The U.S. Army Garrison Stuttgart Equal Opportunity office and community Equal Opportunity leaders hosted the first Lesbian, Gay, Bisexual and Transgender (LGBT) Pride Month observance in Stuttgart, June 24 at the Swabian Special Events Center on Patch Barracks. In the month of June, the Department of Defense celebrates LGBT Pride Month to recognize lesbian, gay and bisexual service members and civilians for their dedicated service to both the DOD mission and to our nation. USAG Stuttgart Commander Col. Glenn K. Dickenson spoke about the importance of equal opportunity during the event introduction and the reminder to all in attendance that, “we should only look at people for what they bring to the fight.”
A moving and powerful, original poem was spoken by Marine Corps Sgt. Deidra Freeman. An excerpt from Freeman’s poem: Though the hardest fight was loving myself. The hardest fight was accepting myself, the hardest fight was making it this far. The hardest fight is forgiveness. The hardest fight is forgiving those of hate, for the bloodshed, the heartbreak, the death, the ignorance, and the hardest fight is knowing I am still not accepted. Joseph L. Cox, a 23-year military veteran and current J5 policy analyst at U.S. Africa Command, was the event guest speaker. Cox began with, “why we really celebrate pride,” to celebrate the victories achieved and acknowledge those who fought for rights. He continued speaking from personal experiences, the history leading up to the laws in place today, and what the community can do to continue progress for equality. “We need to understand that it isn’t
a ‘gay thing,’ it’s a human thing…we expect to be treated fairly and to the same standards.” Cox closed with a passage from the 2013 inaugural address by President Barack Obama: We, the people, declare today that the most evident of truths — that all of us are created equal — is the star that guides us still; just as it guided our forebears through Seneca Falls, and Selma, and Stonewall; just as it guided all those men and women, sung and unsung, who left footprints along this great Mall, to hear a preacher say that we cannot walk alone; to hear a King proclaim that our individual freedom is inextricably bound to the freedom of every soul on Earth. Military community saves big with Stuttgart Tax Center By Holly DeCarlo-White USAG Stuttgart Public Affairs Office
The Tax Center, operated by the U.S. Army Garrison Stuttgart Law Center on Kelley Barracks, closed for the season, June 10, but not before saving the military community over half a million dollars in tax preparation fees for the 2015 tax year. Every year, the Stuttgart Law
Center opens and operates the Tax Center to provide free tax preparation and filing for the Stuttgart community, including service members and dependents, retirees, and civilians. Tax Center personnel include Judge Advocates, paralegals, specially hired employees, volunteers, and special duty Soldiers. Tax Center preparers are trained volunteers certified in Internal
Revenue Service Volunteer Assistance. They provided preparation on traditional returns as well as those that included rental income and child care businesses. Since opening in February this year, the Stuttgart Tax Center reported serving 1,114 clients, and obtained $3,229,961 in refunds, saving the community a grand total of $520,842 in tax preparation fees.

Stuttgart Soldier selected NETCOM Best Warrior By Eric Hortin NETCOM
Representing organizations from around the globe, 10 Soldiers — five junior enlisted and five noncommissioned officers — competed for the title of Best Warrior during the U.S. Army Network Enterprise Technology Command competition here, June 1215. The competition is filled with various events and tasks designed to test their knowledge, strength and leadership and to show they have what it takes to earn the title. After a long, challenging competition, the title of Best Warrior went to Sgt. Travis Wilt, representing the 311th Signal Command (Theater) at Fort Shafter, Hawaii, and Spc. Samuel Latimore, representing the 5th Signal Command (Theater) at Wiesbaden, Germany. The announcement was made during the award ceremony at NETCOM Headquarters, June 16. Competition runners-up were Sgt. Antonio Simmons, representing the 160th Signal Brigade, and Spc. Steven Laboe, representing the 311th SC(T). Throughout the week the Soldiers took part in a series of tasks and events which included the Army Physical Fitness Test, M4 Rifle Marksmanship, Urban Day/Night Orienteering, Army Warrior Tasks and Battle Drills, Mystery Tasks, essay writing and the formal Sergeants Major Board. Each of these tasks tested the strength, endurance and mental agility of the Soldiers. “This has been a hard week — physically and mentally demanding,” said Command Sgt. Maj. Stephfon Watson, NETCOM’s command sergeant major. “These NCOs (noncommissioned officers) and Soldiers — these Warriors —demonstrated to me that our Army is moving in the right direction.” “It’s not just about a competition that runs over a finite number of days,” said Brig. Gen. Todd Isaacson, NETCOM’s deputy commanding general. “There are hours of studying and weeks of preparation. My hat is off to all of you.” Wilt and Latimore will continue to train in preparation for the next level of competition at U.S. Army Cyber Command. Ask a JAG: Starting a Home Based Business By Stuttgart Law Center
A home based business (HBB) may be a good means of employment for family members who relocate every two or three years. There are many options available, and members are only limited by their own interests, and the financial resources available to them. Whichever business a family member decides to enter, they must follow German law and military policies. Individuals may not operate a HBB in Government-owned or -leased quarters until they have received written approval from the Installation Commander. The Installation Commercial Affairs Office (ICAO), operated by the Family and Morale, Welfare and Recreation Business Division will provide you with the documents needed to obtain the necessary approval. An individual who wishes to operate an HBB must submit the required documentation at least 30 days before beginning operations.
