With 2022’s arrival, US Air Force gears up to commemorate its 75th anniversary by Secretary of the Air Force Public Affairs It’s never too early to start celebrating a major milestone, which explains why the U.S. Air Force and Department of the Air Force kicked off the year with a bang Jan. 1 by highlighting the start of their 75th year at the Tournament of Roses Parade and the Rose Bowl. Seventy-five years after the Air Force’s birth on Sept. 18, 1947, the spirit of innovation that has driven the service was on display when a B-2 Spirit from the 509th Bomb Wing, located at Whiteman Air Force Base, Missouri, roared over the Tournament of Roses Parade and one of the most prestigious college bowl games, the 2022 Rose Bowl, to kick off the yearlong 75thanniversary celebration. The B-2 has supported the Tournament of Roses and Rose Bowl for nearly two decades, showcasing one of the Air Force’s premier weapon systems over the skies of Pasadena to inspire a future generation of patriotism and aviation. Ramstein named Air Force Installation Excellence Award finalist

INSTALLATION EXCELLENCE AWARD 2022 FINALIST

RAMSTEIN AIR BASE by 1st Lt. Ridge Miller 86th Airlift Wing Public Affairs The Air Force has selected Ramstein Air Base as one of two finalists for the 2022 Commanderin-Chief’s Installation Excellence Award, and Airmen across the installation are preparing for next week’s inspection. The presidential award recognizes the outstanding and innovative efforts of the people who operate and maintain U.S. military installations. The award encourages commanders to foster an environment that promotes innovative and creative ways of enhancing base-level services, facilities, and quality of life. As a finalist, Ramstein will receive a cash prize to fund innovative projects and quality-of-life improvements across the installation. Ramstein won this award

in 2019, and the base used the prize money to expand the installation’s Wi-Fi coverage, repaint the parking spots at the KMCC to make them wider, install 24/7 access at the Southside Fitness Center, as well as other improvements. “Chief Kelley and I couldn’t be prouder of the entire wing and the Kaiserslautern Military Community who helped Ramstein become a finalist once again,” said U.S. Air Force Brig. Gen. Josh Olson, 86th Airlift Wing commander. “This is a fantastic opportunity to showcase the incredible accomplishments our Airmen, local nationals and families have achieved over the last twelve months. I’m confident the team of inspectors visiting next week will leave with an incredible impression of Team Ramstein.” This year’s CINC Installation Excellence selection board will

be conducted in person January 12-13. Board members will travel to Ramstein and inspect multiple areas to assess how well the base and its units have achieved Department of Defense objectives. The holistic review will include inspections of installation security, force development, mission support, quality of life and unit morale, environmental stewardship, health, safety, communications, and public relations. The Installation Excellence Award winner will receive an overall $1.25 million prize. Each winning installation will receive a commemorative trophy, flag and congratulatory letter from the president. Fairchild Air Force Base, Washington, is the other Air Force finalist. The Air Force is scheduled to announce the winner in late March.

75TH ANNIVERSARY from Page 1 Joining the B-2 this year to kick off the celebration was an Air Force Total Force Band, comprised of 75 Airmen-Musicians from 14 units. Fittingly, the band marched in the 75th spot in the Tournament of Roses parade lineup. The Airmen taking part in the start of the year celebration highlighted one of the service’s greatest strengths: the nearly 700,000 active duty, Guard, Reserve and civilian Airmen who remain the heart and soul of the service, said Air Force Chief of Staff Gen. CQ Brown, Jr., who currently serves as the service’s highest ranking military officer. “Ever since the Air Force became a separate military service, empowered Airmen have pushed the boundaries of technology and innovation that have allowed the service to excel and keep pace with the rapid changes and the demands placed upon us,” Brown said. “Our commemoration of this important anniversary provides a chance to reflect on the amazing accomplishments of our service and those who have served among its ranks since 1947, while also celebrating the boundless future that lies ahead.” Brown added: “As the Air Force approaches its 75th anniversary, we have a responsibility to our nation and our international allies and partners. I am confident that our Airmen will continue to innovate, accelerate and thrive so that we can execute our mission to Fly, Fight, and Win…Airpower Anytime, Anywhere.” To honor the past, present and future, the theme for the 75th anniversary is “Innovate, Accelerate, Thrive – The Air Force

