Enhancing connections at GACO by Airman 1st Class Daniel Sanchez 86th Airlift Wing Public Affairs
U.S. Air Force Maj. Gen. Randall Reed, Third Air Force commander, met with German community leaders at the GermanAmerican Community Office in Kaiserslautern, Dec. 2. In an effort to increase engagement opportunities with community leaders, Reed announced that he will maintain regular office hours at the GACO in his role as the Kaiserslautern Military Community commander. He is the first KMC commander to work regularly at the downtown facility. “Working in the GACO once per month is part of a larger effort to ensure we remain accessible and keep communication flowing with our host nation partners,” said Reed. “The GACO is a one-of-a-kind initiative between the Air Force, Army and City of Kaiserslautern. It is a physical representation of the strong partnership between U.S. See GACO, Page 3

Department of the Air Force moves Physical Fitness Assessments to April 2021, removes waist measurement from composite score permanently by Secretary of the Air Force Public Affairs The Department of the Air Force announced physical fitness assessments will now resume April 2021 and will no longer include the waist measurement component. To ensure social distancing practices remain in place during the
ongoing COVID-19 pandemic, and to give Airmen and Space Professionals time to prepare, testing was delayed from October to January and is now further delayed to April. While the waist measurement is permanently removed from the assessment, height and weight measurements will resume October 2021.
“We trust that our Airmen understand the standard of good physical health practices and we are all finding innovative ways to stay fit,” said Air Force Chief of Staff Gen. Charles Q. Brown, Jr. “We also trust that leaders will take the appropriate steps to keep their Airmen safe while making every effort to provide fitness
options during the pandemic.” Fitness assessment cells, fitness center staff, physical training leaders and members performing fitness assessments will adhere to physical distancing protocols and other local precautions as determined by installation commanders once assessments resume.
Commanders may delay official fitness assessments beyond April 2021 if necessary, based on the recommendation of local public health officials, the continuation of closed fitness centers and extended state-wide restriction of movement and gatherings. See PHYSICAL FITNESS, Page 2

