Terry Hill told his daughter Kaylee that he must leave home to help snowbound villagers in mountainous Montenegro, the 3-yearold rushed to her toy box. Hill and his wife, Julie, were not surprised when Kaylee returned with a plush toy. “It was a little Smurf,” said Hill, a medical evacuation pilot from Company C, 1st Battalion, 214th Aviation Regiment. “She knows about the importance of giving to others. She asked that I give it to a little girl like her.” In mid-Feburary, as snow piled high among Montenegro’s mountains, Company C Soldiers were gearing up for a long weekend for President’s Day, said company 1st Sgt. Kyle Brunell. That changed when a warning order arrived at company’s Landstuhl headquarters — prepare aircraft and crews to support humanitarian assistance to the Montenegrin people. “When people are in need, that’s what we do. .S. senior military leaders hosted German federal, state and local government representatives at Armstrong’s Club Monday to talk about the proposed new Kaiserslautern Military Community Medical Center.

The purpose of the meeting was to familiarize the German leaders with the current status of the project, the proposed way ahead and talk about some of the challenges. “This is a great opportunity for us to have solid dialogue and discussion about a project that is absolutely critical to U.S. forces here in Europe,” said Maj. Deron Warren, an emergency room physician at Landstuhl Regional Medical Center stopped a robbery at a restaurant in Kaiserslautern in April 2011. For his bravery and courage, Polizeipräsident (commissioner) Wolfgang Erfurt, the chief of Polizei for Kaiserslautern, awarded Warren the Auszeichnung für Zivilcourage (civil courage award) Tuesday. ‘Excellence Starts Here’ by Lt. Col. Phil Tucker 86th Operations Support Squadron commander

I am fortunate to command the 86th Operations Support Squadron, a unit made up of Airmen who perform eight diverse Air Force specialties, but who share a common vision — to deliver unequalled operations support focused on standards, rooted in excellence and dedicated to service. Proudly emblazoned on our squadron patch, right above our Knight mascot’s profile, is our squadron slogan, “Excellence Starts Here.” As Airmen, we are fortunate that in 1997 the secretary of the Air Force, the honorable Sheila Widnall, and the 15th chief of staff, Gen. Ronald Fogleman, developed and made permanent our core values of “Integrity First, Service Before Self and Excellence in All We Do.” I believe these core values lie within any citizen willing to fight and die for our great nation; however, they are inculcated by their

This has to be accomplished in accordance with German law and with minimal impact to the environment.” The general also talked about the significance the new hospital will have. “This project is of strategic importance not just to the European theater, but our nation as a whole,” Boozer said. “With about 50,000 U.S. personnel living and working here, the KMC is currently the largest community of U.S. service members, civilians and their families outside of the continental United States. This area is important to us. It is now and it will be in the future.”

