itting on the water’s edge with my pole in hand, some have said it is difficult to say on which end of the line lies the jerk. The bobber end. Or the boob end. That’s fine. I can handle it; and who really cares when the fish are biting, right? You can’t please everyone, so no point in BY JAMES EHLERS trying. Fortunately, boob, jerk or otherwise, fish don’t discriminate between boobs, only baits. Not as much can be said about people. To those who fancy themselves prettier or smarter than me, and all the other fishing fools, so be it. Dang, if all of us left our buckets behind for baskets to become like the “beautiful” people in government, there wouldn’t be enough seats for all of us on fuzzy blankets at the summer symphony. You see, we all need a few jerks on the end of the line to keep the world, shall we say, in balance. We spend money. For example, here in my neck of the woods, Lake Champlain, New York and Vermont anglers spend $240 million on fishing in this basin. On a national level, just considering the impacts of ONE kind of hatchery-raised trout, the numbers are equally staggering. For every one dollar spent there is a $36.88 return according to a U.S. Fish & Wildlife Service study. The study, went on to conclude that fishing for these hatchery rainbows produced $325 million in economic output, including 3,502 jobs, $80 million in wages and $10.6 million in federal income taxes. That’s for one kind of hatchery fish. That’s a lot of symphony tickets.
James Ehlers is the executive director of Lake Champlain International. He works with the team at LCI headquarters in Colchester, Vt.
and anglers spend $2,096 per capita, while those racing to the slopes only spend $1,558, and hikers spend around $440 per capita.
This all got me to thinking, just a boob on his bucket, but I gave thought the old college-try despite the obvious challenges. Mix fishing dollars with hunting dollars, because some of us fishing fools spend money hunting too, and rarely miss the opportunity to shoot a buck or blow a paycheck. More often the latter judging from the numbers. And those numbers, according to the University of Vermont School of Business Administration, tell us we should forget about the deer heads and mount our wallets. Hunters
Come on, now. Let’s be serious. If they just made it easier for us to go fishing, and we would continue to spread the wealth. Fix the ramps, kill some lamprey, send a few of those cormorants south, stock some of those 36-dollar fish, and I promise they can keep mounting my wallet. June 15, 2019 Any species of fish in the Winooski River Recreational Area is eligible as long as it’s legal and caught by a child 14 or under, accompanied by an adult. The child must play and land the fish; the adult may help bait hooks, cast and land the fish with a net. Each entry will be judged on weight and time of entry. The Alaskan Fishing Vacation winner will be selected by a drawing. All anglers registered in the 2019 Father’s Day Derby presented by Yamaha receive one entry. • Each angler on the first place T.E.A.M. in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive three entries. • Each angler on the second place T.E.A.M in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive two entries. • Each angler on the third place T.E.A.M. in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive one entry.
• Anglers with a fish placing in the top-25 in any species category at the end of the derby will be eligible to receive a one-time bonus entry if they are a member of a T.E.A.M. or have signed up for the Cash Extras. For example: Bob’s two salmon end the derby in 22nd and 7th places. He also signed up for the Cash Extras. Bob will get 1 entry for being a registered participant in the derby, 1 entry for his 22nd-place fish, 2 entries for his 7th-place fish, and 1 bonus entry for having the Cash Extras. HOW TO PROTECT THE SIXTH GREAT LAKE FROM:
INVASIVE SPECIES

ake Champlain has been called “The Sixth Great Lake” for its vast size, diversity of fish and connectedness to other navigable waterways. But it’s precisely that interconnectedness that poses the greatest threat to the lake’s more than 80 native fish species. The waters of Lake Champlain are now home to 51 invasive species, said Meg Modley, Coordinator
for the Lake Champlain Basin Program Aquatic Invasive Species Management Program. According to the definition offered by the U.S. Department of the Interior, an invasive species is a non-native whose introduction to an ecosystem, such as a pond, lake or stream, is likely to cause economic or environmental harm to human, animal or plant health. A species is considered non-native when it is found in a place other than its natural habitat.
In Lake Champlain, some nonnative species are considered invasive, while others are celebrated game fish. For example, Rainbow Trout and Brown Trout are both non-native fish species that were introduced to the lake in the 1970s and 1980s respectively. Shawn Good, a fisheries biologist for the Vermont Fish and Wildlife Department and head of aquatic invasive species management for the State of Vermont said the introduction of one non-native species can change an entire ecosystem — even one as big as
Lake Champlain.