Operating a home based business on-post in family quarters requires an approved Exception to Policy (ETP). The business or activity must be in the interest of the installation’s quality of life, must not distract from installation operations, and may be subject to host nation tax and business licensing laws. In Germany, operating a homebased business may require the operator to register with the German authorities, as well. Operators should contact the Gewerbeamt and Finanzamt to find out if any Host Nation laws require them to register. The Finanzamt may require operators to fill out and submit the Taxation Questionnaire (Fragebogen zur Steuerlichen Erfassung). That form is only available in German and can be obtained from the F&MWR Commercial Affairs Office. Operators of a HBB are liable for German business taxes and fees, and they may also be liable for U.S. income taxes associated with income from the business. Neither the Commercial
Affairs Office nor the Stuttgart Law Center are able to assist operators in filling out registration forms or advising on German regulatory law as it relates to home-based businesses. Failure to properly register your HBB violates U.S. Army in Europe regulations and leaves you susceptible to military administrative or civilian misconduct action, as well as fines and prosecution from German authorities. Benefits derived from being here under SOFA cannot be used in operating the HBB or for resale. Common violations include, but are not limited to: (1) Using a USAREUR plated vehicle for HBB activities; using the military postal system to send or receive HBB correspondence. (2) Purchasing tax free items from AAFES, the AAFES catalog, any duty free facility, or using a VAT form to make purchases for the HBB. (3) If you buy commercial items in other countries, you must stop at the border and tell German customs your goods
are for resale. These are only some of the prohibited Activities while operating a HBB. Additional restrictions and details are in AER 210-70. People who don’t follow these rules risk receiving a hefty fine and tax demand from German customs, or tax authorities, as well as military administrative or civilian misconduct action where applicable. Unfortunately, the Stuttgart Law Center cannot assist with HBB as is falls outside of the scope of legal assistance, but the ICAO may be able to assist with any questions. All requests for home based businesses must be processed through the F&MWR Business Operations Division, The Garrison Commander has the final approval authority to conduct any home based business in on-post Army Family Housing.

As downward trends go, the Army’s sustained decline in fatal mishaps in sedans and other four-wheeled private motor vehicles is a good news story for leaders and Soldiers at every level. It hasn’t always been this way — PMV accidents have historically been the Army’s No. 1 killer of Soldiers, and while they still comprise the largest share of our accidental fatalities, far fewer are occurring than even 10 or 15 years ago. While it’s hard to say exactly why, we believe engaged leadership, Soldiers taking personal responsibility for their and their passengers’ safety, and an increased emphasis on driver training have all played a part in this success. We are continuing to face challenges in some areas, however, including seat belt use. Nationwide, more Americans are regularly wearing seat belts than ever before, and we are confident the Army’s statistics reflect that as well. But some Soldiers, regardless of what we do or how much we emphasize the importance of seat belts, still choose not to wear them. In fact, so far this fiscal year, failure to buckle up has outpaced speed as a primary contributor in fatal PMV-4 accidents. There are any number of excuses
both drivers and passengers give for not wearing their seat belts: It’s uncomfortable; it will wrinkle my clothes; I’m only going a short distance; I’ll be better off if my vehicle catches fire or ends up in water; I’m in a big truck or SUV, so I’m already protected. The truth is, every vehicle occupant, regardless of seating position or vehicle size, stands a much greater chance for survival in a crash if they’re buckled up. Modern vehicles are designed with integrated crumple zones and A-frames that protect the people inside — provided they’re wearing seat belts — by absorbing crash forces and allowing survivable space in even the most severe crashes. These features, combined with airbags and other safety technologies like antilock brakes that are becoming standard on more and more cars, trucks and SUVs, are saving lives in accidents that would have proven fatal in the not-too-distant past. Safety engineering does nothing for a driver or passenger ejected in an otherwise survivable crash, though. And individual vehicle occupants owe it not only to themselves, but everyone they’re riding with to buckle up as well. Unrestrained passengers, even those in the back seat, are helpless against the laws of physics and can become deadly projectiles during an accident. Army Regulation 385-10 requires Soldiers to wear vehicle seat belts both on and off duty, and further specifies the senior occupant or driver (if
