A collection of 17 watercolor portraits of women in uniform and their stories of courage, perseverance, success and triumph are on display in honor of Women’s History Month. After two weeks of impressing visitors in the 86th Airlift Wing headquarters building, the collection will spend March 16-31 in the lobby of the U.S. Air Forces in Europe and Air Forces Africa headquarters building. Cary Smith, an artist and military spouse, created the Women
Service Members Paintings collection as a way to honor the many contributions women have made to the armed forces throughout the decades. “I’ve been inspired by many women who serve in the Air Force over the years,” Smith said. “Their drive and commitment to something greater than themselves has always made me think of them as fierce and courageous. I wanted to use my talents to tell their story — one that has never been easy.” Smith intends to educate and inspire younger generations to follow their career aspirations,
no matter their gender. “Historically speaking, there aren’t many portraits of women in uniform to inspire current and future generations of females,” Smith said. “Young girls should be able to see themselves serving in the armed forces as a viable career choice without hesitation or intimidation.” The watercolor collection, a project she began in December 2020, features a mix of 17 enlisted and officer females from 15 different career fields representing different services. Aircraft from the 37th Airlift Squadron loaded equipment and crews were launched to three airfields across Germany and Chièvres Air Base, Belgium. One of those teams included Airmen from the 1st Combat Communications Squadron and 86th Communications Squadron, who worked together to set up a tactical satellite radio and established an executive communications kit at Chièvres AB. This system is integral for forward-deployed units to maintain communications with command and control functions, as well as other aircraft in the area. While this is a common mission
set for the 1st CBCS, establishing a remote connection was a new experience for 86th CS Airmen and enhanced their knowledge and capabilities. “It’s our main job to give deployable comms to several people around the (area of responsibility) as well as Africa,” said Staff Sgt. Cody Coulter, 1st CBCS lightweight network operations team noncommissioned officer in charge. “The 86th CS is looking at taking over this concept of rapid deployments so it’s important for them to learn from the 1st Combat Comms because we’re the best that’s around.” “Comms provide one of the most essential parts of airlift,” said Maj. Noah Palicia, 37th AS C-130J Super Hercules instructor pilot. “We may disperse and we’re sitting on the ground for a while, but without their link, especially a secure link for us to get follow-on orders, our mission is nullified.” All personnel returned to Ramstein before sunset, bringing with them new capabilities and an increased knowledge in order to accomplish the mission anywhere, anytime.

PAINTINGS from Page 1 “As an artist, I felt it was time to include women to the tradition of military portraiture by celebrating the diverse career fields, ethnic backgrounds, and varied ages and ranks,” she said. Each portrait includes where the servicewoman is from and a small caption describing her experience in the military. One of the portraits depicts pregnant aviator, Maj. Mary Lea Bordelon, a former C-130J instructor pilot from the 37th Airlift Squadron. She was selected to test the new female maternity flight suit. “I was thrilled to include a painting of a pregnant woman in uniform in this collection,” Smith explained. “It is important to capture servicewomen realistically to show that, for example, motherhood is not a limiting factor in being able to serve your country.” Like Bordelon, Smith is hopeful inclusive initiatives, like uniform policy adjustments, will bring servicewomen one step closer to fighting on equal ground. Military uniforms, to include flight suits, were initially designed for men and lacked consideration for female service members. The artist’s passion for the project enabled her to individualize each portrait while connecting them through their service and commitment to wearing the uniform.

“I think portrait paintings provide lasting significance, and these women deserve that level of recognition for their contributions,” Smith said. While Smith has been painting for almost 22 years, she only recently made a commitment to mastering watercolor portraiture during her husband’s overseas assignment to Ramstein. “It’s not easy finding work as a military spouse in a foreign

country,” Smith said. “I decided to dedicate my time to something that will hopefully have an impact on others.” Smith credits her mother for inspiring her to be an artist at an early age and to paint what she knows. In this case, she chose to focus on the role women play in
our nation’s defense. “So many people don’t understand what service members go through, and let alone women,” Smith said. “It’s truly amazing what they do and the obstacles they have overcome.” Smith feels lucky to experience the sense of community and
stability the Air Force has provided her and her family because she can focus on what she loves while giving back. In an effort to continue celebrating women’s contribution to the military, Smith hopes to display her work again at her family’s next duty location.