COMMENTARY: RAMSTEIN CHAPLAINS IMPLEMENT FAITHWORKS Story and graphic by 86th Airlift Wing Chapel Nothing tests religious beliefs more than the situations our Airmen face throughout the course of their service. Providing pastoral care and counseling to those of faith, and those of no faith, Air Force chaplains are religious ministry professionals who support the spiritual resilience of our Airmen all over the world. As spiritual leaders, chaplains are relied upon for faith and personal guidance. Although the work of other functional communities intersects with theirs in many different ways, and theirs with others, increasing spiritual fitness throughout the Air Force is the Chaplain Corps’ main job. In other words, if they don't do it, it won’t get done. Research overwhelmingly demonstrates the role spirituality and religion can play in improving health in every domain of comprehensive Airmen fitness. Commenting on this multiplying body of evidence, Harvard professor Dr. Tyler J. VanderWeele wrote that "communal religious participation" is like a "miracle drug" in building social networks, enhancing mental health, promoting physical health, and reducing mortality. He stated, “If one could conceive of a single elixir to improve the physical and mental PHYSICAL FITNESS from Page 1 At this time, Space Professionals will adhere to the physical fitness policy of the Department of the Air Force. Eventually, the U.S. Space Force will develop its own physical fitness assessment. Airmen and Space Professionals may determine their next fitness assessment due date by visiting the Official Physical Assessment Due Date Matrix on myPers which will be updated and available Dec. 8. Fitness assessment due dates will primarily depend on the date and score of the last official test. “Originally, we hoped to
health of millions of Americans — at no personal cost — what value would our society place on it? Going a step further, if research quite conclusively showed that when consumed just once a week, this concoction would reduce mortality by 20% to 30% over a 15-year period, how urgently would we want to make it publicly available? The good news is that this miracle drug — religion, and more specifically regular church attendance — is already in reach of most Americans.” Using more than 20 years of prior work in this area, Vanderweele suggests that religious services bring about “better physical and mental health.” These results have been replicated in different studies and populations and are considered to be quite reliable. VanderWeele believes the empirical data that is derived from the relationship between religion and health should “force us to reevaluate religion’s role in society and public life.” Religion is often perceived as an outdated practice today. But, before we throw the baby out with the bathwater, we must consider the benefits of spirituality. The research shows that spirituality is a great predictor of good health. These studies show that faith increases the likelihood of a stable marriage, elevates one’s sense of meaning,
and expands one’s social network. It leads to robust volunteering and civic engagement as the effects are profound across numerous domains of life. Furthermore, faith affects mental health, too. The research at Harvard, and elsewhere, indicates that, possibly due to a message of faith or hope, those who attend services are more optimistic and have lower rates of depression. The research from Harvard has also shown that attendance protects against suicide. Others have found that churchgoers report having a greater purpose in life and developing more self-control. Vanderweele also noted that faith helps to provide harmony among people, even from different identity groups, when they come together. With a shared moral and spiritual vision, there is a sense of accountability, where members are expected to love and care for one another. The teachings, the relationships, and the spiritual practices gradually change behavior, creates meaning, alleviates loneliness, and shapes a person in ways too numerous to document. Yes, communal religious participation is a miracle drug that can change society in ways small and large, subtle and profound. In other words, according to growing reams of scientific data, faith works! Wisdom demands we leverage
resume testing by January 2021,” said Chief Master Sgt. of the Air Force JoAnne S. Bass. “However, based on the number of cases nationwide, the right thing to do is focus on keeping our Airmen and their families safe. Delaying and reevaluating the PT test is the best option for our people.” The test will still consist of a 1.5 mile run, 1 minute of pushups and 1 minute of situps. However, the composite score will be calculated with full points for the waist measurement portion until system changes can be made. Department leaders are also looking to reevaluate certain test-
ing criteria moving forward. “Along with removing the waist measurement, we are also exploring alternative strength and cardio components to our current Air Force fitness assessment,” Brown said. “We believe these potential test structure changes will impact Airmen in a positive way and help with a holistic approach to health and fitness standards.” For more information, Airmen and Space Professionals should contact their fitness assessment cells and visit the COVID-19 Fitness Guidance page on https:// mypers.af.mil/.
this data to benefit Airmen and their mission. As with every domain, not every Airman will choose to employ spirituality and/or religion to bolster their comprehensive fitness, nor will they be required to. But the practical effects of this research will fascinate many as they learn how to strengthen resilience and boost readiness by the array of evidence-based practices the research reveals. The Ramstein Chaplain Corps is poised to help Airmen understand the science: when it comes to improving health in all its facets, faith works! Given their role as stewards of spiritual fitness, the Ramstein Chaplain Corps is launching a campaign to inform Airmen about the weight
of evidence regarding the positive relationship between spirituality, religion and health. In keeping with millennia of tradition and mounds of modern research, this effort is called FaithWorks. Chaplains will be taking this message throughout their respective areas to educate and encourage Airmen and their families. Fortunately, it’s not too good to be true. Airmen need to know and the Ramstein Chapel Team will make sure they do. Because if they don't do it, who will? Cited research: Tyler J. The leaders discussed coronavirus response efforts, vaccination strategies, GACO’s role in the community, the current status of U.S.-host nation relations, and other topics. and postured to complete the mission whenever they’re called upon,” said Reed. “It would be difficult, if not impossible, to do our job without the support from our local communities.
The GACO has been a resource to both Americans and
Germans since 2003, assisting the community with linguistic support, information on host nation regulations, administrative issues, and more. “It is the only facility of its kind in the world and a very important factor for the integration of newly arrived military families into German communities,” said Roberto da Costa, 86th Airlift Wing senior host nation advisor. “It is also important to the local German population as it offers direct contact to the military community and City of Kaiserslautern staff working side-by-side to provide community support.” The GACO serves the KMC, which hosts more than 50,000 U.S. military members, civilians and their families — making it the largest community of Americans outside the United States. “These communities are where many of our Airmen live and spend their time when not at work, and it is important for us to cultivate relationships built on trust and respect,” said Reed. “We do that by being good neighbors, respecting local culture and approaching challenges together.”

KMC HOUSING TOWN HOMES WASTE CALENDAR FOR 2021 Currently, in the KMC housing areas, there has been an increase in improper disposal of waste and recycling. As military family housing residents, it is important to follow proper recycling procedures. In Germany, it is the law to sort your trash and recyclables into the correct containers. Sorting refuse into the proper locations is your responsibility. Any items left outside the appropriate containers will not be picked up by the garbage/recycling contractors. This includes bulk items such as large cardboard boxes, furniture, grills, mattresses, etc. If items will not fit into the correct container, they must be taken to the nearest recycling center location for proper disposal. In order to control unauthorized refuse disposal, surveillance of housing and receptacle areas is now being performed on a daily basis. Violators for improper disposal will receive one “Notice to Correct” issued as a warning. Refusal to adhere to policy, or further violations, will result in the occupant’s First Sergeant being notified. As always, the Housing Office thanks you for your cooperation in keeping our communities and environment clean and healthy for all to enjoy! An update on COVID vaccine
by Col. (Dr.) Ryan Mihata 86th Medical Group Commander Germany’s current restrictions seem to have stabilized case counts across our region. Kaiserslautern is stable in the range of 115-134 cases per 100 thousand. While elevated, the rate is no longer climbing. On Ramstein, the number of active cases is on a downward trend over the past week (and month). Thank you all for keeping up your prevention measures; this is the key to keeping us all healthy. This week’s Defense Health Agency Cause of the Week is #HousingAndShelter. We take so much for granted, especially that