The new medical facility, which will be located on the Weilerbach portion of Rhine Ordnance Barracks, is scheduled to replace the Landstuhl Regional Medical Center and Ramstein Air Base Clinic upon completion, due to the aging infrastructure of the two facilities. LRMC currently sees approximately 480,000 outpatients and about 8,000 inpatients annually, while the Ramstein Clinic cares for approximately 115,000 outpatients annually. “Over the past several years we looked at several options as to where to build this new hospital,” Boozer said. “We considered inputs from a variety of organizations and our German partners.” Weilerbach was chosen amongst other reasons because the land is already under U.S. control as part of Rhine Ordnance Barracks, reducing the overall project cost, and because of its proximity to Ramstein, reducing transportation times for critically including insert or supplements, does not constitute endorsement by the DOD, the Department of the Air Force or the AdvantiPro GmbH of the products or the services advertised. Joint airdrop inspectors work side-by-side with the 86th Logistics Readiness Squadron Aerial Delivery section to ensure cargo airdrops executed by the 37th Airlift Squadron extract and deploy safely. Aircrew flight equipment ensures every piece of life-saving equipment on all 26 locally assigned aircraft is in perfect condition and primed to do its part to serve a crewmember in the time of need. Intel specialists brief flight crews before and after missions and ensure wing senior leaders are kept up-to-date on all intel concerns that pose a risk to the 53,000 American citizens who call the KMC home. Construction of the new medical facility is scheduled to begin this year, starting with the site preparation and running utilities such as water, gas and electricity to the site. pany responds when somebody else calls for help. It doesn’t matter if it’s a war zone where they are shot or injured or a peace time humanitarian mission. We respond and our Soldiers are excited to help.” Soldiers from the 361st Civil Affairs Brigade, a U.S. Army Reserve unit headquartered at Kaiserslautern’s Daenner Kaserne, coordinated efforts. The advance team set up on Feb. 19. Two UH-60 Black Hawks, one from Landstuhl and another from Mannheim, launched. Support personnel flew down on C-12 airplanes. Operations began Feb. 23. Weather affected two days of planned flying during the five-day mission, so crews stayed a couple days longer to offer assistance. The Soldiers are expected to return to Germany during the first week of March. Operating above deep snow drifts proved challenging. Crews lowered aid to the ground using a hoist — a tool unique to the medical evacuation helicopter, Hill said. While crews often train “live hoist” missions — lowering or raising people from a hovering helicopter — the chances to actually perform one in a real-world mission are rare, Hill said. Within two days, Hill’s crew performed six hoists. Sgt. Joe Campbell, who won the 2011 Kaiserslautern Red Ribbon Run and whose family was the Army Family of the Year, was on that hoist line helping lower Montenegrin doctors into remote villages. It’s also important for spouses, some who were at first unsure of where Montenegro was on a map, to see their Soldiers helping out, Tawny Campbell said. “We get to see how much good he is accomplishing,” she said of her husband. “When he comes back, they are going to have a different view of Americans and of medevac, because of what he’s done.” Missions also included crews dropping medical supplies to remote villages along the Bosnia and Herzegovina border and delivering animal feed. Onboard, a Montenegrin pilot who knows the terrain, helped direct Hill to the drop sites. “They are our human GPS,” Hill said of his Montenegrin counterparts. “With this amount of snow, houses (are) completely covered. The local national pilots know where they are.” Using a cell phone, the Montenegrin pilot gets help from snowbound villagers, who say they can hear the rotors and tell him whether to fly straight or turn. “You see a hump in the snow, but it’s a house.

Damir Basic, who was raised in nearby Croatia, the mission offered a chance to speak Serbo-Croatian, his native tongue. “He’s a fueler, but with his knowledge of the language, it made sense to bring him as an interpreter,” said Sgt. 1st Class Rich Simmons. “He helped in all aspects, with the language and loading aircraft. It was great that he was part of this.” Flying heavy aircraft above 6,000 feet forced Hill and crewmembers to revert to their training, he said. The terrain was extremely different than in Southern Afghanistan, where the unit most recently conducted operations. But the mission, to members of a Dustoff (the nickname given to medical evacuation helicopters), is essentially the same, Hill said. “What we do is save life or help life,” Hill said. “To help other people, it doesn’t matter if we are in combat or we’re here, the end state is to better other people with the assets we’ve been blessed with.” During a break in missions, local Montenegrins visited the American Soldiers and their helicopters at Golubovci Airbase. One girl reminded Hill of his daughter. With her parents’ permission, Hill offered the Smurf to her. “She was shy at first. But she just lit up,” Hill said. “It was just great. But it’s hard to explain in words. We’re blessed with what we have. It meant a lot to me.”

Attempted bank robbery On the morning of Jan. 28, two perpetrators wearing ski masks fled after an attempted bank robbery at the Sparkasse bank on Moorstrasse in Steinwenden. Both men, armed with pistols, entered the bank (due to construction, the bank is currently located in a container building) shortly after 10 a.m. and requested cash from the cashier, pointing their weapons. Because the female teller didn’t react right away, the suspects left the bank and fled toward the church. They are described as follows: Both were dressed in dark colors and wore dark ski masks as

Dental assisting program

The Ramstein Dental Clinic will start the next American Red Cross Dental Assisting Volunteer Program April 16. The course is full time for seven months (6:45 a.m. to 4:30 p.m. Monday to Friday). It is open to dependent ID cardholders with a high school diploma or equivalent. Applicants must attend the mass briefing at 3:30 p.m. March 19 in the Ramstein Dental Clinic waiting area. Interviews will be conducted March 21 to 23. Notification of selection will be announced March 26. Participants must be available to in-process March 27 to April 11. Applicants must be dedicated, motivated, and up-to-date on all immunizations. Further information, applications and interview slots will be given at the briefing. As they got out of the car to walk to the store, he saw a struggle near the restaurant entrance. “I was literally five feet away from them. The two men were struggling and speaking German,” he said. “I didn’t know what they were saying but when the owner of the restaurant’s wife yelled for help, that’s when I stepped in.” Warren grabbed the would-be thief, placed him in a headlock and slowly brought him to the ground placing his body weight on the man, preventing him from fleeing the scene. “I still didn’t know what was going on, I wasn’t sure if I even had the right guy or if he had a weapon or something,” he said. The owner then placed the man in a foothold to further prevent the man

