Auf Wiedersehen Kaiserslautern Military Community! by Staff Sergeant Jimmie D. Pike 86th Airlift Wing Public Affairs Office Whenever a service member receives orders for a permanent change of station, many emotions may be running through their head: joy, sadness, anxiousness, or surprise. Whatever the case, the process for leaving the currently assigned base is usually filled with stress and confusion. To make the inevitable PCS process as stress-free as possible, there are a few things that can be considered. The 86th Airlift Wing Public Affairs office and the Kaiserslautern American team have taken this opportunity to provide you with an issue of consolidated articles and information that will help ease the process of leaving Ramstein behind.
This issue will provide service members with agencies, phone numbers, tips and tricks, and other information to plan their move. This is not allinclusive, all information and instructions provided by the different agencies during outprocessing should be followed to ensure the smoothest transition. Generally, outprocessing should begin 120-180 days prior to the member’s date of estimated return from overseas, and before orders have been received. By starting earlier, members can get the ball rolling on processes that may take longer than most. If shipping a vehicle, service members need to ensure the car is clean, free of all personal items, and that all recalls are taken care of. Any necessary maintenance work needed on
the car may take time and should be completed as soon as possible. More vehicle tips can be found on page 6. Household work is also an important, and time-consuming obstacle, when preparing to PCS. By creating a list of what will be put in luggage and carried, members can help prevent forgetting anything critical at the last minute. It may also help to make a list of high-value items before starting to pack. (Tip: If you have a high-value list from a previous PCS, just update the information to save you time on rewriting an entirely new list.) Ensuring that living areas are cleaned before leaving, whether on or off base, is important to finish outprocessing. The goal is to maintain good relationships with host nation landlords, and maintaining a healthy envi-
ronment for future service members to live. More tips can be found on page 7. While clearing the out-processing checklist, members will visit base agencies. The number of agencies may increase depending on the needs of the member and their family, but all agencies are important to out-processing procedures. For many, living abroad in Europe in the KMC, has created many fond memories and lasting friendships. We want to make sure service members leave with those in mind, and not the bitter taste of a rocky PCS. As members bid farewell, we provide them with this issue to help them take their good memories with them. The Ramstein outprocessing brief can be found online at www.ramstein.af.mil.

by Senior Airman Timmethy James 86th Airlift Wing Public Affairs The military lifestyle brings about constant change. One of the biggest and most drastic of the changes is the act of physically uprooting the family, sometimes on a semi-annual or annual basis. As exciting as a change of scenery might be, a permanent change of station could also bring overwhelming stress or financial burden. Housing final-outs, Tricare, vehicle shipments, unaccompanied baggage, pulling the kids out of school, and pets are just a fraction of the laundry list of to-do’s for PCSing out. Luckily, chaplain services, military family life counselors, and the Air Force Aid Society are just a few ways families can find relief. Chaplains are one of the primary sources that help Airmen and their families develop a solid mental attitude by providing comprehensive resilience and whole-person care. The 86th Airlift Wing Chapel offers fourteen different religious groups leading programs for families seeking support at both Northside and Southside Chapel. The staff can also accommodate anyone who does not identify as religious, or sees themselves as spiritual, but not religious, humanist, or atheist by providing non-denominational counseling support. Chaplains have vast experience with all types of issues and people. “The best part is that we PCS just like everyone else, and understand the experience of a PCS on the Air Force family,” said Lt. Col. Charles Seligman, 86th Airlift Wing Chapel Branch Chief. Every unit has a chaplain assigned to them. There is also a chaplain on call