at 75.” That focus captures a range of activities and observations that will take place throughout the year and highlight the anniversary’s significance. “The 75th anniversary of the U.S. Air Force and the Department of the Air Force provides a unique opportunity to highlight the contributions of our Total Force Airmen, both past and present, who have fought and defended our nation in air and space,” Secretary of the Air Force Frank Kendall said. “When you think about what the Air Force has accomplished since its inception in 1947, there’s so much to be proud of — it’s truly incredible. “These past 75 years have showcased the service’s ability to adapt to any situation and provide

unparalleled airpower as well as spacepower right up to the establishment of the U.S. Space Force within the Department of the Air Force in 2019,” he said. “As we look ahead to the next 75 years, we must continue to adapt and modernize so that our Airmen and Guardians have the warfighting capabilities they need to stay ahead of our pacing challenges, while also ensuring they and their families have the resources they need to thrive. One team, one fight!” Throughout 2022, the Air Force will celebrate its 75th milestone with various events around the U.S. and worldwide to showcase the values, commitment, and expertise of America’s Total Force Airmen, past and present. In addition, the service will spotlight its history,

accomplishments, and many of the pioneering Airmen whose innovation, dedication to mission, and war-fighting spirit helped established the U.S. Air Force of today. Innovation fueled by Airmen has always been a part of the Air Force’s heritage, even before it became an independent service in 1947. Maj. Gen. Billy Mitchell, also known as the “Father of the Air Force,” was one Airman who paved the way for the service. According to military historians, his commitment to pushing boundaries and working towards a distinct aerial service branch seeded a renaissance for the airpower legacy that would distinguish itself during conflicts across the globe for years to come.

Likewise, Gen. Henry H. “Hap” Arnold, who was designated the first and only five-star General of the Air Force by President Truman, also played a key role in leading, developing and innovating American military airpower during World War II, providing the necessary vision and drive to ultimately create the conditions for an independent U.S. Air Force following the war. Today, Gen. Arnold is considered an airpower pioneer whose efforts helped to lay the foundation for modern Air Force logistics, R&D, and operations, according to the National Museum of the U.S. Air Force. The Air Force’s history is also the history of the nation’s advancements in space. Under the Air Force’s early space pioneers such as Gen. Bernard Schriever, the Air Force developed and integrated the technologies that put U.S. rockets and satellites into space. By Operation Desert Storm in 1991, often called the nation’s first space war, space became central to nearly all military operations. These same technologies that brought victory in Desert Storm, such as GPS and communication satellites, are now essential to modern life in America. The importance of space grew to such an extent that the U.S. Space Force emerged as an independent service within the Department of the Air Force in 2019. “This is what is being celebrated as the U.S. Air Force and the Department of the Air Force enter their 75th years and what was on display in the skies over California when the B-2 roared overhead: 75 years of American airpower, spacepower, and innovation that have secured our nation and made us stronger,” said Brig. Gen. Patrick Ryder, Department of the Air Force Public Affairs director.

LRMC information As you may have heard, due to rising numbers of COVID-19 infections, Germany has revised the Infection Protection Act, which is applicable to U.S. Forces in Germany in accordance with Article 54 of the NATO-SOFA Supplementary Agreement. Maintainers become multi-capable Airmen

Story and photos by Senior Airman Thomas Karol 86th Airlift Wing Public Affairs Growth in the U.S. Air Force can sometimes be attributed to diversifying your skillset and branching out into other career fields. That was the intention behind Air Force leadership creating the MultiCapable Airman training program. The program gives Airmen the opportunity to gain new experience in a different career field with the Air Force. The goal is to enable Airmen to be able to fill multiple roles when needs arise. “MCA is a great training program and a huge force multiplier,” said U.S. Air Force Staff Sgt. Spence Koepp, 86th Aircraft Maintenance Squadron crew chief. “If a large amount of maintenance professionals are deployed or off somewhere else doing their jobs we can call on these Airmen to fill those positions on base.”

The MCA program is a way to empower Airmen already in the Air Force to get the mission done. “People are the greatest resource we have available to us,” Koepp said. “One of the biggest points of this program is to maximize the potential of the people we already have. I think this is an extremely valuable course and I am glad we are taking advantage of it.” Personnel participating in the MCA training learn valuable skills outside of their normal career fields. Some believe the training is a great way to get out and see how the rest of the Air Force works. “I think this training is a lot of fun and a great way to meet new people,” said U.S. Air Force Airman 1st Class Raul Espinosa, 86th Logistics Readiness Squadron fuels systems technician. “I like the fact the Air Force is giving me the chance to broaden my horizons. I have also made some new friends and had shared experiences with

