COMMENTARY: Leadership — choose your journey by Col. Alison T. Forsythe 86th Aeromedical Evacuation Squadron commander There are three tenants that I live by; choose your journey, don’t accept “no” and fight for what you believe in. Bottom line never give up on you. Throughout your life you will face challenges and may even feel like you are standing alone, but never give up on yourself or your dreams. Supervisors, peers or quite possibly loved ones may not fully support you. However, you know in your gut, deep down within your core, you must believe in yourself and take the next step even when the journey is difficult. Your journey is not like anyone else’s, you must be confident even when you do not feel confident. Take the leap of faith and take that step. If you do not take that step you will certainly have regrets.
Choose your journey In my early twenties, I was excited about beginning my journey as a nurse. My first year of college was difficult and not my best academic year. I was away from my family, on my own for the first time and my older sister was fighting the battle of her life. Unfortunately, the summer after my freshman year, my sister lost her battle with cancer. This was devastating for me, Heather was my compass. I looked up to her. I couldn’t image going back to college, but I knew my sister would want me to. I began my sophomore year meeting with my college guidance counselor. She suggested I choose a different degree and college because she felt my grades were not competitive enough to get into the nursing school. This was devastating for me to hear. Needless to say, I didn’t take the guidance counselor’s advice. I knew it wouldn’t be an easy journey, but I
buckled down and worked harder than my peers for the next three and half years. My journey may have taken an additional semester, but I graduated in high academic standing and with my Bachelors in Nursing. Choose your journey, don’t let someone else pick it for you. Don’t accept “no” I know, as leaders, we challenge individuals within our squadrons daily. We have asked them to come up with processes that are more effective or efficient. The majority of the time the team will come back with excellent ideas; but there are times that they just say “no, it cannot be done.” As a leader, I believe it is our duty to never accept “no” as the final answer. I believe this because there are always options. These options will for certain have risk associated with them, but this doesn’t mean we shouldn’t go for it. Just because it is more diffi-
cult doesn’t mean you shouldn’t do it either. Accepting “no” inhibits creativity and quite possibly that almost perfect solution. As leaders we must continue to challenge individuals, and foster “outside the box thinking,” even if there is risk involved. We cannot accept the status quo. We need to continue to challenge individuals. Fight for what you believe in Fighting for what you believe in, is passion. I do not believe everyone has it but we certainly all should strive to develop it. I am proud to belong to the Air Force organization for more than twenty-six years. Every day I come to work, ready to solve the issues with my unique passion. Over the years I have been told that I need to keep the emotions out of my passion, but I feel my passion is misinterpreted as emotion. I feel it is my duty as a leader to fight for what is right for the organization. Passion
is essential part of being a leader, I will always support individuals who fight for what they believe in. I will continue to fiercely fight for my unit and teammates. Our journey is our own. It is not like anyone else’s, so do not compare your journey to others. Fight for what you believe in. Fight for what you know is right. No matter the career choice, find what you are good at then grow, excel, exploit your talents and set your journey on that course. Be a leader who is a bold, passionate, authentic, and a vulnerable caring individual. Steve Jobs said: “Your time is limited, so don’t waste it living someone else’s life. Don’t be trapped by Dogma — which is living with the results of other people’s thinking. Don’t let the noise of others’ opinions drown out your own inner voice. And most important, have the courage to follow your heart and intuition.”

