Air Force to re-introduce Warrant Officer rank, other major changes

To best optimize itself for great power competition, the Air Force plans to, among other things, bring back warrant officers within the cyber and information technology professions, said Air Force Chief of Staff Gen. David W. Allvin during a presentation Monday at the Air Force Association’s 2024 Warfare Symposium.

That change was among two dozen announced by senior Air Force officials. Each change is specifically designed to prepare the service for strategic power challenges from competitors like China and Russia.

“Both China and Russia are actively developing and fielding more advanced capabilities designed to defeat U.S. power projection,” said Secretary of the Air Force Frank Kendall. “The need for modernization against capable, well-resourced strategic adversaries never stops. But modernization isn’t the only thing we need to do to be competitive. Today we are announcing 24 key decisions we have made to improve both the readiness of the current force and our ability to stay competitive over time, to continuously generate enduring competitiveness.”

Those changes, Kendall said, focus on people, readiness, power projection and capability development and are implemented within the Department of the Air Force, the Air Force and the Space Force.

Within the Air Force, Allvin explained, the service is looking to better attract and develop cutting-edge talent, specifically within information technology and cyber fields. The service plans to expand technical tracks for officers and create technical tracks for enlisted, and to also reintroduce the rank of warrant officer within the information technology and cyber fields as a way to maintain technical leadership with those skills.

“We know there are people who want to serve. They just want to code for their country. They would like to be network attack people and do that business,” Allvin said.

“But everybody needs to see themselves into the future beyond just this assignment or the next. So, developing that warrant officer track for this narrow career field, we anticipate will drive that talent in and help us to keep that talent. There’s something specific about this career field, why it’s attractive and it’s a nice match for a warrant officer program. The pace of change of the cyber world, the coding world, the software world — it is so rapidly advancing, we need those airmen to be on the cutting edge and stay on the cutting edge.”

The Air Force had warrant officers when it was created in 1947, after being split off from the U.S. Army. But the service stopped appointing warrant officers in the late 1950s.

Allvin also discussed changes in the way the Air Force will conduct exercises. The plan is for the service to implement large-scale exercises and mission-focused training which encompasses multiple operations plans to demonstrate and rehearse for complex, large-scale military operations, he said.

“We’re going to reorient ourselves to more large-scale exercises rather than a smaller scale that have been a product of the last two to three decades,” Allvin said. “Large-scale means multiple weapons systems, multiple capabilities, coming together in a combat-simulated environment and showing our ability to execute the mission that’s going to be expected of us in the high-end conflict.”

Exercises in recent years, he said, have already been getting bigger. But those enhancements have been driven at the local level, not from the top down. That will change.

“Our Air Force needs to institutionalize this,” he said. “And we’re going to do that.”

He said the Air Force is looking at fiscal year 2025 for its first largescale, multi-combatant command exercise targeted at Indo-Pacom.

Chief of Space Operations Gen. B. Chance Saltzman said a change underway within the Space Force is to enhance readiness by implementing standards that reflect operations under contested condi-

tions rather than those of a benign environment.

“The legacy force that we had, our roots ... were built around efficiency, built around a benign environment,” he said. “So, the standards for readiness that we kind of held our forces to was different. It wasn’t built for the domains that we’re facing, a contested domain.”

Now, Saltzman said, the Space Force must rewrite its standards for readiness centered around a contested domain, rather than an uncontested domain.

That, he said, means in part having the right mix of officers, enlisted personnel and civilians in Space Force units. It also means training must be aimed at more than just procedural competency.

“As soon as you put a red force in the mix, as soon as you put a threat in the mix, it radically changes your training,” he said.

“You have to have advanced training, you have to have tactics training, you have to understand how you work together, in-comms, out of comms, with other units, in order to continue to achieve the kinds of

effects in a contested domain when an adversary, a capable adversary, is doing everything they can to stop you from being successful.”

Space Force, he said, will build a training infrastructure and a test infrastructure to validate its tactics so operators will know more than just how to operate equipment — but will be successful against an adversary.

