex.

The Missisquoi National Wildlife Refuge on Lake Champlain was part of that study.

A: The Lake has changed tremendously— again, both for the worse and for the better. Point source pollution has been arrested in large part, but stormwater pollution and agricultural pollution are taking their toll and manifesting themselves as both a major economic and ecological threat. The impacts range from the loss of tourism revenue and declining property values to fish kills, public drinking water threats, and beach closures. Cyanobacteria outbreaks and the neurotoxins and liver toxins they can and do produce should serve as a wake-up call for all Vermonters.

Q: What’s the weirdest fish caught at the Derby?

A: We sometimes see uncommon species during the tournament such as the invasive tench, a German fish which filtered in to Lake Champlain from New York in the early 2000s, or the longnose gar, a long, pointy-nosed prehistoric fish that’s been around for nearly 100 million years! These aren’t species that are part of the Derby, but you get guys from out of town catching these strange fish they didn’t know existed and they’ll bring them into the station to figure out just what the heck they caught.

Q: How does the health of the Lake Champlain fishery compare now with 35 years ago?

A: A hatchery-supported trout and salmon population are now thriving due to the success of the sea lamprey control program. The walleye hatchery program has gone a long ways towards the recovery of a naturally spawning population. But there is still much work to do, particularly with the restoration of the Missisquoi and its 7.5 miles of native habitat. American eel is making a comeback and there seem to be similar signs of a whitefish rebound.

And, we still hold out hope that we can restore water quality and habitat to the point where we can see native brook trout taking hold in the main streams

Q: Have the size and number of fish caught changed over the years?

A wedding and a record-setting walleye were two highlights from the 2015 derby. and tributaries. All of that said, the intersex fish issue among smallmouth bass is alarming, with all signs pointing to agricultural pollution, and perhaps wastewater treatment plant byproducts, as the chief culprits.

Q: Huh? What do you mean by “intersex fish issue”?

A: Intersex is when one sex develops characteristics of the opposite sex. It is tied to the exposure of fish to endocrinedisrupting chemicals that can affect the reproductive system and cause the development of characteristics of the opposite sex, such as immature eggs in the testes of male fish. Endocrinedisrupting chemicals are found in some types of birth control pills, natural sex hormones in livestock manures, herbicides and pesticides. They may get into water from agricultural production,

A: Yes, they have grown — lake trout and salmon especially. The winning fish from 10 years ago wouldn’t even touch the top 100 in the 2015 event.

Q: What’s the single biggest improvement in fishing technology in the last 35 years? And what’s your secret for catching fish?

A: We now have side-imaging sonar, machines that make the sounds of schooling fish, UV-reactive lures, autopilot systems in boats, molecularlybonded fishing line … there are so many improvements. However, all the technology in the world can’t trump the old adage—you gotta fish where the fish are! The ability to read depth charts, identify cover and know the habits of your target species will always be the most important gear in your arsenal. And don’t forget good ‘ol fashioned patience!

As far as secrets for catching fish, go fishing—at the very worst, you will have spent time visiting beautiful places.

For the Dunklings, who run Sure Strike Charters, fishing is a business that goes back generations.

n the 1700s, there were so many wild salmon swimming in Lake Champlain and its tributaries that signs warned horsemen crossing the streams where they spawned not to let their horses slip on the fish.

Though both the numbers and the size of fish have grown in recent years, the populations are still not reproducing in the wild at a sustainable rate. Scientists are not yet sure why.

But the biggest threat Ehlers and Dunkling see to the fishery today is not other predators or chemical pollutants, but two staples of the Vermont diet — dairy and meat.

“The first thing we need to do to help clean up our waters is to restrict the run-off from our farms,” Ehlers said.

