Ramstein members recognized for heroism Story and photo by Airman 1st Class Lane Plummer 86th Airlift Wing Public Affairs Two Airmen from the 37th Airlift Squadron were awarded the Air Medal Feb. 19 on Ramstein.

The C-130J Super Hercules crew members were awarded for exemplary professionalism and airmanship to safely recover a $70 million aircraft, 10 crew members and 80 passengers by performing an emergency ramp-open landing in spite of abnormal and dangerous flight conditions May 27, 2014, in Mali.

According to Lt. Col. Barry A. King II, 37th AS commander, their actions were nothing short of heroic.

“I think it is amazing to be able to recognize these fine Airmen for their aviation prowess,” King said. “They did a phenomenal job handling this emergency. They are true professionals and deserve this award.”

The medals were awarded to Capt.

Kenneth Jubb, 37th AS flight commander, and Master Sgt. Boris Brink, 37th AS operations superintendent.

Two former 37th AS Airmen, Capt.

Derrick Hoxie and Tech. Sgt. Justin Pike, were also recognized.

According to Jubb, receiving such an award is surreal.

“It was quite an honor that the Air

Force put this on for us,” Jubb said.

“I got to relive (the event) a little during the awards listening to people talk about it so much.”

Without these Airmen, the joint service members onboard would’ve been lost along with the $70 million

aircraft and 5,000 pounds of equipment. Their names are now written in history among the very few who have received such a prestigious award for going above and beyond by taking care of others and ensuring mission success.

OHA survey puts power in service members’ hands U.S. service members in Germany will be granted the opportunity to impact their overseas housing allowance through an OHA survey this March.

The survey will collect data to determine utility and move-in housing allowances, which are a part of the OHA. The survey is intended for all military person-

nel, regardless of service affiliation, who reside off base in privately leased or rented housing.

Homeowners or those sharing rent with another service member are not eligible to take the survey.

“Every member receiving these allowances should take a minute to complete this survey,” said Capt. Eric Hulshizer, 86th Comptroller Squadron budget officer. “By doing so, you become a financial activist for your own pay, ensuring military personnel receive accurate OHA utility and movein expense allowances while stationed overseas.”

Tax center assists, saves, returns funds Story and photo by Airman 1st Class Larissa Greatwood 86th Airlift Wing Public Affairs Through June, the tax center on Ramstein works tirelessly to ensure Airmen, dependents and retirees are able to file their taxes properly and receive return entitlements.

In 2014 alone, the volunteers, who receive training prior to assisting, saved more than $200,000 in tax preparation fees by helping complete more than 1,000 returns. Their efforts returned $2.1 million to their KMC customers.

The volunteers assist with many aspects of filing taxes such as W-2s, 1040s, stock investment forms, mortgages, day care expenses, student loans and more. By offering these amenities, they help to alleviate the stress of filing taxes and receiving returns.

“I started to file my taxes on my own but decided to meet with the tax center to ensure I didn’t miss anything,” said Senior Airman Kathryn Patchoski, 569th U.S. Forces Police Squadron police services NCO. “The volunteers have a lot of experience and training, so their assistance made this process a lot easier than it would have been to do on my own.”

Security forces crack down on IDs by 86th Security Forces Squadron It’s a feeling of panic and frustration when driving up to the gate and realizing “I can’t find my ID.” After searching every nook and cranny within reach, you decide to just get a pass for the day. It’s easy, right? Well, it’s not as easy as you might think.

In 2015, the visitor center performed 14,017 manual Installation Access Control System searches for individuals who forgot their ID cards.

Verification takes roughly two minutes each to complete, accumulating a total of 467 man-hours last year alone for forgotten or misplaced ID cards.

The issue boils down to individual accountability and responsibility.

As Department of Defense ID cardholders, we have a responsibility to secure our ID card, especially in today’s environment. Our ID cards perform many functions, to include access to the network, making purchases at the commissary and Army and Air Force Exchange Service and many more. Without your ID, there are very few things you can do on base.

If you forget your ID card at home, go back and get it.

If you left it in your Common Access Card reader, have someone deliver it to you.

If a pass is still necessary, the Visitor Control Center will issue it. You will, however, be recorded as having

Dental volunteer program

The Ramstein Dental Clinic will start the American Red Cross Dental Assistant Volunteer Program April 25. The course will be held from 6:45 a.m. to 4:30 p.m. Mondays through Friday for seven months. This program is open to dependent ID cardholders with a high school diploma or equivalent.

