Ramstein provides airlift for Flintlock 20

AFAS’ free money available for students

Family members of Airmen assigned to the Kaiserslautern Military Community have an opportunity to apply for the Air Force Aid Society’s education grant program now through April 30 for the 2020 academic year.

Grants range anywhere from $500-4,000 based on each student’s particular level of need, with the highest level of assistance going to the student who shows the greatest need, said Yomi Fontanez, 86th Force Support Squadron Airman & Family Readiness Center community readiness specialist.

The grant can be used to cover the cost of tuition, books, fees, supplies and curriculum-required materials.

Children wanting to apply must fit one of the following dependent categories to be eligible: children of active duty, Title 10 reservists on

extended active duty, Title 32 activeguard-reservists performing full-time active duty; retired Air Force members; retired reservists with 20 years of qualifying service; or deceased Air Force members. Additionally, spouses of active duty members and Title 10 reservists as well as surviving spouses of Air Force members who died while on active duty or in retired status are also eligible for the grant.

“In 2019 we had 15 applicants apply for this grant and 100 percent were awarded,” Fontanez said.

“Eleven were children and four were spouses.”

Applicants must be enrolled in full-time undergraduate programs in college, universities or vocational/trade schools and maintain a minimum 2.0 grade point average, Fontanez said.

Named after retired Gen. Henry ‘Hap’ Arnold, who was instrumental in the expansion of the U.S. Army Air Forces during World War II, the

grant dates back to 1988 and has helped more than 111,000 students receive more than $172 million in aid.

To apply for the grant, family members should go to the AFAS

All applications must be submitted by April 30 for the upcoming academic year. Award notifications will be sent through email in June.

In 2015, as a maintainer assigned to the 352nd Special Operations Maintenance Squadron at Royal Air Force Mildenhall, England, then Tech. Sgt. Ato Ellis received very frightening news: the wife of one of his Airmen had gone into labor four months early. She had to be hospitalized, which would take a huge mental and financial toll until the baby could be safely delivered. Taking care of people when stakes are high is difficult, but Ellis’s shop came together to assist the Airman and his wife by providing financial help, encouraging them in the hospital, and filling in for them at work. This marked one of the first times Ellis worked closely with a first sergeant.

What started as a crisis became a fond memory and rallying point for Ellis’s flight.

The event inspired him to become a first sergeant.

“Fixing planes is awesome,” Ellis said.

“But you’ll never be able to do [what we did] with a plane. You can only do that with a person.”

Now Master Sgt. Ato Ellis, 435th Air Expeditionary Wing and 435th Air Ground Operations Wing first sergeant, said the first sergeant position is the best job in the Air Force.

Ellis’s interest in serving started after a series of behavioral problems landed him at Valley Forge Military Academy in high school.

The values taught there would change the course of his life.

“That military culture stuck with me and I thrived in it,” Ellis said. “So I decided to join.”

Ellis began his Air Force career in maintenance initially assigned to Ramstein Air Base.

He then went to RAF Mildenhall for seven years before finally returning to Ramstein Air Base and promoting to master sergeant.

It was upon Ellis’s return that he began to shadow a former first sergeant, then Master Sgt. Benjamin Cameron, 86th Aircraft Maintenance Squadron first sergeant. He became attracted to the job because of how deeply satisfying it was to help people.

“I told him, ‘I gotta do this job,’” Ellis said. “‘I’m in love with it.’”

late 2017 and came to the 435th SFS in March 2018.

The position is not without its difficulties. Ellis said seeing Airmen at their worst is one of the most difficult parts of the job, but it’s important to remember all Airmen are human.

“People need help,” Ellis said. “Even if others might perceive that person as bad.

Sometimes you might be the only person in their corner and this job affords you the opportunity to do that,” Ellis said. “There’s really nothing like it.”

Moreover, first sergeants help Airmen become the best version of themselves.

“Helping someone accomplish a goal is rewarding,” Ellis said. “Walking someone through the worst pain they’ve known to date is incredibly fulfilling.”

Ellis said his leadership position has also helped empower others.

“Representation is important,” Ellis said.

“It’s harder to see when you’re not in a minority of whatever that may be. People see me in the position I’m in, and there’s

something powerful for them about that.

I’ve had people say, ‘Thank you.’ I’m used to seeing it. Retirees that never saw that are just excited for me to be in the position I’m in; it shows promise for them that things have changed.”