Lake Champlain, 124 miles long and more than 400 feet deep in many places, may be the largest of Vermont’s lakes but it’s not the only place where you’ll find record fish. In fact, record fish have been caught from Lake Willoughby down to Lake St. Catherine. While the LCI Father’s Day Derby rewards anglers who catch fish just this one weekend in June, the Lake Champlain Basin Derby allows anglers to weigh in their three heaviest fish, caught anywhere in the Lake Champlain Basin between April 9, 2016 and March 31, 2017. We called upon you many times to make calls, write letters, educate your friends, attend hearings and events, and pay attention to important issues. Each time we asked, you delivered. It is because of your response that one message rang loud and clear throughout the state house, in the media, and in our communities — the time to take action for clean water is NOW! We are more committed than ever to protecting your interest in the social and economic value of swimmable, drinkable, fishable waters. We will relentlessly represent these values on the water, in the classroom, at the state house, in a public meeting, during a kids’ event, or while providing expert testimony in a committee hearing.

I am satisfied to say that we are indeed seeing progress on many complex economic, biological, and ecological issues. Major utilities are stepping up to the plate to break ground on first-of-their-kind projects that will help control nutrient pollution. The impact to fish of the damaging sea lamprey continues to decline. Businesses with long histories of poor land-use management are taking steps to address their impact on Lake Champlain. There is renewed interest in the promotion of the outdoor heritage — the fertile ground from which tomorrow’s stewards will rise.

We must use this momentum to push as hard as we ever have for much needed reform and accountability.

INTEGRITY STATEMENT 1. Each LCI Father’s Day Fishing Derby presented by Yamaha participant and all registered affirming witnesses, must submit to a polygraph (lie-detector) examination upon request of Father’s Day Derby Officials, or he/ she shall be disqualified. Based on the results of this examination, the Lake Champlain International, Inc. Board of Directors reserves the right to disqualify the contestant. In the event that LCI Father’s Day Fishing Derby presented

by Yamaha Officials disqualify a contestant, any and all fish which were offered by that contestant during the LCI Father’s Day Fishing Derby presented by Yamaha shall also be disallowed.

Further, any contestant who has ever been disqualified by LCI Father’s Day Fishing Derby presented by Yamaha Officials shall be permanently barred from participation in any and all future fishing derbies promoted by Lake Champlain International, Inc. 2. The LCI Father’s Day Fishing Derby presented by Yamaha will hereafter be referred to as the “Father’s Day Derby.”

REGISTRATION 3. Prior to the Father’s Day Derby, each contestant must purchase a valid individual, junior or family registration, either directly from Lake Champlain International, Inc. or through one of the LCI Derby 2016 Official Retail Registration Outlets.

4. All participants must hold a valid fishing license for the waters they are fishing as required by state law.

5. All persons aboard the same vessel/boat must be registered in the Father’s Day Derby. No one is allowed to be on the boat if they are not registered, regardless whether or not they are fishing.

6. A family registration may be purchased for the Father’s Day Derby and includes the following: registrant, spouse and their legally dependent children seventeen (17) years of age or younger at opening of the Father’s Day Derby. Only one registration form will be issued per family which covers all family registrants.

Each registered family member is eligible for Father’s Day Derby prizes; however, any random drawings to determine prize winners will be executed according to the rule of one chance

per registration form, not per person registered (lottery prizes excluded).

7. Father’s Day Derby registrations must be purchased no later than 11:59 pm on Friday, June 17, 2016, at specified 2016 Official Retail Registration Outlets. VISA and MasterCard applications will be accepted by telephone, facsimile, or internet through May 31, 2016.

8. Father’s Day Derby registration forms are not transferable. They must be presented on each occasion a fish is offered, and they may not be honored or replaced if lost. This determination is made at the sole discretion of Lake Champlain International, Inc. Any number of fish may be offered by each Father’s Day Derby contestant using the same registration form.

9. A $10 fee will be charged for any requested duplicate registrations due to loss or theft.

10. Requests for refunds due to accidental duplicate registration purchase will be considered only if made in writing and postmarked on or before June 30, 2016.

11. Requests for refunds for any other reason must be made in writing, submitted with the registration to be nullified, and must be postmarked on or before May 31, 2016.

WITNESSES

BOUNDARIES/HOURS

12. In order to affirm the integrity of the catch of each fish offered in the Father’s Day Derby, there MUST BE A REGISTERED AFFIRMING WITNESS TO EACH CATCH.