most of us have shelter and a roof over our heads. Having shelter from the elements directly contributes to individual and population health. One way you can support in this regard is to donate to trusted, vetted charities through the Combined Federal Campaign at GiveCFC.org. As you may be aware, several companies announced the development of effective COVID vaccines. On Dec. 8, United Kingdom citizens started receiving one company’s vaccine. In the United States, the Food and Drug Administration
is expected to consider the first vaccine on Dec. 10 and a second company’s vaccine on Dec. 17 for an Emergency Use Authorization. An EUA allows use of “unapproved medical products” to treat biological threats when there are no other “adequate, approved, and available alternatives.” For more on EUAs: https://www.fda.gov/emergency-preparedness-andresponse/mcm-legal-regulatory-and-policy-framework/ emergency-use-authorization

Lenhardt INTRODUCING: Juwelier Your local jewellery expert in Landstuhl
S
ince 1956 family Lenhardt has been in the jewellery business. They originally started off in a small shop in Hütschenhausen and then in 1981 moved to the location they are in now. Yes, that’s correct, they have been a loyal institution of the city of Landstuhl for (almost) 40 years now! The Hütschenhausen location is still open and sells wall clocks and grandfather clocks. Juwelier Lenhardt is a beautiful shop spread out over 150 sqm. The team consists of four employees and two directors. Mr. Rink, whose grandfather was a
Lenhardt, is the current owner and managing director and a master of watch making himself. Another employee is a goldsmith master and they even have a certified diamond expert on board. So, you can already tell the quality of service that awaits you. Not only are they highly qualified in the jewellery field, but also have high-quality jewellery. Their style sets them apart from the rest of the common, mainstream (chain) jewellers, as they have a more international flair, with a modern “pop art” touch and an Italian design. Even the interior gives you that feeling, with
its dark wood mixed with glass and mirror elements, you could easily think you were in Milano. Another aspect that is high on their list is their expectations of the English language. They make sure all of the employees at Lenhardt can properly consult you, not only “small talk”. You can categorize their selection into small (wrist) watches and jewellery. So no matter which occasion you are shopping for, you will definitely find a variety to choose from, like earrings or necklaces for a birthday or anniversary, sapphire and ruby gemstones, or engagement
rings with loose diamonds, meaning you can have yours custom-made to include round, drop, oval or princess cut diamonds. Feel free to stop by and experience it yourself, or if you think you might be too tempted, you can always do window shopping — even online. Lenhardt’s motto is: “Our heart beats for feminine jewellery, diamonds and gemstones, mechanical watches and top-notch craftsmanship, as well as for you, our customers from the Pfalz and Saarland.” It’s time to check out Juwelier Lenhardt today, I promise it will make your eyes sparkle!

Winter weather awareness Story and graphic by Staff Sgt. Devin Boyer 86th Airlift Wing Public Affairs
Being informed before the winter weather hits is a good way to be prepared. Knowing where to find information such as road conditions (ROADCON), early release, late reporting and base and school closures can ensure members of the Kaiserslautern Military Community keep themselves out of the elements. Following are frequently asked questions with answers. How are delayed reporting, base closure and early release instructions decided? The 86th Airlift Wing commander receives a recommendation from the 86th MSG commander to determine reporting instructions for delayed reporting, early release, or base closure. When one hears the word ‘dentistry’ they may hear the distant whirring of a phantom dental tool or imagine themselves sitting around in a waiting room. For those who may be a little less motivated to go to the dentist, know that the team there truly cares and enjoys helping people. “What I like about dentistry is that it’s very diverse,” SotoBetancourt said. “There’s so many things you can take away from just being in the career field, whether you’re doing surgeries or simple fillings on patients.” Dental work is only half of the fun, though. Soto-Betancourt and his team also train frequently and participate in base-wide exercises. It was during these events that Soto-Betancourt shone as a leader. Soto-Betancourt directed the medical group’s largest medical contingency response team, which consisted of more than 40 people. They were able to successfully respond to a point of distribution and mass casualty exercise in which they showcased their readiness and cohesion. “We were able to train and execute right away and see where our deficiencies were, which we corrected on the spot,” SotoBetancourt said. “It was good to have all of our people out there go over what we would do if an incident did happen.” During the mass casualty exercise, they processed 26 patients while providing self-aid and buddy care and transported those who were more severely injured to a higher echelon of care. The
Manpower and Security Team also assisted and processed 100 patients while they maintained positive control of the operations. “Manpower and Security are a separate part of dentistry,” SotoBetancourt explained. They help ensure protocols are followed correctly in the event of elevated force protection conditions. Furthermore, Soto-Betancourt served as the alternate clinical dentistry flight chief. He was responsible for overseeing 95 active duty Airmen and five local national employees. “Everyone always has something they have to take care of, so we try to accommodate,” SotoBetancourt said. “It becomes stressful making sure that providers are still seeing patients, making sure they [have the staff to support

