KMC Housing energy conservation tips

» Use sunlight whenever available, switch off lights when not required and adjust heating thermostat to lower temperature when you’re not home.

» Draw your curtains at dusk to retain heat in your home, and make sure the curtains, or any furniture, are not blocking your radiators.

» Dress for the weather. When you are at home, dress in warm clothing in the winter and cooler clothing in the summer to stay comfortable.

» Turn off the lights when they are not in use.

» Set your refrigerator temperature to the manufacturer’s recommendation to avoid excessive cooling and wasting energy.

» Turn water off when shaving, washing hands, brushing teeth.

» Unplug unused electronics.

» Conserve energy by not leaving electrical

items on standby. Prevent further wastage by not keeping laptops and mobile phones charging unnecessarily.

» Take a 5-minute shower rather than a bath — showers use a lot less hot water.

» Defrost frozen food in the fridge overnight, as this will reduce the cooking time. Keep internal doors closed to reduce draughts.

» Dripping taps, if you live on-base, call the Housing Maintenance (Comm: 06371-4639510) for a fix! If you are off-base, talk with your landlord.

» Winter tip for base town house families: When temperatures are below freezing; ensure the outside technical room is always closed.

Recommended Holiday mailing dates and tips

Air Force and Guardians stationed in the European theater should note the recommended holiday mailing dates to ensure timely delivery of cards, letters, and packages to the United States:

» USPS Ground Advantage: Nov. 25

» First Class Mail (including greeting cards) and Priority Mail: Dec. 9

» Priority Mail Express Military Service: Dec. 16

These dates apply to mail originating in Europe and heading to U.S. destinations. Similar dates apply if you're in the U.S. and mailing to European APO/FPO/DPO addresses.

Avoid long lines by mailing early

By mailing early, customers can also take advantage of the economical USPS Ground Advantage service offered at European military post offices. However, this service is slower than priority mail and PMEMS, which are more expensive but provide expedited handling.

Most military mail in Europe is flown to the U.S. on commercial aircraft. Once stateside, packages are routed according to the selected mail service. Proper packaging is essential, as packages will be handled multiple times enroute. Below are tips to ensure your items arrive safely.

USPS mailing tips

1. Choose the right box: Use a sturdy box with enough room for padding around the contents. For items up to 10 lbs., opt for paperboard or corrugated fiberboard boxes. If reusing a box, cover all old labels.

2. Free USPS boxes: Priority Mail and Priority Mail Express boxes are free at your local post office.

3. Cushioning: Add enough padding inside the box. If the contents move when you shake it, add more padding. Place an extra address label inside in case the outer label is damaged.

4. Sealing: Use 2-inch-wide tape to seal the box and reinforce the seams securely. Avoid duct tape and use proper packaging materials like clear, brown, or reinforced.

5. Shipping liquids: Some nonflammable, nonhazardous liquids are allowed if sealed in waterproof containers. Mark the package with "this side up," and check with post office personnel for country-specific restrictions.

6. Size limits: Packages must not exceed 70 pounds. For faster services like Priority Mail, the combined length and girth should not exceed 108 inches; for USPS Ground Advantage, 130 inches.

7. Correct addressing: Ensure complete, accurate addresses. Print or type the recipient's address parallel to the package's longest side and ensure it's legible from arm's

length. Visit www.usps.com to check current address format.

8. Return address: Include your return address in the upper-left corner of the same side of the package as the recipient’s address.

» Adult signature: Requires a signature from someone 21 or older.

» Certified mail: Provides proof of mailing and delivery attempts.

Customs declaration requirements

All mail from outside the U.S. is subject to customs inspection. Ensure all customs forms are accurately completed and descriptions of items are clear to avoid delays or return to sender. Avoid vague descriptions like “electronics” or “gifts.” Be specific, such as “wooden skateboard” instead of “skateboard.”

German tire regulations to keep residents safe, ticket-free

As we transition into the Fall and Winter seasons, it is essential to prioritize the safety of yourself and your loved ones. This is particularly important for those living abroad, where travel is a popular activity, and road conditions can become hazardous. One key aspect to consider is safe driving, especially during inclement weather.

If you are currently residing in Germany, you may be interested in understanding the legal requirements regarding winter tires. It is vital to be aware of the specific markings that indicate compliance with these regulations. In November 2010, the Bundestag, Germany's federal parliament, enacted legislation mandating the use of winter tires, which was subsequently updated in 2015 to require their use specifically in icy conditions.

If you are currently residing in Germany, you may be interested in understanding the legal requirements regarding winter tires. It is vital to be aware of the specific markings that indicate compliance with these regulations. All new winter tires must feature the Alpine Symbol, which is represented by a three-peak mountain with a snowflake at its center.

The Bundestag's legislation does not specify exact dates for winter tire usage, as noted by ADAC, Germany’s automobile club. However, many German drivers follow the guideline “von O bis O” (“from O to O”), suggesting that winter tires should be installed in October and removed after Easter.