Applicants must attend the mass briefing at 3:30 p.m. April 4 in the Ramstein Dental Clinic, Bldg. 301. Interviews will be conducted April 6 through 7 and notification of selection will be announced April 8. Participants will inprocess April 11 through 22. Donations needed

Renovations of the Kaiserslautern County Administration building, Lauterstrasse 8 in Kaiserslautern across from city hall and next to the German-American Community Office, will start soon. Starting March 21, the majority of offices will move to the former SWK building at Burgstrasse 11, including the drivers license office, vehicle registration, office of public order, school administration and traffic offices as well as the foreigner’s office. On March 14, the youth and sports department will move to Fischerstrasse 12.

Tips for emergency help

When residents need the assistance of an emergency locksmith after being locked out of their home, the following tips may help prevent ending up with an excessively high bill: • When calling a locksmith, ask for an estimate over the phone.

• Don’t make any payments before the lock is opened. The locksmith is not allowed to ask for advance payment.

• You do not have to pay on the spot.

If the bill seems too high, get legal advice from the German legal assistance section at an Army or Air Force legal office. They will advise you about the legality of the bill and, if necessary, help you prepare a rebuttal letter to the company.

21st TSC, USAREUR seek local national interns Story and photos by Greg Jones 21st Theater Sustainment Command Public Affairs The 21st Theater Sustainment Command is seeking qualified local national interns in a number of different specialties as part of a local national intern hiring action that began Feb. 17.

In conjunction with U.S. Army Europe G-1, who oversees the intern program, the 21st TSC held a kick-off event at Panzer Kaserne to inform local civic and educational leadership of internship opportunities for students currently enrolled, or recently graduated from universities.

The event was hosted by USAREUR chief of staff, German Army Brig. Gen. Mark Laubenthal, who, as a German officer working on a U.S. staff, is an example of the type of partnership exemplified in the internship program.

“I am a perfect example of the strong bond between the U.S. Army and Germany,” said Laubenthal who is the most senior ranking foreign exchange officer to serve on the USAREUR staff. “That goes also for the workers at all levels.”

The kick-off event featured briefers from various 21st TSC and USAREUR staff sections and subordinate organizations, including comptroller, public affairs, and the Theater Logistics Support Center-Europe, which is an organization consisting of roughly 95 percent local national employees.

The TLSC-E also has a very robust apprenticeship program, which is closely related to the internship program.

Volker Lattauer, 21st Theater Sustainment Command G-8 comptroller, discusses internship opportunities with Dr. Annette Mechel, senior administrator at the Technical University of Kaiserslautern, during the 21st TSC's internship program kick-off Feb. 17 on Panzer Kaserne. Under the internship program, university students can apply for various positions with different organizations and units. These positions run for about 90 days and are compensated in accordance with local labor laws.

This program allows the 21st TSC to participate in the local community by providing developmental opportunities for local students, but also helps the 21st TSC fill certain labor gaps, according to Col. Matthew Redding, 21st TSC chief of staff.

Redding went on to describe some of the more universal qualities a good candidate for the program would possess, and some of these qualities transcend basic skill qualifications.

“We’re looking for young people who also hold a high value on freedom and democracy,” Redding said.

“Working for the U.S. army is more than just a job, and our people try to live by those shared values that both the U.S. and our host nation of Germany hold in high regard.”

Volunteers strengthen KMC through retiree support Story and photo by Airman 1st Class Larissa Greatwood 86th Airlift Wing Public Affairs Retiring from a long military career can be a satisfying reward. Many people may look forward to retirement, but living in a foreign country may put a strain on a person’s day-to-day life.

Living in central Europe offers many opportunities for travel and culture. Some things that may be difficult for those living overseas are the language barriers and transportation. For some, these can make even simple tasks daunting.

The 86th Airlift Wing Retiree Activities Office offers a program which encourages volunteers to help others in need. From assistance with grocery shopping to rides to doctor’s appointments, veterans in the Kaiserslautern Military Community are stepping up and making running errands more convenient.