no senior occupant is present) is responsible for ensuring his or her passengers are restrained. Policymakers have gone to that extent because seat belt use is just that important, and we must all do our part to ensure senseless and preventable deaths don’t happen on our watch. Seat belts have done a lot to reduce catastrophic injuries in vehicle crashes, but driving responsibly is equally critical. Excessive speed and nonuse of restraint systems are the Army’s two constants in fatal accidents and together are a deadly cocktail. Sadly, not every accident is survivable, but buckling up and following the speed limit will go a long way toward giving you the best chance possible. Also wear your seat belt correctly at all times; the belt should rest over the midpoint of your shoulder and fit snugly over your hips without pressing into the abdomen. Adjust your vehicle seat and the belt positioner as necessary to ensure proper fit. On any given day, buckling your seat belt is the greatest safety measure you can take for yourself, your battle buddies and your family. It might seem inconsequential, but it’s anything but — don’t wait for an accident to have an epiphany on what you “should” have done. By then, it might be too late. Carry a passport when traveling outside the country
U.S. Army Europe Office of the Provost Marshal officials want to remind members of the American forces community in Europe to carry their passports when traveling to countries to which they are not assigned. A common misconception is that
European borders without checkpoints can be crossed freely. However, while this may be true for residents of countries within the European Union’s Schengen zone, the agreement does not extend to U.S. or other non-EU citizens. In some European countries federal police have the right to pull vehicles over and check passports without
suspecting a person of wrongdoing, and in some nations only a national form of identification such as a passport is recognized as valid ID. A passport also establishes citizenship if its bearer needs assistance from a U.S. embassy or consulate. A military ID or Status of Forces Agreement card is not a substitute for a passport. Penalties for being caught

Your DOD ID can shorten your wait at the airport By Homeland Security
Taking leave this summer in the U.S.? Even when traveling for personal time, members of the military and DoD civilians qualify for TSA Pre® – without any extra effort. Lately, longer than usual lines at the airport have been in the news as the nation prepares for the busiest summer travel season on record. To reduce the amount of time waiting in lines, while making sure passengers are safe, TSA is encouraging eligible travelers to sign up for TSA Pre®. All members of the U.S. Armed Forces, including cadets and midshipmen at the U.S. service academies, and those serving in the Reserves and National Guard, can receive TSA Pre® benefits just by using their Department of Defense identification number. For military members, your DOD identification number works as your known traveler number, or KTN, for all of your travel, both personal and Are other individuals who have a CAC or DoD ID card eligible? At this time, only members of the U.S. Armed Forces — including those serving in the U.S. Coast Guard, Reserves and National Guard — may use TSA Pre®. DoD and U.S. Coast Guard civilian employees are also eligible to participate once they “opt-in” via the milConnect website. Can I use this program for personal travel? Yes. To participate, include your DoD ID number in the known traveler number field when making reservations through
official. Enter the 10 digit number, located on the back of your common access card (CAC), into the KTN field when you make flight reservations to receive TSA Pre® benefits. You should update your Defense Travel System profile with KTN as well for official travel. If the number is not on your CAC, you can get the number on milConnect. DoD civilians are also eligible to receive TSA Pre® benefits. They can opt-in through their profile page on the milConnect site. Once they opt-in, DoD civilians will receive a KTN that they can then input in their travel bookings to receive TSA Pre® benefits. When you make a reservation and include your KTN, a TSA Pre® indicator will appear on your boarding pass, letting you know that you can go to the TSA Pre® screening line. You cannot go straight to the TSA Pre® line with your CAC; you must enter the number when you book your travel. an airline or travel website. Travelers may also save their DoD ID number in their frequent flyer program profile. Do I have to have my DoD ID number in my Defense Travel System profile to participate? No. DTS will prompt you each time you make an airline reservation to verify your TSA Secure Flight information; you can enter your DoD ID into the known traveler field at that time. Saving your DoD ID number as part of your profile will prevent you from having to enter it each time you make an airline reservation through DTS. It is important to note

Commissary Bank Card issue Over the past few days, commissary patrons may have experienced challenges when using their Community Bank cards. Community Bank cards have embedded technology which limits payment options with the recent software upgrade of the commissary pin pads. These cards allow “chip” debit with signature only. This transaction type automatically creates a credit transaction. — In other words, it will process as a credit transaction, not a debit transaction, with no option for cash back. Patrons who may have a DoD Community Bank card with the limited functionality should contact their issuing bank for further assistance.