To ensure safe driving in Germany, the Safety Office and ADAC recommend maintaining a tire tread depth of at least 1.6 millimeters, with 4 millimeters being ideal. A simple way to check tread depth is to use a two-euro coin: if the silver edge is visible when inserted into the tread, it’s time for a replacement.

“A lot of times, people PCSing from the United States have all-seasons tires on their vehicle, thinking they’re good to go,” said Terry Dunlap, U.S. Army Garrison RheinlandPfalz Emergency Service deputy director. “But they’re not: Just because it says ‘all season,’ it doesn’t mean it’s going to be good in snowy conditions.”

All new winter tires must feature the Alpine Symbol, which is represented by a three-peak mountain with a snowflake at its center. All-season tires or winter tires labeled with M+S (and no

alpine symbol) that were manufactured before 2018, will no longer be acceptable after Sep. 30.

“According to German law, it’s essential to check the tires,” Dunlap explained. “They must feature a triangle and a snowflake symbol, as well as the ‘M+S’

designation for all-season tires. Once you confirm these requirements, you’re good to go.”

It is important to note that this regulation applies to all types of vehicles, including motorcycles, trucks, and buses, regardless of whether they

NATO allied medics come together to participate in multilateral training engagement

The United States Air Forces in Europe - Air Forces Africa Office of the Command Surgeon hosted a medical engagement with NATO and allied partners to foster multilateral training skills and practices at Ramstein Air Base, Sep. 16-20.

The European Role 1 Development week is essential to highlighting the differences of nations and how all nations can better prepare themselves to work effectively as a unified effort. Ramstein looks to bolster its relationships with its allied partners by providing humanitarian relief to real world battlefield scenarios.

“With Ramstein being an allied hub, it is perfect for forces to come together and meet, share medical

knowledge, and be familiar with the same types of equipment,” said U.S. Air Force Maj. Lyubomir Angelov, USAFE-AFAFRICA international health specialist. “We try to improvise and align orientation to the equipment used here to support our allied nations medical practices.”

The U.S. Armed Forces look to familiarize allied nations with a variety of efficient capabilities and equipment such as interactive mannequins. Understanding that not all nations have the same resources or practices, Ramstein provides instruction, practical exercises, and interoperable field engagements to bolster medical skills to foster knowledge sharing among participants.

“This is the first of a kind engagement that not only builds partner nation capacity, but it also strengthens our already established

relationship with key nations who collectively will play a fundamental role in bolstering security across Europe,” said Lt. Col. Joel Foster, USAFE-AFAFRICA Chief of Global Health Engagements Branch in the Office of the Command Surgeon. Preparing everyone for a more unified front will greatly improve mission readiness when responding to natural disasters or joint-combined mission responses.

“I saw some new equipment throughout the course, and learned a lot of new practices that I will share with my medical colleagues,” said Staff Sgt. Tibor Jenco, Slovakian service member. “It was a very good experience, and I look forward to collaborating with these nations from NATO in the future.”

The European Role 1 Development exercise strengthened cooperation and medical readiness

among NATO and allied partners. Ramstein wants to provide training that ensures participants are better equipped to face future challenges, and hopes that participants

will share what they have learned amongst their own allies and partners, creating a powerful foundation of shared knowledge, skills, and abilities.

Stepping into new AGE

Aerospace ground equipment flights are a major piece of all flightline operations, especially at Ramstein Air Base, where the 86th Maintenance Squadron AGE flight supports not just one, but two wings.

Ramstein’s AGE Airmen are in charge of the maintenance and timely delivery of the ground equipment, enabling crew chiefs to put 86th Airlift Wing aircraft in the skies and take care of aircraft transiting through with the 521st Air Mobility Operations Wing.

“One of the things we say is ‘There’s no air power without ground power,’” said U.S. Air Force Tech. Sgt. Alexander Tempel, 86th MXS AGE section chief. “We provide all the equipment that’s used to work on the aircraft while it’s on the ground.”

Tempel also outlined the variety of equipment used which included ground power units, heating, air conditioners, stands and lighting totaling to more than 350 pieces of equipment used at Ramstein AB.

With the size of equipment being moved around and the scale of operations here, the importance of organization in the dispatch section of AGE cannot be understated.

“Our primary responsibility in dispatch is to cover flightline activities,” said U.S. Air Force Staff Sgt. Zachary Mitchell, 86th MXS AGE noncommissioned officer in charge of dispatch. “24/7, 365 days a year, we always have to have someone here to deliver equipment to the aircraft because the mission never stops.”

Currently, the dispatch section relies on a system dating back to the start of the Air Force: a pencil, paper and a radio.

“Our dispatch process right now is very analog,” said Tempel. “We get a call on the radio and we write it down on a piece of paper. We like to say the drivers are their own boss out there. Yes they are being requested, but they have to use their own knowledge and experience to prioritize what aircraft is going to need what.”