24 hours a day, seven days a week, 365 days a year. So there is never a wait to speak to a chaplain, and they never turn anyone away. Chaplains provide 100 percent confidentiality. For those seeking stress relief, coaching or resilience options outside of chapel services, Air Force Military Family Life Counselors are an option. As contracted professionals, MFLCs are contracted professional counselors available to Department of Defense identification card holders. The counselors are experienced and provide assistance on a wide range of subjects, including stress and anxiety, grief, and issues surrounding daily life, as well as marriage and relationships. Consultations with MFLCs are confidential and not recorded or maintained. There are also group and unit trainings offered at no cost. Individuals can contact the Airman and Family Readiness Center for MFLC assistance. Lastly, PCS season could drastically and negatively affect the wallet. That’s where the Air Force Aid Society comes into play. When unexpected financial expenses or emergencies arise, AFAS can provide interest-free loans, grants, or budget counseling as part of their standard assistance to help Airmen and families meet their financial needs. The other option is the Falcon Loan, a non-interest loan of up to $1,000, for when time and resources are limited for families. Payment is made to the final vendor such as a landlord for rent or repairs, or car mechanic. Air Force Aid Society assistance is available to all active-duty Air Force members, Air National Guard and Air Force Reservists, retired Air Force members, and Air Force dependents who

Parking discs needed
In certain parking lots on Ramstein Air Base, display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The following are some parking lots where discs are required: MOMS, Ramstein Officers’ Club, the commissary, the library and the community center. Parking without displaying a disc or remaining past the allowed time could result in a citation. New process, new hours
The Ramstein Visitor Control Center recently changed processes on issuing passes. The VCC now issues passes with a scannable barcode. These passes are valid for one to three days and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a longterm pass. Customers should understand with the new process, waiting times may be longer than usual. The VCC changed its operating hours. It opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access. For more information, visit ramsteinvisitorcenter.com The KMC Housing Office and Furnishings Management Section will be closed on March and April 2 due to German legal holidays. by Airman 1st Class Kristof J. Rixmann 86th Airlift Wing Public Affairs In preparing to leave Ramstein Air Base, it is imperative to maintain current forms of identification for military-affiliated personnel. Military members and their families are encouraged to have an official travel and tourist passport, be in possession of valid identification cards, and return restricted identification cards, such as line badges, before undergoing a permanent change of station. There are multiple outlets on Ramstein to help individuals complete these tasks.
The 786th Force Support Squadron Passport Office is able to assist military personnel and families who are stationed at Ramstein Air Base, with renewing, replacing, or obtaining a passport. Service members from other bases in the Kaiserslautern Military Community area should contact their servicing passport office for assistance. Military members and their families should be aware of the different types of passports offered. Official travel passports carry no fee but can only be used for assignments such as temporary duty assignments or when PCSing. Tourist passports cost $105 for minors and $135 for adults. These passports may be used for any travel
outside of official business. The 786th FSS Ramstein ID Cards Office is able to assist personnel if their Common Access Card, Dependent ID Card, or Retiree ID Card is damaged, lost or expired before PCSing. The ID cards office also assists with outprocessing by creating Air Force Form 1172 for dependents. This form allows dependents to be placed on the orders of military personnel. Lastly, if an individual was issued a ration card by the 786th FSS, the individual PCSing must return the card to the Ramstein ID Cards office. If individuals possess a restricted area badge and are in the process of PCSing, they can return it to the 86th
Security Forces Squadron Ramstein Pass and ID office. According to Staff Sgt. Jessica Harper, 86th SFS noncommissioned officer in charge of Pass and ID, personnel can begin the process by contacting their unit security manager. Then, the unit security manager provides an AF Form 2586 and a memorandum for turn in. Individuals then bring these forms along with their line badge, outprocessing checklist, and orders to the Ramstein Pass and ID office. The AF Form 2586 will be turned in with the line badge while the memorandum for turn in, outprocessing checklist, and orders will be stamped and returned to the PCSing individual.

Shipping your goods outbound How to transfer schools during a PCS

Auf Wie dersehen! = See yo u!
