The world’s largest Department of Defense bazaar is returning to Ramstein Air Base September 15 to 18. The Ramstein Bazaar will host merchandise vendors from all over Europe, setting up shop in two han­ gars and a giant tent. The bazaar is an 86th Force Support Squadron event that is produced by the Ramstein Officers’ Spouses’ Club.

The Bazaar will be open from 10 a.m. to 8 p.m. on Thursday through Saturday, and 10 a.m. to 5 p.m. on Sunday.

Everyone is welcome to visit the Bazaar, however, only DOD and NATO ID card holders with Status of Forces Agreement status can make purchases. All sales are in U.S. dol­ lars and can be made with cash, Visa, and MasterCard.

If you’re bringing small chil­ dren, please be advised Thursday and Friday are stroller days.

Families will be asked to leave their strollers outside the hangars on Saturday and Sunday.

The Ramstein Bazaar gives shoppers an opportunity to pur­ chase one-of-a-kind items like pot­ tery, antiques, rugs, furniture, home decor, wines, cheeses, chocolates, and other European treasures.

You will also find a wide array of food vendors at the Bazaar. Private organizations and booster clubs from the Kaiserslautern Military Community offer delicious food right on the flightline. Food vendors will only accept cash so bring U.S. dollars to save yourself from stand­ ing in line at the ATM.

Illegal disposal of hazardous waste items

Over the past few weeks, the base had four incidents of illegal disposal of hazardous waste in

refuse containers on Ramstein Air Base that caused environmental damage resulting in a high cost to the Air Force. This is not only a violation of Air Force guidance; it is also an offence under host nation law.

Hazardous Waste, such as motor oil, paints, batteries or cleaning solvents require special disposal under Air Force regula­

tion and host nation law. That applies to waste generated during Air Force operations as well as from private households.

If hazardous waste is improp­ erly disposed of, and the indi­ vidual at fault is identified, the cost of the clean-up will have to be paid by them as well as the fine imposed by the host nation.

Hazardous waste from private household can be disposed at the Ramstein Recycle Centers dur­ ing operation hours MondaySaturday from 7 a.m.-6 p.m.

This year, as the COVID19 restrictions relaxed, the number of DUI/DWI cases in the Kaiserslautern Military Community have increased, returning to pre-pandemic aver­ age levels.

Members are encouraged to have a plan and use resources available like local cab compa­ nies, a designated driver and their immediate supervisor.

Airmen can also reach Armed Forces Against Drunk Driving at 0152-5172-3356 if their original plan falls through.

According to the 569th United States Forces Police Squadron (USFPS), younger servicemembers under the age of 25 and tem­ porary duty personnel who may not be familiar with German laws account for a significant number of DUIs/DWIs.

Host nation DUI laws state that a 0.05 percent blood alcohol concen­ tration (will result in a DUI. A DWI or DUI can be received while operat­ ing any vehicle that has wheels.

“Riding an e-scooter or bicycle while under the influence is a fed­ eral offense and can follow military members back to the states,” said U.S. Air Force Staff Sgt. Amber Ihlen, 569 USFPS NCO in charge of Police Services. “Up to 14 percent of DUIs this year were e-scooters.”

According to the Ramstein Alcohol and Drug Abuse Prevention and Treatment website, it can only take one drink to put you over the legal limit here in Germany. A lack of planning can often lead to some pretty severe consequences and feelings of regret.

The legal age for alcohol con­ sumption in Germany is 16 for beer and wine and 18 for spirits, however, operating a vehicle after drinking between the ages of 18 and 21 is not authorized, regardless of blood alcohol content.

“We see a pattern of members ages 19 to 25, as well as tempo­ rary duty assignment personnel, that are not aware of all the dif­ ferent alcohol limits,” said Ihlen.

“Members should remember that probable cause is not required to stop someone, whether it’s by the 569 USFPS or local Polizei.”

When members sign the U. S. Army in Europe driver’s license, all members agree to a blood test or breathalyzer when stopped by local law enforcement. Refusal to do so will lead to loss of driving privileges.

“If it’s a DWI your driver’s license can be suspended for 30 to 90 days,” said Ihlen. “If it’s a DUI, it could

In Germany, anything between 0.05 percent and 0.079 percent BAC is classified as a DWI and anything above 0.08 percent BAC is a DUI. “Typically, members will receive an Article 15, rank reduction and be

Spouse sponsorship gives incom­ ing spouses a sense of belonging by connecting them with another per­ son and the community. “Spouses don’t feel like they belong,” said Armstrong “That’s why it’s so impor­ tant to have a sponsor because it helps connect them to the military community that they are a part of.”