When Martinez was temporarily deployed, Evans was selected as interim NCOIC of the ground transportation operations center. Shortly after stepping into the role, Evans was tasked with logistical support of ground transportation for both exercises Agile Combat Employment, in Poland, and Frozen Defender ’21, in Germany, in addition to routine operations at Ramstein. “We needed somebody that the flight had confidence in to run GTOC,” Martinez said. “She was the first name that came up whenever we were trying to decide.” The GTOC is responsible for transportation in all aircrew missions, such as getting aircrew from their hotel rooms or squadron buildings out to aircrafts, and vice versa. Additionally, when exercises occur, the GTOC is tasked with duties of coordinating dedicated vehicles and personnel, countryspecific road clearances, diplomatic cargo clearances and customs forms, Evans said. Evans was also recognized for leading a team of nine Airmen in the execution of COVID-19 aircrew
support for 3,491 aircrew members, 3,357 medical personnel and 566 missions since its inception. “For COVID-19 aircrew support, all of our buses have barriers now,” Evans said. “We sanitize the seats, the door handles and anything that anybody would touch. We have people on standby with sanitizer and wipes, and they go back out immediately, so it doesn’t increase wait times for the crew.” When Evans, a Bellingham, Washington, native, isn’t busy leading her team at the GTOC, she enjoys gardening, video games, reading and spending time with her husband, Staff Sgt. Sean Evans, assigned to the 721st Aerial Port Squadron.

by Senior Airman Milton Hamilton 86th Airlift Wing Public Affairs The 86th Maintenance Squadron and the 86th Aircraft Maintenance Squadron joined forces to overhaul a C-130J Super Hercules aircraft after a mishap last year kept it out of service. “The aircraft suffered a hard landing, which can damage the wings or the structure of the plane,” said Master Sgt. Paul Weeks, 86th MXS assistant maintenance flight chief. Before the 86th MXS and 86th AMXS could touch the aircraft, an investigation was initiated to determine why the hard landing occurred, what parts need replacing, and to ensure the safety of the maintenance crew that would be doing the repairs.

“Once the investigation concluded, we worked with our aircraft engineers to determine what exactly needed to be fixed and to make sure that it was safe to begin our work,” Weeks said. Airmen assigned to the 86th MXS and 86th AMXS spent approximately 1,900 man-hours to make sure the aircraft was able to return to the mission. They were confident in the skills of each Airman to tackle all the repairs of each damaged component, without having to outsource the job. “Group effort-wise we had almost every individual from every maintenance career field working together to get this aircraft fixed,” Weeks said. “Every gear needed to be inspected and several components were swapped.” Ultimately, three motors and
four propellers were replaced along with several other key components of the aircraft. “We had to do a lot of maintenance,” said Tech. Sgt. Christopher Torres, 86th MXS aerospace maintenance craftsman. “The force that comes from the impact of an aircraft landing too hard on its tires or struts can put stress on vital components from the main landing gear all the way out to the wings.” The maintenance crew inspected really small areas and moved pieces of hardware that typically would not be removed on day-today maintenance. They also used technology to scan the aircraft looking for cracks that weren’t visible to the naked eye. “Our maintainers, in general, have a wide range of skills and
experience to get the job done, so we were able to complete most if not all of the repairs here at Ramstein,” Weeks said. It took 12 hours from start to finish to remove and replace the two motors on the aircraft, with almost every maintenance Airmen working eight-hour shifts, five days a week, to get the repairs done as soon as possible. Repairs of this magnitude were a first for many of the Airmen. “Some of my roles included multiple inspections of turbines, compressors, gear sections, and of the engines, to look for possible corrosion, broken blades inside the motor or chipped gears,” said Senior Airman Hunter Havens, 86th MXS aerospace propulsion journeyman. It took approximately seven
months to get the aircraft back in the air, including the investigation of how the mishap occurred. The maintenance crew began repairs in late October 2020 and by December 2020, the aircraft was approved for flight. During the maintenance of the aircraft, the 86th MXS and 86th AMXS proved to themselves that each of their Airmen could do every job required of them. “This Class A mishap took people out of their element, out of their comfort zone,” Torres said. “We had a great team, everyone got experience doing every job. Organization and communication were vital for the effectiveness of our team. Our team has learned from this and we’d have a plan to tackle the problem if this happens again.”

786 Civil Engineer Squadron unsung heroes help KMC Story and photos by Senior Airman Milton Hamilton 86th Airlift Wing Public Affairs Sascha Lindauer and Michael Ritzmann were recognized by the 86th Airlift Wing command team for their extraordinary contributions to ensuring the cleanliness of the facilities in the Kaiserslautern Military Community during the COVID-19 pandemic, March 9. “Lindauer and Ritzmann have been the unsung heroes of the COVID-19 response in the KMC,” said Senior Master Sgt. Janna David, 786th CES operations resource advisor. When COVID-19 first hit Germany in 2020, Lindauer and Ritzmann, both 786th Civil Engineer Squadron contract officer representatives, established the U.S. Air Forces in Europe’s first emergency disinfection contract. “Once we were notified that we needed a special protocol to mitigate COVID-19 in the KMC area, it took approximately three to four weeks to create the contract to adhere to the guidelines, no longer than the normal contract process does,” Lindauer said. Lindauer and Ritzmann have enabled the disinfection of 89 facilities across the KMC to include the Northside and Southside Post Offices, the Warrior Preparation Center, the Headquarters U.S. Air Forces in Europe- Air Forces AFRICA building, the 721st Aerial Port Squadron’s aircrew areas, KMC lodging, the 86th Civil Engineer Squadron fire department, all of Ramstein Air Base’s entry control and gate shacks and multiple dormitories.
“Initially the staff would wipe down and apply a special detergent, that was effective against COVID-19 on the floors, doors and other common areas,” Ritzmann said. “Now we have a nebulizer that disperses the disinfectant in the air and after an hour the room is completely disinfected. This method is more efficient.” When the KMC began closing facilities due to the virus, the team reengineered the existing KMC custodial contract to provide increased cleanings to open facilities at no cost to the government. “Our role is to monitor the services that the custodial contractors perform,” Ritzmann said.
“We inspect the facility that needs a COVID-19 cleaning, take the measurements of the room and relay that to the cleaners so they come prepared with the proper quantity of supplies.” Providing a disinfection service within 24 hours, Ritzmann and Lindauer often work late nights and weekends to help mitigate mission impacts, while overseeing cleaning operations and 15 other service contracts. “When we get a notification of a possible COVID-19 case in a work station, we mobilize quickly to disinfect that area, because every second Airmen aren’t doing their jobs impacts the Ramstein mission,” Lindauer said.

