Olson 86th Airlift Wing Commander To the 86th Airlift Wing Airmen and Team Ramstein: During the Columbus Day weekend, outbound flights resumed to transition our remaining 9,000 Afghan evacuees to destinations in the United States. It was a day we had all been looking forward to. None of us could have anticipated in August that we’d still be at this two months later. As operations wind down, I hope that you all take a moment to reflect on the history that you are writing. Personally, Operation Allies Refuge/Operation Allies Welcome has been a stark reminder of the versatile and critical role our mobility force plays. At times, we are the lion, delivering the force of the U.S. military to the time and place of our choosing. Today, we are the lamb, delivering a better future and a safe haven to thousands of vulnerable people. I am beyond humbled and impressed by the countless acts of selfless service you have demon-

This success is carried by incredible USAFE-AFAF family members, NGOs, volunteers, and German and joint partners that have been here since the beginning. integration into U.S. life.” As evacuees waited for just over three weeks, Ramstein, along with various other agencies, worked together to provide for the evacuees during their extended stay. “Whether it’s the Department of Defense, Department of State, or our partners, it was our common humanity which really allowed us to come together,” said Lt. Col. John Frazier 86th Force Support Squadron. “Just seeing the soldiers, Airmen, Guardians, and teachers
Page 3 as well, literally pouring out their hearts taking care of these other human beings has been inspiring and awesome to see.” With the help of the U.S. Army, Homeland Security, Transportation Security Administration, Department of State, German nationals and military members, Ramstein was able to construct a new, TSA compliant, purpose-built passenger terminal to streamline the pre-flight screening process and continue evacuation efforts. “We have people here from various AFSCs, people from various
nations, from various forces and from various agencies helping with multiple vetting processes,” Harre said. “It takes a total team mentality.” Since flights resumed on Oct. 9, approximately 2,500 evacuees have flown out of Ramstein as of Oct. 12. Ramstein AB has been serving as the largest reception port for Afghan evacuees within U.S. European Command since Aug. 20, and has received approximately 35,000 evacuees to date during the largest airlift mission in Air Force history.

Leah Ritchey 86th Airlift Wing Public Affairs The 86th Airlift Wing Public Affairs office re-opened their Official Photo Studio in building 2410 on Ramstein Air Base, Oct. 4. The studio has been closed since late August due to personnel being tasked with coverage of Operation Allies Welcome. “Our battle rhythm has changed in regards to OAW. We don’t have as many Airmen tasked with coverage,” said U.S. Air Force Staff Sgt. Trevor Rhynes, 86th AW studio noncommissioned officer in charge. “Because of this, we have been able to resume studio operations.”
The photo studio offers head and shoulders and full-length photos to personnel assigned to the Kaiserslautern Military Community. “To make an appointment, customers need to go to our website and click on the official photo link,” said Senior Airman Thomas Karol, public affairs specialist. “After that, they’re directed to the appointment scheduler where they can choose their appointment time. They will receive a confirmation email with a link to their completed photo that will be available by the next duty day after the appointment.” Customers are encouraged to arrive up to 10 minutes early to their appointment with their uniform ready to go and face mask on. 86 LRS facilitates Defense Logistics Agency - Disposition Services Story and photos by Staff Sgt. Leah Ritchey 86th Airlift Wing Public Affairs “Out with the old, in with the new,” as the old saying goes. But where does all the “old” go? The answer is found within Defense Logistics Agency – Disposition Services. They are responsible for processing equipment at the end of its life-cycle and assisting units with identifying equipment available for reutilization. To some, DLA-DS may sound very similar to the Defense Reutilization and Marketing Service and the Defense Reutilization and Marketing Office. That’s because it is. DRMO changed their name to DLA-DS as part of a DLA-wide rebranding to show the Department of Defense and their customers the full value of DLA elements and to make it easier for service members to interact and take advantage of DLA’s comprehensive missions, products and services. Ramstein Air Base relies on the 86th Logistics Readiness Squadron to carry out DLA-DS services. “LRS supports this requirement by providing technical assistance to all supported appropriated fund units with the inspection, proper return and demilitarization or disposal procedures,” said Ulla Petry, 86th LRS Distribution Facilities supervisor. “Our services span from assisting with transferring nuts and bolts, to complete satellite systems or portable buildings to DLA-DS.”
Each unit designates a representative in order to take advantage of DLA-DS services by registering them on the DLA website. “Once filled out, your commander will sign off authorizing you to place orders and you will send the form back to DLA so they can have it for record,” said U.S. Air Force Staff Sgt. Breon Hill, 86th LRS One-Stop Customer Service Section customer service supervisor. Units can begin taking advantage of the services once unit representatives are registered. The 86th LRS has programs in place to help every step of the way. The turn-in program helps streamline the turn-in process. The 86th LRS Turn-In Unit Team provides site visits to assist units in properly identifying and coding equipment slated for turn-in. The coding process identifies equipment that is salvageable, requires special handling or demilitarization or simply needs to be scrapped. “This assures security, safety and accountability as well as proper documentation,” Petry said. The turn-in process covers the “out with the old,” but DLA-DS also handles the “in with the new.” The reutilization program can be the saving-grace units need to procure equipment if an unforeseen budget curveball occurs. DLA-DS makes excess property turned in by government entities available for re-use as directed by the Defense Material Disposition Manual and Federal Code of Regulations.