Bernd Riffel, German police liaison officer at Ramstein, called Warren to get his statement. After the meeting, Riffel decided to submit a package for the prestigious award. “I felt what (Warren) did was good enough to warrant the award,” Riffel said. “This is the first time I’ve ever put anyone in for this award and the

first time I have ever seen it given to an American military member.” Warren said being a military member comes with a certain responsibility, to not only your nation, but to the country in which you are a guest. “The time where you are least prepared is the time you are tested,” he said. “Every member of the military in a different country creates an impression on that community, whether good or bad. I am just glad I was able to make a good one.”

Garrison offers possible solutions to helicopter noise Story and photo by Rick Scavetta U.S. Army Garrison Kaiserslautern Lt. Col. Lars Zetterstrom, U.S. Army Garrison Kaiserslautern commander, met with Landstuhl Mayor Klaus Grumer Feb. 24 to discuss public concerns about helicopter noise. A new antenna to reduce noisy hovering time, plus limiting late-evening flight times during winter months, were solutions Zetterstrom proposed to Grumer, who repeated his call for Company C, 1st Battalion, 214th Aviation Regiment to be relocated. Helicopters from the medical evacuation unit must hover when contacting the control tower at nearby Ramstein Air Base, Zetterstrom said. They also are required to train at night to prepare for lifesaving missions. “We’re looking at funding a project that will install an antenna,” Zetterstrom said. “That will allow (crews) to have better communication with the aircraft control tower, and therefore reduce the hovering time required and therefore reduce noise in the community.” The garrison and Landstuhl leaders agreed to meet, as German news outlets recently highlighted residents’ complaints about helicopter noise. Anita Schaefer, the local German parliament representative,

also attended. Company C Soldiers, many who live in Landstuhl, support U.S. and allied partner training in Grafenwöhr and Hohenfels with medical evacuation flights, said 1st Sgt. Kyle Brunell. The unit also responds to humanitarian emergencies, such as the current mission in Montenegro, where air crews are providing medical flights to snowbound mountain villages. During the company’s recent Afghanistan deployment, Soldiers supported U.S. and NATO ground forces, saving lives during hundreds of medical evacuations, Brunell said, including the rescue of several German troops. Since returning from Afghanistan in July 2011, the company has flown 141 training missions near Landstuhl, none of which lasted past 9 p.m., Zetterstrom said. “We’ve agreed to look at the possibility of changing the authorized flight time, to (10 p.m.),” Zetterstrom said. Grumer, however, hopes to see the unit permanently relocated. Schaefer said she will suggest the move at the German federal level. Since taking office in 1994, Grumer has held several meetings with the U.S. Army about helicopter noise, he said. Recently, when the U.S. proposed relocating Landstuhl Regional

Each complaint is investigated and promptly responded to.

“I’m very thankful that Colonel Zetterstrom is engaged to help reduce the noise,” Grumer said. The meeting exemplified the Army’s commitment to a longstanding friendship with the people of the Western Palatinate, where U.S. troops have been guests for the past six decades, Zetterstrom said. “We made some concrete decisions that will hopefully alleviate some of the public’s concerns about the noise,” Zetterstrom said. “But we also now have an understanding that this helicopter unit’s mission is to save lives and to do that they must train.”

Operations Wing Flight of the Year, becoming the first flight to achieve both milestones. Fleet services is responsible for servicing the latrines on all in-transit aircraft, providing meals to the aircraft for passengers and aircrew, and resupplying comfort items available on all aircraft. “These awards reflect the hard work our Airmen do,”

said 2nd Lt. Bonnie Jo Lange, Fleet Services flight commander. “We are really the only flight that works with every aircraft that touches down here.” The Airmen of fleet services work on a variety of aircraft, each having a different routine. “We work eight-hour shifts, servicing a large amount of aircraft,” said Airman 1st Class Evan Hughes, fleet services specialist. “We work on anything from the 37th Airlift Squadron’s C-130J aircraft to the Boeing 747 commercial aircraft that come through.” “Getting to work with these different aircraft is a challenge,” said Airman 1st Class Cory Reinhardt, fleet services specialist. “Each one requires a different approach to the way we service it. You don’t have to do as much

