Regional Health Command Europe provides COVID-19 vaccine updates By Russell Toof Regional Health Command Europe As Army Medical Treatment Facilities across Europe ramp up COVID-19 vaccine distribution to the U.S. military community, Regional Health Command Europe leadership is working hard to keep the community informed. U.S. Army installations throughout Europe are using a phased vaccine distribution process mandated by the Department of Defense. This process prioritizes those most at risk of contracting COVID-19 and those who are most vulnerable to be among the first to receive vaccinations. DOD personnel in Europe should stay tuned to their Medical Treatment Facility’s social media and web channels for the latest information on where the phased distribution process is at and when they will have the opportunity to be vaccinated. Updates on the distribution plan progress are provided every Monday by noon.
“At first, we focused on vaccinating healthcare workers and first responders and our deployable forces here in Europe,” said Brig. Gen. Mark Thompson, RHCE’s commanding general. “We are now vaccinating other mission essential personnel, including teachers and installation support personnel performing every-day crucial services. We are also starting to vaccinate beneficiaries over the age of 65 and others determined to be high risk by the U.S. Center for Disease and Control and our medical staff.” The number of people in each priority group varies by location, so Thompson cautions that some locations might move through the population groups more quickly than at others. “Distribution will vary from one clinic to another based on a number of factors such as, how much vaccine that clinic received, how many people in each population group, how many people elect to be vaccinated, etc.,” Thompson said. “We ask for your continued patience with our staff who are doing their best to vaccinate the community as
quickly as possible, while doing so safely.” Army health clinics are working closely with garrisons and operational units to determine who will be next in line to be vaccinated, and to determine who fits into the high-risk categories. “Our medical staff is currently working to identify high-risk patients and place them in priority groups,” Thompson said. “They are looking at medical history, CDC guidance, and the DoD population schema to determine who should receive the next doses.” The Moderna vaccine being offered to the military community in Europe was approved by the U.S. Food and Drug Administration under an Emergency Use Authorization. “I strongly believe that this vaccine is extremely safe and effective, and while it is absolutely voluntary, I encourage you to make an informed decision to protect yourself, your family, your fellow Soldiers and your community,” Thompson said. The Moderna vaccine requires two doses, approximately 28 days apart, and many
healthcare workers and first responders are already lining up to receive their second dose of the vaccine. “You should follow the instructions on how to schedule a second dose appointment given to you when you received your first vaccination,” said Thompson. “If you were instructed to call the appointment booking line after 14 days, we urge you to make that call and get scheduled for your second dose. Remember, the vaccine is 94% effective only after receiving two doses.” Thompson also emphasized that until the risk of COVID is substantially reduced, it’s still important to continue to wear masks and practice physical distancing. “Remember the three Ws: wash your hands, wear a mask (or face covering), and watch your distance,” Thompson said. “Continue to follow guidance established by senior responsible officers, as well as state and host nation authorities. And if you’re asked to quarantine or restrict movement, please take it seriously. We are all responsible for helping to stop the spread of COVID.”

FFP2 masks required for shopping, public transit in Bavaria By Julian Temblador USAG Bavaria Public Affairs Individuals wanting to use off-post public transportation or retail stores in Bavaria will now be required to wear a medical-grade FFP2 mask, starting Jan. 18, 2021. These masks will also be required when going to medical and dental appointments or hospitals, nursing homes, and attending religious services. The Kaiserslautern Military Community also requires the use of FFP2 masks or the equivalent on their installations. Children under 15 years old are not required to wear this specific mask. However, children above the age of 6 are still required to wear a cloth face covering of some type.
FFP stands for “Filtering Facepieces,” and FFP2 masks can be purchased at local Apothecaries and other stores off-post. On-post retailers are working through the logistical chains to make FFP2 variants available, but it will take some time. Additionally, the use of FFP2 mask equivalents, like the N-95 is authorized. While FFP2 masks can be more expensive, these masks can be reused with proper handling and storage. Here are some tips to extend the longevity of these medical-grade masks: • Never reuse an FFP2 mask that is soiled, damaged, or hard to breathe through; if this occurs, dispose of it in your regular household trash. • Only masks with elastic ear hooks should be