Army continues greatest transformation in past 40 years, CSA says The Army is in the middle of the most significant transformation in the past four decades, as the service continues to advance initiatives to support personnel under the Army People Strategy, all while maintaining critical modernization priorities to bolster joint multi-domain operations. In the coming weeks, an update will be released to expand on the Army’s multi-domain operations in 2028 pamphlet that was published in 2018, Army Chief of Staff Gen. James C. McConville said Tuesday. The new pamphlet will further describe how the Army plans to enhance capabilities across all domains — land, sea, air, space, and cyberspace — to achieve overmatch against a near-peer competitor like China or Russia, he said during the Association of the U.S. Army’s Global Force Next virtual conference.
“Overmatch will belong to the side that can make better decisions faster,” McConville said. “To meet emerging challenges, the Army is boldly transforming to provide the joint force with speed, range and convergence [with] cutting-edge technologies that will be needed to provide decision dominance.” The Army is slated to deliver a series of long-range precision fires by fiscal year 2023, including the first hypersonic weapon, precision strike missile systems and a prototype mid-range missile capability, he said. These advancements will provide the joint warfighter landbased weapon systems capable of penetrating an adversary’s anti-access/area denial environment at strategic ranges. The Army chief also discussed the need for additional multi-domain task forces — two in the Indo-Pacific region and a third in Europe. Further consideration of the service’s role in the Arctic region is also under review, he said, as the Army recently completed a new Arctic strategy to protect regional assets primarily throughout Alaska. “We can envision a multidomain task force maybe operating in that area to … provide an anti-access/area denial capability,” McConville said. Part of the strategy will consider ways to prepare Soldiers to operate in a harsh arctic environment through proper training in a similar setting. “Many of our competitors are focused on the Arctic, [while] our allies and partners have concerns,” he said. “I think working together is very important. People first Despite the many cancelations, postponements, and quarantines that impacted the Army’s mission in the past year, McConville said the force kept pushing forward. “I could not be prouder of our people. If anything, the challenges of this past year made it clear that we have our priorities right — take care of people first, remain ready, and modernize the Army,” he added. Readiness is acquired through the proper care of all active-duty, Guard and Reserve personnel, families, Army civilians, veterans and retirees, he said. A ready force also requires the Army to put systems in place to prevent harmful behaviors that impact readiness, such as sexual harassment/assault, discrimination, and extremism. Soldiers who are willing to build a cohesive team and strengthen the relationships with others can also help prevent suicide or bouts of mental illness. “When our people feel safe and when they feel valued, they will give you their best,” he said. “Cohesive teams that are highly trained, disciplined, and fit are the most effective forces in combat.” Proper talent management is
also a core requirement to readiness, such as the commander assessment program that will soon include a sergeants major selection process for key leadership positions. The Army “all begins with people, [by] recruiting the best talent and valuing a person’s knowledge, skills, behaviors, and preferences to get them into the right place at the right time,” he added. Senior leaders must also finalize the Regionally Aligned Readiness and Modernization Model, or ReARMM, by Oct. 1 to ensure the Army can meet its readiness, modernization, and people requirements. Units will be regionally aligned under the new model to meet current joint force demand, all while providing Soldiers and families a predictable and sustainable cycle of training, modernization, and mission windows. “The Army remains ready — today,” McConville said. “Great power competition doesn’t have to mean great power conflict. Quite frankly, it can’t mean great power conflict. What we want is great power coexistence. That’s why we need peace through strength and a whole-of-government approach that includes a strong military and strong allies and partners.”

