Task Force Surge ensures smoother Wiesbaden PCS moves Capt. Alexander Moore U.S. Army Garrison Wiesbaden HHC Commander The U.S. Army Garrison Wiesbaden stood up Task Force Surge last year to confront the unique challenges of completing a Permanent Change of Station move during a global pandemic. The lessons learned from that experience showed that a cross-functional team addressing the full spectrum of PCS topics helped resolve issues before they occurred. Moving forward, the surge team is building on those lessons learned and continuing to find new and effective ways to help ensure all the little details that surround coming or leaving Germany are handled as smoothly and effectively as possible. ACS Spouse Orientation helps to bridge gap between spouses and agencies Connie Dickey U.S. Army Garrison Wiesbaden Army Community Service Spouse Orientation gives spouses a specific briefing aimed at exposing military spouses to the benefits, programs, opportunities and resources offered here at U.S. Army Garrison Wiesbaden. “It is one program in the installation that the priority are the spouses and partners of newly arrived personnel from all military components, DoD Civilians, and contractors,” Gigi Wilson, ACS Relocation Readiness Program manager said. “They are given an opportunity to speak with the Points of Contacts of community agencies they will eventually utilize during their tour of duty.” The ACS Spouse Orientation is scheduled every third Wednesday of the month. From 9 a.m. to 1 p.m. at the ACS Cafeteria, building 7790 on Hainerberg Kaserne. To register, please email the Relocation Team at usarmy.wiesbaden.id-europe.mbx.

The orientation brief has been virtual during this pandemic, however the briefing was held face-to-face May 19 and will be held face-toface in June, observing Garrison mitigation measures with no more than 15 registrants. Adapting to a new country can be challenging for spouses accompanying Service Members and civilian employees. “Spouses don't usually attend in processing with their Soldier/ Civilian employees and too often misses out on important information received by incoming personnel only. And more often than not, spouses residing in temporary lodging often feel disconnected and alone, “ Wilson said. “The Spouse Orientation Program intends to bridge that gap between spouses and the different agencies/programs available to them,” she said. The administration of the city of Wiesbaden and the U.S. Army Garrison Wiesbaden have developed a confirmation letter to help prove complete vaccination status of individuals in off-post locations. This letter is provided as a courtesy and local businesses do not have to accept it. Sinking incidence levels and rising numbers of fully vaccinated individuals have prompted the Federal German Government to create more liberties and relaxations of the COVID-19 regulations for fully vaccinated and recovered individuals. Examples include being able to go to the hairdresser without having to take a rapid test or not having to quarantine upon arrival from a nonvirus variant country or area. However, while German citizens and U.S. Army soldiers carry a yellow vaccination card, which is approved by the World Health Organization (WHO), the white “COVID-19 Vaccination Record Card”, is commonly
used by the CDC as vaccination proof for U.S. Army affiliates. However, most German retailers and business owners do not know this document and may decline to accept it as a valid proof of vaccination. Therefore, Head of the Wiesbaden Citizen’s Office, Carl-Michael Baum, came up with the idea to create a confirmation letter, which is signed by the USAG Wiesbaden Deputy to the Garrison Commander and the city of Wiesbaden’s health department chief. The letter is written in German and confirms that the individual carrying it has completed their COVID-19 vaccination, but the letter is only valid in combination with the white “COVID-19 Vaccination Record Card”. Baum is confident that the letter “should be enough proof ” for Wiesbaden’s retailers and other business owners to avoid that fully vaccinated individuals are still required to take a rapid test in order to use services in Wiesbaden. Please note that it could happen that the letter is not yet accepted in other cities.

Emergencies off post need to be reported immediately to the German Polizei or the German emergency services. Germany has two emergency numbers and one general number for non-emergencies, which should be readily available. USAG Wiesbaden Directorate of Emergency Services, Fire Department, Chief Daniel Corzelius, explains the difference: “If you dial 110 in the German phone system, you will reach the police – the Polizei - and if you dial 112, you will be connected to the fire department, which also handles medical emergencies. However, when calling from a cell phone, please make sure you tell the dispatcher the location (town, city) where you are calling from, because the call may be connected to a dispatch center in another county.”

