Ramstein AB commander kicks

Mark Rutte takes office as NATO Secretary General

On Tuesday, Oct. 1, Mark Rutte took office as the NATO Secretary General. He was welcomed to NATO Headquarters in Brussels by the outgoing Secretary General Jens Stoltenberg, whose term ends after ten years. Mr. Rutte and Mr. Stoltenberg laid a wreath during a ceremony at the NATO Memorial to the Fallen.

At a special session of the North Atlantic Council, Mr. Stoltenberg formally handed over to Secretary General Mark Rutte. “It is a great honour to be here and to take up the position of NATO Secretary General,” Mr. Rutte said before thanking Allies for entrusting him with the responsibility of guiding the Alliance in the coming years.

Secretary General Rutte outlined his three priorities for the Alliance. “The first is to keep NATO strong and ensure our defences remain effective and credible, against all threats,” he began. “My second priority is to step up our support for Ukraine and bring it ever closer to NATO, because there can be no lasting security in Europe without a strong, independent Ukraine” he continued, adding that his “third priority is to strengthen our partnerships,” in a more interconnected world.

The Secretary General also paid tribute to his predecessor describing his tenure as “exemplary,” and adding that “today NATO is bigger, NATO is stronger and is more united than ever, that is in large part because of your leadership.”

In his farewell remarks Mr. Stoltenberg commended Mr. Rutte’s pragmatism and consensus-building skills while noting that “you don’t compromise on our values and principles.” He also praised his successor’s “personal commitment to our transatlantic bond. And your unwavering support for Ukraine.”

The handover was marked by the ceremonial passing of an historic gavel.

With the heating season fast approaching, and newcomers joining the KMC. We would like to highlight key facts about their new heating system:

» The heating costs increase with the room temperature setting. Heating costs rise by around 6 percent for each additional °Celsius / °Fahrenheit. Every degree less helps save energy and costs.

» It has been proposed that 18-20 °C (64-68 °F) could be a comfortable indoor temperature for the general population.

As a tip: Set the room thermostat/radiator valve dial to 2.5 (18°C / 64°F) as a starting point, and then increase by 1 degree each day until you find a temperature your family is comfortable with, taking into consideration infants and / or elderly family members.

Lessons from Berlin Airlift, 75 years later

On Sep. 30, 1949, U. S. Air Forces in Europe made its final flight to support the Berlin Airlift. Seen through a contemporary lens 75 years later, that mission laid the groundwork for all airlift-driven humanitarian missions to come — and left behind a legacy all Airmen still strive to emulate.

The Berlin Airlift was, said one Airman who was integral to its success, one of the first, best examples of what would become an official core value of the newly independent Air Force: “excellence in all we do.“

The Soviet Union began a blockade of Berlin on June 24, 1948, in an attempt to humiliate the Western powers that were helping Germany rebuild following the end of World War II. By denying the divided city access to food or supplies, the Soviets hoped the U.S., Britain and France would leave and the Soviet Union could have Berlin completely under their control.

The Soviet Union plot hadn’t factored on the U.S. Air Force spoiling their show of might. Maj. Gen. Curtis E. LeMay, U.S. Air Forces in Europe commander at the time, demonstrated the feasibility of a larger airlift campaign to supply Berlin with needed supplies. On June 21, USAFE carried six tons into Berlin. The next day, USAFE aircrews carried 156.42 tons. When the Berlin Airlift officially kicked off, USAFE was ready. On June 26, 1948, the Berlin Airlift began.

Over the next 15 months, more

than 50,000 Airmen from the newly independent USAF would accomplish a humanitarian mission on a scale never before undertaken. Their job was to keep the people of Berlin alive — and to do it exclusively through airpower.

Airways to Berlin

The large-scale policy backdrop that made the Berlin Airlift possible was the European Recovery Program, also known as the Marshall Plan. The plan would support economic recovery in Western Europe while also limiting the spread of Soviet-backed Communism by drawing participating states into the United States’ economic orbit.

In early 1948, the United States, United Kingdom, and France planned to create a new German state made up of the Western Allies’ occupation zones of the now-divided Germany. However, the Soviets held control over the remaining quarter of Germany and opposed the expansion of Western economic influence over post-war Europe. When U.S. and British policymakers introduced the new Deutschmark currency to West Berlin to enable the introduction of Marshall Plan aid and curb the city’s black market, the Soviets blocked all major road, rail and canal ports into the city.

“Members of the Soviet military administration in Germany celebrated when the blockade began,” wrote USAF historian Roger Miller in his 2008 book, To Save A City. “None had doubts that the blockade would succeed.”

Miller adds that, without outside assistance, West Berlin only had

enough food for 36 days and coal for 45 days. Yet less than 48 hours after the blockade had begun, USAF C-47s flew 32 flights to Tempelhof airport in Berlin, carrying more than 80 tons of provisions. This was just day one of the Berlin Airlift, dubbed “Operation Vittles” by the U.S. (The British contribution to the effort became known as “Operation Plainfare.”)

Hearts and minds

The Berlin Airlift — “Luftbrücke” in German — reflected a specific mission responsibility for America’s flying legion and, to make the mission a success, Airmen who had been separated from their families during World War II were once again asked to endure the distance for another national mobilization — but this time, the mission was to win the peace.

That meant not just winning the hearts of the German people as they rebuilt their society, but also the servicemembers who had fought and lost wingmen in German skies to Axis forces. For the U.S. Airmen and their Allies who were tasked to undertake what would become the Berlin Airlift, a culture of resilience was needed. Their initial orders to support the mission were only for 23 days, but some Airmen were extended seven months or longer on the basis of rare skill sets. There are many testaments, offering telling perspectives of this period of transformation.

