Ramstein welcomes new commander Story and photos by Senior Airman Andrew Bertain 86th Airlift Wing Public Affairs The 86th Airlift Wing welcomed its new commander, Brig. Gen. Otis C. Jones, at Ramstein Air Base, July 15.

Brig. Gen. Josh Olson relinquished command of the 86 AW to Jones during a change of command ceremony presided over by Maj. Gen. Derek France, Third Air Force commander.

During the ceremony, France reflected on Olson’s time as the wing commander and thanked him for his service and leadership to the wing.

“General Olson, it’s been fun watching you and (your wife) Barb lead Team Ramstein the past two years,” said France. “Ramstein could not have asked for a better command team to make it through some significant storms and challenges. You’ve been in the global spotlight and you have shined.”

NEW COMMANDER from Page 1 Olson led the 86 AW, which is the U.S. Air Forces in Europe and Air Forces Africa’s largest wing, comprising eight groups, 30 squadrons and 9,000 members, from Aug. 7, 2020, to July 15, 2022.

In his time as commander, Olson led the wing through the COVID-19 pandemic, provided temporary shelter and security for over 34,000 Afghan evacuees

during Operation Allies Refuge, and sought to strengthen relationships with both allies and partners. Most recently, the 86 AW hosted the Ukraine Defense Consultative Group led by the U.S. Secretary of Defense who met with representatives from more than 40 countries.

“What a ride,” exclaimed Olson. “Thanks for your trust over the past two years. Barb and I couldn’t be more excited to pass the guidon to friends (the

Jones expressed gratitude to France and Olson for the opportunity and the amount of trust being placed in his leadership.

“Thank you for giving the Jones family this amazing opportunity,” said Jones. “It will be

a tough task following ‘Team Olson’ but (my wife) Nataki and I will do our very best to serve this installation with the pride and passion it so richly deserves.”

USAFE Ambassadors Rock Band visits Saxony-Anhalt

by U.S. Air Forces in Europe Band The Ambassadors Rock Band, the U.S. Air Forces in Europe regional rock band, completed their SaxonyAnhalt outreach tour performing at various locations throughout Eastern Germany June 20-25. The tour served to enhance the international partnerships the U.S. has with our German Allies and solidifies our unique international bonds, enhancing our relationships within Germany and the Eastern region as a whole.

The band partnered with Kenichiro Toko, U.S. General Consulate in Leipzig, and Lions Club SandersdorfBrehna to celebrate the U.S. - German friendship and underscore the strong transatlantic alliance.

“Many people in this region have had little to no contact with the United States…and probably many people may have not met an American before,” said Toko. “I think it is important to bring a little piece of America to this region to introduce American culture and American music.”

The band performed at five key locations, gathering large crowds awaiting an immersion into American culture through song.

1 ACOS celebrates 60 years

The squadron commemorated the anniversary with remarks from the current 1 ACOS commander, Lt. Col. Jessica “Hulk” Haugland, various team competition events, a luncheon and guest speaker remarks from one of the unit’s previous commanders, Col. Raymond Spohr.

“Sixty years of first class service, that’s what this unit’s provided,” Haugland said. “In 1962, we stood up at the 2063rd Communications Squadron down the road at Lindsey (Air Station), and from that point on this unit has received multiple accolades and has done a lot of great collaboration with our allies.”

When first activated as the 2063 CS in July 1962 at Lindsey AS, Wiesbaden, the squadron was assigned to the European Communications Area. The unit provided secure communications support to commanders across NATO’s large geographical scope for

31 years, until it was inactivated in June 1993 as part of the larger postCold War forces drawdown.

In May 2003, the squadron was re-designated as the 1 ACOS and activated once again at Ramstein AB. Since then, the Airmen of 1 ACOS have continued to drive its mission forward, managing secure communications that enable commanders to quickly and efficiently distribute critical information within the U.S. Air Forces in Europe – Air Forces Africa, Global Strike and U.S. Air Forces Central Command theater of operations.

“I’ve worked in the squadron for almost three years, in the global command and control system,” said Senior Airman Allison Pecaut, 1 ACOS Collateral Systems Administrator. “What we do here, we won’t ever do again in our careers. It’s a specialized assignment because we are on the cutting edge of developing innovative new technologies and procedures within GCCS across the Air Force.”

GCCS is one of five sections within the 1 ACOS. Combined with the other sections of infrastructure, joint worldwide intelligence communications systems, security and the theater network operations center, the squadron delivers, operates

and defends theater intelligence, surveillance and reconnaissance, and command and control capabilities.