Kristyn Jones, who is currently performing the duties of the undersecretary of the Air Force, also pointed to changes at Department of the Air Force level. There, she said, among those changes, the department expects to create an Air Force Integrated Capabilities Office to lead capability development and resource prioritization. The office is expected to drive Department of the Air Force modernization investments.

“We’ll be looking at capabilities across our services, not in stovepipes,” she said. “We’re enabling end-to-end creation of effects. This organization will help us to prioritize our investments and will be responsible for working with us to determine the next iteration of operational imperatives.”

Baumholder youth showcase artistic talent, creativity during BGCA National Fine Arts and Image Makers Gala

The Baumholder Youth Center and School Age Center hosted the 2023-2024 Boys and Girls club National Fine Arts and Image Makers Gala, Jan. 26.

The event, which occurs every year as part of the BGCA Art Program, attracted over 150 spectators giving the young artists (attending grade 1-12) who are currently enrolled in Child and Youth Services an opportunity to showcase their artistic talent.

Ryan Flynn, Youth Programs director, Baumholder CYS, U.S. Army Garrison Rheinland-Pfalz, talked about the importance of the occasion, highlighting the role that fine arts play into young minds’ development.

“Art allows youth to develop their creativity and cultural awareness, while building skills in resiliency and critical thinking,” he said. “And it’s fun!”

Flynn said that the gala presented an opportunity for youth to be celebrated and recognized for their talent on both a local and national level.

“Last year a youth member had their national photo entry to BGCA get picked up by Chips Ahoy and was used in some capacity by them,” he said.

Partnering with a well-established organization like BGCA brings additional credibility and expertise to the Youth Center’s efforts, enhancing the quality and effectiveness of the programs offered.

“Running BGCA’s high-impact programs not only strengthens the partnership and connection we have with them,” Flynn said. “It also amplifies the positive impact we have on the lives of service members and their families.”

Each program provides a range of activities that can help individuals develop important skills and build confidence.

“Every BGCA local program can host its own art show and submit first place winners through the BGCA “MyFuture” platform, where the artwork is judged on a national level by BGCAs Atlanta headquarters,” Flynn said. “National winners’ artwork will be displayed at special events throughout the year. The winners also receive plaques for their outstanding contributions and achievements.”

The displayed artwork had to be completed in 2023 and submitted under one of the following categories: digital arts, applied arts, performing arts and visual arts.

“We had multiple winners,” said Flynn. “Their art will go onto the BGCA national competition!”

The GREATest BRITAIN road trip, Part 6: Scotland’s west coast

We have, at last, arrived in Scotland. When I had initially planned my trip, I thought I was merely going to pass through England on my drive north but since we just spent 5 parts of this series in the south, you guessed correctly that it took me a while to actually get to the north. However, once I had arrived in the Highlands, all the pieces came together and I felt right at home surrounded by mellow mountains, fields of heather and the infamous Lochs that simultaneously radiate absolute calmness and an untameable wildness if the wind blows just right.

The following destinations can all be visited with one round trip in as little as a few days.

Loch Lomond

The bonnie bonnie banks of Loch Lomond inspired a very dra-

matic song (that I strongly recommend putting on your road trip playlist) and you will not question why it’s so famous once you get there. A narrow windy road (there is only one road north so don’t worry about getting on the wrong one) takes you along said bonnie banks with plenty of opportunities to pull over and enjoy the glorious view. The hills framing the water are merely a hint of what to expect from your next stop.

Glen Coe

This valley, or glen, is often spelled Glencoe but no matter how you spell it, it is one of the absolute must-sees in Scotland. Follow signs for Fort William and you can’t miss it. The drive leads straight through the remains of an ancient volcano, which erupted around 420 million years ago, with sheep and mountains to each side. In the winter, you have a good chance of seeing some snow and in the summer you might even see a patch of green here and there. However, these classic brown and

yellow tones will always be unique for Scotland to me so they hold a special place in my heart. Aside from a lonely cabin or two and a few hikers, the glen remains untouched by humans and the only reminder of civilization is this one road.

Glennfinnan Viaduct

Any Harry Potter fans out there?