Armstrong makes that connec­ tion when the Soldier provides their spouse contact information. Before arriving, spouses will talk with their sponsor and are given community resources and links. Upon arrival, spouses are gifted a USO welcome bag and have access to orientations and classes.

Natasha Pruett is a sponsor and enjoys connecting spouses to the overseas environment. “When you can network with likeminded [spouses] or people that have been in a similar situation, and com­ munication builds, the relationship builds and they kind of come out of their shell,” said Pruett.

Spouses can feel overwhelmed with information when moving to Germany, and a spouse sponsor can ease the confusion and stress of the unknown throughout the transition.

Chelsie Moncecchi won U.S. Air Force Key Spouse of the Year for her service as a 721st Aerial Port Squadron Key Spouse from January to December 2021.

Moncecchi was assigned to the 721st APS on Ramstein Air Base, for four years and is now assigned to the 603rd Air Operations Center, also on the base.

Moncecchi was born and raised in Sheridan, Wyoming, where she held the title as Miss Sheridan and competed for Miss Wyoming during the Miss American Pageant in 2012.

Her hometown is also where she first met her spouse, Tech. Sgt. Daniel Moncecchi, during a recreational co-ed softball game.

The pair eventually married and were stationed at Joint Base LewisMcChord, Washington, where she first became involved in the Key Spouse Program while working as a banker.

“Moving to a completely different state where I knew nobody but my husband, I decided that I wanted to do something to make it better,” she shared. “I’m a firm believer in [the quote] ‘be the change that you want to see,’ so I did that.”

Now she’s a full-time mother to three children, three pets, and is an experienced Key Spouse.

“Key Spouses serve as direct links between commanders and the fami­ lies of the unit,” said Moncecchi.

“That can look like anything really.

They can build morale, make sure families are still plugged-in when members are on extended TDYs or deployments, help the Airmen in the dorms…it varies from time to time and unit to unit.”

During her time as a 721st APS Key Spouse, Moncecchi led the unit’s Key Spouse Program and families through unprecedented and historic feats.

When COVID-19 health protec­ tion measures forced bases and the host communities to enforce restric­ tions and quarantines, Key Spouse Programs around the Air Force were faced with new challenges in keeping the community engaged, resilient, and informed.

Moncecchi quickly turned to social media to create safe forums for interaction and community-building through virtual socials and meetings.

One such initiative Moncecchi passionately spearheaded was a “How To” series for volunteers to share self-help skills with Airmen and fam­ ily members across the unit. Topics could range from cooking to braid­ ing hair.

Moncecchi also established con­ tactless meal trains and grocery deliv­ eries for newcomers and families who

were unable to shop for themselves due to quarantine requirements.

“It was my mission to make sure the program didn’t stall,” said Moncecchi. “I wanted to make sure that we were doing everything we could to keep everyone plugged in and make sure they had an outlet.”

During the Afghanistan evacua­ tion, Moncecchi and other 721st APS Key Spouses collected and organized donations for the evacuees and prepared meals for over 800 Joint personnel who were often working 17-hour days, 7 days a week.

“It was a humbling experience.

It made me kind of emotional see­ ing how everybody came togeth­ er to just do what they could,” Moncecchi reflected. “We made a good impact on the morale. It was great to see that we could do some­ thing to help.”

Key Spouses like Moncecchi have a continuous presence with­ in their unit whether operations tempo is high or steady-state. They provide a constant support system for the unit.

As an example, each time the unit deploys a member, Moncecchi assigns a Key Spouse to the fam­ ily as a liaison between them and the community. The liaison offers frequent check-ins to keep families tied into events and information during the deployment.

Moncecchi is also trained in Sexual Assault Prevention Response and Suicide Prevention, and she assisted in educating fifteen other personnel on warning signs.

“When it comes to those sensi­ tive things that maybe they need to talk about or get help with, and they don’t know who to go to or where to go, we help provide those resources,” Moncecchi said. “We don’t have to report anything that is said, but we can be that shoulder and provide them information on what their options are and where to get the help that they need…It’s probably one of the most important sides of the Key Spouse Program.”

Moncecchi also led the way in bolstering the unit’s happy moments by welcoming twelve

newborns with gift baskets and coordinating holiday events.

Moncecchi’s most proud person­ al accomplishment was a holiday party for the unit’s children themed as a Polar Express Train Ride.

Her vision originated several years prior, but was cancelled twice during the height of the pandemic.

The event finally came to life in 2021 when she brought 150 fami­ lies together to celebrate the holi­ days for the first time in two years.

“It was a huge success,” Chelsie shared with a beaming smile. “The kids really needed that fun, family, community feel again. It was really great that everyone came together to make sure that these kids got to finally have some sort of normalcy back in their lives.”

