Army committed to Soldiers, veterans, Families
By ASA M&RA/ Army G-1 Public Affairs Office Veterans Day celebrates the patriotism, service and sacrifice of living veterans, who are part of the military’s patriotic legacy of dedication to the defense of the nation. Nov. 11, 1918, is generally considered the end of World War I, aka the “Great War” or “the war to end all wars.” In 1938, Congress declared Armistice Day a holiday, and in 1954 the name was changed to Veterans Day to honor all U.S. veterans. The Army joins the nation in honoring veterans this Nov. 11 to preserve the historical significance of the date and focus attention on its purpose of honoring America’s veterans for their patriotism and willingness to serve and sacrifice for freedom.
What has the Army done?
The Army remains committed to Soldiers, Army veterans and their Family members by connecting them with opportunities for employment, education and health care during and after military service. The Soldier for Life program is the Army’s way of supporting veterans, connecting civilian industry with transitioning Army Families. American industry has committed to hire and train tens of thousands of veterans and their spouses or domestic partners between 2015 and 2017. See ‘Veterans’ on page 13

The U.S. Army Garrison Wiesbaden Postal Service Center is gearing up for the holiday rush by offering expanded hours of operation to ship and pick-up packages and reminding customers to check their mail. Now through Jan. 7, the Army post office customer service windows (where you mail letters and packages) will open one hour earlier from 10:30 a.m. to 5:30 p.m. Monday to Friday.

The package pick up window will also open one hour earlier from 10:30 a.m. to 6 p.m. Monday to Friday and will be open three Saturdays — Dec. 10, 17 and 24 from 8 a.m. to noon. USDA highlights nativity scene concerns By Robert Szostek

Many European countries have a tradition of making nativity scenes at Christmas time that Americans love to buy. However, the natural products used to make them are sometimes banned from import to the United States because of the agricultural pests and diseases that could be in them. Shoppers should note that they can be fined $100 or more if they mail scenes that contain moss, bark, wood,
pinecones, untreated straw or other restricted materials. However, agriculture officials say people can send nativity scenes that are produced using finished wood, plastic, or commercially cleaned and lacquered straw (except rice straw). Italy, for example, has a custom of recreating the nativity scene called Presepe. These representations contain miniature clay figures that craftsmen have made for hundreds of years. German nativity scenes are called Weihnachtskrippen and contain carved or ceramic figures.
The figurines themselves pose no agricultural risk and can be sent or taken stateside. However, the figures are often housed in a village setting made of natural bark decorated with peat moss. “The bark frames or peat moss parts of these nativity scenes can contain damaging insects or quarantine pests,” said Julie Aliaga-Milos, U.S. Department of Agriculture adviser at the European Command’s Customs and Border Clearance Agency. “Therefore they are prohibited from being imported into the United States.”

Army postal officials are also reminding patrons to stay proactive when it comes to their mail pickup habits. “The holidays are here and community members need to get in the habit of checking their mail regularly to free up space on the shelves,” said James “Slim” McKee, UASG Wiesbaden Postmaster. “At the end of the day, a lot of the
shelves are still full because people aren’t picking up their letters, magazines, catalogs and packages.” “We’re not a storage facility, this is one of the main issues of concern,” McKee said. “By not picking up your mail you’re taking away limited space on the shelves from other customers who are in need of receiving their mail and gifts.” While many use the email notification system to be alerted when packages arrive, McKee reminded customers that waiting for the notification for a parcel before checking one’s box means other mail will accumulate.
Postal patrons should also come equipped to transport any items they may have ordered. “They need to be prepared when they come over to carry the mail they receive and it is imperative that you have a plan in place before-hand,” said Quintin Harvey, supervisory postal operations. Other tips for helping the mail flow smoother: • Remember to bring your military ID/CAC card when picking up packages. (No other form of identification will be accepted). • Keep the Postal Service Center informed about any changes of status such as a

