Positioning for growth – Towards a brighter future Turning 20 has been a significant milestone for Advance Cairns and we have been proud to play our part in fighting for and advancing our beautiful region over the past two decades. May the next 20 years be just as fruitful! We certainly celebrated the event in style with our 20th Anniversary Gala Ball at the Cairns Cruise Liner Terminal. What a night it was and weren’t we lucky that we could celebrate at all with the impacts of COVID-19 continuing to play havoc with business. Far North Queensland has been particularly hard hit by the total loss of international tourism and lockouts from our interstate markets, and we have seen how exposed and fragile our tourism-based economy can be. Advance Cairns was pleased to be part of a team that strongly and successfully advocated for $600 million in industry support. In November, after months of stakeholder engagement, our advocacy efforts were crystallised in our Cairns TNQ regional priorities document, Forging a Brighter Future. Key highlights included: •
Hundreds of millions to transform the Cairns Marine Precinct and expand HMAS Cairns.
•
Funding for international tourism recovery that includes route development, marketing, and aviation support. The International Airport is also likely to undergo security upgrades.
•
Policy recommendations to revive specialist ship and boat building in Cairns.
•
$200M+ to bring to life Cairns University Hospital through state and federal infrastructure as well as critical Commonwealth Supported Places for medical students at James Cook University.
•
$50M for a new CQUniversity CBD campus and a major expansion to the Great Barrier Reef International Marine College to address acute skills shortages and help revive an ailing CBD.
•
A strategic recommendation to extend the National Highway A1 from Cairns’ northern suburbs to the Atherton Tablelands.
•
Delivery of the committed $659M for the Cairns Ring Road.
•
$250M+ towards water infrastructure to provide security for agricultural and urban growth.
We have seen our marine port attract significant investment due to Cairns’ strategic location and existing facilities. Our advocacy is focussed on securing further investments in defence and marine infrastructure to diversify our economy, creating more jobs, particularly highly skilled and highly paying jobs. The recent announcement of a $70 million Regional Maintenance Provider (RMP) contract to local consortium NORSTA was yet another win for our region. Based on the recently released Queensland Government Cairns Marine Precinct Business Case, we now have a new ask of $300-$400 million in government investment, which would then likely stimulate additional private sector investment.
Cairns University Hospital is another game changer and another considerable step in the growth of our city. It was pleasing to see land purchased and soil being turned in 2021. The University Hospital will enable us to attract the best specialists and to therefore provide the best healthcare to locals, rather than leaving our residents to travel south to Brisbane. It will also open up opportunities to undertake quality medical research that is specific to the tropics and to our local demographics. On top of the benefits to our wider community, the Cairns University Hospital will allow medical students to complete their full degree in Cairns, thereby increasing the chances of retaining graduates in the region beyond their course completion. In addition to advocating for our marine and health sectors, Advance Cairns has also been working hard to seek funding for major road networks around the region. In 2021/22 we successfully obtained $240 million from the Federal Government to improve the Cairns Western Arterial Road, plus a further $60 million election promise in the 2021 State Budget. Advance Cairns firmly believes roads are critical to our economic stability and growth in our region. However, as our population continues to expand, we also acknowledge the importance of investing in other forms of transport to further supplement our roads in the medium to long term. As 2021 came to a close, Advance Cairns was developing a new priority called Future Growth – Cairns 2050 to address how our city can continue to develop and grow more sustainably. You can read more on this new priority, along with our full 8 + 8 priorities, further on in this document or on the Advance Cairns website. Looking forward, with a Federal Election due very shortly we are well positioned to capitalise on the key infrastructure and policy priorities for our region. It is our time to push for these priorities for our region, for our members, and for the people of Far North Queensland.