In the future, Ellis plans to continue mentoring others by pursuing a teaching career.

He hopes to teach children at a formative age where they are beginning to find themselves.

“There’s a lot of adults that are not comfortable in their own skin,” Ellis said. “And I find that’s the source of a lot of people’s issues.”

Ellis said if there’s one piece of advice he has to share from his life so far, it’s to not abandon who you are.

“I don’t have to abandon my principles and strengths to grow other strengths,” Ellis said. “They make me successful right now and they’ll continue to do that. I’ve been able to succeed on my own terms and genuinely encourage others to do the same. Don’t change your message, but sometimes you gotta change your vehicle for it.”

Here is a list of frequently asked questions compiled from our day-to-day conversations with you, our customers.

Question: When does my TLA start?

When I attend the Housing Brief or when I land in Germany?

Answer: Your TLA starts the day that you land in Germany and you’ve checked into your hotel. You should attend the earliest available housing brief in order to learn how to claim your TLA and continue to receive TLA authorization.

Question: I’m unaccompanied and lodging is $149 a night, I’m only reimbursed up to $131! What can I do?

Answer: Unaccompanied service members who are authorized TLA can book a hotel room off-base without the statement of Non-Availability. The current conversion rate allows them to stay in a room up to 113€ nightly.

Question: When does my TLA end?

How many days am I authorized?

Answer: You may be authorized up to 30 days of TLA when you arrive. Some service members might receive an offer for government housing even if they prefer to live offbase. In these cases, the offer is made because there is government housing available to the member and loaner furniture could be delivered to the home. It is the service member’s

Question: FMS/TMO cannot deliver until after my 30 days! What can I do?

Answer: In these cases, the service member can come into the Housing Office and apply for an extension until the day their FMS/HHG is delivered.

Question: I’m PCSing out. How many days of TLA are authorized?

Answer: Military Service members are authorized up to ten days of TLA from your “fly out” date. Anything more than ten must be approved by USAREUR G1.

Question: My plane was delayed!

Who will reimburse me for any additional days?

Answer: If your flight is delayed, the airline that is operating your Patriot Express flight will provide instructions on how to claim additional nights in lodging due to the delay. The KMC Housing Office is not the approving authority for these claims.

When I ask people what they like about living in Germany, there’s one response I hear over and over: travel opportunities. I was happy to see that members of the Kaiserslautern Military Community are encouraged to take advantage of their time in Germany by traveling. Not only do many personnel enjoy the adventure of exploring, but travel has shown to be beneficial to wellness.

Travel can be a proactive measure to protect mental health and prevent sadness, or, in some cases, more serious depression said U.S. Air Force Capt. Abigail Wolfe, 86th Medical Group psychologist.

“Vacation travel as a means for getting away from the rigors of work and relaxing a few times a year is proven to be beneficial to overall mental health,” Wolfe said.

While travel is not a means of avoiding day-to-day problems or a substitute for treatment, Wolfe highly encourages getting out and exploring with the desire to learn and grow as a result.

“One must begin with a great amount of respect for the other culture and an openness to the experience of spending time in that culture,” Wolfe said. “The key to benefiting from travel is multicultural engagement and openness to seeing other parts of the world through that culture’s lens. Someone who visits another culture but does not engage with its people, foods, history, art and things like that will receive fewer benefits than someone who engages with and learns from the local environment.”

I had the opportunity to meet one Airman who has made it her mission to experience

a myriad of cultures while traveling to every accessible European country.

“Travel opens up my mind,” said Staff Sgt. Shawn McMahan, 86th Aeromedical Evacuation Squadron clinical technology and simulation technician. “Growing up in a small town, you only get exposed to so much.”

I love that McMahan doesn’t just travel for the sights, but to make a genuine connection with people, culture and history. I was reminded of how deeply taking time to read the history of the places I’ve stood on has enriched my travels. The green mounds among the trees at Verdun look a lot different when you know where they came from.

“The most challenging part about adapting is the language,” McMahan said. “I’ve traveled to places like Montenegro and parts of Spain where nobody speaks English.”

Since the way we communicate is largely nonverbal, there are ways to understand

each other. McMahan used body language, gift-giving and some creativity. Just getting over fears and making an effort might be a lot more successful than expected.

McMahan probably does herself a favor when she puts herself in a challenging situation.

Adapting to cultures and getting out of comfort zones promotes neuroplasticity, Wolfe said. Neuroplasticity is our brain’s ability to form new connections and pathways and change how circuits are wired.