EAE Airmen are responsible for ensuring equipment turned in to 86th LRS is coded correctly before being transported to the Defense Logistics Agency – Disposition Services site in Kaiserslautern. The coding process identifies equipment that is salvageable, requires special handling or demilitarization or simply needs to be scrapped.
“This helps to save taxpayer funds by avoiding buying another item when one was already available as excess,” said Russ Sittenauer, Kaiserslautern Disposition Services operations chief. The 86th LRS has a reutilization section available to help units local to Ramstein. “Customers can register for the
reutilization program to withdraw any item or equipment from DLADS at no cost,” Petry said. “Our One-Stop customer service section is the point of contact to process all transactions. Thus, assuring items are loaded on accountable property records, which also provides an audit trail for the unit.” Out with the old or in with the

German-American Friendship Concert returns to celebrate partnership
The German-American Friendship concert was hosted at the Fruchthalle Oct. 3. This is a longstanding partner event between U.S. Army Garrison Rheinland-Pfalz and the city of Kaiserslautern.

The United States Army Europe and Africa Band and Chorus played for an auditorium of nearly 500 guests for the event’s seventh occasion, performing a wide range of music from classical, contemporary and show tunes that had guests dancing in their seats. The annual friendship concert was created in 2014 to celebrate the local German-American partnership that has endured more than 70 years since U.S. armed forces have been in the Kaiserslautern area. Amarosa also highlighted the concert date as falling on the German federal holiday of Reunification Day as a symbol of coming together and serving as a positive example for close relations. “The resonant theme for these occasions is a coming together of people; of partnership; of oneness. This evening celebrates the
relationships we have developed throughout the years, and gives us an opportunity to interact as friends and neighbors,” Amarosa said. “It is with our sincere gratitude that we take this opportunity to say thank you to this great city and its people, who provide a home-away-from-home for our military members, civilians and families.” “It is great to be back again for this popular event,” echoed Kaiserslautern Lord Mayor Dr. Klaus Weichel addressing the audience during his opening remarks for the show. “We are very thankful
that we are able to put on this show in a safe manner.” The event was held under the auspices of the 3G Corona ordinance requirements of attendees having to be vaccinated, recovered or provide proof of a negative test within 24 hours prior to the concert. The fact that the concert was sorely missed last year was evident in the response for the free ticket give-away Sept. 24 as local citizens began lining up with lawn chairs at the entrance of the GermanAmerican Community Office several hours prior to the hand out.

What started as a clothing and shoe drive turned into a large donation process to sustain the evacuee population from Afghanistan temporarily housed on Ramstein Air Base, during Operation Allies Welcome. After U.S. Air Force Master Sgt. Andrew Wilder, 86th Maintenance Group first sergeant, rallied a team of three other first sergeants to lead donation efforts, the team received donations valued at $1.3 million from local and international communities during the evacuation operations. Wilder, along with Master Sergeants Daniel Leonard, Mitchell Meis and Patrick Rodarte, first sergeants for the 86th Mission Support Group, 450th Intelligence Squadron and 86th Munitions Squadron respectively, said they saw a need to help people in need. Donations were critical to support evacuees during their temporary stay at Ramstein and at their other destinations. “We had people who were jumping onto a plane with maybe a carry-on suitcase, or maybe nothing other than what they were wearing,” Rodarte said. “It was important to provide them with a little bit of dignity.” The donation process began on the evening of Aug. 19, shortly after evacuees arrived at Ramstein. The team, who originally stored donations in an empty room in Wilder’s office on the flightline, quickly came together to overcome obstacles such as a need for volunteers and additional storage space. “It dawned on us really quickly that we needed more space,” Meis said. “We started looking for options around the base until we ended up

