elcome to the 42nd annual LCI Father’s Day Derby presented by Yamaha.

The past four decades have brought about many changes as we have worked continually to improve BY LIZ EHLERS the derby. We have expanded the number of weigh stations from seven to 13, three of which are open 24 hours; the number of eligible species has grown from seven to 13 to be more inclusive of warm water anglers; and new for 2023, we are introducing a Catfish Species Division, extending the prize structure from the original 35 places to 140. We have also shifted the species division payout away from product to all cash. Our anglers should also note changes in Derby Prize Point values for 2023 — some species have an increased value, others decreased (see page 9 for details). Every few years we analyze our derby catch data and adjust point values accordingly. I encourage anglers to reach out to me if they would like to learn more about this process. Outside of the derbies, we work year-round for the benefit of anglers and the health of the entire Lake Champlain watershed. Our 2023 priorities include:

Any species of fish in the Winooski River Recreational Area is eligible as long as it’s legal and caught by a child 14 or under, accompanied by an adult. REMEMBERING FISHY 1

ish just off the shores of Lake Champlain have been resting a little easier since Matthew J. Glebus passed on Dec. 3, 2021. “Matty” or “Fishy 1,” as many knew him, was one hell of a fisherman. “He had fish oil in his veins,” said Glebus’s friend Justin Green in an interview this spring. “I dunno, he just always caught fish.” “Matty would show up at the shore and catch a lot of fish,” echoed Scott Farnsworth, another

good friend of Glebus. “I think he had a fish magnet in his pocket or something.” “Everywhere he went he’d have this big fish,” added Jimmer Sherman, another fishing buddy. “He’d call them the ‘freight train fish’ because they’d hit like a freight train.” He didn’t have any secrets either. Glebus was known for spilling the beans to anyone and everyone who asked. “Matty’s name was ‘Fishy 1’ because he was the go-to guy to

ask where’s a good place? And what to use?” said Glebus’s sister Germaine Brace, who now lives in Florida. “He would give anyone tips, and share all his secret locations.” But even sharing all his secrets… Glebus would still out-fish you. “If he handed you his pole, with his lure, and his spot, you wouldn’t catch a fish,” said Green, who started fishing with Glebus about six or seven years ago. “And then you’d hand him his rig back and, BAM! He’d catch one. It was extremely irritating. He had this really cocky smirk

that he’d throw around.” Glebus lived in Port Henry, N.Y., where he raised his children with his wife Donna, and would often fish off the shore near the Essex ferry. That’s where Green met him. “There were always old guys down there — they’d get there at 4 in the morning,” Green remembered. “That’s where I met Matty. He’d fish in the morning and then in the evenings… and I started talking to him.” Glebus shared with Green that he

was on his way to Plattsburgh to get treatment for his cancer. “At the time I knew nothing about cancer,” Green said. “I had no idea… Then five years ago, I got diagnosed with lung and brain cancer.” The summer after Green was diagnosed, he lost his vision. “I would think about that oldbastard down there fishing,” Green said. “And here I was at 40 years old, crying.” So Green started fishing regularly with Glebus. “We were pretty much a really sorry pair down there,” remembered Green, who is now, thankfully, cancer free. “Matty was fishing with a broken leg at one point… and I had a lung removed…. But we were still catching fish. He just wouldn’t give up.” Glebus made it to 75, and then passed peacefully at his home in Port Henry with his loving family by his side. “Boy he was strong,” Brace said through a few tears on the phone. “He was determined. He came down here to Florida to visit me when he knew it was almost the end with his cancer. Him and I had a connection like no other. He would go sit on the shore and fish every day, and every day he’d say, ‘Let’s do a prayer today, Germain, because I know I’m going to be dead soon.” When they were kids, Brace would go fishing with her brother and their father. “One time we were fishing Lake Champlain on the New York side,” Brace said, remembering back 16 — A Publication of Vermont Sports

to her early teens. “Father had rented a rowboat … and my father caught an eel! It flapped in and was rocking the boat — you know they’re long. I was really worried we were gonna tip over and my brother said, ‘Just sit there and be still.’ He held on to my leg. ‘You have to be quiet, we want to keep it,’ he said. Then I said, ‘You’re not going to lose that snake!’ Our mother used to pickle them.” Brace learned to fly fish and catch catfish on the Otter Creek with a bamboo pole from her brother. “I think about these fishing memories every single day when I talk to Matty up in Heaven,” Brace said. “There was nobody like him.” Glebus’s fishing friends all have good memories fishing with “Fishy 1.” “One of the funniest good memories I have was fishing the Otter Creek for bullhead with Matty. He put his line in and a fish took the bait right away….