by Senior Airman Devin Boyer 86th Airlift Wing Public Affairs It’s time to pack up boxes and send your belongings to your next home. To do this, there are two services that you will need to set up; household goods and unaccompanied baggage. The difference between the two is simple. Household goods will contain most of your belongings and will travel by boat. Unaccompanied baggage will contain necessities that you may need soon after arriving to your new location and will travel by plane. The maximum weight per shipment will depend on your paygrade and whether or not you have dependents. To schedule your household goods pick-up, you will first need to create a Defense Personal Property System account at www.move.mil. DPS is an automated system developed to help simplify the move process and initiate household goods movement and gives you 24-hour access to features such as online counseling, claims settlement, and shipment tracking. Once you have created a DPS account you will need a hard copy of your orders or a letter-in-lieu of orders. Ensure pop-up blocker is off. First, select “Before You Move.” Here you will find how-to guides, weight allowances, and other pertinent information that will assist in planning your move. Next, select “Self Counseling,” and update your customer profile. Once your profile is updated, select “Enter Order Information” to enter the details from your order. Finally, select “Create Shipment” to enter shipment details pertaining to your move. After accomplishing all shipments in DPS, you must physically visit the Traffic Management Office during walk-in hours, Monday through Friday from 7:30 a.m. to noon with a copy of your orders including amendments for each shipment. TMO is located in building 2106 room 212 on
Ramstein Air Base. Please note, your shipments will not be booked until you attend a TMO briefing and sign all necessary paperwork. If you wish to ship alcohol, there are some things to keep in mind – United States Customs and Border Patrol permits the importation of alcohol in household good shipments when prior approval is obtained and advance documentation is provided. Individuals wishing to ship alcohol in their household goods are subject to State, Federal, and U.S. Customs requirements, taxes, fees, and restrictions. All additional fees associated with the shipment of alcohol are solely the responsibility of the customer. The following documents must be turned in to the Ramstein Personal Property Office at the time of counseling or alcohol will not be authorized to ship in household goods: 1. Power of Attorney for your Transportation Service Provider to clear your alcohol through U.S. Customs. Print and complete the POA. This does not need to be notarized by the legal office. 2. Completed alcohol inventory. Each column of the alcohol inventory must be filled out in its entirety and the total number of liters must be annotated on the inventory. 3. Written permission from the state the customer is moving to authorizing the importation of alcohol in household goods. Contact information for each state’s Alcohol, Beverage, and Control Board can be found at the following link: http://www.ttb.gov/ wine/state-ABC.shtml. For additional information on household goods or unaccompanied baggage, contact the 86th Logistics Readiness Squadron Traffic Management Flight Outbound Personal Property at 480-5509, 4802163 or 06371-47-5509, 06371-472163.
Tschüss! = So long!
by Senior Airman Joshua Magbanua 86th Airlift Wing Public Affairs People making a permanent change of station have a long list of things to check before they move to their next base. This list gets even longer for those who have kids in school. Parents should notify their child’s school about their PCS once orders are received, and ask about the earliest date they can withdraw their child. They also request the student’s cumulative record and any other documents needed for the next school. Parents making a PCS should
also contact the Army and Air Force Exchange Service school meal program to settle any accounts before they leave for their next duty station. To make the process of transferring their children from their current school to the next more convenient, parents can reach out to the school liaison office. The office provides outbound referral information about schools and SLO contacts for the parents’ next base. For further questions about moving schools, please contact the Ramstein Air Base SLO at 480-9374, or 06371-47-9374.
PCSing with your POV by Airman 1st Class Alexis C. Schultz 86th Airlift Wing Public Affairs A permanent change of station from the Kaiserslautern Military Community can cause stress, especially with a privately owned vehicle. Follow these guidelines to successfully turn in your POV for shipment. If shipment of your POV is not authorized for your next duty station and you wish to store the vehicle, an authorization letter signed by the Traffic Management Office is required. If shipment of a POV is authorized, no letter is required. All POV’s must be cleaned in accordance with the U.S. Department of Agriculture Regulations. The exterior and interior must be cleaned thoroughly, free of dirt, leaves, grass, seeds, insects, and food. The wheel well containing the spare tire often collects debris and should be checked. Remove all cleaning supplies, oils, flammables, weapons, alcohol, tobacco, personal items and household goods from the vehicle before turn-in. If the vehicle does not meet inspection requirements, the vehicle will not
be accepted for shipment. The inspector will identify all discrepancies and the shipper must correct them before the shipping process continues. All POVs shipped to the United States are required to have a U.S. Environmental Protection Agency and U.S. Department of Transportation label. Both labels are required by U.S. Customs to prove that the POV meets the applicable Federal Motor Vehicle Safety Standards. To schedule an inspection, make an appointment with the Vehicle Inspection and Registration office on Kapaun Air Station. Provide six copies of your orders and the vehicle registration. Power of attorney is required for customers acting on behalf of the POV owner. German license plates are not authorized for shipment back to the U.S. and should be turned in at this appointment. The Vehicle Inspection and Registration office is located in building 2806 on Kapaun. They are open Monday through Friday, from 7 a.m. to 3:15 p.m. For more information, contact the Vehicle Inspection and Registration office at 489-7542.

