Maj. Gen. Randall Reed, Third Air Force and Kaiserslautern Military Community commander, conducted his final commander’s call May 18, during a ceremony at the Officers’ Club on Ramstein Air Base. From the COVID-19 pandemic to Operations Allies Welcome and Allies Resolve to the recent Russian aggression against Ukraine, Reed’s two years in his post was nothing short of storied. The swirl of cataclysmic events that pervaded the globe since 2020 wasn’t the key mark of Reed’s tenure, but rather the steady hand with which he led the 32,000 Airmen and Guardians under his command through them. Gen. Jeffrey Harrigan, U.S. Air Forces in Europe-Air Forces Africa commander, was also in attendance during the call and presented Reed with the Distinguished Service Medal, noting to those in attendance that, “(Reed would) always provide me with the appropriate advice of where we needed to go.” True to his “people first” leader-
ship style, Reed used some of his final moments as the 3rd AF commander lauding not his own toil in his role, but that of the service members he met and was, in his words, “privileged” to serve alongside of over the past two years. From Airmen at Spangdahlem Air Base’s 52nd Fighter Wing who, through their own generosity, supplied military couples with “kits for date nights” in an effort to help them reconnect amid the pandemic to the work of those who led the effort in providing temporary housing to over 35,000 Afghan evacuees during Operation Allies Refuge, it seemed to be Reed’s intent during his speech to leave no stone unturned–no service member left un-thanked across his command’s 10 wings. Reed relented, though, admitting words could scarcely capture his feelings of saying farewell to the area. “To my beloved wings, I’m at a loss at how to describe our time together,” Reed said. On the horizon for Reed is a promotion to the rank of lieutenant general, and a new role as the deputy commander of Air Mobility
Command at Scott Air Force Base, Illinois. There, he’ll serve under Gen. Mike Minihan, AMC commander. Reed’s replacement will also perhaps be a familiar one. Maj.
has been tapped to fill the seat vacated by Reed. His assumption of command is expected to take place sometime next month, officials said.

Why is there so little A/C in Germany? by Erik J. Lagerquist, Engineering Flight Chief 86th Civil Engineer Squadron
Daily temperatures are getting warmer, base-wide heat is turned off, and summer officially starts next month; but if you are new to Germany, or have even been here for a summer already you may be asking, “why is there so little air conditioning in Germany?” Most German homes do not have air conditioning and while there are many factors to consider, primarily: air conditioning is highly inefficient; it’s expensive to install and operate; it’s not cost effective, and it’s only really beneficial for a few weeks out of each summer. However, there are many easier and inexpensive ways to deal with higher temperatures during those four to six weeks with high temperatures in the summer, and beat the heat without A/C. We moved to Germany from Florida, a couple summers back, in July. Coming from Florida (and Texas before that) we were used to A/C, as it’s a necessity most of the year. Imagine our surprise to get here and not have A/C in our Temporary Lodging Facility. While those first couple days were a bit rough, jet lag, new surroundings, new language, we quickly discovered how to properly use our rolladens coupled with a few circulating floor fans; and life was suddenly more manageable. As an engineer, I completely understand building codes we have to follow here in Germany. Suffice it to say when it comes to “comfort cooling” or residential A/C, we simply do not have enough hot days each summer to justify expense of
installing, operating, and maintaining A/C. In Germany we need over 650 hours with a dry-bulb temperature above 26.7 degrees Celsius, or 80 degrees Fahrenheit. Which doesn’t seem like a lot. However, according to data provided by the 14th Weather Squadron, the highest number of hours we have ever achieved above 80 degrees Fahrenheit was in 2018, with 382 hours. On average, here in southeastern Germany, going back about 50 years, we averaged 192 hours above 80 degrees. Even in the past 20 years that total is only slightly higher at 211.
So, what does one do to keep their home cooler? “One of the most effective ways to keep a home cool in the summer is to crack, or open, windows during the night to allow the coldest air of the day inside the house,” said Luis Saldivar, 86th Civil Engineer Squadron energy manager. “In mid-morning, shutting windows and rollladens helps keep the cool air inside and minimize solar heating from the sun outside.” What is a rolladen you ask? Well, it’s a full window shutter. They typically roll down and block out nearly all sunlight (heavy rains and storms too) from entering windows and greatly reduces heat buildup, inherently cooling the inside of your home. Most German homes have some sort of rolladen on every window that can be manually operated via hand-cranks or are automatic with an electrical motor. “It’s crucial to ventilate and replace the air in the home at least once a day for your health and to
prevent mold and mildew,” Saldivar said. “Durchlüften, or push ventilation, of your house will keep it cooler, but it can also improve mood and well-being, just by opening the windows.”
But, my on-base housing doesn’t have Rolladens? Yes, your engineering flight are keenly aware of this issue and have taken steps to program three unfunded projects worth $469,000 for housing on Landsthuhl with an additional 35 unfunded projects worth $6.4 million for Vogelweh housing units, also known as the Stairwells. In the interim, there are interior window shades provided that can be supplemented with black-out curtains available on the local economy. While portable air conditioners are readily available both on and off base in various sizes and power requirements (110-voltage US standard vs 220-voltage European standard), they are not authorized for onbase use. There are a number of other ways to keep cool, such as using ceiling fans with correct counterclockwise rotation that allows blades to push air downward and increase the wind chill effect. Using a floor fan, with an oscillating motion from side to side will also help move air around. Open rolladens just enough to provide sufficient natural light. Or where and when possible use energy efficient light bulbs because regular light bulbs radiate excess heat. Cook outside on a grill, instead of your kitchen (which can be rather small in Germany) this will prevent you from an additional heat source inside. Unplug appliances and elec-