Poppin’ and Locking: Resilience through dance
U.S. Air Force Airman 1st Class Manuel Zamora, 86th Airlift Wing Public Affairs specialist, poses for a portrait on Kapaun Air Station, Nov. 18. Zamora uses breakdancing as a form of meditation, which helps him stay more relaxed and focused on present priorities.

“For me, it’s more of just being a meditation thing,” said Airman 1st Class Manuel Zamora. “It’s a health thing for me. said. “I may like the song. Next thing you know, it’s been two hours and I’ve been dancing.” Continually striving to learn his craft means coupling long-term commitment with the development of a unique style. “I don’t want someone to be exactly like me,” Zamora said. “And I don’t want to be exactly like somebody else.” Despite his sense of individuality in dance, Zamora recognizes the importance of learning foundational movements. Zamora instructed young children on how to breakdance in 2011 as a sports coordinator. “It was my favorite job,” Zamora said, reflecting on his time at the Boys and Girls Club of America. The fundamental moves he passed on to these children provided them with a basic understanding needed to continue growing in the art. “You give them just a few tools,” Zamora said. “And then after that, they're building a house with it. That's the beauty of the art. The beauty of the dance. It helps with confidence.” Zamora lives this conviction through the self-assurance he experiences first-hand as he performs with confidence. “I never feel like I lack any confidence when it comes to dancing,” Zamora said. “That's my world. That's where I belong.” The self-confidence he describes, combined with a sense of relaxed awareness, lays the groundwork for continuous improvement and maximized potential.
“I think the greatest thing about dancing is that you can be silly; and that would probably make it even better,” Zamora said. "The people who don't take themselves too seriously when they're dancing are probably the best ones.” Having the freedom of expression through dance allows Zamora to thrive in a more structured community within the Air Force. This balance of energy allows him to continue serving to the best of his ability. “In the Air Force, there's always something coming at you and you have to be prepared for it,” Zamora said. “I’d say [breakdancing] allows me to get my energy back in focus. Then, I go on the attack and give whatever I need to get the job done.”

Story courtesy of the 86th Operational Support Squadron As the sun sets on Ramstein Air Base and many of its offices sit vacant, some work centers still have the lights on. The 86th Operations Support Squadron’s Knights remain ever-vigilant to keep the mission going every day and night. During a typical day, life at the 86th OSS is abuzz with more than twenty different AFSCs held by more than 170 military, civilian, and contractor personnel within thirteen sections; one of Ramstein’s most diverse squadrons is busy ensuring operations don’t cease. The Commander’s Support Staff ensures everything runs smoothly throughout the squad-
ron while ensuring personnel readiness and accountability. The Current Operations Flight works closely with the 603rd Air Operations Center’s Air Mobility Division to coordinate the 86th Airlift Wing’s flying schedule as well as logistics for all flights into and out of three separate areas of responsibility. The Host Aviation Resource Management office double checks aircrew flight records to make sure they are current on all requirements prior to aircraft departure. The Intelligence Flight delivers time sensitive briefings to aircrew on their assigned missions, highlighting potential threats the crews may face along the way, and re-checks the information for last minute updates before the crews step to their respective aircraft.