“My father told the story of his first flight to Berlin during the airlift,” said Denise Williams, the daughter of Col. Gail Halvorsen, the “candy bomber” of Air Force lore. “My father — then a lieutenant — landed his aircraft and German men rushed into the airplane to unload, but first they came to the cockpit with outstretched hands, saying ‘Danke, danke.’”

Williams said her father had a close friend who had been shot down over Germany during the war but, in that moment, Halvorsen instantly felt forgiveness in his heart and wiped away any negative feeling he had. Halvorsen saw that he and the German airfield workers had the same goal: saving the more than two million people trapped in a blockaded zone.

“It was astonishing to my father that his heart could so quickly change — forgiveness,” said Williams. “He was so proud he could be a part of the relief effort and felt a joy and passion

in service. He saw how quickly serving others can change hearts.”

Halvorsen described what it was like during that first flight into Berlin, how he could look through the bombed-out buildings and he wondered how two million people could live in a city so totally devastated. After he landed at Tempelhof, he spoke to some of the children who would watch the airplanes. In English, the children told Halvorsen, “Don’t give up on us. If we lose our freedom, we’ll never get it back.”

Peace, by the numbers

Having witnessed the effects on Germany of the punishing terms of the Treaty of Versailles following World War I, Washington was determined to assist Germany in its reconstruction. The brunt of that workload ultimately would fall to the USAF, although British and French air forces combined would contribute 25 percent to the Berlin Airlift effort.

Complicating the airlift was that the only access routes into the city were three 20-mile-wide air corridors across the Soviet Zone of Occupation. Leading the Berlin Airlift was a new unified command — the Combined Airlift Task Force under Maj. Gen. William H. Tunner — headquartered at Tempelhof Field in Berlin.

Tunner was LeMay’s choice to take over the operational aspects of the task force, the USAFE commander recognizing that he needed a logistics expert to head the airlift mission. For his focus on mission efficiency during India-China-Burma air transport operations during WWII, Tunner had earned the nickname, “Willie the Whip.”

“The actual operation of a successful airlift is about as glamorous as drops of water on stone,” said Tunner, in his 1964 biography, Over the Hump. “There’s no frenzy, no flap, just the inexorable process of getting the job done. In a successful airlift you don’t see planes parked all over the place; they’re either in the air, on loading or unloading ramps, or being worked on. You don’t see personnel milling around; flying crews are either flying or resting up so that they can fly again tomorrow. Ground crews are either working on their assigned planes or resting up so that they can work on them again tomorrow.”

The workload was staggering. The

USAF (with an assist from the U.S. Navy) flew 189,963 flights and delivered 1,783,573 tons of cargo. Berlin Airlifters would land every 45 seconds at Tempelhof Airport during the peak of the operation. The greatest number of flights supporting the Berlin Airlift in a single 24 hours was on April 16, 1948: 1,398 sorties (due to risk of mid-air collisions with harassing Russian aircraft, nighttime airlift sorties were kept to a bare minimum). One might think such a high mission tempo would spark lower morale among Airmen, but Williams said the spirit of the Berlin Airlift was different. Many saw the mission as the ultimate act of charity.

Leading the Candy Brigade

“My father heard only one pilot complain about the long hours,” said Williams. “This showed to him how powerful [the concept of] service is in changing hearts. And hearts were changed throughout many years, even today, from this experience alone that so many experienced as children living in Berlin.”

Inspired by the spirit of the new mission and the words of the German children earlier, Halvorsen added a new dimension to the airlift mission: the candy drop. Prior to flights into Berlin, he would tie handkerchiefs to chocolate bars, which he would then drop out from his aircraft, allowing he candy to safely fall to earth — and into the hands of eager, waiting children in the city. To signal children on the ground of an impending candy drop, Halvorsen would wiggle his wings. This signal earned Halvorsen the moniker of Onkel Wackel Flugel — Uncle Wiggly Wings.

At around this same time, Tunner had directed what we would call today his Public Affairs team to enhance the American public’s perception of the Berlin Airlift. When Tunner learned Halvorsen was dropping candy midflight for the children of Berlin, Tunner ordered this activity expanded, becoming “Operation Little Vittles.” Tunner, known to be gruff and intense by his staff, called the candy drops “One of our most delightful cargos.”

Soon, many Airmen followed Halvorsen’s lead and American school children would create more handkerchief parachutes with candy payloads — more than 21 tons, all eventually delivered via air drop into the open

arms of the children of Berlin. Stories also spread of U.S. Airmen who would hand carry gum to children’s wards in Berlin hospitals, where they would teach the young patients how to blow bubbles.

By dropping tons of candy over Berlin, each with its own handkerchief parachute created by American civilians, Little Vittles became a major public relations success for the Western Allies. Through actions of Airmen such as Halvorsen — and with Tunner providing top cover — the German people were reminded that America wasn’t there as an occupation force, but as a friendly nation working to help Germany move forward. The airlift had quickly become a symbol of Western goodwill and solidarity towards the people of Berlin — and now the children of the city knew it too.

Christmas 1948

December 1948 brought seasonal cheer to the Airmen, who shared it with Berlin citizens. On Dec. 20, “Operation Santa Claus” saw Airmen bring Christmas gifts to 10,000 Berlin children. On Christmas Eve, famed American entertainer Bob Hope did a Christmas tour of the airlift bases and performed for American soldiers in Berlin. The American composer and songwriter, Irving Berlin, performed a lively song he wrote especially for the Airmen of the Berlin Airlift called “Operation Vittles,” with several actually airlifters joining him on stage for the harmony.

“As an average American, I want to express the gratitude and appreciation of 147 million Americans back home for the Soldiers, Sailors and Airmen who are accomplishing the Airlift,” said then-Lt. Gen. Jimmy Doolittle, WWII hero and an on-stage guest of Hope during his Christmas show at Tempelhof. “You’re doing a magnificent job not only for Germany and America, but for all humanity.”