VaCation BiBle sChool U.S. Army Garrison Stuttgart’s Religious Support Office offers Vacation Bible School to all children within the Stuttgart military community entering kindergarten through 5th grade in the upcoming 2016-17 school year. Stuttgart’s VBS is scheduled June 27-30 from 9 a.m. to noon at the Patch Middle School on Patch Barracks. VBS is a free, week-long Christian faith based summer program. Children will learn valuable, Christian faith based concepts in a fun, active and hands-on approach through playing games, experiments and lots of singing and laughter. WASHINGTON, June 21, 2016 — U.S. Africa Command will concentrate on building the capacity of nations to handle their own security and will continue to guard U.S. interests on the continent, President Barack Obama’s choice to lead AFRICOM told the Senate Armed Services Committee today. If confirmed by the Senate, Marine Corps Lt. Gen. Thomas D. Waldhauser will receive his fourth star and succeed Army Gen. David M. Rodriguez. Waldhauser currently serves as the director of joint force development on the Joint Staff. AFRICOM is the newest combatant command, established in 2007. Its headquarters is at Kelley Barracks in Stuttgart, Germany. Since it stood up, the command has made numerous contributions to U.S. national strategy, Waldhauser said. The command has many hotspots, he added, as violent extremism has taken root in some areas of the continent.
Challenges “Today, there are numerous complex challenges in the African area of responsibility,” the general told the Senate panel. “Terrorist organizations and terrorist activities conducted by such groups as the Islamic State in Libya [and] al-Shabab in Somalia are present and active across the continent.” Other problems include Boko Haram in Nigeria and the Lord’s Resistance Army in Uganda and South Sudan. “Ethnic strife, poverty, mass atrocities and illicit trafficking threaten stability and economic growth, particularly in nations with weak governments,” Waldhauser said. “Consequently, AFRICOM must continue to work with national and international partners to disrupt these transnational threats and prevent the export of terror on the continent, in the region and ultimately to our homeland.”
Partners AFRICOM must continue to work with African partners to create an environment in which these partners are willing and capable to address their
security concerns, Waldhauser said. “If confirmed,” he added, “I will work not only with the U.S. military components or AFRICOM, but with my fellow combatant commanders as well, in order to foster an environment where our challenges are viewed from a transregional perspective and not just from a particular geographic area of responsibility.” The Senate panel zeroed in on Libya, where the post-Gadhafi government is weak and still finding its legs. The Islamic State of Iraq and the Levant-Libya Province has roughly 5,000 adherents who have taken territory and are acting as a quasi government in areas under their control around the city of Sirte.
Libya “The situation in Libya today is very complex,” Waldhauser said. “We have two significant objectives for the United States: one is to get the government of National Accord up and running, and the second is to disrupt [ISIL] inside Libya.” U.S. advisors in Libya are providing guidance to the government of National Accord, the general said.
Established in March, it has a long way to go, the general said. It has shown some “very basic progress, but it is going to take a lot of time,” he added. Libyan forces, in loose affiliation with the government, are taking on ISIL in and around Sirte, and they have made progress. The forces have surrounded the city, but have not yet struck toward its center, Waldhauser said.
Watching Sirte U.S. officials are watching the situation in Sirte carefully, the general told the senators. “If there is success in Sirte, if ISIL does get routed and perhaps leave, we need to have a plan for success at that point,” he said. Waldhauser noted that AFRICOM is an “economy of force” theater —by doctrine, Africa Command is not a decisive theater of operations, and leaders of the command must be prepared to take prudent risks. That said, he added, the command still must be ready if needed, citing operations to rid West Africa of Ebola fever and operations against al-Shabab as examples.
DoD releases policy for civilian employee Phased Retirement Program Defense Department officials released a department-wide policy, June 22, for the Phased Retirement Program, a new human resources tool that allows retirement-eligible fulltime civilian employees to request to work part-time while receiving a portion of their retirement annuity.