18. The boundaries of the Father’s Day Derby shall include: a. Lake Champlain Proper as defined in the New York Freshwater Fishing Official Regulations Guide and Vermont Hunting, Fishing and Trapping Laws and Guide. b. Southern Boundary: Lock Number 12 at Whitehall, NY c. Northern Boundary: Canadian border.

13. Shore and pier anglers MUST HAVE A REGISTERED AFFIRMING WITNESS TO EACH CATCH.

REGISTERING THE FISH 14. CONTESTANTS and AFFIRMING WITNESSES must complete a weigh-in form furnished by the Lake Champlain International, Inc. Board of Directors at the weigh station. Only official weigh-in forms transmitted to LCI Derby Headquarters at 531 Main Street, Colchester, VT 05446, from official 2016 Father’s Day Derby weigh stations will be accepted.

15. The contestant is responsible for the accuracy of the information about his or her entered fish as it is transcribed on the official weigh-in form. Once the contestant has affixed his or her signature to the weigh-in form, he or she relinquishes all rights to challenge the accuracy of the data.

16. Weigh-in data as transcribed, and signed to, on the official weigh-in form at the weigh station will not be considered final until all entered information has been transmitted to LCI Derby Headquarters at 531 Main Street, Colchester, VT 05446 and reviewed, subjected to biological feasibility scrutiny, and accepted by Father’s Day Derby Officials. The signature of a Father’s Day Derby weigh attendant on an official weigh-in form does not in and of itself constitute the final determination concerning any entry.

17. Each Father’s Day Derby participant and all registered affirming witnesses, must submit to a polygraph (lie-detector) examination upon request of Father’s Day Derby Officials, or he/ she shall be disqualified. Anglers may not fish in waters that are only accessible by private permission or limited rightof-way, or that cannot otherwise be reasonably accessed by all participants.

20. Father’s Day Derby hours: Opening: 12:01 a.m., Saturday, June 18, 2016 Closing: 4:00 p.m., Monday, June 20, 2016 21. Father’s Day Derby Weigh Station hours: Weigh station hours are 9:00 a.m. to 6:00 p.m.

Saturday & Sunday, 9:00 a.m. to 4:00 p.m. on Monday, at any of the regular weigh stations (listed on locator map). Three weigh stations will operate with extended hours of 9 a.m. to 8 p.m.

Saturday and 8 a.m. to 8 p.m. on Sunday and three weigh stations will operate 24-hours a day beginning at 9:00 a.m. Saturday June 18, 2016.

All weigh stations close at 4 p.m. on Monday, June 20, 2016.

22. All fish entered in the Father’s Day Derby must be caught upon hook and line and retrieved by rod and reel within the boundaries of the Father’s Day Derby.

23. Fish must be caught between 12:01 a.m.

Saturday, June 18, 2016 and prior to 4:00 p.m. Monday, June 20, 2016. All fish must be presented to a Father’s Day Derby weigh station no later than 4:00 p.m. Monday, June 20, 2016.

24. Any angler found importing fish from another body of water, misrepresenting a fish’s weight, attempting to alter a fish’s weight or manipulate the fish in any manner to achieve a change in weight will be subject to legal proceedings.

Angling Regulation 25. Father’s Day Derby contestants shall only enter fish caught within the derby boundary and hours 26. The same angler must cast and hook, or, in the case of a trolled release, fight, and bring the fish to net unaided by any other person. No other person may touch any part of the tackle during the playing of the fish, or give aid other than taking the leader for landing purposes.

27. Only two (2) lines are permitted per angler at any time during the derby. This applies for both the Vermont and New York side of the lake. This rule applies regardless of state regulation.

28. Father’s Day Derby contestants may enter one or more fish.

29. All contestants must follow local and federal angling laws.

CONDITION OF FISH 30. All fish must be whole, fresh and never been frozen. No gaffed, snagged or foul-hooked fish will be accepted for entry. All fish entered will be marked for identification purposes, and may at the sole discretion of the Father’s Day Derby Officials become the property of the Lake Champlain International, Inc. Board of Directors.