The USAF Statistical Digest of 1948 shows 23,015 Airmen were stationed in Europe at the time, most supporting the Berlin Airlift — yet another Christmas once again far away from their own families. But in a season known for peace on Earth and goodwill to men, Halvorsen’s daughter said those Airmen who supported the effort were living the spirit of the season to the fullest.

“My father wrote especially of Christmas 1948,” Williams said. “Of the wonderful feeling he had during that time, that he could be helping people preserve their freedom and stay alive. This was extremely motivating to all who participated.”

The Soviet Union’s ambitions in Germany were officially thwarted on April 4, 1949, with the signing of a transatlantic agreement that created an alliance of countries united against any form of military aggression – the North Atlantic Treaty Organization. On May 12, 1949, the Soviets recognized not just the inevitable defeat of their blockade, but that they had inadvertently accelerated the growth of an air force that surpassed Soviet capabilities.

“The success of the Berlin Airlift became a public relations nightmare for the Soviets,” said Christopher M. Rein, USAFE-AFAFRICA Senior Historian. “Instead of showing Allied weakness, the airlift highlighted Allied technical prowess and strength. When LeMay flew in a camel caravan for Easter 1949 as part of the Berlin Airlift’s focus on improving the morale of Berlin children, the Soviets must have realized then that their plan had completely failed.”

U.S. air superiority had been demonstrated through a campaign of preserving peace. The Soviets lifted their blockade and, 11 days later, on May 23, the Federal Republic of Germany was established.

The Berlin Airlift continued after the Soviet blockade ended, focused now on building the city’s stockpiles of supplies until, on Sept. 30, 1949, USAF wrapped up the Combined Airlift Task Force.

75 years later

Some today see the legacy of the Berlin Airlift as not just a military achievement, but as a testament to the human spirit.

“We knew my father helped people after the war, and we knew he had a big heart and loved people,” said Williams. “I really began to learn more during my senior year of high school, after his 1969 trip to Berlin to reenact the Berlin Airlift, and how many thousands came out to Tempelhof to see that and to see the airplanes. We met hundreds of people who had benefited from the Berlin Airlift and his candy parachutes and participated in the Tempelhof open houses and German/

American friendship days. It was a wonderful time to begin to fully understand what had happened.”

Some reminders of the Berlin Airlift and the efforts of the tens of thousands of Airmen who kept a city alive still stand in Germany today. Tempelhof Field is now a public park in Berlin, which includes a static display of a C-47 Skytrain, tail number 43-49081, representative of the 102 such aircraft mustered to support the Berlin Airlift, and a C-54 Skymaster, representative of the 224 four-engine workhorses used in the effort.

“We worked with German volunteers to restore those aircraft and clean up the memorial site,” said Master Sgt. Daniel Boyd, Flight Chief for today’s 7th Combat Weather Squadron, based in Wiesbaden, Germany. “Some simple repairs required sheet metal screws and riveting, but using 3-D printing to restore these legendary aircraft to their original glory gives us hope that future Airmen will be able to keep the spirit of this memorial alive for generations to come.”

Towering above these vintage workhorses of the air is a three-pronged concrete sculpture that represents the three air corridors the Berlin Airlift used to reach Berlin. At its base are the names of the Airmen who were killed in the airlift, mostly in place crashes. A total of 101 fatalities were recorded as a result of the operation, including 40 Britons and 31 Americans.

The Tunner Conference Center at Ramstein Air Base will reopen in December 2024 and feature more than a dozen pieces of artwork, some depicting the Berlin Airlift as drawn by artists who witnessed the massive humanitarian operation progress. The USAFEAFAFRICA Historian Office expects the center to be an ideal meeting location for military professionals who continue to be inspired by Tunner’s genius for logistics.

As a reminder to the general officers who succeeded LeMay as USAFEAFARICA commander, several pieces of Berlin Airlift-themed artwork from the Air Force Art Program Office hang on the walls of the command suite. Near where the USAFE-AFAFRICA public affairs office works, a painting hangs on the wall depicting a bright-eyed German child, delighting as a small handkerchief parachute delivers a chocolate bar into his hands.

Many of the German children who

retrieved candy bomber parachutes still have the handkerchiefs today as mementos of American kindness.

The U.S. Airmen who flew those tens of thousands of back-to-back flights received their own mementos:

Authorized by Congress on July 20, 1949, the Medal for Humane Action recognized any service member who performed at least 120 days of duty in direct support of the Berlin Airlift. The medal has a distinctive device, depicting a Douglas C-54 Skymaster over a wheat wreath and the coat of arms of Berlin.

“There is perhaps no clearer example of the great measures the U.S. and its Allies will take in response to aggression and oppression than the Berlin Airlift,” said Col. James T. Vinson, Chief of today’s USAFE-AFAFRICA’s Logistics Readiness Division and lead planner for humanitarian airlift in the European or Africa theater. “The challenges faced in 1948 and 1949 in many ways mirror challenges we face today, and it will take the same level

of resolve and determination, together with our Allies, to ensure freedom and liberty prevail.”

As with any humanitarian mission, the resilience of the Airmen responsible for completing the mission is balanced by the urgency to preserve the lives of innocents who are often caught up in events far beyond their control. The Berlin Airlift was the first of many such ventures the USAF has undertaken in efforts to save lives. According to no less an authority than Halvorsen himself, the Airlift captured that balance between the missions Airmen undertake and the humanity they strive to save.

“Without hope, the soul dies,” Halvorsen said in one of his final interviews before his death in 2022. “And that was so appropriate for the day. In our own neighborhoods people have lost hope, lost function because they have no outside source of inspiration. The airlift was a symbol that we were going to be there — service before self.”