This little-known indie film shot one of its most iconic scenes right here in Scotland. There is a viewpoint from which you can see the bridge with modern trains crossing it every few minutes. Twice a day, you can also watch a steam train cross it and picture yourself eating some Bertie Bott’s Every Flavour Jelly Belly Beans on your way to Hogwarts. You can also ride the Jacobite Steam Train from Fort William To Mallaig and back for the ultimate Harry Potter experience. The viewpoint is only a little detour, circa thirty minutes from Fort William, and I suggest driving back to Fort William and following the GPS to Skye from there to avoid a ferry trip.

Eilean Donan Castle

This 13th century castle is right next to the road yet once you step onto its premises, you will feel like you’ve stepped back in time. Admission costs £10.00 but even if you’re not interested in going inside, it’s still worth pulling over and simply admiring the majestic building and its gorgeous backdrop. The café has delicious scones and light meals with large windows to enjoy the view from if the weather isn’t on your side.

Isle of Skye

The Isle of Skye is one of those places you simply do when you’re in Scotland. As is often the case, the reason it’s on every traveller’s itinerary is that it’s so damn beautiful and while those that would like to think of themselves as serious travellers (myself included) sometimes like to skip the touristy destinations, Skye shouldn’t have to pay the price for its own popularity. A bridge conveniently connects it to the mainland so you don’t need to get on a ferry and it really isn’t that big either so you

can cover most of it in two days. However, there is plenty to see if you wanted to stay for a week or more; you will not run out of new hiking trails and spots to explore.

The island is a lot greener than for example Glencoe and specked with waterfalls, mountains, lochs and glens as far as the eye can see.

Fairy Pools and Kilt Rock are some of the most spectacular waterfalls on the island, the latter falling down a magnificent 90 meter cliff while the former comes with a scenic circa 5km walk.

The island’s main city is Portree. Its colorful little houses either glisten in the sunshine or brighten up a rainy day so it’s a win-win town all the way. You will find shops, restaurants, a large supermarket and accommodation here.

The Old Man of Storr is a classic hike most people do when they’re there. It only takes an hour or so to get to the top but even if you only walk halfway up (*cough* like me), you will be rewarded with fantastically serene views that make you feel like you’re on top of

the world. The “official car park” (anywhere you can find a spot) is only a fifteen minute drive from Portree.

Talisker Distillery

Talisker is a famous single malt whiskey distilled right there on the island and one of the oldest distilleries in the country. Legend has it that the roughness of its shores are captured in every drop of the liquor and, honestly, if you believe in it strongly enough, you really can taste it. There are tours of the distillery every half hour, including a small tasting.

Oban

We are slowly heading back south but there is one more spot we want to see. This little fishing town is also known as the gateway to the Hebrides, which will be covered in a future post. Great restaurants, shops and their very own distillery are only a few of the highlights as they also offer a number of boat trips to seal banks as well as other sightseeing boat tours.

Bonus: I saw what was perhaps the most beautiful sunset I’ve ever seen in Oban. Right outside my hostel door, the sun set over the ocean and little ducks floated on the water looking at the sky, revelling in the sublimity of nature. It was a moment of absolute bliss.

Keep in mind that those are only my personal must-sees in the west. There are countless other places worth visiting and I still think one day I might pack a backpack and get back on these roads for more than a few weeks until I’ve sampled every whiskey, asked every sheep to let me pet it and tasted every scone. In the words of Robert Burns: My heart’s in the highlands.

Where to eat

The Artisan Café is an old church that was recycled into a charming café with gorgeous old windows, sweet treats, lunches and a small gift shop. Depending on the season, you can either sit in the sunshine and enjoy a magnificent mountain view or cozy up near the fireplace inside. If you’re

driving from Glasgow towards Glencoe, it is inevitably on your route. However, it is a bit hidden so you will need to be on the lookout for their sign.

Luss (Loch Lomond) and Fort William (post Glencoe) are also great towns if you prefer a selection of dining places but there are cafés and restaurants along the way, too, so no need for starvation anxiety.