7th CSC Yellow Ribbon Room keeps families connected by Sgt. 1st Class Michelle Conrad 7th Civil Support Command Public Affairs

Committed to improving contact for family members and their deployed loved ones, the 7th Civil Support Command christened a new Yellow Ribbon Room Feb. 11 with the help of a special visitor from Washington, D.C. Laura Stultz, wife of Lt. Gen. Jack Stultz, commanding general of the Army Reserve, and Karen Hendrix, wife of Brig. Gen. Mark Hendrix, commanding general of the 7th CSC, cut the ribbon to unveil the long awaited room for all in attendance. Laura Stultz said that over the past year there have been two programs that are valued most by Army Reserve families: the Strong Bonds Program and the Yellow Ribbon Program. The Strong Bonds Program works directly with Soldiers and their spouses to build a cohesive marriage, while the Yellow Ribbon Program supports military families during deployments. “I understand that this Yellow Ribbon Room will have information for our families at all times. Rooms like this help get information effectively to our families during pre-deployment all way through post-deployment,” Laura Stultz said. “I am very proud you are doing this for families. I wish we could have rooms like this at all of our Army Reserve centers, which may be something for our future Army Strong Community Centers,” she said. “The effort of converting an office into a familyfriendly enterprise took months of planning and lots of hard work leading up to the actual dedication by all members of my staff,” said James Mandley, the

The 7th CSC Family Programs office felt the need to develop the room in order to provide a more specified place for family members who may need more direct support than they are currently getting and provide

referral services for other issues families may need to address while their loved ones are away from home. “The long-term plan with the Yellow Ribbon Room is to expand it and create a little room for the kids to play, which we do not have right now,” Mandley said. Authorized by U.S. Army Europe Reg. 608-2, the Yellow Ribbon Room will be open to all family members to contact their Soldiers on deployment, while providing a place where volunteer family readiness group members can meet to discuss and develop upcoming events and fundraisers.

7th CSC oversees mission in Montenegro by 21st Theater Sustainment Command and U.S. Army Europe Public Affairs offices PODGORICA, Montenegro — In response to a request from the government of Montenegro for assistance from NATO, U.S. Army Europe has deployed a 7th Civil Support Command-led task force of two Black Hawk helicopters and a support crew of more than 40 Soldiers to the Balkan nation to provide humanitarian assistance. The aid is being airlifted to people stranded in areas of Montenegro most heavily hit by recent snowfall. Mission control of the operation is being provided by the 7th CSC’s 361st Civil Affairs Brigade based in Kaiserslautern. The 361st CA Bde.’s mission control cell provides coordination and oversight of the operation and consists of a team of Army Reserve Soldiers with various specialized skills and capabilities in humanitarian assistance coordination. These citizen-soldiers act as the liaison with the U.S. Embassy and Montenegrin government to make sure the right assistance gets to the right place at the right time. “This is the largest snowfall in the past couple of decades,” said Col. Robert Levalley, commander of the 361st CA Bde. “It has totally isolated the northern region of Montenegro. The people in the north were totally cut off from the rest of the country.” Deploying early to setup operations, the 361st CA Bde.’s mission control cell arrived Feb. 19 in prepa-

ration for the Feb. 21 arrival of two Black Hawk helicopters. The Black Hawks, one a medical evacuation aircraft and the other a lift helicopter, are supporting the Montenegrin government’s efforts by delivering critical supplies and providing rescue services as coordinated by the 361st’s mission control cell. These services include medical evacuation support to people stranded in areas of Montenegro most heavily hit by recent snowfall. The helicopters and crew come from USAREUR’s 1st Battalion, 214th Aviation, 12th Combat Aviation Brigade, headquartered at Katterbach Army Airfield, Germany.