tronics when not in use as items plugged into a socket can still produce heat. If you have a multi-story home, try sleeping on the bottom floor, as heat always rises, making it uncomfortable to sleep. If worst comes to worst, and you need a break from the heat, we do have some A/C here in Germany, as there are a number of facilities on base with centralized A/C as a requirement of their function such as computer server rooms, hospitals and clinics, bowling alleys, movie theater and most other public service facilities. If you feel your work-place needs A/C, please contact 786th Civil Engineer Squadron customer service to inquire about
comfort cooling, as they have much more detailed information on how to proceed with this request. I realize a lot of Americans are used to having A/C, and it can be tough for some to get used to not having it - especially when there is a heat wave like in the summer of 2019. However, when it comes to warmer weather here in Germany, I recall something my mom, a now retired registered nurse, used to tell my brother and I when we got cuts, scrapes, broken bones and or any other injury “it’s only temporary.” So, do what you can to stay cool, enjoy the warmer temps and remember, winter weather will be back again before you know it.

Satellite Pharmacy at Kaiserslautern Military Community Center The Ramstein Clinic Satellite Pharmacy is now open from Tuesdays to Fridays from 10 a.m.-6 p.m., Saturdays from 12 a.m.-4 p.m. Please note that the pharmacy will be closed every second Tuesday of the month and on federal holidays. East Gate closure / ROB-MC Gate to open Ramstein Air Base’s East Gate off L369 is permanently closed, as the long awaited Rhine Ordnance Barracks Medical Center (ROB-MC) Access Control Point (ACP) opens. The new ACP (or gate in Air Force speak) was built in preparation for the new medical center and will enable the anticipated increase in traffic once the medical center is fully operational. In the interim, as ROBMC is not due to open for several years, the new gate bolsters antiterrorism and force protection capabilities for the installation, enables smoother traffic flow off the L369 traffic circle, and provides your Defenders a more modern and safe work environment. The ROB-MC gate is located near the East Gate off the L369 traffic circle. If you have come onto the base through the East Gate in the last year, you may have driven through the new L369 circle. Once the gate opens there will be detour signs instructing drivers how to exit the L369 traffic circle and drive toward the ROB-MC ACP. When approaching the ACP please stay vigilant of traffic lights that notify you of
which lanes are open and when it’s safe to proceed forward. Just like the East Gate, the ROB-MC gate will be operational 24/7. Additionally, there will also be a new joint (Army/Air Force) Visitor Control Center (VCC), located just prior to the gate, which will open May 31. The ROB-MC VCC will provide the same visitor services as the current West Gate VCC and the Pulaski Installation Access Office, with operating hours of 6 a.m.-5 p.m. Monday through Friday. Short term visitor passes will be available Monday through Friday 6 a.m.-4 p.m. Long term DBIDS installation passes are available Monday through Thursday 8:30 a.m.-3 p.m., and Fridays from 8:30 a.m.-noon. The ROB-MC VCC will be closed for all services on Federal Holidays. We are excited for the new project and ask for your patience. Please remain cautious while driving in this area during the transition as we the community adjust to the new traffic flow. Now more than ever, commanders rely on fast, functional and effective means of information exchange to drive the mission forward and deter adversaries. There is a reason communications are usually the first in and last out during operations; command and control simply could not exist without it. With growing threats to the safe and secure transfer of vital information, communications
operations have needed to become more resilient, sustainable, agile and responsive. If a line goes down, it must be immediately restored or alternative forms of communication must be established. The 1st Communications Maintenance Squadron at Kapaun Air Station ensures these capability demands are met quickly and are available every day across U.S. Air Forces in Europe. “Whether it be repairing the cabling in the ground, or restoring and reprogramming all of the switches, routers and servers that constitute the Department of Defense information network