Glasgow and driving to these destinations in the order I listed them in to make sure you don’t miss any high(lands)lights. Getting around with public transport is also an option, for there are buses and trains everywhere.

Where to stay

Check out booking.com or airbnb for cozy B&Bs away from the main cities. SYHA and Hostelling International offer private rooms and beds for lower prices in both rural areas and bigger villages.

My absolute favorite hostel was Ratagan, only a few minutes’ drive from the bridge to Skye. It is located in the middle of nowhere with a stunning view of the Five Sisters of Kintail, a mountain range popular with hikers and lookers like me. Waking up to this view was one of the greatest joys on the whole trip. No construction noises, no traffic, nowhere to be but in the moment. Aside from the occasional snoring roommate, this place is as peaceful as can be and ideal for becoming one with nature.

Double the dedication: Twin brothers find their home at USAG RP child development center

“Double trouble” may be a term used for twins, but at Landstuhl Child Development Center 1, it’s anything but. Enter Alexander and Anderson Jamieson, twin brothers, child and youth program assistants, military brats and now colleagues who prove that being “two peas in a pod” can lead to great teamwork and success.

“We’ve always been military brats our whole childhood, and we loved every second of it,” said Alexander. “Working with children has been something that crossed our minds since we’ve been taught by watching our niece and nephew growing up.”

While still residing in Arizona, Alexander learned about the opportunity with Child and Youth Services in Germany. Having lived in Germany, Alexander felt

a familiar urge to pursue adventure once more, which lead him to gain employment with U.S. Army Garrison Rheinland-Pfalz’s Child and Youth Services. Not wishing to hog the experience of working abroad for himself, Alexander contacted his twin brother Anderson and convinced him to join.

“It was my first day on the job, and I immediately thought to myself that my brother needs to experience the education and growth opportunities CYS provides,” Alexander explained.

Anderson echoed his brother’s sentiments.

“My brother’s enthusiasm for this job opportunity was contagious, so I decided to go for it as well,” he said. “The CYS community is friendly, warm and encourages every employee to grow within the early childhood development environment.”

As many excited preschoolers filled the center’s homey interior

engaging in activities such as coloring, reading, playing with blocks and tabletop toys, Alexander and Anderson commanded the room with a relaxed yet structured atmosphere.

“My job at LCDC1 is amazing, but as with any job, it comes with a learning curve,” said Alexander. “Learning what patience really means and discovering my weaknesses are the greatest lessons CYS taught me. I appreciate my director, Lyessa, who welcomes me with such great attitude and support.”

Lyessa Mejia, facility director for LCDC1, recognizes the challenges working abroad comes with, specifically the lack of familial support.

“Army CYS strives to give the best care to our military children in the community, but what the population may not think about, is how we support our caregivers,” shared Mejia. “When I found out that Alex asked his brother to come to Germany, it made me realize that CYS has become successful in caring for our caregivers--which in turn--translates to amazing care for the families in our garrison.”

Mejia expressed her satisfaction in being able to inspire and support current and future caregivers. For Mejia, seeing the twins being motivated is a great example of growth opportunities within CYS.

Many of you read the newspaper daily or weekly, some might be regular Kaiserslautern American readers. But, have you ever wondered what invention led to the development and mass production of periodicals?

Johannes Gutenberg, born in Mainz around 1400, significantly contributed to mass production of printed articles. Gutenberg was the son of a merchant and became a metal worker and inventor. He is specifically known for inventing typography.

Inspired by wine presses, he searched for a way to quickly produce books in large quantities. During his time books were manually crafted by scribes, often ornamentally decorated with colorful images, but cumbersome and slow in the making. Only one book could be produced at a time and this could take weeks or months.

Some standard books, such as dictionaries or educational works, could be printed page for page in a type of block printing, where a printer could devise a page from a piece of metal or wood, but a new template would need to be made each time.

Gutenberg’s idea was to develop a type of movable print with individual letters, which could be used over and over in different words. It is noted that the Chinese had already developed such a system earlier, but Gutenberg is attributed with at least “re-inventing” or adapting this process, being completely unaware that a similar system existed in the far east.