Events & Briefings Through ongoing COVID impacts in 2021, Advance Cairns made sure to continue our work to connect and celebrate the region. The year was a big one for our organisation, as we marked our 20th anniversary of advocacy in Far North Queensland. Almost 300 people came together to celebrate with a Black-tie Platinum Dinner, where we heard from keynote speaker Alan Joyce, CEO of QANTAS, and raised money for the Far North Queensland Hospital Foundation. In addition to our anniversary dinner, we also welcomed an array of Federal and State MPs to the region, including

20th Anniversary Advance Cairns celebrated our 20th anniversary of advocacy in the region with a black-tie gala ball on March 12, 2021. Almost 300 people came together to paint the town orange at the Cairns Cruise Liner Terminal, from organisation members to local businesspeople and politicians. Highlights from the evening included a raffle and auction to raise funds for the Far North Queensland Hospital Foundation, with a final figure totaling more than $13,000 thanks to vouchers from members including Tamarind Restaurant, Hilton Hotel, Backyard at Shangri-La, and Eléme Day Spa at Riley. Advance Cairns member Leo Ward took home the big-ticket item for the night, snagging a signed Rolling Stones guitar for $7000. Guests were also treated to an insightful speech from Qantas Managing Director and Group CEO Alan Joyce. Mr Joyce was optimistic for domestic tourism and eventually international travel to return to Cairns at preCOVID levels, and he used the opportunity to announce a significant expansion of Qantas and Jetstar’s domestic capacity into the region. The evening was a fitting and triumphant recognition of 20 years of successful support and advocacy from our members.

Virtual convoy to Canberra Advance Cairns, together with Cairns Chamber of Commerce, Tourism Tropical North Queensland, Regional Development Australia Tropical North, and delegates from across the region hosted the Cairns TNQ Connecting to Canberra – 2021 Cyber Convoy with almost two dozen federal MPs in November. While in previous years our convoy has taken place in Canberra, ongoing COVID impacts meant our group had to do what many other businesses have done in the past two years – pivot. The delegation met with almost two dozen senior Government, Opposition and crossbench federal MPs across two days via Zoom to discuss the Advance Cairns Forging a Brighter Future manifesto and to stress the importance of government support for the region.

Key appointments included Prime Minister Scott Morrison, the Hon. Josh Frydenberg MP, Dr Jim Chalmers MP, and the Hon. Bob Katter MP. Mr Morrison hailed the Forging a Brighter Future priority document, saying “It’s very well articulated, very well thought through and it’s well connected across the various elements of the Far North Queensland economy”. Several delegates will follow up with key meetings in February 2022 ahead of the Federal Budget and Federal Election, where they will continue discussions in person to seek further support for our region.

8+8 Advocacy Priorities Ongoing impacts of COVID-19 have made it all the more crucial to build resilience and greater diversity in our region. In 2021, Advance Cairns developed and championed the following 8+8 infrastructure and policy priorities that will best position our region for growth and security now and in the future.
Infrastructure Priorities Cairns Airport - Rebuilding Aviation
Cairns University Hospital
HIGHLIGHTS
HIGHLIGHTS
Following the devastating impact of COVID-19 on the local tourism industry and Cairns Airport more specifically, Advance Cairns has been advocating strongly for government assistance to support this key piece of infrastructure to our economy. Following a push in our 2021 Federal Budget Submission to continue International Freight Assistance Mechanism beyond June 2021, the Federal Government committed $260M to extend IFAM until mid-2022.
Cairns University Hospital moved one step closer to completion, with a historic agreement between Cairns and Hinterland Hospital and Health Service (CHHHS) and James Cook University (JCU) to secure a critical parcel of land for the project. The land will house a purpose-built research, education, and innovation precinct, to be known as the Cairns Health Innovation Centre (CHIC).
Cairns Airport is now required to carry out mandated security upgrades while also trying to rebuild key aviation routes that were lost during domestic and international lockdowns. Advance Cairns, together with Cairns Airport, is now calling on the Government to commit $10M towards the necessary security infrastructure upgrades, along with $20M ($5M over 4 years) in aviation attraction funding to maximise these outcomes.
Cairns Marine Precinct HIGHLIGHTS
The Cairns Marine Precinct business case was finalised at the end of 2021 (released early 2022) and will provide recommendations to the State and Federal Governments for the Precinct’s proposed expansion.
The Federal Government confirmed it will upgrade facilities at HMAS Cairns as part of a $155 million package to support Arafura Class offshore patrol vessels. Advance Cairns now recommends that the State Government supports this commitment and ensures the Department of Defence delivers on the upgrade by 2025. The Navy has also granted a $36 million contract for Pacific patrol boat crew training to be delivered in Cairns at TAFE’s Great Barrier Reef International Marine College.