Any angler found misrepresenting a fish’s weight or attempting to alter a fish’s weight will be subject to legal proceedings.

31. In the interest of conservation of fish species, anglers are encouraged to release all fish caught in the Father’s Day Derby. The intent is to release all fish entered alive, and anglers are encouraged to properly handle live fish. For the purposes of the Father’s Day Derby, a Father’s Day Derby-eligible fish shall be determined to be alive if it is the sole discretion and judgment of the Weigh Station Captain that the fish shows any reasonable signs of life.

Any entered fish which is considered to be alive under this criterion shall be validated for a 5% LCI Derby Prize Point bonus. The Weigh Station Captain’s determination shall be made at the time of weigh-in, and shall be considered final.

Fish which do not conform to all Fish and Wildlife laws of the applicable state shall be disqualified. PRIZEWINNER DETERMINATION 35. It is the responsibility of the prize-winner to collect his/her prize(s). Prizes, or parts thereof, not claimed by July 15, 2016 will become the property of the Lake Champlain International, Inc. Board of Directors.

36. All tax liability is the burden of the recipient of the prize. Additionally, in accordance with state and federal authorities, Lake Champlain International, Inc. may be required to collect taxes before prizes can be presented.

37. The LCI Derby Prize Point value of each fish entered in the Father’s Day Derby shall be determined by multiplying the weight of the fish by the Species Points for that species. In addition, all Father’s Day Derby-eligible fish from the seven major species categories which are entered alive and relinquished to Weigh Station Captains shall receive a 5% LCI Derby Prize Point bonus (see Rule #32). Live fish shall be given priority at weigh-in.

38. Prize Point values for each of the eligible species are as follows. a. Cold Water Division: Atlantic Salmon/Steelhead & Brown Trout 66 Lake Trout 37 b. Cool Water Division: Walleye 62 Northern Pike 37 Smallmouth Bass 100 c. Warm Water Division: Largemouth Bass 81 Extraordinary Species Category: Bowfin 41 Catfish 20 Sheepshead 29 An example determining points for a live smallmouth bass that qualifies for the 5% LCI Derby Prize Point bonus follows: A 4.4-pound Smallmouth Bass is worth 4.4 (weight) x 100 (points-per-pound) = 440 LCI Derby Prize Points.

If the fish is determined to be alive at the time of weigh-in, add an additional 5%, or 22, bonus points. Thus, the entry earns the angler 440 + 22 = 462 LCI Derby Prize Points.

39. 1st Place Species Prizes shall be awarded, for each of the seven (7) eligible species categories (see Rule #33), to any Father’s Day Derby registrant who enters one fish from that

category which amasses the highest number of LCI Derby Prize Points for a single fish.

Subsequent Species Prize places shall be likewise determined, in order, according to total LCI Derby Prize Points.

40. The Junior Division Prizes shall be awarded to the Father’s Day Derby registrant who is fourteen (14) years of age or under on June 18, 2016 and who enters one fish from any of the eligible species in the Father’s Day Derby (see Rule #33), between the opening and closing hours of the Father’s Day Derby, that amasses the highest number of LCI Derby Prize Points.

Subsequent Junior Grand Prize places shall be likewise determined, in order, according to total LCI Derby Prize Points. Only a junior angler’s highest scoring fish per Junior Division will be considered eligible for an award. Awards will be made for Cold, Cool and Warm Divisions. a. In addition to the eligible derby species, junior anglers may also enter yellow perch that are a minimum of 12 inches in length. There will be a special award category for junior yellow perch.

41. Early Bird Special. a. Anyone who registers for the 35th Father’s Day Derby presented by Yamaha on or before March 31, 2016, will be entered to win a Smugglers Notch Resort vacation package valued at up to $1800 dollars. b. To qualify, anglers must submit a COMPLETE registration for the 35th Father’s Day Derby presented by Yamaha. c. Winners will be drawn during the awards ceremony on June 24, 2016. Winner need not be present to win.