Firefighting foam: Ramstein’s path towards a PFAS-free future

Petroleum-oil-lubricant based fuel fires pose a high hazard and present a particular challenge for firefighters. POL fires are difficult to extinguish with water as POL is lighter than water and tends to float on top. In the past, aqueous film forming foam was injected into the water stream to smother POL vapors and extinguish the fire. The AFFF and water mixture created a thin film layer over the POL product and created bubbles which trapped fuel vapors allowing the fire to be deprived of oxygen and

then become extinguished.

In the past, long chain per- and polyfluorinated alkyl acids were the main ingredient used to manufacture MilSpec C8 AFFF used for combating POL fires. Although AFFF firefighting properties were excellent, they contained PFAS which are now known as ‘forever chemicals,’ hazardous to the environment and health. PFAS can also found in many consumer products with water-proofing or non-stick properties.

In 2016, Ramstein Air Base switched to an alternative AFFF and filled their fire trucks with a

C6 AFFF containing a short-chain PFAS element. The properties and firefighting capabilities remained high and proved valuable in extinguishing POL products.

Following years of research, the findings indicate C6 AFFF still contained elements harmful to life, health and the environment. The Department of Defense was tasked by Congress to develop a fluorine free foam and permanently eliminate AFFF from its installations by Sep. 30.

The 86th Civil Engineer Squadron led the charge to dispose of over ten tons of AFFF through its Fire and Emergency Services Flight and Environmental Specialists. The biggest challenge during the firefighting foam swap to a new fluorine free foam was maintaining emergency response capabilities for

An additional limitation to their work was the physical location of all the apparatus as they are spread out over three geographically separated bases comprised of seven fire stations which protect the Kaiserslautern Military Community. This distance, coupled with the need to remain fully operational to safeguard the KMC presented a logistical challenge, but the team completed the transfer without reducing a level of service to our community or mission partners.

AFFF was not only used in fire trucks, but also in aircraft hangars.

Hangar fire protection systems were problematic as the systems were prone to unintentional activation associated with electronic component failure or human error. To correct this issue, a two-fold resolution was put in place.

The first action was to lock-out, tag-out the system which disabled foam tanks and piping going into the hangar’s installed fire protection system. Piping was removed to ensure accidental activation was not possible. The second and final phase was to remove all AFFF, approximately 10,906 gallons, from the foam tanks dedicated to the hangar fire suppression systems. These tanks will be emptied and rinsed with a target completion date by the end of October.

PFAS avoidance is the most prudent measure when dealing with the substance. To further protect the health of residents and personnel on the installation, the installation-owned drinking water treatment plants efficiently filter out PFAS using multi-layer carbon filters. Drinking water is sampled and analyzed continuously to verify it meets standards.

Harris-Boring is an educator who has worked with DODEA for five years and has called Germany her home for the past nine. She was honored for her teacher leadership skills at her school and in the community. In 2021, she worked as a volunteer English teacher with refugees during Operation Allies Refuge. This earned her a Public Service Commendation Medal from the United States Army and is an example of one of her many accolades she has accomplished during her time with the DODEA.

21st TSC Soldier saves drowning woman 21st TSC jump master ensures mission success

The sky was dark and grey. The fast-moving Danube River in Ingolstadt, Germany, was swollen against its banks from several days of heavy rain.

Sgt. Daniel Beltran, a bridge crewmember crew chief assigned to the 809th MultiRole Bridge Company, stepped to the water’s edge with a few fellow Soldiers to begin measuring the speed of the water’s current passing by before the company began the first day of field testing its new bridging equipment.

As if he were caught in a nightmare, a Soldier spotted a body floating face down in the Danube as the current carried it by. He quickly summoned Beltran.

“I stood there for a moment and watched to see what was happening. I thought it was possible someone was going for a swim. I saw some erratic movement and then realized that she was facedown and not moving. I started watching to see if there were any bubbles or anything. I told the CO (commanding officer) and got permission to jump in,” said Beltran.

Beltran plunged into the 55-degree water and fought the swift current while dragging the lifeless body 20-30 feet back to the shoreline.

“I got her back to the shore, and some Soldiers helped me drag her out, and we realized that she was unresponsive and not breathing. I held her head while Sergeant [Chad] Kuderer helped with chest compressions,” said Beltran.

The limp body began to show signs of life. After what felt like an eternity, Beltran found a weak radial pulse. The woman began regurgitating water. Beltran then instructed Sergeant Kenneth Mcgray to continue chest compressions because she still was not breathing on her own.

Fortunately, an ambulance arrived quickly and began care for the woman, who began breathing and regained enough consciousness to speak German to the medical personnel.

“I believe from the moment I jumped into the water until we handed her off to the medics was five to eight minutes,” said Beltran.

Although the beginning of the 809th MRBC’s training had gotten to a unique and dramatic start, this wasn’t Beltran’s first rodeo. As a former Marine stationed in Okinawa, Beltran was out on a scuba-diving trip when a fellow diver’s tank ran out of air. Beltran conducted emergency underwater recovery procedures to share the remaining air in his own tank and guide the diver to the surface safely.

“I am scuba and CPR certified and have had lifeguard training. I wanted to reach her as fast as possible and pull them out to safety so it didn’t cause further injury to them or myself. I am glad I was able to help,” Beltran said.

According to Capt. Michael MacGovern, the 809th company commander, a lot of luck combined with bravery and training was the winning recipe for the day.

“We were lucky. That was moving pretty quickly. If we had been a few minutes later, she would have been gone. Sergeant Beltran is a good NCO with a strong character. He’s dedicated and generally laid back but professional and an expert in his craft. He’s one of the phenomenal NCOs we have on the team. He just dived in and handled the situation,” said MacGovern.

After the event, Beltran dried off and continued the two-week-long bridging equipment field testing, culminating with the company’s first bilateral exercise where the Soldiers ferried a German Pioneer Panzer tracked vehicle across the river and back successfully.

