In appreciation of 70 years of partnership On behalf of the men and women of the 86th Airlift Wing, our leadership team would like to thank our host nation for your steadfast friendship and support for 70 unprecedented years. Each year as we reflect on our enduring partnership, we develop a stronger sense of appreciation for your hospitality and support to our installation. Generations upon generations of Americans have lived and served alongside German civilians and military personnel. These relationships underscore the inherent trust, respect and mutual support that exists throughout our communities and

undoubtedly enables the success of our missions. During Operation Allies Refuge, the largest non-combatant evacuation operation in history, Germany offered indispensable support to the mission. Not only did you help provide aid as we established safe havens on base, but local surrounding communities immediately mobilized and donated food and clothing for more than 35,000 Afghan evacuees. Even as the world grappled with an ongoing pandemic, you bolstered Ramstein’s COVID-19 mitigation efforts to administer hundreds of COVID-19 vaccinations and boosters to base personnel.

Through these challenges and countless others, your overwhelming support remains invaluable to Ramstein Air Base’s mission and the U.S. Air Force’s success. To our German hosts: It is a great honor and privilege to work alongside you. As we celebrate 70 years, I look forward to the future where our partnership, bound together by common core values — freedom, democracy, and equality — stands the test of time.

Vielen Dank from COMUSAFE-AFAFRICA and NATO AIRCOM Germany and the U.S. are bound by a close friendship based on historical ties, shared experiences, interests, and values. For the past 70 years here in RheinlandPfalz, our German hosts have opened their homes and communities to a population of over 50,000 — including military service members, DOD civilians, contractors, and families. We are proud to live and work alongside our German friends, who host the largest U.S. military community outside the United States. At Ramstein Air Base, I am honored to serve as the commander of U.S. Air Forces in Europe – Air Forces Africa and NATO Allied Air Command. While both commands cover expansive geography, it all starts right here. In April, Ramstein Air Base hosted the inaugural Ukraine Defense Consultative Group, a U.S. Secretary of Defense

ministerial to discuss international security assistance to Ukraine amidst Russia’s invasion. This historic event between the U.S. and 44 partners and allies, with over 200 attendees and 150 media members, took place with only six days of notification. Quite simply, we could not have pulled off the event without direct support and coordination with the German Ministry of Defense, the Ministry of Interior, Rheinland-Pfalz leadership, the Polizei, and countless local support vendors. This level of cooperation always raises the bar, and it is only a question of when, not if, the world will once again descend on Ramstein. From support to Ukraine to temporarily housing 35,000 Afghan evacuees and sending critical COVID medical supplies to Europe and Africa, we’ve seen that there is nothing we can’t accomplish

as long as we’re doing it together. Looking at the past 70 years of defending freedom together, we know that what we do here is as vital today as any other time in our shared history. To the German workforce working alongside us daily and community members sharing your hospitality, generosity, and friendship with us — I would like to say “Vielen Dank” for making us feel like part of the family. Celebrating 70 years of RAB, Rhineland-Palatinate history by Staff Sgt. Megan Beatty 86th Airlift Wing Public Affairs Ramstein AB has played a central role in airlift operations within Europe, Africa and the Middle East throughout the last 70 years. Though several dates are significant in the evolution of military presence in the area, the anniversary of Ramstein Air Base has been identified as Aug. 5, 1952. The base is home to the 86th Airlift Wing and supports U.S. Air Forces in Europe – Air Forces Africa, Third Air Force, 521st Air Mobility Operations Wing, 435th Air Ground Operations Wing, and more than 120 mission partners to include the integration and caring for the greater Kaiserslautern Military Community and its 55,000 U.S. service members and their families. Over the last 70 years Team Ramstein, in cooperation with allied and partner nations, have supported operations that have had a global impact. The base was a vital component in the sustainment of Operation PROVIDE COMFORT in Iraq between 1991 and 1993 and Operation DENY FLIGHT in Bosnia-Herzegovina in 1993. After the terrorist attacks of 9/11, the base was fully engaged with supporting Global War on Terrorism operations. In March 2003, more than 1,500

service members were deployed to the KMC with an additional 600 in Operation IRAQI FREEDOM locations. A contingency aerospace staging facility was also set up in the South Side Fitness center to support Operations IRAQI FREEDOM and ENDURING FREEDOM. Most recently, the wing had a primary impact on COVID-19 operations within the USAFE area of responsibility and through Operations ALLIES WELCOME and ALLIES REFUGE. OAR was the largest humanitarian evacuation in U.S. history, and more than 124,000 Afghans were evacuated from Afghanistan following the Taliban take over in August 2021. During OAR, Ramstein Airmen

assisted in the evacuation of more than 34,000 Afghans as the principle node for evacuees in Europe on their way to the U.S. OAR was the biggest operation to occur in Ramstein’s 70-year history, but the Rheinland-Pfalz region has had a long history of strategic military significance dating back thousands of years. The earliest evidence of humans in the Palatinate region dates back nearly 12,000 years with Paleolithic hunters and gatherers. However, the earliest settlements can be traced to between 3500-1250 B.C. with pottery pieces and menhirs – large, man-made, upright stones – found near the base in Otterberg and the Landstuhler Valley.