Moncecchi shared that she felt fortunate that the program had “buy-in” from the commanders, the members, and the families which made it possible for the Key Spouses to accomplish so much during her time.

“Chelsie is an outstanding Key Spouse and we are very proud of her selection as the USAF Key Spouse of the year. She’s proof of how impactful a strong Key Spouse Program is on the unit’s success,” said Col. Jens Lyndrup, 721st Air Mobility Operations Group com­ mander. “It was a big year for the men, women, and families of the 721 APS and she stepped up to care for the squadron and entire community. Chelsie epitomizes ser­ vice before self and the Port Dawg spirit.”

Theer unites Polygone team, earns MSM

“Theer is probably one of the most joyous and excitable people I’ve worked with in my life,” said U.S. Air Force Lt. Col. Jesse Palchick, 19th Electronic Warfare Squadron commander. “Whether running the French component of the Polygone throughout a change of command, working on personal projects, or bringing us together as a trinational organization, leadership is one quality Theer does not lack.”

Theer’s attributes could not have come at a better time for the

German, French and U.S. coun­ terparts.

“The relationship between the Polygone and the nations can fluctuate based on leadership,” Palchick said. “When I made my first appearance in 2019, there was a bit of a fracture. Since then, my priority has been to unite all three nations under one family, and Theer has been a major asset to its success.”

Throughout Theer’s time at the Polygone, he not only helped with the One Polygone Initiative, a pro­ gram set up to help bridge the gap between the French, German and U.S. personnel, but he also took the initiative to coordinate the restora­ tion of Base Aérienne Grostenquin, a base controlled by the French and operated by the Canadian Royal Air Force.

With Germany providing strict guidance to militaries across all three nations, Theer turned to France where different rules could also be incorporated. These would

allow European partners to fly lower and faster.

“Base Aérienne Grostenquin is a training jewel and has served as a prominent location for many exer­ cises and operations,” Palchick said.

Theer’s personal actions led to the transformation of the aban­ doned airfield in Grostenquin, France, into one of Europe’s pre­ mier venues for electronic war­ fare, tactical airlift, close air sup­ port, and agile combat employ­ ment readiness for 27 United States and North Atlantic Treaty Organization nations.

“Restoring Base Aérienne Grostenquin was a complicated process that required tremen­ dous planning, diplomacy, and coordination between multiple nations,” Theer said. “Figuring that out while also maintain­ ing the mission at the Polygone and coordinating exercises was a challenge.”

FORT GEORGE G. MEADE, MD. (AFNS) — August marks the first anni­ versary of Operation Allies Refuge and the evacuation of Afghan citizens from Hamid Karzai International Airport in Kabul, Afghanistan. As the largest non-combatant evacuation operation in American history, the humanitarian mission saw more than 120,000 Afghan citizens assisted by Airmen and equipment during the operation.

Symptoms The most prominent monkeypox symptom includes a rash that classi­ cally starts on the face and distributes to the extremities. In the current outbreak, the rash has been found to be distributed mostly to the genital area in some people. Symptoms also include fever, body aches, swollen lymph nodes and fatigue.

The time from infection to the presentation of symptoms is usu­ ally seven to 14 days, but may range from five to 21 days total.

“The rash goes through stages where it shows up as a pimple and evolves into a pustule. That pustule then opens up and scabs over before healing,” said Sayers.

by Department Of Defense News U.S. Soldiers and Airmen joined partner-nation troops in Athens, Greece, recently for the Interallied Confederation of Reserve Officers Military Competition — an annual contest that, since 1957, has show­ cased the military skills of reservists.

Seven three-person U.S. teams competed against teams from 11 other countries in pistol and rifle shooting, an obstacle course, util­ ity swimming, orienteering, range estimation, map reading and hand grenade throwing.

Though the events were physi­ cally and mentally challenging, the competition was decidedly friendly.

“Every nation was cheering for each other,” Army Reserve Capt. Thomas Wheeler, one of the U.S. competitors, said. “It didn’t matter what nation was up on the block, everyone was fired up and cheering for them.”

For the 21 U.S. competitors, the three-day event in Athens was preced­ ed by a week of training with coun­ terparts in Germany; and a weeklong selection, assessment and training period in Vermont before that.

The Interallied Confederation of Reserve Officers represents the interests of more than 1.3 million reservists from 34 NATO and Partnership for Peace nations.

240th CSC wins IMCOM Softball Tournament Photo by 1st Lt. Alexander Harrell 16th Sustainment Brigade

The mighty Spartans of the 240th Composite Supply Company - 240th CSC, 18th Combat Sustainment Support Battalion, did it again! After finishing second place in the Baumholder Softball tournament, the Spartans had only one mission in sight — win it all at the IMCOM Softball tournament. Despite the odds, with several crucial players unable to attend, the mighty Spartans managed to win it all in a grueling competition comprised of 11 teams considered the best in Europe. This is no easy feat, the other teams were comprised of well-trained Soldiers in the best physical shape — and they brought forward the challenge.