at the Nightingale Theater.” The 86th MUNS provided the team with intermodal shipping containers to store items. There was no shortage of volunteer support from the local community either. The endeavor was made possible due to more than 2,500 people from the Kaiserslautern Military Community to collect and distribute donated items to evacuees. Some of the first sergeants’ daily responsibilities during OAW included conducting a meeting to discuss the day’s plan, coordinating with volunteers and ensuring items were being distributed safely. They also identified how many clothing kits were created, which pod they would go to and who would be in charge of distribution.
“From seeing someone deliver [donations] and then to actually hand it to people, it was awesome to be able to be there at every part of the process,” said Wilder. Many of the donated items were not only from the Kaiserslautern Military Community, but they were from the United States, Belgium, France and other countries around the world. The overwhelming amount of support and coordination by the first sergeants provided quality of life items for all evacuees within two weeks. They continued to accept formula, diapers and other necessary items. “It’s been amazing to see,” Rodarte said. “Hundreds of volunteers from across the community recognized how important it was

Due to the number of donated items, many had to be redirected from Ramstein to other bases in an effort to support those who also accepted evacuees. While the efforts carried out by large teams over long hours could be exhausting, comradery and newly formed relationships kept morale high throughout the operation. “Before this started, we knew each other in passing as other first sergeants,” said Rodarte. “Throughout working 15-hourdays together seven days a week, we became incredibly close. They’re some of my best friends and we act like brothers. It’s been long hours and hard work, but I’m glad it drew me close to these guys.” Lt. Col. Meghan Vanderheiden, 86th Dental Squadron Support Flight commander, became involved in the clothing distribution effort early on and has seen the first sergeants’ strengths in managing donations and working together. “I think that this operation really highlights one of our strengths as a military,” Vanderheiden said. “We are able to rapidly respond to any situation that we are given and we are able to reach out to our local network for global support.”

Regularly opening your windows and airing out your apartment will regulate the humidity inside and should be done two to four times daily, plus after showering, cooking, or mopping the floors. Unfortunately this rule is not just for the summer time. In fact, it is extremely important to air out your abode in the wintertime even if it is cold outside. You may have noticed households with blankets and pillows hanging out the window as well. That is someone practicing “good house hygiene.” Your sheets can also be a source of mold and mildew if not aired out on a regular basis. Practicing this type of daily routine can save you money on expensive clean-up services later on when your mold concern becomes a mold problem. Another reason mold can build up is forced air systems are not used in Germany like they are in the states. Keep an eye out for the beginnings of mold

Task Force Home sets stage for travelers to thrive by Eleanor Prohaska 21st Theater Sustainment Command “Bloom where you are planted,” is an Afghan proverb that many U.S. Service Members and families know well. For more than seven thousands Afghan travelers en route to the United States, the Life Support Areas at Rhine Ordnance Barracks are important “starter pots” preparing them for new lives on U.S. soil. Much like seed-starting pots provide optimal conditions for young plants, U.S. Soldiers, DOD civilians, and volunteers supporting Operation Allies Welcome and Task Force Home are doing everything they can to make the temporary living facilities at ROB safe, comfortable and conducive to growth, helping travelers thrive during and after their transition to the U.S. 16th Sustainment Brigade’s 39th Transportation Battalion commander Lt. Col. Matt Rivera, leads the Task Force Home Command and Control Headquarters, providing guidance and resources to accomplish the unprecedented and historic mission of caring for thousands of Afghan travelers amid a global pandemic. “One of the biggest things you get out of the military is problemsolving — constantly, constantly solving problems,” said Rivera. “And this is a very unique problem set. It’s really important to bring a team together as fast as you can and then convey the problems and then solve the problems as quickly as you can.” According to Rivera, the Task Force Home team is made up of DOD civilians and Service Members from units across Germany, including the 16th Sustainment Brigade, 1st Battalion from 2nd Calvary Regiment, 512th Field Hospital from the 30th Medical Brigade, 1st Inland Cargo Transfer Company, 515th Transportation Company, 66th Transportation Company 23rd Modular Ordnance Ammunition Company, 317th Support Maintenance Company, 709th Military Police and 51st Composite Truck Company. “We are responsible for the health and welfare of all arriving Afghan travelers,” said Rivera. “Our primary focus is to provide suitable temporary lodging in a safe and dignified manner while setting conditions for their successful transition to their next destination, which for the majority of the travelers will be the U.S.” According to Rivera, forging