“Working in the security section, we ensure 1 ACOS members and mission partners have access to the systems they need,” said Airman 1st Class Marcus Greene, 1 ACOS Cyber Security Technician.

“We actively monitor and mitigate any vulnerabilities discovered in the network as managers. We help manage the verification systems and ensure that the personnel are trained and cleared to do their job as quickly as possible. We’re the gatekeeper assuring the right people are in the right position to support the ISR mission.”

Delivering on the 1 ACOS slogan “The Best Done Better,” the unit has earned multiple decorations throughout its history, including a Navy Meritorious Unit Citation for its critical support to the Apollo Manned Space Flight program.

“Heritage is important to understand from the Air Force perspective,” Spohr remarked. “You’ve got to understand where you came from, so you can get to where you want to go. In the last decade, the squadron has continued to build on its proud tradition of providing premier and enduring communications for USAFE – AFAFRICA. It is absolutely phenomenal to be in this unit, and you as Airmen, whether it’s in active duty or civilian contractor, you all make it happen.”

The 1 ACOS Airmen celebrated their squadron’s rich history and many achievements with a day of team-building and morale events, culminating in a chance to plunge their commander into the icy waters of a dunk tank.

“I hope today as you compete, defeat and challenge yourselves, you think about where we come from because that’s what today is about,” Haugland said. “Today is about reflecting back on 60 years of amazing service.”

AFAS tests online loan application process

An Airman applies online for Air Force Aid Society assistance at Ramstein Air Base, July 12. The new online application process was put into place to give military members 24-hour access to apply online rather than coming into the Military and Family Readiness center during the duty day.

Applying for an Air Force Aid Society loan became easier through a new online application process.

Ramstein Air Base was selected as one of nine test bases for the new online process, giving Kaiserslautern Military Community service members easier access to emergency financial support.

The new application portal is active here and provides Airmen and Guardians of all ranks an opportunity to submit their applications for interest-free loans online rather than in-person at the Military and Family Readiness Center. However, the M&FRC is still open for in-person help.

“We pride ourselves on being able to help with whatever difficulties you may be going through,” said Angie Fields, M&FRC community readiness consultant. “In light of the COLA decrease and other financial challenges, our doors are always open to those who need help with applying for loans or grants, and we even offer financial counseling to help you budget your future.”

Airmen will be able to upload budget documents and fill out forms completely online, and, if approved, the loan will be directly deposited.

Transfer of Authority

Ask the Doc: Heat stroke vs. heat exhaustion — what’s the difference?

by Claudia Sanchez-Bustamante Military Health System Communications Dear Doc: During a recent run in the hot weather, I started to feel dizzy and got a headache. Could this be heat exhaustion or heat stroke? Can you please explain the difference between the two so that my buddies and I can learn ways to prevent heat-related injuries in the hot weather?

Thank you, -Sgt. Dizzy Run Dear Sgt. Run: Whew! That sounds dangerous. With those symptoms, you probably experienced some sort of heat illness.

Fortunately, I found the perfect expert to talk to about this.

Being exposed to hot weather can lead to heat-related illnesses including heat exhaustion and heat stroke but taking proper precautions may reduce the likelihood of illness.

Army Col. (Dr.) Anthony Noya is the chief of primary care at Bayne-Jones Army Community Hospital, in Fort Polk South, Louisiana. Here’s what he had to say: “Heat-related illnesses refer to a spectrum of conditions that worsen as the body loses its ability to compensate for the increased core temperature due to environmental heat or metabolic heat.

There are warning signs to be aware of and measures to take to prevent the progression of heatrelated illnesses.

Simply put, as with any illness, the result is an inability to function, which can be mild, moderate, or severe.

Risk factors are numerous – generally speaking, the main risk factors are: people who take certain medications that lead to fluid or electrolyte alterations, people at the extremes of age, and insufficient cooling, hydration, and fitness. There are also genetically predisposing conditions that can increase someone’s risk of heat illness.

Heat exhaustion occurs earlier in the spectrum of heatrelated illnesses. If left unaddressed, heat exhaustion can rapidly progress to the medical emergency we call heat stroke. It can be difficult to differentiate the two without accurate diagnostic measurements.

The primary difference between heat exhaustion and heat stroke has to do with core body temperature and persistent, severe neurologic manifestations. Heat stroke involves a core temperature above 104 F (40 C), and persistent neurologic dysfunction to include coma, seizure, and altered level of consciousness, confusion, or headache. If heat stroke has set in and there is a delay in cooling, this condition can be fatal.