42. Ladies of the Lake with prizes from Cynthea’s Spa a. The female angler who is both registered in the Father’s Day Derby, and catches the fish that scores the most points in the Cold, Cool, or Warm Water Division, shall receive a prize package valued at over $500.

43. The Big Boat Bonanza a. To win the boat, an angler must have their name drawn at random during the Awards Ceremony for the 2016 Father’s Day Derby. b. An angler is given entry for the drawing based on the following criteria: i. Angler receives two entries for each of their fish placing in 1st – 10th in any species category at the end of the derby ii. Angler receives one entry for each of their fish placing 11th – 25th place in any species category at the end of the derby. iii. Each angler on the first place T.E.A.M. in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive three entries. iv. Each angler on the second place T.E.A.M in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive two entries. v. Each angler on the third place T.E.A.M. in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive one entry. c. Anglers with a fish placing in the top-25 in any species category at the end of the derby will be eligible to receive a one-time bonus entry if they are a member of a T.E.A.M. or have signed up for the Cash Extras.

Anglers must enter three fish – one fish each day of the derby – that amass the highest number of LCI Derby Prize Points in either the Cold Water, Cool Water or the Warm Water Division (see rule #26 for more on point calculation). Only the angler’s single highest scoring fish per division per day for each of the three days of competition will be included in their final point total. d. Each fish entered MUST be weighed on the same day it was caught to qualify for Angler of the Year. For example, a fish caught at 11:45pm Saturday, but weighed in at 12:45am Sunday, will still count towards species and T.E.A.M. prizes, but not toward Angler of the Year. e. Throughout the Father’s Day Derby, our computerized results program will keep track of the single highest scoring fish per division per angler for each of the three days, automatically replacing lower-point fish when a higher-point fish is registered. Lower-point fish will still be considered for any other prize for which an angler is eligible. f. This is a non-exclusive prize, which means it can be won in addition to whatever other prize(s) the angler might also earn. g. Tiebreakers will be determined first by the greatest number of fish entered and second by the single highest-scoring fish entered. If still a tie, the prize shall be split. h. Failure by any claimant(s) to comply with the terms and conditions of the Father’s Day Derby Official Rules and Regulations will render the claim void and no prize will be paid. i. As a condition for claim consideration an investigation will be conducted if, in Lake Champlain International, Inc.’s sole opinion, such action is warranted. Such an investigation will include, but will not be limited to, requiring the winner and/or witness to submit to and pass in a conclusive manner polygraph examinations.

45. $1,000 VT Beef Council Crazy Carp Challenge. a. $1,000 will be awarded to the angler registered in the Father’s Day Derby, who registers the largest Carp by weight at a Father’s Day Derby weigh station, between the hours of 9:00 a.m. June 18 and 4:00 p.m. June 20, 2016.

All other Father’s Day Derby rules apply.

2016 CASH EXTRA PRIZES 46. 2016 Cash Extras include the Super Bonus prizes, Tournament Record Double Downs (WIZN Big Bad Bass; WOKO Big Station Salmon; Lakeshore Ace Laker; Windjammer Walleye; Ray’s Seafood Market and Restaurant Sheepshead; VT Field Sports Northern Pike; Shelburne Camping Bowfin; Cloud Nine Charters Catfish); the $10,000 Coca-Cola Classic Lake Record Reward; and the Campaign for Vermont Tagged Fish Bonus.

47. General requisite qualifications for Cash Extra Prize awards: a. Fish must be eligible for the Father’s Day Derby and registered ALIVE. b. In order to be eligible for a 2016 Cash Extras prize, the fish or fishes must be caught in compliance with all state and federal rules and regulations as well as the Lake Champlain International, Inc. Rules and Regulations (no electric reels are allowed) and all other rules contained herein. c. The angler must have purchased the 2016 Cash Extras option at time of registration. d. At the request of LCI Officials, any winner must submit to and pass, in a conclusive manner, a polygraph examination as a condition precedent to claim consideration. e. The polygraph examiner shall be chosen by Lake Champlain International, Inc. The polygraph examiner shall make the final determination regarding passing or failing the examination.