U.S. Air Force Staff Sgt. Jared Martin, 86th Operations Support Squadron air traffic control watch supervisor, facilitates the flow of air traffic at Ground Controlled Approach, Ramstein Air Base, Oct. 15. Air traffic controllers at GCA secure safe departures and landings by guiding airborne aircraft until they transition to or from German air traffic controllers. Air traffic controllers at GCA also help pilots with instrument flight rules landings, making sure they stay proficient in inclement weather runway approaches.
The Survival, Evasion, Resistance, and Escape specialists provide training to aircrew on life-saving techniques, should a worst-case scenario occur. The Tactics and Joint Airdrop Inspections Flight conducts mission-essential training for aircrew and performs inspections of all cargo before it is airdropped in order to maximize safety and quality control. Airfield Management patrols the flight line, checking all of the twelve separate navigational aids that enable safe take-offs and landings. The Weather Flight uses different systems and tools located throughout the base and space, gathering up-to-date information that could impact operations. The Aircrew Flight Equipment Flight meticulously inspects the crew’s equipment, everything from flight helmets to night vision goggles and weapons to survival gear, to ensure proper functionality.
Finally, the 86th OSS is home to the primary Air Traffic Control facility’s Tower controllers, Radar, Airfield & Weather Systems experts, and Ground-Controlled Approach professionals who not only maintain multiple systems across the base, but establish a smooth transition of flights entering and exiting Ramstein’s airspace. Tonight is a special night. A night where a silent symphony can only be seen within the OSS to enable the success of the 86th Airlift Wing. Tonight, as the Ramstein lights can be seen for miles, a no-notice mission drops. As important as these types of missions are, they are rare and typically conducted in response to an emergent situation. work centers to prepare for the mission that is still unknown. The symphony begins with Current Operations coordinating the details of the previously unscheduled flight that will be taking off shortly. The aircrew arrive to the Intelligence office, where they are briefed on the current situation and other missioncritical information. From there, the crew proceeds to AFE to get issued their equipment required for the mission and check their night-vision goggles. Seamlessly, the aircrew arrive to their aircraft and, after conducting their pre-flight checks, begin speaking with the ATC to acquire clearance for taxi and takeoff. During this time, the Weather Flight passes real-time data to the aircrew. Behind the scenes, Airfield Management conducts last minute checks for safe taxi and take-off for the mission. The roar of the aircraft’s engines is heard as they take off. Air Traffic Controllers ensure a smooth hand-off is made to German controllers as the aircraft departs Ramstein’s airspace into the night. Just as quickly as the mission is launched, the thrash of the night subsides peacefully. Hours later, the sun begins to shine upon Ramstein. Work centers begin to return to life. Many are perhaps completely unaware of the hustle and bustle from the previous hours. However, due to the importance of the 86th AW’s mission, movement of personnel, humanitarian aid, and aeromedical evacuation went unimpeded. The 86th OSS remained diligent through it all, ensuring that “Ops Never Stops.”

Sidewalks must be kept free of snow, ice
by 86th Airlift Wing Public Affairs Editor’s Note: This article was published in a previous edition of the Kaiserslautern American and the information has been updated to reflect this year’s content.
German communities have rules regarding snow and ice on sidewalks to avoid accidents. Residents living off base should check their rental contracts to find out about their obligations. The rental contract clearly states who must keep sidewalks free of ice and snow. Usually landlords turn this obligation over to their renters. As soon as there is a danger of black ice, renters or landlords must throw salt,
sand or gravel on walkways. Snow must be swept off so pedestrians can walk. NOTE: In some communities, residents are not allowed to use salt because it can damage the environment and sidewalk tiles may become loose. House owners or renters don’t have to clear the whole sidewalk of ice and snow, but must clear a path so two people can get by. They don’t have to remove snow if it continues snowing, but must remove it 15 to 30 minutes after it stops snowing. The snow has to be removed in a way that does not impact traffic. In most communities, sweeping snow and throwing salt, sand or gravel must be done
between 7 a.m. and 8 p.m. on workdays. On Sundays and German holidays, the snow removal obligation starts at 9 a.m. The general rule is: first sweep off the snow, then throw salt, sand or gravel. In extreme weather, the cleaning procedures must be repeated throughout the day. If renters are, according to their contract, obliged to take care of cleaning their sidewalks, they must find somebody to do it for them if they won’t be able to because of sickness or work. If pedestrians get hurt due to sidewalks that were not properly cleaned, house owners or renters can be held liable. They might have to pay for medical treatment, compensation and sometimes even a fine.