U.S. Air Forces in Europe – Air Forces Africa recently purchased the RANGER AGE Management

System for all of the AGE units across the major command. This software seeks to modernize the AGE dispatch process by allowing digital requests, queuing and logging of all AGE services.

“Overall, I think this change will make operations much smoother,” said Mitchell. “I think our run times will become quicker and we can eliminate missed runs all together.”

According to Mitchell, the RANGER system will streamline operations by replacing the manual process of radios and paper logs with a digital platform that allows dispatchers to assign tasks electronically and track requests in real time. Drivers will receive job assignments directly to their devices, reducing delays and improving task prioritization.

The system helps prevent missed deliveries and allows for better analysis of response times and operational efficiency through automated logging and timestamps. By cutting down on manual communication, RANGER also reduces the chance of miscommunication, improving overall safety and accuracy.

An addition to the Family — birth registry in Landstuhl

Having a baby is an exciting time in the life of a young family. If your child is born in Germany, then there are a number of steps to keep in mind to ensure proper documentation and for the application of a passport.

The Registry Office (Standesamt) in Landstuhl is responsible for documenting births and issuing German and international birth certificates for babies born in Landstuhl.

Documents can be sent beforehand per email standesamt@landstuhl.de, stating your telephone number and the number of desired birth certificates, and to arrange an appointment.

You can receive German and/or international certificates and if the child is born in the German hospital, you will require a copy of the birth register in order to apply for a passport for the child.

The 86th Airlift Wing Host Nation office and the Kaiserslautern County Administration cooperated in conducting a joint GermanAmerican disaster response exercise with participating units from Ramstein Air Base to foster interoperability between U.S. and host nation first responders at Ramstein Air Base, Sep. 28.

The exercise allowed both countries to combine efforts to become more effective at communicating on how to provide life saving support if a real life disaster situation were to occur.

An exercise like this hasn’t happened since 2016. A school bus crash was simulated with victims dressed in moulage portraying injuries varying from small cuts to life-threatening wounds. The exercise gave first responders the opportunity to build multilat-

eral medical and communication skills.

“It’s important to try it again,” said Ralf Lessmeister, County Commissioner of the Kaiserslautern County, Germany. “Understanding the transfer of support is crucial to providing an effective medical response.”

Lessmeister explained that dur-

ing a disaster, even if the injured individuals consist of Americans associated with the Department of Defense, the county takes responsibility once the number exceeds 20 people.

Medical exercises, especially ones that involve two different countries, require a significant amount of support and communication. With numerous emergency response vehicles and personnel, understanding the logistics to urgently provide care to people in need and being prepared is essential to ensure mission readiness and to save lives.

“There is a lot of teamwork,” said U.S. Air Force Airman 1st Class Christian Seidling, 86th Civil Engineer Squadron firefighter. “It was really cool being able to work with the German medics. I learned a lot from them.”

This joint exercise highlighted the imperative importance of collaboration between U.S. and German first responders in ensuring readiness for future emergencies, and effectively responding to disaster relief.

Celebrating National Hispanic Heritage Month: USAG Rheinland-Pfalz

DES director reflects on personal journey, honors Hispanic roots

Every year, National Hispanic Heritage Month is observed in the United States from Sep. 15 - Oct. 15, to honor the contributions of Hispanic Americans and celebrate the rich history and culture of Hispanic communities.

Established in 1968 by President Lyndon B. Johnson as National Hispanic Heritage Week, it was expanded to a month-long celebration by President Ronald Reagan in 1988. The start date, Sep. 15, aligns with the independence days of several Latin American countries, including Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Mexico.

During National Hispanic Heritage Month, we not only celebrate the rich culture and heritage of Hispanic Americans but also recognize their significant contributions to the U.S. military. As of 2020, over 160,000 Hispanic Americans serve in the active-duty military, representing a sizable portion of the total active-duty force.

Among these dedicated service members is Lt. Col. David Castillo, who joined the U.S. Army right after high school in 1999. For the past two years, Castillo has served as the director of Emergency Services and garrison provost marshal at U.S. Army Garrison Rheinland-Pfalz.

“This is my first time on an assignment in Europe, and I absolutely love it here,” he said. “I love this garrison, this community and my team of emergency service professionals.

Castillo attributes his “martial spirit” and passion for military history as the driving forces behind his decision to join the U.S. Army. He grew up playing sports that emphasized discipline, teamwork, leadership,

and self-sacrifice, and was inspired by his father’s military service and family members who served in World War II, including a great uncle who was tragically killed during the Bataan Death March.

“I looked up to several great men in my family who served in the military,” Castillo said. “Growing up in a military community right outside of Camp Pendleton in California, I was immersed in a ’military culture’ that further fueled my interest in serving.”

Castillo said he realizes that many people are not aware of the long history of Hispanics in the United States, which predates the immigration of many European Americans.

