The U.S. Air Forces in Europe and Air Forces Africa mission is best executed when Airmen are developed and cared for, and the new USAFEAFAFRICA command chief is here to ensure Airmen can rise to the challenge. “I am honored and humbled for the opportunity to be here in USAFE -AFAFRICA, and I am excited to serve the Airmen in this capacity,” said Chief Master Sgt. Brion Blais, who became the command chief in July. As the air component for U.S. European Command and Africa Command, more than 35,000 Airmen work around-the-clock to support the USAFE-AFAFRICA mission. They provide the Air Force’s full-spectrum warfighting capabilities to forward-

These treadmills require no energy to function, and as an individual runs on the treadmill, the machine actually transmits energy back into the power grid. energy problems [on Ramstein], especially at the Northside Fitness Center,” said McTaggart. The Northside Fitness Center was constructed in 1952 and the gym has two large open areas. The main one, which is now used to hold the majority of gym equipment, was once a basketball court. Apart from lighting, the basketball court required no energy costs. Today, much of the gym equipment found on the retired court requires an immense amount of power. In 1952, the fitness demands of today couldn’t be foreseen, and it’s evident the Northside Fitness Center wasn’t designed for this magnitude of energy consumption. “Think about the amount of money we’re spending on our electric bill,” said McTaggart. “We’re at a point where See GOING GREEN, Page 2

This is about Airmen that can step in and out of leadership or followership roles, while working with diverse teams to accomplish increasingly more challenging problems,” he said. “We are the most lethal and ready force on the face of the planet, but we must continue to hone our skills if we want to outpace our competitors.” Additionally, Blais said he wants to ensure Airmen are ready for 21st century warfare and are experts at their crafts. “They have to demonstrate career and functional expertise within their skill level,” explained Blais. “They must be able to adapt to changing environments, which means GOING GREEN from Page 1 everyone wants to be more energy efficient. This solution hits both points and it’s really a win-win situation for us. We believe, in our experience, this would benefit the U.S. Air Force in general — this is a no-brainer. We’re producing electricity.” McTaggart went on to explain these treadmills provide more utility than saving the U.S. Air Force money. “The main thing big leadership is excited about is saving money,” said McTaggart. “Let’s talk about the young guys, though. Let’s talk about the Airmen and why it’s important for them. This is better than running on a tra-

they have to know their job well enough to understand what needs to be done and how to accomplish it with limited resources and communication.” The ultimate goal for Blais is to focus on empowering the workforce within the command. “Airmen need to feel they have the trust and authority from their leadership to get after and do what they are trained for,” he said. “A huge part of empowering people is knowing their leadership is going to support them when they make decisions.” Part of the command’s mission is to stand ready to deliver combat power anywhere in the world, at any time. “Our Airmen have a big piece of that and we are at the tip of the spear in this area of operations,” Blais said. “I want to ensure that Airmen have the resources they need and the expertise required to

execute their mission here and now.” Since he enlisted in 1994, each tier of the enlisted structure has helped shape Blais into the leader he is today. From the noncommissioned officer tier where he grew personally to the senior NCO tier where he learned to focus more on mission accomplishment, each tier was formative to where he is now. But he could not have succeeded without his mentors who both guided and set the example for him. One of his strongest mentorship moments came when he was at Malmstrom Air Force Base, Montana, where he became a flight chief for the first time. “My supervisor, Col. Timothy Dodge, piled on the responsibility, but it came with trust,” recalled Blais. “It’s where I learned what empowerment really looks like; I would not have failed him for anything.”

A couple assignments later, now-Maj. Gen. Tom Miller, hired Blais for his first command chief position at Kirkland AFB, New Mexico, in 2015. “When I stepped into the role of command chief, I learned that I no longer identified with one career field. I had to be agnostic and my team was ‘All Airmen,’” said Blais. “I had to broaden my perspective and make sure I was taking care of everything and not just the enlisted Airmen who wear the uniform, but our officer corps, and the civil service Airmen and the families.” When it comes to enlisted Airmen, too many are trying to “check the boxes” and striving to be what they think the “perfect” Airman is supposed to be like, he said. “We need Airmen to be a better version of themselves,” the chief said. “Diversity of thought, background and

experience can only be considered strengths for an organization when we leverage those differences.” At times, being an Airman can be likened to being on a sports team. “There is no possible way I would have been successful in any of my positions from flight chief to where I am now if I had not either been part of or built a winning team,” he said. “Being a team player means caring about all of your teammates and making your collective success the goal; we win together, not at the expense of our teammates.” Regardless of where Blais sits in an organization, he said he is still the same person as when he joined. “I hope Airmen can see that I am humble, hardworking, and that I truly care about getting the mission done right while taking care of Airmen and their families,” said Blais.