“We want to help all retired service members who may not be able to drive or are uncomfortable driving,” said Luis De Andrade, RAO director. “I asked the group of volunteers if they wanted to set parameters for what assistance they offer, and they decided not to, and to handle each individual oneon-one, which I thought was phenomenal.”

Steven Groenheim, retired Air Force colonel and volunteer, said the uniqueness of having retirees assisting others is important because they have empathy and experience with similar needs.

The RAO offers experience and information to retirees of all military branches and Department of Defense civilians. Though they offer an abundance of information, De Andrade said retirees helping retirees is a special service.

“The information we offer is great, but I think what’s important about this program is it’s handson,” De Andrade said. “We are assisting other retirees in the community, and it gives them the opportunity to form bonds as well. I think it’s important for them to put a face with a name, because especially being overseas, it can be scary. It’s good to get to know someone you can trust for assistance in times of need.”

The retiree luncheon was one of many events offered to retirees in the community. The RAO is reaching out to retirees by offering assistance with their new program which enables retirees to assist other retirees in need.

The RAO supports not only retired members but also surviving spouses and families.

“We’ve had many instances where a widow or widower has not informed their surviving spouse of their entitlements, such as life insurances, medical benefits and many other things,” De Andrade said. “We, or volunteers, are here to assist in those circumstances.”

By helping those around us, we become better as a community. Groenheim said though this program is about retirees helping each other, it’s crucial for everyone to do their part. “(Leaders) talk a lot about building partnerships,” he said. “It’s not too late to build (bonds)

with the older folks in the community, and I believe we need to start early and reach backward.

It starts with something as simple as looking someone in the eye and saying hello, and I think that starts at a young age. Building partnerships starts with the people we meet every day, and this is just one of the ways we can do that regardless of age.

This is about good people helping good people.

We all need help because none of us are alone or should be.”

Helping families become more aware of the causes of tooth decay and how to best prevent this disease can decrease the number of children affected by cavities.

According to the Centers for Disease Control and Prevention, about one in five children, ages 5 to 11 years old, have at least one untreated cavity, and there are several factors contributing to this.

Cavity-causing bacteria can be transferred from caregivers to infants

and toddlers through breast-feeding or saliva transmission during the period when baby teeth are being replaced by adult teeth (eruption), according to findings of University of Washington’s Department of Dental Public Health Sciences. Such transmission is called “vertical transmission” and is more likely to occur from caregivers with untreated tooth decay or poor oral hygiene habits.

Vertical transmission can occur within the first weeks of a child’s life, but most often occurs once the baby teeth start to erupt. Once this bacterium is introduced into the child’s mouth, children are five times more likely to have tooth decay than those with lower levels of the bacteria.

Furthermore, when a significant amount of sugary foods and drinks remain constant in a child’s diet, additional bacterial can grow. If the bacteria are not properly removed, it will accumulate and produce plaque, which is essentially a bacterial colony that produces acid and can cause cavities.

Parents should have children seen by a dental provider as soon as teeth erupt or by the time they are one year old. Some parents may place a low priority on baby teeth, thinking that these teeth will be lost soon.

However, many of these teeth are not lost until the age of 12. Even though teeth with cavities will be replaced by a permanent set, the disease process continues, fueling an

environment within the mouth that predisposes adult teeth to cavities.

It is never too early to establish good dental habits for a child, and it starts with a caregiver’s own oral health. One of the most significant and beneficial things a caregiver can do for their child’s health is to focus on their own oral health, limit sharing of food and brushing their child’s teeth as soon as they come in.

These things will significantly limit the risk of bacteria transmission to their child and limit their child’s risk of cavities in their baby and adult teeth.

Ingredients (for 4 people) • 1 large onion or 2 small onions, peeled and chopped • 1 leek, chopped • 2 stalks of celery • 8-10 medium sized carrots, peeled and chopped • 4 potatoes, peeled and chopped • 1 (14oz) can tomatoes (optional) • 2 quarts of beef stock • 3 cups water • ½ cup diced bacon (optional) • Salt and ground pepper to taste • 1 teaspoon dried marjoram • ½ teaspoon dried oregano • 1 teaspoon dried basil • 2 teaspoons margarine

Melt the margarine in a large pot. Add bacon (optional), onions, potatoes, carrots and celery. Let all cook for about 10 minutes on medium heat. Add leek and tomatoes (optional). Then add the beef stock. Add 3 cups of water as stock condenses. Add all herbs. Be careful with the salt. If you use bacon, it might be enough salt in itself. Simmer for 1 to 1½ hours. At this point, if you don’t mind the extra calories, you can make a very good soup even more tasty with 1 container of liquid cream.

