Bill Proposes “Open Carry” Law In Florida TALLAHASSEE (CBS4) – The mass shooting in Arizona earlier this month in which six people were killed and U.S. Representative Gabrielle Giffords was critically wounded has sparked a nationwide debate on whether guns laws should be tightened, especially when it comes to automatic weapons.

But a Florida senator has proposed a loosening of the state’s gun laws in a bill which would allow gun owners with a permit to openly wear their handguns in public view.

Last December Senator Greg Evers, R-Crestview, filed Senate bill 234 which would make openly wearing firearms legal in Florida for the first time in decades, according to the Palm Beach Post.

The Washington-based Brady Center to Prevent Gun Violence has firmly opposed the bill. South Florida spokeswoman Dana Sanchez Quist said if the bill passes, legal firearms could easily be taken during robberies. The measure would also have a negative impact on tourism, according to Sanchez Quist because visitors may stay away from a state with a Wild West image.

Evers said not only would it be a crime deterrent but people who have concealed weapons permits would not be punished if their guns are accidentally exposed.

Under Evers proposal any licensed gun owner over the age of 21 would be allowed to “open carry” their firearm, even on public university and college campuses. Supporters say if Virginia had such a law, maybe someone would have been able to shoot SeungHui who went on a shooting spree at Virginia Tech in 2007, killing 32 people.

Currently 43 states have “open carry” laws which do play limitations on where a weapon can be worn; schools and such are off-limits, according to the website opencarry.org. Florida makes the list of seven states which prohibit “open carry” except in circumstances where the gun owner is going to directly to or from target

Florida is not the only state debating “open carry” legislation. Brian Malte, with the Brady Center, said Texas is also considering a bill that would allow it and in California, where there is no law on the books for or against it, a bill was introduced earlier this year to allow it.

2011 Looks Positive For Economy that some market analysts believe we could see the Dow Jones Stock Index possibly crossing over the 12-thousand mark before the end of the month.

Consumer spending forced retailers to order more merchandise towards the end of December 2010 and that’s improving the U.S. economy’s manufacturing sector.

The latest economic indexes show 2011 is already looking much better than the start of 2010 with improvements in consumer spending, manufacturing and continued gains on Wall Street.

They add up to solid signs the recovery’s picking up speed according to some economic forecasters.

But the tough questions remain: how long will it last; and when will the job market finally get more people back to work?

Wall Street’s seeing enough solid gains

Some economic forecasters believe 2011 is already shaping up to be better than last year with almost a trillion dollars in tax cuts expected to further rejuvenate consumer spending.

Locally, the winter tourist season is looking much better than last year with solid gains in passenger levels at both Miami International Airport and South Florida seaports. Foreign trade out of local ports is expected to continue seeing solid gains throughout the year.

Still, several major “soft-spots” will continue to drag down our economic recovery.

Foreclosures are expected to continue flooding the local real estate market and that will prevent home and condo prices from improving for possibly several more years. This will compound the unemployment problem as construction jobs remain few and far between, even in the Sunshine State.

Job growth overall is slowly improving, but is not expected to get much better until possibly much later in the fall.

Local financial planners say if you have any investments, consider going over them very closely to see if they need any adjustments. They also recommend paying off holiday bills to avoid extra credit card expenses.

Don’t expect any major changes on the job front if you’re looking for work or any major raises from your current employers.

South Florida Family Tricked By Latest Craigslist Scam Mendoza said, “I knew before that people had gotten scammed on Craigslist. But I never thought that it would happen to me.” The listing advertised a three bedroom home for $800.

Caroline Murphy, who owns the house was quite surprised.

KENDALL (CBS4) - For nearly two years the Velez family has been out of work. Evicted from their Homestead home, they now live with family in a one bedroom in Kendall.

“This was the only choice I had. Either this or a homeless shelter.” Suzie Mendoza-Velez told CBS4’s David Sutta.

When Salvador Velez finally found work, Suzie began looking on Craigslist for a home.

She ended up finding the latest scam.

“One day we started getting knocks on the door. ‘Oh is your house on the market for $800?’ That’s not the price we’re asking,” said Murphy.

The real price is actually more than twice that, $1900.

The scam is classic fraud typically done in Nigeria. You wire money to them in exchange for something but they never follow through. The scam is getting more sophisticated. The criminals are stealing images of a real houses for rent and using an email address with the owners name in it.

The Velez family fell for it, sending $200 to hold the house. Suzie told us “That’s

all we had.” If they had more they would have sent it. The keys never came.

Typically there is little or no recourse if you get caught by this scam because the money has left the country.

In front of reporter David Sutta, Murphy called the scam artist in Nigeria who claimed he owned her house. She asked him “What is your name?” Moments later he hung up.

Coffey has seen the scam across MiamiDade County. They move from house to house as people catch on.

Her best advice, “If it seems to good to be true it’s too good to be true.”

Unfortunately for the Velez family the advice came too late.

Improve Credit Score With Rapid Rescore Process The current remodeling project is a breeze compared to the rejection she received a year ago when she was putting offers down on homes.

Her 640 FICO score just wasn’t where it needed to be.

MIAMI (CBS4)- Bumping up your credit score a couple dozen points could be what helps you achieve the American dream of owning your own home.

There’s a way to fast- forward the process if time isn’t on your side. Ana Padilla and her family are now first time homeowners after they went through the rapid rescore process.

“There’s going to be a little countertop here with some stools here,” Padilla pointed out the works she plans to do on the home.