Clearing housing on and off base
by Senior Airman Devin Boyer 86th Airlift Wing Public Affairs Now that you have shipped all of your belongings, you will need to clear housing and move into temporary lodging. Whether you live on or off base, the steps provided will guide you to make your outbound processing a smooth transition. OFF BASE: 1. Provide your landlord a minimum of 30 days written termination notice. It is recommended that you schedule a pre-inspection with your landlord. This will allow the landlord to provide you with requirements to clear the house. You will need to schedule your final inspection with the landlord so they can sign off the U.S. Air Forces Europe Form 333A. Note: If rent is being paid by Electronic Funds Transfer, contact your financial institution to stop monthly payment and prorate last month’s rent until termination date with landlord. 2. Contact the Utility Tax Avoidance Program office for outprocessing instructions. UTAP will need the ending meter readings. Contact the utility companies to schedule final meter readings. Note: If utilities are being paid by EFT, contact your financial institution to stop monthly payment. 3. Contact Furnishings Management Section to arrange for pick up or delivery of temporary furniture at 489-6001 or 0631-536-6001. FMS is located in building 720 at Einsiedlerhof Air Station. 4. Schedule temporary lodging. You are authorized up to the last 10 nights before your departure, counting backwards from your departure or port call date. Anything over 10 nights is the service member’s financial responsibility. You are required to stay within your permanent duty station, Kaiserslautern Military
Community area, for reimbursement. Temporary Lodging Allowance is not authorized if taking leave outside the PDS area. To schedule lodging, contact KMC Central Lodging Reservations at 480-4920 or 06371-45-4920. 5. Schedule your final walk through with your landlord. Complete the required USAFE Form 333A with the landlord. The landlord must complete sections 19 and 20. Do not forget to arrange with the landlord to get your security deposit back. Check with the finance office for requirements to return the security deposit money. 6. Mandatory: You will need to come in person during walk-in hours to the KMC Housing Office to clear housing. During your visit, provide a copy of your rental termination notice, USAFE Form 333A signed by your landlord, paid lodging receipt, and three copies of orders. The housing office will complete the forms to stop your Overseas Housing Allowance and reimburse TLA costs. You will then be cleared from Virtual Military Personnel Flight and the checklist you provide. 7. If you do not complete your TLA reimbursement during outprocessing, you will process the claim with your next duty station’s finance office. If you do not have your paid lodging receipt with you when you outprocess, you can email it to the housing organization at 86ces. cehhousingoffice@us.af.mil. In your email provide the following: Your German address, your port call date, the termination date off base, which dependents were staying in the hotel with you, whether you had cooking facilities in the hotel, an itemized lodging receipt, your orders – front and back with any amendments (if dual military, include both members’ orders). Note: If you stayed in lodging on the economy for TLA, you will need to scan lodging receipt, orders – front and back with any amendments, statement of nonavailability (provided by Lodging
Office), and a VAT form if applicable. Upon completion of the TLA form, it will be scanned and emailed to you. ON BASE: 1. Schedule an appointment with the Housing Office no later than 40 days prior to the anticipated departure date. During the appointment, the pre-inspection and final inspection will be scheduled. Be sure to bring four copies of orders and a confirmed departure date. If you don’t have orders, you can still schedule the pre-inspection. Once you receive your orders and your confirmed departure date, you will be able to schedule an appointment to set up your final inspection. You can reach the Housing Office at 489-6672 or 0631-536-6672. 2. Contact Furniture Management Section to arrange for pick-up or delivery of temporary furniture at 489-6001 or 0631-536-6001. FMS is located in building 720 at Einsiedlerhof Air Station. 3. Schedule lodging. You are authorized between three to five nights based on your departure date. When you schedule your final inspection, you will be notified of how many nights you are allotted. You are required to stay within your permanent duty station, Kaiserslautern Military Community area, for reimbursement. Temporary Lodging Allowance is not authorized if taking leave outside the PDS area. To schedule lodging, contact KMC Central Lodging Reservations at 480-4920 or 06371-45-4920. 4. If you do not have a final inspection date, call KMC Housing to schedule an appointment to set up your final inspection. Be sure to bring four copies of orders. 5. After your final inspection, provide your copy of the AF 594 to the housing office provided to you by the inspector. You will then be cleared from Virtual Military Personnel Flight and the checklist you provide.