United States Air Forces in Europe – Air Forces Africa Public Affairs A U.S. B-1B Lancer from the 7th Bomb Wing, Dyess Air Force Base, Texas, flew a Bomber Task Force mission to Powidz, Poland, March 12. The flight included the first ever hot-pit refuel of the bomber in Europe. “Hot pitting,” or refueling the aircraft while the engines are on and the crew remains in the cockpit, drastically reduces refueling times so that bombers can more rapidly return to the skies. Air Force seeks to accelerate efficiency by Corrie Poland Air Force Operational Energy As modern warfare continues to evolve, the Air Force has renewed its focus on maintaining secure fuel networks and optimizing operations for maximized combat capability. Over the past year, the Air Force Operational Energy office targeted specific initiatives that aim to increase operational efficiency, incorporate modern technology and processes, and improve sustainment. Furthermore, these efforts have an added benefit of reducing greenhouse gas emissions, a critical aspect of the secretary of defense’s climate change prioritization. Here is a breakdown of the latest accomplishments and how AFOE is bringing 21st century energy solutions to the Air Force. Mobility planning software proves its return on investment When the digital tanker planning tool Jigsaw first launched in 2017 by the Defense Innovation Unit, the benefits were rapid and impactful. It dramatically decreased the time spent scheduling aerial refueling missions at the Combined Air Operations Center from 8-12 hours to just four hours. It improved tanker asset utilization by 3.6%, reducing the number of required tanker sorties per day by 1.8. What’s more, by increasing the effectiveness of each sortie, the Air Force could meet mission requirements with 180,000 fewer gallons per week and nine fewer aircrews. In 2020, AFOE continued to support and fund the development and fielding of Jigsaw’s auto-planning feature to further optimize tanker planning and scheduling. AFOE estimates the automation capability will reduce planning time to less than 30 minutes and increase scheduling efficiency by another 10%, equivalent to executing an average air tasking order with five fewer tankers. These efficiencies enable the Air Force to maintain the same combat sortie rate while decreasing fuel use, and reducing operational risk. Additionally, Operational Energy

funded the purchase of security software for the Aloha Spark Innovation Cell, TRON to accelerate mobile app development, data collection, and migration to digital forms. Implemented this past October, the software, NowSecure, meets Department of Defense requirements for secure software development and will enable TRON to fast-track app transition to the operational environment, getting tools into the hands of warfighters faster and facilitating collection of fuel use and flight currency data. Likewise, Magellan, the global mobility allocation tool AFOE began funding and supporting in 2019, became an Air Mobility Command system of record this past year. The software merged multiple manual processes into a collaborative, transparent platform for the Readiness Driven Allocation Process and saves planners an estimated 300 hours per month. The tool reached initial operating capability in July 2020 and is now the sole data source for allocation decisions at AMC. develop real-time analytic pipelines to provide insight into aviation fuel usage and productivity, integrating multiple data sources to produce actionable insights into major weapon systems. These pipelines are a critical component of the Operational Energy Data Collection Strategy and expand visibility into Air Force operations. The data has already led to insights into how fuel planning affects aircraft availability and the impact of fuel efficiency improvements on tanker operational efficiency. For example, AFOE evaluated 10 years of data on fuel planning and aircraft availability for the C-17 Globemaster III and the KC-135 Stratotanker. The results showed that precision fuel planning increases aircraft availability by reducing stress on aircraft components and related maintenance requirements, improving the time the aircraft is available for training or operational missions. Carrying just 10,000 pounds less fuel through precision fuel planning has historically been associated with aircraft availability rates about 1% higher than the current baseline.
Similarly, using the Aerial Refueling Model, AFOE identified a link between fuel efficiency and improvements in endurance, fuel offload, and receivers and tankers required to fulfill the mission. In this scenario, operational efficiency resulted in: tanker offload increased by roughly twice the fuel efficiency gain, extended time-on-station, and multiplied the engineering effect of reduced fuel burn. Modernizing engine sustainment The Air Force Operational Energy office, along with AFWERX, Air Force Special Operations Command and industry, sponsored two programs to demonstrate how nucleated foam washing on the CV-22 Osprey and KC-135 engines reduces specific fuel consumption and exhaust gas temperature, lowers maintenance costs, decreases carbon dioxide emissions, and extends time-on-wing. Preliminary results from the KC-135 testing, which occurred in November 2020 at Rickenbacker Air National Guard Base, Ohio, indicate a significant reduction in engine temperature using nucle-
Incorporating operational energy into joint wargaming As part of the energy in wargaming effort, AFOE provided key support to the Pacific Energy Distribution and Critical Infrastructure Wargame, led by the Navy. The game highlighted vulnerabilities between the Navy’s capabilities to support Air Force fuel requirements and informed senior leaders on how to address gaps and future investments. Furthermore, AFOE helped deliver several modeling and simulation tools, such as the Joint Operational Energy Modeling System, to better integrate fuel into wargaming scenarios. In support of the Futures Game 2020, AFOE contributed to the development of a logistics database module for STORM to support operational planning and to integrate with a combat generation simulation developed by the Air Force Warfighting Integration Capability office. These initiatives are just the tip of the iceberg for what is possible with operational efficiency. Countless other high ROI technologies and innovations will extend aircraft range, reduce emissions, and increase combat capability while also providing added value to Airmen — giving them one more pass in training or saving hours in planning time. There was a job to do: train to stay lethal, and it was a group of U.S. Air Force non-commissioned officers who made it happen during Agile Fury 21, a week-long bilateral air-to-ground exercise hosted by the 2nd Air Support Operations Squadron, which ended March 11. “This idea came together only a few months ago on the shoulders of a handful of staff sergeants who were looking to get closer support in our backyard,” said Lt. Col. Justin Bañez, 2nd ASOS commander. “I’m extremely proud of our Airmen.” The exercise trained Tactical Air Control Party members on scenarios involving ground operations, close air support and reconnaissance. “Agile Fury gives us the opportunity to work with existing capabilities here within the command alongside our partner nation of Germany,” Bañez said.
Simulated close air support was provided by German air force Eurofighter Typhoon jets and F-16 Fighting Falcon aircraft from the 480th and 510th Fighter Squadrons from Spangdahlem Air Base, Germany, and Aviano Air Base, Italy. The 1st Squadron, 91st Cavalry Regiment, 173rd Airborne Brigade from the U.S. Army, and the 10th Panzer Division from the German army provided personnel to integrate with the 2nd ASOS. Furthermore, the exercise was the first time the 2nd ASOS employed technology such as personal reconnaissance drone system and multi-spectral digital invoice communication capabilities. The 2nd ASOS also debuted a surface-to-air-threat emitter, a device that is able to simulate threats for aircraft to neutralize. “This allows us to really get after some of the reconnaissance tactics we’re trying to hone,” Bañez said. Agile Fury was also the largest exercise the 2nd ASOS has ever hosted.