According to historians, several key factors, including inclement weather and illplaced drop zones, threatened the Allied forces’ success during the 1944 Operation Market Garden Airborne mission to re-take control of Nazi-controlled Netherlands.

Eighty years later, when Chief Warrant Officer 2 Dustin Colwell, the support operations and transportation senior airdrop systems technician and master jumpmaster for the 16th Sustainment Brigade, arrived in Arnhem, Netherlands, at the beginning of the annual exercise combo of Falcon Leap 24 and Operation Market Garden 80 from Sept. 9-21, little did he know the success of the entire event rested on the shoulders of his expertise.

According to Colwell, U.S. aircraft were not used in the Falcon Leap or Market Garden airborne exercises in 2023. During that time, several of the drop zones’ certifications expired. Due to U.S. Air Force and Army regulations, paratroopers or cargo cannot be dropped from aircraft until a survey is created for each drop zone and signed off by a U.S. Air Force Major Command (USAFE). Drop zones must be recertified every five years or if a drop zone dimension or obstacles change in any way.

“U.S. aircraft require a U.S. drop zone survey where all the others just require a NATO survey. In order for a drop zone to be certified, a survey has to be done by qualified personnel. I went to each drop zone that needed a survey and completed it,” said Colwell.

This year’s exercise plans called for U.S. Air Force C-130 cargo aircraft to play a heavy role in both cargo and paratrooper drop/jump missions. As Army operations and Air Force aircrew personnel arrived at Arnhem’s Oranje Kazerne and realized the issue with the expired drop zone surveys, Colwell immediately jumped to action.

“Typically, once a survey is completed, it takes a couple of weeks to route through

the bureaucracy,” said Colwell. “I was lucky that I already had the dimensions of almost all of the drop zones from previous surveys on file. The surveys were routed and approved within 72 hours, which is very fast. These surveys are important for the safety of the aircraft and aircrew, paratroopers and structures or people on the ground near the drop zone,” said Colwell.

Colwell and his team prioritized the survey requirements of the drop zones and physically drove to six drop zones to conduct new surveys. He then stayed up late into the night and filled out the required paperwork.

“Exercise Falcon Leap is invaluable for the bonding between NATO units and the skill of airborne units. CW2 Colwell raced through the Netherlands to make sure everything around the drop zone was in order. His contribution to the exercise was indispensable,” said Dutch Army Lt. Sjors Pajimans, the departure operations airfield officer in charge for the 11th Air Manoeuvre Brigade, Netherlands.

The main purpose of the airborne exercises is to implement proven techniques for airborne operations into action. According to Colwell, when plans go into action, it causes friction points that require motivated and knowledgeable personnel to smooth them out.

“Of course, this exercise helps us test interoperability capabilities with our NATO partners, but it also exposes gaps in capabilities as well. That is an important part of any exercise. You need those friction points. If everything goes smooth, how do you know what can be improved down the road,” said Colwell.

Provided that the drop zone dimension and locations for future Falcon Leap and Operation Market Garden exercises stay the same, Colwell’s actions have potentially certified the drop zones for the next five years.

Exercise Falcon Leap and Operation Market Garden’s annual airborne exercises are considered the stepping stones in planning for the larger annual NATO airborne exercise named “Swift Response.”

21st Theater Sustainment Command crosses Danube river

The newly activated 809th MultiRole Bridge Company conducted their first bilateral river crossing on the Danube River near Ingolstadt with the Bundeswehr (German Army) on Sep. 25.

More than 100 U.S. Army Soldiers gathered on the riverbanks of the Danube, which historically acted as the natural boundary for the Roman and Ottoman Empires more than 1,000 years ago.

The mission for the day was to successfully employ a 7-bay pontoon floating bridge, known as an Improved Ribbon Bridge powered by M30 Bridge Erection Boats, to guide Bundeswehr Engineer Corps Pioneer Panzer “Badger” vehicles across the obstacle.

“This is the first time that we have had the opportunity to work with our German allies by crossing their vehicles with our equipment,” said Capt. Michael MacGovern, the 809th MRBC company commander.

The pontoon bridge used is designed to ferry any piece of rolling stock in the U.S. Army inventory to include heavy-wheeled or tracked combat vehicles.

According to Staff Sgt. Juan Kitt, the 809th MRBC 1st Platoon section sergeant, practicing the river crossings creates enhanced task proficiency that builds speed, efficiency, and safety. The Soldiers were motivated to place pressure on their processes during the event.

“The standard for this type of operation is 22 minutes. We are shooting for 11-15 minutes. This includes the time to safely build or employ our equipment and safely offload the vehicle on the opposite riverbank,” said Kitt.

The operation was conducted at the Bundeswehr-Dienstleistungszentrum Ingolstadt Pioneer School. The Pioneer School is the central training facility for the German Army’s engineering Soldiers and the special engineers of the Joint Support Service. The site is colloquially known as the “Motherhouse” of the Pioneers and is considered one of the most modern locations of the German Armed Forces.

“The Goal is to use training events like these to build upon the relationship between the 809th MRBC and the German Army. We have scheduled and are planning future training events in November with the ultimate goal to begin tying in the capabilities of 809th to the larger U.S. Army and NATO exercises in the region,” said MacGovern.

The 809th MRBC is the U.S. Army’s only permanently assigned Multi-Role Bridge Company within U.S. Army Europe and Africa.

According to MacGovern, the company is another arrow in the

quiver of sustainment, transportation, and logistical support options that fall within the 21st Theater Sustainment Command’s mission set throughout Europe.

“Multi-role bridge companies provide a very unique engineering capability that bridges wet and dry gap crossings. We provide year-round bridging capabilities to enhance over-water movement and maneuver across theater,” said MacGovern.

