We will remember them

A dawn service at Westbrook and a mid-morning service at Greenmount were among the thousands of services that took place across the nation commemorating one of the most important dates on the calendar: Anzac Day.

In the lead-up to Anzac Day and following it, many local schools have and will be also hosting their own ceremonies.

A significant feature of Anzac Day is the ever increasing interest shown by the younger generations, something which is greatly appreciated by veterans and their families.

The choir from Bunkers Hill State School impressed everyone, including parents, some of whom were surprised to find that their children knew not only both verses of the Australian National Anthem, but also the Maori and English verses of the New Zealand National Anthem.

Changes to rent, hooning, drug laws

The Queensland Parliament was busy last week as legislation and laws were passed covering the rights of renters, cracking down on hooning and reducing punishment for drug possession.

RENT

The permissible frequency of rent rises has been increased from every six months to once a year for residential tenancies and rooming accommodation agreements.

These amendments will bring Queensland into line with other Australian jurisdictions and balance the rights and interests of Queenslanders who rent, and property owners and investors to maintain rental supply.

HOONING

In Queensland, it will now be an offence to participate in or be a spectator at a group hooning activity.

It will be an offence to organise, promote or encourage others to participate or be a spectator at a group hooning activity, including the filming or photographing of hooning for the above purposes.

It will be an offence to possess certain items used to facilitate group hooning events, for example, false number plates.

Queensland Police Commissioner Katarina Carroll said Queensland Police employs a range of covert and overt strategies, including the use of unmarked motorbikes, to patrol known hotspots and take enforcement action.

“Our message to anyone taking part in high-risk activities on our roads is that we will continue to target you, investigate your dangerous antics and take action against you,” she said.

DRUG POSSESSION

Queensland’s Police Drug Diversion program will be expanded to include the minor possession of all types of drugs by implementing a new tiered approach:

First minor drug-possession offence - a police officer issues a warning, accompanied by a drug warning notice and a police referral to a support service.

Second and third minor drug-possession offence - a police officer offers the opportunity for the person to participate in a mandatory Drug Diversion Assessment Program.

Fourth minor drug-possession offence - a police officer issues the offender with a notice to appear in court.

Currently Police have the power to divert people found with small quantities of cannabis to a drug diversion assessment program.

Garth

A polite ‘No’ to a divisive Voice.

This new legislation will extend that power to other drugs and provide a tiered health response.

In Queensland each year, police will come across approximately 20,000 people in possession of a small quantity of drugs for their own personal use.

Expanding the police drug diversion program aims to free up police time to focus on serious drug offending such as drug supply, trafficking and manufacturing.

MP Federal Member for Groom

The wonderful equality Australians enjoy is worth celebrating, it is a fantastic achievement, and it makes us such a great country.

I am firmly of the belief that all Australians should have access to equality of opportunity.

I want to see better outcomes for our Aboriginal and Torres Strait Islander brothers and sisters.

Improving outcomes for Aboriginal and Torres Strait Islander Australians is an important issue that requires a sensible and practicable approach, not a risky divisive one.

I have previously outlined my position on the proposed Voice to Parliament and it is a position based on principle and a strong belief in opposing the separation of Australians or giving Australians different rights, based on race.

I reiterate that my position remains unchanged. I will be voting ‘No’ in the referendum.

I support the idea of constitutional recognition of Aboriginal and Torres Strait Islander peoples.

I do not support The Prime Minister’s flawed proposal. As it stands, the Voice is under a cloud of questions of legal ambiguity, while not offering clear solutions for Aboriginal and Torres Strait Islander peoples.

The Coalition has proposed a viable alternative to unite the country. Our sensible and practical approach will mean:

1. Opposing Mr Albanese’s Canberra-based constitutionally-enshrined Voice bureaucracy model;

2. Constitutional Recognition for Aboriginal and Torres Strait Islander Australians;

3. A grassroots model of local and regional bodies focused on practical outcomes for Indigenous Australians. The best possible place for Aboriginal and Torres Strait Islander Voices to Parliament, is the shared chamber of the House of Representatives and the Australian Senate.

My vote is as equal as the next person in this referendum.

I encourage all Australians to consider this proposal in detail, as they are the ultimate decision-makers in this referendum.

Nobby’s three day country music festival

The Nobby Heritage and Development Association is holding its eighth Annual Country Music Walk-Ups in the Nobby Hall on 5, 6 and 7th May 2023, starting at 9am each day. There are at least fifty walk-up artists who will entertain the audience each day of the three day event.