“Travel positively contributes to new connections in our brains, making us more creative, open, and adaptable,” Wolfe said.

“Over the past decade psychologists and neuroscientists have been studying this theory and the research appears to prove it again and again.”

Another trait that I’ve realized travel promotes is openness to experience.

“Openness to experience is a positive attribute that will take a person far in their career and relationships,” Wolfe said. “A lot of military training is aimed at getting an individual out of their comfort zone for this reason. Openness to experience is an important part of an individual’s personality because it makes a person less reactive to day-to-day challenges, positively impacts emotional stability and improves interpersonal interactions overall.

I can see that McMahan has experienced increased openness by integrating into new cultures.

“Traveling broadens my appreciation for things that I’m not exposed to regularly,” McMahan said. “There’s people who know me and I couldn’t speak their language and they couldn’t speak mine but they invited me to their house for dinner because that’s the tradition around there.”

Work will always continue, but the time Airmen are assigned to Germany may be brief. I think most people can benefit by regularly taking leave from the routine of work and home to explore somewhere new. If they approach a country with openness to new cultures, desire to connect and willingness to leave comfort zones, they may come back with a more positive mental state, which is good for work and home.

While traveling, personnel must remember to conduct themselves appropriately, be a good ambassador and ensure the safety of themselves and their wingmen. To ensure destinations are safe and permissible for travel, personnel are required to check the Department of Defense Foreign Clearance Guide before traveling. by Master Sgt. Kenneth R. Cumbie Operating Location Chief After being assigned to the same unit three different times, one would think it would be the same or maybe become easier each time. Yet for me, it has always been a new and different challenge with an uncertain excitement leading up to it.

I was first assigned in 2003 to the 723rd Air Mobility Squadron then retuned in 2012 shortly after it was renamed the 721st Aerial Port Squadron; both located at Ramstein Air Base. Now, I leave the same unit in 2020 but under the name of the 721st Aerial Port Squadron Operating Location-ALPHA, and located on Lajes Field, Azores, Portugal.

Same unit as before, but now detached from Ramstein Air Base. Coincidently, I have worn all of my ranks under this great unit.

This time, I had the opportunity to lead this Geographically Separated Unit as the ranking member on site. It brought many challenges and uncertainties, but as my ninth Permanent Change of Station in my short career — the Azores has been a memorable experience and an absolute highlight!

Located just under 2,000 miles from the continental United States, and approxi-

mately 900 miles from mainland Portugal, the Azores Islands, or Ilhas dos Açores in Portuguese, lay as a strategic platform in the vast Atlantic Ocean. Terceira Island, the archipelago paradise which hosts Lajes Field otherwise known as Base Aérea Nº 4, is rich with history, volcanic shores, unforgettable panoramic views and some of the most amazing food, vibrant culture and caring people one could ever imagine. Calling this place home for the last year has been a privilege and I now fully understand why many before me have spoken so highly of it. The US military has maintained a presence here since World War II and we continue to build relationships and partnerships with the hopes of a better tomorrow.

Previously called the 729th Air Mobility Squadron, the 721 APS OL-A is a small part of the larger Air Mobility Command structure, yet unique and irreplaceable.

Our mission is to execute Full Spectrum Ready Aerial Port capabilities supporting the North Atlantic Air Bridge by expediting Rapid Global Mobility. We operate under the 521st Air Mobility Operations Wing and the 721st Air Mobility Operations Group, both also located at Ramstein Air Base. Our team directly supports all Lajes

Additionally, the 721 APS OL-A handles all household goods in and out of the island through our enroute aircraft channel missions which allows for members stationed here to feel more at home and be at ease.

We work closely with our United States Air Forces in Europe Command host which defends freedom from the Equator to the Northern Arctic. As a direct tenant to the 65th Air Base Group, we collaborate our efforts and allow their mission to be executed in supporting multiple operational theaters from the US to Europe, Africa and the Middle East while also partnering with our fellow North Atlantic Treaty Organization member in the Portuguese Armed Forces and the local Comando da Zona Aérea dos Açores.

The 721 APS OL-A unit is mostly comprised of Portuguese civilian nationals, many of whom have been a consistent part of the US mission for over 30 years while the military members rotate through.

There have been many drastic phases of change throughout the years, but the construct of aerial port logistics’ services have always existed in Lajes Field and our historic unit has been at the forefront.