some cool people.” The MCA program helps bridge the gap for career fields like maintenance that always has Airmen on the move. Airmen who complete MCA are able to fill in as needed to ensure the mission always gets done. “We have a huge mission here at Ramstein and if all of our people are elsewhere, we need competent Airmen here working to continue the mission,” Koepp said. “We can’t be everywhere at once and home or abroad we have to ensure we are generating Airpower. The Airmen we are training here are going to be our ace in the hole when the time comes.” Espinosa said he is not one to let opportunities slip by him. Instead he wants to take everything the Air Force offers him and help his team and the base in as many ways as he can. “I would recommend this course to anyone who wants more out of their career,” Espinosa said. “It has given me a whole new perspective and helped me feel like I am a more valuable asset to my team. I know if something happens, I will not be on the sidelines, but instead on the front lines helping out where I am needed most.” The future of Ramstein and its operations are heavily dependent on quality Airmen and their ability to adapt to an ever-changing environment. Koepp said this program is crucial to the 86 MXG’s future and ensuring it can execute the mission wherever it happens. “If we want to stay on top, we have to be able to adjust to the climate we are in,” Koepp said. “We have some serious competition out there and they are not taking breaks or rest on their laurels. We are the best Air Force in the world for a reason and we are ensuring

we will stay that way for the foreseeable future. We are the top dogs and MCA and the Airmen who participate in it will keep it that way.” As of right now the MCA training program is still in the process of starting up. Further instructions will be released on how to become enrolled in the course.

“We are in our Beta phase for the MCA program,” said TSgt. Redus Reed, 86 MXG Training Flight director of instruction. “As of right now for Airmen were marked as fully qualified in their career fields. They showed the aptitude and ambition to become aircraft maintainers.”

LRMC launches microvascular reconstructive surgical services Story and photo by Marcy Sanchez Landstuhl Regional Medical Center U.S. Army Surgeons performed the first microvascular reconstruction and anastomosis procedure at Landstuhl Regional Medical Center, Dec. 3, 2021. The first-of-its-kind procedure at LRMC expands services and capabilities at the only Level II Trauma Center outside the United States and principal evacuation and treatment center for all injured U.S. Service Members, civilians and Coalition Forces serving across Europe, Africa and the Middle East. Microvascular anastomosis procedures involve the removal of softtissue defects followed by reconstructive techniques such as flap reconstruction where healthy, live tissue is moved from one part of the body to another. The procedure is effective in treating severe trauma and advanced diseases such as cancers, to maintain form and function. “We can take skin from someone’s arm and attach it to vessels in the neck to reconstruct, for example, someone young, in order to allow them to have better function-

Shimul Patel, chief, Plastic Surgery Services, LRMC. “This capability affects many of our beneficiaries here in Germany, ranging from active duty Service Members who may have devastating injuries to their limbs or other parts of their body that need tissue to our cancer population as well.” During the inaugural procedure

Jessica Peck, a facial plastic surgeon and chief of LRMC’s Ear, Nose and Throat Clinic. “That ability to offer additional reconstructive options improves quality of life and, in the long term, maintains function and has better cosmetic outcomes.” Peck, a native of Farmington, Utah, notes this is particularly significant for patients who suffer trauma or disease in visible areas such as the head or neck. Although the technique has been practiced for decades, LRMC’s role has traditionally focused more on stabilizing and evacuating deployed trauma patients back to the Continental U.S. or their respective countries rather than reconstruction efforts. “Our mission here is in support of all our forward (Combatant Commands) and receiving patients from those locations, stabilizing them and then offering them the opportunity to go back to (the U.S.),” explains Patel, a native of Laurel, Maryland. “With this capability here we can put them on their path to recovery in a more expedited manner and also allow them to have surgery done in the comfort of a place that speaks their native language.” According to Peck, because the surgery is labor intensive, with some operations lasting 10-12 hours at a time, at least two specialty-trained surgeons are required for the operation which is rare at some Army Medical Treatment Facilities. Both Peck and Patel are hopeful the introduction of the new procedure will not only help patients but also keep military surgeons, who are trained in the procedure, battlefield ready, while boosting talent acquisition efforts. “To be able to continue offering those services and bring those services here enhances all of our readiness,” said Patel, a West Point alumna who completed plastic and reconstructive surgery training at Tulane University / Ochsner Clinic in New Orleans, Louisiana. “LRMC surgeons will have the opportunity to be able to continue to do what they've been trained to do while taking care of trauma and cancer patients.”