So, why is this important to Airmen? You have a treadmill that is more effective with injury prevention that also allows Airmen to perform better on their fitness assessments.” McTaggart isn’t too concerned with the outcome of the Spark Tank competition for his idea so much as he shares his gratitude to be a part of the process. “Just the idea of even being

nominated … the idea of being thought of to bring our name forward is great,” said McTaggart. “We’re just excited to share what we really think can change the future, at least for the fitness side of the U.S. Air Force.” So, what is Spark Tank and how can intelligent minds with creative solutions for the U.S. Air Force get involved? Spark Tank is an annual competition where Airmen pitch innovative ideas to top Air Force leadership and a panel of industry experts. The competitors within Spark Tank are comprised of active duty Airmen, Air Force Reserves, Air National Guard and Air Force civilians. Hosted each year at the

Air Force Association’s Warfare Symposium, thousands of attendees watch the innovation pitches to senior leaders. To support Spark Tank, AFWERX launched a crowd-sourcing platform called IdeaScale which allows Airmen to share ideas, critique submissions, and upvote the most promising solutions. The Airmen with the most game changing and upvoted ideas then compete at the culminating event, Spark Tank. The competition is designed to encourage intrapreneurship, retain innovators, and speed adoption of emerging technologies, especially those developed by Airmen that bring gamechanging impact to our force. “In this age of great power

competition, your innovations and ideas will extend our dominance in Air, Space, and Cyberspace,” said Matthew P. Donovan, Acting Secretary of the Air Force. “The competition is on — we look forward to seeing what you got!” It is important to remember it is possible for anyone to create a Spark Tank-worthy idea. Once the idea is established, industry partners are ready to partner with Airmen to create their solutions. Lastly, remember innovation is not being afraid of failure. Rixmann 86th Airlifter of the Week U.S. Air Force Senior Airman April VanHorn, 86th Aerospace Medicine Squadron medical technician, received the honor of being Airlifter of the Week, Oct. 11 on Ramstein Air Base. VanHorn, a Lincoln, Nebraska native, recently took on several challenges and has remained a hard charger by completing 94 percent of her specialty training in just four months. Leading up to an inspection of the 86th Medical Group, VanHorn took over the flight program two months prior and revamped all the checklists, reformatted the infection control standards and conducted clinic inspections during off duty time to ensure compliance. Furthermore, she developed a records tracking template to make the process easier for both the technicians and the patients.

Outside of work, on a recent trip to Oktoberfest with her husband, VanHorn came across a female who appeared to be unconscious and a male with a nosebleed. She assessed the unconscious member, ensuring she had a pulse and was breathing. VanHorn then helped stop the male’s nosebleed. VanHorn continued to monitor the unconscious member until help arrived. The recognition as Ramstein’s Airlifter of the Week took VanHorn by surprise. “This was totally unexpected and I’m incredibly grateful for this recognition,” said VanHorn. “I want to thank my supervisor and my flight chief for everything they’ve done for me.” The Airlifter of the Week program recognizes Ramstein Airmen who, through their hard work and dedication, make the 86th AW the “World’s Best Wing.”

1. HEATING SYSTEMS Are you cold in your MFH residence? Townhouse heating systems are never shut off. However, they are controlled via sensors that prevent systems from functioning until outside temperature reaches 21°C / 70°F. If the outside temperature is below 70°, turn your control to the desired number setting to reach the warmth of your preference. If your systems are not functioning, please contact Vectrus for assistance at 06371-463-9510. Stairwells and Duplex residents’ heating systems are supported by district heat. Per Installation

Heating system policy. “Five consecutive days with average daily outside temperatures below 55ºF and a five-day forecast for more of the same, as determined by the weather squadron must be met prior to district heat activation.” Historically, this has usually occurred during the first two weeks in October. Utility rooms are only to be accessed by Vectrus Maintenance Contractor and residents should not try to adjust heating or water temperature heat. The handling by inexperienced personnel may cause possible damage to units and/ or in some cases cause harm to residents.

Garrison water safe, tested throughout year to ensure Soldier, family wellness by Jason Tudor U.S. Army Garrison Rheinland-Pfalz Water consumed on any of the U.S. Army Garrison Rheinland-Pfalz locations is safe to drink and tested rigorously throughout the year, according to local leaders and environmental experts responsible for the testing. Testing is a multidisciplinary effort, combining the work of the garrison Department of Public Works and the Public Health Command-Europe at Landstuhl. It also includes data gathered from community partners who provide water in many locations across the garrison area. “The safety and health of everyone who has access to our drinking water is vital,” said Dr. Kevin L. Griess, deputy to the garrison commander of USAG Rheinland-Pfalz. “Our continued vigilance alongside our regional DOD and German partners has ensured our drinking water is some of the best that can be found in Europe.” Germany and the United States mandate periodical testing. Screening includes looking for legionella bacteria, lead, copper, E. coli bacteria, metals and more. The full list includes about 20 items.