This assignment brought an added per-

spective of gratefulness, joy, leadership and pride. It showed me the importance of how teamwork and the continued efforts toward excellence can prevail, even in times of hardship. Our team of professionals sometimes worked long hours and accomplished what at times seemed challenging and daunting tasks, but what never changed was our camaraderie and willpower to accomplish the mission. We worked as a unit and at the end of each day we went home knowing there was no better way for the job to have been accomplished. I am extremely proud to have been given this great opportunity and the prestigious honor to lead this amazing team, and even prouder to know they will continue the mission just as they did before I ever arrived.

Officially, in the 721 APS, we are Aerial Port Specialists, but we are all known as “Port Dawgs,” a title which comes with great pride and responsibility, but more importantly, it embodies respect within our logistics community. Here in the 721 APS OL-A at Lajes Field, we follow the Port Dawg mentality and allow the world’s greatest Air Force to continue its unmatched air superiority and reliable air mobility system.

Aerial port logistics’ services have always existed at Lajes Field. Aircraft were lined up to be serviced in 1955.

Lajes Field today continues to provide a power projection platform for ongoing operations related to U.S. and allied national security issues. It also involves maintaining the critical infrastructure needed to support high volume combat operations.

435th AGOW, 435th AEW celebrate 77th anniversary

by Jeffrey McGovern, PhD 435 AGOW-435 AEW Historian Seventy-seven years ago the U.S. Army Air Forces activated the 435th Troop Carrier Group at Bowman Field, Kentucky. When the Airmen of the 435th and its four assigned troop carrier squadrons — the 75th, 76th, 77th and 78th — assembled for the first time in February 1943, they unknowingly began an odyssey that continues to reverberate. Today two of Ramstein Air Base’s tenant Wings, the 435th Air Ground Operations Wing and the 435th Air Expeditionary Wing, mark that moment as a starting point for the Airmen of yesterday to continue to inspire the Airmen of today.

Early in World War II, the U.S. Army Air Forces created troop carrier units as the air component for a new joint fighting force called the Airborne. The Airborne mission was to drop parachute troops, tow combat gliders into enemy territory, fly vital supplies into forward battlefield areas and fly out casualties from the same.

In October 1943, the 435th completed troop carrier training and deployed to the United Kingdom to begin operations.

During Operation Neptune, the June 1944 cross-channel invasion of France, the 435th teamed with paratroop infantry of the 101st Airborne Division and the glider artillery of the 82nd Airborne Division. The 435th also participated in all of the other airborne operations in the European Theater: Operation

The CG-4A was the primary combat glider for the United States Army Air Forces in World War II and one of two types of combat gliders used by the 435th Troop Carrier Group. Approximately 280 glider pilots formed the 435th Glider Combat Team, trained extensively on infantry weapons and tactics, and fought a key defensive action against a German counter-attack in a night fight nicknamed the “Battle of Burp Gun Corner.”

Dragoon, the August 1944 invasion of the South of France; Operation Market-Garden, the September 1944 invasion of Holland; Operation Repulse, the December 1944 aerial resupply to Bastogne, Belgium; and Operation Varsity, the March 1945 crossing of the Rhine River near Wesel, Germany.

During Operation Varsity, the 435th participated in the first large-scale double-tow glider combat mission. The 435th put 216 aircraft in the air in less than an hour — 72 C-47 tow planes and 144 CG-4A gliders. The effort delivered, for the first time, a substantial element of an airborne division’s glider infantry and artillery to the initial fight. The 435th also

organized a truly unique unit — the 435th Glider Combat Team. Manned by approximately 280 of the 435th’s Glider Pilots, the Team trained extensively on infantry weapons and tactics before the operation and, once on the ground, fought as an infantry company. As Glider Pilots turned Infantrymen, they fought a key defensive action against a German counter-attack in a night fight nicknamed the “Battle of Burp Gun Corner.”

When not involved in operational missions, the 435th flew continuous sorties bringing ground forces critical supplies, such as fuels and munitions, and flew out their casualties.

Both missions resulted in thousands of limbs

and lives saved. After the European war’s end in May 1945, the 435th continued to fly supply and evacuation missions. In August 1945, as part of the post-war drawdown, the 435th returned to the United States. Soon after, and with little fanfare, the 435th inactivated in November 1945 at Kellogg Field, Michigan.