He had caught a 45-inch gar!” Remembered Farnsworth, 51, who grew up with Glebus’s daughter Stacey and fished with Glebus for 20 years. “I took a picture of that one, then we let it go... Five minutes later, he had another bite. “‘You don’t have another bite that fast,’ I said. But sure enough he had another gar! That one was 48 inches. We took another picture and let it go. Then, I kid you not, 10 minutes later… he said, ‘you ain’t gonna believe this’… After 20 minutes messing around with that fish (we had a big hole in our net) he pulled in a 54-inch gar. The third one! “After that day,” Farnsworth said laughing, “I got some rope and fixed that hole in the net.” Glebus didn’t need much to fish. He was known to sit on a Dollar Store chair and carry his tackle in a Stewart’s Shop plastic bag. He didn’t have a boat and would mostly fish from shore. But that

didn’t slow him down one bit; he’d fish for everything and anything and loved pulling in a monster catch in front of a $50,000 trolling boat. Every once in a while he’d go out on a boat with his friend Sherman, who lives in Moriah, N.Y. just down the road from Mineville, where Glebus was raised. “I’ve known Matty for a lot of years being in a small town here,” Sherman said. I had kinda got out of fishing until 2016, when I bought a new boat. I was over at Norm’s buying a few things and ran into Matty. We got to talking and I invited him out on the boat… He loved shore fishing more than anything, but he knew what to do out on a boat too… My wife, Brenda, and myself would take Matty out on the boat, but he knew he couldn’t get on that boat without doughnuts — not just any kind, they had to be the Freihofer’s crullers!” Glebus was diagnosed with his (See Fishy 1, Page 17)

He’d bugged me enough… He kept telling me about this fish that broke his line… I dropped a blue and silver crocodile spoon and sure enough, BOOM! I had a hit. And what a heck of a fish I had on. It was the largest northern pike I’ve ever caught — a 40-inch northern. I was pretty excited about it.” Glebus would fish with his family too, and most recently with his granddaughter Alayna (Fishy 2). “From when he retired at 55, boy he didn’t miss too many days of fishing,” Sherman said. Glebus had served in Vietnam and then held a job at International Paper. “The more I got to know Matty, the more I saw, ‘Wow, this guy is really a fanatic when it comes to fishing!’ Even as sick as he was, it was hard for him, but he got out there… He never complained.” Instead of focusing on the cancer, Glebus was glued to his phone and his friendships. “Every day, everyone I know who was a friend of Matty’s would get a ‘good morning’ text message,” Sherman said. “I used to call him ‘Matty-Boy,’ so his message to me was always, ‘Good Morning, Jimmer-Boy!’ He probably did that for 50-100 people every morning.” One winter, Glebus was out ice fishing with Sherman and lost his phone. “It was during a Rotary, and they were doing some giveaways,” Sherman remembered. “Matty had won a bait bucket and was all excited. He went to get his phone to take a picture and his phone was gone. He couldn’t find it anywhere. But he was bound and determined to find it.”

Glebus didn’t like going out on the ice in a car, he typically insisted on lighter vehicles. But when his phone when missing…. “He had a friend drive him right back out on the ice in the car,” Sherman laughed. “That darn phone took the fear right out of him… It turned out that the phone had fallen out of his pocket and was stuck in his sleeve the whole time… But, boy, that phone meant as much to him as his fishing pole.” In his later years, “The Legend” Fishy 1 also would help suggest and develop lures. John Bezon, who runs FMB Tackle in Port Henry, N.Y., carries the “Fishy 1” lure in his shop. “Matt would help anyone, anytime they needed help,” Bezon said. “I’ve fished catfish after dark all my life, and Matt still taught me stuff about cats… He shared all his secrets with everyone, and could fish anywheres and he’d have luck. He was an all-around good man. He’s greatly missed.” Glebus and his crew of anglers fished all the time, including decades of Lake Champlain International Derbies. Glebus was always a stickler for following the rules. “I tell ya, if Matty foul-hooked a fish it was going back in the lake,” Sherman said. “He followed the rules. He was a good man.” “Yeah, he went by the rules,” Brace agreed. “He would always throw ’em back if it wasn’t the right season.” This season, Glebus’s memory will live on. His friends and family will be casting during LCI’s 42nd Annual Father’s Day Derby, trying

to recall all of Fishy 1’s best tips and tricks. “He wasn’t like other fisherman,” Green said. “Matty had no problem spilling his secrets about fishing — there was no secret. He’d tell ya everything and then show you he could still catch more

fish than you.” “He was a very personable person, and that’s what makes him so memorable in the fishing community,” Brace said. “That’s why they call him ‘The Legend’ — ‘The Legend of Lake Champlain.’” 2023 LCI Fishing Derby — 17