reused (tie-on face masks are less suitable because they are more difficult to remove and may lead to self-contamination) Additional FFP2 mask handling pointers: • Individuals should wash their hands before removing their masks. • Only touch the straps of the mask to remove. • Do not touch the front of the mask; this is the most contaminated part. • After removing the mask, it should be hung by the straps to allow it to dry. Do not store the mask in an airtight container. • Store the mask such that the inside of the mask does not get contaminated by other surfaces. • Store the mask in low-traffic areas of your home. • Hand washing should occur before and after removing the face mask. • FFP2 masks are NEVER to be cleaned or disinfected with disinfectant spray. The disinfectant spray could damage the filtering material. • Do not share masks among household members. • To ensure that masks are not shared, consider using a sharpie to put initials or names on the straps before first use.
USAG Bavaria work orders streamlined with ArMA By Sidney Sullivan USAG Bavaria Public Affairs ArMA, otherwise known as the Army Maintenance Application, launched worldwide on Monday, Jan. 19. The new process serves to streamline work orders and nonprivatized housing issues across the U.S. Army, and U.S. Army Garrison Bavaria is no exception. The U.S. Army partnered with the SOFtact Solutions and ServiceNow to create ArMA. This web based solution is a simple interface available to USAG Bavaria tenants living in the barracks, government-owned housing and government-leased housing. Furthermore, USAG Bavaria residents had the unique opportunity of accessing ArMA early and participating in the testing period since Jan. 1, 2021. USAG Bavaria tenants, who successfully registered with ArMA during the testing period, do not need to reregister. When registering for the first time, sponsors are required to verify the account once using a military e-mail address. These users accounts remain constant when a Soldier, family member or civilian changes duty station. “We received mostly positive feedback during the testing phase; however, any new changes come with challenges,” said Misty Thorkildsen, housing manager of USAG Bavaria. One issue that has been identified has to do with the address listings for leased housing during the registration process. “We are actively working with the developers and IMCOM to get this issue resolved. We hope to find a solution as soon as possible,” she said. “If you reside in either the barracks or on-post housing, please register to ArMA.” When submitting work requests through SPRING 2021
ArMA, users are encouraged to provide a description of their case and applicable photos using the built-in camera feature. Additional features include access to a maintenance catalog and list of services. “One of the positive feedbacks we received was an increased customer interaction between the residents and DPW,” said Thorkildsen. “As well as providing more transparency for the customers’ maintenance service request through the application.” In an effort to maintain open and transparent communication when submitting and tracking work requests, ArMA users have the ability to provide feedback both during the process and after the work is complete. And all members of a residence can see open maintenance requests, when users create a “household” in the “account management” section of the website. According to Thorkildsen, the USAG Bavaria DPW and Housing Services teams are excited for more community members to use ArMA to their full advantage. “One of our main objectives is to take legacy processes and streamline them to ensure we continue to provide the best customer service experience to our residents within the Bavaria community,” she said. “The ability to submit and track maintenance and repair requests through an application was a service that was never provided previously before, and we are excited to make this transition alongside the Bavaria community and our customers.” USAG Bavaria housing and barracks residents can sign up and access the new system using 1-of-4 methods: • •