“Drinking water in Germany is subject to the strictest controls. No other food product has as many regulations to comply with,” said Dr. Anja Kotzerke, of DPW’s environmental division. She added that water quality for U.S. installations in Germany has to meet German standards as well as Final Governing Standards (DOD

documents developed to address the protection of human health and the environment in each foreign country where DOD maintains substantial installations.) “From time to time, the initial draw of water might run orange or brown from a surplus of iron in the pipes. It can also run white from trapped air. Both of these things are easily remedied,” said Michael Junk, chief of DPW’s operations and maintenance division. He said a pamphlet titled “Drinking Water” available from DPW explains how to fix most of those conditions when they occur. “If they recur, the pamphlet explains ways to get them fixed via work order.” At Baumholder, hundreds of soldiers and their families in residential housing units use water to drink, bathe, cook and more. Jim Bradford, deputy garrison manager, said he and his team monitor water and other factors closely for residents. “We take great care throughout the year to monitor the water supply. It’s a key component to overall health, wellness and vitality of our Soldiers and family members as well as all employees across the garrison,” Bradford said. “It’s comforting to know you can turn

on the tap and get a fresh glass of water without worry.” USAG Rheinland-Pfalz Commander Col. Jason T. Edwards said he is appreciative of everyone’s efforts in keeping the water supply safe and ensuring the health and safety of our community. “Vigorous water testing is one of the myriad ways our team keeps watch over the health and safety of the garrison team,” he said. “The bottom line is that the water is safe to drink and we’re monitoring it regularly to ensure our Army family is safe.” You can find more information on water testing on the garrison’s web site, including the Drinking Water pamphlet. Lindsey Maurice U.S. Air Forces in Europe and Air Forces Africa Public Affairs Being stationed overseas comes with its own set of unique challenges, but for one U.S. Air Force noncommissioned officer, a three-year assignment teaching at the German NCO Academy, on Marseille Kaserne, Appen, Germany, has been a challenge like no other. Yet, he embraces it with open arms. Tech. Sgt. Emmanuel Villasenor is one of only three enlisted members in Europe serving under the U.S. Air Force Military Personnel Exchange Program. After undergoing eight months of language training, and 11 weeks of enlisted professional military instructor training, for both the U.S. Air Force and German air force, he is now a certified instructor at the German NCOA. He is the sole American, teaching alongside the German cadre in their native tongue. “I’m very humbled and glad to have this position,” said Villasenor. “This is an experience like no other in the Air Force.” Now roughly three months into the job, the 11-year U.S. Air Force security forces veteran said he has come a long way from his first time instructing three weeks into the assignment. “The first briefing I had to give was a three-hour presentation to senior NCO academy students on the U.S. Air Force enlisted corps, and I did it in just two hours based on my limited vocabulary,” he recalled. “I remember some of the student feedback was that my vocabulary wasn’t good enough. The experience was very humbling.” Villasenor let the criticism fuel his

quest to improve, making vocabulary binders that he studies every morning, reading and listening to the German news every day, and seeking help from his German wife as well as teammates and students (which he can only talk to in German at the schoolhouse). “Being an exchange NCO is a big challenge because there are no exceptions, they have to perform purely in German to our standards,” said Oberstleutnant Felix Leendertz, 1st Lehrgruppe group commander. “Sergeant Villasenor does a very great job, and I am happy to have him at the NCO Academy. It’s important for all young students to see our multinational ties and our friendship, especially our friendship to the U.S. Air Force, and nothing else is as authentic as having a U.S. NCO at our school teaching and being fully integrated in our squadron.” At the schoolhouse, Villasenor primarily teaches formaldienst (dress and appearance and marching), physical training, security forces-centered training and the U.S. Air Force enlisted corps class. He will also be a certified shooting instructor once he attends the German Shooting Instructor course next month. “It is unique for our new students to come in and have their instructor be an American Airman,” said Stabsfeldwebel Thomas Schade, 3rd Inspection first sergeant, noting the students’ looks of amazement when they hear Villasenor teaching in German. “The motivation he brings to all the students to serve for the country is amazing.” This summer will mark 25 years of partnership between the U.S. Air Force and German air force through Villasenor’s position in the MPEP. The