IMPROVING LAKE CHAMPLAIN’S WALLEYE FISHERY

cross its native range in North America, the walleye is one of the most popular species targeted by anglers, and for good reason. Considered by many to be the best tasting freshwater fish out there, they are revered by anglers for their mild, white, flakey fillets. Fried, baked, or made into fish cakes, you’d have to be a pretty bad cook to wreck a meal of walleye. Aside from its place as a top sport fish and a gastronomic delight, 18 — A Publication of Vermont Sports

the walleye is just an amazing native fish. A top-tier predator, the walleye’s oversized marblelike eyes gather light better than any other fish species, letting them hunt and rule the waters under the cover of darkness. If you ever handle a walleye, be careful. Their mouth is filled with scattered batches of fang-like teeth, and their body is covered in needle-point dorsal spines and sharp, finger-slashing gill plate edges. The walleye is all predator and it means business. But they can also hold their

own in any beauty contest. In the sunlight, walleye sparkle with a brilliant golden hue. In Quebec, their French name is “Doré,” which literally translates to Golden. Not coincidentally, the Vermont Fish & Wildlife Department’s Champlain fisheries research vessel is named the Doré. For decades, walleye was king on Lake Champlain. Through the 1970s, fishing pressure for walleye was more than any other sport fish species, including lake trout and landlocked Atlantic salmon. In fact, they were so valued that in 1978 the Vermont Legislature designated walleye as the state’s official Warmwater

Fish Species. But in the late 1970s and early 1980s anglers and biologists began noting a sharp decline in the lake’s walleye population. Although the cause of this decline was not identified, measures were put in place to reduce harvest levels. In 1978 creel limits were lowered from 10 to five fish, and minimum lengths limits went from 12-inches to 15-inches. Length limits were increased again to 18-inches in 1986, and a closed spring season went into effect to protect fish during spawning. (See Walleye, Page 19)

That same year, VTFWD partnered with the newly formed Lake Champlain Walleye Association and began a cooperative walleye hatchery program, and over the course of 25 years, department staff and LCWA members worked closely together to grow the program and improve Champlain’s walleye fishery through an evolving, scientific-based stocking program. Each spring, fisheries biologists collected spawning walleye from the Poultney, Winooski, or Missisquoi rivers and transported several dozen male/female pairs to the Bald Hill Fish Culture Station where hatchery staff would spawn and fertilize up to 10 million eggs. Millions of fry were then stocked back into the same river the eggs were collected from that year, while several hundred thousand were planted into four LCWA cooperative rearing ponds and two department ponds where they would grow for approximately 50 days to fingerling size. Once ready, VTFWD staff and LCWA members would work together to harvest the fingerlings from ponds, and then hatchery staff would apply a mark with a chemical dye called oxytetracycline (OTC). Different patterns of OTC marks were applied to identify what system

they were reared in and at what age (fry or fingerling) they were stocked. This allowed fisheries biologists to evaluate the success of hatchery fish and monitor the status of natural reproduction during population surveys. As different methods and techniques proved more or less successful, hatchery staff have been able to fine tune the culture process. In 2008, VTFWD moved Lake Champlain’s walleye hatchery program to the Ed Weed Fish Culture Station on Grand Isle

Different banding patterns tell the biologists about the rearing method and age at which the walleye was stocked.

and began developing a stateof-the-art indoor rearing system to improve and increase walleye fingerling production. The system was completed and came online in 2011, and with continuing improvements over the last 10 years, evaluations have shown that this indoor tank-based system has consistently produced higher quality fingerlings than outdoor rearing ponds. Tank-reared “intensive-cultured” walleye fingerlings from the EWFCS are now exceeding two inches when harvested for stocking at around 35 days of age, compared to pond-reared fingerlings, which have typically ranged from 1.25 to 1.75 inches when harvested at 50 days of age. The numbers of walleye produced have also been higher and far more consistent on an annual basis than outdoor ponds proved to be. However, does bigger necessarily mean better? Do faster growing tank-reared fingerlings raised on pellet food actually survive better out in the lake than smaller pondreared fingerlings that learn to hunt and eat natural food in the pond? Which ones are surviving and growing to adult size and becoming part of the fishery? By collecting adults and assessing