Master planning has since begun for the site. An evaluation of the CHIC’s Preliminary Business Case is also underway, after which Advance Cairns will seek a State Government commitment of full funding for the business case’s recommendations.
Education and Resources HIGHLIGHTS
Federal Labor announced their $50 million commitment to backing the new CQUniversity campus in Cairns CBD. Shadow Treasurer the Hon. Jim Chalmers MP made the announcement at an Advance Cairns breakfast, stating the commitment will go ahead if an Albanese Government takes power at the upcoming Federal Election. Advance Cairns is now seeking a commitment from the Federal Government to ensure bipartisan support regardless of the election outcome.
Advance Cairns is also seeking support from the Federal Government for the expansion of the GBRIMC to enable training for the Pacific patrol boat crew at TAFE, along with an additional 80 Commonwealth Supported Places recurrent to support the training of a regional medical workforce.

Coastal Roads HIGHLIGHTS
An integrated and efficient road transport network is critical for liveability and economic stability in the region, and Advance Cairns successfully advocated for the critical $659 million investment to upgrade Cairns Ring Road, which includes $240 million (Federal Investment) towards the Cairns Western Arterial Road upgrade.
The next step is for the State and Federal Governments to honour their promise to upgrade North Queensland sections of the National Highway A1 and commit to developing a strategic transport plan linking Cairns and Townsville through the Bruce Highway Program. In addition, it is recommended that the Federal Government’s commitment of $287.2 million for the Captain Cook Highway upgrade and $240 million for the CWAR duplication be allocated in forward estimates.
Tablelands Access
Inland Roads HIGHLIGHTS
Tropical North Queensland’s inland roads such as the Savannah Way and the Kennedy Developmental Road are vital to enhancing the productivity of northern Australia and improving connectivity to southern markets. However, segments of unsealed road along these routes are limiting the economic value of these road links and isolating communities during the wet season.
As such, Advance Cairns is calling for the State and Federal Governments to support the sealing and improved flood resilience of the Gulf section of the Savannah Way by providing project funding to the controlling LGAs in equal portions over a 10-year period. In addition, we are asking that the Federal Government provides $25M to seal the final 11 kilometres of the Kennedy Developmental Road and complete the White Cliffs realignment to ensure this key route is sealed in its entirety.
HIGHLIGHTS
There are four main roads linking Cairns with the Atherton Tablelands and, by extension, the critical agricultural, mining, and tourism industries of the wider Tropical North Queensland (TNQ) regions. It is therefore vital to keep these roads maintained and at capacity to withstand increasing passenger and heavy vehicle traffic.
Advance Cairns is recommending that the State and Federal Governments work together to amend the National Land Transport Act 2014 to extend the national highway designation from its current terminus at the intersection of Captain Cook and Kennedy Highways to the intersection of Kennedy and Mulligan Highways. We are also recommending that, following the release of the $1.6 million Cairns to Northern Tablelands access strategy and subject to its evaluation, the Queensland and Federal Governments commit $10 million each to undertake a preliminary evaluation and business case for upgrading Kuranda Range Road.
Food and Water Security HIGHLIGHTS
The Queensland Government has established the Regional Water Assessment Program (RWAP) with a total investment of $9 million in three areas across the state, namely the Tablelands with Tablelands Regional Council (TRC) and eastern parts of Mareeba Shire Council. The program will analyse local water needs and identify gaps to fill, before setting out how existing infrastructure, new infrastructure, and non-infrastructure solutions can be used to maximise water supply in the area and drive economic growth. The Tablelands assessment began in November 2021 and is expected to take 18 to 24 months to complete.
In addition to the RWAP, Advance Cairns is also seeking Federal funding for Etheridge Shire Agricultural and Irrigation Precinct Project and North Johnston River Diversion Scheme, and joint State and Federal support for Lakeland Area Irrigation Scheme and Cairns Water Security – Stage 1 Project.