Housing survey feedback vital to quality of life improvements
Photos courtesy of the U.S. Army
by Keith Pannell USAG Rheinland-Pfalz Public Affairs The U.S. Army’s Fall 2020 Tenant Satisfaction Survey, formerly the Housing Satisfaction Survey, began Dec. 2 for all Army Housing residents. The Baumholder Housing Office is excited the survey is getting started after a delay from September. “The Tenant Satisfaction Survey allows residents who live in Army-controlled housing an opportunity to vocalize what they need from housing,” said Charm Sutton, Baumholder Housing Customer Service chief. That could include certain
amenities or certain preferences they want to see in housing. The survey also allows residents to voice what they’re satisfied, or not satisfied with. Every sponsor in military housing will soon receive an email with a link and password to the survey. Last year, only 26%, or 195 of the 747 Baumholder housing residents available, filled out the survey. “When they neglect to take the survey, nothing changes, things remain status quo,” said Sutton. “Taking the survey gives residents an opportunity to request things they desire in their housing.” Harald Kastner, Baumholder Military Housing chief, said
within the last year there have been numerous improvements to housing based on previous survey results. “We’ve done work to bring almost 400 units up to standard,” Kastner said. “We’ve right-sized (taking a building of 16 units and making it a building of 12 larger units) eight of our buildings and plan to do more.” Kastner added that within the last year Baumholder Housing has begun adding rolladens (sun shades which can be rolled up or down) and balconies to the 60 year-old buildings. Sutton added that the command policy on air conditioners was changed in
May 2020 to allow residents to purchase one air conditioner per unit. “Those upgrades and changes come directly from these surveys,” Kastner added. The survey is made up of ten multiple-part questions and only one survey can be filled out per household. The Army understands residents get a lot of spam and fake email, so any email or information about the Tenant Satisfaction Survey will have the Office of Management and Budget number 07040553, as well as the expiration date of March 31, 2022, on it. “I would ask every household to take this survey,” Sutton said. “Otherwise, you have all
these people who don’t live in your community telling you what you need in your community. How effective is that?” “The survey is an opportunity for residents to voice what they think is working and what is not,” said Col. Vance Klosinski, USAG RheinlandPfalz commander. “Even if you’re brand new to the community, give us your first impressions. Please take a few minutes to fill out the survey and help create a better place for fellow Soldiers and families to live.” OMB Control Number: 0704-0553; OMB Exp. Date: 03/31/2022

Operation Holiday Connection brings cheer to families during pandemic Story and photo by Rebecca Schwab USAG Rheinland-Pfalz Public Affairs Celebrating the holidays during a pandemic will be new for everyone, but U.S. Army Garrison RheinlandPfalz plans to help make it the best possible experience for Soldiers and families. Operation Holiday Connection — organized by Family and Morale, Welfare, and Recreation — will provide fun holiday activities through FMWR libraries, Army Community Service, Better Opportunities for Single Soldiers, and Outdoor Recreation, in addition to connecting Soldiers and families to virtual resources from garrison partner organizations. From December 3-23, FMWR’s Santa Village will be on display at Baumholder ODR. Although kids won’t get to sit on Santa’s lap this year, Baumholder ODR will provide a family photo opportunity in Santa’s sleigh. The sleigh is over 100 years old and took ODR staff over a month to refurbish. “We’ve worked hard the last few weeks to ensure that the safety of our community is first, [so] to best follow the COVID guidelines, we’ll be offering photo shoots by appointment only,” said Jason Ille, director of Outdoor Recreation for the garrison, adding, “We will have representation for all FMWR facilities on site to ensure our community is knowledgeable on all that is provided to our community.” Appointments for a photo with the sled and a walk through the display can be scheduled with Baumholder ODR at 0611-143-531-3401. For a chance to see Santa, the library and ACS will host a virtual reading of Polar Express by Santa Dec. 18 through Microsoft Teams. Families must register by Dec. 10 with the first names of their kids to make sure they each get a “Holiday Cheer” packet in time for the reading. Packets will include hot cocoa and peppermint, as well as the official link to the event. “We cherish our relationship with the community and are doing our best to continue providing excellent

She added that books, video games, and movies can still be requested at garrison libraries, and that all of their many online resources — including e-books, streaming services, test prep, databases, language lessons, and more — are also available. “To access even more virtual content, including storytimes, makerspaces and other programming, we invite everyone to our Facebook groups Friends of the Baumholder Library and Friends of the Landstuhl Library,” Malenius said. “Best of all, everything is free. We hope to keep you connected during the pandemic and beyond.”
After the Polar Express reading, information about other resources will be provided, such as emergency contact information and ideas for pandemic-safe social, spiritual, and family activities throughout the garrison footprint. Garrison Army Community Services Chief Heather Robinson said the idea for Operation Holiday Connection began in October, with the start of the second partial lockdown. Leadership recognized long-term isolation was a significant threat due to a lack of connection to people and resources. “New Soldiers and families arriving this year left locations in lockdown in the United States and potentially missed traditional farewells to friends and families due to pandemic restrictions,” Robinson said. “They then