This can avoid trips to the emergency room. “This non-emergency number is supposed to be used in non-life-threatening situations,” Corzelius said. “It directs non-emergencies away from the hospital emergency rooms.” In times of COVID-19, it can be even more dangerous to sit in a busy doctor’s office or emergency room waiting room. Therefore, the Hessen state government’s website recommends to call 116117 when you cannot reach your doctor’s office or when you have questions about the virus itself. However, U.S. Army Soldiers, Families and members of the civilian workforce on any of the USAG Wiesbaden facilities and in the housing areas, who do not feel comfortable calling a German emergency line, can simply contact the USAG Wiesbaden Fire Department or Military Police. For medical and fire emergencies at USAG Wiesbaden call DSN 112 or 0611-143-548-0112 from a cell phone. For any other nonemergency issues on post, call the Military Police Desk at DSN 548-7778/77 or 0611-143-548-7778/77. Off post, please call 112 for a medical emergency or 110 for an emergency that requires the help of the German Polizei.

CULTURAL DIFFERENCES Despite the fact that we live in a more global society than ever, there are still noticeable cultural differences in fashion, music, food, and entertainment. Design a scrapbook page (or more) that depicts you experiencing some of those differences. For a catchy title, use a German phrase you’ve learned (and it’s translation).
Living overseas is the best of times (seeing the world) and the worst of times (being away from friends and family). Regardless of your feelings about it on any given day, there likely will be aspects of your time in Germany you want to remember years down the road. That’s why scrapbooking exists! Here are four themes to consider documenting in a scrapbook for a future stroll down memory lane.
Just because you live in another country doesn’t mean you don’t still experience life’s milestones. Don’t get so caught up in the sights, sounds, and smells around you that you forget to document and celebrate milestones in your life. Scrapbook pressed wedding anniversary flowers, Denver Broncos play-off watch parties, and birthdays. If you have kids be sure to capture those first steps, the first time they dress themselves, lost teeth, and sleepovers. When you think of scrapbooking as a picture book of your family history, you’ll be glad you took the time to create pages that tell a detailed story. What do you see on a daily basis now that you never would imagine seeing back in the States? Cars, signs, public transportation, and wildlife are just a few ideas to get the juices flowing. Countries like Germany also boast longer histories than the US. Take the opportunity to visit some of those historic sights, take pictures, and write down what you learned and how you felt. It’s no fun to look through a scrapbook that doesn’t have pictures of people. Pose in front of funny, unusual, or meaningful sights you see. Never assume you’ll remember the details of everything ten years from now.

It’s hard to take a picture of a memory, but it is easy to take pictures of places, people, and things that elicit memories. Capture the essence of where you live, the rooms you spent the most time together in, and the furniture you had. When you place those images on the page, journal about stories you remember happening there. The chair when you read to your children. The window you looked out while the coffee brewed. The stairwell you had to navigate with crutches.
Instagram made it a trend to photograph everything you eat. The fancy lattes may be cliché now, but the German cuisine is not. Document your favorite new foods as well as your least favorite. (The least favorite foods have the potential to cause uproars of laughter and facial expressions on that trip down memory lane one day.) Get pictures of you and your family outside your favorite streusel shop, enjoying a German beer, or eating sauerkraut. NEWS & FEATURES USAG Wiesbaden Public Affairs Defense Department personnel stationed in Germany need an international driver’s license, in addition to a U.S. Forces Certificate of License (also known as a USAREUR license) and a valid stateside driver’s license to drive outside the country. Applicants should ensure they have the proper documentation in hand when they go to the USAG Wiesbaden Drivers Training and Testing Station before their next road trip. “For incoming personnel and Family members the priority is to get a U.S. Forces Certificate of License, to operate a privately-owned vehicle on and off installations in Germany,” said Hans-Peter Moosberger, driver’s training instructor at the DTTS. However,at the start of every POV orientation Wiesbaden’s instructors tell students to not delay getting their IDLs, and obtaining the signed application from their office is the first step. “Every student who completes the POV orientation here, passes the written test and receives their permanent certificate of license should return to our offices for an IDL application if they plan to drive outside Germany’s borders,” Moosberger said. An IDL can’t be obtained using the temporary certificate of license issued immediately after passing the written test.