“Most people think of Hispanic Americans as being a product of immigration — ’Johnny come lately’ situation — but in reality, Hispanics in the Southwest and West Coast became Americans in the mid-19th century

before many European Americans immigrated to the United States,” he said. “I think Hispanic Heritage Month speaks to the great diversity of our Nation and highlights how many Hispanic Americans have played such a pivotal, but less understood role, in our success as a country.”

He talked about the role that Hispanic Americans have played in the military for centuries, highlighting the unique and positive cultural influence that Hispanic heritage has had on the institution.

“As someone of mixed ancestry, with Hispanic heritage on my father’s side and Scotch-American heritage on my mother’s side, I truly value the diverse cultural influences that con-

tribute to the strength of our military,” he said.

According to Castillo, shared cultural experiences and upbringing cultivate a stronger sense of solidarity and unity.

“A shared sense of identity and connection is crucial in the military, where individuals from diverse backgrounds unite for a common purpose,” he said. “These bonds strengthen teamwork and cohesion, ultimately contributing to the success of the mission.”

Born in California and having spent time growing up in New Mexico, Castillo now considers North Carolina his home due to his wife being from there and two of their children being

born and raised there. Even though his family doesn’t typically celebrate National Hispanic Heritage Month, they recognize that Hispanic heritage plays a part in their cultural makeup and identity, he said.

“We do observe Hispanic traditions whether that is through food or the celebration of Dia de Los Muertos (Day of the Dead),” he added. “Even those who are not of Hispanic descent can participate and appreciate the richness of Hispanic heritage, as demonstrated by my wife, who has become an excellent cook of Mexican and New Mexican food and helps us build and decorate an ofrenda in our home to remember and pray for our deceased family members."

Castillo said he has achieved a lot of things he’s proud of in his military career, including multiple deployments, leading Soldiers, and serving in distinguished units such as the 101st Airborne Division, the 82nd Airborne Division, and the 25th Infantry Division.

“It has been such an honor to serve as a Soldier, and I hope I can continue to serve once my military career is complete.”

Castillo encourages the Hispanic community to embrace their heritage with pride and respect.

“Your origins, family, and culture are a valuable part of who you are and have played a significant role in shaping the American story,” he said. “However, it is equally important to recognize and appreciate the experiences and cultural backgrounds of others. By doing so, we can build a more inclusive and understanding society that celebrates the richness of our diverse heritage.”

21st TSC flexes airborne interoperability muscle during Falcon Leap 2024

A U.S. Air Force Lockheed Martin C-130H Hercules takes off to conduct supply drops at Eindhoven Airport, Eindhoven, Netherlands, Sep. 10. Falcon Leap 24 is a Royal Dutch Military led, multinational, joint technical airborne exercise designed to enhance interoperability of participating NATO airborne forces and aircrews in personnel and equipment parachuting operations in Arnhem, Netherlands from Sep. 9-20. Falcon Leap is NATO’s largest technical airborne exercise which will also include ceremonies commemorating the 80th anniversary of Operation Market Garden.

On the 80th anniversary of the fateful airborne operation of World War II known as Operation Market Garden, nearly two dozen 21st Theater Sustainment Command Soldiers assigned to the 5th Quartermaster Theater Aerial Delivery Company provided sustainment support during a Dutchled two-week Airborne Exercise known as Falcon Leap 2024 and Operation Market Garden 80.

During the two-week exercise combo, 5th Quartermaster Soldiers loaded more than 20 container delivery systems onto NATO cargo aircraft. The delivery systems used during the exercise’s cargo airdrops were designed to simulate small-quantity sustainment items typically needed for resupplying troops in remote field conditions. The Soldiers also prepared and loaded two additional Type-V platforms.

“The cargo loads we built for Falcon Leap were created for scenarios likely to be used in real-world missions,” said Chief Warrant Officer 2 Melvin Bullard, an airdrop systems technician with the 5th Quartermaster Co.

“The Container Delivery systems are a catch-all type of system for any small quantity drops designed for resupply, while the eight-foot Type-V platforms are for large resupply drops like vehicles

or bundles of ammunition. For Falcon Leap, the team prepared a heavy drop that simulates the weight and size of a load of 105 mm artillery rounds,” Bullard said.

Throughout Falcon Leap week, inclement weather delayed the start of the airborne operations and stifled the planned rapid-fire cargo and personnel missions. Bullard and his team started the week building all the delivery systems in anticipation of a break in the weather. Early in the morning on Sep. 12, several days into the exercise, planners found a favorable window in the weather.

Exercise planners quickly notified Bullard’s team of riggers and planes were loaded and headed toward drop zones within hours.

Throughout the two-week exercise combo, more than 1,000 paratroopers from 11 NATO nations came together to conduct jumps, culminating with a static line jump onto the historic Drop Zone Yankee, commemorating the 80th anniversary of Market Garden here from Sep. 9-21.

According to CW2 Dustin Colwell, the senior airdrop systems technician and master jumpmaster for the 16th Sustainment Brigade, the exercise truly practices the three-dimensional interoperability of airborne operations throughout NATO while also commemorating the history of Operation Market Garden.