German NCOA relationship extends to the U.S. Air Force Kisling NCOA and Airman Leadership School, Kapaun Air Station, and the Inter-European Air Forces Academy, Ramstein Air Base, as the schools have been conducting annual gatherings since the inception of the position. “The relationship predates any instructor’s tenure at either academy, but is still supported and going strong after 24 years,” said Chief Master Sgt. Terrance Smiley, Kisling NCOA commandant. Airmen from the U.S. Air Force schoolhouses visit the German NCOA twice a year meeting with their instructors, guest speaking in their classrooms and participating in their annual shooting competition. In turn, members from the German NCOA attend the U.S. Air Force Ball at Ramstein each year and visit the U.S. schoolhouses. “Sergeant Villasenor’s position is a linchpin to our whole relationship,” said Smiley. “He has the means to reach out to us and be the conduit between the schools. Without his position, we run the risk of falling into the relationship status where you only send cards or social media likes.” “He’s a forward leaning NCO and is making a real difference as an ambassador for the U.S. Air Force,” he continued. “Because of that position, our two schoolhouses are, and will continue to remain more than partners, but also friends.” In addition, to the international relationships being strengthened in Germany through Villasenor’s position in the MPEP, the same is happening at the U.S. Air Force Senior NCO Academy, Maxwell Air Force Base,

Ala., with a German instructor teaching there. “The most basic definition of the program rests in the main word of its title, that is the word ‘exchange,’ said Senior Master Sgt. Jennifer DiBello, MPEP Europe superintendent. “Villasenor’s equivalent is part of the German Air Force, but teaches U.S. Air Force PME to our U.S. Air Force students and is a valued member of the instructor staff.” There are approximately 64 exchange officers and three enlisted members as well as 14 exchange students serving under the MPEP Europe, each embedded and working alongside their host nation counterparts for a typical overseas tour length. Students in the program attend the host nation’s PME versus attending the U.S. Air Force versions. Airmen are serving in Germany, Denmark, Netherlands, Belgium, France, Jordan, Poland, Italy, Spain, Portugal, and the United Kingdom. “These positions are made for Airmen who are looking to really press the bounds of what they can offer the Air Force, and what they receive in return is a priceless opportunity to really impact global partnerships,” said DiBello. “Sergeant Villasenor and our other exchange officers are out there every day showcasing why U.S. Air Force Airmen are so great at what they do, and they are building our partnerships through their actions and examples.” DiBello noted Villasenor’s praises in a recent visit by his leadership to Ramstein AB. “We knew he was sharp, but the German commander confirmed this and highlighted the unique mixture of intelligence, resilience and humility that Sergeant Villasenor possesses and ultimately why that makes him a great fit for this unique position.” Villasenor, who was stationed in Germany as a security forces Airman at Ramstein AB from 2009-2012, said he would have never fathomed he would be serving in such a unique position back then. “If you would have told me 10 years ago, as I was sitting on post guarding U.S. Air Forces in Europe headquarters that I would be back here in Germany serving as an instructor in their NCO Academy, representing the U.S. Air Force, I would never have believed it,” he said. “For many of the students, I’m the only American military member they have or will ever interact with. It’s an honor to serve in this capacity and I’m looking forward to strengthening our partnership in the years ahead.”

Friendship concert strengthens bonds between USAG Rheinland-Pfalz, local communities Story & photo by Keith Pannell U.S. Army Garrison Rheinland-Pfalz It wasn’t lost on anyone who attended the annual German-American Friendship Concert in downtown Kaiserslautern Oct. 3, that the date coincided with the anniversary of the reunification of East and West Germany. Approximately 600 German and American attendees, both military and civilian, packed the Kaiserslautern Fruchthalle to hear the U.S. ArmyEurope Band and Chorus play for almost two hours. But the concert was just the catalyst, as it has become the largest community relationship building event for the garrison. “This concert helps to build bridges between our communities as it is a symbol of friendship,” Col. Jason Edwards, USAG RP commander, told the packed hall during his opening remarks. “Most importantly, this is our opportunity to say thank you to this great city that provides a home-awayfrom-home to our Soldiers, civilians and families.” The Lord Mayor of Kaiserslautern, Dr. Klaus Weichel, echoed Edwards’

sentiment of the concert being a bridge to friendship. “It is great to continue this tradition of having this friendship concert on Oct. 3. I appreciate this special gift from the U.S. Army on our Unification Day. This proves our German-American friendship,” he said. Local dignitaries were invited and the public cued up two hours before the free public tickets were scheduled to be given out at the German-American Community Office in downtown Kaiserslautern. The almost 500 tickets were gone within an hour, setting a Friendship Concert record. “This year’s concert showed the deep friendship between our two nations. Whether on stage or in the audience, we could feel the positive spirit that was flowing through the Fruchthalle at Kaiserslautern,” Ralf Hersina, mayor of Sickingenstadt Landstuhl said. The first half of the show was made up of German and American traditional music, even switching out conductors from Maj. As we expand our cyber knowledge the abilities of hackers also grow. As fast-paced as the cyber world has become it is more and more difficult to keep information private. There are a number of good habits that can help protect your information at home and at work in various situations. The Department of Homeland Security has made it very simple this year with a simple catchphrase: Own IT. Secure IT. Protect IT. One of the most common cyberattacks is called phishing. Phishing is a practice where hackers target a broad number of users with emails that look genuine, but are actually intended to lead users to click on dangerous links. The intention is to divulge usernames, passwords, PII, and even financial information. Fourty-two percent of attackers infect computers by links or attachments that are hidden by URL shorteners or text like “Click Here.” Phishing messages can look official by imitating known email addresses, logos, and URLs. Reduce your risk of getting scammed by doing your