Called back to duty, this time as an Air Force Reserve Troop Carrier Group, the 435th reactivated in July 1947, at Morrison Field, Florida. In June 1949, when the Air Force Reserve reorganized, it established the 435th Troop Carrier Wing and assigned to it the 435th Troop Carrier Group.

The newly independent Air Force made wings the primary operational organization instead of groups. As wings were established, many were not provided lineage and honors.

To fix this omission, in the mid-1950s the Air Force conferred, under particular circumstances, the lineage and honors of groups on their like-numbered wings. For the 435th, this meant the lineage and honors the 435th Troop Carrier Group earned prior to being assigned to the Wing in 1949 also belonged to the 435th Troop Carrier Wing. That Wing today is the antecedent of USAFE’s 435th Air Ground Operations Wing and AFAFRICA’s 435th Air Expeditionary Wing.

As did the Airmen three generations ago, today’s Airmen assigned to the 435th Air Ground Operations and 435th Air Expeditionary wings continue to cut their own path and meet the challenges they encounter head-on with determination and innovation.

Sgt. 1st Class Carlos Retana, equal opportunity advisor, 10th Army Air and Missile Command said that events like these are important so that everyone has a chance to experience different cultures.

“The more we know about each other, the better it is for us to understand each other,” Retana said. “It helps us gel as a community; come together and actually understand why we do certain things. Events such as these build the team stronger.”

Retana said he was excited there was strong community support this year to include students from Smith Elementary that performed a play called “The Cow Tail Switch” and two poem readings. Students from the Baumholder Middle School performed an original play highlighting the importance of overcoming struggles.

“I know the community benefited from all the educational portions of the observance,” Retana said. “I’m really glad I got to be a part of it.”

Guest speaker Emmerson Buie Jr., special agent in charge of the Chicago field office and

Gulf War veteran, joked that the student’s performance was a hard act to follow.

“Growing up in inner-city Chicago, which was very segregated at the time, I’ve always felt that history was not taught correctly,” Buie said. “We have a very unified history and in our history it’s not just about blacks, whites, Asians and Hispanics; it’s about Americans. Until we all start believing that, we can not get to that place we want to be which is a more inclusive society and more inclusive country.”

Buie, who has been appointed to several key and senior positions in the FBI since 1999, explained that his job is to protect the civil liberties of everyone, which he takes very seriously.

Buie also discussed the importance of the 14th and 15th amendments that paved the right for U.S. citizens to vote regardless of race, color or religion. He also talked about the 19th amendment giving women the right to vote.

“We hold these truths to be self-evident, that all men are created equal, that they are endowed by their creator with certain unalienable rights, that among these rights are life, liberty and the pursuit of happiness,” Buie read. “When I read that passage, which is from the Declaration of Independence, I think of one thing. I think of Freedom.”

Buie said he thinks of freedom as a great outward expression or as a choice or an opinion.

Sgt. 1st Class Carlos Retana, equal opportunity advisor, 10th Army Air and Missile Command, emceed a Black History Month Observance that focused on the 15th Amendment to the United States Constitution on Smith Barracks, Feb. 18. Retana said that events like these are important so that everyone has a chance to be exposed to different cultures and learn from one another.

“A choice or an opinion is no more than a vote. That’s what this year’s Black History Month’s topic is. It’s the vote.”

Buie said that there are three things that you need to take if you go to war.

“Take your faith; I think most would agree, you find religion very quick if you don’t have it. Take your flag and take your buddy in a foxhole. Those are the things

you hold up close and personal.”

Mr. Buie received a certificate of appreciation from Brig. Gen. Gregory J. Brady, commander of the 10th Army Air and Missile Defense, as a token for visiting the Soldiers. Also in attendance was the Germany Chapter of the Association of Buffalo Soldiers who treated the students to pizza.

Landstuhl Regional Medical Center assessed patient decontamination capabilities during a Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) exercise at LRMC, Feb. 6.

The exercise gauged LRMC’s Patient Decontamination Team response procedures to ensure proper care of patients when exposed to contamination.

“Decontamination team members face several challenges,” said Ronald Hand, CBRNE operations officer, LRMC. “Two main scenarios are industrial contamination and weaponized contamination. The exercise (exposed) Soldiers and Airmen to a simulation of what an actual CBRNE event may look like, how our training and drills affect the results, and their own performance.”

The ability to respond to a disaster such as a hazardous material accident or attack are requirements for military trauma centers per Department of Defense and Army regulations, and a measurable process by The Joint Commission, an independent, not-for-profit organization that evaluates and accredits over 22,000 healthcare organizations in the United States.