KMC sees spike in DWIs, DUIs by Staff Sgt. Megan Munoz 86th Airlift Wing Public Affairs The 569th United States Forces Police Squadron has seen an increase in cases of driving under the influence and driving while impaired since June. There have been 65 DUIs and 13 DWIs this year, and 31 of the DUIs occurred recently during the month June. “We had 10 DUIs last weekend alone, with one of them involving an E-Scooter,” said Senior Airman Amber Ihlen, a 569th USFPS police services desk clerk. Tech. Sgt. Darien Brooks, 569th USFPS noncommissioned
officer in charge of operations, said many people are excited to get out of the house now that many COVID-19 restrictions have been lifted, but they are unaware of how easy it is to get a DUI or DWI. “Ramstein is a big TDY and deployment hub,” said Ihlen. “Many people passing through don’t know how large the military police and German Polizei presence is.” In Germany, the legal blood alcohol content limit for driving is 0.05mg. Between 0.05mm and 0.079mm is considered a DWI, and anything above 0.08mg is considered a DUI. Even one alco-
hol beverage can put some people over the legal limit, depending on factors such as the individual’s size, weight and alcohol content of the drink. While individuals age 18 to 21 are legally permitted to drink in Germany, operating any sort of vehicle after drinking is not authorized. Members should be aware they can receive a DUI or DWI when riding a bike or E-Scooter, as well. Nearly 18 percent of DUIs or DWIs in the Kaiserslautern Military Community have involved E-Scooters this year. When members sign their United States Army in Europe
driver’s license, they agree to breathalyzer testing if they are pulled over by the 569th USFPS or the local Polizei. Brooks also stressed that Polizei do not need probable cause to make a traffic stop and administer a breathalyzer or blood test. “I like getting my paycheck, so it’s really not worth it to take the chance with drinking and driving,” said Ihlen. “Do everything that you can legally to do avoid getting a DUI or DWI — pay the 50 to 100euro cab fare, have a plan — it’s just not worth the risk.” A member’s USAREUR driver’s license can be suspended for up to 90 days, and they are subject to
command directed non-judicial punishment if they receive a DWI. If a member receives a DUI, the license is suspended for up to one year and they are also subject to command directed non-judicial punishment. People are encouraged to use local cab companies, a designated driver, the Armed Forces Against Drunk Driving Program, or have another plan in place if they are consuming alcohol. AADD can be reached at 0631536-2233 and provides members with a free ride home from 10 p.m. to 6 a.m. on Fridays and Saturdays.

In his first remarks as 435th AGOW and 435th AEW commander, Callahan outlined his vision for the wings and expressed his gratitude in being selected to lead the Airmen assigned here.
“I couldn’t be more proud to be a part of you, to serve with you, and to be called a member of your team,” Callahan said. “I will do everything I can every day to continue to enable what Col. Clayton has been doing, has done, and what you continue to do.” Maj. Gen. Randall Reed, Third Air Force commander, presided over the ceremony and expressed his confidence in Callahan. “I can think of no better person to take up the charge of Third Air Force’s wings than Col. “We support over seven thousand safe and timely aircraft fuel requests annually,” Kilian said. “Ramstein’s Fuels Management Flight is the third busiest fuel mission in the U.S. Air Force, issuing over 64 million gallons of jet fuel.” The safe and effective fuel management of aircraft and onbase infrastructure is entrusted to highly-skilled Airmen spread across Ramstein. The Airmen take pride in their work and understand the importance of their jobs. “I think the fuels flight is vital to the 86th LRS and to Ramstein,” said Senior Airman Brett Morton, 86th LRS fuels facilities operator. “As a fuels facility operator, I work in conjunction with the fuels lab by distributing the fuel. I operate the pumps that disseminate fuel to the aircraft on the flightline. Without me and my team, the planes would never leave the ground. I love my job, the mission and the people. I enjoy everything that comes along with being part of POL.” The 86th LRS’s POL flight Airmen are essential to Ramstein’s mission. They support every unit and Airmen directly and indirectly. “When the fuels experts we rely on aren’t able to do their jobs for just one day, people quite possibly won’t get mail, see their families, receive food, air support, or lifesaving medical care, to name a few necessities,” Kilian said. “Our capability to deter our adversaries from threatening our way of life is also lost without these experts. The lifeblood of the U.S. Air Force is arguably the fuel that powers almost everything we use.” The 86th LRS’s POL flight is the steward of that lifeblood, keeping the Global Gateway open to Europe and beyond.

USAFE-AFAFRICA Warfare Center sharpens NATO joint warfighter Story and photo by Capt. Daniel de La Fé U.S. Air Forces in Europe-Air Forces Africa Public Affairs
U.S. Air Forces in Europe and Air Forces Africa’s Warfare Center hosted a combined training seminar alongside eight NATO partner nations to discuss the development of the Joint Terminal Attack Controller instructor and evaluator courses at Einsiedlerhof Air Station, June 22-24. The 4th Combat Training Squadron currently teaches a USAFE-accredited JTAC instructor course and is preparing to launch a JTAC evaluator course within the next year. The courses are formal training opportunities for JTAC operators to advance the readiness of the joint warfighter, build partnerships among nations, and integrate allied battlefield capabilities. “This is the first course of its kind for the U.S. Air Force and many JTAC programs across NATO,” said Lt. Col. Sarah Fortin, 4th CTS director of operations. “Considering the diversity of capabilities within NATO, this next-level course seeks to create an educational forum to consistently facilitate the dynamic exchanges of tactics, techniques, and procedures between the 4th CTS JTAC instructor cadre and partner nation JTACs.” The courses are applying lessons learned from real-world multinational exercises and operations to strengthen interoperability with allies. increased awareness and understanding of partner air force capabilities to successfully control and maneuver close air support to protect ground forces. “These courses will continue to provide opportunities to improve interoperability between nations,” said Sergeant 1st Class Almir Mujcinovic, a JTAC operator with
the Slovenian Army’s 152nd Fixed Wing Squadron. Effective command and control of any battlespace, especially advanced multi-domain operations, begins in the classroom. The UAWC’s battlefield dome simulators provide complex and challenging scenarios allowing JTACs access to realistic training oppor-
tunities, across mission sets. “We are building large-scale operational combat scenarios into the rehearsal system,” said Aaron Corales, a JTAC simulator operator. “This gives an accurate reflection of real-world concepts of operations to the JTACs so they are prepared when they enter the theater.”