Since its designation as a Civil Support Command in 2008, the 7th CSC has been equipping and training to execute exactly this kind of operation. And for the citizen-soldiers who are fighting the cold Montenegrin winter, it is a rewarding experience to do what they’ve been training to do, and help people in the process. “Not having been part of a mission like this before, I was able to learn a lot about how civil affairs works and how we integrate with the host nation to provide them help during a period of crisis,” said Staff Sgt. Micah Johnson, an intelligence sergeant with the 361st CA Bde. Officials at the U.S. Embassy in the Montenegrin capital of Podgorica said the deployment of the task force follows support already provided by NATO allies Greece, Slovenia and Croatia to assist Montenegro in responding to the worst winter weather in decades. “It is one thing to train for foreign humanitarian assistance and disaster relief operations, but to put theory into practice is daunting,” said Lt. Col. Michael Chung, an operations officer with the 361st CA Bde. “We successfully executed a real-world mission with little notice, combining elements of the active and Reserve component Army units while working in an unfamiliar environment with a host nation air force headquarters. It’s an experience I won’t soon forget, and the lasting bonds we’ve built with our Montenegrin counterparts as well as the people of Montenegro I know has made an impression on everyone involved.”

7th WTB takes training to Soldiers in Djibouti by 7th Civil Support Command Public Affairs CAMP LEMONNIER, Djibouti — Soldiers of the 7th Warrior Training Brigade, 7th Civil Support Command, traveled to Camp Lemonnier, Djibouti, to conduct a Warrior Leader Course for 86 Kansas Army National Guard Soldiers of the Wichita-based 1st Battalion, 161st Field Artillery here Jan. 2 to Feb. 7. The 7th WTB Soldiers, who fall under the command and control of the 7th CSC based in Kaiserslautern, deployed from their home station in Grafenwöhr, Germany, to Djibouti in order to conduct two iterations of the 17-day WLC program of instruction. “Having our Soldiers complete WLC here in Djibouti is a huge opportunity,” said Command. Sgt. Maj. Rick A. Matticks, the command sergeant major of the 161st FA. “The 161st FA is one of the most heavily deployed units in the Kansas National Guard. Some guys are on their third, fourth, fifth or sixth deployment. Because of our high operational tempo and the availability of school slots, it is very difficult to get this high of a number

of our Soldiers enrolled in school back in the U.S.” The 7th WTB provides a means for members of Joint, Interagency, Intergovernmental and Multi-national Forces throughout the European Command to attain military education. The mission in Djibouti is not the first time the 7th WTB have taken the training to deployed Soldiers. They conducted the same course in Kosovo twice in recent years and plans are in the works for the 7th WTB to perform the same mission in Djibouti later this year. The 7th WTB Soldiers who groomed the next generation of operationally-experienced Soldiers for leadership positions of greater responsibility were, Sgt. 1st Class Joaquin T. Rendon, Staff Sgts. Fidelis A. Oziegbe, Marcel J. Walker and Eli M. Williams, and Sgts. Tyler S. Indovina and Emily Bayer. The WLC, attended primarily by Soldiers in the rank of E-4 and E-5, is the first course in the Noncommissioned Officer Education System. Specialists, corporals and sergeants learn the basic skills to lead small groups of Soldiers. The course

curriculum includes instruction in leadership, training and war fighting skills. The importance of completing the course cannot be understated. A Soldier cannot be promoted to the rank of staff sergeant, or E-6, until they complete the course. Conducting the training in Djibouti is a win-win for not only the Soldiers, but also the 161st FA and the Army. In addition to providing a large number of Soldiers the opportunity to continue their professional development, the WLC class provides several other advantages, the most significant of which is the cost savings advantages for the Army and the Kansas Army National Guard. For example, it is more cost effective to send 7th WTB’s six-person cadre team to Djibouti instead of accruing the cost of rotating 85 individuals to the 7th Army NCO Academy in Grafenwöehr, or sending them on temporary duty in the U.S. Conducting the WLC courses here in Djibouti also provides unique opportunities not normally available to WLC courses conducted in the U.S. The unit leadership has greater visibility, interaction and control of the students. “Having the course here gives us

(the unit leadership) an opportunity to supervise and interact with the Soldiers on a daily basis,” Matticks said. The students’ leadership also gets the opportunity to participate in the training by playing the role of the opposing force during the situational training scenarios. The WLC class is able to immediately apply what they learn in the classroom to their operational mission, which is to provide force protection at Camp Lemonnier and participate in joint military missions on the African continent. The WLC cadre also took advantage of aviation assets assigned to Combined Joint Task Force-Horn of Africa to enhance the overall training experience. The training provided by the 7th WTB Soldiers exceeded Matticks’ expectations, he said. “Everything fell into place beautifully, and we are very pleased with the quality of training our Soldiers received. We have a great relationship with the cadre, and they have great communication with the students, which enables them to keep the Soldiers on track,” Matticks said.