Top 4 mistakes when making, attending vehicle registration appointments Courtesy Story Directorate of Emergency Services Here are the Top 4 mistakes you want to avoid during your vehicle registration appointment. 1. Missing USAREUR Driver License/ Insurance/Documents The most common mistakes are not having a USAREUR driver license, not having insurance within the system or not having other related documents. To avoid these mishaps, we suggest all personnel review our checklists on the vehicle registration webpage for the most common transactions and review the new flow chart. We encourage personnel to e-mail us (usarmy.bavaria.id-europe.mbx.vehicleregistration@mail.mil) if there are further questions or clarifications. Prior to submitting questions, we do ask that personnel first review the checklists to allow us to serve other customers. Furthermore, there are only two U.S. insurance companies which interface with the USAREUR database (USAA and Mirascon). Personnel often fail to contact their insurance companies until the day of their appointment. On average, it takes 24 hours for the information to sync with our database. Prior to scheduling an appointment, personnel may e-mail our vehicle registration team and request verification of insurance.
plates. Upon receiving orders for PCS, personnel should immediately start the process to de-register and ship their vehicle(s). We also see personnel waiting until the last minute to obtain a vehicle inspection, while they have their 30 day temporary plates. Personnel should immediately have their vehicle inspected after receiving their temporary plates, which will allow them time to correct deficiencies (if any), and schedule a new vehicle registration appointment to receive their permanent registration and plates. USAREUR mails out letters to personnel — reminding them that their registration is due for renewal — 75 days in advance. We receive several e-mails where individuals state their registration expires soon (within two weeks) and they need an appointment. Since everyone receives the same notification
in the mail, our division does not accept this as a valid excuse for skipping ahead in the appointment schedule.
All vehicles owned must be current on registration in order to complete any type of transaction within the USAREUR system.
3. Using a Different Name
Important Note: Temporary Plates
Vehicle Registration also has personnel scheduling appointments under a different last name than what is on their ID card (i.e. a spouse using their maiden name). On arrival, we ask for their ID card, and we are unable to locate an appointment. Only later do we learn that the appointment was scheduled under a different name.
We often hear the question, “Why do I need temporary plates to drive my vehicle across the parking lot to get an inspection?” The Army Europe Regulation was designed for all of Europe — not just Grafenwoehr. Some areas, such as Garmisch, requires personnel to pick their vehicle up in Boeblingen. The temporary plates allow the vehicle to be legally operated for the drive to the inspection point. The second reason for temporary plates is not all vehicles pass the safety inspection, having temporary plates will allow you to operate the vehicle and make the necessary repairs.

Help a child: How to become an Emergency Placement Care provider By Kelly Thornborrow Family Advocacy Program Educator Emergency Placement Care (EPC) through the ACS Family Advocacy Program is a vital resource supporting our USAG Bavaria community. Comparative to short term foster care, this Army program helps military children and their families in their time of need get care and support and does not lead to the adoption of children placed. The ACS Family Advocacy Program is actively seeking families that want to support their community and make a difference in the lives of children to become EPC providers and grow USAG Bavaria community’s support network. Individuals interested in becoming providers can come from all backgrounds. All families are welcome to apply. Providers must be at least 21 years of age and be in good physical health. In order to provide placements, individuals must reside in on- or off-post U.S. government owned, government leased, or private rental housing. At least one year remaining in Germany is needed to become a provider. Additionally, individuals must have adequate income to meet the needs of their own family and the children placed in their care. All individuals in the home must be able to pass a childcare background check and home safety inspection. Ideally, the background check process takes 90 days from start to finish.

However other factors may impact the length of this process. The extended childcare background checks are an important way the EPC program ensures the safety of children and are preformed regardless of family member jobs or preexisting clearances. To ensure that homes of EPC providers are able to support an EPC placed child, there are a few home requirements necessary for the program. The home should not have any hazards to the safety of the children. Children of the opposite sex cannot share the same bedroom and all children must have their own bed. However, separate bedrooms are not required for the children. If you are interested in becoming an EPC provider, contact the USAG Bavaria ACS Family Advocacy Program at 09641-70-599-1101. An EPC Coordinator will contact you to set up an interview with you and your family. During the application process families will go through background checks, child and home safety training, a home study, and a home safety inspection. Following the approval of an application, Emergency Placement Care families will be ready to open their homes to children in need with the support of the ACS Family Advocacy program. SPRING 2021

OUTPROCESSING NOTES When can I pick up my clearance papers? Due to COVID, out-processing community members can pick up their clearing papers 30 days in advance. Soldiers must be in duty uniform (no PTs) when picking up clearing papers and conducting out-processing business, to include all appointments and walk-ins. What do I need to request my clearance papers? You need a flight Itinerary from SATO, your approved DA31 and a copy of your orders. I am not ARMY; do I still need clearing papers? Yes! If you were assigned to the Bavaria community, you need to out-process the community regardless of what service or unit you are assigned to.

