Monte Wilson, ASLA | Division Vice President, Director Advance Planning Group Monte is a Principal and Director of the Advance Planning Group at Jacobs. In addition to his project leadership responsibilities, Monte is the leader of the Global Urban Design and Planning practice within Jacobs. His 28 years of experience includes a range of planning, urban design, and landscape architecture projects for hospitality, corporate, institutional, educational, industrial, municipal, federal, and DoD clients. Much of his career has been focused on the issues associated with community building and urban redevelopment as well as campus planning.
Lee Pollock, RLA | Principal, Atlanta Location Leader Lee is a Principal and location leader of the Atlanta office of the Jacobs Advance Planning Group. With a proven record of thoughtful design and thorough implementation, he brings with over 24 years of experience as a landscape architect/ planner working on projects including mixed-use, urban infill, new towns, transit oriented developments, corporate campus, government, resort/ residential communities, as well as recreation projects. Lee has most recently led the visioning and planning of the Australian Education City for Investors Direct outside of Melbourne, Australia and the 14m sf Genting- Resorts World development in Miami, Florida. ATLANTA BELTLINE REDEVELOPMENT
VISIONING + MASTER PLAN Atlanta, Georgia Client Confidential Completion 2015 Size 10 Acres Services Master Planning
We provided master plan vision services for this confidential client. Our team evaluated site constraints and prepared a master plan vision for a crucial property along one of the United States’ most transformative transportation, open space, and economic development corridor projects. We integrated the open space corridor directly into the development, leveraging the trail and transit to drive retail footfalls and creating tremendous value for the residential units. An urban grocery store with a mezzanine of retail and 5 levels of residential is envisioned as the primary volume and anchored to the main street with a 5-story, mixed-use building. The parking concept includes a mix of structured and teaser surface or street parking. The structured parking is lined with retail and stacked flats engaging the open space and the significant development across the corridor.

Jacobs worked with the Atlanta Downtown Improvement District and Central Atlanta Progress to prepare a vision plan for thirty blighted acres of urban land in Downtown Atlanta, Georgia. The project and site area is centered upon the main transportation artery in Atlanta, the region, and the state – Atlanta’s Downtown I-85/75 Connector. For over fifty years, the Connector has created a decidedly negative effect on the physical urban fabric and socioeconomics of Atlanta’s Downtown neighborhoods. Our vision is to create a fifteen acre deck park over the interstate to unlock economic development in the district leading to the reestablishment of a walkable, world-class destination leveraging a direct connection to Downtown and Midtown Atlanta. Through creation of air rights development and adjacent redevelopment supported by the park, the disruptive patterns of the highway will be replaced by a new urban neighborhood. The neighborhood and deck park will form a new front door for Downtown, and make a stronger connection to the Civic Center MARTA station. The historically underutilized MARTA station is envisioned to be expanded into a multi-modal station for regional and local buses. Representing potentially billions of dollars in development, this new front door to Downtown will become a catalyst for stitching the Midtown and Downtown cores together. This urban stitching will create, in essence, a unified central business district for the City of Atlanta.

Boston, Massachusetts Client Skanska Completion 2015 Size 633,000 sf Services Architecture Interiors
A centerpiece of the Seaport Square Planned Development Area (PDA), the project is located in the heart of South Boston’s Innovation District on Seaport Boulevard at Boston Wharf Road. Truly a live, work, play environment, 101 Seaport benefits from adjacencies to residential, cultural and retail neighbors as well as immediate connections to mass transportation and Boston’s major interstate highways. Most unique, the site allows for 101 Seaport to have sweeping views to the Boston Harbor. The massing initially responds to PDA guidelines and is developed through consideration of urban, environmental and programmatic goals. Informed by energy use and views, the massing is separated into north and south boxes and guided by programmatic efficiency and flexibility. The expansive views to the north allow for equally expansive fenestration establishing a façade anchoring both Seaport Square and the district. The slender box to the north is distinct from the southern mass that is characterized by its need to regulate sunlight and energy. Also all glass, it complements the sheer façade on the north by offering texture and articulation. A green terrace on the podium roof hints at the projects commitment to sustainability, further enhancing the district’s commitment to sustainability. Designed to meet the highest sustainable standards, it provides a light and airy office experience while meeting the most stringent energy performance. Finally, its large formal gestures shapes Boston’s new skyline while the exterior design at the building’s base frames the pedestrian experience. Featuring a two story “high-tech” glass and stainless steel curtain wall for its lobby and atrium, the street level is anchored by a composition of glass and opaque material offering a façade that is open and inviting. The building features a range of retail to compliment the rest of the district.