“I am hoping the Soldiers and Airmen learn to work as a team and identify where they can enhance procedures,” said Hand, a Fayette, Ohio native.

According to the U.S. Army Medical Research Institute of Chemical Defense, patient decontamination is a labor-intensive undertaking and requires augmentation personnel, additional or specialized equipment, and training for all personnel involved. Over 20 LRMC personnel augment the PDT when needed and react at a moment’s notice to CBRNE events. Personnel are a mixture of Soldiers and Airmen who are certified in hazardous materials point of care, trained

in CBRNE-unique personal protective equipment and knowledgeable on shelter systems used for these events.

In less than an hour into the exercise, team members set up a decontamination shelter system and donned HAZMAT suits, ready to receive patients. Although the exercise stopped short of simulated contaminated patients, the aim was to help ensure that the care of contaminated casualties,

although more complicated than that of conventional casualties, did not stop the ongoing medical mission.

While there are three levels of patient decontamination — immediate, patient operational and patient thorough — the functions of the PDT at LRMC focus on patient thorough decontamination procedures which aims to reduce patient contamination, protecting the medical facility staff

and equipment, and decontaminating any compromised skin before the patient enters the medical facility.

Because smaller forward-deployed medical units may not be staffed or equipped to perform patient thorough decontamination, LRMC would receive such patients as the only American military medical center overseas and the Role 4 theater hospital for four different combatant commands.

by Senior Airman Rebecca Valadez Dental Prophy Technician In a recent Center for Disease Control study, 20 percent of high school students admitted to using at least one type of tobacco product. This study also found that 11 percent of those high school students had used a tobacco product within the past 30 days. Electronic cigarettes (e-cigarettes) are a relatively new tobacco product that have become very popular due to the false perception that they are safer than traditional cigarettes.

Do you know the risks associated with these products and the negative effects they can have on your body?

It is important for consumers to be wary of the fact that e-cigarettes contain more than just flavored water vapor.

In fact, recent health studies show that e-cigarettes contain dangerous toxins that can cause cancer (carcinogenic). Most of these toxic agents are found in the fruit flavorings which contain high levels of a substance called Acrylonitrile, a chemical compound primarily utilized to make plastics and synthetic rubber. This and other carcinogenic chemicals can cause Popcorn Lung, a serious and irreversible lung disease that results in chronic coughing and shortness of breath. Other risks associated with e-cigarette use include mood disorders and permanent problems with impulse control.

Another alarming fact about e-cigarettes is that they can contain enough

nicotine to lead to addiction. Some e-cigarette brands even sell cartridges that provide up to 200 puffs, or the amount of nicotine in a pack of cigarettes! According to the CDC, 99 percent of e-cigarettes sold in U.S. convenience stores contain nicotine. However, one study found that only 63 percent of e-cigarette users’ ages 15-24 years knew that the products they were inhaling contained nicotine. Should a nicotine addiction develop, e-cigarettes may serve as a gateway drug to other forms of tobacco products.

As of October 2019, the CDC had confirmed 33 deaths and 1,479 lung injuries associated with the use of e-cigarettes.

Subsequently, on Jan. 2, the U.S. Food and Drug Administration issued a policy prioritizing enforcement against certain flavored e-cigarette products that appeal to young adults to include fruit and mint flavors. Under this policy, companies were given 30 days to discontinue the manufacture, distribution, and sales of unauthorized flavored cartridge-based e-cigarettes or face FDA actions. As our government takes action to inform, educate, and protect the general public, it is incredibly important for parents to educate their children and teens. No matter the brand, flavor, or packaging, tobacco remains an addictive and harmful substance with associated lifelong consequences. Let’s face the facts, have the discussion, and reduce the negative impact of tobacco.

An Army professional with more than 33 years of service received the 2019 Norman H. Marcus Award from Installation Management Command-Europe Director Tommy Mize during a ceremony on Feb. 12.

Ingrid Osewalt, program analyst and acting Family and MWR deputy director, said she was honored and humbled to be recognized because she knows what the award represents.

“I can't picture any other career for myself than a career in MWR,” she said through tears.

IMCOM-Europe presents the Norman H. Marcus Award to one person each year.

Recipients must have made unprecedented contributions leading to significant and lasting enhancements in Family and MWR programs across Europe — exceptional performance alone is not sufficient to merit this award according to the nomination requirements.