“In Phase IIIB of this exercise is where we are putting paratroopers and cargo on different countries’ aircraft and dropping them on a drop zone,” said Colwell. “In Phase IIIC, we are taking away all the tactical parts, and we start putting foreign parachutes on Soldiers from different countries’ backs and jumping out of planes from a different country. A likely example of airborne interoperability in this exercise would be an American Soldier who puts on a Greek parachute and jumps out of a Dutch plane,” Colwell explained.

According to Colwell, this exercise showcases a portion of the diverse power of the NATO alliance.

“For example, when push comes to shove and we need to drop NATO paratroopers into an area, we may only have American parachutes available and maybe Dutch aircraft. We are practicing that multi-function scenario here now. Sometimes it is like pieces of a puzzle that require assembling in planning,” said Colwell.

According to Colwell, exercise planners are using lessons learned and best practices to build solutions for expanded aircraft-type usage in upcoming airborne exercises throughout the European theater. The expansions will likely greatly increase NATO’s ability to provide swift-response airborne operations throughout the NATO area of operation, said Colwell.

U.S. Army Europe and Africa hosted a command activation ceremony for the 68th Theater Medical Command at the Sembach Fitness Center on Sep. 20.

The 68th Theater Medical Command is a direct reporting command to U.S. Army Europe and Africa.

The ceremony highlighted an important moment in Army history, honoring the lineage of the 68th Theater Medical Command and the massive undertaking to transform the Army’s foundation of readiness by synchronizing operational health service support throughout Europe and Africa.

During the activation ceremony, U.S. Army Lt. Gen. Sean Bernabe, the Deputy Commanding General of U.S. Army Europe and Africa observed U.S. Army Col. Tracy Michael, Commander of the 68th TMC and U.S. Army Sgt. Maj. Kyle Brunell, Command Sgt. Maj. of the 68th TMC, uncase the unit colors during the unit’s activation ceremony.

Michael began his career over 30 years ago as a Signal Soldier before being selected for a Green-to-Gold Reserve Officers’ Training Corps scholarship. In 1998, he graduated from the University of Washington and was commissioned as a Second Lieutenant in the Medical Service Corps. Prior to taking command of the 68th TMC, he was the commander of the first Medical Brigade in Fort Cavazos, Texas.

“We coordinate, integrate and synchronize medical capabilities throughout Europe and Africa,” said Michael. “Whether we have forces that

are currently assigned here or in the event of crisis or competition, we are an enabling command that helps synchronize the effort to set the theater for ongoing operations.”

During his remarks, Michael spoke of “a consequential time, where our adversaries are emboldened and crisis and conflict loom heavy in our world.” He expressed being “committed to taking care of Soldiers and Families and building a cohesive, inclusive, and disciplined team, that will serve as a key enabler to conserve the fighting strength for USAREUR-AF, our Allies and Partners.”

Command Sgt. Major Brunell has served as the Command Sergent Major in many units, to include Regional Health Command-Europe, Sembach, and Keller Army Community Hospital, West Point, New York. Prior to assuming responsibility, he served as the Command Sergeant Major of the Medical Research and Development Command, Ft. Detrick, Maryland.

“It’s important that we understand the history of the 68th and what it means to wear this patch just as the many men and women who served before us,” said Brunell. “What we’re doing matters.”

As a TMC, the 68th will integrate with the joint military-medical enterprise to include NATO Allies and partner nations. Through coordination and synchronization, 68th TMC will provide continuous transformation of health system support and medical capabilities to set the theater and enable Joint and Combined Forces across the range of military operations.

The 68th Theater Medical Command was constituted on Oct. 18, 1927, in the Regular Army as

the 18th Medical Group. On 29 May 1941, the unit was redesignated as the 68th Medical Regiment and activated on June 1, 1941, at Camp Forrest, Tennessee. 68th Medical Regiments Headquarters, Headquarters and Service Company reorganized and redesignated as Headquarters and Headquarters Detachment, 68th Medical Group on Sep. 15, 1943. During World War II, the 68th Medical Group received credit for participating in Normandy, Northern France, Rhineland, Ardennes-Alsace, and Central Europe. The unit inactivated in Germany on June 27, 1946.

The 68th Medical Group activated once again at Fort George C. Meade, Maryland on July 27, 1954, and inactivated April 30, 1972, at Fort Lewis, Washington. During these years, the unit received campaign participation credit for the following during the Vietnam War: Counteroffensive; Counteroffensive, Phase II; Counteroffensive, Phase III; Tet Counteroffensive; Counteroffensive, Phase IV; Counteroffensive, Phase V; Counteroffensive, Phase VI; Tet 69/ Counteroffensive; Summer-Fall 1969; Winter-Spring 1970; Sanctuary Counteroffensive; Counteroffensive, Phase VII; Consolidation; Consolidation II; and Cease-Fire. 68th Medical Group’s efforts resulted in four Army Meritorious Unit Commendation, Streamers embroidered VIETNAM for 1966-1967, 19671968, 1968-1970, and 1970-1971.