This stark difference in performance of tank-reared walleye over pond-reared fish and their recruitment to the fishery has been so compelling that VTFWD and the LCWA made a joint decision this winter to discontinue pond rearing altogether. leading science for walleye culture on the world stage. Our Ed Weed hatchery manager recently authored a chapter on the design and operation of Recirculating Aquaculture Systems (the fancy name for our new walleye hatchery system) in a newly published textbook on walleye management and culture. As word has gotten out, hatchery experts from Pennsylvania, New York, Wisconsin, Iowa, Michigan, private facilities, and Canada have come to tour EWFCS to learn how to build their own systems like ours. We’ve also been contacted by our European counterparts from countries such as France, Hungary, Denmark, Belgium, Germany, Poland, and Czech Republic who want to copy, build, and implement this technology for their own Zander fish hatcheries (Zander are Europe’s 20 — A Publication of Vermont Sports

Without that start, we would not be where we are today — seeing a resurging walleye fishery in many areas of the lake.

Going forward, department biologists will continue to assess the success of the stocking program, but also monitor the ebb and flow of natural reproduction in an ever-changing lake. White perch, zebra mussels, spiny and fishhook water fleas, alewife … the natural balance of a fish community is fickle, and certainly challenging with invasive species and other threats. In the meantime, the future of walleye fishing looks bright.

The department’s new Recirculating Aquaculture System has consistently been producing larger and higher quality walleye fingerlings at the same age than ponds have in the past.

INTEGRITY STATEMENT

1. The LCI Father’s Day Derby presented by Yamaha will hereafter be referred to as the “Father’s Day Derby”. Lake Champlain International, Inc. will hereafter be referred to as “LCI”. 2. Each LCI Father’s Day Derby participant, and all registered affirming witnesses, must submit to a polygraph (lie detector) examination upon request of Father’s Day Derby Officials, or he/ she shall be disqualified. Based on the results of this examination, the LCI Board of Directors reserves the right to disqualify the contestant. In the event that Father’s Day Derby Officials disqualify a contestant, any and all fish which were offered by that contestant during the Father’s Day Derby shall also be disallowed. Furthermore, any contestant who has ever been disqualified by Father’s Day Derby Officials shall be permanently barred from participation in any and all future fishing derbies promoted by LCI.

REGISTRATION

3. Prior to the Father’s Day Derby, each contestant must purchase a valid individual, junior or family registration, either directly from LCI or through one of the 2023 Official Retail Registration Outlets. 4. All participants must hold a valid fishing license for the waters they are fishing as required by state law. 5. All persons aboard the same vessel/boat must be registered in the Father’s Day Derby. No one is allowed to be on the boat if they are not registered, regardless whether or not they are fishing. 6. A family registration may be purchased for the Father’s Day Derby and includes the following: registrant, spouse and their legally dependent children seventeen (17) years of age or younger at opening of the Father’s Day Derby. Only one registration form will be issued per family which covers all family registrants. Each registered family member is eligible for Father’s Day Derby prizes; however, any random drawings to determine prize winners will be

executed according to the rule of one chance per registration form, not per person registered (raffle prizes excluded). 7. Father’s Day Derby registrations must be purchased no later than 11:59 pm on Friday, June 16, 2023. 8. Father’s Day Derby registration forms are not transferable. They must be presented on each occasion a fish is offered, and they may not be honored or replaced if lost. This determination is made at the sole discretion of LCI. Any number of fish may be offered by each Father’s Day Derby contestant using the same registration form. 9. Requests for refunds due to accidental duplicate registration purchase will be considered only if made in writing and postmarked on or before June 16, 2023. 10. Requests for refunds for any other reason must be made in writing, submitted with the registration to be nullified, and must be postmarked on or before June 16, 2023.

WITNESSES

11. In order to affirm the integrity of the catch of each fish offered in the Father’s Day Derby, there MUST BE A REGISTERED AFFIRMING WITNESS TO EACH CATCH. 12. Shore and pier anglers MUST HAVE A REGISTERED AFFIRMING WITNESS TO EACH CATCH.

REGISTERING THE FISH

13. CONTESTANTS and AFFIRMING WITNESSES must complete a weigh-in form furnished by the LCI Board of Directors at the weigh station. Only official weigh-in forms transmitted to Father’s Day Derby Headquarters at 531 Main Street, Colchester, VT 05446, from official weigh stations will be accepted. 14. The contestant is responsible for the accuracy of the information about his or her entered fish as it is transcribed on the official weigh-in form. Once the contestant has affixed his or her signature to the weigh- in form, he or she relinquishes all rights to challenge the accuracy of the data. 15. Weigh-in data as transcribed, and signed to, on the official weigh-in form at the weigh station will not be considered final until all entered information has been transmitted to Father’s Day Derby Headquarters at 531 Main Street, Colchester, VT 05446 and reviewed, subjected to biological feasibility scrutiny, and accepted by Father’s Day Derby Officials. The signature of a Father’s Day Derby Weigh Station Captain on an official weigh-in form does not in and of itself constitute the final determination concerning any entry.