Five strategies have been identified to help ease the constant pressure Cairns Hospital is under as the only tertiary-level hospital in Far North Queensland. These strategies are an FNQ Palliative Care Hospice, communitybased mental health initiatives, a chronic condition care facility, health research and education investment, and development of a regional health plan.
In a significant win for the local shipbuilding industry, Tropical Reef Shipyard, in collaboration with BME NQ, was awarded a major Australian Defence Force contract to build seven new Army Safety Watercraft vessels. The shipyard will also work with several other local businesses for parts and manufacturing services.
Federal Government support is sought to enable mental health initiatives, research and education, and development of a regional health plan, while joint State and Federal Government funding is required for the FNQ Palliative Care Hospice and a chronic condition care facility.
Advance Cairns is also advocating for further opportunities for specialist boat building and supply chain resilience in the region to diversify and strengthen the local economy.
TNQ Tourism Recovery Fund HIGHLIGHTS
Tropical North Queensland is world renowned as a leading tourism destination, but the past two years of lockouts and lockdowns have left the local industry extremely exposed and fragile. Advance Cairns has been strongly advocating for government support to sustain and rebuild the tourism sector, from supply chains to airline partners and more.
Qantas Group CEO Alan Joyce confirmed at our Advance Cairns 20th Anniversary Gala that Qantas and Jetstar would be adding significant domestic capacity into Cairns, promising much-needed optimism for local tourism. In addition, strong local advocacy helped secure $600 million in joint government funding to bolster businesses that had been particularly hard-hit by lockdowns.

Land Use and Agriculture

Advance Cairns is calling for the Federal Government to establish an operational headquarters of the Office of the Pacific in Cairns to drive implementation of the national Pacific Engagement Strategy from northern Australia. The city’s geographic adjacency, structures, and relationships make it the ideal location for the government’s Step-Up to the Pacific Program.
Uncertainty surrounding land use and land tenure arrangements in agricultural development is impacting agricultural and environmental investment across the region, as many leaseholder and financial institutions require a more secure form of tenure for such high capital investments.
Following allocation of the northern hub, $1.5 million in Federal funding is required to develop a comprehensive strategy to identify and maximise opportunities for Cairns to enable Australia to build stronger relationships with our Pacific neighbours.
Advance Cairns recommends that the State Government combats this uncertainty by establishing a framework for Strategic Agricultural Development Areas in Queensland. This approach would be complemented by the creation of an Office of the Coordinator General in Far North Queensland to coordinate more effective strategic regional land use planning and major development approvals, supported by associated tenure resolution efforts.
Cairns 2050 HIGHLIGHTS
Cairns is facing significant growth challenges, with a growing population leading to rental shortages, a housing boom, congestion, and code yellows at Cairns Hospital. Recently, Cairns has been a big beneficiary of people moving to the regions (partially accelerated by COVID-19), but the city is yet to see the impacts of an additional 3040,000 daily returning tourists.
To better enable the city to withstand increasing growth in a region sandwiched between two World Heritage sites, Advance Cairns is seeking joint funding (50:50) from the Federal and State Governments for development and implementation of a Strategic Integrated Urban Development and Transport Plan, in additional to Cairns Regional Council funding for the Cairns Growth Strategy 2050.
Franchise Reform
Enhancing Urban Landscapes
HIGHLIGHTS
HIGHLIGHTS
There are more than 98,000 Australian franchisees and 500,000 employees at serious risk of unfair practices and severe power imbalances by their franchisors and franchise agreements.
Natural areas and World Heritage values that are worth more than $11bn to the local economy in Tropical North Queensland have been significantly degraded or removed due to human settlement and urban development. While agriculture has rightly been a focus for remedial works, far less focus has been given to the impact urban areas have on the environment.
To increase protections for franchisees, many of whom are small or family businesses, the Federal Government is called upon to broaden the Automotive Part 5 of the Competition and Consumer (Industry Codes – Franchising) Regulation 2014 (the ‘2021 Regulations’) to at least cover all motor vehicles, and to consider the extension of some or all protections to other franchise categories.
Federal funding of $29.4 million is required to restore and enhance the region’s natural urban landscapes, help protect the reef, and fuel the green economy as part of the Enhancing Natural Urban Landscapes – From Rainforest to Reef initiative. It is proposed that the fund be selfsustaining by tapping into a variety of private and public green funding mechanisms.

Each of our advocacy priorities are reviewed annually in collaboration with member representatives and with key regional partners such as the Cairns Chamber of Commerce, Regional Development Australia, Superyachts Great Barrier Reef and Tourism Tropical North Queensland. Have your say in these reviews by engaging with our Board members, Advisory Council members and Executive team throughout the year. You can also nominate to sit on our member committees and Board of Directors. A range of members also get to directly influence policy at a political level by participating in major advocacy initiatives and ministerial round-tables.