“Considering how small the 2nd ASOS is, this was a pretty significant accomplishment,” Bañez said. Staff Sgt. Demarcus Harrison, 2nd ASOS strike team non-commissioned officer in charge, said the exercise had been in the planning stages since 2019. The exercise began to crystallize in the fall of 2020 as Harrison, along with Staff Sgt. Gregory Holst, 2nd ASOS TACP weapons officer, and Tech. Sgt. Dennis Back, standards and evaluations programs manager, contacted various fighter squadrons around United States Air Forces Europe-Air Forces Africa about their plans. “The idea was originally just going to be us (and) the 510th (FS),” Harrison said. “By the time people got word that we’re trying to conduct a (close air support exercise), that two-man exercise had grown to a 15-party exercise. It just kept swelling and swelling and turned from a day-event to
a week-long event with multiple distinguished visitors at that time.” As for how it feels to finally see his team’s brainchild come together, Harrison had one word: “Amazing.” “One thing I love about this week is that, even as we’re doing long hours every day, I’m seeing things develop and it makes me happy,” Harrison said. “The final product of a lot of hard work from a lot of strong and independent people is coming together.” The squadron hopes to make Agile Fury an annual exercise, expanding on the number of partner nations invited as well as including more U.S. Army integration, Bañez said. “We have an after-action plan after the completion of the exercise where we’ll start charting out what that needs to look like,” Bañez said. “Considering how many partners were excited to participate, we expect that we’ll be able to do this for years to come.”

DEFENDER-Europe 21 activities begin this month, include two dozen nations by U.S. Army Europe and Africa Public Affairs DEFENDER-Europe 21 activities begin this month across Europe and continue through June. DEFENDER-Europe is an annual large-scale U.S. Army Europe and Africa-led, multinational, joint exercise designed to build strategic and operational readiness and interoperability between U.S., NATO allies and partners. Building on the success of last year’s exercise, DEFENDEREurope 21 includes a greater number of NATO ally and partner nations conducting activities over a wider area than what was planned for in 2020. More than 30,000 multinational forces from 27 nations will conduct nearly simultaneous operations across
more than 30 training areas in a dozen countries. “While we are closely monitoring the COVID situation, we've proven we have the capability to train safely despite the pandemic. No matter what, our nations count on our forces being ready to defend the peace,” said Gen. Christopher Cavoli, U.S. Army Europe and Africa commanding general. “DEFENDER-Europe 21 provides us the best opportunity to hone our abilities alongside our allies and partners in the strategically important Balkans and Black Sea region so that collectively, we are ready to respond to any crisis that may arise.” This year, DEFENDER-Europe 21 will also include significant involvement of the U.S. Air Force and U.S. Navy. The exercise will utilize key ground and maritime routes bridging Europe, Asia and