Among the 10 individuals selected was previous 71st Fighter Training Squadron T-38 Talon and 27th Fighter Squadron F-22 Raptor pilot, Maj. Nichole “Vapor” Ayers. While she was a member of the 1st Fighter Wing, Ayers flew 450 hours as a T-38 pilot with the 71st FTS before flying the F-22 in the 27th FS. In total, Ayers flew more than 1,100 hours in the T-38 and the F-22. Ayers was with her family when she got ‘the call.’ “It’s a twin thing,” Ayers explained, as she recalled her twin sister’s reaction when Ayers received her call from NASA, confirming her selection to the astronaut class of 2021. “I grabbed her arm and she knew right away.” Ayers continued: “My 5-yearold niece heard me while I was on the phone telling my husband, and once we got back to my sister’s house, she ran inside and screamed, ‘Auntie’s going to be an astronaut!’ My nephews knew before I even walked in the door. I couldn’t imagine a better way for that to happen, with all my family there.” During the announcement ceremony held at Johnson Space Center, Houston, Bill Nelson, NASA administrator and shuttle astronaut, spoke to the small group of pilots, engineers, scientists and doctors about their future as part of the Artemis generation. “We unite people,” Nelson said. “To explore; to discover; to dream.” Blood drives are open to most U.S and NATO Military, Civilians, Retirees, Family Members and Local National staff with installation access, thanks to relaxed donor eligibility rules below. So, how did Ayers go from ‘Fly. Fight. Win.’ to ‘Explore. Discover. Dream’? As a recipient of a master’s degree in computational and applied mathematics, she already met one of NASA’s new qualifications to hold a master’s degree in a STEM field. After meeting all the qualifications, she was handselected amongst 12,000 potential candidates to become one of only 10 individuals in the NASA astronaut class of 2021. As she reminisced on her time at Joint Base Langley-Eustis, she recalled using the nearby NASA Langley Research Center as a visual point of reference during her flights. “I flew over NASA Langley [Research Center] for about six years,” Ayers said. “So, it’s pretty incredible to be on the other side.”

Many people dream of becoming a fighter pilot, but the sky was never the limit for Ayers. “When I was a little kid, the shuttle program was still running,” Ayers recalled. “I thought, ‘I don’t want to just be on the shuttle. I want to fly it!’” Although NASA officially retired the shuttle program upon the return of Space Shuttle Atlantis, July 21, 2011, Ayers never stopped dreaming. “Even though NASA’s mission changed, my goal never changed,” Ayers said. “I set my sights and worked really hard, and got to be on a bunch of really awesome teams.” Ayers’ new team now dons a blue flight suit. However, that’s not the only thing that received a new

color scheme. She’ll soon return to her roots in NASA’s white and blue T-38. Previously, her mission at the 71st FTS was to train pilots and provide professional adversary air support to enhance the 1st FW’s F-22 combat readiness. Her new T-38 mission will be in a jet trainer for NASA astronauts that also operates as a chase plane. Although retrofitted for a different mission, the aircraft will still serve as similar territory for the prior Air Force instructor pilot. Not only will Ayers get to step back into a familiar seat, but she also looks forward to sharing her expertise and joy of the aircraft with her classmates. “I can’t wait to share my love of flying the T-38 with my classmates and then get to know them

as we fly and learn together,” Ayers exclaimed. While she was at the 27th FS, Ayers flew more than 200 combat hours and led the Air Force’s historic first all-women combat formation in 2019. Her selection came as no surprise to some of her peers and leadership. “Vapor’s astronaut program selection stands testament to her tireless dedication, humility and steadfast leadership while with the 1st FW,” said Lt. Col. Nick Sigler, 1st Operations Support Squadron commander. “I know I speak for all of ‘Raptor nation’ when I say how proud we are of her achievements. We all look forward to seeing where her journey takes her next.” “I wouldn’t have gotten where I am today without the 1st FW teammates who stood next to me,” Ayers said. “To all the people at Langley — it’s been an amazing ride, and I can’t wait to continue that teamwork mentality with my fellow astronaut candidates.” Ayers will continue her dedication to teamwork as she reports for duty at NASA’s Johnson Space Center in January to begin two years of training. Astronaut candidate training falls into five major categories: operating and maintaining the International Space Station’s complex systems, training for spacewalks, developing complex robotics skills, safely operating a T-38 training jet, and Russian language skills. Ayers shared a piece of advice to any who wish to pursue their dreams, whatever they may be. “Be passionate,” Ayers said. “Be passionate about your work, be a good team player and everything else will fall in line.”