“We were anxious, excited, but at the same time we kind of saw like this is going to have to wait. Probably by the time we’re ready that house is not going to be there no more.”

The house Ana had her eye on was a short sale. She was introduced to Mayra Torres, a lender who felt a better loan would improve Ana’s chances of getting her offers accepted.

She just needed to pay down her debt fast!

“She had a lot of student loans because she had just graduated and got her nursing degrees. So we needed to get her FICO scores higher to a 680 and we also needed her to be able to decrease her expenses,”

explained Torres.

Ana was able to pay down the debt but normally it takes 30 to 45 days to update your credit score information with the credit bureaus.

What she needed was a rapid rescore – a way of fast forwarding a credit score update within 72 hours.

The borrower provides the lender with proof that he or she has paid down the debt.

The lender hires and hands over that proof to a third party credit agency.

That credit agency goes directly to the three credit bureaus to update the borrowers improved credit score within days compared to weeks.

“Usually what happens is when you need a rapid rescore, it’s when you have an offer accepted and we need to move and we need it now. So that’s when rapid rescore

comes into play,” added real estate agent Josie Andrade.

She said not all agents have the patience to take on clients who need to improve FICO scores or run rapid rescores.

It can be tedious and time consuming.

“If this is really what they want, if they want to take on that American dream, this is where we need to start,” Torres said.

Ana was able to raise her score 30 points and now she’s thrilled to be a homeowner “The sacrifice is well worth it,” she said.

Typically if you are a good candidate for a rapid rescore there is no cost to you.

Fish Oil Linked To Lower Breast Cancer Risk that the Omega 3 fatty acids found in fish oil may also h e l p women lower their risk of breast cancer.

Vitamins and dietary supplements are big business in the U.S. Americans spend about $25 billion a year on supplements including fish oil due to its cardiovascular benefits. But now a new study indicates

“Someone told me you are never going to experience this level of love until you actually have a baby, and they are absolutely right,” said Demos.

“I just couldn’t believe it. After nine months, to actually see her and hold her and that she was o.k., that mattered,” said Rubino.

KENDALL (CBS4) – Cynthia Demos, anchor of the 5:30 p.m. newscast on CBS4 News and CBS4 News on TV33 at 10p.m., is the proud mother of a new baby girl.

Baby Brooke Rubino is a bundle of joy for Demos and her husband Matt Rubino.

Brooke is their first child.

She was born January 4th at 7:58 pm at Baptist Hospital weighing in at a healthy 6 pounds, 15 ounces and19 and half inches long.

At less than a day old, Brooke has no idea about the hours leading up to her delivery which began Monday after Demos finished the 5:30 p.m. newscast on CBS4.

“I did the 5:30 show. I went home for dinner and I never came back,” said Demos to CBS4’s Jorge Estevez who visited her in the hospital.

Demos had begun what would become 18 hours of contractions.

“How would you describe them”, asked Estevez.

“Painful, very painful,” said Demos with a laugh.

How did dad Matt Rubino do during mom’s contraction marathon?

“Did she hit you or blame you”, asked Estevez.

“Actually she was nice, thanks to the epidural,” said Rubino.

But when Brooke was ready to meet her parents it was magical for mom.

MIAMI (CBS4) — Billions of dollars are spent every year on over-the-counter and prescription drugs seeking relief for back pain. Some health experts now recommend turning to your refrigerator, instead of your medicine cabinet, for help.

Researchers at Michigan State University found a chemical in tart cherries that has anti-inflammatory properties. And when it comes to veggies, experts say, the greener the better. Try kale, spinach, broccoli. And when it comes to fruit, pile on the dark berries.

Olive oil, green tea, and brightly-colored fruits and vegetables all have been proven to lessen inflammation in cartilage in the spinal column — that also helps control back pain and stiffness.

Tragedy In Arizona Shines Light On Mental Illness

As we learn more about Jared Loughner and the possibility he may have been exhibiting early signs of mental illness, we wanted to speak to an expert about identifying the signs and how parents could prevent a similar tragedy.

Loughner is known as the 18year-old alleged gunmen believed to have lashed out in a m a s s shooting that killed 6 people in Tucson, Arizona, but as we mourn the loss of life what we do not know is what could lead a young man to carry out such a tragedy.

Haiti: How The Relief Money Is Being Spent living in tent cities.

It’s a situation that is pushing many to question where all the aid went. South Floridian Sonicka Charles donated $50 to help Haiti and wonders if it did any good.

“I don’t really see a lot of progress going on there,” said Charles. “So it is a concern where is all that money going and when are they gonna get the help that they need?”

MIAMI (CBS4) – One year after the earthquake ravaged Haiti, progress is still slow to see. The death toll continues to rise from cholera, lack of clean water and lack of appropriate housing. Nearly a million earthquake survivors are still homeless

The American Red Cross estimates it collected $479 million in donations over the past year. It has only spent slightly more than half of that amount.

“The fact is that this is going to be a long term recovery project and we want to be

here helping Haiti in ways that are going to be sustainable going forward,” said Julie Sell, spokeswoman for the American Red Cross. “So things like building housing don’t happen overnight.”

The Chronicle of Philanthropy analyzed 60 U.S based charities. Overall the groups raised $1.4 billion, yet they spent less than 40 percent of that.

Its an issue back here at home in South Florida as well. Months ago the Broward County School district designated 92 portable classrooms to give to Haiti. The portables could help with housing or portable medical clinics. But as of now the district says most of those portables remain in Broward County. The district can not

afford to ship them to Haiti.