Thirteen B.C. marked the start of the Holy Roman Empire military occupation of the Palatinate due to its threatening position to Germanic tribes. The military occupation eventually expanded and became a large trading settlement away from fighting that was happening on the Rhine River. After the fall of the Roman

Empire, the area was ruled by multiple dynasties. The Royal Court of Lautern — present day Kaiserslautern — was founded around the 5th century. Construction of the court also brought many castles and fortifications, to include the Imperial Palace in Kaiserslautern. The name “Keyserslutern” first appears in documents from when Johann of Bohemia seized the town in early 1300s. Development of Kaiserslautern continued slowly throughout the next few centuries. This is partly due to a swamp spanning from Zweibrücken to Homburg, which eventually formed more than 20 lakes and peat bogs. The peat bogs provided the main source of income to the region during a recession in around 1798. As wood became too costly to import, peat bricks became one of the largest exports in the area. Living History: Hildegard Gayer by Gina Hutchins-Inman 86th Airlift Wing Public Affairs Hildegard Gayer had just completed her apprenticeship as an administrative clerk in the summer of 1954 and was in search of a position to start her career and support her family. Jobs were rare in the war-torn economy and then she heard about open positions at the newly constructed air base. She took a three-month English course, applied and in a simplified hiring process within the scope of a joint interview with other applicants, she was asked what the color of her blouse was. Completely nervous during her first encounter with military personnel, she blurted out “white!” and landed her first job at 18 years of age on Oct. 12, 1954. Little did she know that she would dedicate her life to the U.S. Air Force and one day look upon a treasure chest full of fond memories of over four decades of service. Her first position as a secretary was with the 12th Air Force, ACS Personnel Actions Division, writing and maintaining flight records. She sat in a typing pool with three other German ladies, several young Airmen and a very stern female master sergeant overseeing the pool. In a drill sergeant tone of voice, the master sergeant strictly advised the Airmen not to strike up conversations with the young Germans, other than official business, as in her opinion, they always wore the same clothes. The 12th Air Force then relocated to Sembach Air Base and Hildegard, nicknamed “Hilde” by her colleagues, jumped among several temporary positions in Finance, Supply and then eventually Engineering, which later became permanent. She was always eager to learn, taught herself English stenography and when again fearing the loss of her job due to a reduction-in-force measure, she learned of a vacant position at the 7030th Combat Support Wing/Material Aircraft Maintenance Division. Without prior appointment, she courageously marched straight into the commander’s office, told him of her strengths and completely impressed U.S. Air Force Col. John F. Miller, who hired her on the spot. During the early years of her career, she did not have a car and it was common for the local national workforce to walk or bike to the air base from Ramstein through the open forest come

rain, shine, snow or ice, using a gate in the northwestern part of the housing area, later referred to as the “school bus gate.” Hilde had many special memories during her tenure with the Air Force. In 1955 Elvis Presley held a concert and base officials organized a shuttle bus so that the German “Fräuleins” could also attend. Dances and musical entertainment were regular events on base on weekends. Hilde’s time with the Air Force extended beyond her job at the office. Requiring a bit of extra funds after building a house with her husband, she took on a side job as a waitress at the Officers’ Club on weekends and on Thursday Bingo nights. Forgetting to ask her commander for permission to work there, one night she was startled to see him and his wife at a Bingo night, ordering coffee. Taken completely by surprise, she mixed up the sugar with the salt and served the couple a rather spicy evening surprise. Her good natured commander literally took it with a grain of salt and then officially permitted her to work there as long as she fulfilled her regular duties. Another startling memory was when her division moved into container buildings during the renovation of their building. When reporting to work one morning, she pulled out her electric typewriter, which was stowed in a type of drawer on a rubber mat underneath the actual desk. Suddenly two mice sprang out, scratched and bit her face, and close to a nervous breakdown, she jumped onto her desk screaming and had to be taken to the hospital for treatment and a tetanus shot. After that, the noncommissioned officer in charge had to come to the office 30 minutes early every day to check for combat mice in hiding. During her time in the Civil Engineer Group she also recalls an exciting incident with a young Airman by the name of Charlie Brown, who, while intoxicated during a Christmas party, decided to pick a fist fight with the base commander. Needless to say, he abruptly ended his career, quickly found himself in jail and the rest of the staff was not allowed to have a Christmas party for the next three years. Hilde was able to advance her career and was chosen among 13 applicants, to take a position in the newly established United States Air Forces Europe headquarters, working in the Defense

Contracting Squadron Logistics within the Directorate of Supply and Services. Three years later in 1973 she moved on to the USAFE Contracting Squadron on Rhine Ordnance Barracks. There she held several positions and was finally promoted to the position of Purchasing Agent and Construction Administrator, where she was responsible for the tender and bidding process for construction measures. The organization also took on U.S. Army contracts and with the enormous workload, she worked from 8 a.m. to 6 p.m. on a regular basis, with only one sick slip during her 22 years tenure there. Her most notable achievement was during the implementation of the first USAFE Simplified Acquisition of Base Engineering Requirements Contract valued at $25 million, an enormous sum at that time. Hilde also remembers the introduction to the first computers in the offices in the early 1980’s and was quick to learn the new technology. Surprisingly, she also held a security clearance as a local national employee and once had a mysterious experience. A year after filling out the appropriate forms, several inquiries about her were made by two suspicious looking characters who asked questions and tried to retrieve information about her from her neighbors and other relatives. As it turned out, these were two security forces personnel investigating her integrity. On the other hand, Hilde also fondly recalls afternoons and evenings with popcorn and American ice cream, considered to be rare treats in Germany in the first decades after World War II. Looking back upon the years, she says that it was not always fun and games, but all in all it was a wonderful and rewarding time and wouldn’t want to miss a day. She experienced many changes in operations, restructuring and growth of the base, while also growing both personally and professionally. During her 42 years of service, Hilde was awarded the Sustained Superior Service Award ten times and received numerous other recognitions, including a special award as the “Best Dressed Civilian” in the 1960’s. She was sent off to retirement in a solemn ceremony on Dec. 19, 1996, and awarded with the Outstanding Civilian Career Service Award in honor of her dedication and long standing service.