To apply, visit the Wiesbaden DTTS located on Clay Kaserne, Bldg. 1023W, Room 324. Applicants should bring their USAREUR license and a valid stateside license. The application must be completed in person and signed by DTTS personnel.It takes approximately 10 minutes. No appointment is required, however, applicants can call ahead to determine staff availability at (0611) 143-5466076/6077. Next, bring the signed application, a single passport photo,
your U.S. Forces Certificate of License, official or tourist passport (red or blue), valid stateside driver’s license, Department of Defense ID card and 15 euros to the off-post KFZZulassungsstelle (the German equivalent of the Department of Motor Vehicles) located in Wiesbaden-Schierstein. “No additional driver’s test is required to get an IDL; just some paperwork, valid documentation and 15 euros,” said Michael Leyba, transportation specialist at the DTTS.
Some navigation systems may direct drivers past the facility to the “Federal Mogul” building; however, the vehicle entrance to the KFZ-Zulassungsstelle is immediately past the blue sign for “TÜV Hessen Service Center” on the right-hand side of the street. Free parking is available. “They offer extended evening hours until 6 p.m. on Wednesdays, which makes it a convenient time to visit the facility,” Moosberger said. When entering the building, get a number from the small electronic kiosk in the waiting area. The kiosk screen will read, “Warteticket.” Press the orange button with the word “Fahrerlaubnisbehörde.” A paper ticket will print with a customer number that begins with the letter “F.” Pay attention to the screens on the wall. When the number comes up
on the screen, the appointment will be upstairs on the second floor (1. Stock, in German) in the room (Raum) indicated on the screen. After processing, applicants return downstairs to pay at the “Kassenautomat,” a self-service pay station, before the IDL will be issued. The license costs 15 euros and must be paid in cash or with an EC card, no credit cards. Passport photos can be taken at self-service photo booths located at the food court on Clay Kaserne and the Hainerberg Exchange. A booth is also located in the entrance of the KFZ-Zulassungsstelle, for those who forget to bring one. Four photos cost 5 euros. Don’t forget scissors to cut one photo from the page. The IDL is valid for a maximum of three years, or as long as the accompanying stateside license is valid.

For military families on permanent change of station orders with an assignment to U.S. Army Garrison Wiesbaden, it may come as no surprise that a family housing quarters assignment will be made prior to arrival in order to allow for necessary quarantine in a home for those that are not fully vaccinated, and will serve as the permanent residence for the duration of the Service Member’s tour. This became necessary due to restrictions and precautions associated with COVID-19 and the ultimate success of the new processes became recognized as a best practice that will continue even as we move beyond the current, lingering COVID-19 environment. The successes achieved here in Wiesbaden can be attributed to the fact that USAG Wiesbaden not only has excess on post housing inventory, but also due to proactive engagement on the part of garrison agencies and military unit sponsorship representatives. It is the individual unit sponsors who make it possible for an inbound family to have some choice in selection of their permanent home, so inbound SMs should be requesting rapid assignment of a sponsor from their gaining units.
In the event a SM is having difficulties communicating with their gaining unit, the Housing Division can assist. Note: Unaccompanied SMs E-7 or above who will receive BAH for family members during their tour (or their gaining unit sponsor) should contact the Unaccompanied Personnel Housing Manager to coordinate assignment to on post UPH. For departing families, the Housing Division should be contacted as soon as possible once it is known that departure on PCS, retirement or separation orders is imminent. It is not necessary to already be in possession of orders. Due to the number of personnel who had cancelled reassignments due to COVID-19, it is anticipated that there will be a surge of outbound families this summer. A pre-termination inspection can be scheduled 60 – 90 days before departure and SMs will be briefed on necessary requirements to properly clear housing. Once orders are received and a departure date is established, a final inspection should be scheduled. The date of inspection and eligibility for departure temporary lodging allowance are based on the established departure date. Departure TLA is restricted and conditional upon maximizing the period of occupancy in assigned housing; thereAdvertisement fore, failure to schedule timely appointments may result in out of pocket expenses. The same applies to SMs departing from UPH or private rental housing.