“It’s like a spider web,” Good said. “Every time you cause a ripple some place in the ecosystem, it causes an effect somewhere else.” Take, for example, the Alewife, an invasive smelt-sized silvery fish historically found in salt water off of the coast of New England. They first appeared in Lake Champlain in 2003 and are considered an invasive species because they compete with native Rainbow Smelt, an important food source (See Invasives, Page 14)

for larger game fish. Now that Alewifes have caused a massive decline in the populations of Rainbow Smelt in Lake Champlain, they’ve largely replaced the Smelt’s niche in the lake’s food chain. The saltwater natives also disrupt the reproductive cycles of native game fish like Lake Trout and landlocked Atlantic Salmon, Good said. Unlike the native food source, Rainbow Smelt, Alewife flesh contains an enzyme called thyaminase. “When another fish eats an Alewife, it incorporates this enzyme into its body,” Good explained. “What it does, is it prohibits the production of vitamin B1 in female trout and salmon, which is the number one component in fish egg yolk.” According to Good, this has caused massive die-offs among newly hatched native Lake Trout and Salmon, whose young rely on their yolk for food for several weeks following a hatch. “We’ve seen as many as 90 percent of newly hatched lake trout and salmon die when the fish spawn and hatch in the wild,” Good said. The solution? A very expensive human intervention. For the last eight years, the state has harvested the eggs of native Lake Trout, Salmon, Brown Trout and Rainbow Trout at the Ed Weed Fish Culture Station in Grand Isle. “We spend thousands of dollars a year to buy drums of vitamin B1 and give those eggs a nutrient bath by putting it in the water where they hatch. It seems to work, but is very expensive,” Good said, adding that as long as Alewifes are present
in Lake Champlain it will be very difficult for Lake Trout and Salmon to spawn without help from humans. “That has been sad to see.”
THE STATE OF THE LAKE
As of summer 2018, Lake Champlain was home to 51 invasive aquatic species. For context, the Great Lakes are home to 100 known invasive aquatic species, so, as Good said, “51 is a lot.” As recently as the 1920s, there were fewer than 10 known nonnative plant and animal species present in the waters of Lake Champlain. Over the last 20 years, the number of invasive species on the lake has increased dramatically, nearly doubling since the mid1990s. The reasons for this are complex, but the rise of international shipping is a major factor. As freighters got faster and navigational technology made it so ships could cross the Atlantic Ocean in a matter of days instead of weeks, it became easier for invasive freshwater mollusks, fish, plants and crustaceans to travel over the Atlantic in the ballasts of ships headed for the Great Lakes by way of the St. Lawrence River. “Most invasive species we see here make their way from the Great Lakes,” Modley said. “Many of these invasive aquatic organisms come from the Ponto-Caspian Sea region, which has a latitude and climate comparable to what we have in the Great Lakes and Lake Champlain. That’s why Quagga Mussels, Zebra Mussels and many

plants and crustaceans have done so well in the Great Lakes.” “We have seen a slowing in the rate of introduction of invasive species to the Great Lakes since 2007-2008,” Modley indicated. “In the last 10 years, there have been new international maritime organization regulations put in place that require cargo vessels change their ballast water at sea instead of in the St. Lawrence River or Great Lakes. That’s usually enough to kill a freshwater species that would otherwise be introduced.” Once a species enters Lake Champlain, it begins to predate or compete for resources with native fish. Even a plankton can disrupt the lake’s food chain by keeping juvenile Trout, Salmon and other game fish from getting adequate food to grow.

“It takes so long for the ecosystem to respond once an invasive species is introduced and to be able to come back into balance,” said Modley, adding that for scientists and fisheries managers, the question is always whether the natural equilibrium of food and resources will be restored before a
native fish like the Lake Trout or Walleye is eliminated from the lake altogether. The most recent invasive species identified in Lake Champlain, the Fish Hook Water Flea, is a sinister zooplankton that is too small for most anglers to see, with a long tail that can foul fishing lines and get snarled in the mouths of native juvenile fish. It is believed to have been transported accidentally in the bilge water of a fishing boat that traveled from another nearby body of water. Modley said this is a common “vector” by which invasive species make it to the lake. “These days, people and especially recreational boaters and anglers, move very quickly between water bodies,” she said. “If you have water in your bilge or in your bait bucket, you may not be able to see that you are transporting an invasive plankton or a water-born illness that could affect fish.” Modley pointed out that Zebra Mussels, which have been present in Lake Champlain since 1993 and their “evil twins,” the not(See Invasives, Page 15)

yet-introduced Quagga Mussel, both spend portions of their life as plankton, floating shell-less and tiny through the water until finding a place to hunker down, attach and build a shell. Managing invasive species in Lake Champlain is like juggling a balancing act. Biologists like Good and Modley are constantly asking themselves: what is the tipping point, beyond which Lake Champlain will be so colonized by invasive fish, plants and planktons that it no longer supports native species at all? As Good points out, this has already happened elsewhere in the United States. In portions of the Illinois River, Asian Carp (a family of fish native to Europe and Asia that grow to be up to 100 pounds and are known to eat vast quantities of plankton and aquatic plants) have so dominated ecosystems that they are the sole remaining inhabitants of certain streams and rivers in the American Midwest, comprising about 99 percent of the biomass left in the system. Experts are worried that if similar invasive fish get into the Great Lakes, they could wipe out the commercial fishing industry, which, according to the National Park Service, brings in about $7 billion in local revenue annually. And, as Good points out, what comes to the Great Lakes tends to make its way to Lake Champlain via pathways like the Erie-Mohawk Canal System, which feeds into the Champlain Canal, at the lake’s southern terminus. So what would it take to see that kind of widespread fishery collapse in Lake Champlain? Good said that although species like Alewife, White Perch and Zebra Mussels have caused dramatic declines in the localized fish populations of native Smelt, Walleye and Yellow Perch, the Lake has so far not seen an invasive species so aggressive it can’t respond or adapt to its presence. “I can’t say that the tipping point is 10 more species, or 15 in Lake Champlain. But if we get Asian Carp in Lake Champlain, that’s the tipping point. That’s the end,” Good said. “If we get another invasive plant species? Another invasive plankton species? That’s probably
not the tipping point. But every one we get brings us one step closer and we want to do whatever we can do to prevent that from happening.”