Boston, Massachusetts Client Forest City Completion 2016 Size 240,000 sf Services Architecture Interiors
As the latest addition to Forest City’s University Park on MIT’s campus, 300 Massachusetts Avenue will provide 240,000 SF of tenant office and research space, on four flexible floor plates over a common Ground Floor of building services and street-fronting retail. The building will present the public face of the campus along Massachusetts Avenue, revitalizing a currently under utilized block critical to the pedestrian experience between the Massachusetts Institute of Technology (MIT) and Cambridge’s Central Square. The glass curtain wall is expressive of the modern technology at work in the building, while and canopy and articulated Ground Floor create a vibrant and active retail experience. A new corner pocket park continues the network of green space that extends across the campus. Sustainable design feature include on site storm water management, energy and water efficient building systems, and floor plates and a building envelope designed to maximize daylight penetration. The design process also included working with Cambridge City officials to obtain a zoning amendment and securing other approvals required to build such a large building in an urban environment.
VEGAS II MALL

The creation of Vegas II Mall brings a higher level of shopping to Crocus City. Themed shopping environments, including Times Square, a London Arcade, and Rockefeller Center, enrich the experience and use entertainment as a draw to increase participation. Connected via pedestrian bridges to Crocus City Mall, 6,458,350 SF (600,000 SM) of world-class exposition halls and a newly completed subway station, Vegas II introduces 1,011,800 SF (94,000 SM) of leasable shop area, a 1,400- seat food court and a 22-screen cinema complex. Unique venues such as Kidzania, an exploration zone for children, and Oceanarium, an aquarium, further reinforce Vegas II as a destination. Tying the venues together is a five-story crescent-shaped mall that features European fashion, specialized small anchor stores, and fine dining. The crescent terminates in a grand rotunda, where signature light-filtering fans rotate within a glazed dome providing a panoramic view to and from the MKAD highway.

In 2006, Aras Agalarov, President of JSC Crocus International, commissioned the development of a master plan and conceptual design for a mixed-use development of 13 individual towers, Located on 23 hectares of land fronting the Moscow River. Inspired by Mr. Agalarov’s own experience living in New York City, the development is designed to emulate the density, vibrancy, and high fashion of Madison Avenue. Urban planning issues have organized the development, while pedestrian movement, vehicular movement, and infrastructure design have provided governance. A desire for the typical diversity of a city environment evolved over time and has given form to the district of office towers, hotels, and high-end condominiums. This development is called “Manhattan.” To capture the vitality and variety of Manhattan, there are 13 individual blocks for 13 individual towers. A block size of 75 meter x 80 meter was chosen because it provides a finer grain at the street level while being large enough to support a typical tower footprint. The placement, massing, and orientation of the towers relates to the Moscow river frontage. The smaller, more intimately scaled condominiums and hotels are placed along the river’s edge while the taller office towers terrace upwards and back from this edge to the center of the site. Without a true, end-user client, the design of the towers, by necessity, fell into several lines of investigation. One series was based in differing extrapolations of a hexagonal floor plate. Office Tower 6 and Hotel Tower 7 explored forms derived from an exploration of sustainable building systems inherent in connected atria. There were also designs which were more pictorial in origin – the twisting form of Tower 1 and the sinuous and over-lapping curves of the paired condominiums at parcels 12 and 13. All of the buildings along “Madison Avenue” have commercial bases designed to accommodate the fashion industry, which Crocus plays host to in their retail and exposition facilities.