The 4th CTS continues to provide formal education and training to achieve the UAWC’s goal of providing professional opportunities to integrate alongside NATO JTACs. Standardizing advanced practices between allies and partners builds greater cohesion and interoperability on the all-domain battlefield.

Suited for anyone interested in a smart solution, this course provides a number of useful resources. Robotic Process Automation 101 is scheduled for July 26 and is worth one continuous learning point. Aside from the functional areaspecific courses, AFLCMC Focus
Week offers several career and personal development training opportunities. Examples include: USAJOBS/Resume Writing/How to Interview/Jobs Board Block Training, How to Write SMART Standards for Employees, and AcqDemo for Employees. USAJOBS/Resume Writing/ How to Interview/Jobs Board Block Training combines multiple training topics into a single training session. From the application to the interview, facilitators provide enrollees with key skills necessary to assist them with pursuing career opportunities and advancement. Designed for anyone seeking to improve their career, this course is scheduled for July 30 and is worth two continuous learning points. For government civilian employees, two courses are avail-
able to assist with annual performance appraisals. For those using the Department of Defense Performance Management and Appraisal Program, How to Write SMART Standards for Employees is a two-hour virtual session in which participants review the DPMAP performance management process, identify the characteristics of elements and standards, and learn how to write specific, measurable, attainable, relevant and timely standards. The course will also prepare students for performance evaluation conversations with their supervisor. Hosted via Zoom, this course is scheduled for July 29 and is worth two continuous learning points. DOD Civilian Acquisition Workforce Personnel Demonstration Project for Employees will
provide enrollees with details on program flexibilities, compensation strategies, processes and program support tools. AcqDemo for Employees is scheduled for July 29 and is worth three continuous learning points. Course registration is available for all military, civilian and most contractor personnel, as long as the contract allows for the attendance of training and the course is open to all, Sibrel said. For a full list of courses and step-by-step instructions on how to register, visit the Focus Week course catalog by clicking here. 76 AS takes you here, there, anywhere
A C-21 aircraft assigned to the 76th Airlift Squadron is parked in a hangar at Ramstein Air Base, July 8. The 76 AS is the world-class ready airlift squadron, which provides executive, operational and aeromedical airlift.
Story and photos by Senior Airman Thomas Karol 86th Airlift Wing Public Affairs Thousands of Airmen, civilians and their families call Ramstein Air Base, home. With one of the busiest flightlines in the U.S. Air Force, Ramstein serves as a Global Gateway to Europe and beyond. The 76th Airlift Squadron plays a crucial role in supporting Ramstein’s mission set. The 76 AS is performs multiple functions to make this possible, including its executive airlift and aeromedical evacuation missions. With their expertise, they ensure passengers arrive at their destinations safely and ready to carry out their business. “The main responsibility of the 76 AS is distinguished visitor air-
lift,” said Maj. Michael Booth, 76 AS chief executive officer. “We mostly fly higher level officials whether it’s military members or civilians. We can take them where they need to go.” The 76 AS operates two different airframes to carry out their operations. “We operate two different aircraft, the C-21 and the C-37,” said Lt. Col. Melissa Dombrock, the 76 AS commander. “The C-21’s primary role is operational support airlift, which includes the distinguished visitor airlift as well as defense courier and small cargo service.” In addition to supporting regular DV airlift, the 76 AS provides vital theater support in the form of their aeromedical evacuation mission.
“We perform the unique function of the aeromedical evacuation piece of the mission,” Dombrock said. “We are the only (24 hours a day seven days a week and 365 days a year) armed forces in Europe with dedicated aircraft and are on alert in this part of the world. So we perform the patient movement and medical support across all of Europe and Africa.” While the 76 AS plays a key role in logistical movements of both DV’s and cargo, Maj. Michael Booth, 76 AS chief executive officer, finds the AE mission the most fulfilling. “It’s definitely my favorite part of the job,” Booth said. “It gives me a high level of job satisfaction to know I’m helping one of our Airmen get back safely. It’s one of the many reasons I love my job.”