Slow moving or even stationary Forming a so-called “Rettungsgasse” (emergency alley) on German roads is a law in Germany. Failing to do so can be punished with a fine. S low moving or even stationary traffic can be frustrating for drivers who are on their way to work or just late for an appointment. However, slow moving traffic can also be a problem for emergency vehicles and could even cost lives. Therefore, the German government has created a new law in 2017, in order to help emergency crews and tow trucks move through heavy traffic quicker. “During slow moving or stationary traffic, the law requires motorists to create a Rettungsgasse or emergency alley, in order to let emergency

vehicles pass through quickly,” said Thomas Becker, Police Chief Inspector with the Wiesbaden Police Directorate. Drivers should form the Rettungsgasse before there is even an emergency vehicle in sight. “Once traffic moves slower, drivers in the left lane should move as far to the left as possible, while all other drivers in the other lanes should all move as far as possible to the right. Failure to do so, can result in a fine,” Becker said. Emergency vehicles will normally announce themselves with a siren and blue lights. Tow trucks will have yellow lights and no siren. Fines for not creating the Rettungsgasse and blocking emergency vehicles or tow trucks can range from around €20 to over €300 in certain cases. Using the Rettungsgasse to get to a
destination quicker, following an emergency vehicle or making a U-turn is strictly forbidden even for motorcycles. “Fines can increase to €350 or more and there is a potential that your license gets suspended for at least one month for blocking emergency vehicles or causing an accident,” Becker said. USAG Wiesbaden Directorate of Emergency Services, Chief of Police, Jason Kesselring explains that a good source of information for U.S. Forces drivers is the Driver and Vehicle Requirements and the Installation Traffic Code for the U.S. Forces in Germany (Army in Europe Regulation 109-1). “Members of the U.S. Forces are subject to all host nation traffic laws and regulations and have to pay German fines and could even lose their license,” said Kesselring.

Upon arrival in Wiesbaden one of the first things you may want to do is obtain a U.S. Forces Certificate of License, USAREUR-AF License. To drive in Germany, U.S. personnel must have a valid stateside driver’s license and obtain a USAREUR-AF driver’s license. The minimum driving age is 18 in most European countries. USAREUR-AF driver’s licenses are valid for five years. All drivers must carry their U.S. license with the USARERU-AF license. Only USAREUR-AF license holders are authorized to operate USAREUR-AF registered USAREUR-af Driver’s license plated vehicles. Not all NATO countries should also obtain an inrecognize USAREUR-AF ternational driver’s license. licenses. Training and Testing Center. Due to COVID mitigation measures, all USAREUR-AF drivers training and testing is
being done online.The training, Course ID: USA-007 and the test, Course ID: USA-007B are both offered through Joint
Knowledge Online. After passing the online test, contact the Driver’s Testing Station to make an appointment. Appointments can be made by emailing usarmy.wiesbaden.405afsb.list.lrc-driver-testing@ mail.mil or by calling DSN: 546-6074/6075/6076/6077 or Civilian 0611-143-5466074/6075/6076/6077. It takes a minimum of 48 hours for the scores to be processed and uploaded to the driver’s testing center. Personnel will then fill out an application, 190-1T, take an eye test and pay the fee for the USAREUR-AF driver’s license. The current fee is $20, payable only by check or money order. Personnel will receive a temporary driver’s license on-site and the hard-copy license will be sent to their APO mailing address within three to four weeks.

PCS travel related consist of Rabies only, FAVN Draws for Hawaii, Japan, etc. and a Health Certificate. Schedule a health certificate appointment with the clinic as soon as possible. The appointment should be within 10-days of travel and your pet will need to be present for this appointment. Ensure your pet’s vaccines are up to date. Most countries require an up-to-date rabies vaccine and 15-digit ISO compliant microchip implanted prior to their rabies vaccine. Your pet may need an EU passport for travel depending on the airline and country of travel. Rotator slots are limited and filled on a first come first served basis.