They also provide immediate repair and restore actions between combat and safe zones. “What we have been developing is the agile concept, as far as communications is concerned,” said Tech. Sgt. Ricardo Hernandez, 1st CMXS network operations section chief. “Going right down the middle between tactical and enduring solutions and being able to get all the benefits and speed of the tactical rollout, the way combat communications is doing, and also giving that capability the way (engineering installation units) are. We are combining the best of both and

putting it in a package that is able to deploy.” Further developing electromagnetic spectrum operations as a 435th Air Ground Operations Wing resource for USAFE, the 1st CMXS provides real-time detection, analysis and mitigation of communication threats. “The 1st CMXS is able to ensure that when warfighters are employed towards the tip of the spear, they not only have secure and reliable communications, but are also protected in the electronic warfare domain and through enhanced base defense,” Fisher said. In addition to providing traditional communications maintenance mission sets, the 1st CMXS enables warfighters to accomplish the 435th AGOW’s Inside Out mission to get payloads on time, every time. “Center your presence within the main operating base, hoard all your resources there, and then when you need them, distribute them out rapidly and pull them back,” Hernandez said. “I can distribute them directly from the MOB, or I can distribute them from the geographically separated units. What if I need another GSU? This is where the 1st CMXS comes in. We can extend more GSUs out, or we can rapidly restore one. This is how we enable our warfighters.” The versatility and ingenuity the 1st CMXS warfighters bring to communications capabilities gives commanders a tailored competitive edge in establishing and securing command and control. “We literally fit whatever it is the customer needs,” Hernandez said. “We build it from the ground up, and we can do it fast. You have so many different sites within USAFE that all have different missions, and that’s where nothing we do is cookie-cutter. We have
resources that we pull from to be able to develop the best solutions for each unit.” To ensure solutions are lasting and optimized, 1st CMXS warfighters provide strategic and necessary training to receiving unit personnel. “When we add to, or change, certain communications equipment, we provide training to the cyber warriors on site to get them operating at not just the fundamental, but minimum intermediate levels on their new networks,” Fisher said. “We are one of the few certified units that can provide tower training and rescue. These types of resources and capabilities are not typically available or able to be maintained at regular comm units, but at the 1st CMXS, it’s what we do almost daily.” The unit’s successful execution of expanding and enhancing communications capabilities across USAFE has not only identified the 1st CMXS as a premiere communications engineering, installation and repair unit, but has earned them recognition at the major command level. “Our network operations shop was recently recognized for the General Edwin W. Rawlings Team Award for Air Force Information Dominance at the MAJCOM level,” said 1st Lt. Douglas Boren, 1st CMXS plans and programs flight officer in charge. “As a small but fierce unit, we are able to do the job of just about any other large communications unit in the Air Force.” The solutions the 1st CMXS is delivering go beyond routine cable and antenna repairs, or fiber optic and server installs, and equips USAFE with the ability to conduct real-time detection of degradation or jamming attempts, analysis of behavioral threat patterns, location mapping, and mitigation or destruction of EMSO threats.

Howitzers proving very effective against Russians, DOD official says by David Vergun Department of Defense News The 155 mm M777 towed howitzers supplied by the U.S. and other types supplied by ally and partner nations to Ukraine are having a big impact on the battlefield, a senior Defense Department official said at a Pentagon press briefing today. “You’re already seeing the Ukrainians being willing to go on the counteroffensive in the Donbas [region of Ukraine]. They are taking back some towns that the Russians have taken in the past,” the official said. For example, the Ukrainians are pushing Russian forces to the east and to the north of Kharkiv, Ukraine, the official said. “We do believe that the howitzers … are having an impact, particularly in Kharkiv. Now is that the only reason? I don’t think we would go that far to say that, but we do believe that the systems they’re getting — not just the U.S. systems but the systems from other countries — are absolutely helping them regain some momentum and to take back some territory,” the official said. Yesterday, Secretary of Defense Lloyd J. Austin III had a conversation with Ukraine Defense Minister Oleksii Reznikov. Reznikov told Austin that 74 of the 90 M777 artillery cannons that the U.S. supplied Ukraine are forward in the fight, providing long-range, indirect fire capability, the official said, noting that the tubes are being used not only in the Kharkiv area but elsewhere in the Donbas. Currently, Russian President Vladimir Putin has committed about 80% of his total battalion tactical groups to Ukraine. “And there’s no question that of that 80 percent, he has lost quite a bit,” the official said. Putin still has a total of 140plus BTG available to him, with 106 operational in Ukraine. The ones not in Ukraine do not appear to be

On the Ukrainian side, they still have a majority of their combat power available to them, the official said. “That is not to say that losses are not being sustained on both sides. They are, both in terms of forces but also in terms of equipment and weapon systems. It’s a real gunfight in the Donbas, literally, with artillery being exchanged every single day and the Russians [continuing] to fly airstrikes, the official said. About six of those airstrikes hit a military training facility in Lviv, Ukraine, with minimal damage. It seems likely that those missiles could have been fired from submarines in the Black Sea, the official said.