As more employees become eligible for retirement, the program will assist DoD components and agencies with the transfer of knowledge and provide continuity of operations on a short-term basis, officials said, adding that it offers eligible employees the opportunity to transition into
retirement while providing mentorship and development for the next generation of emerging subject-matter experts. Participation is voluntary and requires the approval of an authorized DoD component official based on written criteria that comply with
the Office of Personnel Management regulations. DoD components may opt to develop implementation guidance specific to their organizational structures and establish time frames for accepting phased retirement applications, officials said.

More than 5,000 military members from 10 NATO countries participated in this year’s Swift Response training exercise from May 27 through June 26. Swift Response is a joint, multinational exercise designed to train the U.S. global response force alongside high-readiness forces from Belgium, France, Germany, Italy, the Netherlands, Poland, Portugal, Spain and the United Kingdom. “This exercise is the premier military crisis response training event for multinational airborne forces,” said Col. Brandon Hileman, 86th Airlift Wing vice commander. “It allows us the opportunity to train like we fight and practice with allies and multiple U.S. Army and Air Force units. During Swift Response 16, all units will be working together to enable multiple simultaneous airborne operations.” Training opportunities such as Swift Response enable allied nations to strengthen partnerships and practice interoperability for real-world emergencies.
“It enables us to think and fight as a team when lives are on the line,” Hileman said. “Speed and responsiveness are hallmarks of NATO militaries, and the U.S. Air Force prides itself on getting around the world as fast as possible. By rehearsing military maneuvers with our allies, we can guarantee speed during a real-life crisis or dynamic situation. Security clearance investigations to include social media activity By Paul Stevenson Installation Management Command
People who use social media are constantly reminded to be careful when posting and sharing information because it’s almost impossible to know who might be monitoring their activity. For people who want to get or maintain a security clearance, there is now one more reason to exercise online discipline. The Office of the Director of National Intelligence recently enacted a new policy under which federal agencies may consider publicly available social media information in connection with an application for a security clearance. Security Executive Agent Directive Five was signed May 12, codifying federal background investigative authority to incorporate publicly available social media information in the security clearance process. According to the Office of the Director of National Intelligence, the new policy allows investigators to scan an applicant’s history on Twitter, Facebook, Instagram and other similar sites. The guidelines make clear that agencies can target publicly available social media posts, if they deem it
necessary, but cannot force individuals to hand over their passwords for private accounts, or provide pseudonyms for any profiles. “Social media has become an integral--and very public--part of the fabric of most American’s daily lives,” said Bill Evanina, Director of ODNI’s National Counterintelligence and Security Center. “We cannot afford to ignore this important open source in our effort to safeguard our secrets-and our nation’s security.” Additionally, the policy states that social media information gathered as part of a background check will not be retained unless it is considered “relevant” to the security status of the person in question. The policy does not require security investigations consider social media information. Instead, it permits the collection of publicly available social media information if an agency head determines it is an appropriate investigative tool. Social media can be a place where people show their true character, says U.S. Army Garrison Italy Command Security Office Alfred Bullard. So now those who need to have a background check give investigators the green light to check into their online activity. “All personnel who have a
security clearance or complete a Personnel Security Background Investigation for a security clearance are giving authorization to be subject to scrutiny of their social media to look for character, trustworthiness, reliability issues and foreign contacts,” said Bullard. While the policy does focus on looking at online activity, it places important restrictions that limit the federal government’s reach into the private lives of clearance applicants and holders. Absent a national security concern, or criminal reporting requirement, information pertaining to individuals other than the individual being investigated — even information collected inadvertently — will not be pursued. In addition, investigators may not request or require individuals to provide social media passwords, log into a private account or take any action that would disclose non-publicly available social media information. Security clearance holders undergo intense scrutiny before obtaining--and while maintaining--a clearance. This includes reporting interactions with foreign nationals, obtaining permission to travel abroad, and undergoing extensive background investigations and re-investigations. These requirements, along with considering an applicant’s public social media presence, “are a small price to pay to protect our nation’s secrets and ensure the trust the American people have placed in us.” Bullard said that being mindful when using social media is the best way to avoid any additional scrutiny during the investigative process. “Disparaging pictures or comments could raise character or behavior issues,” he said. “Character or behavior issues could be a deciding factor in the suspension or revocation of a security clearance.”

Abendmarkt (Evening Market) Bad Cannstatt Every Friday (through Sept. 9), Bad Cannstatt will host the Abendmarkt, or evening market, at the Marktplatz (market square) in the historic downtown area. The market will boost local, regional and international foods, such as cheeses, meats and baked goods. Arts and crafts, and food trucks selling antipasti and cheese plates, as well as cocktails and wines, will also be offered. While shopping and indulging in the various foods, patrons can enjoy special entertainment with live music. Wine tastings will also be offered by local vintners. Dates are: July 8, July 15, July 22, Aug. 5, Aug. 12, Aug. 19, Aug. 26, Sept. 2 and Sept. 9 from 5-10 p.m.