The Spartans of the 240th CSC brought their A-game and were victorious. Tournaments and events like this allow members of a unit to come together and overcome incredible odds as a team. It builds camaraderie with in the unit and allows for future operations and missions to be conducted at a higher tier due to the trust and bonds between those involved.

The Oktoberfest, also called “Wiesn,” takes place every year on the largest fairground in Munich, the Theresienwiese.

The fairground is located quite centrally in Munich, slight­ ly southwest of the city cen­ ter. As always, admission to the Oktoberfest festival area is free.

However small handbags and other belongings will be checked at all entrances.

All backpacks and large bags, or anything with a capac­ ity of more than three liters, are strictly prohibited at the festival, Munich police said.

Exceptions may be made on a case-to-case basis for justified reasons, such as support for handicapped people.

Other prohibited items include glass bottles, spray cans and any items that can be used as a weapon. Strollers and buggies are allowed, except on Saturdays, German Unity Day on Oct. 3 and all other days after 6 p.m.

What you need to know: • Beer is served starting 10 a.m. A liter of beer will range from €12.60 to €13.80.

• Sales booths and stalls open at 9 a.m.

• While individuals can always try to get seating in a tent, groups should reserve a place beforehand since nonreserved seating is quickly occupied. Entry into the beer tents is free. However, a reservation, which includes tokens for beer and food, is highly recommended.

21st TSC honors Women’s Equality Day with an all-female reenlistment

U.S. Army Maj. Gen. James M. Smith, commanding general, 21st Theater Sustainment Command, issues the Oath of Enlistment to 16 female Soldiers reenlisting during the Women’s Equality Day ceremony on Sembach Kaserne, Aug. 26. Women’s Equality Day is a testament to the courage and tenacity of those who challenged the nation to live up to its founding principles. The U.S. Army is dedicated to ensuring equality for all members ensures that all Soldiers and Army Civilians are given the opportunity to maximize their talents and potential.

to the 19th amendment to the U.S. Constitution in 1920, on Sembach Kaserne, Kaiserslautern, Aug. 26.

U.S. Army Maj. Gen. James M. Smith, commanding general, 21st Theater Sustainment Command, began the event with opening remarks and later issued the Oath

of Enlistment for 16 female Soldiers displaying their devotion to the U.S. Army and their country. The Army recognizes not only the significance of women’s contributions, but also the value of diversity and inclusivity to the fighting force.

“This is a day of opportunity to

recognize the women with Team 21, who have served and who have sac­ rificed in the defense of our nation,” said Smith.

Women make up 18 percent of the regular Army, the Army National Guard and Army Reserve, and 36 percent of the Army’s civilian work­ force. Sgt. Shannon Fountain, 92nd Military Police Company, 18th Military Police Brigade, 21st Theater Sustainment Command, is one of those women and participated in the reenlistment ceremony.

“We’re being placed equal to our male counterparts,” said Fountain, a wheeled vehicle mechanic. Fountain promoted to sergeant in July and reenlisted to lead soldiers and fur­ ther her career.

To sustain a high-quality Army that is trained and ready, all troops are given equal opportunities to advance and obtain goals.

Spc. Alaveene Cox Furman, 21st Theater Sustainment Command, reenlisted to progress her profes­ sional career in the Army with the goal of becoming a non-commis­ sioned officer. Cox Furman feels the Army presents unique opportuni­ ties such as traveling and advises other females to make the commit­ ment. “Try something new,” said

Cox Furman. “You never know, you might like it.”

Guest speaker, Michelle Bailey, Deputy Director American Red Cross Europe Division, Africa and Middle East, encouraged women to exer­ cise their right to vote. “Women’s equality means equality for all,” said Bailey.

History and experiences are proof that the contributions and achievements of women make our Army stronger. Today, women can serve in all Army career fields.

“Everything we’ve worked for so far, is paying off,” said Sgt. Cyonna Stevens, 18th Military Police Bri­ gade, 21st Theater Sustainment Command. Stevens recognizes the evolution of women’s rights and equality within the ranks. She feels her role as a Service member is rewarding. “It’s hard, but it’s worth it.” Stevens, a member of the mili­ tary police, reenlisted in the cer­ emony and wants to become a drill sergeant to develop Army Soldiers.

Bailey said Women’s Equality Day recognizes the abilities of everyone. The Army, too, recognizes all its people, Soldiers, Families, and Civilians and provides individ­ uals the opportunity to maximize their potential.