Page 7 RAMSTEIN HISTORY from Page 3 railroads. However, the bricks briefly gained popularity again during a coal shortage due to WWI. The evolution of the region again moved slowly until Sept. 3, 1939, when France and Great Britain declared war on Germany after Adolf Hitler invaded Poland. While the German military was conquering more territory over the course of the war, the German air force converted part of the autobahn into an airstrip. A new road was built to accommodate traffic that would have used the autobahn, which was later designated as Kisling Memorial Drive. In 1951 the French occupational forces began the construction of a military base, which was taken over by the U.S. Forces in 1952. The two bases that were created by U.S. forces were designated Landstuhl Air Base in the south and Ramstein Air Base in the north. Kisling Memorial Drive, which was unsecured and considered off base, served as the dividing line between the two bases. Landstuhl AB supported flightline operations, the air traffic control tower and aircraft hangars. Ramstein AB hosted headquarters, administration and support facilities. During the base buildup, one third of the area that became Ramstein AB belong to RamsteinMiesenbach and was appropriated for the construction of the permanent military installation. In preparation of the planned runway, the impenetrable peat bog had to be drained in a large-scale landfill activity and railroad tracks were constructed to bring in soil and construction materials. At first the runway was rather makeshift and shepherds grazed their flock right next to aircraft landing – to include the F-86 Sabre. The 86th Air Base Group took over Landstuhl AB April 5, 1952, holding down the fort for the 86th Fighter-Bomber Wing, which was relocated from Neubiberg Air Base, Germany, to create the base’s first operational wing a few months later in August. Meanwhile on Ramstein AB, 12th Air Force had relocated from Wiesbaden and took up residence in the same building used by USAFE-AFAF headquarters today. The two bases combined to form Ramstein-Landstuhl Air Base, commonly referred to as Ramstein Air Base, Dec. 1, 1957. The base was officially designated as Ramstein Air Base Aug. 15, 1958. As the two installations were once separate, the base hosts duplicates of many facilities, such as the Southside and Northside chapels, the Southside and Northside Fitness

Centers and in earlier years the Hercules and Nightingale theaters. USAFE headquarters, previously located at Sembach Air Base, swapped locations with Seventeenth Air Force in November 1972. And in 1973, NATO established Headquarters Allied Air Forces, Central Europe on Ramstein AB. This swap resulted in the largest period of expansion in Ramstein AB history. The expansion also included construction of flightline facilities. The Air Force and U.S. Army coordinated a reorganization plan to group air bases and Army installations together respectively. Many Army units moved to Wiesbaden and Mainz while Air Force units moved to Ramstein AB, thus creating the Kaiserslautern Military Community. At this time the host wing of Ramstein AB was still the 86 FBW with a fighter-oriented mission until the early 1990s. Ramstein AB became an intermediate support base and central overflow airlift hub for American forces deployed to the Persian Gulf following Iraq’s invasion and seizure of Kuwait. Additionally, Ramstein served as an immediate engine repair facility for deployed F-16 Fighting Falcon aircraft, a collection and distribution center for munitions going to the gulf, and an aeromedical evacuation staging area. The 86 FBW was re-designated as the 86th Fighter Wing in 1992 and the 58th Airlift Squadron and 55th Aeromedical Airlift Squadron realigned with Ramstein AB. A detachment of the 37th Airlift Squadron, from the 435th Airlift Wing, arrived to Ramstein AB in the beginning of 1993, and the first C-130 Hercules aircraft arrived in June 1994. The F-16s assigned to the 86 FW were, at this time, relocated to Italy. In October 1994, the 37th AS was officially transferred to Ramstein AB, re-designating the wing as the 86th Airlift Wing. By 2003 the 86 AW had grown to include 10 groups. The 435th Air Base Wing was activated to assume control of host wing responsibilities on Ramstein AB and support the KMC in order to relieve strain on the 86 AW. The next mission changing milestone occurred in 2005 when Ramstein became the ‘Gateway to Europe,’ by taking over the former mission from Rhein-Main Air Base. Celebrating 70 Years of Ramstein Air Base My heartfelt congratulations on the 70th anniversary of Ramstein Air Base! For 70 years, Ramstein Air Base has played a significant role in our two countries’ shared history. From here, multiple generations of Americans have served to ensure the security of the United States, Germany and Europe as a whole. Your presence has been crucial in securing our path towards freedom and democracy after the defeat of Nazism, and through the Cold War. From its initial mission defending the freedom of Western Europe, Ramstein’s role gradually expanded to an increasingly global one, especially following the collapse of the Soviet Union. In recent years, Ramstein Air Base has taken on critical global missions such as last year’s humanitarian airlift of nearly 35,000 Afghan evacuees, the largest such mission in history. Ramstein served as U.S. European Command’s primary evacuation hub, with U.S. servicemen and women and NATO allies from the Kaiserslautern Military Community and beyond providing

direct support. In short, Ramstein remains as critical today as ever before in its history. Russia’s brazen, brutal, and illegal invasion of Ukraine has made this even more evident since February 24th of this year. Now more than ever, Germany, the United States, and the entire NATO community must stand united in the face of this unacceptable aggression. For our part, Germany has committed to a massive, unprecedented investment in our military capabilities, including modernization and upgrading of equipment — and defense cooperation with the United States. Germany is also at the forefront of providing Western military equipment to Ukraine, including advanced and heavy weapons. Crucial multilateral meetings on providing military assistance to Ukraine have taken place, not coincidentally, at Ramstein. Together we can and will defend every inch of NATO territory, deter further Russian aggression in Europe and aid Ukraine in its fight for freedom. But Ramstein and the broader U.S. military community in Germany should never be reduced to its secu-

rity aspect. For decades now, tens of thousands of American servicemen and women have come to Germany, lived with us, shared in our culture, and built meaningful GermanAmerican friendships for life. More than a few have fallen in love, married, raised their children, and made their second home here in Germany. Or have brought German spouses and family back to the U.S. I cannot emphasize enough how important your role as ambassadors of the United States to Germany, and vice versa, is. 70 years of Ramstein also reminds us of tragic events, like air accidents and terrorist attacks. The RAF-attack on U.S. military personnel should always remind us that we must fight together against extremism and antiAmericanism. The German government and people stand in solidarity with the U.S. servicemen and women in Germany, and you can be assured of our continued support. I salute you for your bravery and thank you for your service as transatlantic ambassadors, as an essential pillar of the German-American partnership.