With holiday events, festivals, parties, or meeting up with friends on the weekend; Soldiers, civilians and Family members should remember to be safe and make smart choices. As an individual, you should make a pledge to never drink and drive, to never ride with a driver who has been drinking and to never let a friend or colleague operate a motor vehicle intoxicated. During 2013, 545 drunken driving incidents were reported throughout the Army in Europe. That’s more than one per day. To help decrease this trend and deter civilians, Soldiers, and Family members from drinking alcohol and driving, IMCOM-Europe developed the Army in Europe (AE) Designated Driver Program. This program is about providing knowledge and tools for you to make responsible choices to encourage safe and sober driving practices. There are other benefits as well. Being a designated driver can have a positive effect on the community by setting the example to follow and may prevent others from drinking and driving. To support the program here, Family and MWR facility managers at the Entertainment Center, U’R Place, Little Italy Restaurant and Cappuccino Casino will provide one tamper-resistant wrist band or locally developed alternative to the designated driver of groups of two or more. Furthermore, they will provide the designated driver with nonalcoholic beverages such as coffee, soda or water at no cost to the individual. Whether in town or out of town, some bars, restaurants and nightclubs may offer free or reduced price nonalcoholic drinks and food to designated drivers, so don’t hesitate to ask.

More than one drunken driving incident per day is reported throughout the Army in Europe. The U.S. Army Garrison Wiesbaden Safety Office encourages community members to make a pledge to never drink and drive or ride with a driver who has been drinking. For most of us the concept for the Designated Driver Program is not new. The idea was developed in Scandinavia over several decades beginning in the 1920s, leading to a formalized designated driver program in the 1980s. The success of the program is and has always been about the choices of responsible drinking you make before you start to drink alcohol. Although, there is no universal definition of a designated driver, the most common understanding requires that the designated driver abstain from all alcohol, be assigned before alcohol consumption, and drive other group members to their homes. Volunteering as a designated driver is a responsible choice for an individual to make. Remember that your designated driver is not the person who’s the most sober when it’s time to go home. It is up to all of us to encourage positive and reliable alternatives to
drinking and driving. Smart choices like designating a driver or using alternate modes of transportation can prevent tragedy and further promote safety in our community. According to U.S.Army Garrison Wiesbaden Safety Director John Rice, “The bottom line is if you know or think alcohol will be consumed, you need to have a plan and make it before you venture out. There were more than cookies on the menu as twenty local Girl Scouts headed to the kitchen to participate in the second annual Wiesbaden Girl Scout Master Chef Challenge, Nov. 19. The local Iron Chef-style competition, gave scouts from four different troops in the Wiesbaden area the opportunity to hone their culinary and presentation skills, build confidence and self-esteem. “The girls have a lot of pride in what they accomplish here,” said Angela McCleary, a troop leader who came up with the idea for the event last year. “I noticed a lot of Girl Scout activities were leaning towards younger girl interests... so I wanted to develop an activity that would inspire this age range, be fun, and something they enjoyed doing,” she said. The competition challenged girls in sixth to eighth grade to produce a dish in one of three categories; appetizer, main course, or dessert. Participants were given a list of ingredients two days prior to the event and were required to research recipes and prepare the dish without assistance. The competitors were also challenged to incorporate a secret ingredient —Yucca for the main course; sausage for appetizers; and tea for desserts — and describe to the judges how they used the ingredient. Competitors each had their own unique set of challenges. Ami Rose Heiges said she isn’t a fan of meat, but created a winning appetizer of stuffed dates using Spanish and Italian sausages. Heiges said
describing how she put it all together was more challenging than using an ingredient she didn’t like. “She was so stressed… I am proud that she preserved and participated again,” Ami’s mom said. “Presenting to the judges was the hardest part,” said sixth grader Yazmin Curnutte who practiced her presentation in front of her family and friends. Pamela Bartelle, first vice president with Wiesbaden Community Spouses Club was one of three judges in the main course category. Bartelle who serves on an advisory council for Girl Scouts overseas believes that learning a skill like cooking can be very empowering. “I think it builds confidence and allows self-expression. The girls are given choices, and they have to make decisions and follow through with it,” she said. Strong scout programs help build strong independent women, which contribute to strong communities said Susan Johnson, current OCC. “Girl Scouts provides a quick connection to feel part of a community when you first get here and gives girls an opportunity to make lasting friendships that grow,” said Johnson, who is committed to promoting “scouts as a sisterhood and fellowship.” Along with Heiges, Madee Puente-Bonilla and Isabella Yang’s dishes took first place for the main course and dessert categories and each received a $100 gift card donated by Andrews Federal Credit Union. Leadership from U.S. Army Garrison Wiesbaden command, and representatives with the USO, WSCS, AFCU, AFN, Starbucks, Army Community Service and the 481st Military Police Detachment, served as judges.