Senior Airman DeLanie Smith, 86 MXG maintenance analyst, is responsible for maintaining and safeguarding the 86th Airlift Wing’s sole maintenance information system called G081. G081 is a multi-million dollar government database that supports approximately 900 users at Ramstein. With a recent system failure, Smith quickly diagnosed the problem that crippled the 86 MXG’s training facility and restored training capabilities. “She worked diligently to correct the issue so that Airmen could continue to input their training into the system,” said Tech. Sgt. Stephanie Selmon, 86 MXG noncommissioned officer in charge of maintenance management analysis. Smith also collects and assembles data for wing leadership regarding any trends in repairs, breakdowns or damaged parts in the C-130J Super Hercules fleet. “Whenever we present a finding to a leader, they can then make an informed decision on what actions to take so that we can continue to be mission ready,” Smith said.

Smith, a Dallas, Texas native, arrived at Ramstein two months ago after spending five years at Little Rock Air Force Base, Arkansas, where she honed her skills. During her tenure there, Smith learned the ins and outs of the G081 system, providing her with firsthand knowledge on how to run it smoothly.

“She’s been very helpful because of her deep understanding of the system and training Airmen and NCO’s here who aren’t as familiar with the system,” Selmon said. Through building Airmen and remaining vigilant, Smith has quickly proven herself an invaluable part of Ramstein’s team, ensuring it remains the Global Gateway.

France takes lead of NATO’s highest readiness force Story and photo by North Atlantic Treaty Organization Public Affairs France took the lead of NATO’s highest-readiness military force Jan. 1 for a period of one year. The formation, formally known as NATO’s Very High Readiness Joint Task Force (VJTF), was created in 2014 in response to crises in the Middle East and Russia’s aggression against Ukraine, and is permanently available to moave within days to defend any Ally. The VJTF is the highest-readiness element of NATO’s 40,000-strong Response Force. “I thank France for leading NATO’s rapid reaction force in 2022,” said NATO Secretary General Jens Stoltenberg. “The Very High Readiness Joint Task Force is a substantial contribution to our collective defence, and France’s leadership is a strong

display of commitment and capabilities. At a time of unprecedented security challenges, there must be no misunderstanding about

NATO’s resolve: We stand together to defend and protect all Allies,” Stoltenberg added. In 2022, the VJTF will com-

prise a multinational force of several thousand troops. The Franco-German brigade of 3,500 troops will serve as the core of

the force, drawing on the 1st Infantry Regiment and the 3rd Hussar Regiment. Led by France’s Rapid Reaction Corps in Lille, the Franco-German brigade is a bi-national unit, underlining the strong bond between NATO Allies Germany and France. Other NATO countries, including Spain, Portugal, and Poland will also provide forces. The majority of the force is comprised of units from the lead brigade. The leadership of the VJTF, which places soldiers on high readiness status and ready to deploy in days, rotates annually among Allies. France takes over from Turkey, which led the force in 2021. Germany will lead the unit in 2023. NATO’s joint force command in Brunssum, the Netherlands, holds the command for the entire NATO Response Force in 2022.

Around 80 percent of the missions, 290 in total, were in response to flights by Russian military aircraft. “NATO fighter jets are on duty around the clock, ready to take off in case of unverified flights near the airspace of our Allies,” said NATO Spokesperson Oana Lungescu. “NATO is vigilant, and we will always do what it takes to protect and defend all Allies.” Most of the intercepts in 2021 occurred in the Baltic region, where NATO operates an air-

policing mission for Estonia, Latvia, and Lithuania. NATO has

similar missions for Albania, Montenegro, North Macedonia

and Slovenia. Allies also help to police the skies of Romania,

Bulgaria and Iceland. Generally, intercepts occurred without incident as NATO planes take off to identify the approaching aircraft and escort it out of the area. Very few intercepted flights entered Allied airspace. Across Europe, over 60 NATO jets are on high alert at all times, ready to respond to unannounced military flights, as well as to civilian aircraft losing communication with air-traffic controllers for any reason — which could range from technical problems to hijacking. NATO has two air operations centres – one in Germany, covering northern Europe, and one in Spain covering the south — which monitor all air movements across Europe.