research and not trusting unexpected contact. Keep in mind no legitimate company or organization will ask for your username and password or other personal information via email. Email isn’t the only way attackers will target users. Users must be careful when downloading files from unfamiliar websites that may contain viruses in the form of Trojans. A Trojan is a type of malware that is often disguised as legitimate software. The virus attached to the download can create a back door into your system for the attacker. A downloaded virus can also be ransomware. Ransomware is usually a message that covers the entire computer screen and will have an officiallooking seal making the user think they cannot use their computer. The message threatens to publish the victim’s data or perpetually block access to it unless a ransom is paid. Never send these hackers money, most of the time these viruses are poorly made and there is a way to get the message off the screen. One easy way to ensure that you are one a safe website is by looking for the “green lock” icon while online. Another is to make sure that you are on a website that starts with https://. Be aware that these are common attacks.

They also rely on website caching making it easy for attackers to gain usernames and passwords. A great practice to have is to check the privacy settings on accounts you create. Make sure your information can only be seen by friends and family and don’t save your home address and credit card information to the sites. On top of that, creating complex passwords, using multi-factor authentication, and using multiple passwords that don’t contain your pet’s name or your birthdate will make a hacker have to work extra hard to get into your system. The password “123456789” was used by 7.7 million, while “qwerty” and “password” were each used by more than 3 million accounts. Having a complex password will dissuade a hacker and they will go find an easier target. In the case that someone gets access to your computer they now also have access to your amazon shopping list, and your private Instagram account thanks to handy dandy site caching. Click “no” when websites or apps ask to remember your password, and

Demolition leads to housing construction at Baumholder

by Keith Pannell U.S. Army Garrison Rheinland-Pfalz Crews are demolishing several legacy apartment buildings in Baumholder’s Wetzel Housing Area signaling the start of an almost decade-long project that should see new housing construction in fiscal year 2021. “The first 72 units in Wetzel are already being designed,” said Jim Gillis, senior housing management specialist at Baumholder. Those 72 units will be townhomes located in the lower Wetzel area. The Army previously had housing on that parcel. Much of the infrastructure was in place and ready for upgrading and improvements, according to Gillis. The housing project’s first changes will be on Baumholder’s Smith Barracks where housing buildings will be “right-sized.” For example, buildings with 24 smaller apartments will be remodeled so they only have 16 more spacious apartments, according to Gillis. “Those 16 apartments [in buildings on Smith Barracks] will have elevator access and be way bigger than the 24 were before to accommodate for American furniture and more elbow room,” he said. Baumholder housing reached another milestone Oct. 2 when the last residing family moved out of Quality

4-rated housing. The family’s move met then-Under Secretary of the Army (now Secretary of the Army) Ryan McCarthy’s order from early this year that all military families be moved out of Q4 housing. The Army considers Q4 housing its lowest-rated housing. “We will stop at nothing to make sure that we are doing the right thing by our Soldiers,” McCarthy said in an interview earlier this year. “It shouldn’t take us going to stand in someone’s kitchen to understand the extent of the problem.” “Soldiers and families living in installation housing have a right to safe, clean and healthy homes. Our mission is to ensure that happens,” said Col. Jason Edwards, U.S. Army Garrison Rheinland-Pfalz commander. “Residents are encouraged to use existing reporting systems to request maintenance of their quarters. New DHA director visits Europe, talks military healthcare consolidation by Gino G. Mattorano Regional Health Command Europe As the new director of the Defense Health Agency, Lt. Gen. Ronald J. Place will oversee one of the largest organizational changes within the U.S. military when military hospitals and clinics consolidate under the DHA. He laid out the DHA’s transition plan during a recent visit to Europe. “For a long time now, each of the services were responsible for ensuring a ready medical force and for ensuring a medically ready force,” Place said. “Unfortunately, there hasn’t been any standardization of processes (across the Services) along the way, so there is a lot of variation. The standardization process we can deliver through the DHA, will be applied across all aspects of healthcare and will ensure more consistency throughout the services.” The transition of MTFs to the Defense Health Agency began in October 2018, when the DHA started operating eight hospitals and their associated clinics in Virginia, North Carolina, South Carolina, Florida and Mississippi. On Oct. 1, the Army, Navy and Air Force began the final two years of a multi-year transition to shift administration and management of their medical facilities to the Defense Health Agency by October 2021. That transition is scheduled to take place here in Europe sometime in 2020. Throughout the transition, the DHA will focus its resources on readiness and high-quality patient care, according to Place. “This consolidation strengthens our ability to provide ready medical forces to support global operations and improves the medical readiness of combat forces,” Place said. He also emphasized that throughout the transition, the agency’s top priority is to ensure that service members, retirees and family members continue to receive high-quality health care. “Every single beneficiary is important to us,” Place said. “Whether their health care is delivered in one of our military treatment facilities or by utilizing the managed care support contractor [TRICARE], the DHA will continue to deliver the same high-quality healthcare they’ve come to expect from the military healthcare system. “People shouldn’t have to worry about where they receive that care, nor should they have to worry about the quality of care. We should do all that work for them.” While the availability of care at military MTFs ebbs and flows based on availability of resources, Place says that beneficiaries can rest assured that the DHA is working hard to ensure quality