BOUNDARIES / HOURS

16. The boundaries of the Father’s Day Derby shall include: a. Lake Champlain Proper as defined in the New York Freshwater Fishing Official Regulations Guide and Vermont Hunting, Fishing and Trapping Laws and Guide. b. Southern Boundary: Lock Number 12 at

Whitehall, NY c. Northern Boundary: Canadian border. 17. Any waters fished must have reasonable and convenient access by public right-of-way. Anglers may not fish in waters that are only accessible by private permission or limited right- of-way, or that cannot otherwise be reasonably accessed by all participants. 18. Father’s Day Derby hours: Opening: 12:01 a.m., Saturday, June 17, 2023 Closing: 4:00 p.m., Monday, June 19, 2023 19. Father’s Day Derby Weigh Station hours: Weigh station hours are 9:00 a.m. to 6:00 p.m. Saturday & Sunday, 9:00 a.m. to 4:00 p.m. on Monday, at any of the regular weigh stations (listed on locator map). Two weigh stations will operate with extended hours of 9 a.m. to 8 p.m. Saturday and 8 a.m. to 8 p.m. on Sunday and four weigh stations will operate 24-hours a day beginning at 9:00 a.m. Saturday, June 17, 2023. All weigh stations close at 4 p.m. on Monday, June 19, 2023. 20. All fish entered in the Father’s Day Derby must be caught upon hook and line and retrieved by rod and reel within the boundaries of the Father’s Day Derby. 21. Fish must be caught between 12:01 a.m. Saturday, June 17, 2023 and prior to 4:00 p.m. Monday, June 19, 2023. All fish must be presented to a Father’s Day Derby weigh station no later than 4:00 p.m. Monday, June 19, 2023. 22. Any angler found importing fish from another body of water, misrepresenting a fish’s weight, attempting to alter a fish’s weight or manipulate the fish in any manner to achieve a change in weight will be subject to legal proceedings.

ANGLING REGULATION

23. Father’s Day Derby contestants shall only enter fish caught within the derby boundary and hours. 24. The same angler must cast and hook, or, in the case of a trolled release, fight, and bring the fish to net unaided by any other person. No other person may touch any part of the tackle during the playing of the fish, or give aid other than taking the leader for landing purposes. 25. Only two (2) lines are permitted per angler at

any time during the derby. This applies for both the Vermont and New York side of the lake. This rule applies regardless of state regulation. 26. Father’s Day Derby contestants may enter one or more fish. 27. All contestants must follow local and federal angling laws.

CONDITION OF FISH

28. All fish must be whole, fresh and never been frozen. No gaffed, snagged or foul-hooked fish will be accepted for entry. Fish entered may be marked for identification purposes, and may at the sole discretion of the Father’s Day Derby Officials become the property of the LCI Board of Directors. Any angler found misrepresenting a fish’s weight or attempting to alter a fish’s weight will be subject to legal proceedings. 29. In the interest of conservation of fish species, anglers are encouraged to release all fish caught in the Father’s Day Derby. The intent is to release all fish entered alive, and anglers are encouraged to properly handle live fish. For the purposes of the Father’s Day Derby, a fish shall be determined to be alive if, at the sole discretion and judgment of the Weigh Station Captain, the fish shows any reasonable signs of life. Any fish entered, which is considered to be alive under this criterion, shall be validated for a 5% LCI Derby Prize Point bonus. The Weigh Station Captain’s determination shall be made at the time of weigh-in, and shall be considered final.