Police Week began in the 1960s to remember those who gave their lives in the line of duty. “Police Week’s foundation began in 1962 when President John F. Kennedy designated May 15 as Peace Officers Memorial Day,” said Chief Master Sgt. Grant Holder, 435th Security Forces Squadron senior enlisted leader. “Moving forward to 1982, survivors and supporters began gathering in Senate Park in Washington D.C. to partici-
pate in events throughout the week, honoring those officers who paid the ultimate sacrifice giving their lives in the line of duty. For us here at Ramstein, it is an opportunity to remember, bond and compete.” From the highest ranking defenders to the lowest, many know the importance of their craft and what it means to be a defender. “I think it’s an honor to be a part of this team and be among the great defenders who came before us,” said Staff Sgt. Brianna Bates, 435 SFS Ground Combat Readiness Training Center instructor. “We do this job seven days a week, 365 days a year. It can sometimes be tough to take all this into account when you’re on the job. But, once a year we take the time to remember, so we can live up to the standards set by those who came before us.” Along with remembrance, secu-

These events included a 24-hour ruck march, a Security Forces equipment and K-9 demo and expo, fire team challenge, pistol competition and K-9 competition as a way to stay fit and bond with one another. “These physical events are a great way to build camaraderie amongst the various law enforcement entities across the KMC,” Holder said. “It offers the chance for bragging rights and a good way to relieve stress, talk to other defenders, collaborate and forge new friendships for our Airmen.” For many law enforcement officers, whether civilian or in the military, taking the time to remember that they come from a long line of people who laid down their lives to protect their communities was a

There is pride in knowing there are people who understand the potential life and death consequences of their profession, but still go forward and carry out their duties regardless of those potential consequences.” All sectors of law enforcement
take this week to reflect on the importance of what they do every day. They do it because they are the people citizens call if they need protection and help in matters involving the law. They are also called on to lay down their lives in some cases, so others can return to their families. Or, under more pleasant circumstances, a community partner who stands beside the people to build a better world for all. “Just as we in the U.S. armed forces feel it’s important to remember those across the branches who came before us and the sacrifices they made, the same rings true for those in our own career field,” Holder said. “When I see their pictures and hear their stories, I remember their sacrifices. I know what they did was not in vain and will be honored and memorialized from now and into the future.”

Baumholder event provides readiness training to Soldiers, families Story and photos courtesy of Mary Del Rosario U.S. Army Garrison Rheinland-Pfalz U.S. Army Garrison RheinlandPfalz and the 16th Sustainment Brigade hosted more than 100 participants at a Soldier and Family Readiness Training event May 13 at the Rheinlander Community Club on Smith Barracks here. “We want to build readiness and ultimately mitigate risk and ensure that we are providing training that directly impacts those proximal factors,” explained Heather Robinson, chief of the garrison’s Army Community Services. “We’d also like to give the audience the training they want, not the training we think they need. Our last goal is to let the community build the prioritization list for next year’s efforts.” The participants attended three sessions with one-hour classes, taught by subject matter experts within ACS and the brigade. The classes included a variety of topics such as stress management, sponsorship, a children’s workshop, financial training, mindful breathing, employment readiness and nine other topics. “This event is great because we have useful programs that help the community where everyone can attend these small sessions,” said Marie Deschuytter, relocation readiness program manager of ACS. “As far as sponsorship goes, moving to a new country can be overwhelming, so sponsorship is key and we want to help newcomers integrate to our community as soon as possible and let them know what resources they have available.” The annual event was born in 2019 when senior spouses — who were active with the Family Readiness Group — listed their concerns across the garrison footprint, which created the first gathering in 2020 at the Armstrong’s Club on Vogelweh. “Back in 2021, the Family Readiness Group was attempting to build a training on their own, and we threw our hands in the air and said we can help—we have done this. Great minds think alike!” added Robinson. Ranging from military spouses to Soldiers, the event provided a wealth of newfound knowledge to those within the garrison footprint. “This event has opened my eyes to the community support that I have longed for, but wasn’t shared with upon coming to Germany,” said Chai Long, whose active-duty spouse works on Baumholder. “I have received help with the man-