positive relationships is the first step in being able to accommodate the diverse groups within the Afghan traveler population “The demographics vary by culture, gender, language, tribes, and marital status,” said Rivera. “We want to accommodate each demographic as best we can.” Successful efforts include establishing 24-hour tea and chai stations and catering to dietary preferences to make life more comfortable and familiar. 16th STB cooks, who prepare two hot mails daily, worked with Afghan travelers to learn how to prepare foods more tailored to Afghan tastes. Preferred breads and fruits were also added to daily selections. To allow travelers to communicate with family and friends in Afghanistan and the U.S., Wi-Fi accessible areas were created throughout the facility. Volunteers and Soldiers distribute basic needs like blankets, clothing and hygiene items daily at various sites and a designated donation center. Task Force Home supports ongoing donation efforts with additional manpower, coordinating logistics and collecting and transporting truckloads of donations that also include shoes, toys and luggage. The donation coordination ensures travelers unaccustomed to Germany’s cooler fall climate have access to warm weather items such as covered shoes, hats and coats. To ensure traveler health and safety, the 30th Medical Brigade provides onsite 24-hour care and
evacuation capability to Landstuhl Regional Medical Center if required. They also led the effort to vaccinate travelers for measles, mumps and rubella, chickenpox and COVID-19. Pregnant travelers receive prenatal care, and there have been 11 births at ROB. Volunteers also staff baby formula and bottle washing stations, with some Afghan teens helping to mix formula and hand out bottles. Recreational opportunities include dances with a live DJ, corn hole and volleyball tournaments, puppet shows, movie nights with popcorn and card games. “All these activities plus many more were big hits,” said Rivera. Educational programs include English classes for adults and children led by Department of Defense Education Activity teachers and volunteers. U.S. cultural norm classes, facilitated by 457th Civil Affairs Battalion, are led by Afghan travelers who have lived in the United States. 21st Theater Sustainment Command collaboration recently made regular delivery of donated Stars and Stripes newspapers possible. Rivera said the breadth of expertise offered by multiple units has enhanced the team’s ability to meet the challenges that come with charting new territory. “I think the military lets you be open to other opinions and ideas,” said Rivera. “The military prepares you in terms of listening to people from different backgrounds and different experiences and accepting them.”
He cited the example of 21st TSC Human Resources Command and 569th Human Resources Company lending staff, manpower, and expertise to address the significant challenge of maintaining accountability during the rapid arrival of 6,000 individuals. The 569th Human Resources Company worked tirelessly to issue bracelets with barcodes and scanners at the Deployment Processing Center and each LSA
to ensure traveler safety, accountability, and a seamless process for departure to the U.S. “The experiences gained from our interactions with travelers, and working alongside Service Members and DOD civilians that we traditionally do not work with has been invaluable,” said Rivera. “Our team has become closer and more confident in each other after persevering through this daunting yet rewarding time.” Operation Allies Welcome and Task Force Home support has postponed many regular operations and called on individuals to take on different or additional duties. Maintaining a “never quit” attitude and a team player mentality are key factors to mission success, according to Rivera. “This mission requires long hours, flexibility, patience, and a positive attitude,” he acknowledged. “People in dire need require our support, and we must be on our A game day in and day out to provide it. “We want to help every traveler as much as we possibly can. We are aware of the harsh conditions the majority of the travelers were subject to and understand how difficult their current situation is.” During a regular crafting activity at ROB, Afghan children are taught how to make flowers out of paper. They happily give their creations away to U.S. Soldiers and volunteers — blooming where they are planted.