6. If you do not complete your TLA reimbursement during outprocessing, you will process the claim with your next duty station’s finance office. If you do not have your paid lodging receipt with you when you outprocess, you can email it to the housing organization at 86ces.cehhousingoffice@us.af.mil. In your email provide the following: Your German address, your port call date, the termination date off-base, which dependents were staying in the hotel with you, whether you had cooking facilities in the hotel, an itemized lodging receipt, your orders – front and back with any amendments (if dual military, include both members’ orders). Note: If you stayed in lodging on the economy for TLA, you will need to scan lodging receipt, orders – front and back with any amendments, Statement of Non-Availability (provided by Lodging Office), and a VAT form if applicable. Upon completion of the TLA form, it will be scanned and emailed to you. Happy PCS! The KMC Housing Office is located on the Vogelweh Military Complex in building 1001. Not all trash is created equal
An example of unacceptable disposal of bulk trash. Keep the bin platforms free and clear of any boxes, large items and excess garbage bags. Having items on the platforms prevents the contractor from being able to access the bins to empty them. There are recycling centers located on Ramstein and Vogelweh available to on-base residents when the bins are full. Courtesy photos
by Airman 1st Class Kristof J. Rixmann 86th Airlift Wing Public Affairs Military personnel living off base or in housing on Ramstein, Vogelweh, and Landstuhl have become accustomed to the thorough methods of trash disposal in Germany. It is important to remain mindful of these laws even while going through the permanent change of station process. The trash contractor provides yellow
bags and three color-coded containers to indicate where to dispose waste. Most trash falls within one of these categories. Yellow bags represent plastics, rinsed food cans, beverage cartons, styrofoam, and wax paper. Blue containers are for all paper products such as magazines, books, and leaflets. Brown bins are for biological waste such as kitchen and yard scraps.
Personnel who are leaving the Kaiserslautern Military Community should be sure to properly dispose of their trash. If needed, the recycling centers in the area provide the perfect means to get rid of junk and trash, while also helping the environment and adhering to German law.
Garbage that does not contain pollutants and cannot be recycled, such as ash, cigarette ends, rubber, toiletries, and diapers will go in the black containers. Shops and supermarkets collect hazardous waste, such as batteries and power packs, where they will be disposed of properly. Individuals living on base are able to use the recycling centers located at building 5146 on Ramstein and build-
ing 2821 on Vogelweh. Military members, and their families, living off base are allowed to use recycling centers found in their towns and villages. For any trash or recycling-related questions contact the Kaiserslautern Military Community Housing Office at 0631-536-6671. Knowing these laws will ensure a smooth PCS for service members and their families.
PCSing? Not before turning in your VAT forms! Story and photo by Senior Airman Joshua Magbanua 86th Airlift Wing Public Affairs Are you leaving Germany to move to your next duty station? Don’t forget to settle your business, especially when it comes to tax relief. When U.S. Department of Defense members make a permanent change of station to Germany, they have the privilege of saving money on taxes by purchasing Value added tax forms and enrolling in the utility tax avoidance program. UTAP enables service members and DOD civilians to receive tax-exemption on electric, gas, and water utility bills. VAT forms on the other hand offer tax relief for certain personal purchases. Those who use these privileges must close their accounts in these programs before they PCS. Ardrenne Hackett, 86th Force Support Squadron VAT office manager, explained how PCSing members can
settle their UTAP and VAT accounts before they leave. “To outprocess (from) the UTAP program, a member will need to bring in their orders, final bills, and a receipt of payment for the final bills,” she said. “Utility suppliers will need meter readings in order to generate a final bill. No online payments are accepted as proof of payment. Please pay the final bill at your financial institution or with the utility company directly.” Hackett added that those who have unused VAT forms must return them prior to leaving Germany. Failure to do so will result in negative repercussions. “If the form is not returned, it will remain on the account indefinitely,” said Hackett. “If a member returns to Germany for another tour, that VAT form will still show as issued out and will limit the amount of forms you are able to purchase at a given time. The host nation requires full accountability of VAT forms. Failure to return VAT forms violates the regulation and host
nation requirements. In addition, the VAT office will be required to record a violation on the customer’s account.” Other consequences for not closing accounts in VAT and UTAP properly include the risk of acquiring government debt and disqualification from reenrollment in both programs. Hackett affirmed the advantages UTAP and VAT offer, saying the programs greatly benefit members stationed in the Kaiserslautern Military
Community. She added that it is important for customers to consult the proper authorities concerning any questions they might have. “The UTAP and VAT program are wonderful ways for members to save a considerable amount of money,” she said. “However, with great reward comes great responsibility. Follow the rules; when uncertain ask the VAT/ UTAP office prior to executing a transaction.”