Living history: Meet Truman Goodwin

Truman Goodwin met his wife, Waltraud, in Ramstein, and the couple married in 1964.

by Jennifer Green-Lanchoney 86th Airlift Wing Public Affairs When Truman Goodwin, known as “Goody,” first arrived in Germany he said it ‘felt like home.’ And, he would come to devote a life-long commitment to Ramstein Air Base and the local community. “I first came to Ramstein in 1961 as an Airman,” Goody said. “The countryside and the weather felt just like home in Massachusetts.” It didn’t take long for a Rasmteiner woman to catch his eye. Goody met his wife, Waltraud, and the couple married in 1964, which further devoted him to the area. “We have been married for 58 years this year and had three sons,” said Goody. “All happy events.” Goody joined the U.S. Marine

Corps at 19 years old and after six years transferred to the U.S. Air Force as a truck driver. “My first impression arriving in Ramstein was how huge the base was and how laid back Ramstein village was,” said Goody. Goody’s career brought him and his family to California, the Netherlands and again to Ramstein AB. While stationed at Ramstein AB, Goody retired from the U.S. Air Force in 1975. He and his wife decided to settle in Ramstein and raised their sons. “Since that time I worked fulltime for AAFES in different positions as a gas station attendant, sales associate and a supervisor,” he said. “After retiring from AAFES, I continued working as intermittent Warehouse Worker. I also

deployed with AAFES two times to Kuwait and Iraq.” Goody’s commitment didn’t end with employment, he also spent time as a volunteer firefighter in the Ramstein Fire Department. He also volunteered with the Marines at Landstuhl Hospital, which he said he ‘enjoyed tremendously.’ “I can say Ramstein is my home and I consider myself a Ramsteiner,” Goody said. Goody continues to play a role in the Ramstein and base community, and he has advice for Airmen who are stationed here today. “Get to know Germany, its people and culture,” he said. “Visit the local fests, and join their organizations. Most of the Germans speak English, but they also appreciate when you learn a little German too.”

Seventy years Ramstein Air Base – this also means 70 years of joint history, exchange, debate, partnership, economic and cultural development and a deep anchor in the lives of the people in the region. I would personally like to cordially congratulate Ramstein Air Base on its 70th anniversary! Our current fruitful cooperation has been be forged over years of history. American troops occupied the area in 1951 and the construction of the air base followed, which was the origin of Ramstein Air Base. After World War II, the 86th Fighter Wing and its jets found a home at Landstuhl Air Base, which opened in 1952. For the war torn population of that time, the installation and extension of Ramstein Base was certainly a project of mixed emotions. An ever changing story can be found in such a long relationship, like the pages of a book. The last 70 years of American presence in Ramstein shows chapters of successful joint projects, wonderful events and positive memories. In other chapters, we have had setbacks, differences of opinion and painful memories of the Flugtag disaster in 1988, and our joint reconciliation. But, our unique partnership is built on all of this!

Therefore, it is even more delightful and important that Germans and Americans today, after 70 years of cooperation and living side by side, are bound in friendship. Our home region is embossed in the presence of our American friends, their cultural influence, and last, but not least, its infrastructure and economic impact. The continual expansion of Ramstein Air Base in the last 70 years led it to being the largest American installation in Europe. This has also led to the growth of a closer relationship among those responsible on base, local politicians and administration as well as to our economy, our cultural facilities and the population. Now, this alone is all the reason to celebrate, especially as joint celebrations weren’t possible due the pandemic situation in the last two years. “From a barracks to a super base” was the title of an essay written in 2005 regarding the development of the air base. And, in fact, the barracks that commenced operations in 1952 can hardly be compared to today’s air base. In the same way the air base has changed, the German-American relationship has also shifted throughout the year. The U.S. Forces became an attractive employer, the airmen and their families well-received customers, tenants and neighbors. Former occupiers have become accepted defense partners throughout the years. Today the people of both nations live a lively, diverse and uncomplicated relationship, side by side. But, lest we forget: Ramstein-Miesenbach has carried many burdens for the defense of our country in the last 70 years and still does so today. One third of the territory of the Union Community of Ramstein-Miesenbach lies within the boundaries of Ramstein Air base. Flight and ground noise is still a burden today, we did not choose this role, but have always tried to make the best of it. For us, the people of RamsteinMiesenbach, German-American relations are not an abstract expression, but since seven decades have been living reality. COMMENTARY: State Secretary of the Interior Roger Lewentz Ladies and Gentlemen, Dear fellow American citizens, For 70 years now, the region has been shaped by Ramstein Air Base and the U.S. troops stationed in the Western Palatinate. While in the beginning it was still a hesitant acquaintance after the catastrophe of World War 2, but in the meantime, a deep-rooted German-American friendship has developed. The entire region has been exhibiting and living the transatlantic partnership for many years. Ramstein Air Base is repeatedly part of world history. It has had to experience profound sad days, such as the 1988 Flugtag catastrophy. But it has also given hope to

many people, such as during the evacuation mission of Afghan resident personnel in 2021. In all events, Germans and Americans stood side by side, supporting each other and enhancing cooperation whenever necessary. The world is constantly changing and so Ramstein Air Base is also constantly adapting to the changes in the world. With the end of the Cold War, many fighter aircraft were withdrawn from RhinelandPalatinate, but at the same time logistics operations were enhanced. After Russia’s unlawful attack against Ukraine, the world is facing a new turning point and Ramstein Air Base will take a central role in the defense of Europe.