Heusteigviertel Fest July 1-3 The Heusteigviertel, located at the
Stuttgart-Süd city district, is one of the quaintest districts in the downtown area. During the Heusteigviertel (an area in the south of Stuttgart city)fest, visitors can explore the area and enjoy three fun-filled days with music, entertainment, international foods, and a flea market all along Mozartstrasse. The event will also offer various children’s activities. A “Weißwurstfrühstück” with white sausages, wheat beer, sweet mustard and pretzels will be offered July 3 starting at 10 a.m. The fest will start July 1 at 6 p.m., July 2 at 1 p.m. and July 3 at 10 a.m.
Citizens’ Festival Esslingen July 2-3 Esslingen will host the Bürgerfest, or citizens’ festival, in and around the historic downtown area featuring music concerts, dance and theater performances, as well as local and international foods. A summer flea market and hands-on activities for children will also be offered. Hamburger Fischmarkt comes to Stuttgart

For those who like seafood, refreshing summer cocktails, music and a maritime atmosphere, the “Hamburger Fischmarkt,” or fish market, at Karlsplatz Stuttgart will be the place to be, July 7-17. Stuttgart has been hosting the Hamburg Fish Market for more than 20 years. In exchange, Stuttgart’s “Weindorf,” or wine village, travels to Hamburg every year to share traditional Swabian dishes and wines with the visitors up North. What a great exchange!
The 10-day market offers fresh fish and other seafood dishes prepared to eat on the spot from smoked to baked or fried. Desserts include hot hand-rolled ice cream cones, baked goods, fruits covered with chocolate, and frozen yogurt, just to name a few. Entry to the Fischmarkt is free and it is open Monday through Saturday from 10 a.m. to 11 p.m. and Sundays from 11 a.m. to 11 p.m. If using public transportation, take the U-Bahn to either the Schlossplatz or Charlottenplatz stop.

Jazz Open Stuttgart July 8-17 Stuttgart will host the Jazz Open festival at Schlossplatz, BIX Jazzclub, SpardaWelt (event location at Stuttgart main train station), Liederhalle Stuttgart and Scala Ludwigsburg (culture and event center). International stars, such as Jamie Cullum, Santana, Van Morrison, and more will entertain the crowd during the annual event. City Fest Böblingen July 8-10 Böblingen will host the “Stadtfest,” or city fest, with a crafts market all around the Schlossberg area and a flea market at Bahnhofstrasse. Live music and entertainment will also be offered. The various culture clubs and associations will provide food and beverages at Marktplatz, Pestalozzihof und Elbenplatz. On July 9 and 10, youngsters can enjoy the “Lakeside Open Air Festival” with regional bands at the Untere See (Böblingen Lake, Elbenplatz, 71032 Böblingen). The fest will be open July 8 from 7:30 p.m. until midnight, July 9 from 11 a.m. until midnight and July 10 from 11 a.m. until 9 p.m.
Children’s Fest Ludwigsburg July 10 Ludwisgburg will host the “Kinderfest,” or children’s fest, at Marktplatz, Stadtkirchenplatz, Rathaushof and Obere Marktstrasse (downtown area) from 1-6 p.m. The event will boost various child friendly activities to include sports, outdoor games and arts and crafts. Face painting, bouncing castles and a merry-go-round carousel will be offered. A children’s flea market will be held at Obere Marktstrasse. At 1 p.m., music, entertainment and dance performances by various children groups will be featured at Marktplatz. Food to include crêpes, waffles, popcorn, muffins and more, and beverages will be offered throughout the event.
Sommerfestival der Kulturen (Culture Summer Festival) July 12-17 Stuttgart will host the “Sommerfestival der Kulturen,” or culture summer festival, at the market square (Marktplatz) in downtown Stuttgart. The festival aims to bring people of all nationalities together to celebrate their cultural heritage and will feature live bands, dance performances, comedy and a culture market offering arts and crafts from all over the world. Entrance is free. July 12-17, the festival is open from 5:30-10 p.m., July 16 from 4:30 to 10 p.m. and July 17 from 11 a.m. to 10 p.m.

The annual Ludwigsburg Palace Extravaganza is held in the Blühendes Barock gardens and is a 20-minute firework display set to classical music. A perfect event to attend if you have family in town or would like to just add this experience to your long weekend itinerary for the 4th. This majestic and classical firework display set over the water in Ludwigsburg is beautiful. Bonus, it’s just a train ride away.