Musicians will travel from as far north as Maryborough and south from Tamworth.

The audience will enjoy the wonderful music and

atmosphere in the hall, being entertained by artists who are accompanied by a back up band.

Entry fee for Friday and Saturday is $20 per person which includes entertainment plus a two course lunch and bottomless tea and coffee with a light dinner provided Friday and Saturday nights for a small additional fee. Entry on Sunday is $10 and lunch can be provided for an additional fee.

The organisers invite you to come along and have a wonderful time at Nobby Hall over the three days as you will enjoy wonderful music and hospitality.

Councils to have their time cut short

Councils across Queensland will have couple of weeks dropped from the end of their current terms following a decision by the Queensland Cabinet last week.

The Deputy Premier, Minister for State Development, Infrastructure, Local Government and Planning and Minister Assisting the Premier on Olympic and Paralympic Games Infrastructure, Dr Stephen Miles, said on the advice of the Electoral Commission of Queensland (ECQ), Cabinet has approved bringing forward the date of the local government election.

The 2024 Local Government election now will be held on Saturday 16 March, 2024.

The election was previously scheduled for Saturday 30 March, 2024, which is Easter Saturday next year and the first weekend of the school holidays.

Dr Miles said during school holiday periods, many Queenslanders take holidays to other parts of Queensland, interstate and overseas.

“This would likely see a significant increase in postal and telephone votes, potentially creating delays to declaring election results,” he said.

A similar situation happened in 2016, and the date was moved to be the week prior.

Dr Miles said the new date will support Queenslanders, councillors and candidates to plan for the campaign and voting day.

Field Day highlights innovation and development

If ever you thought crop farming was easy, a visit to Pacific Seeds Field Day would soon show you the wealth of knowledge our farmers possess and the amazing behind the scenes research and development carried out at Pacific Seeds in an endeavour to give our farmers the latest in seed innovation to help them adapt to changing climatic conditions.

Melvin and Joshua Mengel’s Nobby farm was the scene of Pacific Seeds Field Day last Thursday and farmers turned up in big numbers to hear about the latest in seed development.

Bill Smith, Territory Manager of the Central & Southern Darling Downs for Pacific Seeds, said the Mengels’ ‘Kia-Ora’ property has been the testing farm for Pacific Seeds for over 30 years and their preparation for the Field Day is always first class.

The Mengels have been on “Kia Ora” since the 1880s and young Cameron is the 6th generation of Mengel.

Farmers turned up to view first-hand the new Pacific Seeds summer forage lines and discuss the future directions of summer forage.

Thanks to Melvin and Joshua farmers were able to view first hand the new seed lines developed by Pacific Seeds as numerous strands of the new seed lines were available for inspection as mature plants.

Pacific Seeds’ Wayne Chester explained to the eager audience the various characteristics of the new seed lines some of which have yet to be officially named.

One topic of discussion by Wayne was the collaboration of Pacific Seeds with the Grains Research and Development Corporation (GRDC) to develop frost tolerant plant species.

On the topic of climate change Wayne said the company was looking 5 to 10 years into the future in development of new seed lines.

Farmers took the opportunity to discuss their summer forage options and gained good feedback on the various trial plantings of sorghum on the Mengel farm.

Other lines of discussion on forage for beef or dairy and corn for grain or silage were also welcomed as was an update on new wheat varieties and Canola grazing varieties “FEAST”.

Bill Smith of Pacific Seeds had numerous presentations to the army of workers who had organised the day and they each received bottles of wine or spirits for their efforts.

Bill didn’t forget lunch and he organised workers from Rabobank to prepare an outdoor barbecue of steak and sausages that was very much appreciated by everyone.

There is no doubt all who attended, be they farmers

or agronomists, were impressed by the work of Melvin and Joshua in preparing the strands of test crops and the information passed on by the crew from Pacific Seeds.

Field Days such as this one help keep Australian farmers ahead of their overseas rivals and Pacific Seeds are very much helping Australian farmers adapt to the challenges presented by a changing world.

Beekeepers asked to ‘bee’ alert for varroa mite

Beekeepers throughout Queensland are being asked to check and report on the condition of their hives in regards to the presence of the varroa mite, detected in New South Wales, as this pest can decimate hives.

Queensland’s beekeepers have been set a goal of 15,000 beehive checks to ensure the state is free of varroa mite.

Minister for Agricultural Industry Development and Fisheries and Minister for Rural Communities Mark Furner said commercial and recreational beekeepers should report all checks they make on their hives, even if they don’t find any suspect mites.

