s Australia’s most global regional city, Cairns is the hub of a diverse and innovative economy and offers a quality of life appreciated by a consistently growing population. Strategically located between two World Heritage listed sites – the Great Barrier Reef and the Wet Tropics Rainforest – the region is more than simply a world class tourist destination. It is fast becoming known for its tropical expertise in health, agriculture, marine science, engineering, construction and education. The region is well connected to the rest of Australia with direct airline links to major capital cities as well as key international freight routes for the high value seafood and other produce from the Tropical North. The past decade has seen a considerable diversification in the workforce with health and allied industries emerging strongly as the largest employing sector and predicted to account for up to one in three new jobs over the next five years. Education & training and the resources sector have also enjoyed significant growth, along with construction.

We work with a long-term vision to create a resilient and prosperous TNQ, provide apolitical leadership and create a unified voice for the region. Taking in 26 local government areas, our region extends from Cardwell to the Torres Strait, and from the Northern Territory border to the Coral Sea. Nearly two-thirds of the region’s population live within the Cairns Regional Council statistical area and while tourism is the region’s major export industry, growth industries such as agribusiness, health, education and professional

Rural land is largely used for agriculture, particularly sugar cane farming, tropical fruits and vegetables, coffee, cattle grazing, timber production, mining and fishing.

OUR REGIONAL PRIORITIES A

In setting the advocacy agenda, we work collaboratively with our members and strategic partners to identify the catalysts needed to deliver a selfsustaining, resilient and prosperous TNQ economy. The resulting regional priorities fall into one of two categories - infrastructure or policy priorities – and form the basis of our agenda in engaging with politicians and government officials, both Federal and State.
INFRASTRUCTURE PRIORITIES
POLICY PRIORITIES
Priority: Cairns University Hospital Innovation Precinct
Priority: Superyacht Chartering
Highlight: $60 million in Stage 1 funding confirmed. $115 million Stage 2 investment sought to progress the Cairns Health and Innovation Precinct (CHIP) to design and construction phase. A further $60 million is required to fit out an additional 80 beds in Cairns Hospital.
Priority: Cairns Ring Road Highlight: Stage 1 funding of $359 million committed for Captain Cook Highway upgrades (Cairns CBD to Smithfield). $152 million confirmed for the Smithfield bypass. Stage 2 funding of $365.5 million now sought to upgrade the Western Arterial Road.
Priority: National Highway A1 Highlight: Stage 1 funding of $21 million required to undertake a Strategic Assessment of Service Requirements, Preliminary Evaluation and Business Case for Kuranda Range Road upgrades. Fast tracked delivery of planned Bruce Highway upgrades sought, together with a strategic transport plan to deliver a dual-lane freeway between Cairns and Townsville.
Priority: Dams and Water Security Highlight: $854 million required to fund 80% of the cost of Nullinga Dam (Option 2A in detailed business case) with water users to fund $215 million. $7.2 million is required to progress the Tablelands Irrigation Project. $10 million has been secured for the Lakeland Irrigation Area Project business case, and a business case for the Gilbert River Irrigation Scheme (GRIS) was completed in May 2020. The estimated capital cost for GRIS is $785 million.
Priority: Cairns Marine Precinct Highlight: $150 million is required for Stages 2 and 3 to develop the precinct to Regional Maintenance Centre standards as set by the Royal Australian Navy. $420 million has been committed to upgrade HMAS Cairns facilities by 2026. Home base, sustainment and maintenance contracts for up to six Offshore Patrol Vessels are now sought.
Priority: Education and Research Sector Highlight: $50 million has been sought for CQUniversity’s Cairns CBD campus, $45 million is required for Stages 2 and 3 of CQUniversity’s Asia Pacific Aviation Hub, and $26.7 million recurrent will secure 80 new medical student placements at James Cook University.
Priority: Arts, Sport and Culture Highlight: $39.8 million is required for the Cairns Gallery Precinct, $40 million is sought for upgrades to the Cairns Showground, Sporting and Community Precinct, and $1 million is sought for a sports tourism sector business case.
Priority: Gulf Savannah Way Highlight: Stage 1 funding of $50 million confirmed with $136 million sought for the next stage in sealing the Western Queensland section of the national highway. 06 A D V A N C E C A I R N S . C O M
Highlight: A Special Recreational Vessels Bill passed in December 2019 allows foreign owned superyachts to charter in Australia via temporary licences. A revision of The Coastal Trading (Revitalising Australian Shipping) Act 2012 or an extension of the Special Recreational Vessel laws is required to extend this beyond 2021.
Priority: Cairns University Hospital Highlight: Record operating budget of $1 billion confirmed in 2019-20. Recurrent funding now sought to transition Cairns Hospital to a full tertiary referral facility known as Cairns University Hospital. The CHHHS master plan identifies $500 million in infrastructure needs over the next 20 years, with $9 million required for preliminary and detailed business cases.
Priority: Cairns City Deal Highlight: To establish a City Deal for Cairns, the Queensland and Federal Governments are required to join Cairns Regional Council in signing a Statement of Intent.
Priority: Pacific Engagement Strategy Highlight: To drive Australia’s Pacific Engagement Strategy and deliver the Pacific Step Up program in a strategic, coordinated way from northern Australia, an Office of the Pacific bureau is sought for Cairns.
Priority: Population and Migration Strategy Highlight: $1.5 million is sought to develop a Population and Migration strategy for Cairns. The strategy will inform catalytic and social infrastructure requirements and enable targeted workforce planning.
Priority: Cairns Aviation Route Development Highlight: An investment of $100 million over four years is needed to boost aviation capacity state-wide through an Aviation Capacity Expansion program. TTNQ requires an additional $10 million over four years to boost event tourism.
Priority: Land Use and Agriculture Highlight: A framework for prioritised Strategic Agricultural Areas is required for TNQ to reduce the uncertainty of agricultural investment. An Office of the Coordinator General is sought for Cairns to effectively coordinate regional land use planning, major development approvals and land tenure resolution.
Priority: Strategic Energy Sector Framework Highlight: A commitment of $1.5 million is sought to develop a TNQ Energy Sector Strategic Investment Framework. Removal of the 5% headroom requirement is also sought, together with a 10% reduction in wholesale costs.

You can also nominate to sit on our member committees and Board of Directors. A range of members also get to directly influence policy at a political level by participating in major advocacy initiatives and ministerial round-tables.