When I come in for my final out, how long will it take? It will take about 60 minutes. Your final out appointment includes processing through Finance. The staff will look over your clearance papers to make sure you have all the required signatures. If correctly accomplished, we will stamp the clearance papers “complete.” How long before I am leaving should I request my clearing papers? It is ideal that you come see the CPF as soon as you find out you are leaving.
Things to know about mobile, internet contracts in Germany By Sarah Diepold USAG Bavaria Public Affairs Here is what you need to know about mobile, home or internet contracts in your local area that could affect you when out-processing. As contracts often come with pages of conditions and laws are different in each country, it is necessary to read and understand the terms of contracts you sign. What is the duration of my contract term? The minimum contract term and the period of notice are always specified in your contract. Usually, you can also find them on the last page of your invoice under “important information about your contract periods.” Most German providers, like Telekom, usually offer contracts with a term of 24 months. After the minimum term is over, most contracts automatically extend by 12 months. TKS Telepost Kabel-Service Kaiserslautern is a Vodafone Company, which offers telecommunication services for military sponsors and does not have a minimum term. How long is the term of notice? It depends on your provider, but for German companies, the termination period is usually three months before the end of the minimum term.
If you have a fixed line or internet connection with Telekom, you usually have to terminate one month prior to the end of the contract. For terminations of TKS contracts, whether mobile, home or internet, you must provide one-month notice. Whether you submit your termination on the first or last day of a month, the termination always becomes effective at the end of the following month. How do I terminate my contract? Terminations of telecommunication contracts with local providers can be submitted in writing, by email or by fax and must be submitted within the term of notice. If sent in writing, it is recommended to use registered mail with delivery receipt. The termination request for TKS can be submitted by the contract holder either by letter or email. You can also terminate your contract in person at a TKS store. The exact address of where to send your termination depends on the individual provider. Always have a look at terms and conditions, or at the provider’s online help page. What if I PCS or move abroad? According to Section 46 of the German Telecommunications Act, you have a special right of termination when moving abroad, such as when PCSing. Telekom has a three-month term of notice for mobile contracts, but will grant a term of notice of only six days for fixed line or internet connections.
If your move abroad is permanent, you always need to submit the termination in writing. Telekom also needs one of the following documents: • De-registration certificate • Certificate by the employer • Military orders TKS still requires the one month notice as specified above, but does not need any proof if you want to terminate your contract when leaving Germany. Terminations always become effective at the end of the following month. What if I continue to receive bills even though I terminated my contract? When terminating a contract, you have to consider the term of notice and the minimum term of the contract. German providers will still charge you for the rest of your minimum contract term after receiving the termination or at least for three more months if you are granted the special right of termination according to Section 46 of the German Telecommunications Act. If you have terminated your contract according to the term of notice and minimum term of the contract and still receive bills or even a debt collection notice, you can always ask your Legal Assistance Office for help. Contact information can be found at www.7atc.army.mil/SJA. If you are unsure about your contract conditions, contact your provider.
Why do I need clearing papers? Army Policy dictates it. Also, the CPF is responsible for ensuring that Bavaria community members clear accountability areas such as Vehicle Registration, the VAT Office, and Housing properly. What do I do if I have a problem out-processing an agency? Soldiers will contact the Central Processing Facility immediately if there is a problem out-processing an agency. Do NOT wait for your final out appointment. Do not leave Vehicle Registration and Customs for the last two days or you may face travel delays. How does temporary lodging and temporary lodging allowance work when out-processing? Outgoing temporary lodging allowance is not authorized prior to clearance of quarters. USAG Bavaria allows out-going TLA for three days. Requests for more than three days must be approved by the Housing Chief. TLA is not payable for any day a member is on leave away from the vicinity of the Permanent Duty Station or while on permissive TDY, except when one or more dependents remain in the vicinity of the permanent duty station. Courtesy Story Bavaria Branch Veterinary Services PCSing is incredibly stressful, which is only compounded by ensuring your children and pets have what they need prior to travel. Your on-post veterinary treatment facility (VTF) is here to help you. It’s important to call your vet months in advance with any questions so that we can help you iron out the kinks well before it’s time to PCS. Here are some key pieces of information you’ll need to know: 1. Rabies Vaccination and Microchip German law requires that your dogs and cats be upto-date on rabies vaccination while living in Germany. It is also required that they be microchipped with an ISO compliant microchip. A rabies vaccination must occur on
the same day or after the microchip is implanted, and the primary rabies vaccine must occur at least 21 days prior to travel. The primary rabies vaccination is either the first vaccine the pet receives in its life, or the first vaccine administered a lapse in vaccination. It is best to ensure microchipping and rabies vaccination are done well in advance of your health certificate appointment prior to travel. This is not something you want to be scrambling to fix at the last minute. 2. Health Certificate A European Union (EU) health certificate is required to PCS to Germany. It must be issued within 10 days of your arrival at your destination. This can be done on- or off-post, but the health certificate must be endorsed by a USDA-accredited or military veterinarian. This is usually done by appointment only, but call your local
VTF to learn their scheduling requirements and health certificate process. The earlier you start gathering information, the better. 3. Do your homework. The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service pet travel website is a helpful tool. This site contains current information for traveling to or from the United States with animals and gives country- and state-specific guidance. This website is at www.aphis.usda. gov/aphis/pet-travel. Your veterinarian cannot sign anything designating your pet as an emotional support animal (ESA). ESA’s are like any other beloved pet at the vet, and we want to ensure they are healthy and vaccinated prior to travel, but we cannot sign airline documents requiring information other than medical care and vaccine history.