You can puree this soup two ways. You can use a whisk and stir quickly to make a puree. Or you can use a blender to liquefy it. If you use a blender, only fill it have full so that the steam can escape. A paper towel over the top will prevent splattering. Serve with delicious fresh rye bread or a baguette.

by Greg Jones 21st Theater Sustainment Command Public Affairs NORDENHAM, Germany — In the largest single Europe-bound U.S. shipment of ammunition in 10 years, the 21st Theater Sustainment Command, with enterprise partner the 598th Transportation Brigade, transported over 5,000 tons of ammunition from the port of Nordenham to the Theater Logistics Support Center Europe’s ammunition depot in Miesau Feb. 17 to 19.

The ammunition, which required 415 shipping containers for overseas transport, will be stored at the Miesau depot, where it will be available to various units and activities in support of operations like Atlantic Resolve and exercise Anakonda 2016.

Maintaining stockpiles of ammunition in the European theater means that U.S. and NATO forces can quickly draw ammunition in support of short notice NATO operations and other multinational efforts aimed at maintaining a strong alliance, according to the 21st TSC chief of staff, Col.

Matthew Redding.

“This critical shipment will help us to continue to enable the NATO alliance, and the fact that it’s the largest single shipment in 10 years demonstrates our continued commitment to the defense of our allies,” said Redding.

Getting the ammo from the port to the depot and maintaining it there takes a coordinated effort from the entire 21st TSC team and its enterprise partners, according to Redding.

“All that effort pays off when we’re able to quickly deliver ammo and

other supplies to those down-trace units that need them,” Redding said.

In addition to the receipt of the ammunition, this critical operation also included a retrograde of ammunition valued at more than $177 million.

During retrograde operations, supplies or equipment no longer needed in theater are returned to the U.S., where they will be redistributed to units that need them.

Ask an attorney: getting political

by Capt. Nandor Kiss Baumholder Law Center Q: I heard that it is illegal for a service member to say anything negative about Congress or President Obama. Is that true? What about my First Amendment rights?

A: There is little doubt that freedom of speech, guaranteed by the First Amendment to the United States Constitution, is one of the most crucially important rights every American possesses. In fact, service members are charged with defending that freedom with their lives. However with election season already well underway, it is important to realize that service members must be careful about how they exercise their freedom of speech to make sure it doesn’t conflict with the Uniform Code of Military Justice.

Ever since the earliest days of our nation’s armed forces, there have been limits on what soldiers and sailors could and could not say. The Articles of War, a precursor to the Uniform Code of Military Justice, which were passed in 1775, made it a crime to use profane language of any kind, to

show disrespect toward or speak false words about commanding officers, and to provoke or insult other soldiers.

Many of these remain crimes to this day. Article 88 of the UCMJ makes it a criminal offense for a commissioned officer to use “contemptuous words against the President, the Vice President, Congress, the Secretary of Defense, (or) the Secretary of a military department….”

While this may seem like an anachronism, there have been many cases of service members getting in trouble for saying negative things about the President. In 2012, a Marine stationed at Camp Pendleton, California, was punished for violating the UCMJ for hosting a Facebook page that criticized President Barack Obama. A few years earlier an Army Lieutenant was court-martialed for charges including speaking ill of President George W. Bush and the Iraq war.

Q: So what is allowed and what is not?

A: In general, the Department of Defense wants to ensure that the military remains a neutral, apolitical organization that is motivated by a desire to keep the United States safe and not

by any particular political ideology.

In addition to Article 88’s prohibition on contemptuous speech by commissioned officers, Department of Defense Directive 1344.10 says service members may not participate in the management of partisan political campaigns; make speeches before partisan political gatherings; write or endorse partisan political articles; participate in any TV or radio discussions as an advocate for against a partisan political candidate, party, or cause; serve in official capacity or sponsor a partisan political club; march or ride in partisan parades; attend partisan events as an official representative of the armed forces; display large signs, banners or posters on private vehicles; or display a partisan political sign, poster, banner, or similar device visible to the public at one’s residence on a military installation, even if that residence is part of a privatized housing development.