f. Fish must be caught by an official entrant in the Father’s Day Derby during official Father’s Day Derby hours. g. If there is a claim, any requisite paper work must be completed in its entirety and presented the same day as the catch to LCI Derby Headquarters located at 531 Main Street, Colchester, VT 05446. Lake Champlain International, Inc. will provide any requisite paper work. h. Eligible contestants: Only those participants officially entered in the Father’s Day Derby who comply with any and all Father’s Day Derby rules and regulations shall be eligible to compete for a prize. i. Failure by any claimant(s) to comply with any and all Rules and Regulations of the Father’s Day Derby will render the claim void and no prize will be paid. j. As a condition for claim consideration an investigation will be conducted if, in Lake Champlain International, Inc.’s sole opinion, such action is warranted. The LCI Cool Water Super Bonus Grand Prize shall be awarded to the Father’s Day Derby registrant who (a.) has purchased the 2016 Cash Extras option in addition to his or her basic Father’s Day Derby registration, and who (b.) enters a SINGLE fish, from any of the three eligible Cool Water species in the LCI Father’s Day Fishing Derby presented by Yamaha (see Rule #33), that amasses the highest number of LCI Derby Prize Points. c. The LCI Warm Water Super Bonus Grand Prize shall be awarded to the Father’s Day Derby registrant who (a.) has purchased the 2016 Cash Extras option in addition to his or her basic Father’s Day Derby registration, and who (b) enters a SINGLE fish, from any of the four eligible Warm Water species in the LCI Father’s Day Fishing Derby presented by Yamaha (see Rule #33), that amasses the highest number of LCI Derby Prize Points. d. To be eligible for either (or all three) of the Cold Water and/or Cool Water and/or the Warm Water Super Bonus Grand Prizes, a participant must have a valid 2016 Father’s Day Derby registration with the proper Super Bonus Grand Prize validation. To qualify for this prize, the angler must be a registrant of the 2016 Father’s Day Derby and have selected and paid for the Cash Extras options. c. For the purposes of this award, the Lake Records, as defined by Vermont Fish and Wildlife, are as follows: Atlantic Salmon – 11.24 pounds Bowfin – 13.15 pounds Lake Trout – 18.94 pounds Largemouth Bass – 7.19 pounds Smallmouth Bass – 6.78 pounds Northern Pike – 26.00 pounds Walleye – 14.55 pounds Channel Catfish – 32.25 pounds Sheepshead – 21.69 pounds d. To win this prize, the weight of the fish reported must exceed their respective record by 0.01lbs or more. e. The fish will be surrendered to LCI for verification by LCI and State of Vermont officials. f. In the event that two fish of the same species are entered of the exact same weight, and both break the record, the fish that was reported first will be declared the winner. g. In the event that the lake record in more than one species is broken, the fish that was reported the earliest will be declared the winner.

h. In the event that a record for one species is broken more than once by fish of different weights, then the largest fish at the end of the derby will be declared the winner. i. Only one (1) $10,000 prize will be awarded.

51. LCI Tagged Fish Bonus a. To qualify for this prize, the angler must be a registrant of the 2016 Father’s Day Derby and have selected and paid for the Cash Extras options. b. Any angler who catches an LCI tagged fish during derby hours shall receive $1,000 cash. c. 55. All contestants agree to give the Lake Champlain International, Inc. Board of Directors full rights for promotional or commercial purposes to any photograph of themselves taken by the Lake Champlain International, Inc. Board of Directors or its duly authorized agents.

T.E.A.M. PRIZES 52. The T.E.A.M. (Two Entries, Any Member) Prize shall be awarded to that Father’s Day Derby T.E.A.M. which (1) has purchased a T.E.A.M. registration in addition to Father’s Day Derby registrations for each of the individual members of the T.E.A.M., and (2) collectively enters two fish, both from within either the Cold Water Division, Cool Water Division or the Warm Water Division, that when added together amass the highest number of LCI Derby Prize Points. The two fish may be caught by a single member, or by different members of the T.E.A.M., but must each be caught according to the Angling Regulation (Rule #26).