PRIZEWINNER DETERMINATION

33. It is the responsibility of the prize-winner to collect his/her prize(s). Prizes, or parts thereof, not claimed by July 21, 2023 will become the property of the LCI Board of Directors. 34. All tax liability is the burden of the recipient of the prize. Additionally, in accordance with state and federal authorities, LCI may be required to collect taxes before prizes can be presented. 35. The LCI Derby Prize Point value of each fish entered in the Father’s Day Derby shall be determined by multiplying the weight of the fish by the Species Points for that species. In addition, all Father’s Day Derby-eligible fish from the nine major species categories which are entered alive and relinquished to Weigh Station Captains shall receive a 5% LCI Derby Prize Point bonus (see Rule #29). Live fish shall be given priority at weigh-in. 36. Prize Point values for each of the eligible species are as follows: a. If the fish is determined to be alive at the time of weigh-in, add an additional 5%, or 22, bonus points. Thus, the entry earns the angler 440 + 22 = 462 LCI Derby Prize Points. 37. 1st Place Species Prizes shall be awarded, for each of the nine (9) eligible species categories (see Rule #30), to any Father’s Day Derby registrant who enters one fish from that category which amasses the highest number of LCI Derby Prize Points for a single fish. Subsequent Species Prize places shall be likewise determined, in order, according to total LCI Derby Prize Points. 38. The Junior Division Prizes shall be awarded to the Father’s Day Derby registrant who is fourteen (14) years of age or under on June 17,

2023 and who enters one fish from any of the eligible species in the Father’s Day Derby (see Rule #30), between the opening and closing hours of the Father’s Day Derby, that amasses the highest number of LCI Derby Prize Points. Subsequent Junior Grand Prize places shall be likewise determined, in order, according to total LCI Derby Prize Points. Only a junior angler’s highest scoring fish per Junior Division will be considered eligible for an award. Awards will be made for Cold, Cool and Warm Divisions. a. In addition to the eligible derby species, junior anglers may also enter yellow perch that are a minimum of 12 inches in length. There will be a special award category for junior yellow perch. 39. Early Bird Special a. Anyone who registers for the Father’s Day Derby on or before March 31, 2023, will be entered to win a Smugglers Notch Resort vacation package valued at up to $1800 dollars. b. To qualify, anglers must submit a COMPLETE registration for the Father’s Day Derby either by phone or online. c. Winner will be announced at the conclusion of the Father’s Day Derby.

Ladies of the Lake prize package is awarded to the female angler, who is both registered in the Father’s Day Derby, and catches the fish that scores the most points in the Cold, Cool, or Warm Water Division. 41. Alaskan Fishing Adventure Prize Package a. The winner agrees to release, discharge and hold harmless sponsors, LCI, Coca-Cola of Northern New England and Jolley Associates, and each of their respective officers, directors, employees, representatives and agents, from any and all liability for any injury, loss, or damage of any kind to persons, including death and property, whether direct or indirect, which may be due to or arise out of the acceptance, use, misuse, non-use, possession of the prize, or any prize-related activity. b. Package is awarded to one person and is for two travelers. c. Entries will be issued by registration number. i. All Individual registrants receive one entry ii. All Junior registrants receive one entry iii. Family registrations 1. Family registrations receive one entry, regardless of how many family members are on the registration 2. All fish weighed in from anglers registered under a family registration, and that qualify for bonus points, will be attributed to the family registration number. 3. In the event that the winning registration number drawn belongs to a family registration, the first named individual on the registration will be considered the winner and be delegated to receive the prize. d. The LCI Board of Directors reserves the right to change the advertised itinerary and details of the trip if it is deemed necessary. They are responsible for booking their own travel. The awarded cash stipend can be used to pay for travel and food. j. Winner is responsible for license fees, gratuities, travel, food, and any expenses beyond lodging, guides. k. The intention of the cash stipend it be used to pay for travel, food expenses, licensing, and gratuities, but is not restricted to this purpose. l. Winner will be announced the conclusion of the Father’s Day Derby. m. Registered anglers are given bonus entries for the drawing based on the following criteria: i. Angler receives two bonus entries for each of their fish placing in 1st – 10th in any adult species category at the end of the derby ii. Angler receives one bonus entry for each of their fish placing 11th – 25th place in any adult species category at the end of the derby. 42. Anglers of the Year a. Only those participants officially entered in the Father’s Day Derby are eligible to compete. b. Anglers will compete individually, and are eligible to compete in any division – Cold Water, Cool Water or Warm Water (see rule #30 for species breakdown). One winner will be announced in each division. c. Anglers must enter three fish – one fish each day of the derby – that amass the highest number of LCI Derby Prize Points in either the Cold Water, Cool Water or the Warm Water Division (see rule #36 for more on point calculation). Only the angler’s single highest scoring fish per division per day for each of the three days of competition will be included in their final point total. d. Each fish entered MUST be weighed on the same day it was caught to qualify for Angler of the Year. For example, a fish caught at 11:45pm Saturday, but weighed in at 12:45am Sunday, will still count towards species and T.E.A.M. prizes, but not toward Angler of the Year. e. This is a non-exclusive prize, which means it can be won in addition to whatever other prize(s) the angler might also earn. f. Tiebreakers will be determined by the single highest-scoring fish entered. If still a tie, the prize shall be split.