PREVENTION
Scientists like Modley and Good fear that a handful of scary invasives, among them a fish called the Round Goby, a plant called Hydrilla and a deadly fish virus called Viral Hemorrhagic Septicemia (VHS), and a shipwreck-munching mollusk called the Quagga Mussel could soon make their way from the Great Lakes to Lake Champlain. All are known to be present in the Erie Canal system. “The Champlain Canal has been identified as the greatest threat of invasive species introduction to Lake Champlain,” Modley said. The waterway, which connects the Lake Champlain drainage with the Hudson River drainage, was built for commercial ship traffic and is now used primarily by recreationists. The canal carries water to Lake Champlain via the Erie Canal and Mohawk River and connects the lake to the Hudson River. “We have documented through studies that both warm and coldwater fish species are using it and found that the number and types of species that can move through it are alarming,” Modley noted. Researchers from the University of Vermont began studying the canal in 1999 and put out a report in 2005, which stated that it is the leading vector by which invasive species were moving between the Hudson River drainage and Lake Champlain. In 2007, Senator Patrick Leahy secured funding for a feasibility study of a potential barrier as part of the Water Resources Development Act. “It’s been a decade in the making, but we finally launched it in 2017,” Modley said. According to the Lake Champlain Basin Program’s annual “State of the Lake and Ecosystems Indicators” report for 2018, the Great Lakes were home to 187 non-native threats to Lake Champlain, the Hudson River was home to 122 and the St. Lawrence River was home to 87. “Lake Champlain is kind of like a
WHAT YOU CAN DO TO PROTECT NATIVE FISH According to Shawn Good, fishermen can do a lot to help — or harm — the species they love to catch in Lake Champlain. “The biggest message for fishermen is to be aware of the risk that invasive species pose to our fish populations,” said Shawn Good, a fisheries biologist for the Vermont Fish and Wildlife Department and head of aquatic invasive species management for the State of Vermont. “They pose a threat to the very things we are all out there enjoying and catching to feed our families with a nice meal of fresh fish.” Many invasive species are spread to Lake Champlain or from Lake Champlain to inland waters like Lake Bomoseen and Lake Dunmore accidentally as “hitch-hikers” in boat bilges, bait compartments and as weeds attached to boat motors. Here is what Good does at the end of the day with his own boat, whether he is kayaking or trolling:

Then, look your boat or kayak over and don’t forget to check the trailer. Are there plants wrapped around the bunks, the axel or the motor blades? Even if they aren’t invasive themselves, they may house invisible Zebra Mussels or microscopic Spiny Water Flea eggs. Remove everything you can see.
BRUSH AND SPRAY: “The first thing I do with my boat is take a little car wash brush on a broom handle, spray it with a hose, get a bucket of soapy water and go over the outside of the boat thoroughly,” Good said. He does this with his canoe as well after every use.