soon be available through Army Family Web Portal VMIS. “We heard your feedback!” said Nicole Heller, Soldier & Family Readiness Manager of Army Community Service. “On the new VMIS, you have streamlined sign-on and a dashboard for quick access to all your volunteer tools. We are extremely excited about this move to a more modern and user-friendly environment.” Volunteers using the old system should have received instructions on how to manually claim and transfer data between sites from their Organization Point of Contact or Soldier Family Readiness Support Assistant. Anyone interested in volunteering is encouraged to create an account at

armyfamilywebportal.com. With an account, community members can research and apply for open listings across all three installations. Additionally, the free tool serves as a transcript of volunteer services – allowing volunteers to easily track hours and activity through official record. If the volunteer already has an AFWP account, then a new account does not need to be created. After logging into the modernized VMIS for the first time, the volunteer will be asked to fill out extra profile information. How to clear housing at USAG Bavaria

Story and photo by USAG Bavaria Housing Office It is time to move out. But first, you’ll need to clear with your local U.S. Army Garrison Bavaria Housing Services Office. All service members residing in government controlled quarters (on-post or leased), private rental quarters, and bachelor officer and senior enlisted quarters are required to clear through the Housing Office. Single Soldiers, occupying barracks, must clear their barracks room through their unit. If you elect to ship your household goods early, you can request loaner furniture such as beds, tables or sofas. Quarters must be left in a clean and orderly condition, ready for immediate reassignment. The following is a minimum guideline for ensuring you can clear housing. • Schedule a pre-inspection: Take notes! Listen carefully to what your inspector tells you. The inspector will provide you with specific guidance on how to pass your final inspection with flying colors. • Floor, rugs and installed carpets: Sweep all floors. Remove stains, wax and dirt sediments. Damp mop floors. Clean areas under radiators and furniture, in corners, and along baseboards. Clean and vacuum all installed rugs and carpet to remove dirt and spots. • Walls and ceilings: Remove all dirt, smudges, cobwebs, crayon marks, pencil marks, food, contact paper and so forth from the walls. with enamel paint will be thoroughly washed. Attics: Remove all personal property and sweep clean (remove cobwebs and dirt) if safely accessible. Windows: Clean inside and outside surface of all windows and window frames so that they are free of spots, streaks or film. Clean window sills, curtain rods and blinds. Clean all screens. Doors: Clean interior and exterior doors and frames so that they are free of dust, dirt and stains on both sides. Lighting fixtures: Ensure all fixtures have operating light bulbs. Clean all components, including incandescent bulbs, globes and lamp shades to ensure that there are no insects, dirt, lint, film or streaks. Cabinets, closets, drawers and shelves: Remove all shelf paper, tape, staples, tacks, food particles, trash and personal items. Clear and wash all surfaces so that they are free of dirt and stains. Mirrors: Clean to shine with no streaks. Radiators, pipes and heating vents: Wash radiators, pipes and vent registers. Remove dirt, sediments and stains. Refrigerator and freezer: Defrost and wipe doors. Remove all food particles. Unplug and leave door open. Completely remove grease, stains and dirt sediments inside and outside. Clean or replace permanent filters. • Dishwasher: Wipe down interior and exterior surfaces. Clean interior and exterior surfaces, door gasket, baskets and soap dispenser. Remove mineral deposits in bottom of machine and on inside of door. • Kitchen, bathroom and toilet: Remove stains, lime and mineral deposits and excessive soap residue from all equipment. Clean all equipment to include bathtubs, washbasins, toilet bowls, showers, mirrors, mirror shelves, towel rails, medicine cabinets, kitchen sinks and related hardware. Clean wall and floor tiles. Polish all equipment, fixtures and wall tiles to a streak-free shine. • Refuse & recycling bins: Empty, remove any crusted-on particles and clean. Rinse and place in proper location. Trash can must be completely empty. If trash is not empty and cleaned out you will fail your final inspection. Trash should not be illegally dumped.

• Pet Owners: Fill in all holes made in yard and lay down grass seed (Self Help). Remove all pet excrement. Carpeting will be inspected with a black light. • Upholstered furniture: Wipe down and remove stains. Clean to remove lint, dust, and dirt. Remove spots and stains to the maximum extent possible. • Wooden furniture: Wipe down and remove stains. Clean to remove dust, dirt, food particles, and streaks. Lightly wax outside surfaces and polish to a shine. Clean doors and drawers to be free of dust, dirt, and other foreign matter. Remove drawers completely so that frames and rollers can be cleaned of dust and other particles. • Bedsprings, box springs and mattresses: Wipe down and remove stains. Clean to remove dirt, dust, and other loose matter. So here’s what you should know: What you need to know about this tax year The tax filing season begins Feb. 12, and the deadline is April 15, 2021. U.S. citizens living abroad are granted an automatic two-month extension. The extended deadline is June 15, 2021. As a reminder, do not forget that you must attach a statement to your return when you submit it — explaining why you qualify for the extension. Filing options for service members The U.S. Army does not endorse any specific tax preparation service. However, these are low-cost and free options for USAG Bavaria community members: H&R Block offers tax services at a discounted rate. In-person commercial services are offered at the Tower Barracks Exchange and Rose Barracks Pxtra. IRS: Free File is a public-private partnership between the IRS and many tax preparation and filing software industry leaders who provide their brand-name products for free. MilTax is a free, secure and confidential e-filing software that is provided by the Department of Defense. Military One Source also offers access to tax consultants who can answer questions. TaxSlayer has a military offer that allows active-duty military to e-file a federal return for free. Do

Documents you will need to file your taxes

When using any tax preparation software or paid service, you will need to have certain documents available. For service members using software, it is likely you will need your prior year return to set up an account. Once you created an account, follow the prompts to input data from your current year tax documents. Finally, use your prior year return to check your current return. Remember to include all bank and interest bearing accounts, student loan interest, childcare expenses and taxable information.