No one knows what challenges the future holds for us. However, good cooperation in the region and a vibrant transatlantic partnership have ensured that challenges have been met over the past seven decades. Therefore, I am sure that all together we will also overcome the challenges of the future.

For the last 70 years, Americans and Germans in Rheinland-Pfalz have forged an unbreakable bond formed through seven decades of personal and professional interactions. There have been many moments of goodness since 1952, and it is important to recognize our accomplishments as we celebrate the 70th Anniversary of Ramstein Air Base. The most significant accomplishment might just be the deep, rich German-American partnership in the Kaiserslautern Military Community. This partnership is not just historic; it also represent our collective future. As the KMC commander, I regularly meet with local and regional civic leaders to discuss how our communities can continue to support each other. Our German hosts and neighbors have amazed me with how much they truly care about our service members and their families. Their involvement and persistent support moves the needle on real issues. This is evident in our close cooperation during the pandemic and, more recently, Operation Allies Refuge. As I reflect on the legacy left by previous generations that have called the KMC home, I beam with

During the Berlin Airlift, which ran from June 1948 to May 1949, allied forces flew food and other vital goods from Rhein-Main AB to West Berlin after the Soviet Union blockaded the city. A stained glass window was installed and commemorated the event at the RheinMain AB chapel. On Oct. 10, 2005, the official Rhein-Main AB closure took place and the premises were returned to the German government. The southern runway at Ramstein Air Base was officially opened in August 2005, which went hand in hand with the construction of the new passenger terminal, the Kaiserslautern Military Community Center (KMCC) with lodging facilities, and Hangar 5, the largest of its kind on a U.S. Air Force installation on this side of the Atlantic. By the end of 2005, Ramstein had become the ‘Gateway to Europe,’ which again completely transformed the overall mission. Ramstein AB

became an international port of entry complete with U.S. and German immigration and customs. The stained glass window showing the Berlin Airlift was installed in the new passenger terminal on Ramstein AB, and a section of the former Berlin Wall was placed in a traffic circle next to the KMCC. The command structure of RAB saw its most current change in 2009. Ramstein AB host wing returned to the 86 AW and the 435 ABW became the 435th Air Ground Operations Wing, remaining a mission partner on the base. Ramstein’s latest change is the closure of the East Gate with traffic redirected through the ROB-MC gate, jointly operated by both the U.S. Air Force and Army, in July. Through the last 70 years, Ramstein AB Airmen, mission partners, allies and partner nations have seen a significant evolution. We look forward to what the next 70 years will bring. And the rest, as they say, is history.

Evolution of the Global Gateway: 521 AMOW, Ramstein partners in rapid global mobility by 521st Air Mobility Operations Wing Public Affairs Ramstein Air Base and the 521st Air Mobility Operations Wing have a longstanding history of partnership. It began in 1954, when the 521st AMOW was called the 501st Tactical Control Group and was stationed at Landstuhl Air Base, . Landstuhl became Landstuhl-Ramstein AB, and the group became a wing, but no matter the names, the base and the wing worked closely together for the next six years to deliver air mobility during the Cold War. In 1960, the 521st TCW was inactivated, but the need continued for Ramstein AB to have dedicated units of Air Mobility Command present on the base to coordinate strategic airlift in the region. In 1982, the Air Force activated the 608th Military Airlift Group here on Ramstein AB. The unit was re-designated several times until in 2001 it finally became what it is still known as today: the 721st Air Mobility

Operations Group. This group brought with it the 723rd Air Mobility Squadron, which oversaw aerial port operations and maintenance for AMC missions at Ramstein AB. By 2008, many years into the United States’ response to 9-11 and the ongoing security commitments across the world, a massive logistics network of en route hubs had grown across Europe and Southwest Asia. Ramstein AB had already proven itself as the natural central hub in many ways, and so it became the natural home for the new wing created to oversee this network: the 521st AMOW. The new AMOW boasted the 721st AMOW and its sister group, the 521st Air Mobility Operations Group located on Naval Station Rota, Spain. With the activation in 2008, 723rd Air Mobility Squadron and its robust mission at Ramstein AB was taken over by the new 721st Aerial Port Squadron and 721st Aircraft Maintenance Squadron. Squadron stood up the next year. For the next decade and more, these units worked with AMOW sister units across EUCOM and CENTCOM, and with their host partners at Ramstein AB and elsewhere, to accomplish strategic airlift supporting the nation’s critical locations of military action. The 313th EOSS provided worldclass command and control, aeromedical evacuation, and expeditionary aircrew support to U.S. Transportation Command missions transiting through Ramstein AB. In addition to AE teams and C2 capabilities, the squadron houses Ravens, Flying Crew Chief, Commander Support Staff, communications, intelligence and tactics. In 2021, as a recognition that these functions were a vital and enduring part of Team Ramstein’s operations, the 313th EOSS was inactivated and replaced with a new permanent unit, the 721st Mobility Support Squadron. The 721st Aerial Port Squadron is the largest en route aerial port and executes premier logistics services in support of five combatant commanders. The squadron operates the community’s Air Mobility Command Passenger Terminal and the In-transit Munitions Facility. It also provides joint inspections, fleet services, and passenger and cargo services to Ramstein mission partners and beyond. The 721st Aircraft Maintenance Squadron offers the largest en route maintenance capability in Air Mobility Command. Launching or recovering an average of over 350 aircraft per month, the squadron safely advances Rapid Global Mobility using Hangar