DISINFECT AND DRY: Mix one quarter cup of household
bleach with one gallon of water and pour a little bit into any portion of your boat that holds water. Swish it around with a sponge and pump the disinfectant solution through the hoses that feed your dry wells. Then flush the dry well with sanitary, fresh water so the residue doesn’t kill your catch the next day. Dry everything with a towel and leave it to sit in the sun. sink,” Good said. “It’s connected to the Hudson canal and Mohawk Eerie Canal systems to the west and to the St. Lawrence river system to the north. All of those waters have invasive species we don’t want here.” The feasibility study is being carried out by the New York State Canal Corporation and U.S. Army Corps of Engineers. Other stakeholders include the New England Interstate Water Pollution Control Commission, the New York State Department of Environmental Conservation and other organizations. According to Modley, the idea is to find a mechanism by which watercraft can still pass through the system, but also reduce the transport of species. All sorts of
mechanisms are being looked at as part of the ongoing 18-month feasibility study. “It could be that we are lifting watercraft up and over to spray them down and drop them on the other side of a lock system,” she said. The study is also looking at the potential impact of treating water in a specific lock chamber with chlorine at a concentration that would “not be harmful to humans but would harm the taxa we are looking at.” Once completed, the canal’s many stakeholders will review the findings. Modley said that public meetings will be held to determine the “most technically feasible and politically and socially acceptable solution.” 2019 LCI Fishing Derby — 17

hen did Don Tobi start helping out as a weighstation captain for the Lake Champlain International Father’s Day Fishing Derby? “I think I started on the third year of the derby,” he said, wrinkling his forehead trying to remember if that was the same year his oldest 18 — A Publication of Vermont Sports
daughter Jaclyn had been born. Jaclyn’s 33 and the LCI Derby’s now in its 38th year, so that math doesn’t quite work out. But, whatever… the point is, Tobi’s been at this weigh-station business for over three decades — that’s a long time. What keeps him in it? “It’s the people,” said Tobi, who used to have at least one or two of his four kids helping him out every
Father’s Day weekend. “Like there is this one family from Milton (the Halls) and the guy — who is my age (late 50s) — used to fish it with his father; then he fished it with his wife for years and years; then they fished as a family: mom, dad and two daughters; now one of the daughters has a baby. That’s four generations! It’s awesome, but it makes me feel like an old man.” These people follow Tobi, even when his weigh station moves. For the past 10 years, his station has been at the Apple Island boat
launch in South Hero, Vt. Before settling at the boat launch, Tobi’s weigh station moved around Malletts Bay, testing different locations. “I like where we are now,” he said. “It’s easy to walk down to the lake to put the fish back once we’ve weighted them.” Plus Tobi is one of two stations with a big aerated tank, which draws a lot of attention and conversation. “When a fish comes in we quickly measure, weigh it in a basket and then tip it into the tank,” Tobi explained. “I always try to keep a couple different kinds of fish in the tank — large and small mouth bass, pike, salmon, lake trout and everyone loves a bowfin.” Tobi, a forest entomologist who worked at the University of Vermont for almost 30 years and now works full-time for Burlington Electric Department as the wood procurement forester, loves the conversations that spring up around the tank. “One of my favorite memories, was when Jaclyn was about 10 years old,” Tobi remembered. “She had this great big spitting gap between her teeth and was standing at the back of the tank working a salmon back and forth to revive it. The salmon had lamprey wounds and a nonfisherman walked up and asked, ‘What are those spots?’ Without missing a beat, Jaclyn answered confidently, ‘They’re mantaray bites.’” Tobi corrected her, “you mean lamprey.” “Meh,” replied young Jaclyn, tossing up her hands. “Mantaray, lamprey… what’s the difference?” “We still laugh about that today,” chuckled one proud papa. Beyond the countless memories like this one, the tank also serves a very functional purpose. “It helps the fish recover better,” Tobi said. “I’d say about 95 percent or more of the fish that are brought in to my station are live, we’re able to put them back into the lake successfully.” And Tobi sees a lot of fish. “About 500-600 fishermen come through my station,” he estimated. “They’re all excited. A lot of people bring in fish just to have the experience of weighing-in a fish caught during the derby, even if it’s not 1st-10th place.” That also means Tobi meets a lot of

different anglers. “One of the great things about this derby is that you’ve got all levels of socioeconomic backgrounds,” he explained. “You can fish from the shore with a forked stick and a night crawler and catch a winning catfish and do just as well as the guys in $50,000 boats.” Tobi is a fisherman himself — he fly fishes and trolls with flies for salmon in the lake from his 18food Lund aluminum boat — but he can’t fish during the derby because that’d be a conflict of interest. “I tell people that ‘I can’t fish the derby because they won’t let me; I’ll catch all the big fish,’” he joked. “That’s my excuse anyway.” In all seriousness though, if anyone knows the secrets of where the big fish hang out in the lake,

Others just look at me… and I say, ‘I know, I was just kidding.’” When the big ones come in, Tobi takes his job seriously — there are some pretty big prizes on the line, after all. “I’ve never knowingly had someone cheat,” he said,
explaining that you could stuff lead weights into the fish’s belly. “The weigh captain has to be the boss, you have to exhibit some type of authority… I’ve gained that over the years, so there’s never been an issue.” Tobi also likes to see everyone win. That’s why the lottery at the end of each day of the derby (Saturday and Sunday at 6 p.m. and Monday at 4 p.m.) is one of his favorite parts. “I like to see everyone go home with something,” Tobi said. “And I always save something small, like lures, for all the kids.” 2019 LCI Fishing Derby — 19

Any number of fish may be offered by each Father’s Day Derby contestant using the same registration form. 9. A $10.00 fee will be charged for any requested duplicate registrations due to loss or theft. 10. Requests for refunds due to accidental duplicate registration purchase will be considered only if made in writing and postmarked on or before June 30, 2019. 11. Requests for refunds for any other reason must be made in writing, submitted with the registration to be nullified, and must be postmarked on or before May 31, 2019.