You might feel that being in Germany you would miss out on some of the basic American traditions we hold dear like barbecues, beer and fireworks. Well, you’d be in for a surprise. You can celebrate this season with all these things and more. This summer there is no shortage of fireworks displays going on in Baden-Württemberg. You may not manage to go to all of them, but here’s a great list to start you off in seeing some of the most spectacular star-studded sky displays in Europe, right here in Germany. Whether you like to see them close to home on the 4th of July on Patch Barracks or you’d like to see how our European hosts celebrate with “Feuerwerk” (fireworks), you won’t be disappointed. Last year was our first full year in Germany, so we got to see the starspangled spectacular on-post. Here are a few pictures from our fun day in the sun, tail-gating and celebrating freedom. This year, I will also
July 4 — Independence Day Celebration, Patch Barracks View all the event details in the F&MWR Insider in the centerfold of this newspaper. Family and Morale, Welfare & Recreation does it up on Husky Field at Patch Barracks with rides for the kids, food kiosks and, of course, great music including the U.S. Army band. The tailgate area opens at 2 p.m., food and drink concessions are available from 5-10 p.m. Rides and amusement activities open from 5 p.m. to 9:30 p.m. The music begins with a DJ starting at 5 p.m. Bands will play a variety of music from 6-11 p.m.
Here are some tips — get there early, (tailgate opens at 2 p.m.) bring a tent (if you have one), lawn chairs, pop-up tables, and blankets to admire the festivities. Our little group made it a potluck, so everybody brought something and then we picked up other food at the kiosks too. Of course, the little ones teased for popsicles and soft drinks, but there are plenty of choices available. Drink responsibly and have fun. Last year, the weekend temperatures skyrocketed and it was hot, so don’t forget sunblock and lots of water to stay hydrated. This year, fireworks will be choreographed to patriotic music favorites beginning at approximately 11 p.m. The Duty Shuttle Bus runs on the regular holiday schedule, posted at each bus station on-post with a special return shuttle bus added after the fireworks to get people back home. The last shuttle leaves Washington Square at 11:30 p.m.
July 9 and Sept. 3 — Heidelberg Castle Illumination This absolutely breathtaking fireworks display draws visitors from all over the world. It is worth the short trip to Heidelberg to see this spectacular fireworks display. Concerts of festive music are also
held in town in the Church of the Holy Spirit (Heiliggeistkirche). According to the event website, the best views of the Castle Illumination can be enjoyed from the right (north) bank of the River Neckar. Excellent views of the illumination are also offered by boats called the Weisse Flotte or the Solar-powered ship “Neckarsonne,” as well as from the old part of the city and the castle itself. Arrive there early. Parking may be tricky, better yet, make a weekend of it and take the train. Heidelberg is a great overnight trip. The fireworks display is set to the history of the castle and is quite interesting to see. July 9 — Stuttgarter Lichterfest, Festival of Lights Stuttgart celebrates with the annual Festival of Lights in the Höhenpark Killesberg (near Robinson Barracks) with the largest fireworks display in the region. This event is fun for the whole family with food, four stages of music from every genre. Bringing blankets and chairs is accepted, for safety reasons, glass containers are not permitted.

The annual Internationale Festspiele in conjunction with the Ludwigsburg Symphony Orchestra has an open air concert fireworks sensation set to music with popular themes from Robin Hood to Star Wars to Harry Potter. For the first time, the Prague Orchestra will be visiting also to perform at the event. August 6 — Tripsdrill Amusement Park Maybe you’d like to bring your kiddos along for a day of splashing and playing at a fun park and end the evening with a fireworks display. TripsDrill in Cleeborn is the place for you! A little less than an hour north of Stuttgart, this is absolutely a day-trip full of family fun ending with a light show. Tripsdrill has rides for kids of all ages. The ticket entrance to the park is separate from the light show and is kind of pricey at €25 per person. But if you are spending the whole day and evening, it’s probably worth it. Prices for the firework display range from €16.60/person to a €28 for VIP. Aug 19-21 — Flammende Sterne, International Firework Competition, Ostfildern Every year, three international
fireworks teams compete with firework displays attracting about 50,000 visitors per year. At this year’s event, pyrotechnics from Portugal, China and the Czech Republic will compete against each other. In addition to fireworks, the event features live music on several stages, fire acrobats, jugglers, dancers, and a children and family program. The fireworks show begins daily at 10:15 p.m. Aug. 19-20, the grounds open at 6 p.m. though midnight. Aug 20 — The International Firework Competition in Hannover: Team Ukraine About a five hour drive, or a short hour flight north of Stuttgart, this international fireworks competition is where the best pyrotechnics from all around the world come to compete and awe the crowds. Two countries compete on five separate scheduled nights to win the title.