We are still allowed to vote, express our personal opinions, and attend rallies, speeches, and events as long as we are out of uniform and there is no confusion about whether we are acting in a personal or official capacity.

In order to maintain the integrity of the armed forces, it’s a service member’s duty to stay out of political conflicts and maintain professionalism.

American citizens need to feel confident that the military is out there protecting them, regardless of individual service members’ political affiliations.

Thomas Jefferson summarized it best when he said that while it is “the right of any (service member) to give his vote at elections as a qualified citizen, it is expected that he will not attempt to influence the votes of others nor take part in the business of electioneering, that being deemed inconsistent with the spirit of the Constitution and his duties to it.”

Military chaplains offer spiritual freedom, resilience

by Staff Sgt. Timothy Moore 86th Airlift Wing Public Affairs When thinking of the phrase “separation of church and state� and its embodiment, a multitude of examples may swarm a person’s mind, but military chaplains are probably not one.

In fact, as a Department of Defense employee and a religious leader, a military chaplain may be what comes to mind as the opposite of the phrase.

However, it is a military chaplain’s primary responsibility to uphold the will of the Establishment Clause of First Amendment and ensure every DOD member’s religious freedoms are respected.

The First Amendment reads, “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof...�

While military chaplains practice a religion, they also ensure other service members, their family members and authorized DOD civilians are able to freely practice their religious beliefs. “Our purpose is to first of all provide to the First Amendment rights of our Airmen through freedom of religion,� said Chaplain (Capt.) Christopher Underwood, 86th Airlift Wing.

To perform this duty, military chaplains aid service members in acquiring the resources they need to practice their religious beliefs.

According to Underwood, this can be anything from providing a place for a group to gather or helping them find someone who is recognized as capable of performing the duties the individual needs.

Chaplains also offer counsel to commanders on how to best accommodate service members’ religious beliefs. “If someone comes to a commander and says, ‘I need to do this, eat this or get permission to do this,’ and a commander has questions about it, the chaplain is there to be their advisor on religious accommodation issues,� said Chaplain (Capt.) Kristin Swenson, 86th AW. There is a list of DOD-recognized religions that chaplains can vouch for to ensure commanders are respecting actual practices and not ones made up by individual, but it is in this respect of ensuring everyone is able to practice their religious freedom that many military chaplains differ from their civilian counterparts. “For me, it doesn’t necessarily change a whole lot in the sense that I would probably conduct myself in a much similar way,�

Underwood said. “However, when I’m in a civilian pastorate I function interactively with the community as a minister from that

denomination as opposed to a provider of religious freedom to everyone.�

The role of military chaplains allows them to speak on a variety of issues. “With the units, we are imbedded with them so we can check up on them,� said Swenson. “A commander will often want us to talk at a commander’s call, teach a class on resilience, or if there is a desire, teach a Bible study or religious education in the unit. We talk with them and take care of their spiritual and religious needs.�

As many units are as religiously diverse as they are culturally diverse, chaplains often welcome individuals with different spiritual backgrounds, in the terms of what internally motivates someone to bounce back and keep pushing forward. “A person can come in, and we’ll never speak about religion,� Swenson said. “We’re there to take care of their spiritual and religious needs.�

In order to take better care of Airmen, family members and authorized DOD civilians, chaplains have a very unique aspect of their career that extends to very few individuals in either the military or civilian world. “We call in ‘privileged communication,’ and we offer 100 percent confidentiality through it,� Underwood said. “That means the people we talk to own the privilege for divulging the information to anyone. The chaplain does not.�

According to Underwood, privileged communication allows an individual to speak with a chaplain about anything spiritually or morally on their consciousness without fear of the information being reported up the chain of command, or even to a legal agency.

Privileged communication also extends to chaplain assistants, the enlisted members who aid chaplains in their duties.

While chaplains may try to guide a person to do the right thing, they must maintain privileged communication. If they do not, a chaplain can be subjected to punishment under the Uniform Code of Military Justice.

The chapel hosts Warrior Care events throughout the year to promote spiritual resilience for married couples and single Airmen. They also offer counseling for individuals at any stage of a relationship, or just for individuals who want to talk.