Five, the Air Force’s largest overseas C-5 Galaxy fuel cell aircraft hangar and often has maintenance recovery teams on the road across Europe and Africa to enable onward movement of the mission. To accomplish each of these critical mission-sets across the 521st AMOW has required the support of mission and host-nation partners. In the last two years alone, these partnerships have reached such heights as to appear on television screens across the globe. In Spring 2020, the world came to a halt due to the COVID-19 pandemic. As the Department of Defense’s Global Gateway, Team Ramstein came together on solutions to project combat power and keep passengers moving through a global air travel system that had been thrown into shock. With constantly changing border entry requirements, the 521st AMOW and Ramstein worked closely to ensure that military passengers could travel to and through Germany, and that transiting aircrews could receive proper testing, food, and lodging between missions. Additionally, the aeromedical side of Team Ramstein performed the first-ever DoD infectious patient transport missions. Using a newly operationalized Transportation Isolation System created during the Ebola outbreak of 2014, the 313th EOSS, 10th Expeditionary Aeromedical Evacuation Flight, and 86th Aeromedical Evacuation Squadron worked with higher headquarters to create a plan of operations, train crews on procedures, and eventually transport the first of many patients. Their efforts created

a baseline of operations that continued with a more advanced system, the Negatively Pressurized Conex, which now operates across multiple DoD locations and theaters. In 2021, as the United States and coalition partners ended the war in Afghanistan, Ramstein AB became a main interim staging base to save the lives of tens of thousands of Afghan evacuees. Every facet of the 521st AMOW mission in Germany intertwined with Ramstein as the en route system cared for passengers, aircrew, aircraft, and interagency partners. All the while, the community gave the evacuees a home and its mission partners the resources needed to succeed. Since the start of 2022, Ramstein AB was a critical en route node for aid as the North Atlantic Treaty Alliance joined hand-in-hand to reaffirm unwavering support for Ukraine’s sovereignty and territorial integrity. In May this year, European partners and Team Ramstein rapidly answered America’s call for baby formula to nourish our newest citizens. This massive effort delivered enough formula to create millions of bottles of baby food and was the start of a continuing mission of over 50 commercial flights. The longstanding partnership between the 521st AMOW and Ramstein AB shows that no matter how unpredictable the operation, Team Ramstein will prevail. Congratulations to the Ramstein AB community on 70 years of building Airmen and projecting power. Air Mobility Command is proud to be a mission partner and part of that history!

Living History: Meet Bob Russo by Jennifer Green-Lanchoney 86th Airlift Wing Public Affairs When Airman 1st Class Bob Russo arrived on what is now called Ramstein Air Base in 1952, he started down a path that would shape the rest of his life. As a young man from Boston, he brought a humble nature, quick wit and infectious charm to uplift those around him while serving in Germany. Bob said that most of his fond memories included the bonds he made with fellow service members. “My generation has nearly passed now, and we have been the beneficiaries of a relatively peaceful world,” he noted. “My group of friends worked hard, were generous to their community and were proud of our country.” His arrival on base mirrored the reassignment of the 86th Fighter Bomber Wing, both transitioning from Neubiberg Air Base, located nine kilometers south of Munich. “When I first saw Landstuhl Air Base, now Ramstein, at the age of 21, I was at my peak of mental and physical prowess. I was given the job as Special Orders Clerk. If anyone had asked me how long I would be in Germany, I would have said forever — but the answer was three years. But, that was forever at 21 years old,” Bob said. Bob had several jobs on base, but most remembers his time working for the base paper. “During my time (on Ramstein), I also wrote for the base magazine, ‘The Raider,’ with my friend Sgt. Dick Hoffman, who ran the magazine,” he said. “Dick was talented and usually frustrated by all the regulations that capped his creativity. And when he smiled or smirked you could never be sure if it was the beer or the brilliance.”

Dick asked Bob and several other Airmen to write about the jobs they had prior to joining the service. “I had been a licensed Beautician for about a year before entering service. In my column, I used a photo of me behind a beauty/barber chair in a white jacket cutting a lady’s hair,” the Boston native noted. “From that article my life and my Air Force career took on a life of its own.” At that time 12th Air Force had moved on to the adjoining base, which was called Ramstein Air Base. Ramstein and Landstuhl Air Bases were separated by a road that was the old Autobahn, which is now called Kisling Memorial Drive. “I got calls from women at all bases to come and cut their hair. I did not believe I was particularly outstanding as a stylist, but I was a star because I was the only one — and I was an American. I would come to your home or the Bachelor Officer Quarters to do hair in the rooms,” he said.

Bob made quite the impression both on and off base. He met and married his wife Lotte, a local German woman, while at Ramstein Air Base. They met at Fasching in Kaiserslautern, and it is tradition for women to ask men to dance during the celebration. Fasching, also called Karneval, is a festival that takes place on the two days immediately preceding Ash Wednesday. It features processions of masked figures, dancing, and is the equivalent of Mardi Gras and the last day of Carnival. “In that time it wasn’t very popular to date American military, but I asked him to dance a few times, and he was fantastic at the jitterbug. It wasn’t until he opened his mouth that I found out he was American,” said Lotte. “After we met that first night, I went back to see if she was there the next week, but she wasn’t. Finally I found her and after a while she and her sister let him drive them home,” Bob said.