Before the show begins, visitors can enjoy live music, walking acts, cabaret and theatre acts tailored to the participating country of the evening. Food and beverages are available for purchase in the historic Herrenhausen Gardens so patrons can bring blankets to set up camp and snag a viewing spot for the main fireworks show. Doors open at 6 p.m., ending between 1010:30 p.m. Tickets sell out fast! The remaining 2016 dates with available online tickets are Sept. 3, Team Belgium, and Sept. 17, Team Canada. Weinmuseum Brömserburg (Brömser-burg Wine Museum), tells the Rüdesheim area’s 1,000-year wine growing history in one of the oldest castles in the Rhine River Valley. The Brömserburg in Rüdesheim is one of the oldest castles along the Rhine River. The former fort, which was once surrounded by water, was built around 1000 A.D. as an early castle of the archbishops of Mainz, was rebuilt as a residence about 1200A.D. and later belonged to the knights of Rüdesheim. Since 1950, it has housed the Weinmuseum. The castle offers the world’s oldest wine-related collection, ranging from wine and drinking vessels made out of different materials, to hundreds of bottles and labels, to tools and equipment used by coppers, cellar men and wine-growers. A fascinating history is provided in several languages. The still preserved walls of the former moated castle date from the 12th century. The castle itself is situated in a garden beside the Rüdesheim Rheinstraße, just a short walk away from the famous Drosselgasse. In a journey through the history of wine, visitors experience the Brömserburg: 2,000 wine-related exhibits from the past to the present day. At the entrance of Rheinstraße is a winery statue, 6000 liter wine barrel, barrel and crate carts, and a large number of presses throughout the garden to see. In the halls and vaults of the castle a large number of wine and drinking vessels from early times to modern day including ceramic vessels from the Middle East, ancient Greece and the Roman Empire. You will also find collections of Roman glasses and medieval wine jars from the Rheingau ceramic centers of Aulhausen
and Dippenhausen, along with stoneware, cans and cups of tin and precious metals from the 16-19th centuries. Also on display is collection of wine, brandy and schnapps glasses, in all major European styles from the Middle Ages through the Renaissance, Baroque and Rococo and Biedermeier to Art Nouveau and Art Deco. Ancient sculptures illustrate the importance of wine in mythology and religion, explain the cult of Dionysus (god of the grape harvest, winemaking and wine, of ritual madness, fertility, theatre and religious ecstasy in Greek mythology) and a Christian era collection of measuring cups and jugs and a representation of a wine saint. You will find wine bottles of different
surrounding vineyards. Besides offering information on the history of wine, the Brömserburg also gives visitors the opportunity to try different wines. There are self-guided audio tours available in multiple languages to assist you in your visit. To enjoy the special exhibits and get a full museum experience allow yourself at least 2 hours. Rüdesheim is a tourist town filled with half-timber houses, narrow streets, and old inns give the town a medieval character. On the edge of town on top of the Niederwald is a monument that was built between 1877 and 1883 to commemorate the re-establishment of the German Empire in 1871, after the end of the Franco-Prussian War. The 125 foot tall monument represents the union of all
shapes from the 17th century to modern times, wine labels, decorative cork and corkscrew and tools of the winemaker, winemaker and barrel copper. If you venture through the small winding staircases and work your way up, great views from the roof and the terrace await you of the Rhine River and
Germans. The monument can be reached by gondola lift from Rüdesheim to Niederwald, by car from Assmanshausen or by trail on foot. Every September Rüdesheim holds a wine festival; it is also known for its brandy and Sekt, a sparkling wine. Its location, architecture, and wines make
the town a favored stop along the Rhine for tourists. If your travels permit, you can catch a ride down the middle Rhine on a number of small ships that travel the waterway giving a view of castles along the way. As most ships travel from Mainz to Cologne, and some of these ships also offer special dinner and dance cruises. During your visit to the Rhine, immerse yourself in the magical atmosphere created by fountains of fire reflected in the waters of the Rhine and the thunder of the fireworks echoing from the steep banks. Around 50 ships join a flotilla that glides below perhaps the most elaborate fireworks to be seen in Germany. The surrounding Middle Rhine Valley erupts in a final climactic display of