The Client has an opportunity to create a new “Arena District” that will be a catalyst for future growth and development. It will be anchored by a new professional sports arena located at the eastern end of the site, connected to the heart of downtown by means of an extended public park that bridges the highway. A carefully planned urban environment that comprises offices, hotels, residential, retail, and parking, as well as numerous public amenities, will be located along the central spine. The district will be pedestrian friendly yet seamlessly integrated with traffic patterns and a new light rail public transit system. When completed, the Arena District will provide the means to significantly expand the City’s existing Central Business District, accommodating the current demand for growth in a thoughtful and strategic way.

The vacant Miami Herald site along Biscayne Bay has plans to transform into a Transit-Oriented Development (TOD) with luxury condominiums, hotels, offices, retail, and supporting parking. The 15.22-acre site is located across the causeway from Miami Beach and adjacent to the Arts District and American Airlines Arena. The TOD concept includes a new transit station accommodating the Metromover and Monorail, a relocated bus terminal, and a development program of 11.7 million square feet (SF). The proposed baseline scenario supports over 3,200 residential units; 926,000 SF of office; 270,000 SF of retail; over 900 hotel keys; and 7,700 parking spaces. The extension of the existing Metromover to this site and the proposed new Monorail to Miami Beach are intended to revitalize this area and encourage live-work-play activity while alleviating traffic congestion by providing a convenient transit alternative.

Jacobs is working alongside a developer client to create a long-range master plan for a suburban new town on the outskirts of Melbourne. The 500-hectare project will be home to a new university with over 30,000 international students and a vibrant walkable central business district with commercial, residential, and community support facilities. The city is envisioned to be a world-class example of sustainability. It will have a direct connection to Melbourne’s extensive transit system; a network of trails, parks, and accessible open space; and aggressive targets for energy use, water recycling, and building performance. To respond to the rapid schedule required by the City of Melbourne, Jacobs has been able to leverage our global reach to provide in-house capability across the full range of planning, urban design, architecture, and engineering disciplines. The team has developed a flexible planning framework that will support a longterm implementation horizon in response to market demand. The initial phase of development is planned for 2023 and will include university, community, and commercial components of the program.

Jacobs developed four Transit Station Designs and Urban Master Plans for the city of Xiamen in Southeast China. Created as part of a design competition for select firms, the four station areas are situated in urban areas of the city as well as along existing waterfronts. The combined land area for all four station areas is 100 hectares. Land use strategies include both mixed densities and mixed types, while inviting diversity in future residents in terms of age and financial capabilities. Service retail, specialty retail, and a variety of destination restaurants not only serve community needs but also support arriving tourists throughout each district. Office uses concentrated in the “architectural block� provide convenient office space directly connected to each new transit station and surrounding neighborhoods. Shopping, dining, working and relaxing are all accommodated within either new memorable urban waterfront or vibrant downtown environments.

The Integrated Resort is a planned mixed-use Entertainment and Resort destination near Seoul, Korea. The resort encompasses three hotels, casino, shopping and dining venues, performance arena, life science center and family theme park. The Master Plan incorporates four-season experiences and a wide range of national and international visitors. The Jacobs team assisted the Client and the broader team of planning specialists to establish a clear vision for the site’s development through an expedited planning process and architectural concepts for future phases of the project. Additionally, Jacobs provided planning thought-leadership to facilitate an innovative yet realistic master plan and a defined process for administrative approvals.