U.S. Air Force Maj. Michael Booth, 76th Airlift Squadron chief executive officer, gives a thumbs-up to Maj. Luis Garces, United States Air Forces in Europe standards and evaluations officer, during pre-flight checks at Ramstein Air Base, July 8. The 76th Airlift Squadron transports high ranking military and civilian officials across the European theater and to hotspot locations on behalf of the U.S. military.
During the COVID-19 pandemic, many of the airlift units across the U.S. Air Force moved cargo such as personal protective equipment and test kits to help combat the spread, and the 76 AS was no exception. “We moved a good amount of cargo during the COVID-19 pandemic,” Booth said. “Our planes are a little smaller, but it doesn’t mean we couldn’t help out where we could. Even though the pandemic stretched us kind of thin, it didn’t stop us from doing our best and getting the job done.” In an airlift squadron feeling multiple roles, deadlines and last minute tasks can create a stressful work environment. Booth believes the Airmen of the 76 AS and the supportive community they’ve created are the real key to the squadron’s successes.
“I work with some amazing people here,” Booth said. “We are always trying to help each other out. A lot of people here have different thing going on in their lives that can stress them out. It’s good to know we have teammates who back each other up.” As the largest U.S. installation in Europe, Ramstein’s units are performing monumental tasks every day. The work may keep the 76 AS busy, but Booth wouldn’t have it any other way. “We are such a tight group here,” Booth said. “My last unit was pretty big and we really didn’t know one other very well. Here, we know each other’s spouses and kids’ names. I love the fact we are so close here. I think it makes a more comfortable setting and I’m proud to be part of this unit.”

Air Force releases cardio, strength fitness assessment alternatives, new online capabilities The Air Force will provide Airmen five physical fitness assessment alternatives — three for the cardio portion and sit-up components and two for the push-up component of the physical fitness assessment beginning in early 2022. Airmen will select from the traditional 1.5-mile run, 1-mile walk or the High Aerobic Multi-shuttle Run (20M HAMR) to meet the cardio requirement. Then select from traditional push-ups or hand release push-ups for one strength component; and from sit-ups, the cross-leg reverse crunch or plank for the other strength component to complete the comprehensive fitness assessment. Finalized fitness assessment scoring charts, with alternative components broken out by gender and age, will be provided at a later date. “We are moving away from a one-size-fits-all model,” said Air Force Chief of Staff Gen. CQ Brown, Jr. in the initial change announced May 2021. “More testing options will put flexibility in the hands of our Airmen — where it belongs. We know not all Airmen maintain their fitness the same way and may excel in different areas. Alternate components provide choices while still providing a mechanism to determine overall fitness.” This initiative is the result of Airmen providing feedback to Air Force leaders through the physical fitness working group in conjunction with looking at the way other services complete their physical fitness programs. From the data collected, the Air Force fitness working group conducted research and testing on the health benefits of the current fitness components and various other components to come up with the alternative options. Each new component has been developed to be an equivalent measure of fitness regardless of methodology. For example, the 1-mile walk alternative is a scientifically-valid estimation of the member’s aerobic capacity (also referred to as VO2 max), which measures fitness and aerobic power. Test scores incorporate time to complete the 1-mile
test along with the member’s age, weight, and heart rate at the time of walk completion. Based on the rigorous scoring to pass this test based on age, weight, speed, and heart rate, there is no significant difference of scores between the walk and run tests. “What we care about is measuring and testing aerobic fitness. The ‘walk’ is not a stroll in the park and both the pace required and method for computing aerobic fitness make it 100 percent equivalent to the run,” said Lt. Gen. Brian Kelly, deputy chief of staff for Manpower, Personnel, and Services. “In fact, I think we’ll find fewer people will prefer that option over the more traditional mile-and-half run.” Air Force members and fitness monitors will have approximately six months for a break-in period to familiarize themselves with the use and execution of the alternative testing options prior to having them officially available in early 2022. The six-month timeline will help ensure fitness assessment cells are prepared to train physical training leaders to administer tests using the new options. During the six-month break-in period, units and Airmen will also be able to provide feedback on the new components that will allow any adjustments as necessary prior to live use. Other exercise options such as swim, row, and bike tests were reviewed but are not being implemented at this time. “It’s important for our testing options to be available and executable for all Airmen at all locations,” Kelly said. “If you are at a remote location or a location that does not have a pool or other needed equipment, those options become less equitable. We want our Airmen to have the same options no matter where they are testing.” These changes align under the Air Force’s Action Order Airmen, people-first approach. “If we are truly going to get after building a culture that embraces fitness as a lifestyle, then we have to grow beyond the mentality of a one-size-fits-all PT test,” said Chief Master Sgt. of the Air Force JoAnne S. Bass. “Providing our Airmen with