Story and photos by Airman Jared Lovett 86th Airlift Wing Public Affairs The 569th United States Forces Police Squadron is all about training like they fight, to prepare them for their dangerous yet vitally important field. 569th USFPS Airmen trained during the month of December 2021, for their annual by-law training, where they familiarize themselves with tools such as the Taser gun, baton and de-escalation techniques. “It brings familiarization,” said Master Sgt. Edwin Bowser, 569th USFPS training section chief. “We don’t want the first time that an Airman is employing one of these less-than-lethal weapons to be out in the field on a suspect. We want

them to build confidence by utilizing these tools in a controlled environment.” The Airmen begin the training with a class teaching them about the use of less-than-lethal weapons, such as the baton and the Taser gun, so that they can use them correctly and without excessive use of force. Afterward, they are tested to prove they have the understanding required to use a weapon such as the Taser X26P, which is only authorized for military personnel and law enforcement. Then, they have the option of feeling first-hand what it is like to be tased, which most of them have volunteered for at one point as a rule to themselves. “It provides them with the opportunity to feel what neuro-

muscular incapacitation feels like,” said Staff Sgt. William Murray, 569th USFPS unit training instructor. “That way, if they have to use it on someone, they will understand that feeling so they will refrain from using excessive force.” When responding to a call, these Airmen can encounter a variety of scenarios, including the possibility of a physical altercation. To prepare for these incidents, Defenders participate in Red Man training. This training serves to prepare the Airmen for a real-life physical altercation with a violent individual through simulation of a real attack. During the training, the Airmen are provided with safety

themselves so that they have the confidence needed to react appropriately.” This annual by-law training is essential to ensure that these Airmen are effectively enforcing the law and keeping all military, civilian and Department of Defense personnel safe. The overall benefit of this training is that the Airmen who enforce the law are able to resolve and deescalate situations and not use excessive use of force. The 569th USFPS serves and protects across the entire Kaiserslautern Military Community.

By April 1945, Brooks’ unit was conducting reconnaissance missions in the Harz Mountains of northern Germany. Days later, the war ended. The American Film Institute lists three of Brooks’ films on its AFI’s 100 Years ...100 Laughs list: “Blazing Saddles” (#6), “The Producers” (#11), and “Young Frankenstein” (#13). On Dec. 5, 2009, Brooks was a recipient of the 2009 Kennedy Center Honors at the John F. Kennedy Center for the Performing Arts in Washington, DC. He was also inducted into the Hollywood Walk of Fame on April 23, 2010. On Oct. 18, 2021 it was announced that Brooks, now 95, would write and produce “History of the World Part II,” a follow-up TV series to his 1981 movie. That year, he also published a memoir titled “All About Me!”

US hosts Russia for a Vienna Document 2011 specified area inspection Courtesy story U.S. Army Europe and Africa U.S. Army Europe and Africa’s Treaty Compliance Branch hosted a two-day visit to U.S. Army Garrison Bavaria Dec. 21 and 22, 2021, for representatives from the Russian Federation to fulfill provisions of the Vienna Document 2011. The inspection team received update briefs about tenant units from the 2nd Cavalry Regiment, 41st Field Artillery Brigade, 12th Combat Aviation Brigade, and the Joint Multinational Readiness

Center. The inspectors also were given an overflight tour of Grafenwöhr Training Area, Hohenfels Training Area and Katterbach Kaserne, as well as a tour of the Grafenwöhr ranges. The Vienna Document 2011 is a politically-binding agreement composed of confidence and security-building measures between the Organization for Security and Co-operation in Europe participating states. It is designed to increase openness and transparency concerning military activities. Its provisions include an annual

exchange of military information about forces located in Europe, consultation about unusual military activities and hazardous incidents, prior notification and observation of certain military activities, an exchange of annual calendars, and compliance and verification by inspection and evaluation visits. The last time U.S. Army Europe and Africa hosted a Vienna Document military facility visit was in 2018 at Grafenwöhr Training Area. COVID-19 mitigation measures were implemented and observed throughout the inspection.

Allies cleared the way for expedited movement, achieving in a few days what could normally take weeks to accomplish. “In our transportation quiver, the MCCE provides a significant arrow for large muscle movements,” said John Gallagher, Supervisory Traffic Management Specialist, 21st TSC TMC. “The MCCE provides the 21st TSC with added capabilities for transportation solutions from up to 28 member nations. This capability and access to capacity allows the clearance of thousands of pieces of cargo from various locations and ports throughout the EUCOM theater, in some cases simultaneously.” In this case, the Netherlands Ministry of Defense and Denmark’s MOD’s Joint Movement and Transportation Organization provided offers of support via host nation contracts. Utilizing

Acquisition and Cross Servicing Agreement Orders, the two Ally nations’ militaries were able to contract with commercial vendors to move the equipment on behalf of the U.S. Army. This arrangement not only expedited movement, but contained costs, as ACSA orders allows vendors to charge only what they would charge the host nation’s military. It also built partner capacity by providing Ally nations a training opportunity in moving a large force forward, and operationalized and validated procedures designed to enhance interoperability. “It showcased the Danish Host Nation capacity and the Netherlands’ military relationship with their commercial vendor to be able to execute a mission quickly,” said Maj. Stephen Coley, 21st TMC Current Operations Officer in Charge. “We increased interoperability with those countries instead of just leveraging a commercial company from one of our European tenders.” If interoperability is based on people, processes and technology, Rhonda Pitt, 21st TSC TMC Transportation Specialist, has her hand in all three. She is also an MCCE Inland Surface Transport