“There are hundreds of rivers in Europe, and we are the only permanent U.S. Army asset in theater that can provide a quick-and-place bridge that will enable maneuver forces to cross,” MacGovern explained

According to Lt. Col. Michael Wiehagen, the 15th Engineer Battalion commander, due to the 809th’s activation in July, the timeline for the U.S. Army to conduct crossing operations has been significantly reduced. “We

moved from a timeline of 30 plus days to conduct a wet gap crossing by bringing in an MRBC from the Continental U.S. to mere days by having this capability in theater. Assured mobility furthermore enables the lethality and readiness of every brigade combat team and cavalry regiment in the theater,” Wiehagen added.

The company traces its lineage back to World War II when it was originally formed on March 29th, 1944, as the 525th Engineer Light Pontoon Company in Camp Maxey, Texas. It went on to serve in Central Europe and was redesignated as the 525th Engineer Panel Bridge Transport Company. Following World War II, it was deactivated. During the Cold War, the unit was reactivated as the 809th Engineer Company and stationed at Karlsruhe, Germany, and stayed active for more than 20 years in Germany until 1976.

US, Bulgarian Military Police conduct joint force protection exercise

On Sep. 26, U.S. and Bulgarian Military Police units came together at the Red Tower Range, Novo Selo training Area, to conduct a joint force protection and active shooter exercise to demonstrate the capabilities of the Bulgarian MP’s to their U.S. counterparts, with a focus on enhancing cooperation and interoperability between the two forces.

The event was of high importance to both U.S. and Bulgarian leadership as it was attended by Lt. Col. Christopher Kuszniaj, garrison commander, Scott Delay, deputy to the garrison commander, and Col. Mitko Mitev, Bulgarian MP commander.

The exercise was a simulated hostage rescue scenario executed by a 10-man Bulgarian MP team.

Their objective: to clear a building occupied by armed individuals and successfully rescue hostages.

This demonstration provided a unique opportunity for the U.S. MP’s to observe Bulgarian tactics, techniques, and procedures, facilitating a real-time comparison of approaches.

Key areas of focus included entry methods, communication strategies, and threat neutralization techniques.

“It was a privilege to witness the impressive demonstration of capabilities by our host nation Bulgarian military police. Collaborating with our Bulgarian partners not only strengthens our bonds but also enhances our overall readiness. By training side by side, we continuously look for ways to improve our protection measures, ensuring we are always prepared to respond effectively,” said Kuszniaj as he reflected on the exercise and the importance of joint training.

The exercise underscored the importance of force protection, a top priority for both U.S. and Bulgarian military forces.

It also showcased the operational unity

between the two nations’ MP’s, who already work together daily on joint patrols and security operations at NSTA.

“This demonstration gave our partners an opportunity to assess the differences between U.S. and Bulgarian MP procedures. Identifying these differences improves our ability to work together on incidents of this nature and increases overall levels of cooperation,” said Mitev noting the alignment of objectives between the two forces.

Both forces acknowledged the importance of continuous joint operations and training exercises to further enhance their ability to respond to real-world threats.

“Standing side by side with our U.S. counterparts, we build more than just bridges between nations — together, we are stronger, united in our commitment to peace and security,” said Staff Sgt. Marian Slalov, Bulgarian MP.

The exercise allowed U.S. and Bulgarian MPs to confirm proper channels for information sharing among host nation law enforcement and military personnel during an active shooter incident.

It also enabled the ability to identify any gaps in planning, policy, or response coordination that would hinder any current and future response efforts.

“It’s great to learn the differences in culture and ways of operation, allowing us to adapt and create a stronger force,” said Staff Sgt. Hector Estevez, USAG Black Sea MP.

As the exercise concluded the U.S. Army Garrison Black Sea command team presented Col. Mitev and the Bulgarian MP’s a certificate of appreciation to highlight the value of these joint efforts in ensuring the safety and security of their respective forces was emphasized.

The commitment to mutual support and readiness will continue to drive future joint training and operations, further solidifying the bond between the U.S. and Bulgarian MP’s.

The USAG Black Sea directorate of emergency services is committed to providing safe communities, great work environments and highest level of protection to all military personnel stationed at NSTA.

U.S. Army Garrison Rheinland-Pfalz hosted a Gold Star Mother’s and Family Day recognition ceremony on Pulaski Park, Kaiserslautern, Sep. 27.

“Around the world, Gold Star Families are being publicly honored this week for the honorable selfless service and sacrifice of their loved one’s service to our nation,” said Col. Jeffery Higgins, commander of U.S. Army Garrison RheinlandPfalz. “Designated by Congress in 1936, this national commemoration is an opportunity for the American public to remember and honor the continued service of the Gold Star family members.”

On June 23, 1936, the 74th United States Congress designated the last Sunday of September as Gold Star Mother’s Day. Since the loss of a loved one affects the entire family, the Department of the Army observes this day as “Gold Star Mother’s and Family Day.

“Gold Star mothers and family members are, and always will be, a part of the Army Family,” said Higgins. “Today, we recognize and thank you for your courage and sacrifice, and renew our commitment to supporting you while honoring the legacy of your fallen and deeply loved service members.”

The term “Gold Star” was coined during World War I, when Americans started displaying flags with a blue star for each family member serving in the military in their homes, schools, churches and local businesses. As service members passed away, their families would honor them by stitching a gold star over the blue one.

In 1947, Congress approved the distribution of the official Gold Star Lapel Button for family members of military personnel who died in combat operations. Twenty-six years later, in 1973, the lapel button for next of kin deceased personnel was introduced to represent armed services members who

lost their lives while serving on active duty in non-combat operations or while assigned in an Army Reserve or Army National Guard unit in a drill status.

A park bench in honor of Gold Star Mother’s and Families at Pulaski Park, Kaiserslautern, Sep. 27. U.S. Army Garrison Rheinland-Pfalz hosted the Gold Star Mother’s and Family Day recognition ceremony with the park bench.