2023 CASH EXTRA PRIZES

43. The 2023 Cash Extras include the Super Bonus prizes, Tournament Record Double Downs (WIZN Big Bad Bass; WOKO Big Station Salmon; Lakeshore Ace Laker; Shaw’s Supermarkets Walleye; Ray’s Seafood Market and Restaurant Sheepshead; VT Field Sports Northern Pike; Shelburne Camping Bowfin; RK Miles Catfish); and the $10,000 Lake Record Reward. 44. General requisite qualifications for Cash Extra Prize awards: a. Fish must be eligible for the Father’s Day Derby and registered ALIVE. b. In order to be eligible for a 2023 Cash Extras prize, the fish or fishes must be caught in compliance with all state and federal rules and regulations as well as the LCI Rules and Regulations (no electric reels are allowed) and all other rules contained herein. c. The angler must have purchased the 2023 Cash Extras option at time of registration.

Contestants are subject to official verification by Father’s Day Derby Officials. All decisions made by the Father’s Day Derby Officials are final. d. Fish must be caught by an official entrant in the Father’s Day Derby during official derby hours. e. If there is a claim, any requisite paper work must be completed in its entirety and presented the same day as the catch to Father’s Day Derby Officials. LCI will provide any requisite paperwork. f. Eligible contestants: Only those participants officially entered in the Father’s Day Derby who comply with any and all Father’s Day Derby rules and regulations shall be eligible to compete for a prize. g. Failure by any claimant(s) to comply with any and all Rules and Regulations of the Father’s Day Derby will render the claim void and no prize will be paid. h. As a condition for claim consideration an investigation will be conducted if, in LCI’s sole opinion, such action is warranted. Such an investigation will include, but will not be limited to, requiring the winner and/or witness to submit to and pass in a conclusive manner polygraph examinations. i. The polygraph examiner shall be chosen by LCI. The polygraph examiner shall make the final determination regarding passing or failing the examination. j. Winner is responsible for all state and federal taxes associated with winning a prize. 45. Super Bonus Awards a. The LCI Cold Water Super Bonus Grand Prize shall be awarded to the Father’s Day Derby registrant who enters a SINGLE live fish, from any of the four eligible Cold Water species in the tournament (see Rule #30), that amasses the highest number of LCI Derby Prize Points. b. The LCI Cool Water Super Bonus Grand Prize shall be awarded to the Father’s Day Derby registrant who enters a SINGLE live fish, from any of the three eligible Cool Water species in the LCI Father’s Day Fishing Derby presented by Yamaha (see Rule #30), that amasses the highest number of LCI Derby Prize Points. c. The LCI Warm Water Super Bonus Grand Prize shall be awarded to the Father’s Day Derby registrant who enters a SINGLE live fish, from any of the four eligible Warm Water species in the LCI Father’s Day Fishing Derby presented by Yamaha (see Rule #30), that amasses the highest number of LCI Derby Prize Points. 46. Tournament Record Double Downs a. Any angler who breaks the existing Father’s Day Derby record in one of the qualifying fish species below shall receive double their species category prize for that species, up to $3,000. For example, a first place walleye will win $3,000. If that walleye breaks the current Father’s Day Derby record, that angler shall win double their first place prize, for a total of $6,000. b. In the event that a record for one species is broken more than once by fish of different weights, then the largest fish at the end of the derby will be declared the winner. j. T.E.A.M. PRIZES

48. The T.E.A.M. (Two Entries, Any Member) Prize shall be awarded to that Father’s Day Derby T.E.A.M. which (1) has purchased a T.E.A.M. registration in addition to Father’s Day Derby registrations for each of the individual members of the T.E.A.M., and (2) collectively enters two fish, both from within either the Cold Water Division, Cool Water Division or the Warm Water Division, that when added together amass the highest number of LCI Derby Prize Points. The two fish may be caught by a single member, or by different members of the T.E.A.M., but must each be caught according to the Angling Regulation (Rule #23).