While the chaplain hosting the event or talking with a person may speak through the lens of their spiritual background, the chapel encourages everyone to utilize the services provided by chaplains and chaplain assistants.

Whether individuals are looking to ensure their right to religious freedom is being upheld or they want to recharge their inner wellbeing, chaplains are there for them.

Half marathon takes place March 20 in Kaiserslautern

by Petra Lessoing 86th Airlift Wing Public Affairs The running division of the sports club TSG 1861 Kaiserslautern will sponsor the 35th Half Marathon Run March 20 in Kaiserslautern.

The 13.1-mile course is free of traffic and leads through the scenic surroundings of Kaiserslautern.

“The course is fast with slight differences in height.

All runners can participate,” said Boris Dujmovic, deputy division chief of the running division. “Beginners, who just want to complete the course, or regular longdistance runners, who like to beat their personal best time.”

Start and finish area will be the Bertha-von-Suttner School, Schulzentrum Sued, Im Stadtwald, 67663 Kaiserslautern. Follow the signs reading “Stadion” and “Halbmarathon.”

Start will be at 9:30 a.m.; finish will be around noon.

Registrations can be made 7:30 to 9 a.m. at the school lobby. Advance online registrations can be made by visiting www.tsg-kl.de and clicking on Laufabteilung on the left, then TSG Halbmarathon on the right. Online registrations will end March 16.

Registration fee is €12, which should be paid the morning of the event.

Participants will be able to

change and take showers in the school’s gym.

The award ceremony will take place 1 p.m. in the dining hall, Mensa, of the school.

There will be prizes for the overall best female and male winner, for each age group, for the fastest team and for the three biggest starter groups. An extra prize will be awarded to the new course record runner, male and female.

“Last year, around 400 par-

ticipants reached the finish line. About 100 runners were Americans,” Dujmovic said.

This year, organizers again expect a total of 400 to 450 runners.

“We are looking forward to welcoming many runners.

We hope they will be successful and have lots of fun,” Dujmovic said.

Bad Duerkheim offers special shopping night

The center of town will be immersed in special lights. Light cones, up to 10-meters high, glowing snails and fantasy figures in chang-

ing colors will decorate the streets around Roemerplatz and Stadtplatz.

Skybeamers will illuminate the night sky.

About 70 stores will be open late and about 20 local vintners will present their wines in some of the stores.

Meeting point for the free tours will be the stone circle between Stadt- and Roemerplatz. There are two different routes starting at 7 and 7:15 p.m., and at 8:15 and 8:30 p.m.

Guided tours through the town museum will begin at 9:15 and 10 p.m.

The percussion group Jabulani will present traditional African and South American sounds as well as their own compositions at Obermarkt.

MERZIG – WOLF PARK

When we moved into our home, our landlord informed us that hunting wild boar was a popular pastime in our village. Of course, we haven’t seen the slightest hint of a boar in three years.

But perhaps this awareness of living “amongst wild beasts” has left me with a skewed perception of my survival skills. That might explain why I packed up my husband and dog and brought them to a wolf park.

Another highlight for kids is when the wolves howl. The arctic wolves in particular are prone to howling to greet visitors, but at certain times of day (morning and evening), the whole park ignites with guttural, unison howls.

Park Overview

Wolfspark Werner Freund is a free park in Merzig, Germany, which features eight different varieties of wolves. The park offers free parking and an expanse of around 20 km of walking paths in a beautiful wooded setting. The park is open daily (rain or shine) from 8 a.m. – 5 p.m. Dogs are permitted in the park on a leash. (As always, use your best judgment.)

Inside I was relieved to see that wolves are kept in large gated areas off the pedestrian path. It resembles a more rustic version of Jurassic Park.

Although – to my knowledge – no deadly animals have escaped in this park. It’s actually quite peaceful and the majestic animals seem to welcome guests. There are even large wooden forts at either end of the park where you can climb to get a better view of some of the animals.

For a closer look at wolf interaction, join one of the guided tours of the park, which are offered the first Sunday of the month at 4 p.m. outside of the arctic wolf exhibit. The tours are only offered in German, but it offers an opportunity to see the wolves interact with the humans who have raised them. It is especially exciting on feeding days.

The turnstile made me think that maybe we were entering a wolf enclosure where the animals would not be separated from humans. There is no ticket booth, and no employee to provide instructions.