During the Gold Star Mother’s and Family Day recognition ceremony, USAG Rheinland-Pfalz dedicated a park bench with an inscription that reads, “To remember our Gold Star spouses and families, and to remember all our survivors that mourn them.”

“It is my hope that the bench will be a place of reflection for us all to reflect upon the significance of those service members who sacrificed everything for our Nation,” said Higgins. “America remains the land of the free because of the brave men and women who selflessly serve — and most certainly because of those who have given their lives to defend our Nation!”

Gold Star Mothers and families can benefit from programs such as Army Survivor Outreach Services. The Gold Star and Surviving Family Member representative is the Army advocate for surviving Family members — and any survivor can contact an Army GSSFM representative directly any time for any reason. These representatives are available to provide support and address complaints by spouses and other dependents of deceased service members regarding casualty assistance or receipt of benefits authorized by law. SOS programs provide services such as grief counseling, financial counseling, benefits coordination, support groups and area events.

“This day serves as an opportunity for us all to renew our commitment to the legacy of those brave service members who lived their lives in defense of our nation and made the ultimate sacrifice to protect it,” said Higgins.

Beating the “winter blues”

As winter settles in and the sun sets a little earlier, many people experience a dip in mood commonly referred to as the “winter blues.” This condition is characterized by feelings of sadness, fatigue, and a lack of motivation that typically appears during the winter season.

A 2022 poll by the American Psychiatric Association found that nearly 40 percent of Americans experience the winter

blues. According to the National Institutes of Health, it is largely due to a biochemical imbalance resulting from shorter days and reduced sunlight during the winter months that can affect a person’s circadian rhythm (internal clock). A lack of sunlight can also impact serotonin production, which is one of the body’s chemical messengers that plays a key role in regulating things like mood, memory, and behavior.

For military members, stationed away from family members during the holiday season can add another layer of difficulty.

“Military service members may be prone to the blues around the holidays,” says Dr. Kimberly Buckingham, a clinical psychologist with the Defense Centers for Public Health – Aberdeen. “Especially when you are supposed to be spending more time with those you love, a permanent change of station and separation from family and friends may leave you feeling more sad or isolated during the holidays.”

Symptoms of the winter blues can include low energy, changes in sleep pattern, and changes in appetite that occur during the

winter months and resolve as spring approaches.

According to the APA, there are several simple lifestyle changes you can make to beat the winter blues, including taking in as much daylight as possible, staying active by planning activities to look forward to, eating a healthy diet, avoiding excess sugar and caffeine, practicing self-care, and staying connected with friends and family.

If your winter blues last longer than the season, it may be time to speak with a healthcare provider about your symptoms.

Celts then ate, drank and celebrated the occasion together. The village will offer displays, bonfires, activities for kids and a walk with torches to the circle of spooky Celtic statues at the garden nearby, where guests will receive information about Celtic traditions at the large bonfire. ABC IN KMC: Valiant Violinist Wunderlich

In the 19th century, many musicians left their homes in the Westpfalz region to roam the world as traveling musicians playing in military orchestras and royal court ensembles. One of its famous resident-musicians was Anna Malz, who was born 1888 in Köstelwald in the Bohemian Erz Mountain Range. At that time, the Erz region was famous for the builders of fine instruments and its talented musicians.

Anna, the oldest of three sisters, played violin and was an extraordinarily independent lady of the time, who also ventured out on a tour with a pure ladies’ band. This was a remarkable phenomenon at the turn of the century, as most female ensembles resorted to playing in local coffee houses, restaurants and garden bars.

The same as their male counterparts, the ladies set out on a tour throughout France, southern Europe, Poland, Russia, Türkiye and Palestine. During this time Anna developed into a veritable violinist and founded her own female orchestra, which quickly became popular and well received by varying audiences.

Anna had a talent for organizing travel to foreign countries, finding exciting musical engage-

ments and selecting music pieces favored by their German audience, and she became extremely successful. During a tour in Cyprus, she met and fell in love with Paul Edmund Wunderlich, a young military orchestra conductor. She and Paul soon married and then returned to Paul’s home in Kusel with their young daughter in 1929.

Their son Fritz was born in Kusel one year later and Paul took on a position as music teacher at a local school. With the rise of the National Socialist regime, Paul increasingly suffered from intrigue and denunciation, based on his Jewish background, and ended up taking his own life in 1935, leaving Anna behind with two young children.

Anna was faced with managing her household and raising her children, when she took over her husband’s former position as a music teacher at Progymnasium in Kusel. She found herself as a full-time working woman, unusual and brave at the time for a 47-year-old woman. In addition, she gave private lessons and played as a violinist in dance orchestras at local festivities.

Like mother, like son: Fritz developed an early passion for music and Anna supported Fritz’s accordion and trumpet lessons and adamantly promoted his

vocal talent. Luckily, she was able to experience his skyrocket career and magical success as an international tenor on prestigious opera stages throughout Europe, before passing away at the age of 75 in October 1963. It is not surprising that the last name “Wunderlich” translates to “whimsical,” a fitting name for a valiant and remarkable woman. Fritz was at the peak of his career and was scheduled to make his debut at the Metropolitan Opera in New York Oct. 8, 1966.

But shortly before his 36th birthday in September, he fell down a staircase, caused by untied shoes, and suffered a fractured skull. He died the following day in a clinic in Heidelberg and was buried in Munich.

The concert hall in Kusel, which offers renowned musical performances, was dedicated to his talent, while the legacy of Fritz and his musical mother lives on in “Fritz Wunderlich Halle.”

The hall was constructed as an auditorium and multi-purpose

building close to the vocational school on Rossberg and opened in 1985. Upon former mayor Kurt Theiss’ initiative, the cultural site became associated with the name Fritz Wunderlich, Kusel’s most talented son. A large steel plate with a support was added close to the entrance with Wunderlich’s bust in the middle.