Long-planned NATO exercises across Europe get underway Story and photo by North Atlantic Treaty Organization News Troops from NATO Allies and partners are taking part in a series of long-planned military exercises stretching from the High North to the Balkans to enhance the readiness and interoperability of NATO forces. Two of the biggest drills, with around 18,000 troops from twenty countries, are “Defender Europe” and “Swift Response.” Currently taking place in Poland and eight other countries, they also include parachute drops and helicopter assaults in North Macedonia. In Estonia, 15,000 troops from 14 countries are involved in exercise “Hedgehog,” one of the largest military drills in the country since 1991 and involving the US navy Wasp-class landing ship Kearsarge. Meanwhile, exercise “Iron Wolf” in Lithuania involves 3,000 Allied troops and around 1,000 vehicles, including German Leopard 2 tanks. NATO Spokesperson Oana Lungescu said, “exercises like these show that NATO stands strong and ready to protect our nations and defend against any threat.” She stressed that “these are regular exercises, planned well before Russia’s brutal and unjustified invasion of Ukraine, but they help to remove any room for miscalculation or misunderstanding about our resolve to protect and defend every inch of Allied territory. NATO exercises are defensive, transparent, and in line with our international commitments.” In Germany, 7,500 troops are involved in “Wettiner Heide,” a NATO Response Force exercise. In the Mediterranean, the USS Harry S. Truman Carrier Strike Group will be placed under NATO command for the second time this year during the “Neptune series” of naval drills. This marks only the second transfer of a U.S. carrier group to NATO since the end of the Cold War. Next month’s “Ramstein Legacy” in Poland and the Baltic countries will be Europe’s largest integrated air and missile defence exercise and involve 23 countries. “Baltops,” also in June, has been held annually for over 50 years and will see amphibious training across the Baltic region. NATO partners Finland and Sweden will be involved in several Allied exercises over the coming weeks. Currently, U.S., British, Estonian and Latvian forces are participating alongside their Finnish hosts in exercise “Arrow 22,” and involving U.K. Challenger 2 tanks and U.S. Stryker armoured fighting vehicles.

Recently on Smith Barracks, Baumholder, members of the 16th Sustainment Brigade attended the Community Resource Fair event for Soldiers and their families to come out and learn about all the amazing resources the organizations in the area had to offer. It was a great learning experience for all, as each organization had a great deal to offer! It was also a time to get out enjoy some sunshine with families and friends and enjoy the day. The event also consisted of a car smashing event, where Soldiers and their families got to take a few swings on the vehicles to finish the event with a bang! Story and photos by Nicholas Pilch 60th Air Mobility Wing Public Affairs TRAVIS AIR FORCE BASE, CA (AFNS) — The war in Ukraine is believed to have displaced more than 5.7 million refugees and asylum-seekers since the invasion began in late February, according to the United Nations Refugee Agency. After the opposition to Ukraine turned its focus to Kyiv, an Airman from Travis Air Force Base’s David Grant Medical Center sprang into action to ensure her mother, Luba, would be safe and as far away from the fight as possible. “When the war broke out, I begged my mother for two weeks straight to move here,” said Capt. Zlatoslava Karga, 60th Operational Medical Readiness Squadron psychiatric nurse practitioner. “I’ve been asking her to move here since I immigrated.”
Karga was raised in Kyiv and immigrated to the U.S. in 2001. She commissioned into the Air Force in 2019. As the circumstances developed in Ukraine, Karga said she could no longer ask her mom as a want but now as a need for her to move to the U.S. On March 8, Luba reluctantly agreed to move out of Ukraine. Karga’s husband, Rob, set up a GoFundMe to offset the funds for last-minute travel arrangements and the money was raised within two hours. Karga pointed out that some donations even came from Russian families wanting Luba to get to safety. Karga coordinated the trip, which was not an easy task according to her. She found a volunteer driver to take Luba out of Kyiv to Ternopil — usually a six-hour drive, but because of the war-torn
roads, the drive took 14 hours. From Ternopil, Luba took an overnight bus to Kraków, Poland. Rob arrived in Poland and brought Luba to America on March 13. Luba said the cultural differences are going to take some time to get accustomed to here, but feels grateful that so many people, in some cases strangers, were loving enough to help move her here. “I was brought to tears on the plane when a flight attendant approached me because she heard I was from Ukraine,” Luba said. “She came to me crying and hugged me and told me she was so happy I was safe.” Luba, 67, is shy, and speaks a little English. “I was walking through the airport, and one of my shoes untied,” Luba recalled. “This woman, who worked for the airline, walked up to me, knelt and tied my shoe for

me. It was an incredible act of kindness to top off all of the kindness people did for me to move me here.” This mother-daughter duo hasn’t seen each other since 2015, so some adjustments for their new life together are being made, but Karga is happy her mother is here for good. She said the biggest difference since moving here is how peaceful it is. In the war-torn Ukraine, she could hear bombs going off a couple blocks from her apartment. Here, she enjoys the peace of the Northern California countryside— the sounds of horses, roosters crowing and bees buzzing, because at the edge of their property there is an apiculture. That doesn’t stop Luba from relaxing in the sun a few yards from the bee colony. Karga and Luba said the kindness they received can only be reciprocated by showing love and com-
passion for everyone around them. “It’s important for us to share our love and compassion for everyone,” Karga said. Mother’s Day for this family is a little more special, and Rob, who also works at DGMC, has something planned for them. “Zlata (Zlatoslava) doesn’t celebrate Mother’s Day like most people do,” he said. “She celebrates her mother every chance she gets, and I plan on honoring both of them on Mother’s Day with something special.” Luba evacuated from Ukraine – a six-thousand-mile trip. She prays for peace in Ukraine and hopes the kindness given to her, for her daughter, is passed on. The U.S. continues to expedite the authorization and facilitation of additional assistance to Ukraine from our allies.