“It was a cold night so I drove them through bombed out buildings,

and when she and her sister hopped out, I couldn’t believe that she lived there,” said Bob. “I called after her for her number and she kept going, but her sister gave it to me.” Bob made it his mission to capture her heart. “I asked her to marry me several times, and each time she said no,” Bob said. “Finally, I made up my mind to ask one more time and if she said no, I would leave her alone. But, she said yes.” “He didn’t give up,” said Lotte. “And we have been married 67 years.” “At 91, leaning on 92, I look back at my service time as one of my best times in life,” Bob said. “Three square meals, clean sheets, a shower, and even a paycheck. My advice for Airmen now, is to be good, be ethical, and be kind. The tears, sweat and gnashing of teeth will come, but do the best you can do.”

On a stretch of highway near Landstuhl, you set up Landstuhl Air Base on a makeshift airfield starting in 1952 with squadrons of Thunderstreak F84s, those jets that guaranteed our safety for years. A year later, they established the Ramstein Air Force Installation with headquarters and administration. Starting in 1957, the two parts were merged to form Ramstein-Landstuhl Air Base, or as it is simplified to say

today in view of the location and positioning: Ramstein Air Base. This Sound of Freedom moves whole generations. My family has always lived not far from the air base. So we got to see a lot: We listened to the jets on base and jazz on AFN Kaiserslautern, we watched movies and played as kids with the kids of the Airmen. We listened to how they talked, what view they have of the world and people. The “American way of life” became tangible for all of us and especially for us children at that

time. I can still remember very well the delicious ice cream, the delicious smelling popcorn during the movie showings in the American cinemas, the typical American Chewing gum, first ice hockey and American football experiences and much more - all lasting and impressive memories of my childhood and for many others with friendships that have lasted for decades, up to numerous relationships and marriages. Even though the planes have become quieter over the years - the

Sound of Freedom has not. And never will! On the contrary, we all want and need to carry the Sound of Freedom forward. This idea is worth it: Because every person should be allowed to be free and strive for their personal happiness. 435 CTS: The unit behind historic base by Jordan Malfoy, PhD 435th Air Ground Operations Wing/ Air Expeditionary Wing Historian Ramstein’s 70 historic years are an impressive feat — one that would have been impossible without the unit that built it all in the first place. The 435th Construction and Training Squadron has a history just as long and storied as Ramstein itself, yet most people have never heard of it. The 435th CTS traces its origins to post-war Germany, when a great number of non-German displaced persons that remained in the country needed employment. By the end of 1945, U.S. forces employed over 250,000 individuals in Labor Service Units, which performed services such as maintenance or construction. With Cold War tensions increasing in Europe and the massive manpower needs of the Berlin Airlift, the LSUs were expanded for the first time to include Germans in 1948 and just five years later all USAFE labor units were employing Germans only. The first iteration of the CTS was born out of these circumstances. Although the Army Corps of Engineers was responsible for overseas airfield construction at the time, they were unable to meet the increasing need for air bases on this side of the Rhine. On September 8, 1950, the 7329th Labor Service Unit Engineer Construction was created at Rhein-Main Air Base in Frankfurt. The unit was initially assigned to an engineering battalion and even today the CTS’s emblem still bears a U.S. Army Corps of Engineers castle. The allGerman members of the unit were housed, clothed, and fed by the

U.S. forces and even gained access to toiletry items that were often a luxury in post-war Germany. These LSUs were not military units, yet all their members had to undergo a three-month basic training course that taught subjects similar to those of a military training camp. After completion they received additional training on heavy equipment and vehicles. The 7329th was specifically used for construction, repair, and maintenance activities within USAFE, becoming the only unit of its kind in the Air Force at the time. In 1952, the unit was tasked with their first big project — building a new air base at Landstuhl.

Initially only on temporary duty at Landstuhl, the workers slept in tents with few amenities and returned to Rhein-Main every weekend. After a year, the move to Landstuhl became permanent and the workers’ accommodations improved to include barracks, a club, and a proper mess hall. The unit used heavy equipment to turn the marshy landscape into two bases — Landstuhl (with the runways) and Ramstein (the administrative side). Due to the marshy conditions, to build the taxiways the workers often had to dig six to eight feet deep and backfill with the red sandstone

so common in the area. In the years that followed, the unit worked on the construction of many military bases in the region, including Spangdahlem, Bitburg, and Sembach. In May 1971, an aircraft barrier, generator and training unit from Wiesbaden transferred to the then-USAFE Civilian Service Unit. This now made the unit a military component, with an active duty commander. It was officially activated and designated as the 7002d Civil Engineering Flight. Its current nickname, “the Deuce,” stems from this original designation. The 7002d was responsible for building streets, runways, clinics, park-

ing lots, hangars, and schools. It also trained Air Force members in construction, firefighting, and rescue techniques. In 2006, USAFE approved the squadron’s humanitarian mission, allowing them to provide humanitarian and civic assistance, prefab construction experts, and airfield evaluations. In 2009, under the massive reorganization at Ramstein that created the 435 Air Ground Operations Wing, the unit was redesignated the 435 Construction and Training Squadron and assigned to the 435 CRG. Today, it is the only unit of its kind left in the Air Force and still employs nearly 200 local nationals.