49. All 2023 Father’s Day Derby T.E.A.M.s shall be governed by the following rules: a. The T.E.A.M. (Two Entries, Any Member) will be composed of at least one (1) and not more than four (4) members. b. Prior to the tournament, each T.E.A.M. member must also purchase a valid individual, junior or family registration. c. Each T.E.A.M. member must be listed on the T.E.A.M. registration form d. T.E.A.M. registrations must be purchased no later than 11:59pm on Friday, June 16, 2023. e. A contestant may be a member of one and only one T.E.A.M. f. Each T.E.A.M. shall choose a Captain in whose name the T.E.A.M. will be registered. All cash prizes will be issued to the T.E.A.M. Captain. g. When selecting a T.E.A.M. name, participants are asked to respect the familyfriendly nature of the Father’s Day Derby. h. T.E.A.M. members may divide themselves into not more than two (2) groups while fishing. This means a limit of 2 boats per T.E.A.M., or shore anglers fishing in no more than two groups. In all cases, the witness requirement continues to apply (see Rule # 11). i. LCI Derby Prize Point Determination Example for T.E.A.Ms: 7.0-pound Atlantic Salmon (not alive): 7.0 x 65 = 455 LCI Derby Prize Points. 10.0-pound Lake Trout (alive): 10.0 x 34 = 340 LCI Derby Prize Points, plus 5% bonus for being alive gives a total of 357 LCI Derby Prize Points. Team Total for above example is 455 + 357 = 812 Father’s Day Derby Prize Points.

All contestants agree to give the LCI Board of Directors full rights for promotional or commercial purposes to any photograph of themselves taken by the LCI Board of Directors or its duly authorized agents. 52. Each contestant agrees to hold the LCI Board of Directors, Father’s Day Derby sponsors, their agents, employees and volunteers harmless from any liability of any nature for any injuries and/or damage suffered by the contestant in conjunction with the Father’s Day Derby. 53. All entries are subject to review by Father’s Day Derby Officials. LCI reserves the right to change any entry that it believes to be in error (see Rule #15). The decision of the Father’s Day Derby Officials is final. In the event of a tie, unless otherwise specified, the first fish weighed in will be declared the winner. 54. Final Father’s Day Derby standings will be posted online by noon on Wednesday, June 21, 2023. Participants who wish to contest posted standings must do so by prior to 2:00 p.m., June 22, 2023. Results will be considered final at 5 p.m. on June 23, 2023, and prizes will be awarded subsequent to that final determination. Lake Champlain International, Inc. reserves the right to change these rules at any time without notice. 56. Dispute Resolution; Arbitration. a. In the event of any dispute between the parties with respect to any matter covered by these rules, the parties shall first use their best efforts to resolve such dispute among themselves. If the parties are unable to resolve the dispute within thirty (30) calendar days, the dispute will be submitted to arbitration in accordance with the following provisions. The arbitrator may rule on any and all claims or controversies for which a federal or state court would be authorized to grant relief, whether or not arising out of, relating to, or associated with the activities of LCI. All claims shall be determined under the law of the State of Vermont, without regard to conflict of law principles. b. Either LCI or the Father’s Day Derby

participant may submit any matter referred to above to arbitration by notifying the other party, in writing, of such dispute. Within ten (10) days after receipt of such notice, LCI and the Father’s Day Derby participant shall designate in writing one arbitrator to resolve the dispute; provided, however, that if such parties cannot agree on an arbitrator within such ten (10) day period, the American Arbitration Association shall select the arbitrator. The arbitrator so designated shall not be an employee, consultant, officer, director, or member of any party or an affiliate of or relation to any party. c. Within fifteen (15) days after the designation of the arbitrator, the arbitrator, LCI and the Father’s Day Derby participant shall meet, at which time shall be required to set forth in writing all disputed issues and a proposed ruling on each such issue. d. The arbitrator shall set a date for a hearing, which shall be no later than thirty (30) days after the submission of written proposals, Each such party shall have the right to be represented by counsel. The arbitration shall be governed by the rules of the American Arbitration Association, however the arbitrator shall have sole discretion with regard to the admissibility of evidence. e. The arbitrator shall use his or her best efforts to rule on each disputed issue within thirty (30) days after the completion of the hearings. Any ruling of the arbitrator shall be accompanied by a written opinion detailing the arbitrator’s reasoning for such ruling. The determination of the arbitrator as to the resolution of any dispute shall be binding and conclusive upon all parties. f. The Arbitrator shall award costs and expenses, including but not limited to reasonable attorney’s fees and arbitration fees and costs. g. Any arbitration pursuant to this section shall be conducted in Chittenden County, Vermont. Any arbitration award may be entered in and enforced by any court having jurisdiction there over, and the parties hereby consent and commit themselves to the jurisdiction of the courts of the State of Vermont and any United States District Court in Vermont for purposes of the enforcement of any arbitration award.

ACKNOWLEDGMENT OF ARBITRATION

These rules contain an agreement to arbitrate. The parties understand that neither will be able to bring a lawsuit concerning any dispute which is covered by the arbitration agreement.