Asian & Antique Auction

For the sixth time in the KMC, the Ramstein Elementary School PTA is sponsoring an Asian & Antique Furniture Auction Saturday in the school gym. A silent auction of approximately 150 different items will kick off this unique event at 10 a.m. Bidding will begin on the other 200 items at 11 and run until everything is sold. This event is open to all ID cardholders. USAFE Top Three will provide delivery service for a price. For safety purposes, this is an adult only event. Items for auction include Asian furniture, porcelain, Tiffany lamps, hand tied rugs and an assortment of decorative pieces from Hong Kong and Tibet. Your dental health affects your baby A

ccording to the American Academy of Pediatric Dentistry, dental caries, also known as tooth decay, is a transmissible infectious disease and the major reservoir from which infants acquire cariogenic bacteria (e.g., mutans streptococci, MS) is their mother’s saliva. In other words, mothers and/or primary caregivers pass on bacteria to their babies through the sharing of utensils, blowing on a baby’s food, licking a pacifier, etc. If the mother/caregiver has high levels of MS, the baby has a greater risk of acquiring the bacteria sooner than babies whose mothers have low levels. So, it is important for your baby, as well as yourself, to take care of your teeth. Other family members and playmates can also transmit MS. If you eliminate saliva-sharing activities (sharing a bottle, spoon, pacifier, etc.) you can decrease the

transmission of the bacteria.

Bottles, sippy cups, pacifiers, breastfeeding: All of the above can contribute to the development of early childhood caries. Frequent and prolonged exposure to liquids that contain sugar (fermentable carbohydrates) by baby bottles, sippy (training) cups, and even breast-feeding can lead to tooth decay. These liquids include juice, soda (even diet!), formula and breast milk. The problem arises when these liquids pool around the teeth, allowing the bacteria to “feed” on the sugar and produce acids that attack the teeth. This is especially true when you put your baby to bed with a bottle containing something other than water — this is a big no-no! Other things not to do: • Dip a pacifier in honey or other sweetener.

Colon cancer screenings offered in March by Maj. Zahid Siddique 86th Medical Group health care integrator

D

uring the month of March, the 86th Medical Group will promote colon cancer awareness and offer colon cancer screenings. Colorectal cancer is the third most common cancer for both men and women. Beginning at age 50, men and women should begin routine colorectal cancer screening. Screening is important because in the early stages

of colorectal cancer, there may be no symptoms. The Centers for Disease Control and Prevention reports screening tests for colorectal cancers may actually prevent cancers from developing by treating pre-cancerous conditions. Recommended screening tests and intervals are: • High-sensitivity fecal occult blood test (FOBT), which checks for hidden blood in three consecutive stool samples, should be done every year. • Flexible sigmoidoscopy, where physicians use

Whooping cough vaccine recommended for adults HEIDELBERG, Germany — Many people are unaware that the immunization they received for whooping cough as a child does not last into adulthood. To prevent the spread of this disease, the U.S. Centers for Disease Control and Prevention, Public Health Command Region-Europe and Europe Regional Medical Command recommend a booster vaccine for adolescents and adults. What is it? Pertussis, also known as whooping cough, is a highly contagious respiratory disease caused by the bacterium Bordetella pertussis. Pertussis usually starts with cold-like symptoms: a runny nose, a mild cough and a low-grade fever. After one to two weeks, severe coughing can begin. Coughs end with a “whoop” sound as the person gasps for breath. This extreme coughing can cause vomiting and fatigue and can last for weeks. In infants, the cough can be minimal or not even there. Infants may gag, gasp or have a symptom known as “apnea” (a pause in breathing). Pertussis is most severe in children and can even be fatal in infants. More than half of infants younger than 1 year of age who get the disease must be hospitalized. Why is the booster important? The CDC estimates that 600,000 cases of pertussis occur every year in the U.S., and the number of cases is increasing in both the U.S. and in Europe. Soldiers, civilians, and their families stationed in Europe may be at even greater risk because traveling to different countries exposes us to many people. How can you prevent pertussis? The best way to prevent pertussis is to get vaccinated. The recommended pertussis vaccine for infants and children is called DTaP (diptheria, tetanus and pertussis) and the series of five shots is completed by the time a child enters school. Vaccine protection for pertussis, tetanus and diphtheria wanes with time, but adults can protect themselves and the children they are in close contact with by getting a booster vaccine. Adolescents and adults up to age 64 should receive a one-time booster for protection against tetanus, diphtheria and pertussis (Tdap), preferably at age 11 or 12. Pregnant women in need of the booster should receive it late in the second tri-