health care through its extensive network of TRICARE providers. “Far and away, our most important priority is great outcomes, not only for our uniformed personnel, but also for our family members and retirees,” Place said. “However, we need to get away from this idea that if we’re being seen in the MTF we’re important, and that if we have to receive care from the managed care system, we’re not important. Our goal is to help every single beneficiary optimize their health using every tool that we have available to us, and do it in the most effective, efficient way possible. “We have to collaborate with the managed care support contractor such that the experience of care for every beneficiary is an extraordinary experience.” Place also gave kudos to the military medical community, while providing assurance that the transformation process wasn’t an indicator of the service branches’ abilities to provide health care. “The reason for this transformation has nothing to do with this idea that Army Medicine, Air Force Medicine, or Navy Medicine weren’t doing a good enough job,” Place said. “That’s not what this is about. This is about taking the great work that people have been doing and finding those best practices across the entirety of the military healthcare system and bringing everyone up to that level. We have to find ways to make the process user friendly, irrespective of service, for every single beneficiary that we have.” Place says the key to that effort is the standardization and integration of medical resources across the military health care system. “We have to standardize, where standardization makes sense, and eliminate

unwanted variability such that we get good standardized outcomes and we are using good standardized administrative processes,” Place said. “We have to make it easier for our patients to use our system and for them to be their best advocates for their own healthcare.” The DHA’s vision for an integrated military healthcare system will also likely mean greater opportunity for joint assignments for medical personnel. “Based on our market concept, when there are multiple services in a geographic footprint, there will certainly be opportunities for multiple services to work together in the same location,” Place said. “For example, in the Tidewater, Va., area, we have Portsmouth Naval Medical Center, Langley Air Force Base Hospital, and Fort Eustis Army Health Clinic. So if you’re an Army neurosurgeon, for example, you could potentially be assigned to the Fort Eustis Army Health Clinic, with duty at Portsmouth Navy Medical Center.” Military medical personnel should not see a major change in how they are trained and educated to ensure a ready medical force, according to Place. “I don’t expect to see significant changes to how we train and educate our military workforce. For the most part it should look the same, although there will likely be some opportunities for collective training among the services,” Place said. “The follow-on military medical education that happens in hospitals or clinics, for example, that will still continue, but the requirements for that will be delivered to the DHA by the service components. So whether they’re individually managing those educational programs inside the hospitals or not, the requirements are the same.” A key priority of the transformation process is the smooth transition of the civilian workforce from the service components to the DHA, and Place says the DHA is working diligently to

ensure a smooth transition for the more than 10,000 civilian employees who will be affected. “We are currently working to show how this effort truly is a transfer of function,” Place said. “What that means is that if the components are performing a function that the DHA does not currently perform, we are trying to find a way to transfer both the employees and the work into the agency. At the MTF level, we believe that’s a complete transfer of function. For example, the medical work at Stuttgart Army Health Clinic is going to change from an Army mission to a DHA mission, therefore the entire mission is a transfer of function from the Army to the DHA. That means all the employees and the medical mission can transfer from the Army to the DHA.” Place says that the DHA’s other responsibility is ensuring a smooth transfer of employees from the service components to the DHA. “Because the systems at each component are slightly different, each employee will have to be individually managed to ensure they don’t lose benefits,” Place said. “Because we are talking about tens of thousands of employees, we don’t anticipate that being a fast process, but we do anticipate it will be an effective transition.” Throughout the entire process, Place says the overall goal is for the military health system to become more effective. “Every single person in senior leadership across the services, everyone in Congress who is writing these laws, fundamentally understands the great work that is happening in military medicine, and the whole idea behind this is how to take that great work and make it better,” he said. “Our ultimate goal is to strengthen our ability to provide ready medical forces to support global operations and improve the medical readiness of combat forces.”