At full capacity, the hall can seat an audience of 600 people in the shape of an amphitheater, enabling the audience close contact to the stage. The stage offers space for large orchestras and choirs and has excellent acoustics. An organ and a Steinway grand piano complete the furnishings.

The cultural program season runs from September to June, while theater performances range from classic to modern. A variety of concerts, from chamber music to jazz, operetta and orchestral brass music to rock music are offered throughout the year.

The world famous “12 Tenors” paid tribute to Fritz during a performance in 2023. Cabaret, children’s and youth programs round off the season. Finally, there are special events, such as major musical performances, including a tribute to Elton John concert, as well as an annual charity concert.

Dos and don’ts of waste disposal, on-base recycling options

According to the U.S. Environmental Protection Agency, Germany leads the world in recycling, peaking at 70 percent waste being recycled and reused in recent years. To put that into perspective, the U.S. only recovers about 33 percent annually.

Recycling is a new habit which some American citizens have a difficult time adjusting to after moving to Germany. Recurring disposal issues include residents not waiting to put bulk trash on the curb the night before collection, and failing to properly sort recyclables and/or trash as directed by German law and installation policies.

The U.S. government spends nine million euro every year on recycling, trash removal contracts, and penalties due to service members and their families not adhering to host nation recycling laws and dumping waste improperly.

German law requires recycling of paper products, plastics, metals, petroleum products, batteries, tires, wood pallets, empty toner cartridges, furniture, used clothing, and shoes.

Deciding to recycle is only the first step; individuals also need to make sure their items are recycled correctly. According to Waste Management, an American trash collecting company, the average recycling

contamination rate, or incorrect disposal of recyclables, is 25 percent. That equates to one in every four items being discarded in a recycling bin are not recyclable, and those American recycling habits follow us when traveling or living in foreign countries.

When items are not properly separated, recycling contractors are turned away at composting, recycling, and incinerator facilities, and the U.S. government is required to pay fines.

The Kaiserslautern Military Community

has recycling centers located at building 2045 on Ramstein and building 2821 on Vogelweh, and both recycling centers accept all types of recyclables generated across the installations. This applies to administrative buildings, work centers, and to all Department of Defense and North Atlantic Treaty Organization members assigned to the installations.

Residents living off base are not allowed to discard their waste at the on base recycling centers. Service members who reside

off base are enrolled in their respective municipal waste disposal system for which he/she gets reimbursed from with their overseas housing allowance. The illegal dumping of waste at recycling centers on base by off base residents generates a double bill to the U.S. government.

There are exceptions to the use of the recycling centers for off base residents:

An exception is that any hazardous waste from households such as used oil, paints, etc., can be delivered to the recycling centers on or off base during hours of operation as long they have a military, DOD or NATO identification card.

Another exception is for a Permanent Change of Station. Any service member who is transferred to or departs from the KMC, and has official PCS orders, is allowed to use the recycling centers. This exception applies for 60 days after arrival and an additional 60 days prior to their departure.

There is no reason to throw away waste anywhere, we have solutions for all possibilities. Adhering to policies for recycling will not only save the U.S. government money, but it will also prevent additional spending of taxpayers’ dollars.

Germany’s famous forests can be found nearly everywhere, and can be appreciated on foot, on bike, or from inside a car. When you drive beautiful two-lane roads through, say, the Black Forest, it’s like you’ve entered into a whole new world. It is literally incredible.

Best of all, you can almost always find (free, no-fee) hiking spots along the way. If you stop and go for a walk (or run, or mountain bike), you can lose yourself for hours and come back refreshed.

Since autumn is upon us, here are four great places to begin your leaf appreciation tour.

Black Forest

Even though the Black Forest is famous for its evergreen trees, autumn colors can be found in abundance. Best of all, the ambiance of the Black Forest is perfect for the fall season. There are golden fields, long shadows, gothic villages and comfortable gasthauses in which to warm yourself. As day turns to night, things might even start to seem a little spooky.

Where to start: This region is ideal for driving, and there are a ton of jumping off points. Start in Pforzheim and wind your way south along Highway 294 to

Freudenstadt. Or begin in Baden Baden and dive into the heart of the forest along Highway 500. Whatever route you choose, you won’t be disappointed.

Palatinate Forest

For those who live in or near Kaiserslautern, you have natural gold right in your back yard. The Palatinate Forest is absolutely beautiful during the autumn. From a distance, the hills can almost seem like a painting: grand splotches of gold, green and orange intermingle. It’s outstanding. And there are an abundance of places to hike and bike in the forest. It’s a must-do.

Where to start: For adventurers, plug “Johanniskreuz” into your GPS and just start driving. Once you get there, pick a direction, go, and enjoy. For those who need a little more precision, Highway 48 from Kaiserslautern to Burg Trifels is tough to beat.

Hessen Spessart Nature Park

The Spessart is a heavily forested range of small, old mountains that stretch from northern Bavaria into Southern Hessen. Going there is like visiting an ancient, almost archetypal version of Germany. Autobahns and large cities disappear, replaced by vast stretches of what feels like well-cultivated wilderness. Parts of the forest are populated

by hundreds-year old oak trees, towering beech trees and deep silence. It’s especially gorgeous in autumn.

Where to start: Begin in Biebergemund, and wind your way southeast along Highway 276 to Lohr am Main. It will give you a great taste of the Spessart, and will provide ample opportunities

Vineyards Autumn is harvest season for German vintners. This much is true. But for anyone who has witnessed hillsides of vines packed with golden leaves, autumn is also leaf-peeping season. Fortunately

for most Americans living in Germany, you’re rarely far from great wine regions.

Where to start: The Mosel Region has loads of picturesque views, especially above towns like Piesport or Bernkastel-Kues. Of course, there are also amazing vineyards to see in the Pfalz region or the Nahe region.