“I have always valued the opportunities afforded to me within MWR and the Army — opportunities to be a pioneer, be creative and innovative,” Osewalt said.

Her creativity and innovation are evidenced by her long list of accomplishments.

Osewalt began her MWR career in 1986 with Karlsruhe Army Community Service, where she pioneered the first newcomer orientation program for military families in Europe.

She joined Heidelberg ACS in 1988, where she became one of the Army's first relocation program managers and developed the Army's youth sponsorship program.

Osewalt assumed the role of Heidelberg Youth Services director in 1991. She invented programs for children and youth which were later officially recognized by the Department of the Army and implemented at garrisons worldwide — known today as SKIES Unlimited.

In 1999, Osewalt was named Chief for the Center of Expertise for Youth Programs for the Army. Osewalt provided hundreds of training sessions and visits Armywide and

became the Army's national liaison for the Boys and Girls Clubs of America partnership in Europe.

She returned to garrison work as the Plans and Operations chief for Heidelberg Family and MWR from 2011 until 2013 when Heidelberg officially closed. Osewalt organized and led the garrison's closing festivities and led a team of military historians in the development of a Heidelberg chronicle capturing military history dating back to 1949.

From 2013 to 2018, Osewalt served as the Baumholder Family and MWR manager overseeing 17 front-door operations in the Baumholder Military Community. In 2018, she relocated to Kaiserslautern to serve as a program analyst for USAG RP and is the current Family and MWR deputy director.

“Ms. Osewalt's exceptional and often pioneering achievements clearly demonstrate she has risen to the pinnacle of professional leadership and dedication to serving Army Soldiers and their families,” said Gary Burton, Family and MWR director.

“I love working for MWR because in no other job do you touch the lives of Soldiers and their families to the extent possible in MWR,” Osewalt said.

Osewalt said her personal experiences helped shape the type of Army Professional she is today.

“I was an Army wife, followed my husband wherever the Army sent us and raised two sons who both graduated from a DODEA [Department of Defense Education Activity] high school. This experience made me sensitive to the needs of Army families which I have been able to address to some extent as an MWR Professional,” she said.

Her efforts were lauded by Mize and USAG RP Commander Col. Jason Edwards during the ceremony.

“Ms. Osewalt's accomplishments demonstrate her substantial impact, her delivery of high-value results, and her devotion to the Soldiers and families she supports,” Edwards said. “Her 33 years of MWR service and willingness to develop and assist others makes her the go-to MWR professional within U.S. Army Garrison Rheinland-Pfalz.”

The German-American and International Women’s Club Kaiserslautern will sponsor its annual Pfennig Bazaar March 6 to 8 in the event hall of the Kaiserslautern Gartenschau.

The Pfennig Bazaar is known as the biggest flea market in the West Palatinate. Its name originates in the former German currency, which was Deutsch Mark and Pfennigs, today Euro and cents.

This bazaar is the club’s biggest fundraising event. All proceeds will be donated to various German, American and international charities, the Federation of GermanAmerican Clubs in Germany and KAISERSLAUTERN

According to club president Christine Schneider, the club typically donates around €25,000 to organizations like the USO, Airmen’s Attic, scout groups and the GermanAmerican student exchange.

The German-American Women’s Club was established in 1956.

Meanwhile, other nationalities are included, and the name now carries the word international as well.

“Our goal is to promote tolerance within cultures and international understanding, and foster friendship between German, American and other communities,” Schneider said.

“We offer a variety of interest groups, to include literature, international cooking, reading lessons, handicrafts and traveling, and we organize evening events, concerts, trips and monthly get-togethers.”

Club members also get involved in community activities. They take care of the kindergraves at Kaiserslautern’s main cemetery and support the Fisher House at Landstuhl Regional Medical Center.

For the Pfennig Bazaar, the club

still needs donations, to include clothes for men, women, children, household goods, books, toys, electrical appliances and paintings.

Bulky items such as furniture, mattresses, skis and suitcases as well as shoes, underwear, curtains and 110V electrical items will not be accepted.

“We hope many customers will find their way to the Pfennig Bazaar to get good bargains. That way, we’ll be able to donate again to many organizations, just like in recent years,” Schneider said.

The Pfennig Bazaar is open from 11 a.m. to 6 p.m. March 6, and 10 a.m. to 5 p.m. March 7 and 8.