Two Kaiserslautern High School seniors and a teacher used an aerial camera to get construction pictures of the new high school for U.S. Army Corps of Engineers Europe District Nov. 1. As 21st-century schools emerge to provide new ways of learning, the flyover was a great STEM-related activity, said Joseph Toups, a district resident engineer (STEM stands for science, technology, engineering and mathematics). “It’s only fitting that students participate in this activity in a way that encourages them to use modern technology to learn about construction,” Toups said. Chris Putnam, who teaches Career Technical Education courses at the high school, flew the aerial camera while Evan Mackie and Christopher Craven operated the camera. The school has used the aerial camera to film graduation, pep rallies and football practices. The construction site was a first, but Bernhard Ochsenreither, a district senior project engineer, worked with Putnam to fly an aerial camera on a Rheinland-Pfalz holiday so it wasn’t an active construction site. Ochsenreither and Putnam said the project is beneficial to both the Corps and the school – the district gets a bird’s-eye view of the construction and the students get practical experience. And they said they hope to continue to film the high school construction process. “They’re building a technical skill before they graduate,” explained Putnam as he listed markets for aerial photography. “Evan and Chris are both in the video communication class. The (aerial camera) makes a great addition to the course,” said Putnam, who
will teach in the school when it opens for the 2018-19 school year. “The (aerial camera) has applications for the engineering and robotics courses – when we start talking about how motors and sensors work,” he continued. “Right now, the (aerial camera) can only be flown by a teacher, but as experience and trust build, I see students piloting (it).” Jose Tovar, chief of Department of Defense Education Activity – Europe facilities, said it was appropriate for the site to be used as a learning tool because that is a key component of 21stcentury learning. “One of the key aspects for our facilities is that it is a teaching tool, the learning is student centered and kids are not just sitting in classrooms but are actively engaged in the learning process throughout the school,” Tovar said. The U.S. Army Corps of Engineers is one of the design and construction agents for the construction and renovation of DoDEA schools worldwide. The 185,100 square-feet, 21st-century school was funded in fiscal 2010 for a programmed amount of $74 million. DoDEA calls the design of the school “student centered” with seven learning neighborhoods. This is a shift from traditional classrooms. The more flexible spaces with moveable walls — called learning hubs and learning studios — will accommodate large, medium and small groups, individual learning and one-to-one pairings. According to DoDEA, true 21st-century learning moves beyond the school and extends the learning space to the global community through technology, virtual instruction and real-time projects. Command sergeants majors, sergeants majors and other senior non-commissioned officers attended the training, hosted by USAREUR Command Sgt. Maj. Cheryl Lyon. This year’s theme was, “Embracing Change and Enabling the Future.” “It was simply inspiring to see who we have leading our Soldiers at such an important time in USAREUR,” said Sgt. Maj. Daniel Pinion, USAREUR key organizer of the symposium. Attendees and presenters shared ideas, communicated recent changes in the U.S.Army and shared best practices.