mester or during the third trimester. Adolescents and adults of any age (including those 65 and older) who have close contact with an infant under 12 months old should be vaccinated with DTaP as soon as possible. How is pertussis treated? Pertussis is generally treated with antibiotics, and early treatment is very important. Treatment may make your infection less severe if it is started early, before coughing fits begin. Treatment can also help prevent the spread of the disease. Treatment after three weeks of illness is unlikely to help because the bacteria are gone from your body, even though you usually will still have symptoms. Children, child care workers and health care workers with suspected or confirmed pertussis should stay home from work, school or day care for at least the first five days of antibiotic treatment. Getting the vaccine At your next appointment, talk to your provider about getting the vaccine. Defense Dependents Schools Europe, you should find out about a program called Junior Leadership Seminar from someone at your school. Junior Leadership Seminar is a weeklong conference that teaches 7th and 8th grade students how to become better leaders. It takes place in

Oberwesel, Germany, but invites representatives from schools all over Europe. I was one of the five students to go from my school (Sembach Middle School) this year. When we got there, we started with some icebreakers and were assigned to our groups. Throughout the

whole week we had group sessions where we spent time answering questions like what traits we looked for in a leader. We also went into more depth about concepts that we learned in the general sessions. One of my overall favorite parts, though, was the free

time. I spent some of it showing off my mad skills in pingpong and billiards, but most of it I spent meeting new people and socializing with them. I am very glad I got the chance to go, and I know that I took a lot away from it that I am hoping to put to use back at my school.

Model trains chug through Ramstein

n Sunday, model train fans can visit RamsteinMiesenbach’s culture and conference center, Haus des Bürgers, to enjoy the 40th Model

Train Swap Meet. The Model Train Friends Westpfalz organize this event twice a year. They received requests for display tables from more than 50 exhibitors and clubs from Germany and other countries. The international swap meet is a special market and the biggest of its kind in Southwest Germany. “Unfortunately, we were not able to accept all requests, because there only is a certain space capacity in the Haus des Bürgers,” said organizer Günter Wenner. “Vendors will present everything dealing with model trains and accessories. They also will display dolls, doll accessories, tin

toys and miniature cars.” Besides new items, there will be used locomotives, carriages, tracks, signals, houses, lamps, bridges and spare parts. “Collectors might be able to find bargains and get good advice from experts,” Wenner said. “The swap meet is not just an event to swap, sell and buy, but also an opportunity to show off unique items and set ups.” There will be a special test track, where the newly bought stuff can be tested right away. The restaurant Visione in the Haus des Bürgers will open a model train cafe in the foyer, where visitors can take a break.

‘My American’ exhibition highlights 60 years of Americans in Rheinland-Pfalz The docu center Ramstein will open a new exhibition today. “Mein Ami,” or My American, will be part of the festivities sponsored by the state government and U.S. Air Forces in Europe to celebrate 60 years of U.S. Air Force in RheinlandPfalz. Officially, the first U.S. airplanes landed on Ramstein Air Base in 1952. Ever since the early 1950s, the U.S. military and Rheinland-Pfalz citizens have been living together — a life with ups and downs. There are a lot of stories to tell from these six decades. The docu center, which gathers, processes and communicates the history of Americans in Rheinland-Pfalz, has asked, in cooperation with the German newspaper Die Rheinpfalz, people to provide their own personal memories and stories about “their Americans.” The vast amount of letters documents the high interest in this subject. A very personal display has been cre-