Clutch defense pushes Ramstein past Kaiserslautern; Baumholder falls to Alconbury It was about as American pastoral as one could get. Friday night football under the lights, homecoming, crosstown rivals, full moon, the perfect scenario for a Hollywood movie. But the spoiler? More than 20 penalties, some coming at crucial times, negating touchdowns and spectacular runs. Instead of calling “Cut!” the director would have called “Flag on the Play!” After each play, the fans scanned the field and murmured, “is there a flag?” Despite the distractions, it was Ramstein who once again broke Kaiserslautern’s heart 23-14. Kaiserslautern’s first period was bittersweet. Following an early interception, senior Tre Dotson scampered around right end for a 7-0 lead. It also lost a major cog in the wheel when senior Darius Camp went down and was essentially out for the remainder, forcing an alteration to the game plan. handoff from Carl Norman, waited for his blocking to come together, juked at the line, and, once the afterburners kicked in, no one was going to catch him. “I got the handoff and was patient,” Arizpe said. “I got some great blocks from Chris [May], Logan [Ridenbaugh] and Teddy Ward and the hole opened and I was able to run it in.” J.J. Little made it 14-7 with a short run before Kaiserslautern’s Nick Henry tied it on a 65 yard crossing

In Division III, Baumholder and Alconbury hooked up in a track meet with Alconbury outsprinting the Buccaneers 76-54. Braden Jewell threw for 220 yards and three touchdowns. Baumholder, 2-2, is at undefeated Spangdahlem this weekend. Tonight, Ramstein hosts Vilseck and Kaiserslautern travels to Lakenheath tomorrow. The DODEA-European championships start next weekend. Ramstein is the defending champion.

Kaiserslautern put a definite exclamation point on its tune up victory at the same Baumholder course on which it will run tomorrow’s cross country European Championships. The Raiders swept the top five places in both the boys and girls competition giving notice to rivals Stuttgart and Ramstein that they will be right there with them. As expected, Griffen Parsells (pictured center, below), who has the top

time in Europe this fall, won the boys race to remain undefeated and truly untested. He was followed by teammates (left to right below) Brandon Seyler (fifth place) Robert DeWitt (fourth), Ethan Cooper (second) and Reece Harding (third). We are going to have to get mentally ready for Euros. Physically we have done everything we can do.”

Even though Kaiserslautern had all six players ready for the action, as shown below, they could not keep up with Stuttgart’s dynamic front court and overall athleticism and dropped their contest with the Panthers in straight sets 25-12, 25-21, and 25-17. The Raiders opened the day by sweeping SHAPE 25-23, 25-17 and 25-15 before facing the relentless pounding of the strong Stuttgart front court. “Overall it was a productive Saturday,” said head coach Aaron Scalise. “After playing well against SHAPE, we played really well at times against Stuttgart, but it wasn’t meant to be for us. We certainly had our chances but Stuttgart seemed

to have better court awareness and made some spectacular plays. Stuttgart seemed to play with greater urgency.” The Raiders were led offensively by Rebecca Lagares and Makenna Zielske while Gina Popovic and Kayla Dyer sparked the defense. For Ramstein, the week off was much needed and very therapeutic. The Royals followed up a rather lackluster appearance two weeks ago by sweeping Lakenheath 25-11, 25-10 and 25-12 in Wiesbaden. Jumping jack Gigi Stake led the attack with 12 kills and five aces. Isabelle Coddington had 10 aces and 24 assists. It was their second victory over the Lancers this fall. In the second contest, Ramstein continued its resurgence and womped the homestanding Warriors 25-10, 25-14, 25-14. Isabelle Coddington recorded 22 assists, including eight for kills to Tamiya Bruce, and libero Lydia Coddington had 10 digs. “Over the past two weeks the team has really been working on their individual roles. Every single girl on our roster played and contributed to our wins,” said head coach Kandel Baxter. “We really

have been looking at communication and the mental game. We knew what we needed to accomplish today and executed our game plan.” Kaiserslautern is at Lakenheath

Shenk and Todman have been scrapping all season and usually finish one or two. Both are underclassmen and will pick up where they left off when they battle next fall, stronger after a full spring and summer of golfing.