Soldiers, Sailors, Airmen and Marine linguists working on Rhine Ordnance Barracks at U.S. Army Garrison Rheinland-Pfalz, are well aware of the history that’s being carried each day and how they are woven into that fabric. The linguists, attached to the 21st Theater Sustainment Command, are building trust between the Soldiers and the travelers they are caring for, more than 10,000 of whom have passed through the camp here, one of two stopping points in the region before moving on to the United States. The linguist team performs integral tasks for OAW. To help assist the operation, the linguists provide a distinct skillset that supports and builds relationships between the augmentees and travelers. “This is a very unique mission,” said Chief Warrant Officer 2 Kevin Costa, 12th Combat Aviation Brigade CH-47 Chinook pilot and Defense Language Institute Foreign Language Center, alumni. “This is a skill that I worked very hard to master. I never had this level of interaction because linguists are primarily a military intelligence asset.” Speaking of being chosen for duty … Linguists selected for this duty include active duty Soldiers who attached to the Monterey language center, alumni of the center, or those who have a language identifier. “Our primary line of effort is

ensuring the travelers’ well-being, and we accomplish that in many ways,” said Sgt. 1st Class Bobby Keeth, a language center instructor who volunteered to be an interpreter. “We are always walking around, talking with people, and assessing the needs of the population then reporting those needs back to the LSA (living support area) commanders.” Selected interpreters speak Pashtun, Dari or Persian Farsi, but even being a fluent language speaker does not mitigate challenges. “One of the biggest trials we face is the various dialects,” said Sgt. 1st Class Michael Turner, a linguist assigned as an interpreter. “Like the English language, there are several different dialects of Pashtun. To overcome this, I seek out someone who can help me better understand the individual.” The interpreters also act as liai-
sons between different organizations that need assistance. “At the beginning of the mission every single person had some sort of issue and a lot of them were important,” said Sgt. 1st Class Aaron Hamre, an interpreter assigned from the Joint Multinational Readiness Center. “When USAID came by needing to identify these issues they told us what they needed and we were able to branch out and execute. We were able to streamline the process to the point where we were providing a lot of support to those guys.” One aspect that is apparent is the bond the interpreters have created with some of the travelers. While walking the LSA, an Afghan male traveler invited Turner for tea. Once seated, there were five male travelers who all referred to Turner as their friend, brother, family and praised his efforts. Many Afghans echoed this sentiment as linguists walked the entirety of the Deployment Processing Center. “We are looking to create trust with the Afghans,” said Turner. “We try to be viewed in a positive light and we want to make sure they know we are their friends.” Although the majority of the interpreters are linguists or alumni of the DLIFLC, Sgt. 1st Class Payam Nourbakhsh, an infantry soldier from Hohenfels, gained his fluent understanding of Farsi from his family. “I am a first generation Iranian,” said Nourbakhsh. “I spoke Farsi daily with my family and we were Muslim, so I understand the language and culture. When I was with the 75th Ranger Regiment, I had an opportuni-
ty to take the Defense Language Proficiency Test and received a language identifier.” For Nourbakhsh this mission is bringing him full circle. In 2004 he was actively involved in the invasion of Fallujah with the 1st Marine Division, 7th Marine Regiment. “I was called upon by (retired) Gen. [James] Mattis (former United States Secretary of Defense) to be his interpreter because he found out I spoke the language. I interpreted for him a lot, to include the initial invasion into Iraq,” recounted Nourbakhsh. “Now I am helping those from Afghanistan. I was involved in the beginning of the Middle East conflicts and now I am seeing its end.” Building bridges and easing transition woes One of the largest tasks for the linguists is building a bridge of trust between the travelers and the Soldiers caring for them. “Fostering positive relationships helps both parties better understand the other’s culture and norms, which enables effective conflict resolution and leads to better relationships,” said Costa. “Earning their trust and maintaining these relationships have played a vital role in ensuring their stay here is as comfortable as it can possibly be.” “Having an understanding of the Muslim religion is also very important, like knowing that you cannot walk across the prayer mats with your boots or the mosque has to be cleaned a certain way just helps build that relationship. It is respect from both parties,” Nourbakhsh added. To help the travelers have an
easier transition, each of the linguists teach them about daily life in the United States. “We’ve added an educational aspect which includes giving informal classes on a multitude of subjects like renting and buying a home, applying for a green card and finding employment,” said Keeth. Survival English is also offered to the travelers. “During the class I teach them basic words and sentences that will allow for the population to thrive in the United States.” Turner elaborated, “I teach them words like clothes and water, but I also teach them phrases like do you have a job and how much do I get paid by the hour? Phrases that will help them as they transition to the United States.” One of the reasons the interpreters have success in building relationships with the travelers is their understanding of the culture, regional history, and religion. The instruction in Monterey prepares the linguists with this information. “I’d say the cultural nuances and customs I learned from DLI is probably the thing that has helped most with this current mission,” said Keeth. “It has enabled us to build those trusting relationships with the travelers.” “We had great cultural and language immersions that allowed us to have meaningful encounters,” added Sgt. 1st Class Solomon Chan, an alumni of DLIFLC and mission interpreter. “As a student going through the basic course, I was not immediately aware of the payoff for the non-military portions of the curriculum, but I am grateful for the minds who included those things in the training.” The message from the interpreters is clear: this is one of the most fulfilling mission in their Army careers. For Nourbakhsh, it wraps up a two decades of deployments to the Middle East. “I will never forget the day I stepped foot in Kabul and I didn’t know how long this war was going to last. I couldn’t see the end,” said Nourbakhsh. “It is sad to see that people have lost their lives over there and how the Taliban took over. Some of the people had all of their families executed in front of them and by the luck of God they got away and they got to the airport and now they are here. As the years passed — with multiple rotations in Afghanistan and Iraq — it is nice to see that some of these people that were young while we were over there we are now helping them to have a better life, especially for the kids.”