Fundraising activities and Ukraine
Many are outraged after witnessing the events in Ukraine. Understandably, there is a desire to want to reach out, assist, — to help out in some way. Often times fundraising activities or clothing drives are fashioned as a way to reach out, motivate, and provide a means for others contribute to a “good cause.” Such activities are admirable, but they can also be problematic. Laws and regulations seek to provide a roadmap to guide Federal employees and Service Members through twists and turns associated with issues pertaining to ethics, conflicts, pressures, appearances, and official endorsements. Before engaging in fundraising activities of any kind on a Federal or other military installation, or before seeking contributions from employees or other Service Members, make sure you coordinate through appropriate command channels, prior to the event. In the Army, that usually means ensuring the Office of the Garrison Command has approved the event and has oversight — normally, through the installation MWR. All fund-raising on Army installations must comply with Army Regulation 600-29 “Fundraising within the Department of the Army.”
The broad, general rule is that the Army may officially support fundraising authorized by the Combined Federal Campaign. Activities to raise funds in a Federal facility other than the CFC can be problematic because it tends to disrupt work, compete with the CFC for donations, promote an abuse of authority by superiors in relation to subordinates, and cause subordinates to contribute in order to seek favor with their supervisors. Thus, there is a legitimate need to regulate and oversee fundraising activities outside of the CFC. Besides the CFC, there are generally four types of fundraising activities authorized within the Army. These activities are: 1) fundraising approved by the Office of Personnel Management for emergency or disaster appeals, 2) fundraising in support of Army Emergency Relief, 3) local fundraising that is scrutinized and approved IAW AR 600-29, and 4) religious fundraising conducted IAW AR 165-1. The focus here is local fundraising drives. Army regulations permit fundraising by organizations composed primarily of Army personnel or their family members (including installation MWR activities as provided for in AR 215-1), among their own members (excluding contractor personnel) and only to benefit welfare funds for their own members. This
includes informal funds such as cup and flower funds. Fundraising for Army museums done in conjunction with private museum organizations are permitted and regulated by other specific Army regulations. It is also permissible to occasionally fundraise in support of on-post private organizations and to conduct other limited fundraising activities to assist those in need as authorized by the Garrison Commander or heads of organizations. Door-to-door solicitations are not permitted, normally, without an exception to policy approved through Command channels. Most fundraising is admirable and intended to be virtuous. But, it can get complicated on Federal installations for reasons noted above. Be careful, and run fund raising events involving Federal employees or Service Members through the chain of command. Finally, with regard to Ukraine, you should note that President Biden ordered Federal assistance to help ease the burdens on people in Europe and refugees around the world impacted by the war in Ukraine. The core values are what unites the force and maintains it as the World’s Greatest Air Force — Powered by Airmen, Fueled by Innovation. “Every Airman should be displaying these qualities, but the reality is, not all of them do,” said Master Sgt. Mark Pauley, 1st Combat Communications Squadron flexible communications package section chief. While some Airmen take these values to heart more than others, Airman 1st Class Seong Woo Lee, 1st CBCS cyber systems operator, is one who strives to represent what it means to be an Airman and warfighter in the 435th Air Ground Operations Wing 24 hours a day, seven days a week. “Airman Lee is a humble person and is not one to bring attention to his actions,” said Pauley. “When I asked him how his weekend was, he did not mention anything out of the ordinary. So, I was surprised to hear about what Lee did to help save his landlord’s life.” Lee, who is originally from Dongducheon, South Korea, had just moved into his apartment in Landstuhl two weeks prior and was still working on furnishing the place.
U.S. Airman 1st Class Seong Woo Lee, 1st Combat Communications Squadron cyber systems operator, was recognized for providing life-saving actions after his elderly landlord suffered a fall from the second story, at Ramstein Air Base, May 11. Lee was at his apartment when he heard a loud noise outside and went to investigate. He found his landlord unresponsive and bleeding on the ground. Lee quickly sprang into action and tended to the man until emergency services arrived.
“I just happened to be home because I hurt my foot while moving a TV stand,” Lee said. “While I was on quarters recovering, I heard a loud noise outside and thought ‘Oh? thoughts and said ‘Okay, what do I need to do?’” Lee accredits his quick thinking and actions to training he has received through the Air Force. Lee immediately thought of cardiopulmonary resuscitation training that had been offered to everyone in the 1st CBCS. He checked to see if the man was breathing and if his heart was beating. “I could tell he was struggling to breath — it sounded like he was snoring,” said Lee. “I adjusted his
head and mouth a little, but did not want to move too much in case there was a spinal injury.” After ensuring his landlord was breathing, Lee noticed his neighbors were starting to form a crowd. He instructed them to call emergency services and direct them to the fastest route to get to where the man was laying. Lee also was able to find the man’s wife and help calm her down by reassuring her he was in good hands and giving her some water.
Lee’s landlord suffered a cracked skull, broken jaw and 10 broken ribs after falling while repairing a window on the second story of the house. Fortunately, after spending a few days in intensive care, the man’s condition has improved and he is on the road to recovery. “If Airman Lee had not been home, we do not know how long the person could have been there or what other damage could have happened,” said Pauley. Lee and Pauley routinely forward deploy in small teams to set up communications capabilities in contested environments as members of the 1st CBCS. “When we deploy or TDY it is in small teams,” said Pauley. “We train and take care of our wingmen and Airmen because we can be called upon at any given time. It is the culture we grow in and Lee translated those values to know what is right to do when someone is injured. It is very good to know we have people that are willing and able to rise to the occasion in case something happens.” While some may find it mundane or tedious, Lee stressed how his Air Force training helped him in this scenario. “It is crazy how everything came together,” said Lee. “If I had not taken the CPR course, hurt my foot, and been put on quarters — it is scary to think what could have happened. I reacted the way any Airman — any human being — would have. It really shows how important the training can be. You never know when you will need it.”