This new innovation district will be a financial ecosystem creating a diverse, resilient cycle of environment and enterprise, culture, and commerce. The Tsinghua Financial District will become one of the first cutting-edge Innovation Districts in China. A market responsive plan and planning development controls guide the programmatic relationships radiating from the center of the plan. Surrounding the confluence of activity will be innovative businesses and institutions transitioning to hospitality and mixed-use development. Mixed-use zones will support multiple implementation strategies, allowing the developers to react to market conditions. The proposed walkable urbanism intends to mitigate the project’s impact on the local environment and the Yitong River watershed.

The Office Cherifien des Phosphates (OCP), the world’s largest exporter of phosphates and derivatives, hired Jacobs to develop a detailed master plan for a new Technopole City in Morocco’s Southern Region. The new city will serve as a center of high-tech research activity uniting higher education and business in a cohesive environment while advancing the OCP business model and the prosperity of the Kingdom of Morocco. Site designed around a research facility organized around saline aquaculture and agriculture 125 hectares on the coast of the Atlantic, near Laayoune, was identified by OCP as a site for the Technopole development. The master plan is intended to: • • • • • •

Jacobs is currently developing a strategic master plan for a new city and OCP Corporate Headquarters on a 1300 hectare site near Casablanca, Morocco. This new community will incorporate a population of 60,000 residents along with a corporate headquarters, a convention and exposition park, and company clubs/ resorts for OCP. Additionally, the new city will become a center for innovation, business incubators and research and development, an expanded university, and new tourism-focused retail and cultural facilities. With a vision of economically and environmentally sustainable development, this new community will incorporate a mix of uses targeted to a range of incomes and a diverse population. Economically responsive mixed-use development supported by a range of housing types will create an engaging, memorable oceanside city with the flexibility to respond within a dynamic development market.

Jacobs provided planning and design services for a new district on the client’s existing headquarters site in Casablanca. The design team developed three concepts for the 25-hectare site (i.e., linear, centre, and campus), with each incorporating the following program elements: • Business school (23,000 SM - 48,600 SM) • Residences (25,000 SM - 57,300 SM) • Retail (7,500 SM - 16,250 SM) • Hotel and Conference Centre (30,000 SM, 400 keys) • Office (With options to keep the OCP building “as is” or renovate it into a business school and build a new 48,600-SM headquarters building) • Parking (50,400 - 56,000 SM, 1,440 - 1,600 spaces) As a gateway to Casablanca, the district will serve as a regional hub, building off the moment of the new Casablanca Finance City nearby. The district is designed to provide a vibrant, safe, and walkable environment with a mix of complementary uses to foster education, research, innovation, investment, and commerce. The district will feature iconic landmark architecture connected by an organized network of open space and parks that transition from a naturalized to urban setting.

DTV - IC desires to develop a world-class mixed-use community considering maximum efficiency-in-use, constructed to the highest achievable quality and standards, conforming to the KFUPM’s rules and requirements, and having regards to the constraints of the project’s program and project budget. It will be important that the aesthetics of the business park reflect modern Arabic design, yet remain economical and pragmatic with an optimum balance of buildings, parking, retail, commercial and pedestrian space such that the lease rates that will make the business park viable, are commercial acceptable and attract class “A” tenants. While the park may feature structures with iconic design, the cost must be economical and support a long term life cycle costing approach. Objectives for the Design Team include the following key considerations: • Increased health, safety, and security • Increased property values in this strategic location • Low tenant turnover • Optimum operational efficiency • Improved image for the site and the associated owners/tenants • Respect for institutional, cultural, and social values • Realize a return on investment • State of the art construction with an eye towards sustainability Jacobs ZATE was engaged in a design competition with two other firms to design a 200,000 m2 site into a world-class, mixed use business park to attract class “A” tenants. The winning design firm would be responsible to complete the master plan; and provide follow-on schematic design services, design review during detail design, and support to tender the construction contractor. Following schematic design, the winning firm will continue in a design review role and tender support to a local Architect of Record. Jacobs ZATE recommends a programming phase after the Master Plan - Part 2 completion, prior to start of schematic design.