53. All 2016 Father’s Day Derby T.E.A.M.s shall be governed by the following rules: a. The T.E.A.M. (Two Entries, Any Member) will be composed of at least one (1) and not more than four (4) members. b. Prior to the tournament, each T.E.A.M. member must also purchase a valid individual, junior or family registration. c. Each T.E.A.M. member must be listed on the T.E.A.M. registration form d. VISA and MasterCard T.E.A.M. applications will be accepted by telephone, facsimile and online through May 31, 2016.

54. Lake Champlain International, Inc. Board members and staff and their immediate families, sponsors, and officials and volunteers involved in the daily operation of the Father’s Day Derby, are not eligible to participate.

56. Each contestant agrees to hold the Lake Champlain International, Inc. Board of Directors, Father’s Day Derby sponsors, their agents, employees and volunteers harmless from any liability of any nature for any injuries and/or damage suffered by the contestant in conjunction with the Father’s Day Derby.

57. All entries are subject to review by Father’s Day Derby Officials. Lake Champlain International, Inc. reserves the right to change any entry that it believes to be in error (see Rule #16). The decision of the Father’s Day Derby Officials is final. In the event of a tie, unless otherwise specified, the first fish weighed in will be declared the winner. All prize winners will be posted at LCI Derby Headquarters, 531 Main Street, Colchester, Vermont, at noon on Tuesday, June 23, 2016. Participants who wish to contest posted Father’s Day Derby standings must do so by presenting a valid weigh-in form and registration form to Father’s Day Derby Officials prior to 2:00 p.m., June 22, 2016.

Prizes will be announced, and lower-tier prizes will be presented, at the LCI Awards Ceremony on June 24, 2016. Results will be considered final at 5 p.m. on June 22, 2016, and all remaining prizes will be awarded subsequent to that final determination.

58. Participants must present challenges to the final standings, in writing, between noon and 2:00 p.m. June 21, 2016 at LCI Derby Headquarters, 531 Main Street, Colchester, VT 05446.

59. Lake Champlain International, Inc. reserves the right to change these rules at any time without notice.

60. Dispute Resolution; Arbitration. In the event of any dispute between the parties with respect to any matter covered by these rules, the parties shall first use their best efforts to resolve such dispute among themselves. If the parties are unable to resolve the dispute within thirty (30) calendar days after the commencement of

efforts to resolve the dispute, the dispute will be submitted to arbitration in accordance with the following provisions. The arbitrator in such arbitration may rule on any and all claims or controversies for which a federal or state court would be authorized to grant relief, whether or not arising out of, relating to, or associated with the activities of Lake Champlain International, Inc. All claims shall be determined under the law of the State of Vermont, without regard to conflict of law principles.

61. Either Lake Champlain International, Inc. or the Father’s Day Derby participant may submit any matter referred to above to arbitration by notifying the other party, in writing, of such dispute. Within ten (10) days after receipt of such notice, Lake Champlain International, Inc. and the Father’s Day Derby participant shall designate in writing one arbitrator to resolve the dispute; provided, however, that if such parties cannot agree on an arbitrator within such ten (10) day period, the American Arbitration Association shall select the arbitrator.

The arbitrator so designated shall not be an employee, consultant, officer, director, or member of any party or an affiliate of or relation to any party.

62. Within fifteen (15) days after the designation of the arbitrator, the arbitrator, Lake Champlain International, Inc. and the Father’s Day Derby participant shall meet, at which time shall be required to set forth in writing all disputed issues and a proposed ruling on each such issue.

63. The arbitrator shall set a date for a hearing, which shall be no later than thirty (30) days after the submission of written proposals pursuant to subsection (b) immediately above, to discuss each of the issues identified by Lake Champlain International, Inc. and the Father’s Day Derby participant. Each such party shall have the right to be represented by counsel. The arbitration shall be governed by the rules of the American Arbitration Association; provided, however, that the arbitrator shall have sole discretion with regard to the admissibility of evidence.