Having apiarists report as many checks as possible will support Queensland’s efforts to remain free of the pest, protecting the important role bees play in our ecosystem and

the many jobs they support both directly and indirectly.

Beekeepers can report hive checks using the Bee 123 online form, or by calling 13 25 23.

Beekeepers should also ensure their record-keeping is upto-date so that all bee movements can be traced in the event of a bee pest or disease outbreak.

Detailed information on how to check hives and report results can be found at daf.qld.gov.au/varroa

Beekeepers are invited to join in a free webinar, presented in conjunction with the Queensland Beekeepers Association, at 6pm on Wednesday 19 April 2023.

The webinar, “Bee informed: Seasonal update for Queensland beekeepers”, will cover the importance of reporting hive checks, and what beekeepers can do to support the beekeeping community.

Anyone can join by clicking on the ‘seasonal update for Queensland beekeepers’ link on the DAF Engagement Hub, and a recording of the webinar will be available at a later date on the Biosecurity Queensland YouTube channel.

“Everyone wants to make sure Queensland remains free of varroa mite,” Mr Furner said.

“Beekeepers need to be vigilant to protect Queensland beehives, our honey industry and the crops that bees pollinate.

“Hive checks are a quick and easy way to protect our state’s biosecurity.

“Alcohol washing is an effective method of detecting the presence of varroa mites, along with other exotic pests.

“Checking hives and reporting the results to Biosecurity Queensland should be part of beekeepers’ routines,” he said.

Queensland Beekeepers’ Association State Secretary, Jo Martin also commented on the importance of the issue.

“Australia as a nation is dependent on the health of the honey bee industry.

“The outcome of the response rests on the shoulders of every beekeeper in Queensland actively looking for varroa mite, undertaking the test, and reporting all the results, with an emphasis on the need for negative data.

Wine, spirits bottles join 10¢ collection

From November 1, 2023, glass wine and spirit bottles will be eligible for a 10-cent refund under Queensland’s Containers for Change program. and recycled in Queensland.

The commitment to expand the scheme follows an extensive consultation period, where more than 6,600 Queenslanders shared their thoughts about including additional containers in the refund program.

The consultation found 98.1 per cent of participants were in favour of more containers being made eligible for refunds through the program.

The container refund scheme has recovered more than 6.4 billion containers since its launch in Queensland in 2018, refunding more than $630 million to Queenslanders and creating 815 jobs as a result.

The addition of glass wine and spirit bottles is expected to build on the existing benefits of the program, especially around the recovery of additional glass for re-manufacturing.

To ensure all Queenslanders can participate in the expanded scheme later this year, the Queensland Government is working closely with Container Exchange (COEX), who manage the Containers for Change program, to make sure industry and facilities will be ready with six months to prepare.

Environment Minister Meaghan Scanlon said the delay until November is so the Queensland Government can work with 360 container refund depots as well as wine makers and spirit distillers over the next six months to get ready for the change.

“When we launched Containers for Change five years ago, only 18 per cent of beverage containers were being recovered

Spending cap introduced

Legislation has passed through the Queensland Parliament introducing a cap on electoral spending for all participants in Queensland local government elections.

The caps differ between mayoral and councillor candidates as well as between councils with differing populations.

In the Toowoomba Region, prospective councillors, who have over 115,000 electors to appeal to, will be capped at $30,000 for electoral spending.

Speaking in parliament last week, Member for Condamine Pat Weir said although the LNP did not oppose the bill, he did think it would cause issues for large, undivided councils such as the Toowoomba Region.

He said under this scheme, incumbents have an advantage, as new candidates usually need to spend big to be elected.

The new spending cap brings the sector into line with a similar rules for state electoral spending.

The caps will apply for the March 2024 Local Government elections.

“Since then that number has grown threefold, with Queenslanders having returned more than six billion containers and receiving $630 million in return.

“Stacked end to end, the recovered containers would run the length of Queensland about 300 times.

“It’s a program that isn’t just helping Queenslanders cash in – it’s also making sure we divert good materials from landfill to be recycled, and supporting hundreds of good, local jobs at the same time.”

Container Exchange CEO Natalie Roach said her organisation is excited about offering even more opportunities to create value for individuals, community groups, and charities while making it even simpler for Queenslanders to know which drink containers are eligible for a refund.

“So far 2023 has been a record-breaking year for the Containers for Change program with more containers collected than ever before, and we look forward to the expansion, and returning even more cash back to Queenslanders whilst saving even more valuable recyclable material from ending up litter or landfill,” she said.