Celebrate with a holiday classic Amelia Earhart Playhouse presents ‘Annie’ Story and photos Karl Weisel U.S. Army Garrison Wiesbaden Family and MWR Marketing
Wiesbaden theater-goers are in for a treat when the Amelia Earhart Playhouse presents its newest production, “Annie,” in December. In this make-believe story based on a popular comic strip and set in the 1930s, a little orphan girl is the inspiration for change in America. “This is from the mid-70s and it’s as American as it comes,” said Brian Buckley, the musical’s director and a counselor with the Adolescent Substance Abuse Counseling Service. “It’s a feel-good show.” With a rich mix of service members and civilians, local nationals and families, “everyone here is more than willing to put in the long hours,” Buckley said about his dedicated cast and crew. Based on the Harold Gray comic strip, “Little Orphan Annie,” the Tony Award-winning musical follows the adventures of 11-year-old Annie and her cohorts in the Municipal Girls Orphanage during the Great Depression.

After escaping from the orphanage, witnessing the devastation of a collapsed economy, only to be caught and taken back to the mean-spirited clutches of orphanage director Miss Hannigan, Annie is invited into the world of the rich and famous as a guest of billionaire Oliver “Daddy” Warbucks during the Christmas holidays. This leads to an encounter with President Franklin Delano Roosevelt and an opportunity to help inspire his efforts to rebuild America. “By and large, ‘Annie’ was selected to revive our commitment to the love of theater and as a morale booster. It’s entertaining for the people who are involved as well as to audiences,” Buckley said, adding that its Christmas theme is also relevant this time of year. “I love the story,” said U.S. Army Europe’s Maj. Aaron Selph, who plays Oliver Warbucks. “I love my role – a strong man who is initially only looking out for himself, but who learns to look after someone else.” Selph, who played trombone in a high school production of “Annie” and sang several opera roles while in college, said it’s great sharing the experience with the members of his family who are also involved in the show. “This is doing something together that builds toward a greater goal. We’re doing something as a family – being part of the community.”
“For me this has been therapeutic,” said Sterling Munro, who plays “Rooster” and is a Department of Defense civilian employee with the Defense Contract Audit Agency. “I did two shows last year – ‘Inherit the Wind’ and ‘One Flew Over the Cuckoo’s Nest’ (for which he won a prestigious Topper Award) – and the experience helped him overcome the grief of losing his wife to cancer. “It’s been such a positive experience – this is like joining a family. … This has been part of the path of happiness.” “I feel like ‘Annie’ is one of those really iconic musicals,” said veteran actor Pfc. Jake Jansen, who plays multiple roles including Drake the butler, among others, and is a member of Company A, 2nd Military Intelligence Battalion, when not engaged in the theater. “I love the idea of stepping into someone else’s shoes. With each character I’ve played, it’s given me a different lens to see the world through,” he said, adding, “It’s the easiest thing to do – to pretend to be someone else. … I’ve met so many people in the theater – there’s no art form truly like it.” USAREUR’s Lt. Col. Carlos Pena, who also plays several roles in “Annie,” said for him it’s also a family affair. “My daughter said ‘hey dad, will you please do something with us’” and the result is the whole family getting involved both
on- and backstage. “This is my first time doing anything like this,” Pena said. “I’m excited – it’s something new, and doing something with my family (after often being separated during deployments) is something to remember. “This a way for us to open up – to be ambassadors for our country,” Pena added, noting that presenting American theater in Germany is a lifetime experience. “It’s almost like you join a family.” In addition to being therapeutic, getting involved with community theater is a great way for participants to learn self-confidence and how to be collaborative, Buckley said. “It boosts morale, and it’s a positive source of entertainment in a safe environment.” The Amelia Earhart Playhouse will present “Annie” Dec. 3, 9, 10, 16 and 17 at 7:30 p.m. Matinees will be featured Dec. 4, 10, 11, 17 and 18 at 2 p.m. Cost is $15 for adults, $10 for students or $60 for groups of five. NORDENHAM, Germany — The largest single Army-run shipment of ammunition to Europe in more than two decades, more than 600 shipping containers worth, arrived in Germany Oct. 29. The Army and Air Force ammunition arrived at the port in Nordenham, Germany, where it was loaded onto trains and shipped to Miesau Army Depot, Germany, for storage and distribution. “The shipment by itself is special because it’s over 620 containers,” said Lt. Col. Brad Culligan, commander, 838th Transportation Battalion, Military Surface Deployment and Distribution Command. “We continue to build up the presence in Europe. This will help with reassuring our allies, along with the common defense of Europe if needed.” Reassuring European allies by increasing the readily available ammunition also improves the readiness of U.S. forces stationed in Europe. “This is about deterrence,” said Lt. Gen. Ben Hodges, commanding general, U.S. Army Europe. “We could have 1,000 tanks over here, but if we didn’t have the ammunition for them, they would not have any deterrent effect. It’s another example of the commitment of the United States to security and stability in Europe.” Culligan, who oversaw the transfer of the cargo from the ship to trains, said the mission required an immense amount of coordination from multiple entities. “It’s a Military Sea Lift Command vessel that is crewed and manned by Military Sea Lift personnel underneath the U.S. Navy,” Culligan said. “We