64. The arbitrator shall use his or her best efforts to rule on each disputed issue within thirty (30) days after the completion of the hearings described in subsection (c) immediately above. Any ruling of the arbitrator shall be accompanied by a written opinion of the arbitrator detailing the arbitrator’s reasoning for such ruling. The determination of the arbitrator as to the resolution of any dispute shall be binding and conclusive upon all parties. All rulings of the arbitrator shall be in writing and shall be delivered to the parties.

65. The Arbitrator shall award costs and expenses, including but not limited to reasonable attorney’s fees and arbitration fees and costs.

66. Any arbitration pursuant to this section shall be conducted in Chittenden County, Vermont.

Any arbitration award may be entered in and enforced by any court having jurisdiction thereover, and the parties hereby consent and commit themselves to the jurisdiction of the courts of the State of Vermont and any United States District Court in Vermont for purposes of the enforcement of any arbitration award.

CHOWDER CONTEST

The Best Chowder in New England If you had to guess where the winningest fish chowder in New England came from you might guess a seaside restaurant in Boston or Maine.

But you’d be wrong: it’s Vermont, thanks to chef Matt Pearsall.

“I’ve never lived more than a mile from a body of water,” says the chef behind Winooski’s Our House Bistro. “I’ve been fishing since I could walk down to the little creeks by my home in Milton and drop a hook in and catch brookies.”

As a teenager, Pearsall fished Lake Champlain with his dad, pulling in larger lake trout, walleye and other fish. “We’d bring them home, fillet them really well and cook them every which way.” And that changed his life. He went on to become a chef, then the head of catering for Legal Seafood in Boston. “I did clambakes for the Clintons, the Kennedys and even got to cook with top chefs like Julia Child and Jasper White.” But he missed Vermont. So a few years back he moved home, started Our House Bistro in Winooski and began to look around for local fish.

“Lake Champlain has amazing fish, and if you can catch them, you can eat them,” he says.

“The problem is, many people just don’t know how to prepare them well. The secret is to fillet them well and not overcook them.”

One of Pearsall’s favorite things to do with his catch of the day is to make a chowder and for the second year in a row, this past March his chowder won The Vermont Fish Chowder Festival, using nearly all-local ingredients, including perch, one of the few Lake Champlain fish that

can be sold commercially.

Pearsall’s chowder is so good he didn’t stop there. He turned a lot of heads last October when more than 5,000 people gave his chowder the highest rating in ChowdaFest 2015. The event, held in Westport, CT, drew more than 40 entrants from around the country, including the famous Pike Place market in Seattle.

“People forget that we have this huge lake up here,” says Pearsall. “And we have some pretty tasty fish too.”

RECIPE (Makes 3 quarts)

2 quarts (Butterworks Farm) heavy cream

1. In separate pans, roast perch, diced potatoes, bacon and sausage and set aside.

5 cups fish stock (can be replaced with either 5 cups clam juice or 5 cups water with 2 tablespoons clam base) 3 large onions (Hudak Farm) large dice 1 head celery, chopped 3 lbs Andouille sausage (Burnt Rock Farm, Huntington) cubed 1 lb bacon (VT Smoke and Cure) 6 cups sweet potatoes (Laughing Child Farm) large dice 6 cups red potatoes 2.5 lbs white perch (Lake Champlain, Rays Seafood) 2 lbs King Arthur Flour 2 lbs Cabot butter Fresh garlic, minced (Hazendale Farm, Greensborough) Salt, pepper, fresh thyme (indoor garden), cayenne to taste 38 — A Publication of Vermont Sports

2. Sautee onions, celery, garlic, salt, peppers and thyme, set aside.

3. Melt butter and stir in flour to make a roux, set aside.

4. Heat water to boil, lower heat and add clam base.

5. Over heat, add roux in small amounts to stock to thicken.

6. Gently add roasted ingredients and heavy cream.

7. Season with salt, pepper, fresh thyme and cayenne pepper to taste.