About 1450 he presented his invention, using a wooden press and handcrafted metal letters to print multiple copies of single page pamphlets. His next keen step was to produce a bible, later known as the “Gutenberg Bible,” in large quantities. This also helped spread the ideas of the Protestant Reformation decades later.

Although a brilliant craftsman, Gutenberg was not a very clever businessman and didn’t earn much from his invention. He ran into legal problems, had to borrow money from his partner Johann Fust, who eventually took over their business. It is said that he was imprisoned for being indebted and later lived on a meager pension consisting of clothes, wine and grain, and died in poverty in Mainz Feb. 3, 1468. Little could he know that his printing press would lead to revolutionary developments in centuries to come.

Within a short time, news and books traveled around Europe at a fast pace, scientists could spread their findings, politicians their ideas and novelists their works, and consequently, more ordinary people learned to read and write. In the following centuries technological advancements led to even greater mass printing, newspapers were published on a weekly or even daily basis and the general public gained better access to information.

Gutenberg was able to print 180 bibles (with 1282 pages each) a year and that was considered a sensation at the time. Modern offset printers with digital printing systems can produce up to 120,000 newspapers an hour, a complete utopia during Gutenberg’s era.

In comparison: The Kaiserslautern American newspaper is printed in Oggersheim, near Ludwigshafen, and it takes about 45-60 minutes to print the weekly 10,000 copies.

A remake of Gutenberg’s first press can be viewed at the Gutenberg Museum in Mainz along with other interesting artefacts on the subject. About 60 Gutenberg Bibles still exist today, one of them is worth 4.6 million Euros, and they are considered to be the oldest books in the world made with movable type.

Strategic military alliances share not only combat and training deployments due to the scope of globalized security missions, but they share the one thing nobody is talking about: an ever increasing number of veterans with PTSD.

Even though Germany and the United States have closely operated in the same theaters for over 30 years, the veterans who reside in Germany are further apart here, than they were in the command center or on the battlefield.

The German-American Veterans Initiative‘s (GAVI) aim is to bring everyone closer together.

With mutual events such as cook outs, motorcycle cruises, concerts and just plain old get togethers, the vets from these two powerhouses have a

chance to meet up and exchange those stories and experiences which are unique to those who have served in our armed forces.

If you are a combat or even a non combat vet support GAVI by being a part of the growing International Brotherhood of Veterans who while living on foreign soil, learn and socialize with those of your host nation.

The Weinbergnacht is the highlight on March 1 and 2 as an open-air wine tasting and hiking event along six kilometers through the vineyards from Michelsberg to the Roman Villa, along with 21 different booths for delicious snacks along the trail. The German approach to National Parks

Though national parks may seem old hat to Americans who grew up visiting the Grand Canyon, the Everglades, the Appalachians, and so many other amazing spots, the national park movement is still gaining steam in Germany. And, as with so many other nature-related subjects, the Germans do national parks really well. First and foremost is a commitment to letting parks grow wild, untouched by human intervention.

This isn’t to say that people are not welcome in parks: far from it, in fact. Another pillar of German national park management has to do with educational outreach. Hunsrück-Hochwald National Park is a living testimony to that: the park offers educational tours for families and students, and its website is loaded with activities for children (for use before, during, and after visits). If you’ve been looking for an excuse to visit a German national park, HunsrückHochwald is a great place to begin.

What to do in Hunsrück-Hochwald National Park

If you love walking and biking, the park is for you. Hunsrück-Hochwald National Park has numerous hiking trails. The aptly named “Dream Loops” are perfect for day trippers. Each of the halfdozen loop trails is between four to nine miles long, and all of them lead walkers

through some of the best (and sometimes downright dreamy) wilderness in the park. Most are accessible to anyone who is in reasonably decent physical condition, and most can be finished in less than three or four hours.

Another great way to see the park is from the back of a horse. Guided riding tours are yours to reserve, and the park also partners with an outfit that does two or three-day trail rides. Make sure to plan in advance if you’re interested.