PCSing with your Pet by Airman 1st Class Alexis C. Schultz 86th Airlift Wing Public Affairs Planning and preparing are essential when traveling with your pets. It is important to follow specific guidelines from airlines and veterinarians when making a permanent change of station from the Kaiserslautern Military Community. Check with your personnel office to see if your pet’s shipment is a reimbursable expense. Arrange pet shipment in advance by contacting the passenger travel office or the airline you will be using. Pet spaces are limited on flights, so it is important to book ahead of time. When PCSing back to the United States, Air Mobility Command and commercial flights will require a health certificate issued no more than 10 days prior to travel, and a rabies certificate issued no more than 30 days prior to travel. Other countries may require different documentation for your pet. Ask your veterinarian for the specific requirements for the country you are traveling to, to ensure that all
required vaccinations are up-to-date and to receive a health certificate. Military vets are familiar with this process, but civilian vets may need several weeks lead time to order the certificate. Veterinarians should know of travel plans as soon as possible to ensure that all travel requirements are completed. Rules regarding kennel and travel requirements differ among airlines. Ask your airline for specific requirements for the airline you’re traveling with. Many airlines do not allow travel if temperatures are too extreme. Kennels must also be large enough to allow the pet to stand without touching the top of the cage, sit, turn around, and lie down in a natural position. A water container must be present inside the kennel. Clearly label the kennel with your name, destination address and phone number. Ensure pets are wearing up-todate identification tags and that their microchips are updated with the correct address information. To avoid problems at the airport, carry proof of the pet’s rabies vaccina-
A permanent change of station with a pet is no easy matter. Members should ensure they begin the process for vaccinations and paperwork as soon as possible. It is important to note that if there is no space available for pets on the flight, the service member is responsible for the pets movement to the next duty station. Day of departure
Being prepared for the day of departure is very important and often overlooked. Ensure that luggage adheres to airport and airline policies before getting to the airport. It is also important to have your transportation to the airport prepared a few days in advance to alleviate any stress. Lastly, listen to all instructions and procedural guidance of airport staff and security to get to your destination. Courtesy photo
by Senior Airman Savannah L. Waters 86th Airlift Wing Public Affairs Outprocessing from an overseas assignment is known for being a complicated process, but service members can finally take a breather once they wake up on that final day-of-departure morning. Though the day of departure may be a day to relax, for some, the day can quickly turn into one of the busiest. “Patriot Express travelers should check-in baggage 24 hours to prior to departure,” said Senior Airman Shranil Kumar, 721st Aerial Port Squadron passenger service specialist. “For temporary duty, deployments, and those making a permanent change of duty station need their orders with them, especially for Space-A travel.” Travelers should always carry items such as leave authorization forms, unaccompanied letters, non-command or command-sponsored forms, and other forms of identification, such as passports, Kumar said. “Retired military personnel need their retired ID, and dependents or children 10 years or older need an ID,” Kumar said. More information can be found at the Air Mobility Command Passenger Terminal website, or their Facebook page.