Sunnier days are here — LRMC provides skin cancer screenings Story and photo by John Ciccarelli Military Health System One in five Americans will develop skin cancer by the age of 70, making it is the most common cancer in the U.S. To help raise awareness of protecting and preventing skin cancer, Landstuhl Regional Medical Center’s Dermatology Clinic provided free skin cancer screenings for 240 DOD civilians, retirees, and dependents during May as part of Skin Cancer Awareness Month. While the clinic regularly screens and treats Service Members, DOD civilians, retirees and family members often rely on space-available care for the clinic, making early detection complicated. “These patients typically have the highest skin cancer burden in our community and need to be seen by a dermatologist,” said U.S. Air Force Maj. Shannon Buck, officer in charge at the LRMC Dermatology Clinic. “Getting in to see a dermatologist at the MTF or on the economy can be challenging due to access. We want to reach as many patients as possible.” Judy Srey, a military spouse who said her family has a history of the skin cancer melanoma, participated in the screenings. She said that everyone should have these medical resources to help identify potential warning signs. “This is a great opportunity for people who have concerns and don’t have access to a provider here in Germany,” she said. “My family has had melanoma in the past, and I want to make sure that I don’t have to go through the treatment they did.” During the screenings, LRMC dermatologists discussed the proper use of sunscreen, sun avoidance, skin cancer types, and how to conduct checks at home. The U.S. Food and Drug Administration recommends the use of broadspectrum sunscreen with an SPF of 15 or higher, even on cloudy days. It also encourages wearing clothing to cover skin exposed to the sun, such as long-sleeve shirts, pants, sunglasses, and broad-brim hats. If you can, limit your time in the sun, especially between 10 a.m. and 2 p.m., when the sun’s rays are the most intense. The LRMC Dermatology Clinic provides care to diagnose and treat all forms of inflammatory and neoplastic conditions of the skin, hair, and nails. The clinic provides consultative services to the U.S. European Command area. “LRMC’s goal is to provide high-quality, compassionate, and

safe patient care,” Buck said. “This not only applies to our active-duty population, but also to civilians, retirees, and dependents. If those individuals’ medical needs aren’t taken care of, then the mission and readiness can suffer.” Understanding Skin Cancer Risks: • Unprotected skin can be damaged by the sun’s UV rays in as little as 15 minutes. • Even if the weather is cool and
cloudy, you still need protection. UV rays, not the temperature, do the damage. • Anyone can get skin cancer, but certain behaviors put you at higher risks. • The most common signs of skin cancer are changes on your skin, such as a new growth, a sore that doesn’t heal, or a change in a mole. Check your skin regularly for changes and consult with a

But there’s a lot more to do in Germany’s biggest state than attending Munich’s Oktoberfest! Bavaria not only scores with its rich culture (The wine fests! The beer fests! The food!) but also with its gorgeous scenery. This southern German state has all the stunning rivers, mountain ranges, lakes, and forests you could dream of, so you shouldn’t miss out on them during your stay. Rothenburg ob der Tauber, a charming medieval city Located in the Franconian region of Bavaria close to the Baden-Württemberg state border, Rothenburg is a charming small town that is sure to fascinate visitors with the outstanding medieval architecture of its old town which has (among others) served as a film location for scenes in Harry Potter and the Deathly Hallows Part 1. You can enjoy spectacular views of the town by taking a walk on the top level of the original city walls or just by strolling through the mazes of amazing alleys flanked by gorgeous timber houses. In summer, there’s a town parade every Saturday from 8-11 a.m. where you can get a peek at the various regional communities and traditions. If you’re a Christmas enthusiast, stop by the German Christmas Museum for exhibits on unusual and rare Christmas decorations from the 19th and early 20th centuries. Bamberg, home to 9 breweries and ‘Little Venice’ Bamberg, formerly an important base for American military stationed at Warner Barracks, is located in Upper Franconia by the river Regnitz and has lots to offer to visitors. Its old town is listed as a UNESCO World Heritage Site, mainly because of its authentic medieval appearance. For a great view overlooking the town, take a trip to Altenburg castle, which was built on Bamberg’s highest hill before 1109 and nowadays hosts a restaurant. “Little Venice,” a colony of fishermen’s houses from the 19th century along the riverbank, is considered unique to Bamberg. Another thing Bamberg is known for is its beer, especially its smoked beer (Rauchbier). You can try it at one of Bamberg’s nine breweries, for example at Schlenkerla, the historic smoke beer brewery. Margravial Residence of stunning Bayreuth Bayreuth, the biggest city in Upper Franconia, is sure to attract lovers of classical music — it hosts the infamous Bayreuth Festival Theatre as well as numerous other music and theatre festi-