1. Each LCI Father’s Day Fishing Derby presented by Yamaha participant and all registered affirming witnesses must submit to a polygraph (lie detector) examination upon request of Father’s Day Derby Officials, or he/she shall be disqualified. Based on the results of this examination, the Lake Champlain International Board of Directors reserves the right to disqualify the contestant. In the event that LCI Father’s Day Fishing Derby presented by Yamaha Officials disqualify a contestant, any and all fish which were offered by that contestant during the LCI Father’s Day Fishing Derby presented by Yamaha shall also be disallowed. Furthermore, any contestant who has ever been disqualified by LCI Father’s Day Fishing Derby presented by Yamaha Officials shall be permanently barred from participation in any and all future fishing derbies promoted by Lake Champlain International.
WITNESSES
2. The LCI Father’s Day Fishing Derby presented by Yamaha will hereafter be referred to as the “Father’s Day Derby.”
15. The contestant is responsible for the accuracy of the information about his or her entered fish as it is transcribed on the official weigh-in form. Once the contestant has affixed his or her signature to the weigh-in form, he or she relinquishes all rights to challenge the accuracy of the data.
REGISTRATION
3. Prior to the Father’s Day Derby, each contestant must purchase a valid individual, junior or family registration, either directly from Lake Champlain International or through one of the LCI Derby 2019 Official Retail Registration Outlets. 4. All participants must hold a valid fishing license for the waters they are fishing as required by state law. 5. All persons aboard the same vessel/boat must be registered in the Father’s Day Derby. No one is allowed to be on the boat if they are not registered, regardless whether or not they are fishing. 6. A family registration may be purchased for the Father’s Day Derby and includes the following: registrant, spouse and their legally dependent children seventeen (17) years of age or younger at opening of the Father’s Day Derby. Only one registration form will be issued per family which covers all family registrants. Each registered family member is eligible for Father’s Day Derby prizes; however, any random drawings to determine prize winners will be executed according to the rule of one chance per registration form, not per person registered (lottery prizes excluded). 7. Father’s Day Derby registrations must be purchased no later than 11:59 pm on Friday, June 14, 2019, at specified 2019 Official Retail Registration Outlets. VISA and MasterCard applications will be accepted by telephone, facsimile, or internet through May 31, 2019. 8. Father’s Day Derby registration forms are not transferable. They must be presented on each occasion a fish is offered, and they may not be
12. In order to affirm the integrity of the catch of each fish offered in the Father’s Day Derby, there MUST BE A REGISTERED AFFIRMING WITNESS TO EACH CATCH. 13. Shore and pier anglers MUST HAVE A REGISTERED AFFIRMING WITNESS TO EACH CATCH.
REGISTERING THE FISH
14. CONTESTANTS and AFFIRMING WITNESSES must complete a weigh-in form furnished by the Lake Champlain International Board of Directors at the weigh station. Only official weigh-in forms transmitted to LCI Derby Headquarters at 531 Main Street, Colchester, VT 05446, from official 2019 Father’s Day Derby weigh stations will be accepted.
16. Weigh-in data as transcribed, and signed to, on the official weigh-in form at the weigh station will not be considered final until all entered information has been transmitted to LCI Derby Headquarters at 531 Main Street, Colchester, VT 05446 and reviewed, subjected to biological feasibility scrutiny, and accepted by Father’s Day Derby Officials. The signature of a Father’s Day Derby Weigh Station Captain on an official weigh-in form does not in and of itself constitute the final determination concerning any entry. 17. Each Father’s Day Derby participant and all registered affirming witnesses, must submit to a polygraph (lie-detector) examination upon request of Father’s Day Derby Officials, or he/she shall be disqualified. BOUNDARIES/HOURS
18. The boundaries of the Father’s Day Derby shall include: a. Lake Champlain Proper as defined in the New York Freshwater Fishing Official Regulations Guide and Vermont Hunting, Fishing and Trapping Laws
and Guide. b. Southern Boundary: Lock Number 12 at Whitehall, NY c. Northern Boundary: Canadian border. 19. Any waters fished must have reasonable and convenient access by public right-of-way. Anglers may not fish in waters that are only accessible by private permission or limited right-of-way, or that cannot otherwise be reasonably accessed by all participants. 20. Father’s Day Derby hours: Opening: 12:01 a.m., Saturday, June 15, 2019 Closing: 4:00 p.m., Monday, June 17, 2019 21. Father’s Day Derby Weigh Station hours: Weigh station hours are 9:00 a.m. to 6:00 p.m. Saturday & Sunday, 9:00 a.m. to 4:00 p.m. on Monday, at any of the regular weigh stations (listed on locator map). Three weigh stations will operate with extended hours of 9 a.m. to 8 p.m. Saturday and 8 a.m. to 8 p.m. on Sunday and three weigh stations will operate 24-hours a day beginning at 9:00 a.m. Saturday June 15, 2019. All weigh stations close at 4 p.m. on Monday, June 17, 2019. 22. All fish entered in the Father’s Day Derby must be caught upon hook and line and retrieved by rod and reel within the boundaries of the Father’s Day Derby. 23. Fish must be caught between 12:01 a.m. Saturday, June 15, 2019 and prior to 4:00 p.m. Monday, June 17, 2019. All fish must be presented to a Father’s Day Derby weigh station no later than 4:00 p.m. Monday, June 17, 2019. 24. Any angler found importing fish from another body of water, misrepresenting a fish’s weight, attempting to alter a fish’s weight or manipulate the fish in any manner to achieve a change in weight will be subject to legal proceedings.