The first formal commemoration of Anzac Day at Westbrook was organised in 2008 by the local Hall Committee and since then, attendances have improved each year.

This year, in spite of heavily overcast skies and light misty drizzle a crowd estimated to be well in excess of 500 gathered.

A touching moment came when Vietnam Veteran Len Muller, whose name appears on the Westbrook Honour Board with that of the late Jeff Rowbotham, attended his first Anzac service at Westbrook, but was overcome by emotion when at the microphone, drawing supportive applause from the crowd.

GREENMOUNT COMMUNITY COMMEMORATION

Residents of Greenmount, East Greenmount and surrounding areas turned out in force on Anzac Day for the town’s sole mid-morning service.

M.C. Doug Gale led the ceremony and was assisted by Toowoomba Region Councillor Carol Taylor who read the Anzac Requiem, guest speaker Major James Bushell (Commanding Officer, 73rd Electronic Warfare Squadron) and Graham Gordon who read the Uniform Resolution and The Anzac Day Ode.

The Amity Quartet sang the hymn ‘Abide with Me’ and student Thomason Dwyer recited the prayer.

Representation was strong from the area’s local schools, Greenmount State School, Emu Creek State School and Clifton State High School.

For over 120 years Australian troops have served around the world in defence of our country, our allies, and our values.

Twenty years ago was the early days of Australia’s involvement in Afghanistan; and it has been 20 years since the passing of Sergeant Andrew Russell, Australia’s first loss during a warlike operation since the Vietnam War.

Australian defence personnel have served with dignity, honour and bravery. We will never forget their service and their sacrifice, and this Anzac Day we pause to remember and to thank them. To learn more about the Anzacs, please visit anzacportal.dva.gov.au Kind regards,

This term this group of enthusiastic learners will be learning more about letters, sounds and numbers.

They will also be moving and grooving in their Dance unit and helping organise a special Mother’s Day event.

One of the many ‘firsts’ for these students will be the Nobby Interhouse athletics carnival.

This will be the beginning of many ‘firsts’ for these Nobby students.

P&C LIFE MEMBERSHIP

At the end of last term, we celebrated the life membership of Margaret Ferguson, Margaret Comerford and Warren Venz. This was such a wonderful opportunity for us to come

together as a team to acknowledge and say thank you for their contribution to our P&C over a number of years.

This was also a great opportunity for our students to see the sense of pride that family members and our school community hold and the appreciation felt for the voluntary contributions made to help our school be the best it can be.

MOTHER’S DAY HIGH TEA

We are in the midst of preparing for a Mother’s Day High Tea fundraiser which is being held on Saturday, 13th May.

Our P&C will be hosting a beautiful high tea with fun and exciting activities to keep all of our mums

Time to get colouring for farm safety

Primary school children around Queensland are gearing up to enter the annual farm safety calendar drawing competition hosted by Workplace Health and Safety Queensland. quad bikes, water safety, and general health and well-being on the farm.

Students from prep to year six are encouraged to pick up some colouring pencils and compete for prizes by creating safety illustrations focussed on electricity, animals, machinery,

Last year, demand for the free farm safety calendar was overwhelming, with more than 30,000 copies printed and distributed to Queensland homes as a year-round reminder of why it’s so important to think about safety on rural properties.

This year’s 12 competition winners will again have their illustrations published in the calendar and receive a $250 gift card for themselves and $500 for their school.

More than 1,000 school children are expected to enter the competition this year - taking the number of entries to well over 10,000 since the competition started in 2015.

Entries for the 2023 edition will close on June 23.

Minister for Industrial Relations Grace Grace said the farm safety calendar competition has become a key item on the school calendar.

“It’s terrific to see schools throughout Queensland highlighting farm safety messages - which play a vital role in promoting safe practices in our rural communities,” she said.

“These drawings colour Queensland homes, workplaces and communities, and demand has been so strong that last year, 30,000 copies were distributed.”

Downs Polo season underway

The Eagers Shield Polo Tournament got underway last weekend at the Clifton Recreation grounds.

Local and visiting players took to the field in what was the first tournament of the Downs Polo Club 2023 calendar.

Windy conditions did not dampen spirits on the field and on the sideline.

Two grades of teams took part in the weekend with a zerogoal competition and a four-goal competition being held over two days.

Polo will return to the Clifton Recreation Grounds for weekend two of the Eagers Shield competition this Saturday 29th April, followed by finals on Sunday 30th April.

The Downs Polo Club welcomes spectators to the grounds to enjoy some great country polo, as players battle it out for the historic Eagers Shield trophy in its 65th anniversary year.