Heading home: Ramstein supports wounded warriors, families

It’s also a priority that drives much of the daily mission at Ramstein Air Base due to its aeromedical evacuation and en route patient staging capabilities. “The 54,000 Americans who live and work in the Kaiserslautern Military

Community depend on Ramstein every day for support, but our support to warriors and families extends far beyond the local area,” said Scott Lockard, 86th Airlift Wing vice director. “Because of our strategic location, runway, and medical facilities, we’re often the first stop when a wounded service member needs aeromedical evacuation while serving in Europe, Africa or the Middle East.” Along with its mission partners from the 521st Air Mobility Operations

Wing, Ramstein exercises its aeromedical evacuation capability almost daily, and that capability continues, “because of the care and dedication our men and women devote to make the systems work,” Lockard said. “For me, this job feels much more rewarding because I’m actually helping people that need the help,” said Senior Airman Victoria Richard, 86th Aerospace Medicine Squadron medical technician. Richard originally worked in Family Medicine but transferred to En-Route Patient Staging, where injured patients begin their medical process after they’re airlifted to the base. “ERPS is responsible for picking up the patients at the aircraft and moving them to Landstuhl Regional Medical Center, where they get staged and stabilized until they’re ready to be moved back to the United States,” said Lt. Col. (Dr.) Tracy Bozung, 86th AMDS commander. Ramstein has been a hub for these medical air evacuation procedures for years. It is a capability that saved countless lives during the height of combat operations in Iraq and Afghanistan, and continues to support service members serving in combat zones today. Four wounded warriors, hosted by the Semper Fi Fund non-profit organization, recently visited Ramstein to give thanks for the care they received

October 18, 2019 here after being wounded in combat years earlier. Like many patients, they were unconscious for most of their transition through ERPS. Seeing the process they went through years later was an emotional experience for some of them. “One of the wounded warriors was triggered because he remembered the day he was hurt,” said Tech. Sgt. Daryl Agni, 86th ERPS flight chief. Agni said the veteran was in tears when he walked through the different locations where he had received care and met the people who provide critical treatment to service members as they transit home. “If that happened to me, I’d have the same feelings,” said Agni. “If I were given a second chance at living again, I’d use the opportunity to help other people. I’m always honored to help the wounded veterans that defended our country. They deserve to be recognized as well. They sacrifice their lives for us so why shouldn’t we do the same for them?” Overall, Ramstein’s aeromedical evacuation and ERPS capabilities support the entire Joint Force, and Airmen assigned here can feel good knowing they are part of a team that directly impacts the lives of warriors and families every day. “Together, we provide enormous strategic value to the Air Force and the rest of the Joint Force,” said Lockard.

Bienvenidos at Hacienda Mexican Restaurant in Kaiserslautern. When it’s fiesta time this is the place to go. Almost every day there is a different special to enjoy. Conveniently located off of A6 highway, exit Einsiedlerhof, it is easy to get to and there is enough seating to just stop by on the spur of the moment, whether you are on your lunch break or dinner date. Hacienda has been in the same spot in Kaiserslautern since 1986. The current manager and most of his staff of 30 people have been running the business since 2008. The furniture is rustic with a mix of colorful Mexican decor and you can hear quiet Mexican jazz tunes playing in the background. Every table has a small hand-woven flag to hoist once you are ready to order. There is a whole page with lunch specials to choose from and during lunch time you get free refills on soft drinks (Monday-Friday until 2 p.m.). Chips and salsa for the table are free

at anytime of day which is a nice treat while you wait for your food. The service is good with polite, multi-lingual waitresses and waiters and the kitchen works fast. Thinking about Hacienda, it’s hard not to imagine the sound, smell and taste of the sizzlin’ fajitas being carried out of the kitchen. If you’re looking for something a bit lighter, the fresh Cesar Salad with or without chicken breast is always a good option, or a nicely filled crunchy taco with ground beef, shredded beef or shredded chicken, plus the usual lettuce, tomato and shredded cheese on top. Hacienda’s menu does not disappoint in variety. You’ll find the typical Mexican starters like Chile con Queso, Nachos, Ensaladas and Sopas, main dishes like Burritos, Tacos, Tamales which can also be combined to a mixed platter of your choice, even American style wings and burgers aren’t missing and last, but not least, there is an extensive list of Postres — desserts — with

Flan, Helado, Churritos and more. Wait, let’s not forget the kids! They have their own menu with Nachos, Pizza Mexicana, fresh, grilled chicken breast or hamburgers… just to name a few. The staff and kitchen are well informed when it comes to gluten and lactose intolerances and are prepared to give you options. You’ll have to ask though, these are not on the menu. Quench your thirst with their homemade lemonade and iced tea or a frozen margarita with or without alcohol. For those of you who would like to try a different kind of beer, be sure to check out their selection of Mexican beers like Dos Equis, Sol or Corona Extra. The restaurant can easily seat 200 people with an additional party room for up to 90 people. It’s possible to book the party room for company events and seminars or private get-togethers and celebrations. You can choose your own buffet-style set-up or eat “à la carte.”

They also accept large to-go orders and offer party services. During the summer months they open their outdoor top-level terrace to enjoy the fresh air with your fresh food.