Quarantined personnel can request mail delivery By Sidney Sullivan USAG Bavaria Public Affairs USAG Bavaria post offices are now coordinating with sponsors of quarantined and isolated personnel to assist them with mail delivery. Starting immediately, affected personnel can begin the electronic authorization process. “With Christmas two weeks away it is imperative to ensure we are getting these individuals and families their mail, specifically their parcels,” said Jaye Bakalars, postmaster of the USAG Bavaria USPS. “The pandemic has been hard on everyone. The ones going in quarantine during the holidays is even more disconcerting. We need to save Christmas with our efforts.” People who are quarantined and isolated should not conduct business at the postal facility under any circumstance. This is to ensure protection of postal personnel and remain incompliance with medical and legal requirements. How to request mail delivery: 1) Personnel requesting mail delivery should send an e-mail to usarmy.bavaria.id-europe.list.towerbarracks-official-mail@mail.mil, in which they authorize a designating agent to pick up their postal items. The e-mail must contain: • Patron(s) name

The designated agent should never physically hand mail to affected personnel. Instead, mail must be placed in a location outside of the quarantined or isolated location.

Important Notes: The designated agent must have military postal service privileges. The post office will retain the e-mail authorization request for a minimum of 60 days. When delivering special service mail,
a copy of the e-mail with delivery record will be attached. 2) The designated agent should never physically hand mail to affected personnel. Instead, mail must be placed in a location outside of the quarantined or isolated location. This location must: •
Be in an area where the affected personnel can later retrieve the mail without contaminating others

Maintain the security of the mail
According to post office policy, outbound postal items will not be accepted from personnel who are in a quarantined or isolation status. Nor will items be accepted from any third party acting on their behalf. This prevents contamination to people authorized to deliver mail and USPS facilities. Should affected personnel forego the option of mail delivery
authorization, the USPS will hold their mail until they are released from quarantine or isolation. According to Bakalars, this is the preferred method. Post office facility supervisors will ensure that patrons are aware of acceptance and delivery procedures for affected personnel, he added. These employees are tasked to enforce that appropriate actions are taken to protect postal personnel and facilities from contamination.

Pfc. Alexander Petty is a medical lab technician at the MEDDAC-Bavaria Grafenwoehr Health Clinic. Petty has been instrumental in the support of COVID-19 testing requirements. His actions directly supported the health and safety of troop training exercises. Petty further assists in keeping the community safe by testing members for COVID-19 and providing results to patients to prevent the spread of the virus.

Commissary Teller Mauricio Reyes is a teller and customer service ambassador at the Tower Barracks Commissary. He has served the Grafenwoehr community for over 9 years. From receiving special orders to providing excellent customer support, he always ensures there is time to assist any customer that crosses his path. Reyes has been vital to the commissary’s increased workload since the start of the pandemic, and he has greatly contributed to keeping the community safe and our pantries stocked.

USPS Postal Operations Assistant Clifton Kenton stepped up as the temporary lead mailroom clerk for the Tower Barracks Post Office in February 2020. Kenton — not missing a day since the start of the pandemic — has assisted the mailroom team in the delivery of over 1.6 million parcels to the Grafenwoehr community. Kenton put the safety of his fellow employees and his customers first, ensuring that proper safety protocols were followed while continuing the efficient flow of mail to our community.

To ensure her students’ success, she would set aside time to virtually reach out to individual students who needed extra assistance. When asked about her contribution to the community Evans stated, “The praise is misdirected; this is about the students. This has been a small part of my life, but for the students a year is huge. The students are the real heroes.”