On Oct. 21, 1978, the 68th Medical Group, activated in Germany and inactivated on Dec. 15, 1994, in Germany. On Sep. 16, 2023, the unit was officially redesignated and activated as the 68th Theater Medical Command.

A team from the Landstuhl Specialty Dental Clinic took time out of their schedule to visit Landstuhl Elementary School Sep. 25 and 26. The team included Dr. Capt. Alex Boyd.

Dr. Capt. Daniel Epperson was able to conduct dental screenings on over 375 military connected students from the elementary school. This community partnership helps keep everyone as healthy as possible.

Licensed Clinical Social Workers provide on-campus behavioral health services for Kaiserslautern students

Being a military child introduces unique experiences and opportunities, as well as unique challenges. Military children may face parental deployments, frequent relocations, and adjusting to new environments, all of which can impact social and educational development. To help families navigate the complexities of military life, the Landstuhl Regional Medical Center Child, Adolescent, Family Behavioral Health Services has streamlined the process for providing clinical behavioral health care to students attending Kaiserslautern Schools.

Students enrolled at Vogelweh Elementary School, Kaiserslautern Middle School, and Kaiserslautern High School can meet with Licensed Clinical Social Workers during the school day, providing convenient, on-site access to behavioral health care services.

“School-based behavioral health programs improve access to care because the kids can selfrefer, be referred by PCM, by the parent, by the teacher, or a school counselor so they may not have to wait to see the PCM to get a referral to see a therapist,” explains Ms. Stephanie Miller, a Licensed Clinical Social Worker who works with students at Kaiserslautern Middle and High Schools. “Schoolbased services also may reduce the burden on parents to leave work for appointments, so this increases session attendance and consistency in treatment.”

The flexibility of these programs is particularly beneficial; for instance, if a student has a test scheduled during their appoint-

ment, adjustments can be made to accommodate their needs. This adaptability allows students to easily transition from class to care and back, minimizing disruptions to their education.

The role of school-based mental health professionals extends beyond individual therapy. For Ms. Allison Wolfe, Licensed Clinical Social Worker who works with students at Vogelweh Elementary School, the ability to collaborate with students and educational staff is crucial to ensuring student success.

“I can observe them in their educational environment and give feedback to teachers on interventions

that can help the child. I can also advocate for accommodations they may need in the classroom to reach their full academic potential,” said Wolfe. “Further, the school offers the ability to work together with a multi-professional team to incorporate different strategies to meet the needs of the children.”

Offering behavioral health services on school campuses may also help students feel more comfortable seeking help to manage difficult situations.

“Kids that have school avoidance, problems with social skills, or anxiety can receive services where they experience the issues, and this

can be helpful,” notes Miller. “The presence of a therapist in the school setting helps normalize the process of seeking mental health support, reducing the stigma often associated with such services.

Feedback from parents underscores the positive impact of these programs. A parent of a fifth grader at Vogelweh Elementary School expressed gratitude for the availability of on-site care.

“Ms. Wolfe has been seeing my 5th grader for a few months now, and it has been incredible to have a competent, kind provider there in the school. It has saved a lot of our time not having to drive to LRMC or

Ramstein for these appointments and means that our child misses fewer academics,” describes the parent. “All around, we are so pleased that this service is being offered in our school this year. It has been incredible.”

Behavioral health care can assist in a number of situations, and seeking care early helps ensure students and families are able to successfully navigate challenges.

“Families should reach out for help if they are impacted by a behavioral health concern such as depression, anxiety, and/or grief that is impacting their functioning socially, educationally, at home, or at work. Also, if they feel they need support through a life transition, including family separation,” she advised.

The CAFBHS school-bases behavioral health program provides medical resources to Kaiserslautern students, including direct diagnosis, treatment, and care. There are also non-clinical support services available within the military community. Chaplains, Military OneSource, and Military Family Life Counselors, who can provide short-term non-medical support to families working through adjustment periods, stress management, issues related to Permanent Changes of Station, relationships, grief and more. School guidance counselors can provide additional information on connecting with a Military Family Life Counselor, and individual units can assist members in contacting Chaplains.

86 AW, Poland strengthen each other at ADR 24-4

U.S. Airmen assigned to the 86th Airlift Wing, 435th Air Ground Operations Wing, and the 52nd Operations Group, Detachment 1 along with U.S. Army soldiers supported Aviation Detachment Rotation 24-4, Sep. 8-20, at 33rd Air Base in Powidz, Poland.

ADR 24-4 was a training exercise between Polish and U.S. forces designed to strengthen interoperability, build trust between NATO allies and maintain the existing relationship between the two countries. The exercise consisted of using landing and drop zones, working with Polish forces to drop airborne soldiers and operating in contested environments.