If you’ve never tried geocaching (and especially if you have), the park is a phenomenal geocaching destination. These digital treasure hunts are fantastic ways to fill a day, and are lifesavers if you have children.

The wilder side of Hunsrück-Hochwald National Park

Germany’s national parks play a key role in providing safe havens for wild animals like cats and wolves, most of which had been hunted to near extinction during the preceding centuries. HunsrückHochwald is no exception. If you’re looking for wildlife, there’s a good chance you’ll spot something.

The park is home to large populations of deer and wild boar, and has a small but growing population of wild cats (not to worry, though…these aren’t North American-sized cougars we’re talking about; Germany’s wild cats look like adorable fluff monsters…but still, don’t try to

OHA survey empowers KMC service members

An Overseas Housing Allowance and Utility Expense Survey is open from Jan. 1 to March 31 by the Department of Defense and the Office of the Under Secretary of Defense for Personnel and Readiness Military Compensation Policy Directorate.

The survey collects data from uniformed service members stationed overseas and living in private housing about utilities and recurring maintenance expenses.

Approximately 44 percent of members in the Kaiserslautern Military Community took the survey in 2023 and the feedback caused an increase in utility allotments of 10 percent.

KMC members who receive OHA, live in privately leased housing, and have been stationed in Germany for over 6 months are eligible to take the survey. The results of the survey will have an impact on future utility and OHA rates.

The survey is optional and requires approximately 15 minutes to complete and should be done by a service member or a spouse with knowledge on their home expenses.

Spending time to accurately take the survey allows the DOD to set equitable OHA rates for service members.

By car, it takes a little under an hour from Kaiserslautern to reach the Erbeskopf National Park Gate, which provides the best access to the park. Plan on 1.5 hours if leaving from Wiesbaden and 2.5 hours from Stuttgart.

Prevent decay, protect teeth with fluoride

1. What is Fluoride?

Fluoride is a mineral found in many foods and water. When applied to surfaces of the teeth, it strengthens teeth and reduces risk of forming decays.

2. How does Fluoride work?

Sugary foods with bacteria attack the enamel (the outer layer of teeth), which degrades the minerals and structure of the enamel and the inner layers of the tooth. This degradation of teeth structures can be slowed by consuming minerals such as fluoride, cal-

cium, and phosphate in one’s diet. Fluoride makes enamel more tough to acid attacks and slows down the process of teeth demineralization. Fluoride has also been found to reverse early tooth decay.

3. Where can I get Fluoride?

a. Fluoridated water Fluoride naturally exists in water sources like lakes, rivers, and oceans.

The U.S. discovered the benefits of fluoride in tooth decay prevention in the 1940s. Grand Rapids, Michigan became the first city in the world to add fluoride to its tap water system in 1945. Today, most states have fluoride in

their tap water with the concentration of 0.7 milligrams per liter according to the U.S. Department of Health and Human Services.

b. Food

Fluoride can also be found in various foods such as brewed black tea and coffee, oatmeal, raisins, potatoes, yogurt and mayonnaise.

c. Fluoride toothpaste

Another common source of fluoride is toothpaste.

4. What happens if you consume too much fluoride?

For children who are young -

er than 8 years old, consuming excessive fluoride can cause enamel defects, called fluorosis. Fluorosis usually appears as tiny white or brown spots on the enamel’s surface. Sometimes, it can appear as pitting on enamel surface. A toxic dose of fluoride can occur with approximately 5 milligrams of fluoride per kilogram, with a lethal dose occurring with 15 milligrams of fluoride per kilogram.

5. Summary

Since tap water in Europe is not fluoridated. It is important to get fluoride from

other sources, especially for children. According to the American Academy of Pediatrics, American Academy of Pediatric Dentistry, and American Dental Association, fluoridated toothpaste is recommended for all children.

It is advised to start using toothpaste as early as the eruption of the first tooth. For children who are younger than 3 years old, brush twice a day with a smear layer, about the size of a grain of rice, of toothpaste. For children who are from 3 to 6 years old, brush twice a day with a pea-size amount of toothpaste.