If not flying from Ramstein, many service members leave from Frankfurt International Airport, which is approximately 120 kilometers away. Members should arrange transportation before the day of departure, and always have a back-up plan, Kumar said. Service members leaving Germany shouldn’t rent vehicles from the airport if their U.S. Army Europe driver’s license isn’t valid on the day of departure. There are several shuttle services that will take members to the airport from base. To get around the local area, buses, trains, and taxis are also available. Several military shuttle bus routes serve Ramstein and the Kaiserslautern Military Community, as well as German bus services. Up-to-date shuttle-bus schedules can be found at base billeting offices and the AMC Passenger Terminal on Ramstein. Shuttle buses pick up service members and Department of Defense civilian employees. Shuttle bus transportation is also offered to off-duty service members, DoD civilian employees, family members and retirees on a space-available basis only. However you choose to travel on your day of departure, make plans well in advance and travel safely. Tschüss!

previous five years as a Royals assistant. Shoffner said his emphasis when practices started was to keep players focused on making sure they will do the work necessary to accomplish goals. The program went through tryouts and their initial weeks of work last week and they will try to repeat the success of last season’s DODEA Euro championship. The season begins next weekend with a road trip against SHAPE International School in Belgium. “We will use some of the same principles that were put in place here by Coach (Tom) Yost,” Shoffner said. “He and I were friends before he first asked me to join his staff and I am excited to have this opportunity now as the head coach.” Shoffner said his assistants will include Tim Slusney, Steve Oswald and maybe a man or two more. Yost had a veteran staff and strung together the best run in DODEA diamond history, winning five straight Euro titles before stepping aside in 2017. Those Ramstein teams built an expectation of winning that Shoffner thinks can carry over once RHS gets going in 2018.
Among other duties, Travis Shoffner was a first base coach on Ramstein’s championship team from 2017.
“Those expectations, though, come from the outside moreso than within the program,”Shoffner, a 20-year Air Force veteran retiree, said. “We try to get our players to be clear on all that is needed all the work, conditioning, and commitment that is involved — for them to have success. A lot of people believe that because it’s Ramstein we are automatically going to be successful. There is a lot that has to happen on the players’ parts for success to happen.” Shoffner works at USAFE Command Headquarters and has a son, Tieran, on the current Royals squad. He and his wife, Keilah, had assignments in Yakota, Japan; Andrews AFB in Washington, Aviano,
Italy; and Stuttgart before coming to Ramstein. He said the short length — less than three months — of the DODEA season makes it possible for players to get involved in other baseball circuits. “A lot of the success here has been because local kids take advantage of all that the Ambassadors baseball program has to offer,” Shoffner said. “That program gives kids who are serious about baseball a chance to throw and hit in the offseasons, plus allowing them to play in tournaments in the Netherlands, Brussels, Belgium and all around Germany. We like to see our players putting in individual work when we are not into our season.”

St. Patrick’s Day honors first Irish Christian missionary by Petra Lessoing 86th Airlift Wing Public Affairs The Irish celebrate a national and religious holiday today — St. Patrick’s Day. It’s a day to honor Ireland’s first Christian missionary. March 17 is also an official holiday in Northern Ireland, the British overseas territory of Montserrat and the Canadian province of Newfoundland. But even in many other countries, Irish emigrants and even non-Irish celebrate the day with festivals, parades and other events. The St. Patrick’s Day custom came to America in 1737. The first parade with 770 participants was held in 1843 in Chicago. Today, more than 100 cities in the states hold St. Patrick’s Day parades, the largest of which is in New York City. According to historical documents, St. Patrick was not Irish. He was reportedly born in Scotland around 385, near the town of Dumbarton. His real name is believed to be Maewyn Succat and his parents belonged to a Roman family of high rank. Patrick lived a normal life for 16 years, before he was captured by pirates and forced into slavery in Ireland. He never was interested in God or the church, but being away from home and all alone, he turned to God and learned to pray while herding sheep. After being a slave for six years, Patrick dreamed that God told him it was time to go home. So he escaped on foot across 200 miles of unknown land. After