these options is a step in the right direction toward developing an Air Force that is fit to fight, anytime, anywhere.” The waist measurement is no longer a scored part of the physical fitness test. A separate assessment of body composition, as required by DOD Instruction 1308.3, will continue starting in October. Further details on the body composition program will be released at a later date. In addition to the fitness component changes, the Department of the Air Force also released the myFitness capability on July 1. The new feature will replace the Air Force Fitness Management Site II and serve as a single location for all total force Airmen and Guardians’ fitness needs. The capabilities that exist today allow Unit Fitness Program Managers and Fitness Assessment Cells to manage fitness assessments, documentation and scheduling, to include walk-in, same-day fitness testing in myFitness. Additionally, users are able to view past scores, individual fitness reports, dashboards showing completed or updated fitness assessments scores and allow for the download of Fitness Screening Questionnaire as well as medical forms. Users can also access a calculator for estimating fitness results and composite scores. myFitness will eventually allow users to schedule fitness assessments, receive automated notifications for scheduled testing or cancelations, access and submit fitness assessments, upload medical documents for review. myFitness is hosted on the myFSS platform and a part of the department’s initiative to improve Airmen and Guardian’s experience with technology by making applications user-friendly and more easily accessible. Active duty, Guard and Reserve personnel will be able to access and use myFitness worldwide. To access myFitness, go to https://myfss.us.af.mil.

U.S. Air Force Tech. Sgt. Jocelyn Ford, 86th Airlift Wing Public Affairs noncommissioned officer in charge of command information, helps Staff Sgt. Leah Ritchey, 86th Airlift Wing Public Affairs specialist, right, take inventory at Ramstein Air Base, July 8. Ford’s planning and oversight guide communication efforts across all of PA’s platforms, including the base website, social media and the base newspaper.
Story and photos by Airman 1st Class Alexcia Givens 86th Airlift Wing Public Affairs Tech. Sgt. Jocelyn Ford, 86th Airlift Wing Public Affairs noncommissioned officer in charge of command information, had always wanted to be in the military. In both middle and high school Ford talked about wanting to join the military. In college she even went through the process of joining the Navy, but it didn’t work out. During a bad day at work,
she decided to visit the Air Force recruiter two doors down from her job while on break. Ford finally decided to join in 2006, when she was 24 years old. “I called my dad like, what would you say if I said I joined the Air Force and his response was ‘about time.’” said Ford. When Ford joined the Air Force she came in as a traditional photographer but over time the public affairs career field merged twice. The first time photo and journalism merged and recently, video and pho-
tojournalism and writing have become one job. She now leads one of the largest command information sections in the U.S. Air Force. The Air Force gave her stability, a place to live and a steady income, but as a public affairs Airman there was still spontaneity. “It gave me enough insecurity, as far as knowing where I was going next, and I liked that because I could talk to any person on base and get a story,” said Ford. “Now I vicariously live through the Airmen.”
U.S. Air Force Tech. Sgt. Jocelyn Ford, 86th Airlift Wing Public Affairs noncommissioned officer in charge of command information, looks at camera lens at Ramstein Air Base, July 8. Ford leads USAFE’s largest Command Information section in USAFE-AFAFRICA’s largest wing PA office.
U.S. Air Force Tech. Sgt. Jocelyn Ford, 86th Airlift Wing Public Affairs noncommissioned officer in charge of command information, holds the two coins she received for Airlifter of the Week at Ramstein Air Base, July 8. Ford developed a new tracking system to track her Airmen’s TDY’s, assignments, and products, creating greater coverage for multiple mission sets.
She has reorganized the administration functions of the section, helping the office become the #1 producer in the command while showcasing the Ramstein mission to an international audience. As an NCO she still enjoys public affairs, and it's important to her to guide and help the Airman. “I know how I felt in certain situations whether it was before or during the Air Force, and I just want to make sure no one else feels that way,” said Ford. “I
want them to see their purpose and how they are helping. Ford's Airmen look up to her as an example of living out the Air Force Core Values. “She’s really helped me grow as an Airman,” said Senior Airman John Wright, 86th Airlift Wing public affairs specialist. “She deserves Airlifter of the Week because she works really hard to make sure that everyone else has the tools they need for success. She’s probably one of the best examples of service before self.”