Security for Afghan travelers, OAW support teams redefines team effort in Germany by Jason Tudor U.S. Army Garrison Rheinland-Pfalz When the Sugar Bowl circus storms the Superdome in New Orleans, the event abounds with security. Bag searches. Bustling checkpoints. Hundreds of officers patrolling in squad cars, walking the aisles and eyeballing dozens of cameras across the venue as thousands of fans let the good times roll. Security planning for a college bowl game can usually take months, even years. Now, condense that time to days. Change the fans’ six- to eight-hour tailgating and spectating stay to a month. Further, inject the fear, anxiety, and a confusion of being evacuated out of a war-torn country and airlifted to the event site. That’s how security for Operation Allies Welcome at Rhine Ordnance Barracks evolved. Overseen by U.S. Army Garrison Rheinland-Pfalz and its Directorate of Emergency Services, security for the tens of thousands of Afghans who have called the temporary shelter home has been a new challenge according to the civilian who’s overseen the garrison security effort. “The biggest challenge is the fact that nothing like this has ever been done before. There isn’t really any doctrine that tells us how to handle this situation,” said Lee Lewis, DES operations supervisor. “There are personnel from several different countries and governments involved. There has been a lot of ‘discovery learning’ involved.” Lewis and his team have been in a supporting role providing external security to the Army’s camp. They’ve increased force protection measures with added attention to the perimeter fences and additional law enforcement patrols in and around the installation. “Our subject-matter experts have also advised the units on security measures and kept up with what is happening,” Lewis said. While OAW is a ‘pop-up event,’ this security and law-enforcement effort is not unfamiliar territory for the garrison. Force and health protection is one of five core priorities for garrison and its regional headquarters, Installation Management Command-Europe based. The myriad security tactics, techniques and procedures are familiar. And while DES keeps many of the security measures under wraps, Lewis noted that all the players involved know the stakes. “It was imperative we and the other units involved were successful; the safety and security of our military community, the travelers, and our host