435 AGOW celebrates historic years with RAB The 435th Air Ground Operations Wing has been at Ramstein for nearly two decades, both as a host wing and as a tenant. The 435th’s history, however, is much longer and more illustrious than just its last twenty years. In the nearly 80 years since its inception, the 435th has helped drive the Nazis from France, saved lives during countless humanitarian airlifts and medical evacuations, served as host wing on two different bases in Germany, and stood up the Air Force’s only wing in Africa. In 1943, the 435th Troop Carrier Group was created as part of the Army Air Forces, with the mission to transport airborne infantry, parachute troops, glider units, and materiel. After a few months of training, the group moved to England to prepare for operations in the European Theater. On D-Day, the 435th dropped troops from the 101st Airborne onto Normandy during Operation NEPTUNE and later that day delivered muchneeded supplies using Waco gliders. For their participation in the Normandy Invasion, the 435th earned the Distinguished Unit Citation. The airmen of the 435th also flew in support of Operation MARKET-GARDEN in the Netherlands, Operation DRAGOON in Southern France, and Operation VARSITY crossing the Rhine into Germany. Although dropping paratroopers and towing gliders into combat was an important aspect of the 435th’s mission, most of its time during the war was spent delivering cargo, such as fuel and rations, to ensure the Army could continue its drive across Europe. The 435th delivered supplies to Patton’s army driving across France and even dropped vital cargo to the beleaguered Easy Company stuck in Bastogne. After the war, the 435th entered Reserve status as the 435th Troop Carrier Wing. It found itself mobilized in 1951

for nearly two years to support the Korean War and was occasionally called to active duty during times of national crises. Initially operating out of Miami International Airport, the wing later moved to Homestead AFB in South Florida. During these years in Florida, the 435th flew primarily C-119 Flying Boxcars and C-124 Globemasters in transport and airborne missions, particularly to the Caribbean and Central America. When hurricane Donna ravaged South Florida in 1960, the 435th TCW spent three days delivering food, water, supplies, and even bridge panels to stranded residents in the area. By 1965, the wing was once again inactivated. The 435th returned to Europe in 1968, when it was activated as the 435 Military Airlift Support Wing. In 1969, the wing arrived at Rhein-Main AB in Germany where it would remain for more than two decades. Initially operating as a Military Airlift Command support wing, the 435th provided deployed airlift control elements and maintenance at aerial ports in Europe, Africa, Southwest Asia, and the Middle East. In 1975, it became the 435 Tactical Airlift Wing and took over hosting duties at Rhein-Main — then the busiest U.S. air terminal in Europe. With its airlift and medical evacuation mission, the 435 TAW was extremely busy over the next two decades. The many squadrons of the 435th helped evacuate the injured Marines after the 1983 Beirut barracks bombing, returned the Iranian hostages in 1981, and evacuated the victims of a brutal mortar attack at a Sarajevo market in 1994. The 435th itself fell victim to terrorists when a bomb exploded outside of wing headquarters in 1985, killing two and injuring many more. In the 1990s, the wing was also busy with several humanitarian airlifts: Operations PROVIDE PROMISE, PROVIDE HOPE, and PROVIDE COMFORT. The 435th performed the first American aid delivery into Sarajevo during Operation PROVIDE PROMISE, a

two-year mission to airlift supplies to the surrounded city during the Yugoslavian Civil War. The 435th efforts during this operation earned it a Joint Meritorious Unit Award. Early in 1994, the 435th Airlift Wing began turning over portions of Rhein-Main back to German control, drawing down until the wing inactivated in 1995. It was not until nearly ten years later that the 435th returned, this time activated as the 435th Air Base Wing at Ramstein AB in 2004. The 435th took over host wing responsibilities from the 86th Airlift Wing and was responsible for the entire Kaiserslautern Military Community. All of the major support units on base, such as the Logistics Readiness Group, the Medical Group, and the Mission Support Group, all fell under the 435th. Because the 86th’s commander remained as commander of the KMC with the 435th commander as deputy, the next several years were rife with confusion and annoyances regarding powers and responsibilities. In 2008, it was decided that the current organization of the 86th and 435th was too cumbersome and a change was needed. On July 16, 2009, the 435th changed designations for the last time, becoming the 435th Air Ground Operations Wing. The 86th AW now took over host duties at Ramstein, as well as responsibility for the KMC, streamlining KAISERSLAUTERN

the organization of both wings and removing the complications. The 435th went from an air base support mission to a primarily expeditionary operations and support mission with emphasis on contingency response operations and airground operations. All of its previous support units were inactivated and activated as new units under the 86th. The wing received the 435th Contingency Response Group with its base opening mission, the 435th Air and Space Communications Group with expeditionary and base support communications mission, and the 4th Air Support Operations Group with a TACP

and weather support mission. Today, the 435th is working to more closely integrate its three groups to support USAFE’s mission on the continent. One of the most unique aspects of the 435th is its dual wing, the 435th Air Expeditionary Wing. Activated in 2013, the AEW is the Air Force’s only wing in Africa, created to improve command relationships and support to units on the African continent. The entire 435th AGOW’s command team, including the commander, is dual-hatted, splitting their time between the two active wings. Since its inception, the 435th AEW has more than doubled in size and provides tactical airlift, personnel recovery/casualty evacuation, and base operations support for two groups, ten squadrons, and four airfields.

The team of the German-American Community Office sends congratulations to Ramstein Air Base on its 70th Anniversary

For almost 20 years, the GACO has been part of the Kaiserslautern Military Community. During this time, the bilingual staff of the office, jointly operated by the Kaiserslautern City, the U.S. Army and Air Force,

have proudly assisted more than 45,000 U.S. military members and German citizens. Many have used the services at the GACO for routine, yet sometimes adventurous, questions. The GACO team has helped

people with questions on how to obtain an international driver’s license, with retirement questions, landlord issues, or locating relatives, and anything else that could come up during a stay in Germany/Europe.

The GACO team has also welcomed many host nation leaders in this office. We could not have provided our support without the assistance of Team Ramstein, and we look forward to continuing this great cooperation.