Patches and coins sit on display after Tech. Sgt. Jocelyn Ford, noncommissioned officer in charge of command information, earned Airlifter of the Week at Ramstein Air Base, July 8. Ford was instrumental in the public affairs office recently earning nine Air Force-level communication awards, including #1 PA Program, #1 communicator, #1 videographer and #1 writer.

Public Health Command Europe Soldiers compete for ‘Best Warrior’ title
When the scores were tallied, Capt. John Brandsma, a veterinary corps officer at Sigonella Veterinary Treatment Facility, was named best officer. Staff Sgt. Keila Ortiz, an animal care specialist at Baumholder Veterinary Treatment Facility, was named best noncommissioned officer and Cpl. Ryan Cable, an animal care specialist at the Vicenza Veterinary Treatment Facility, was named best Soldier.
Story and photo by Michelle Thum Regional Health Command Europe Seven Soldiers from Public Health Command Europe recently competed to become the best of the best in the annual 2021 Public Health Command Europe officer, noncommissioned officer and Soldier of the Year competition June 21-24. Soldiers selected to compete for the prestigious titles have mastered a series of benchmarks throughout the year to qualify for the Regional Health Command Europe Best Warrior Competition. When the scores were tallied, Capt. John Brandsma, a veterinary corps officer at Sigonella Veterinary Treatment Facility, was named best officer, Staff Sgt. Keila Ortiz, a veterinary food inspec-
tor at Baumholder Veterinary Treatment Facility, was named best noncommissioned officer and Cpl. Ryan Cable, an animal care specialist at the Vicenza Veterinary Treatment Facility, was named best Soldier. “Being awarded with the title of Best Soldier, meant a great deal to me,” said Cable. “I felt very humbled and blessed to have been able to represent Public Health Activity-Italy. I would not have had the opportunity to compete if it was not for their support during these last few months.” During the four-day competition, the competitors were tested on their Army aptitude and conquered urban warfare simulations, physical fitness tests, written exams, and warrior tasks and battle drills relevant to today’s
+ event calendar + movie schedule + travel articles & videos
operating environment. In addition, the Soldiers were evaluated by a selection board of senior noncommissioned officers. Competitors were evaluated on their uniform appearance, military bearing, and knowledge of critical Army topics. “Staying mentally focused on no sleep for 48 hours was definitely the biggest obstacle during the competition,” Cable said. “But it is also what made it intriguing and tested each competitor’s resilience and determination to succeed.” Sgt. Maj. Brett Long, Public Health Command Europe’s sergeant major, oversaw the annual competition. “Seeing these seven competitors give their all for 48 straight hours was awesome,” Long said.
“They all represented their commands well. The quality of each and every one of them makes me proud! Given the grueling physical demands, weather challenges, and mental stressors, they performed admirably. This annual competition is designed to select the best candidates to go forward to the next level board, and although, they were close, I am confident that the winners will excel at the next level of competition, they are all truly Best Warriors!” Sgt. Annalysia Cruz, an animal care specialist at Naval Station Rota, Sgt. Markell McKee, a veterinary food inspector from Public Health Command Europe, 2nd Lt. Alejandro Davila, a human resources officer from Public Health Command Europe,
militaryingermany.com
and Cpl. Malaysia Ford, an animal care specialist at Veterinary Medical Center Europe, were the other Soldiers to compete. The winners will represent Public Health Command Europe at the Regional Health Command Europe Best Leader Competition in the spring of 2022.