Africa. The exercise will incorporate new or high-end capabilities including air and missile defense assets, as well as assets from the U.S. Army Security Force Assistance Brigades and the recently reactivated V Corps. “DEFENDER-Europe 21 is a critical exercise that will provide V Corps with another great opportunity to build readiness in our march towards full operational capability, and promote interoperability as we work alongside allies and partners,” said Lt. Gen. John Kolasheski, V Corps commanding general. “We are looking forward to this chance to work closely with U.S. Army Europe and Africa and demonstrate U.S. resolve and commitment to Europe.” In March, equipment and personnel begin moving from the United States. In April, participating units will draw Army Prepositioned Stock from sites in Germany, Italy and the Netherlands. The bulk of training activities will occur in May and the exercise will conclude in June with the redeployment of U.S.-based forces and equipment. DEFENDER-Europe 21 will encompass several linked exercises, to include: • Swift Response (early to mid-May) — will include airborne operations in Estonia, Bulgaria and Romania involving more than 7,000 troops from 11 countries. • Immediate Response (midMay through early-June) — more than 5,000 troops from 8 countries will spread out across 31 training areas
in 12 different countries to conduct live-fire training. A Joint Logistics Over-the-Shore operation will also occur. • Saber Guardian (mid-May through early-June) — more than 13,000 service members from 19 countries will conduct live-fire and air and missile defense operations, plus a large-scale medical evacuation. • Command Post Exercise (June) — approximately 2,000 personnel will exercise the headquarters’ ability to command multinational land forces in a joint and combined training environment while maintaining real-world operations across 104 countries on two continents. Linked exercises share coordinated mission command, mutual sustainment and a mission partner environment. DEFENDER-Europe 21 will also be associated with two key training events: • African Lion (mid-May through mid-June) — the U.S. Africa Command premier annual training event in which nearly 5,000 military personnel from approximately 24 nations will train on medical readiness, perform largescale live-fire exercises and conduct air, maritime and forward command post training exercises. Activities will occur primarily in Morocco. • Steadfast Defender (midMay through early-June) — a new series of NATO exercises focused on the transatlantic reinforcement of Europe and demonstrates NATO’s ability
to respond rapidly to the full spectrum of threats. Exercise activities will occur. Associated exercises are not directly linked to DEFENDEREurope 21, but share many of the same participants and/or assets, and occur in the same time frame. The large-scale movement of troops and equipment for these exercises involve extensive support from each of the host nations, demonstrating the importance of ally and partner investment in European military readiness and defense. A strict COVID prevention and mitigation strategy implemented by U.S. and participating nations will be critical to the execution of DEFENDER-Europe 21. Accordingly, U.S.-based Soldiers will conduct pre-deployment COVID testing, quarantine in Europe upon arrival and conduct another COVID test before travelling throughout the continent. DEFENDER-Europe 21 is evidence of the ironclad U.S. commitment to NATO, is a prime example of our collective capabilities, and demonstrates that NATO allies and partners stand stronger together. from ordering out to controlling your home all with apps. However, one very important task that is still done the “old fashioned” way in many areas of Germany is meter reading. What can create a challenge when it comes to getting your meter read is needing to be at the house to allow the utility representative in to see the actual meter. Often in the States, utility meters are on the outside of the buildings, but in Germany, it is most common to find your meters in some technical room within the house. One reason it is so important to be at the house when the meter is read is that the utility company needs to reconcile how much electricity,
or other utility, you used versus how much they thought you might use. What further complicates this annual exercise is if your utility stipend does not match what the utility company projected for you. It is possible you were receiving too much money from your housing office, in which case you would owe them some money back when it comes time to reconcile. If you used a lot more power than what you received funds for, you may end up owing the utility company more. If you have moved into a brand new house, things are further complicated by the fact the house has no historical data to pull from when it comes to usage, so everything is an educated guess. It is best
to put some money aside to potentially cover any shortfalls you may come across if your reconciliation amount is a larger number than you were expecting — in other words, you owe more than you thought you would have to pay. There is another thing that can make this task difficult to deal with: You don’t speak German! It can be a stressful experience to try to help this person that showed up at your door with their gadget in hand if they don’t speak to you in English. Have no fear! Often, it can be a three letter abbreviation like “SWK,” which you should know, especially if there is an emergency. 2. Know the words for your utilities If you say “strom,” meaning
“electric” in German, they will say “Ja” — hopefully — and will want to be lead to your technical room, which is usually in the basement. Some other helpful words that are associated with utilities are “Wasser,” pronounced “vas-eh” meaning water; “Gas,” pronounced “gas” meaning “natural gas;” and “Öl,” pronounced “uhl” meaning “oil.” If you are really feeling confident, you can use any of those words combined with “Zaehlerstand,”
meaning “meter reading,” like “Stromzaehlerstand”. They should also have ID cards, “Ausweis” pronounced “‘ausvais,” in case you would like further proof of who they are. Some companies are making it easier to read the meters by giving you a handy app that scans in the information for you. Ask your local provider if they have any smartphone options that may make life easier for you. One of the most important
things you should do when you PCS to Germany is sign up with the Utility Tax Avoidance Program office. There are offices for both the Army and Air Force. This program is set up to give you a tax break on your utilities, which can save you 19 percent tax on electricity and 7 percent on your water bill. They are also a valuable source of information when it comes to dealing with your local utility company. Below