“The fact that the ammunition came from Nordenham port by rail all the way to Miesau was only possible because our ally, Germany, allowed it to happen,” Hodges said. “So it’s another way that Germany contributes to deterrence ... by enabling the movement of ammunition and equipment inside Germany for the United States Army.” He also praised the Soldiers, civilians, contractors and German local national employees who made the mission a success. “I am so impressed with the quality
of the workforce out here,” Hodges said. Personnel at the depot began unloading and breaking down the shipment for storage or movement to other locations as it arrived. The Ammunition will later be moved to various locations throughout Europe. “It’s the ultimate theater sustainment,” Culligan said. “We’re bringing ammunition into the theater to resupply and set the stage for the European theater for any type of exercises or potential future missions that may come about.”

Though the Army has contributed to efforts that have yielded some successes, such as lowering veteran unemployment rates and reducing veteran homelessness, senior Army leaders acknowledge there’s still much work to do to enhance Army veterans access to resources and support.

TRICARE Online Patients can make, reschedule, or cancel appointments at www.tricareonline.com, 24 hours a day. Patients are able to request an appointment within 24 hours for urgent issues, routine appointments for follow ups, and select a desired date range or time window for the appointments. Based on this information, TOL provides a list of available appointment times with the patient’s primary care manager or other providers on the PCM team. Keep your car in ship shape at the Wiesbaden Auto Skills Center BASIC CAR CARE FOR SPOUSES The Automotive Skills Center is conducting a basic car care class Jan. 29, from 9 to 10 a.m. The class covers checking fluids, jump starting a vehicle, changing a tire, proper tire pressure and oil changes. The first participant to volunteer at registration time will get a free oil change (volunteer must supply their own oil and filter for the demonstration performed by the owner under the watchful eye of the instructor and fellow class members. Cost is $10.

The Family and MWR Automotive Skills Center offers a wide range of services to meet the needs of community members. They provide repairs and basic maintenance, as well as help for those interested in learning to take care of their vehicles themselves or just wanting to save a little money. Certified mechanic John Cobb said he enjoys helping people learn how to fix their own vehicle and likes being able to put them at ease by explaining what is wrong and what needs to be done. “I love this job,” he said. “I love working with customers.” Karen Onders, who was at the shop on Clay Kaserne North. with her two
children to do a winter tire swap and check, said she appreciates the help from mechanic Joseph Cooper. “It gives me peace of mind. And also, those tires are heavy,” she said. Cooper has helped her and her son Malachi, 11, change out the brake pads, the battery and other simple maintenance duties. “It helps him get some hands-on experience,” Onders said, noting that it was also great for Boy Scouts. Shop manager Richard Babcock said while it’s best to plan your maintenance, they do accept walk-ins. But customers should arrange to leave their car at the Auto Skills Center and pick it up in the evening. “We usually get it done by the end of the day,” he said. Auto bay reservations and appointments can be made up to a week in advance for the first time