The Margravial Opera House is definitely a sight worth seeing, being the self-proclaimed “most beautiful preserved Baroque Theatre in Europe” and part of UNESCO World Cultural Heritage since 2012. The New Castle, built by the French architect St. Pierre in 1753, will stun you with its Rococo beauty. To take a closer look at the Old Palace with an inner cave, water games and a fabulous orangery, including a central sun temple, take a trip to the historical park Eremitage Museum on the outskirts of the city. Bayreuth is also considered the global center of interest in composer Richard Wagner and his works, having operated the Richard Wagner Museum since its opening in 1976. The historical Romantic Road In post-war times, Germany was desperate to find a way to rebuild its tourism industry and created the idea for the formal route called Romantic Road in 1950. According to the official website, the first visitors were friends and families of the American soldiers stationed in the large bases in Bavaria and Baden-Württemberg. The Romantic road combines the historic cities of Würzburg and Augsburg with the three medieval walled towns of Rothenburg ob der Tauber, Dinkelsbühl and Nördlingen, and then finishes off with the tourist highlights of Neuschwanstein Castle and the Alps. You can either take a bus tour along this beautiful route or explore parts of it on your own, in which case the official website gives you lots of information. Neuschwanstein Castle Neuschwanstein Castle is really one of those “can’t-miss places” in Bavaria.

Fans of maximalist architecture and art will truly get their money’s worth here. Inspired by medieval art and operas, the castle features lots of dark wood, bright colors, intricate gold details, and swans, the king’s favorite animal. The construction of this castle started in 1860 and was never finished due to King Ludwig II’s untimely death. Despite the king explicitly not wanting visitors at his castle during his lifetime, 60 million people have visited it since it was first opened as a museum only 6 weeks after his death.
Nürnberg/Nuremberg Famous for culinary highlights like Nürnberger Lebkuchen (gingerbread), beautiful architecture and a fascinating history, Nürnberg is a popular day- or weekend-trip destinations amongst people living in or visiting Bavaria.
Starnberg’s Five-Lakes-Region The Starnberg Five-Lakes-Region is located just 30mins south of Munich, which makes it the perfect spot to visit for some relaxing time away from the city. There’s lots of gorgeous lakes to hike around or even surf in. There are great walks and hikes in the region, as well as plenty of mountain biking opportunities. If you’re looking for a more relaxed activity, visit Possenhofen Castle (KarlTheodor-Straße 14, 82343 Pöcking), the once infamous Austrian Empress Elisabeth’s childhood home, which is now a private property. You can still get a look at the gorgeous building when you’re strolling through the neighborhood. Perhaps sporting less of a rich history but beautiful nonetheless is Ammerland Castle (Nördliche Seestraße 13, 82541 Münsing), located at the other side of Lake Starnberg. Honestly, if you want to enjoy a good look at some historically stunning buildings, just look up “castles near Starnberg” on Google Maps. The region is overflowing with them. You could even plan a fun day trip just looking at castles and stopping by cafés on your way!
Augsburg This quaint city is famous for the Augsburger Puppenkiste, a kids’ tv show about wooden puppets. It’s also a fantastic spot to visit for culinary treasures, great architecture, and shopping.
Würzburg Würzburg on the romantic road is surrounded by vineyards. It also has both a fortress and a residency including gorgeous gardens and is just a very lovely city overall.

After a lifetime of legendary heists, notorious criminals Mr. Wolf, Mr. Snake, Mr. Piranha, Mr. Shark and Ms. Tarantula are finally caught. To avoid a prison sentence, the animal outlaws must pull off their most challenging con yet — becoming model citizens. Under the tutelage of their mentor, Professor Marmalade, the dubious gang sets out to fool the world that they’re turning good.
A ruptured water main creates an enormous sinkhole right in front of Bob’s Burgers, blocking the entrance indefinitely and ruining the Belchers’ plans for a successful summer. While Bob and Linda struggle to keep the business afloat, the kids try to solve a mystery that could save their family’s restaurant. As the dangers mount, these underdogs help each other find hope as they try to get back behind the counter.