ANGLING REGULATION
25. Father’s Day Derby contestants shall only enter fish caught within the derby boundary and hours. 26. The same angler must cast and hook, or, in the case of a trolled release, fight, and bring the fish to net unaided by any other person. No other person may touch any part of the tackle during the playing of the fish, or give aid other than taking the leader for landing purposes. 27. Only two (2) lines are permitted per angler at any time during the derby. This applies for both the Vermont and New York side of the lake. This rule applies regardless of state regulation. 28. Father’s Day Derby contestants may enter one or more fish.
29. All contestants must follow local and federal angling laws.
CONDITION OF FISH
30. All fish must be whole, fresh and never been frozen. No gaffed, snagged or foul-hooked fish will be accepted for entry. All fish entered will be marked for identification purposes, and may at the sole discretion of the Father’s Day Derby Officials become the property of the Lake Champlain International, Board of Directors. Any angler found misrepresenting a fish’s weight or attempting to alter a fish’s weight will be subject to legal proceedings. 31. In the interest of conservation of fish species, anglers are encouraged to release all fish caught in the Father’s Day Derby. The intent is to release all fish entered alive, and anglers are encouraged to properly handle live fish. For the purposes of the Father’s Day Derby, a Father’s Day Derby-eligible fish shall be determined to be alive if it is the sole discretion and judgment of the Weigh Station Captain that the fish shows any reasonable signs of life. Any entered fish which is considered to be alive under this criterion shall be validated for a 5% LCI Derby Prize Point bonus. The Weigh Station Captain’s determination shall be made at the time of weigh-in, and shall be considered final.
ELIGIBLE SPECIES & SIZES
32. The seven eligible species categories in the Father’s Day Derby are: a. Cold Water Division: Lake Trout Species Category Atlantic Salmon Species Category, to include: Landlocked Atlantic Salmon, Steelhead and Brown Trout b. Cool Water Division: Walleye Species Category Northern Pike Species Category Smallmouth Bass Species Category c. Warm Water Division: Largemouth Bass Species Category Bowfin Species Category Extraordinary Species Category, to include: Carp, Catfish and Sheepshead (Freshwater Drum) 33. All Fish and Wildlife laws of the applicable state, where fishing shall be followed during the Father’s Day Derby. Fish which do not conform to all Fish and Wildlife laws of the applicable state shall be disqualified. PRIZEWINNER DETERMINATION
35. It is the responsibility of the prize-winner to collect his/her prize(s). Prizes, or parts thereof, not claimed by July 15, 2019 will become the property of the Lake Champlain International Board of Directors. 36. All tax liability is the burden of the recipient of the prize. Additionally, in accordance with state and federal authorities, Lake Champlain International may be required to collect taxes before prizes can be presented. 37. The LCI Derby Prize Point value of each fish entered in the Father’s Day Derby shall be determined by multiplying the weight of the fish by the Species Points for that species. In addition, all Father’s Day Derby-eligible fish from the seven major species categories which are entered alive and relinquished to Weigh Station Captains shall receive a 5% LCI Derby Prize Point bonus (see Rule #32). Live fish shall be given priority at weigh-in. 38. Prize Point values for each of the eligible species are as follows. a. Thus, the entry earns the angler 440 + 22 = 462 LCI Derby Prize Points. 39. 1st Place Species Prizes shall be awarded, for each of the seven (7) eligible species categories (see Rule #33), to any Father’s Day Derby registrant who enters one fish from that category which amasses the highest number of LCI Derby Prize Points for a single fish. Subsequent Species Prize places shall be likewise determined, in order, according to total LCI Derby Prize Points. 40. The Junior Division Prizes shall be awarded to the Father’s Day Derby registrant who is fourteen (14) years of age or under on June 15, 2019 and who enters one fish from any of the eligible species in the Father’s Day Derby (see Rule #33), between the opening and closing hours of the Father’s Day Derby, that amasses the highest number of LCI Derby Prize Points. Subsequent Junior Grand Prize places shall be likewise determined, in order, according to total LCI Derby Prize Points. Only a junior angler’s highest scoring fish per Junior Division will be considered eligible for an award. Awards will be made for Cold, Cool and Warm Divisions. a. In addition to the eligible derby species, junior anglers may also enter yellow perch that are a