USAG RP risk reduction coordinator uses personal experience to help Soldiers work through grief by Keith Pannell USAG Rheinland-Pfalz Public Affairs “Suicide may end their pain, but that pain transfers to surviving family and friends.” Laura Roman, U.S. Army Garrison Rheinland-Pfalz risk reduction coordinator isn’t reading from a manual or syllabus. She is speaking from the broken heart of someone who lost a family member to suicide. “My brother, an Air Force veteran who served in Afghanistan, a husband, a father, the life of the party, died by suicide in March 2019,” Roman said. “In May, I interviewed for this job.” Roman’s job as risk reduction coordinator is self-explanatory. She’s in charge of finding and mitigating high-risk behavior in Soldiers and garrison employees. A lot of what she does is talk about suicide, alcohol abuse and other high-risk activities. “When I told everyone I got this job, they just said, ‘It was meant to be,’” she said. “I feel like every day I’m putting it all together, honoring my brother, helping myself and, more importantly, helping other people.” Roman said her experience with her brother’s suicide has given her a unique empathy for the people she comes in contact with on the job -- whether it’s substance abuse, suicide ideation, gambling addiction, family issues or just whatever they want to talk about. “I feel I am here to advocate for Soldiers who are struggling,” Roman said. “I have to be their voice. It is okay to not be okay, but people need to be comfortable expressing that. Getting help is the ultimate act of self-respect, knowing you deserve it.” Roman does sensing sessions within units in the garrison footprint to find out what is bothering Soldiers, where their heads are and how they feel about the way their command team is handling situations. She then writes a report for the unit commander. She knows many Soldiers, even the youngest Soldiers, have experienced loss. It could be a battle buddy killed in action, a friend killed in a car accident or a family member dying by suicide. Her first session was with a unit which had just lost two members in the last quarter of 2020. To help the unit, the entire Army Substance Abuse Program division began a

series of TED Talk-type meetings which provided resiliency and coping tools for the Soldiers, according to Kristin James, USAG RP ASAP chief. However, ASAP personnel quickly realized what the Soldiers needed was an opportunity to discuss their grief as a group. “Laura was involved with several sessions and identified a need which was not being met,” James said. Roman volunteered to conduct a session and share her journey through the grief of her brother’s suicide. It was the first time she spoke about her brother as a way to gain the trust of the Soldiers. “I’m here to help them, but I wanted them to open up to me and they won’t do that if I don’t share my story with them,” Roman said. “I wasn’t sure I wanted to, but I shared my story about my brother so they would understand where I was coming from.” “I am overwhelmed by her bravery and courage,” James said. “I am amazed at her ability to harness her emotions and share her brother’s story in order to help Soldiers cope with their own grief and healing process.” During those sessions, Roman uses cards with questions or scenarios written on them. Soldiers tell how they have encountered
that scenario and how they reacted, or how they would react if they ever encountered that situation. “As they answered, some voices cracked — there were tears,” she said. “After that exercise, everyone was talking. The unit leadership said the talk rattled them but also said it was badly needed for the whole unit.” Every unit is required to do a Unit Risk Inventory at least once a year. It’s a 53-question anonymous survey which covers behaviors which could climb into the high-risk category. “We get those results back and that helps us provide resources and classes to units to help fight high-risk behaviors,” Roman said. “Hopefully, we can identify those potential problems and help them before they end up on a police blotter or a coroner’s report.” “As she continues to fulfill her duties as risk reduction program coordinator, her unique perspective on the risk factors associated with suicide will help commanders implement mitigation strategies unique to the needs of their Soldiers,” James added. Headed outdoors? Familiarize yourself with Hantavirus by Michelle Thum Regional Health Command Europe As warmer weather approaches and we find ourselves spending more time outdoors, Public Health Command Europe wants to ensure the community is aware of a lesser-known disease known as Hantavirus. According to PHCE officials, every year, several Hantavirus cases are reported within Europe’s military community. With warmer weather, people tend to spend more time outdoors; go on nature walks; and venture into their tool sheds for some spring cleaning. Before you do, it is important to take some precautions and educate yourself on the symptoms, risks, and preventive measures to avoid Hantavirus exposure. People are exposed to Hantavirus disease through aerosolized urine, saliva, or droppings from infected rodents. This means that simply sweeping out a dirty shed or crawling around in dusty areas frequented by rodents, could put you in contact with the disease. “The good news is that Hantavirus is not known to be carried by commonly-owned pet rodents, such as Guinea pigs, hamsters, or gerbils,” said Lt. Renee Howell, European Regional