How to recycle at USAG Bavaria

Tossing everything into one waste bin may be acceptable in the United States, but at USAG Bavaria it is illegal. Department of Defense personnel stationed in Germany must sort trash and recycle. Host nation and Installation Management Command Europe regulations require all DOD community members and training units to separate household and special waste products from non-recyclable refuse. These items must also be discarded correctly — thrown in the right bag and taken to the proper recycling center or drop-off point. Failure to sort trash, or illegally dumping waste at incorrect recycling centers, can result in German fines ranging from €30 to approximately €500 and administrative UCMJ actions. The Soldiers’ chains of command will also be notified. To report illegal dumping and trash violations, call the Military Police Front Desk at DSN 476-3398/3397, CIV 09662-83-3398/3397. The German recycling system may seem complicated at first, but it is crucial to Germany’s environmental sustainability efforts and betterment of the planet. Moreover, it is easy once it becomes an everyday routine. Here’s a quick guide on how to sort and recycle at USAG Bavaria. PAGE 14
REGULAR HOUSEHOLD WASTE Rule #1: Regular waste and recyclables — leftovers, paper, milk cartons, cans and glass jars — must remain in your community’s waste system, according to German law. In other words, do not take your recyclable products or extra trash bags to another community for disposal. It is also against IMCOM Europe policy to take excess waste on-post. Rule #2: Separate everyday waste into five groups: refuse, paper, plastic or packaging, metal and glass. Some communities also require that plant-based biodegrable waste, or “bio waste” be recycled separately. It depends on the community, but typically refuse, paper, plastic and bio waste are
collected on a bimonthly or monthly basis. Meanwhile, metal and glass products must be taken to a community’s recycling center. Check your community’s Waste Pick-Up Schedule and Recycling Separation Guide for specifics. Military units and garrison organizations must also sort their refuse and recycling in appropriate bins. Refuse or “Restmuell” What is it? Kitchen and food waste, such as fruit and vegetable remains, leftovers, coffee filters and other organic and compostable waste; used paper products; diapers; torn clothing; ceramics and porcelain; pet litter and non-recyclable materials.

Paper or “Papier” What is it? Cardboard, envelopes, magazines, paper egg cartons and wrapping paper. Plastic or “Verpackung” What is it? Plastic bags and bottles*, Styrofoam, milk cartons, Tetra Paks and aluminum. Metal or “Dosen” What is it? Food cans, soda cans*, empty non-hazardous spray cans and small metal items. Glass or “Glas” What is it? Only bottles* and jars, separated by color: clear, brown or green. Blue or other colored glass should be recycled within the green glass container. Bio waste or “Biomuell” What is it? Plant-based biodegradable or compostable materials, such as fruit peels, coffee grinds, egg shells and leftover vegetables. * Attention: Check plastic/glass bottles and metal soda cans for a “Pfand” symbol, because many can be returned to stores for their deposit.

the Teufelstein located in Styria, Austria How to Get There: The longer hike covers 13.5km, takes about three hours to complete and starts in the Vilseck market square. The shorter hike covers 4.8km, takes about an hour and a half to complete and starts behind the Vilseck Schwimmbad. Additionally, this shorter trek is still a bit strenuous, so it is recommended for more experienced hikers. There is no parking at the trailhead, but the Schwimmbad parking lot is typically empty during the autumn and winter months. To find the stone, look for the markers on metal poles and trees with “Teufelsteinweg” printed on them. The hike will take you through farm fields, forests and past a deer enclosure. There are some confusing areas on the Teufelsteinweg trail. One of these areas is right before hikers come to the deer enclosure. The trail splits into two separate directions going right or left. Hikers will want to keep right and take the trail that goes past the deer enclosure. Local Legend: There is an old legend about the Teufelstein that hikers should know about, as it explains how Devil’s Stone came to be. The legend goes that the Devil almost hit the pointy tower of the St. Agidius church in Vilseck, and this annoyed him so much that he decided to destroy it. He carried a large stone on his back towards Vilseck, which he intended to throw at the church tower and smash it. When the devil landed on the Kreuzberg — where the stone is located today — he came across
an elderly woman who was carrying a sack of old and worn shoes. The devil asked the woman how much farther he had to go to reach Vilseck, and the old woman, who sensed his evil intentions, decided to deceive him. She told him that she had worn all the shoes that were in the large sack, and that it was still a long way to Vilseck. Since the devil was already tired from his journey, he let out a curse and disappeared. He left the stone behind, which still sits in an open patch in the middle of the forest. While the origin of this centuriesold folklore remains unknown, it is still widely accepted by locals. Furthermore, the City of Vilseck’s Tourist Office pays homage to the tale on their official website. Overall, this is the perfect location for anyone looking for a more slightly challenging, but equally rewarding hike.