nation depend upon our success,” Lewis said. Working hand-in-hand Comparatively, DES has been managing security for a town similar in population to Bar Harbor, Maine; Santa Claus, Indiana; Dahlonega, Georgia; or Mendocino, California. Those towns’ total population would fit inside the ROB camp and the site at Ramstein Air Base. For all of this to work, DES had to gather people to protect travelers and supporting forces alike. That includes portions of the 2nd Cavalry Regiment, 16th Sustainment Brigade, 21st Theater Sustainment Command, 66th Military Intelligence Brigade, 92nd Military Police Company, 569th U.S. Forces Police Squadron, and 709th Military Police Battalion, among others. Capt. Misael Saldivar, protection officer for the 21st TSC, said the ability to communicate between units and conduct operations has been vital. “The constant crosstalk and coordination between the garrison, camp task forces, and 21st TSC has been key in accomplishing multiple aspects of security,” Saldivar said. “The most imperative was finding the proper police forces distribution that would ensure the safety of not only our travelers but the community as a whole.” Senior Master Sgt. Roy D. Lock, superintendent for operations and training for the 569th USFPS, said his unit’s mission is “significantly amplified” through the joint partnership with DES. “The relationship between our sister service
functions has been exceptional,” Lock said. “Before Operation Allies Welcome, we worked with and supported DES with daily law enforcement. The close ties and relationships built prior to the current operation were critical to the success of the ongoing operations,” said Maj. Justin Collins, operations officer for the 709th MP Battalion. “Soldiers leveraged those relationships to rapidly communicate emergency medical situations, request escorts and ensure the physical security of the various areas supporting over 5,000 travelers.” The host nation has also been integral to the DES effort for Operation Allies Welcome. Lewis said this partnership between Germany and the United States has been indispensable. “We have worked hand-in-hand ironing out the details of specific situations we’ve never dealt with prior to this,” Lewis said, noting that the Polizei have assisted with increased presence. “This has made our relationship with the Polizei stronger.” Major Michael McCory Jr, 16th Sustainment Brigade executive officer, said supporting his unit’s troops was also crucial to success. “Everyone understands the importance of the mission and the impact we have on the lives of future Americans. The partnership with the garrison and its tenant units is highlighted through each other’s actions every day. I am very proud to be part of this community.” The escort mission and what’s ahead When travelers arrived from
Afghanistan, they in-processed at Ramstein, and some stayed. Some, however, were driven six miles to the ROB camp in contracted buses, all supported by the security team. The DES-led process provides intransit security for the travelers to ensure “safe passage in the event any criminal or terrorist acts are attempted, as well as ensuring we meet host-nation requirements and expectations during this process,” Lewis said.
To date, more than 190 off-base security escort missions between Ramstein and Rhine Ordnance Barracks for more than 15,000 travelers during Operation Allies Welcome have succeeded without a single incident to security or safety. Soon, the remaining 9,000 or so travelers on Ramstein and ROB will fly away. They’ll travel on the same buses back to Ramstein and board aircraft to the United States. Lewis said there have been many high points to the operation but noted that a real win has been seeing all the Soldiers, civilians, and local-national employees coming together to do whatever it takes to accomplish the mission. And though the first-time operation didn’t come with the pomp, circumstance, crushing hits, or flowing drinks of the Sugar Bowl, Lewis said the experience has been second-to-none. Meanwhile, they’ve done all of this while maintaining standard security and law enforcement operations in this overseas American community of more than 50,000. “Seeing what our team was able to accomplish in such a short time frame reminds me of how great this collaborative team of teams really is,” Lewis said. “We have leaned on each other. We want to ensure we accomplish all aspects of the mission while maintaining security for the travelers and the community. It’s been a tremendous effort.”

Take a walk on the wild side

Wildpark Betzenberg is located in the eastern part of Kaiserslautern, behind Kleber Kaserne and across from Gasthaus Quack. It offers you the opportunity to see typical animals, home to the Palatinate forest, and even some ancient species, such as wild horses. The 25 hectare large premises are inhabited with aurochs and
ancient horses called tarpans. Does, fawns and bucks graze in grassy enclosures. Wild boar and piglets splash in the mud, while goats and their kids play chase. Wisents, an endangered species, are cautiously kept in separate corrals and the fluffy calves may curiously walk up to the fence for a treat of juicy grass offered by a visitor. The animals are kept in spacious enclosures with sheds for weather protection, with the intent of providing the most natural habitat as possible. A 1.5 long water pipeline was installed and covered feeding sheds serve as protection against wind and rain. The wild boar
enclosure has a muddy area where animals like to dig and roll around. A large grassy area with trees is provided for deer and goats. A wet biotope was created within the wisent enclosure where frogs and lurches feel at home, while at the same time toads can find a place to spawn. If you are extremely lucky, you might discover a rare shy lynx with its pointed ears peeking out of its den. Lynxes are the largest wild cats in Europe, were often hunted for their beautiful thick fur, and can reach a length of up to 1.2 meters (47 inches). A walk in autumn, in
particular during “golden October” – as the Germans say – when the leaves of the up to 120 year old oaks and beeches turn golden brown, red and yellow, is especially spectacular. In addition, fir trees offer a natural “roof” for the animals grazing and curiously observing visitors. A Sunday walk is always
worthwhile and is even double the fun with binoculars and camera. Admission is free and parking is available nearby. Visitors are advised that due to uneven inclines and natural, unpaved forest paths, mobility for handicapped individuals is rather limited and appropriate footwear is recommended. Dogs are allowed if leashed at all times.