Heat stroke’s primary symptoms include a change in mental status, such as confusion, delirium, combativeness, seizures, loss of consciousness, and a core body temperature above 104 F. Heat exhaustion can present with dizziness, headache, nausea, weakness, unsteady gait, muscle cramps and fatigue. The core body temperature is elevated but remains below 104 F. To avoid these, particularly during fitness training or working outdoors in the summer heat, I recommend people stay cool, stay hydrated with a balanced liquid that has glucose, electrolytes and water (such as a sports drink). I also recommend you address the early warning signs.

Thankfully, the majority of heat related illness is heat exhaustion or heat cramps.

However, if left unaddressed, heat exhaustion can rapidly progress to heat injuries like non-cerebral end organ dysfunction or heat

stroke, with severe elevations of core body temperature and nervous system, brain, and other organ dysfunction.

To avoid heat-related illness, it’s important to remove the person from the heat, measure his or her core body temperature (rectal is the preferred method) and initiate rapid cooling. If a rectal thermometer is not available, one reasonable approach is to cool the patient until they begin to shiver.

Cooling them off through cold-water immersion or applying ice packs to their neck, underarms, and lower abdominal or groin area is highly effective if suitable equipment is available.

In circumstances when ice water immersion is not feasible, particularly if the patient has complications requiring aggressive medical intervention, such as a compromised airway or active seizures, trained professionals should use alternative methods of cooling. The goal is to lower the core temperature to about 101 or 102 degrees.

Calling 911 will mobilize trained professionals to assist casualties of heat illness. They will determine if transporting the patient to a hospital for more intensive intervention and management is necessary.

People who must work outdoors can stay ahead of the harmful effects of extreme heat by being aware of the conditions, wearing proper clothing, hydrating, and having cooling capabilities available.

As always, an ounce of prevention is worth a pound of cure.

Knowing and addressing the warning signs of heat related illness along with basic prevention is our best approach.”

US hosts ten countries at soccer championship

by David Vergun Department of Defense News The U.S. is hosting an international soccer championship for military women — the World Military Women’s Football Championship — in Spokane, WA. The International Military Sports Council, or CISM (Conseil International du Sport Militaire) is sponsoring the event, which runs through July 22 and is hosted by nearby Fairchild Air Force Base.

Ten countries are participating in the championship games, the 13th such event.

The passion and energy in the U.S. team is incredible, Coast Guard Lt. j.g. Scotti Culton, defender No. 7, said.

“It’s a one team, one fight mentality,” she said, adding that the U.S. team has been practicing from early in the morning to late at night.

“We hype each other up every day even though our muscles are aching,” she said.

Army 1st Lt. Nikiay Comer, forward No. 2, said everyone is focused on the team from Belgium in this afternoon’s game.

“They’re a strong team with good talent, but so are we,” she said.

History Tuscany has always been an important region with its pre-Etruscan history, which is parallel to early Greek history.

Tuscany was first inhabited by the Appennine culture in 1350 BC followed by the Villanovan culture by 1100 BC, which brought Tuscany under chiefdoms.

Rome absorbed Etruria, establishing the cities of Florence, Sienna, Pisa and Lucca. This brought development and technologies to the region as well as much-needed peace. Roman civilization collapsed in the West by the 5th century, which led to the takeover by the Goths and then the Byzantine Empire. In the years following 572 C.E., the Longobards arrived and designated Lucca the capital of their Duchy of Tuscia.

Tuscany is regarded as the place where the Renaissance was born, particularly Florence.

Tuscany fell under Benito Mussolini and local Fascists before the armistice. The fall of Mussolini in September 8, 1943, made way for the Italian Social Republic created by the Nazis who were then conquered

by the Allies in the summer of 1944. After the Social Republic ended, Tuscany became a part of the new Italian Republic and it flourished as a major Italian cultural center prior to establishing regional autonomy by 1975.

Tuscany is made up of different cities, each unique in its own right. The cities include the capital of Tuscany, Florence (Firenze), Arezzo, Cortona, Chianni, Chiusi, Lucca, Montepulciano, Pienza, Pisa, San Gimignano and Siena.

Florence is a major watercolor center and contains numerous art galleries and museums showing globally famous works of art. Museums that are worth every visitor’s time include Uffizi, where the Birth of Venus