Officer, and is the liaison between the U.S. and host nation support at MCCE, tapping into the resources and capabilities of MCCE’s 28 member nations to augment U.S. transportation capabilities. “Interoperability is the ability of host nations and their military organizations to operate in conjunction with each other,” said Pitt. “Where one falls short, the others can support and are able to supplement and strengthen their capabilities.” According to Pitt, utilizing the

Movement of more than 10 Army units’ worth of equipment from APS sites in Zutendaal, Belgium; Dulmen, Germany, and Eygelshoven, Netherlands, hundreds of miles south to Leghorn Army Depot, Italy, recently demonstrated the 21st Theater Sustainment Command’s proficiency working with host nations and ally military organizations to coordinate anchor points and hit targeted deadlines. The Army Prepositioned Stock strategy reduces deployment timelines, improves deterrence capabilities and provides additional combat power for contingency operations. In Europe, multinational cooperation and interoperability ensure the APS-2 program delivers on its promise of rapid mobility and ability to deter would-be aggressors. Tasked in September 2021 with moving nearly 700 pieces — containers with enough equipment to outfit a base support battalion and a light infantry battalion, trucks and weapons of war—within a narrow time-frame, the 405th Army Field Support Brigade turned to the 21st TSC Theater Movements Center for transportation solutions. Capt. Lemar Baliwag, Commercial Transportation Branch Officer in Charge, 21st TSC TMC, eyed the target, assessed available options and leveraged the TMC’s relationship with the Movement Coordination Center Europe to engage partner nations’ military. “One big challenge was the quick reaction time,” said Baliwag. “The suspense to begin movements was nearly immediate." Having firmly established policies, procedures and relationships in place with the MCCE and

MCCE and ACSAs allows the U.S. to shoot straight through the red tape associated with such things as hazardous materials, weapons of war, escorts and other restrictions that often causes transportation delays. Gallagher noted that the MCCE directly enables Speed of Assembly and Cross Border Military Mobility for U.S. and NATO forces. He sees the MCCE as a strategic enabler to leverage when planning intra-theater transportation moves. “We do so many cross-border operations, and each nation knows their own regulations and policies better than anyone else,” said Pitt. “They are going to tell us exactly what we need to get our cargo from point A to point B.” Recognizing, utilizing and helping to build host nation capabilities enhances readiness in the theater. “This is not our continent,” said Pitt. “We don’t have our CONUS resources here, and we send so much cargo and so many troops to Europe. Using the MCCE gives us access to those 28 member nations — and we’ve built relationships so they can help us. It offers us a lot of flexibility when it comes to large scale movements.” The U.S. National Defense Strategy prioritizes investment in prepositioned forward stocks and munitions, strategic mobility assets and partner and allied support. The 21st TSC TMC and 405th AFSB are leading the way in demonstrating the value and validity of the APS-2 strategy and multi-national and cross-military coordination.

Garrison chaplains provide vital mental health, counseling for holidays Chaplain (Maj.) Michael Dawson understands the unique challenge living a life as a Solider can bring during the holidays or any other time of year. For one, he is a soldier. For another, he lends an ear to the many other Soldiers who come to him at U.S. Army Garrison Rheinland-Pfalz in Germany. Chaplains are also a unique part of a Soldier’s mental health options and a vital player in the garrison’s first Line of Effort: People, putting People First. “I am a family life chaplain,” Maj. Michael Dawson, garrison family life chaplain. “I understand the DSM, I don’t diagnose anyone, but I understand those aspects. I am also a pastor, so I integrate the two. To understand someone’s story whether they are religious or not is what we do, that is our calling.” The DSM is the Diagnostic and Statistical Manual of Mental Disorders

that defines and classifies mental disorders in order to improve diagnoses, treatment, and research. When getting into the holiday season, Dawson said that he sees people who sometimes suffer from Seasonal Affective Disorder. According to the National Institute of Health, SAD is a type of depression that typically reoccurs during seasonal pattern changes and includes symptoms like oversleeping, social withdraw, feeling depressed and losing interest in activities. “We need to normalize SAD, there is a medical side to it like you need vitamin D, but there is also a psychological aspect to it,” said Dawson. “I don’t like it when I come to work and it is dark and leave when it is dark.” They also see people who are struggling with suicidal ideations. According to the Centers for Disease Control in Atlanta, suicide rates increased 33% between 1999 and 2019, with a small decline in 2019. Suicide is the 10th leading cause of death in the United