minimum of 12 inches in length. There will be a special award category for junior yellow perch. 41. Early Bird Special. a. Anyone who registers for the Father’s Day Derby on or before March 31, 2019, will be entered to win a Smugglers Notch Resort vacation package valued at up to $1800 dollars. b. To qualify, anglers must submit a COMPLETE registration for the Father’s Day Derby c. Winners will be drawn during the awards ceremony on Friday, June 21, 2019. Winner need not be present to win. 42. Ladies of the Lake prizes a. The female angler who is both registered in the Father’s Day Derby, and catches the fish that scores the most points in the Cold, Cool, or Warm Water Division, shall receive a prize package valued at over $500. 43. Alaskan Fishing Adventure prize package a. Package is awarded to one person and is for two travelers. b. Entries will be issued by registration number. b.i. All Individual registrants receive one entry b.ii. All Junior registrants receive one entry b.iii. Family registrations • Family registrations receive one entry, regardless of how many family members are on the registration • All fish weighed in from anglers registered under a family registration, and that qualify for bonus points, will be attributed to the family registration number. • In the event that the winning registration number drawn belongs to a family registration, the first named individual on the registration will be considered the winner and be delegated to receive the prize. c. The LCI Board of Directors reserves the right to change the advertised itinerary and details of the trip if it is deemed necessary. In the event that changes are made, the total value of the trip will remain the same. d. In the event that the winner is unable to go on the trip, it can be transferred to another traveler. e. Package will include guides, lodging, and a cash stipend for food, travel, and other incurred expenses. f. Approximate value of the guides and lodging is $3,500 per person, for a total value of approximately $7,000. g. Total cash stipend awarded will be $3,000 and may be split between the two travelers for a total of $1,500 per person. h. Winners will coordinate directly with the appointed Tour Agent to plan the trip. They are responsible for booking their own travel. The awarded cash stipend can be used to pay for travel and food. i. Winner is responsible for license fees, gratuities, travel, food, and any expenses beyond lodging, guides. j. The intention of the cash stipend it be used to pay for travel, food expenses, licensing, and gratuities, but is not restricted to this purpose. k. To win this prize package, a registered angler must have their name drawn at random during the Awards Ceremony for the 2019 Father’s Day Derby. l. Registered anglers are given bonus entries for the drawing based on the following criteria: l.i. Angler receives two entries for each of their fish placing in 1st – 10th in any adult species category at the end of the derby l.ii. Angler receives one entry for each of their fish placing 11th – 25th place in any species category at the end of the derby. l.iii. Each angler on the third place T.E.A.M. in the Cold, Cool, and Warm Water Divisions at the end of the derby will receive one entry. l.vi. Anglers with a fish placing in the top-25 in any species category at the end of the derby will be eligible to receive a one-time bonus entry if they are a member of a T.E.A.M. or have signed up for the Cash Extras. For example, Bob’s two salmon end the derby in 22nd and 7th places. He also signed up for the cash extras. Bob will get 1 entry for being a registered participant in the derby, 1 entry for his 22nd-place fish, 2 entries for his 7th-place fish, and 1 bonus entry for having the Cash Extras. He now has 5 entries to win the Fishing Adventure package. 44. LCI Anglers of the Year a. Only those participants officially entered in the Father’s Day Derby are eligible to compete. b. Anglers will compete individually, and are eligible to compete in any division – Cold Water, Cool Water or Warm Water (see rule #33 for species breakdown). One winner will be announced in each division. c. Anglers must enter three fish – one fish each day of the derby – that amass the highest number of LCI Derby Prize Points in either the Cold Water, Cool Water or the Warm Water Division (see rule #26 for more on point calculation). Only the angler’s single highest scoring fish per division per day for each of the three days of competition will be included in their final point total. d. Each fish entered MUST be weighed on the same day it was caught to qualify for Angler of the Year. For example, a fish caught at 11:45pm Saturday, but weighed in at 12:45am Sunday, will still count towards species and T.E.A.M. prizes, but not toward Angler of the Year. e. Throughout the Father’s Day Derby, our computerized results program will keep track of the single highest scoring fish per division per angler for each of the three days, automatically replacing lower-point fish when a higher-point fish is registered. Lower-point fish will still be considered for any other prize for which an angler is eligible. f. This is a non-exclusive prize, which means it can be won in addition to whatever other prize(s) the angler might also earn. g. Tiebreakers will be determined first by the greatest number of fish entered and second by the single highest-scoring fish entered. If still a tie, the prize shall be split. h. Failure by any claimant(s) to comply with the terms and conditions of the Father’s Day Derby Official Rules and Regulations will render the claim void and no prize will be paid. i. As a condition for claim consideration an investigation will be conducted if, in Lake Champlain International, Inc.’s sole opinion, such action is warranted. Total for above example is 497 + 378 = 875 Father’s Day Derby Prize Points.