“ADRs are our primary responsibility, used to foster bilateral defense ties, enhance regional security while building partnership capacity and capability efforts,” said U.S. Air Force Lt. Col. Pete Namyslowski, 52nd Operations Group, Detachment 1 commander. “Det. 1 represents the first persistent U.S. operational military presence in Poland.”

Alternating between F-16 Fighting Falcons and C-130J Super Hercules airframes, ADRs are designed to promote combined interoperability between the Polish air force, U.S. Air Force and NATO forces.

“A major benefit we get out of this exercise is the relationship we keep,” said U.S. Air Force Capt. Aj Ruechel, ADR 24-4 mission commander. “If we ever do need to operate and execute in this area for any reason moving forward, we have the existing relationship to run smoothly off of.”

Ruechel outlined the training directives for ADR 24-4, the first one being contested environment training for pilots and loadmasters.

“Our pilots took the scenario of being in a situation where an adversary affects our ability to navigate using GPS and we practiced navigating without it,” said Ruechel. “While our loadmasters learned how to load and off load mission essential equipment in low visibility.”

ADR 24-4’s second training objective was conducting a variety of airdrops which varied in size, function and country of origin.

The delivery method low-cost low-altitude airdrop training was for the aircrew while utilizing Link16. Link-16 is a tactical data system that allows real time communication between U.S. and allied nations and was used as their primary means of communication. LCLA airdrops are a cost effective way to supply mobile forces with a small amount of supplies.

In addition, mass container delivery system airdrops were also trained on and executed. Mass CDS airdrops are used due to their ability to resupply ground personnel in

the event of large scale operations.

“Mass CDS is a way to resupply forces on the ground with large quantities of food, water, medical supplies, ammo and other things the mission needs,” said Ruechel. “We essentially fill the entire back of the plane with supplies and air drop them to a forward operating base.”

Lastly, the third training objective hit was enhancing interoperability with Polish military forces and cohesion between units using combined forces.

The 435th AGOW and Cross Functional Airlift Support Personnel supported Polish airborne soldiers by setting up and operating landing zones for aircraft and drop zones for personnel and containers, said Ruechel.

ADR 24-4 is one of four exercises that happens annually between the U.S. and Poland in support of a decade-long Defense Cooperation Agreement between the two nations.

Aside from 2020, the 86th AW has deployed forward to Poland every year since Det 1 was activated in 2012, said Namyslowski. During this critical moment in history. Where we are bearing witness to the largest land war in Europe since the end of World War II, it is very important that we sharpen the skills of our combined tactical airlifters. Every single ADR reaffirms to Poland, one of our staunchest allies, of our commitment to security cooperation and deterring future aggression.

As soon as the festive season in Bad Dürkheim is over, the next major event about the liquid gold begins in Neustadt. From late September to mid-October, the German Wine Harvest Festival offers you two very special highlights in addition to the large fair and the w.i.n.e.FESTival. ABC IN KMC: Mainz bleibt Mainz

Mainz is not only the capital of Rheinland-Pfalz with its “Landtag” (state parliament) and State Chancellery situated along the banks of the Rhein River. It is also the largest city in the state with a population of 215,000 and can look upon a diverse history.

The city has been historically significant for over 2,000 years with traces of an early Celtic settlement. On their journey conquering northern parts of Europe, the Romans discovered the area and were enchanted by its mild climate and favorable conditions for shipping. They named the settlement Mogontiacum after the Celtic god Mogons and began building a legion camp, the so-called Castrum about 12 B.C.

The civilian population of the small settlement eventually grew and brought with it skilled craftsmen, merchants and wine growers and a large port to carry goods was built directly along the river. The height of the Roman culture lasted for about 200 years until 406 A.D., when Germanic tribes conquered the region. Ruins of the “Römisches Bühnentheater” (stage theater), Roman stones, a Jupiter column, the Isis und Mater Magna-Heiligtum (sanctuary) and a museum for ancient shipping speak of a flourishing Roman culture.

The most prominent edifice in the city is located on the historic market square

with a colorful market on weekends. It is said that construction of St. Martin Cathedral began around the year 990 A.D. It has been restored and redesigned on a number of occasions in its over 1,000-year history, but its mainly Romanesque style has remained. The magnificent church has evidenced the crowning of numerous kings and queens and is well worth a visit.

During the High Middle Ages around 1300, the city was called “Goldenes Mainz” and had about 20,000 – 25,000 inhabitants thanks to its flourishing commerce. A century later in 1450 it lost its city rights and was turned into an electoral residence town of little political significance. One of the most prominent characters of the time was Johannes Gutenberg who invented the printing press, mass printed the Luther Bible and thus supported the spread of the Protestant Reformation. A replica of the original press can be visited at the Gutenberg Museum and the university is also named after him.