relocated to USAG Rheinland-Pfalz during a lockdown with quarantine and reduced exposure to resources available to support readiness.” Robinson said that by providing family-friendly, fun holiday activities, along with information to help community members get connected, they hope to keep spirits high. “We want to decrease the risk for depression,” she said, “and increase utilization of programs that support social, family, spiritual, emotional and
physical readiness.” She said FMWR and partners will be looking for feedback from Soldiers and families regarding the effectiveness of the virtual platform and partnerships in encouraging positive sustainable connections even beyond the holiday season. Robinson has been a counselor/ crisis worker all her life, but she says one of the most fulfilling jobs she’s ever had has been working with the Army. “Soldiers and their families remind me of work with first responders during disasters,” she said. “They are, hands down, the most well prepared, well trained and resilient group of people I have ever known. They set the example and build the road maps for other civilian agencies and communities to follow.” She said this is also true for military kids. “Military kids are natural leaders and take that role during a crisis,” she said. “All we have to do as providers is provide the information and set the stage.” Robinson said USAG RheinlandPfalz has done an exceptional job leading the way for use of social media and Microsoft Teams during the pandemic. “There is a constant feedback loop from our customers,” she said. Operation Holiday Connection is being led by USAG Rhineland-Pfalz libraries, with the Service Credit Union providing sponsorship.

U.S. Air Force Airmen look on as a tree lighting ceremony takes place at Ramstein Air Base, Dec. 4. The Christmas tree was a gift from the city of Ramstein-Miesenbach and represents the unity between German and American partners.
The Department of the Air Force is seeing its highest retention levels in 20 years, second only to rates recorded shortly after 9/11 in 2002. However, as hundreds of members who were previously planning to retire or separate in 2020 withdrew or delayed their departures amidst COVID-19 concerns, it led to fiscal year 2021 end strength numbers that already exceeded the projected end-of-year goals. “Congress delivered immense help, increased our numbers and helped us make real readiness improvements after sequestration reductions,” said Lt. Gen. Brian Kelly, deputy chief of staff for manpower, personnel and services. “Increased recruiting and retention efforts helped restore the size of the force by nearly 23,000 over the last five years. We also closed a 4,000-person maintainer gap and increased the manning levels of many career fields.” Now, Kelly said, the challenge for the Department is to keep the size of the force balanced for the future, high-end fight. To get that done, headquarters personnel teams are reviewing voluntary opportunities to allow for even more flexibility as Airmen make long-term career choices. These will involve waivers of some active duty service commitments, particularly focused on expanding opportunities to affiliate with the Guard and Reserve. “We want Airmen to know their expertise is incredibly valuable, and we are reviewing steps to make it even easier to either transi-
tion to Guard or Reserve service or explore other career fields,” he said. Kelly also noted the service may no longer need all the retention bonuses the force is currently using, and will “shape the force to better match our requirements by facilitating re-training from some over-manned AFSCs to those with lower manning levels.” Kelly said involuntary programs are not being considered for FY21. “We have to bring in the right number of Airmen each year to sustain the force throughout the continuum of service,” Kelly said. “We have a plan to avoid future year-group gaps and we will announce volunteer options soon that we believe will balance end-strength appropriately.” Kelly expects to share the approved list of volunteer options before midDecember. As the Space Force is still in a purposeful phase of strategic growth, any force management decision will be evaluated for its applicability to the newly formed sixth branch of service. Space Force members will not be eligible for a voluntary ADSC waiver due to the required minimum two years to join the new service. “As we build the Space Force, our priority has been to do no harm and to communicate decisions with the maximum transparency possible as we transfer personnel from the Air Force into the new service,” said Patricia Mulcahy, U.S. Space Force chief human capital officer. “We remain committed to that goal as we work with our partners in the Air Force to find effective solutions in addressing these force management concerns.”