Lake Champlain International Board members and staff and their immediate families, sponsors, and officials and volunteers involved in the daily operation of the Father’s Day Derby, are not eligible to participate. 54. All contestants agree to give the Lake Champlain International Board of Directors full rights for promotional or commercial purposes to any photograph of themselves taken by the Lake Champlain International Board of Directors or its duly authorized agents. 55. Each contestant agrees to hold the Lake Champlain International Board of Directors, Father’s Day Derby sponsors, their agents, employees and volunteers harmless from any liability of any nature for any injuries and/or damage suffered by the contestant in conjunction with the Father’s Day Derby.
59. Dispute Resolution; Arbitration. In the event of any dispute between the parties with respect to any matter covered by these rules, the parties shall first use their best efforts to resolve such dispute among themselves. If the parties are unable to resolve the dispute within thirty (30) calendar days after the commencement of efforts to resolve the dispute, the dispute will be submitted to arbitration in accordance with the following provisions. The arbitrator in such arbitration may rule on any and all claims or controversies for which a federal or state court would be authorized to grant relief, whether or not arising out of, relating to, or associated with the activities of Lake Champlain International. All claims shall be determined under the law of the State of Vermont, without regard to conflict of law principles. 60. Either Lake Champlain International or the Father’s Day Derby participant may submit any matter referred to above to arbitration by notifying the other party, in writing, of such dispute. Within ten (10) days after receipt of such notice, Lake Champlain International and the Father’s Day Derby participant shall designate in writing one arbitrator to resolve the dispute; provided, however, that if such parties cannot agree on an arbitrator within such ten (10) day period, the American Arbitration Association shall select the arbitrator. The arbitrator so designated shall not be an employee, consultant, officer, director, or member of any party or an affiliate of or relation to any party. 61. Within fifteen (15) days after the designation of the arbitrator, the arbitrator, Lake Champlain International and the Father’s Day Derby participant shall meet, at which time shall be required to set forth in writing all disputed issues and a proposed ruling on each such issue. 62. The arbitrator shall set a date for a hearing, which shall be no later than thirty (30) days after the submission of written proposals pursuant to subsection (b) immediately above, to discuss each of the issues identified by Lake Champlain International and the Father’s Day Derby participant. Each such party shall have the right to be represented by counsel. The arbitration shall be governed by the rules of the American Arbitration Association; provided, however, that the arbitrator shall have sole discretion with regard to the admissibility of evidence.

56. All entries are subject to review by Father’s Day Derby Officials. Lake Champlain International reserves the right to change any entry that it believes to be in error (see Rule #16). The decision of the Father’s Day Derby Officials is final. In the event of a tie, unless otherwise specified, the first fish weighed in will be declared the winner. All prize winners will be posted at LCI Derby Headquarters, 531 Main Street, Colchester, Vermont, at noon on Tuesday, June 18, 2019. Participants who wish to contest posted Father’s Day Derby standings must do so by presenting a valid weigh-in form and registration form to Father’s Day Derby Officials prior to 2:00 p.m. on Tuesday, June 18, 2019. ermont Fish & Wildlife today announced that two fish caught in 2018 have been certified as new state records.
In April, Burlington angler Mike Elwood landed a new Vermont record redhorse sucker while fishing on the Winooski River in Colchester. The sucker, landed on a live night crawler, weighed 10.8 pounds and measured 29.5 inches long with an 18.25inch girth. In August, Alan Franchot of Richmond caught a record cisco, also known as a lake herring, while trolling on Lake Champlain. Weighing 2.87 pounds, the cisco was only the
third of its species to be entered into the Vermont Record Fish Program since records started being kept by the Vermont Fish & Wildlife Department 50 years ago in 1969. “It is exciting that we’re seeing more Vermont anglers fish outside of the box, as I like to call it, by taking advantage of many of the overlooked fishing opportunities we have in our state,” said Shawn Good, fisheries biologist with Vermont Fish & Wildlife. “What’s even more astounding is that in catching these record fish, both Mike and Alan broke their own state records for these species set in 2017.” “Vermont has an abundance of waters with a wide diversity of fish species that can be
targeted and caught by hookand-line, which speaks to both the variety and quality of sport fishing opportunities supported by healthy waters and good aquatic habitat,” Good said. “While fishing remains excellent for more traditional species such as bass, trout, salmon, pike, and others, there are so many other species out there that can provide amazing action with real trophy potential. Fish like bowfin, drum, gar, fallfish, suckers — the opportunities are endless,” Good added. “Catches like Mike’s redhorse sucker and Alan’s cisco just reinforce the notion that Vermont anglers are expanding their fishing pursuits and having a great time while doing it.” 2019 LCI Fishing Derby — 41