After he was crowned as “Emperor of the French” in 1804, Napoleon I visited Mainz for the first time, immediately fell in love with the charming city and accounted “Mayence” as one of the 36 most important cities in France, pronouncing it the capital of the Département du Mont-Tonnerre (now Donnersberg). He and his wife enjoyed staying in the lovely city along the river and always resided in the “Deutschhaus” (now the

seat of the parliament). The “Grand Rue Napoleon” was built for parades and exists as “Ludwigsstrasse” today. He also had a 600-kilometer-long road built that led from Paris to Mainz, commonly referred to as “Kaiserstrasse” (emperor’s road, now L395/401), which leads through Landstuhl, Kaiserslautern and nearby villages. In addition, his majesty donated the grand bell in the cathedral marked with the inscription “Napoleon the Great.”

Mainz is also known for its “Fastnacht” (carnival) events and a fountain with a multitude of comical figures is located near the cathedral. The Fastnacht slogan is “Mainz bleibt Mainz, wie es singt und lacht!” (Mainz remains Mainz as it sings and laughs). Other places of interest include the old town with semi-timbered buildings, quaint cafés on cobble stone roads, cozy small wine bars and the promenade along the river. There is a castle, Heiliggeist church was turned into a restaurant with a beer garden and the state parliament building overlooks the river promenade.

The city is located precisely on the coordinates 50° 0’ 0.0” N,8° 16’ 16.16” E, very favorable for winemaking, and marked with a stone inscription opposite of the Staatstheater. Mainz is officially one of the seven wine capitals of the world and is situated in the heart of the Rheinhessen viticulture region. The Kupferberg Museum on a hill with the same name, displays

the production of sparkling wines since the mid-1850s and is partially situated in underground cellars said to have been established by the Romans.

The Fastnachtsmuseum (carnival museum) and the Landesmuseum (state museum) display artefacts and historical documentation about the city and surroundings. A relaxing river boat ride, a trip over the bridge to Hessen’s capital Wiesbaden may round off your visit.

Don’t miss out on the “Mainzelmännchen” on pedestrian crosswalk lights. The cute comic figures were created in 1963 when the ZDF (Zweites Deutsches Fernsehen, the second national television channel), opened in MainzLerchenberg and short sequences with the adorable characters appear between commercials on German television. A Mainzelbahn (streetcar) decorated with the figures was established in 2016 that takes commuters from Mainz-Lerchenberg directly to the city center.

Join in on one of the many “walk, wine and dine” tours around the city during fall, have breakfast at the colorful farmers’ market in front of the 1,000-year-old Cathedral or stroll under the trees tinged in autumn colors along the banks of the Rhein River. small villages along the banks of the river as a source of tranquility and inspiration. There are dozens of small villages in just that short stretch, and nearly 30 castles and fortresses dot the local hilltops.

Narrow roads run the length of the journey along both sides of the river. They pass through villages, along riverfront parks and through tunnels carved into the mountainsides.

The steep slopes of the hills, which are part of the Rhenish Massif, have been terraced for vineyards, almost as if to direct the eyes up to the ruined compounds sitting atop those ancient hills.

Rhine village charm

Many of the villages still have the remnants of their historic fortified walls in place, a testament to the brutal history of the area. The land has changed hands many times over the centuries, and the result is that most of the castles and fortresses are only ruins, remnants of their once great structures. However, many have undergone extensive reconstructions over the centuries and now serve as

hotels. Even more of them offer tours of the grounds.

River cruises are a popular way to experience the beauty of the romantic Rhine Valley, but only by driving along the winding roads and spending time in the villages, sitting at outdoor cafes and walking along the riverfront parks can one put the experience in one’s own hands.

The towns of Bacharach,

Oberwesel and St. Goar are the most popular villages along the way to Koblenz, but for good reason. In Bacharach, one can walk along the river trail and for only a couple euros, take a ferry out to the Castle Pfalz, built on an island in the middle of the river, once used for collecting tolls from river traffic. Stahleck Castle sits up on the hills overlooking the town, and

is definitely worth seeing, if only to spend the entire time wondering how anyone can build a moat on top of a hill.

From St. Goar to Koblenz St. Goar is the place to eat.

The Hotel Restaurant am Markt has excellent authentic German cuisine and an outdoor terrace with beautiful views of the historic town and surrounding valley.

Across the river, the Castles Katz and Maus seem to stare each other down, in true Tom and Jerry fashion, over the town of Lorely.

After lunch, head back along the river road, but be sure to stop by St. Goar again on the way home because Alla Fontana, a small Italian restaurant with great food, friendly service and very reasonable prices, is another must.

If one can pry themselves away from the charm of the villages, they will eventually come to Koblenz, where the great Rhine meets the Moselle River.

Koblenz is a city built up due to its strategic location at the conjunction of the two rivers, and it is a beautiful sight to see from the cable car rides over the Rhine, up to Ehrenbreitstein Fortress.

Plan on getting to Koblenz early enough in the day for shopping and snacking at the outdoor cafes of the historic downtown square and the German Corner. Or, better yet, stay the night in one of the reconstructed castles or famous bed and breakfasts in St. Goar and Boppard and spend a day or two in Koblenz. A single day is a small window to absorb so much history and scenery.