Public Health Command Europe welcomes new commander by Michelle Thum Regional Health Command Europe Public Health Command Europe held a Change of Command ceremony June 30 as the command's outgoing commander, Col. Brian Spangler, relinquished his command to Col. Kenneth Spicer. The ceremony officially passed PHCE leadership to Spicer, who most recently served as the Command Inspector General for RHCE through June. This will be Spicer’s third command position and second time at Public Health Command Europe. Spicer’s most recent position at PHCE was as commander of Public Health Activity – Rheinland Pfalz from 2016 to 2018. “Public health is omnipresent: the water we drink, the air we breathe, the food we eat, the immunizations we receive, the veterinary care for our four-legged heroes in the environment in which we live and work,” Spicer said. “Your work, as public health professionals, is important and it’s impressive, and my family and I are excited and proud to be part of your team.” A change of command is a long-held military tradition. The ceremony is a symbolic passing of responsibility, authority and accountability from one commanding officer to another and is often the first time the unit sees the new commander and the last time they see the outgoing commander. The ceremony ensures Soldiers are
never left without official guidance and it signifies the allegiance of Soldiers to their commander. The outgoing commander reflected on his time in command of PHCE. “If anyone would have told me twenty years ago that I would be completing a successful command as the PHCE commander, I would never have believed them,” Spangler said. “I am, however, happy that life does not always take us where we think it will. I am truly grateful and blessed to have worked with such a phenomenal, strong, and talented group of professionals.” Brig. Gen. Mark Thompson, Regional Health Command Europe commanding general and U.S. Army Europe and Africa Command Surgeon, hosted the ceremony. During his remarks, Thompson acknowledged Spangler's service and dedication to the organization, as well as his wife and family's support for the Army family. Spangler leaves PHCE for the Army’s Office of the Surgeon General in Washington D.C., where he will be dual hatted as the U.S. Army Medical Command assistant chief of staff and troop commander. Public Health Command Europe is made up of more than 400 Soldiers and civilians stationed in six countries, and reached its initial operating capability Oct. 1, 2010, combining the assets of the legacy U.S. Army Center for

Story and photo by Marcy Sanchez Landstuhl Regional Medical Center Standing in an octagon with one arm held high by a referee, the telltale sign of a victor, a triumphant Sarah Schneider Chance should have felt on top of the world. Instead, she felt a void. Growing up, Schneider Chance had the typical upbringing you would expect from the only daughter in a family of five. Her two older brothers were wrestling enthusiasts, along with her father, but it never struck a chord with the Kansas City native; that is, until she turned 17. Encouraged by her brother, Schneider Chance entered and won her first Mixed Martial Arts tournament. Prior to her first fight, Schneider Chance had only helped train family members in wrestling and boxing but had never stepped into the ring herself. “(Fighting) was in my family,” clarifies Schneider Chance, who has
been a professional fighter for the majority of her adult life. “I fought all over the world, was once a world champion, took second in the world twice. “I represented the (United States) three times (in pankration). I was the first-ever Women's World Champion in pankration, also took two silver medals.” Now a Sergeant in the U.S. Army, Schneider Chance says she enlisted seeking glory of another kind. “I wanted to do something great, something honorable, something bigger than what I was doing,” states Schneider Chance. During her second-to-last fight, Schneider Chance tore her ACL during a Judo Tournament in Germany. Following her recovery, Schneider Chance fought once more before finding her calling in the Army. “All of a sudden I asked myself, ‘Why am I doing this?’” recalls Schneider Chance, of her decision to stop fighting. According to Schneider Chance, now a nutrition care specialist at
Landstuhl Regional Medical Center’s Nutrition Care Division, the decision was actually easier than expected. With a family history of serving in the military, she felt it was a way to be part of something bigger than the world of MMA had to offer. “(The Army is) just a bigger scale, like a way bigger scale,” said Schneider Chance. “As a fighter, you have a team, you have teammates. In the military, you have comrades and it's a good bond and connection, you’re able to fight and train together.” Although Schneider Chance states she doesn’t plan to fight professionally again, the Army’s Modern Army Combatives Program has piqued her interest. “Army Combatives definitely helps represent the Warriors ethos. As a fighter, you acquire courage to go out there and finish the fight and not turn and run from your opponents,” said Schneider Chance. “What I find similar (between professional MMA fighting and MACP)

is the mentorship, fighting and your team. You all train to get really, really good and to go out there and do your best.” Outside the ring, Schneider Chance says team work and mentorship still play a role in a successful Army unit. While characteristics of the combat sport and actual combat may differ, Schneider Chance believes the principles of teamwork in the sport parallel the Army Values, particularly loyalty, duty and courage. “If you want a promotion, all your teammates help you get that promotion. You're all working together to make sure that you
are all as strong as you can possibly be as a team,” said Schneider Chance. Although group MACP has been suspended at LRMC due to the COVID-19 pandemic, Schneider Chance hopes to bring it back when allowed, help others train and promote physical readiness. “As Soldiers, (fighters) are what we are. We’re meant to fight and go win wars,” said Schneider Chance, a second-degree black belt in American Jujitsu and fourth-degree black belt in pankration. “For someone to get out there and conquer that fear (of fighting), it's a good way to give someone something.”

Beware of yellow envelope: Garnishment in Germany
by Daniel A. Lauretano and Nina Boehres Client Services & Policy Division It has happened to some. You place an order and purchase an item through the Internet, or receive a service or medical treatment from a local national physician or medical clinic, and then you receive an invoice requesting payment a few days later, but in the hectic hustle and bustle of everyday life you forget to pay before the deadline.