School Liaison Officer helps families adapt to new community Story and photo by Rebecca Schwab USAG Rheinland-Pfalz Public Affairs Moving may be tough for adults, but it can be even harder for children, who must adjust to a new school, new friends, and a new routine in a new place — sometimes even at an overseas location, like here in Rheinland-Pfalz. Add COVID-19 to the mix, and the changes can be overwhelming. Enter school liaison officers like Lynn Rice. “When families PCS, there can be so many different emotions going on,” said Rice, school liaison officer for School Support Services at U.S. Army Garrison RheinlandPfalz. “We are here to try and alleviate the stress families go through during a move.” She said they do that by connecting with families before they come to Germany. “School liaisons are knowledgeable of child and youth programs [and are] therefore able to provide program information prior to the family’s arrival,” she said. “We provide school registration information, school calendars, and school zone information, and [we] offer the opportunity for youth to have a youth sponsor.” The Youth Sponsorship Program pairs students who are already here with incoming youth to help them get acquainted with
School Liaison Officer Lynn Rice, left, with Dr. Kendra Wagers, guidance counselor at Kaiserslautern High School.
the community and school before arriving. “Once the new student arrives, the sponsor will meet the new youth and lead him/her around the school and community,” she said. “[It’s] a great opportunity to help alleviate the stress of a transition, as it is so difficult to leave friends and try to make new ones.” Once families are here, they receive assistance with final registration and any other questions they may have. The help also
extends to families getting ready to leave the community. “We are able to connect families with their gaining school liaison to prepare their transition,” Rice said. Rice has worked for Child and Youth Services for many years, starting out with four-year-olds before moving on to work with older kids. She came to Germany as a training specialist and then transitioned to become the school liaison officer. She said she loves
helping families with their move to Rheinland-Pfalz. “When families reach out to you, once they arrive, they say, ‘Thank you for being in touch with me while moving. We appreciate you!’” Rice said. “I enjoy working with (Department of Defense Education Activity) administrators and district folks. It is so important to maintain great partnerships.” That’s especially true considering changes brought about by the COVID-19 pandemic.
“In the spring when corona hit, the schools changed to remote learning,” she said. “The schools responded amazingly, as this was something new to them. Laptops and hot spots were offered to families who were in need of these items. There was much coordination happening between families, teachers, administrators and military leaders.” Rice said prior to the start of the fall semester, families were given the option to register for virtual school or do face-to-face learning. She said the same will be true for the spring semester. To help combat the new challenges brought on by COVID-19, Rice said other assistance is being offered, including free lunch at school. Normally, families pay for their children’s lunches, with some families being eligible for free or reduced-price lunches thanks to the student meal program. “However, as of November 2, all families are eligible for free lunches, as a waiver has been approved by the USDA,” she said. “This waiver will be in effect until the end of the school year.” For more information about School Support Services and how to get in touch with the school liaison officer, visit https:// kaiserslautern.armymwr.com/ programs/school-liaison-officerslo.

Page 24 by MilitaryinGermany.com Schönau almost seems like Shangri-la. Every twisting road that leads to the little village deep in the Pfalz forest leads you further and further into what feels like a forgotten valley. When you reach Schönau, nestled against the French border, you also discover that it is very much an outdoor haven. It is a place for fresh air, physical adventure, history and incredible perspectives. Schönau: What to do For a place with less than a thousand people, Schönau is fairly vibrant. It has a bakery, plenty of gasthauses and two churches, one of which is named after St. Nicholas. But there isn’t a whole lot more to do beyond that. And that’s kind of the point. Travelers to Schönau need to get into the trees. And there are plenty of options for doing so. During most of the year, there are excellent mountain biking opportunities nearby. During the deep winter, intrepid explorers can bring their snowshoes and have extraordinary adventures tromping through the wilderness. But the real magic around Schönau happens on foot. Because there are castles lurking in the for-

ests. Lots of them. On both sides of the border. And discovering them is a joy. The one thing you have to see: The German/French castle trail The German/French castle trail (known locally as the Deutschfranzösischer Burgweg) is astonishingly cool. At roughly 30 kilometers long with lots of semi-stren-
uous ups and downs, this loop trail isn’t something that most hikers will finish in one day. In fact, part of the joy of Schönau is that it makes for an awesome repeat-visit destination. But once you’re on the trail, you’ve got options. Here are just a few: • Brave the Pfaffenfelsen. An overlook that is close to Schönau,
the Pfaffenfelsen is not for the faint of heart. It requires a ladder climb up a near vertical column of rock. But you’ll have a major feeling of accomplishment and a reason to celebrate when you get home. • Hike to Wegelnburg Castle. Sitting at over 500 meters above sea level, this is almost the best place north of the Alps for
good views in Germany. When you summit Wegelnburg, it feels like you’ve arrived at something that existed in Middle Earth. And, on a clear day, you can see to Strasbourg, France, 60 kilometers to the south. The hike is approximately one hour, one-way, from Schönau. • Hike to Blumenstein Castle. Blumenstein is a marvelous castle, too. Hikers can reach it in 45 minutes or so from Schönau. • France on foot. When COVID restrictions don’t apply, you should also experience one of the fundamental fun points of this hike and step into France. Hikers can tackle the French Fleckenstein and German Wegelnburg Castles in a roundtrip loop that takes about 4-5 hours. Getting There By car, Schönau is one hour south of Kaiserslautern, 2 hours south of Wiesbaden and two hours west of Stuttgart. For U.S. government employees, including service members, remember to always follow command regulations, which may be different than host nation policies when it comes to travel.