Curry and Dawson noted that seeking help from a chaplain guarantees confidentiality. “Chaplains have 100% confidentiality, so your story is safe with us,” said Dawson. “This opens the door for someone to get down to what is really bothering them because they know it isn’t going anywhere and they can really work through what that issue really is.” The Chaplains have master degrees in seminary, and most curriculum includes course work on pastoral counseling. For family life counselors like Dawson, they have to complete a master’s degree in marriage and family therapy and go through additional training with the Army. “We see couples for marriage counseling, sometimes someone just wants faith-based counseling,” said Dawson. “I have also seen children. That type of counseling is different, we may do play-based counseling.” There is not a limit on how many times you can receive counseling from a chaplain, explained Dawson. “In cases of infidelity, I have seen couples 30 or 40 times to help deal whatever it is they are going through,” continued Dawson. For Dawson, this profession is something he is passionate about. And for the holiday season, it’s something they all genuinely focus their efforts to ensure people can be their happiest and fullest. “I do love my job, I have the best job in the Army just as a chaplain,” said Dawson. “In a church setting we are often separated from our congregation. Here we do everything with our congregation it is very different from church ministry and I love it.” Soldiers, Airmen, and their family members can receive counseling from the garrison chaplains, battalion chaplains or from one of many interconnected touchpoints across the garrison. “The one thing about Army Chaplains is we don’t just help Soldiers and their families, we can help the Air Force and their families as well,” said Dawson. “You can find a link to an email on the garrison webpage that will reach our office here and we often get ‘hey, I want to meet someone for marriage counseling.’”

KID MOVES from Page 1 jello. Is it quirky? Is it a family pattern? Is it something to look at more closely? 1. Wiggle Worm If your baby seems to favor one side or wiggles and squirms the same way every time, using one side more than the other, this is an indicator of a possible motor problem. Young babies should move in very random patterns and should definitely not yet favor one side of the body. 2. Lopsided Noggin Your baby tilts his/her head to one side and/or has a flat head. This could be a sign of torticollis — a tight neck muscle — and can restrict your baby’s development. If this is the case and/or if your baby has a flat spot on his head, please bring it to your doctor’s attention immediately. 3. “W-sitting” Your little one prefers to sit on the floor with her knees pointing in and feet pointing out, creating a “W” position of the legs. If this happens once in a while, it’s probably not a cause for concern. However, if this is your child’s “go to” position, it may be a sign of a muscular imbalance and can lead to some orthopedic problems in the future. 4. Tippy Toe Tot Some kids walk on their toes when they are excited or for sensory reasons. Toe walking that comes and goes is likely not a big deal. When toe walking is persistent and your child starts to have restricted movement of the ankles, it is definitely time to get a professional opinion. 5. Wet Noodle or Toy Soldier If your baby or child seems to have “floppy” or “stiff” muscles and/or seems to tire easily, it could be a sign of some differences in muscle tone or neurological development. Your child’s pediatrician or a therapist can help shed some light on muscle tone. 6. Funky Chicken Does your child move through space in an unusual or unexpected way? A

baby scooting on her bottom or doing a bunny hop move instead of crawling is an example of such a funky pattern. An older child who runs with his arms held up high, instead of swinging them is another example. 7. Rag Doll Does your kiddo seem to crash and fall frequently, often “on purpose”? Is he covered in bruises from frequently “biffing” it? Is he over the top with how he uses his muscles and seems to take everything too far? Reduced awareness of body position in space and a high pain threshold can can result in an accident prone kiddo. 8. Pigeon-toe or Cowboy If your child walks or stands with a noticeable in-toe or out-toe pattern and/or seems to sink in or out with his feet, you may want to ask a doctor or a physical therapist if this needs to be addressed. Kids should walk with mostly aligned ankles, feet, knees and hips knees after about age three. 9. Weeble Wobble Your child falls over with an unexpected loss of balance. He seems generally unstable and may even have a fear of falling. Does he avoid physical games and struggle to navigate around obstacles? This may be an indication of a weak core and/or poorly developed postural and balance responses.

10.Milkshake If your child seems to tremble when walking or always shakes and overshoots when reaching for an object, this may be a sign of an underlying neurological impairment and you should point it out to your pediatrician.