Reminders to pay may or may not reach your mailbox or APO box. Eventually, your case is referred to a local collection agency and you may receive a warning letter demanding payment of the amount owed, plus fees, including attorney’s fees. The fees are sometimes greater than the amount owed. In the event you forget to pay, or somehow the invoice, reminder to pay, or warning letter from a collection agency never reaches you, never ignore
the yellow envelop, especially if the document in the yellow envelope is either a Mahnbescheid or a Vollstreckungsbescheid. Both documents are orders issued by a German court at the request of the creditor, but one is more serious than the other. A Mahnbescheid, just like the Vollstreckungsbescheid, is a double-sided, large-format document that is either sent in a yellow envelope with proof of delivery by the German Post Office, or personally served to

you by the command or someone within the USAREUR-AF OJA International Law Division. It bears the heading Mahnbescheid in the middle of the double-sided page. In addition to the original claim of the creditor, the Mahnbescheid will also list associated fees to process, including attorney’s fees of the creditor or a commissioned debt collection company. Additionally, other fees will be listed (e.g., application and issuance of the Mahnbescheid, and all other costs (admin and late fees). Very often these fees far exceed the amount originally owed. If you do not resolve the Mahnbescheid, your creditor can request a Vollstreckungsbescheid from the Court which is the equiv-
alent of an enforcement order. If the Vollstreckungsbescheid is not appealed within the statutory period, the Vollstreckungsbescheid automatically comes into effect and there is no legal remedy. A Vollstreckungsbescheid, just like the Mahnbescheid, will list many additional fees separate from the original amount owed. If you receive a Yellow Envelope containing a Mahnbescheid or a Vollstreckungsbescheid, or are not sure how to react to a warning letter, make an appointment to see a legal assistance attorney by emailing us at: USArmy.Wiesbaden. SWEET TOOTH from Page 1 Schokoladenmuseum – Chocolate Museum Even driving past the attractive city of Cologne, you can’t help but notice the magnificent Cologne Cathedral that stands high and proud in the skyline. Look a bit lower when you get into the city and you’ll notice something almost as amazing – the modern-looking Chocolate Museum. Within walking distance from the Cathedral, this museum attracts 600,000 visitors each year! Opened in 1993, this privately owned museum offers a walk-through cocoa history, exhibits on the pre-Columbian cultures of Central America, collections of baroque porcelain, and a historical review of machines from the industrial period. Then on to the chocolate! In the glass-walled production facility, you view the chocolate workshop and see how chocolate is crafted and processed for selling. The pride of the museum is the three-meter-high chocolate fountain that is constantly fed with 200 kg of mouth watering Lindt chocolate!

After learning about and seeing all this chocolate it is only right to end up in the museum gift shop and buy some! This is a premium chocolaterie which sells assorted chocolates, chocolate figures, truffles, and other incredible gifts that you can bring home for yourself and friends. For example, there are not many places where you can get an extremely lifelike looking chocolate high heel!
Chocolat Grand Café After you have filled your mind with chocolate knowledge and your bags with chocolate treats, it is time to fill your appetite at the Chocolat Grand Café! The cafe has a 30-meter long panorama window with a spectacular view of the Rhine River. This is the perfect spot to sit back and try a sweet treat from the many delectable options on the cafe menu.
HARIBO Fabrikverkauf Factory Last stop on the Candy Land trail is the HARIBO Fabrikverkauf Factory in Bonn, Germany. The HARIBO store is conveniently located only 30 minutes from the Chocolate Museum in Cologne. The HARIBO store has so many candy and gummy options that you will literally feel like a kid in a candy store! This store is special for a number of reasons. They have a wonderful selection of goodies, sell bulk amounts, and most of the time there is a slight discount compared to regular food stores. There are also novelty items for sale like plush gummy bear dolls, t-shirts, cloth bags, buttons, etc. During our visit to the HARIBO Fabrikverkauf Factory, to our surprise, we arrived only about 20 minutes before closing. We couldn’t find my youngest daughter’s left shoe, and candy shopping time was ticking so we decided to go shoeless (on one foot) for the sake of time. I told the kids they could each pick out any one item in the store... but that they had to hurry! Their eyes got big as saucers, then they sprinted in different directions. I hope it is a moment that they always remember! The HARIBO Fabrikverkauf Factory is definitely worth a visit, and it is the perfect way to end the ‘sweet tooth’ road trip!