ated, which should lure many interested visitors to experience history and read about it. Some of the stories that were sent in have been collected in a publication. Minister President of Rheinland-Pfalz Kurt Beck will officially open the display at 5:30 today at the former Gloria Kino (movie theater) on Ottostrasse, which is the designated location of a newly built docu center. The actual exhibition can be seen in the Museum im Westrich on Miesenbacher Strasse 1. A German-American anniversary concert will be given at 8 p.m. at the Haus des Bürgers. In the foyer, docu center officials will present historical photos to show the history of the air base. Make sure your home business is legal by Robert Szostek U.S. Army Europe Customs Public Affairs A home-based business can be many things — selling aroma candles, kitchen containers, or pots and pans. Maybe a fingernail studio or trading on Internet auction sites is what you like best. But whatever your preference, you have to follow German and military home-based business policies. The main things to remember are that you cannot use your U.S. registered vehicle, the Army Post Office, the exchange, commissary or the tax relief program for a business. You may also need permission from your garrison commander and German tax office for your commercial venture. The first point is that U.S. forces-plated vehicles are for your personal use only. Using one as part of a business is illegal. “Examples of abuse would be if you used your U.S. Army Europe-plated van to deliver goods to customers, transport people for money or carry pottery from Poland for resale over the Internet,” said Bill Johnson, director of the USAREUR Customs Executive Agency in Heidelberg. Register your business vehicle in the German system to be legal. The second point is that packages that you send or receive as part of your business must go through a commercial shipping company or the German postal service. The APO system is a privilege for your personal use only and using it to send or receive business wares is not allowed. Third, you must declare any goods intended for resale to German customs when you bring them into the country. “If you buy commercial items in other countries, you must stop at the border and tell German customs your goods are for resale,” Johnson said.

Goods sold in the post or base exchange, AAFES catalog and commissary are tax-free, so you cannot buy anything there for your business either. Not surprisingly, using VAT forms to support your business is off limits too. Customs, tax and postal regulations need to be followed when you sell things over the Internet in Germany. “People who occasionally sell personal property via the Internet are usually good to go,” Johnson said. He added, however, that in most cases you will need customs clearance paperwork if you sell personal property to residents of Germany who are not U.S. military members, U.S. civilian employees or family members. As members of the “Forces,” U.S. personnel normally pay no taxes when they bring their personal property into Germany, which is why clearance and the payment of taxes is required. Selling goods over the Internet on a regular basis to make money is a completely different kettle of fish, Johnson said. The same rules about you using your U.S. registered vehicle, the APO, the post exchange, the base exchange, commissary or the tax relief program for your business apply here too. People who don’t follow the rules risk receiving a hefty fine and tax demand from German customs or tax authorities, and military administrative or civilian misconduct action, where applicable. So are you running a business? Do you need a German tax number or even a U.S. tax ID? “To answer these and other questions, talk to your installation commercial affairs office to be sure where you stand,” Johnson said. You can also download the pertinent directive, Army in Europe Regulation 21070 (On-Post Commercial Solicitation), to get further information. Kingfish win league championship

T

o define greatness, one can debate it as a quality of being great, distinguished or eminent. But to define greatness in sports, it comes down to combining ability with a specific achievement. On Feb. 18 and 19, 86 Kaiserslautern Kingfish swimmers took their abilities to Eindhoven, the Netherlands, to compete in the European Forces Swim League championships. Teams from all over Europe competed in the two day event, creating an electrifying feeling throughout the Pieter van den Hoogenband Pool. The event would showcase the talents of the Kingfish’s finest as they performed on the league’s biggest stage. The Kingfish put their undefeated season on the line and didn’t disappoint. The Kingfish finished with 71 total medals, the highest of any team, ahead of Naples with 52, Shape 41 and Stuttgart with 41 medals. Over the course of the two day event, Kaiserslautern earned 14 gold med-

He was also crowned the 2012 Pentathlon Champion for the 17-19 year old boys. This award is given to the fastest combined times in the 200 Individual Medley, 100 Freestyle, 100 Breaststroke, 100 Backstroke and 100 Butterfly. Davis didn’t stop there. He also took home the coveted “High Point” Championship for the 17-19 year old boys. The award is given to the swimmer who finishes with the highest cumulative point totals in all the events they swam. Davis was accompanied by 30 Kingfish swimmers ranking in the top 10 in the “High Point” competition. This award truly represents the swimmers as a whole. Swimmers who rank in the top 10 normally finish in the top five in almost all events they swim. Paris Binard, 9, stood out as well,

as she finished with two gold, three silver and three bronze. Binard rocked the EFSL community as she broke the EFSL record in the 200 meter freestyle with a time of 2:54.80, breaking the old record of 2:55.82. Everett Plocek, 15, competed in his first EFSL championship and forced the rest of the league to take notice. He dazzled those in attendance with an amazing six silver medals and one bronze.