Army Public Health Senior Nurse. “Additionally, the most common Hantavirus strain found in Europe, Puumala Hantavirus, generally causes milder disease symptoms compared to the more severe Hantavirus types that you may have read about in the news and that are found in the United States.” Between 80-95 percent of those exposed to the strain found in Europe do not get sick or develop symptoms. “The symptoms of Hantavirus disease are non-specific and
typically are marked by a sudden onset of fever and flulike symptoms that include muscle aches, stomach pain, and vomiting,” Howell said. “However, in some individuals, severe disease can cause kidney failure.” PHCE says the best protection against Hantavirus is to avoid exposure to wild rodents and their excrement. Avoid disturbing dusty sheds, barns, attics, and other confined spaces that may have rodent nests. If you are going to clean an
area that may have been exposed to rodents, Howell says it is best to air the area out prior to doing anything. Additionally, Howell said to “wear a dust mask and moisten dusty surfaces with water before sweeping them out to avoid aerosolization.” Additionally, if possible, open doors and windows to increase ventilation. After cleaning, be sure to shower or wash your hands and face thoroughly with soap and water.
Another tactic to reduce your risk of exposure is to limit rodent access into your home and other areas by eliminating possible food sources, setting traps, sealing up holes or other access points, repairing screens, and ensuring the weather seals on doors (to include pet doors) are intact. Safety precautions are also important when engaging in outdoor activities, such as hiking and gardening. Hikers are advised to stay on walking paths, keep food properly sealed, and stay away from rodents. “Rodents do not show outward symptoms when they are infected,” Howell said, “and the virus can remain infective in the environment for a long time. Gardeners should moisten the area they will be working to avoid aerosolizing the dust and practice good hand washing at breaks and when finished with their chores.” If you experience flu-like symptoms after working in a dusty area that may have had rodents present, bring this to the attention of your primary health care provider as soon as possible. Public Health Command Europe offers guidance for PCSing with pets by Michelle Thum Regional Health Command Europe A permanent change of station move is stressful as it is, but moving with your pet can add an extra layer of stress unless you are well prepared. Public Health Command Europe Veterinarians have some tips to help make moving your furry companion as easy as possible. “As soon as you know your travel details, contact your local veterinary treatment facility to assist with your upcoming pet travel process,” said Maj. Jamie Case, a veterinarian and officer in charge of the Wiesbaden Veterinary Treatment Facility. “Some countries, such as Japan, Guam or the United Kingdom, have specific requirements for importing a pet and can take over six months to prepare. Therefore it’s important to prepare for your move ahead of time.” Your Veterinary Treatment Facility can help prepare you for a smooth move. For any PCS, the following documentation is required: 1. Proof of an up-to-date rabies vaccine is required (i.e. rabies certificate issued by an on-base vet clinic or an official European Union Pet Passport issued by a licensed off-base vet.) Note: Pets must be at least 12 weeks old to receive the rabies vaccine. If this is your pet’s first rabies vaccine, your pet must be vaccinated at least 28 days prior to travel to allow the vaccine to take effect. 2. Your pet must be microchipped. Any brand/type of microchip

works. (Preferably with a 15 digit ISO microchip.) 3. Health certificates are required for all pets and are only valid for 10 days after being issued. Health certificates can be issued from an on-post or offpost veterinarian as long as they are in English. Health certificates must be legible, accurate, and complete. 4. An Acclimation Letter (This
must be obtained from your veterinarian if your pet will be traveling in cabin or cargo) “It is important to remember summer is peak PCS season so the on-post veterinary clinic appointments fill up quickly,” Case said. “I recommend making your appointment well in advance to ensure your pet can be seen at the appropriate time.”
Public Health Command Europe veterinarians recommend consulting the USDA Animal and Plant Health Inspection Service website for any country requirements and additional resources. Your method of travel may have separate and additional requirements. Check with your airline or shipping carrier to determine what requirements they may have, if any.

The Pulaski Army Dental Clinic, originally scheduled to relocate to the Landstuhl Regional Medical Center campus this past fall, is now tentatively scheduled to make that move in early June of this year. The new dental clinic will be located in Building 3701 in the vicinity of Landstuhl Regional Medical Center. “Our original plan called for the Pulaski Army Dental Clinic to relocate to Landstuhl last September/October with patient care starting in the November timeframe,” said Col. The exact date and time of the ribbon cutting ceremony will be announced once it’s been locked in.

La Sagrada Familia, Barcelona Few things define the city of Barcelona as well as the designs of Antoni Gaudi. The basilica of La Sagrada Familia is perhaps his most famous work. Whatever your opinion of the undulating facades and towering spires that almost seem to be melting, this place has charisma. In real life, you can’t take your eyes off it. Segovia There’s something special about Segovia. An hour north of Madrid, it’s one of the cities (along with Toledo) that encapsulates the things that make Spain special. Segovia has an immense cathedral, a brilliant castle, a manageable-sized downtown, and a truly fantastic Roman aqueduct. Dali Theater-Museum, Figueres In the 20th century, Spanish artist Salvador Dali rocketed to fame through virtue of his surrealist paintings, outsized personality, epic mustache and willingness to push boundaries.