Do you have the right tires for winter? By Herald Union staff Temperatures are dropping, and that means now is the time to prepare your vehicle for winter. A German federal law that took effect in November of 2010 mandates the use of winter tires when conditions are icy. The law does not specify specific dates, according to ADAC, the German auto club that provides roadside assistance and air rescue. Many German drivers, however, abide by the general rule of “von O bis O” (from O to O), which means snow tires should be put on in October and remain on until Ostern (Easter). You may be asking: What kind of winter tires does the German law require? First of all it is very important to look for certain marks placed on the tire. European winter tires have two kinds
of markings: a snowflake for snow tires or M+S for tires designed to work in mud and snow, or “matsch und schnee” in German. All-season or all-weather tires may also have the M+S marking and are acceptable for winter driving, but tires designed specifically for snow function better than all-weather tires, according to a U.S. Army Europe winter driving fact sheet. The law also applies to motorbikes, trucks and buses, regardless of whether the driver is the owner or is renting the vehicle. To drive in Germany — no matter the road conditions — ensure you have a tire tread depth of at least 1.6 millimeters. The best is to have 4 millimeters, according to ADAC. A one Euro coin can be used for a quick “tread check.” When placed in the tire’s tread, you should not be able to see the golden edge of the coin. If you can, the tire
needs to be replaced. In some parts of Germany, particularly in the southern mountainous region, carrying snow chains is recommended. Know how to put them on before you need them and make sure you don’t exceed 50 kph when driving with them on. Tires can be changed out at the Auto Skills Center on Clay Kaserne North. If you’re unsure if other countries have similar tire laws, check the European Road Safety website. And for more on winter driving, check out the Army Europe Drivers Handbook and Examination Manual for Germany. Remember, if you don’t follow these requirements you can receive a ticket for 60€ or higher. 1 cup celery stalks, sliced 1 cup sliced leaks 1 cup carrots, diced into ½-inch squares 1 cup onions, diced 1 tablespoon of summer savory 2 cloves garlic, peeled and finely diced 2 cups green beans, whole 1 pound butternut pumpkin, diced into 1-inch cubes without skin 1 pound Hokkaido pumpkin, diced into 1-inch cubes without skin ½ pound chickpeas 2 stalks rosemary 5 tablespoons of olive oil ¾ cup creme fraiche Salt and pepper to taste 1 1/2 liters of vegetable broth To make it a bit more tart and sweet use 4 tablespoons of apple cider vinegar and 2 tablespoons of honey

In a small pot, heat 1 tablespoon of oil, add the rosemary and let it slightly simmer. Then let this cool, add the creme fraiche and some pepper, put aside and let cool. Heat 2 tablespoons of oil in a pot, add the pumpkin and let it roast on all sides until it is nicely browned. Remove pumpkin from pot and set aside. Now heat the rest of the oil, add onions and carrots and let this simmer for 1-2 minutes. Now add garlic, celery and leak and let it simmer until soft. In a separate large pot, heat the vegetable broth. Add summer savory and pumpkin back to large pot. Add the apple cider vinegar and season with salt, pepper and honey. Add the vegetable broth and the chick peas and let it simmer for 25 minutes. If you have fresh green beaans, boil them for 5 minutes. Then put them in an ice bath so they keep the nice green color. Add the green beans to the large pumpkin pot. Taste for more seasoning. To serve, use deep plates or bowls for the stew and top with a dollop of creme fraiche.