an adventurous sea voyage, he finally returned home. Per the story, a couple months later he visited St. Martin’s monastery at Tours and the island sanctuary of Lerins. Patrick placed himself under the guidance of a bishop, St. Germain. Several years later he promoted to the priesthood. He engaged in missionary works and after the bishop recommended Patrick to the Pope, he traveled to Rome. Pope Celestine entrusted Patrick with the mission of bringing Christianity to Ireland. Since he learned the Celtic language during his years of slavery, it was easy for him to spread the word of Christianity. According to religious tradition, he conquered one kingdom after another and destroyed Paganism. Despite several death threats, Patrick baptized, confirmed, preached and built churches, schools and monasteries. St. Patrick even was arrested several times, but escaped each time. He succeded in converting almost the entire population of the island. Patrick died on March 17, 461 in Downpatrick, Ireland. That’s why St. Patrick’s Day is celebrated March 17. There are many legends to tell about Patrick. One says that he used the shamrock, which resembles a threeleafed clover to explain the meaning of the Trinity. He used it in his sermons to represent how the Father, the Son and the Holy Spirit could all exist as separate elements of the same entity. His followers adopted the custom of wearing a shamrock on his feast day. Finding a four-leaf
clover on St. Patrick’s Day is supposed to bring double good luck. Kissing the Blarney Stone supposedly brings the kisser the gift of persuasive eloquence. The stone is set in the wall of the castle tower in the Irish village of Blarney. It is hard to reach. It’s between the main castle wall and the parapet. Kissers have to lie on their back and bend backwards and downwards, holding iron bars for support. The origins of the Blarney Stone’s magical properties aren’t clear, but one legend says that an old woman cast a spell on the stone to reward a king who had saved her from drowning. Also associated with the Irish holiday are Leprechauns. Otherwise known as Irish fairies, leprechauns are small, unsociable, unfriendly men, who live alone. They are dressed like shoemakers, with a cocked hat and a leather apron. Legend says they possess a hidden pot of gold. If the leprechaun is caught by a treasure hunter, he must tell where the pot is. If the leprechaun can trick the hunter and vanish, all hopes of finding the treasure are lost. The color green is associated with St. Patrick’s Day because it is the color of spring, a shamrock and a color in Ireland’s flag. In many countries, people wear something green. School children started a tradition of their own — pinching classmates who forgot to wear green. Editor’s Note: This article was published in a previous edition of the Kaiserslautern American

His trial was a Roman circus. The chief gladiators were two great legal giants of the century. Like two bull elephants locked in mortal combat, they bellowed and roared im-
precations and abuse. The spectators sat uneasily in the sweltering heat with murder in their hearts, barely able to restrain themselves. At stake was the freedom of every American. This play is based on the evolution trials of the 1920s, but its central theme — the pursuit of intellectual freedom — is just as relevant today as it was 100 years ago. $aving on your electric bill
by Bret Helenius Contributing writer We live in a day and age where everyone is trying to save a dime. It would be nice if you got a raise when you wanted, but those are not always guaranteed. Wouldn’t it be great if there were a way to get more money in the bank while making the same income? Well look no further than your own house or apartment. Following some of our easy tips can mean you are paying considerably less on electric, saving you money! Germany is among the
countries with the highest prices for electricity in Europe, according to Clean Energy Wire (February 2018), so being efficient with your power consumption is even more critical if you are looking to save a few euros every month. In 2018, the monthly energy bill for a family of three is 85.80 euro according to the German Association of Energy and Water Industries.
Compared to 1998, this is a 32% increase in cost. Keep in mind that Germans in general were considered #1 in the world for energy efficiency (American Council for an Energy-Efficient Economy), so unless you are practicing their level of efficiency when it comes to your home, it is likely your bills are much higher just because you are less efficient with regard to saving

With considerably lower power costs in the states, it is easy to fall into a less than strict energy-saving strategy when it comes to your home. Now that you are stationed in Germany, you may want to rethink how you do some things when you get home. Here are a number of ways to save with very little effort: 1. Turn off unnecessary lights Turning off a couple 100 Watt bulbs for two hours per day over the course of a year results in substantial
energy savings 2. Take shorter showers Hot water is expensive, especially if you heat with electric. If you and your spouse reduced showers a minute each, that would be 12.16 hours less you are heating a year. Tip: Try turning off the water when soaping up to save more! 3. Turn water off when shaving, washing hands or brushing teeth 4.
